The act did not form a part of the official proceeding or program and has been described by several quarters as illegal, baseless and regrettable. Others felt this unnecessary tarnishes the cause of Herero Namibians to seek reparation from Germany and is a “copy-cat” way of behaviour that stems from a tide of vandalism in neighbouring South Africa where statues were vandalised with paint in recent months.

“We do not condone this vandalism,” said Nokokure Veii, Secretary of the Ovaherero/Ovambanderu Genocide Foundation, after the incident at the Marine Denkmal in Swakopmund on Saturday morning. Some individuals covered the historic monument, which dates from 1908, in red paint.

The secretary admitted there were “a lot of emotions during the walk. People are angry. We are angry because our demands for reparation are being sidelined,” she said.

Although the act of vandalism has been sharply criticised, the Foundation does support calls for the removal of the monument. “We don't understand why structures from the oppressive era still stand. The statue in Windhoek (Reiterdenkmal) was removed. Why does the monument in Swakopmund still stand,” she asked.

Hundreds of Ovaherero in traditional attire took part in this year's walk through Swakopmund. As usual they visited various places where the different chiefs explained their historic significance to the followers.

According to a statement by the foundation the walk is organised to commemorate the “genocide victims who perished in concentration camps in Swakopmund.” It is regarded as an opportunity to show the world what happened between 1904 and 1908 to the Herero and Nama. “It was indeed a genocide and should be treated as such by both the German and Namibian Governments,” it states.

Many curious onlookers and residents followed the proceeding with great interest. One person said to namib times that the whole procession was very peaceful and it did not seem that there was an intention of vandalism.

“Nobody noticed when the paint was thrown on the monument. A part of the proceeding had already moved on when it happened,” an eyewitness said.

Erongo Governor Cleophas Mutjavikua was not aware of the incident yesterday morning. During a telephonic interview he said that he will follow up on this issue and gather all facts before commenting on it. Erongo Regional Police Commander, Commissioner Andreas Nelumbo, was not available for comment regarding the incident yesterday. It is not known if a charge of vandalism was laid.

The monument was designed by Wolff Moritz and erected in 1908. It commemorates the soldiers of the First Marine Expedition Corps that perished during the Herero uprising of 1904/ 1905. The soldiers were on the ship “S.M.S. Habicht” in Cape Town, when they were called to Swakopmund on 12 January 1904, to initially reinforce the railway line of Swakopmund.

During the uprising the soldiers were stationed at various locations throughout the country.

Nowadays the monument is seen as a memorial to honour all fallen soldiers in Namibia.

The Namibian Police confirmed yesterday that the land grab action by hundreds of people in Walvis Bay have deteriorated since yesterday due to the fact that more areas were invaded where people are demarcating plots where they want to establish informal housing.

Dune 7 and Narraville were also targeted since yesterday, after the Police convinced people to pack up and leave areas they occupied since Thursday next to the B2 coastal road near the entrance of Walvis Bay as well as other selected areas in Kuisebmond and Tutaleni.

“They are moving from area to area and we continue to monitor the situation,” a senior police officer said yesterday.

In a disturbing incident on Saturday police and members of the police clashed after frustrations mounted as the police continued to remove demarcations and structures as people try to establish plots for homes. In a violent altercation five people, were injured when shots were fired and rubber bullets used in reaction to members of the community pelting police vehicles with stones.

By yesterday afternoon the Municipality of Walvis Bay was yet to react publicly to the events. The Police indicated unofficially it was monitoring the situation and the Special

Field Force remains on alert.

Over the weekend namib times spoke to the Regional Commander of the Namibian Police in Erongo, Commissioner Andreas Nelumbu.

Nelumbu was present at the scene of the land grabbing over the weekend and is tirelessly appealing for people to refrain from their actions and to exercise calm and restraint.

On the physical altercations he said, “We had to go to this point because after several warnings they started to damage our vehicles and tried to hurt police officers, and this could not be tolerated anymore.” Nelumbu said he under-stood the people's frustration regarding land, but there are laws to be respected.

In the meantime groups of people that registered for low cost land in terms of the NHE low cost housing scheme, Shack Dwellers Federation, Build Together and Affirmative Repositioning (AR) expressed concern over the latest events.

In a nationally coordinated event last year, people registered on waiting lists for low cost housing. In Walvis Bay the number of people reached 35 000 on this list.

With the latest land grabs, and people blaming Government is moving too slow with the process to make low cost land available, they feel it could bring more unnecessary delays.

Lüderitz port hampered by old railway Erwin Leuschner The Namibian Ports Authority (Namport) wants to increase the throughput through the port of Lüderitzbucht, but there is a catch: Although Namport has upgraded the railway network in the harbour, the 42 km stretch of rail between Sandverhaar and Buchholzbrunn needs urgent attention to realise this goal.

Besides massive developments in and around Walvis Bay by Namport, the port authority has not lost sight of its southern harbour Lüderitzbucht. “There is potential for exporting manganese ore from the Northern Cape of South Africa through the port,” Namport CEO Bisey Uirab said last week during a media briefing.

To keep up with the growing demand Uirab announced the envisaged upgrade of the main quay at the harbour. “We have commenced with a feasibility study relating to the extension of the main quay wall by approximately 30 metres,” he said. This will not only enable the port to accommodate longer vessels, but also a greater number of smaller vessels simultaneously.

Elzevier Gelderbloem, Port Engineer at Namport continued, saying that the location of the harbour of Lüderitzbucht has a strategic potential. Not only can the port serve the mining industry, specifically Manganese from South Africa, but it can also serve as a prime export location for farmers and businessmen along the Orange River. Last year the first containerised grape exports through the port of Lüderitz took place. “It is foreseen that this will be an annual

event,” Uirab added.

In order to harness the full potential of the port the railway line between Aus and Lüderitzbucht needs to be up to scratch though, which it currently isn't.

“The construction of a new rail network at the port was completed in February. We have, however, advised the relevant authorities that for the rail from Aus to Lüderitz port to offer an optimal transport solution, the 42 km of rail between Sandverhaar and Buchholzbrunn requires urgent attention,” Uirab said. Gelderbloem added that Namport “is ready to receive trains. Maybe once the section is upgraded we will see a lot of cargo going through the port of Lüderitzbucht,” he said.

Four arrested for land grab violence Four men made a first appearance in the Walvis Bay magistrate’s court yesterday on a charge of malicious damage to proper-ty.

This follows after a violent clash with members of the police at Tutaleni in Walvis Bay on Saturday as thousands of people are streaming to open spaces at various points in and around the harbour town demarcating land for housing.

The four were released on warning but returns to court on 2 June.

The accused are: Willem Shooya, Immanuel Nkuumbuli, Milike Mulike and Immanuel Huseb. With the exception of Mulike Mulike who indicated to magistrate John Sindano that he would conduct his own defence, the others are to apply for legal aid.

Erongo schools and teachers awarded for their hard work Sharlien Tjambari The Erongo Regional Council held their annual Teachers Award Ceremony last week Thursday to recognise, praise and award the top performing teachers who have done exceptionally well during the course of the previous academic year.

“The tireless efforts by our teachers to prepare and shape our future leaders is of great significance and should therefore not go unnoticed,” said the Minister of Education Arts and Culture Mrs Katrina Hanse-Himarwa.

Being a teacher

herself HanseHimarwa said she knows the challenges teachers face on a daily basis as well as the great responsibility that rest on their shoulders to produce productive members of society.

The influence of a good teacher is inescapable therefore teachers play a critical role in laying a solid foundation for the children, “it is because of that solid foundation that we are what we are today because no other profession can have such vital impact in shaping a child's future. These teachers who's achievements

we are celebrating should sure inspire all of us to follow their good examples so that we are also able to make our schools exciting places of learning,” HanseHimarwa emphasised. Amongst those who received awards were Mrs Frans who received an award for best chief hostel matron at primary level and Mrs Tjeriko at Secondary school level. The award for best life skills teacher went to Mrs Susan Tjiurutue. Awards for best primary schools went to Omaruru Circuit: Omaruru Primary School, Swakopmund Circuit:

the region with four places up. Awards for best performing schools-Omaruru circuit were as follows: Karibib Private for best performing Grade 12 school, Usakos Junior Secondary School for best

improved Grade 10 school and Martin Luther High School for most improved Grade 12 school.

Different teachers also received awards in their respective subject fields during the award ceremony.

Read to Lead Project Liesl Losper On Friday the Junior Council collected approximately 300 reading books from all seven respective high schools in Walvis Bay and donated the books to Kuisebmond Primary School.

The aim of our Read to Lead project was to assure that students are exposed to as much reading books as possible, since reading is an important aspect in the development of the mind, imagination and the creativity of young learners.

Die Namibiese Polisie op Walvisbaai het Vrydag sy vonds van 16,315kg dagga en 213 steentjies Crack-kokaïne aan die media vertoon, wat onlangs gedurende dwelmoperasies op Swakopmund en Walvisbaai opgespoor is. Vier inhegtenisnames, 'n ma en dogter en 'n egpaar waarvan die man aan 'n rolstoel gekluister is, het uit hierdie operasies voortgespruit.

Tydens 'n perskonferensie by die polisiehoofkwartier op Walvisbaai is aangekondig die straatwaarde van die dagga beloop N$163 150 en die kokaïne 'n verdere N$21 850.

Agter die vonds dagga is 'n ma en dogter, Katrina Boois (49) en Develine Boois (23). Hulle is Woensdag by 'n woning in Diamantstraat in Kuisebmond vasgetrek. Die dagga was in 76 pakkies verpak. Die polisie het 'n sterk vermoede die dagga het nie 'n oorsprong in Namibië nie, maar is vanuit 'n buurland gesmokkel. 'n Ondersoek sal mettertyd meer definitiewe lig daarop werp. Die twee beskuldigdes het reeds in die landdroshof op Walvisbaai op 'n klag van dwelhandel verskyn.

Met betrekking tot die egpaar waarna verwys is, het Deon Meyer Eiseb Ndumba (41) en Gertrud Gelinde Gaoses Gunakie (37) ook reeds in die landdroshof op Swakopmund op 'n klag van handel in kokaïne verskyn.

Ndumba is aan 'n rolstoel gekluister en het na bewering Crack-kokaïne vanuit sy rolstoel verkoop. Gaoses het hom bygestaan in dié onderduimse sake. Altesaam 213 steentjies Crack-kokaïne is verlede Maandag tydens hul arrestasie in hul besit gevind.

Napolitana no more a “club”

The bar at Napolitana, a once popular nightlife spot in the Swakopmund CBD, is currently being renovated and will soon form a part of the restaurant, says co-owner Mark Norman

Erwin Leuschner One of the most popular and last hang out spots and amusement areas in the CBD of Swakopmund, the Pub and Grill Napolitana, has stopped offering a “club” service and is instead now only continuing to operate its restaurant. “We have removed our sound system and will not be offering any such activities anymore,” said coowner Neville Gouws to the namib times.

Swakopmund's nightlife has taken a significant blow.

After the closure of the club “Grüniz” (Hotel zum Grünen Kranz) in 2015, now the nearby Napolitana Restaurant is following in the same footsteps. “We got complaints from the public about noise pollution and therefore took the decision to stop with our entertainment area,” Gouws continued.

According to Gouws Napolitana has been operating for many years as a restaurant.

Initially the owners never intended to create a “club.”

Instead the bar area, which is adjacent to the restaurant, evolved into a popular nightlife spot. “We offered kareoke nights a few years ago and from there it just g r e w, ” c o - o w n e r Mark Norman added.

Since then Napolitana continued with its restaurant, while younger people, especially tourists, danced away the night next door.

Napolitana got complaints from some nearby residents though and was recently reprimanded by the municipality for noise pollution.

“We don't want issues with our neighbours.

Because of commitments we still operated during Easter, but thereafter we took down the lights and speaker system,” Gouws continued.

Currently the bar area is being renovated. It will in future include tables and be a permanent part of the Restaurant.

“There is no dance area anymore,” Norman added.

Gouws continued saying that there exists a massive demand for such activities in Swakopmund.

Norman as he noted that in the month of December 2015 more than 10 000 people were counted that entered Napolitana. “New hotels are popping up everywhere and more people visit Swakopmund, but there is nothing to do at night for these visitors.

Where should they go?”

Gouws asked. Normand added that there

are ample beds in the CBD, but there is no more nightlife.

Subsequently Napolitana was blamed.

“The culprit was caught the same evening,” he said.

Besides that incident he also mentioned that it is very difficult to witness and prove spiking, as some clients, that drink too much, make it a habit of blaming it on spiking.

The cruise ship Astor calls at the port of Walvis Bay today, as part of her northbound cruise to the northern hemisphere where she will spend the duration of 2016 for the European spring and summer. The ship has been cruising the Southern hemisphere's oceans and made recent calls at Australian ports.

Passengers are expected to disembark for visits to Walvis Bay and Swakopmund and for tourism-related excursions in the surrounding Namib desert. The time is running out fast for favourable cruise weather in the Southern hemisphere, with the last passenger liner to call at Walvis Bay on 8 May.

Women Entrepreneurs at Expo very pleased Liesl Losper The Women Entrepreneurs Expo, organised by Face of Namibia took place the past weekend at the Kuisebmond Stadium.

Exhibitors said the interest from the public was very good and they are sure that the marketing they have done at the Expo will mean a lot for their businesses.

On Friday evening a gala dinner was held at the town hall where invited guests also pledged money towards the program. Mary Ankongo said she is happy with the success this expo has achieved since she was the only one that had to organise the whole event.

Mary Ankongo, the founder of Face of Namibia, said the aim of the Expo is to raise funds and expose women to the available economic and employment opportunities in the country, also to have a training programme in place to empower fellow unemployed and less privileged women in Namibia. Women at the Expo also expressed a strong stance in favour of the fight against gender-based violence (GBV) and baby dumping. Namibians need to be sensitised to fight these social evils. There were 70 exhibitors.

Proactively managing crises before it happens An intensive two day Master Class to share best practices in maximising the conditions for crisis avoidance, managing the media and preparing for crisis mitigation and recovery will be held in Walvis Bay on 14 and 15 April at the Othithiya Building, 3rd Street East. Seriously consider the following when deciding to participate in the Master Class: Crisis Planning The September 11 attack by terrorists on America demonstrated that some organisations in the United States

were well prepared, and most were not. Less than five per cent of US companies have a crisis plan before having a significant crisis (Bern-

stein 2002). A severely neglected aspect of crisis communications is crisis prevention. Prior to suffering their first major crisis, few organi-

sations invest the time necessary to take a hard look at their own vulnerabilities except in the context of legally required risk management. In any field, there is no such thing as a business in which surprises do not occur.

What are your chances of having to deal with such situations? The answer is 'exceptionally high'.

What is required is a crisis communication plan which provides a system for coordinated, prompt, honest, informative and concerned responses to crises.

This plan consists not only of a manual with scenarios and instructions, but also involves a comprehensive audit of the organisation's vulnerabilities that results in numerous recommendations for operational/system changes which, if unchanged, create a potential for crises.

Commonly, the board of directors or administrative staff are aware of system weaknesses, but have not considered carefully the marketing communication/bottom -line impact of failure to quickly correct the problems.

Prevention, then, versus reaction, is the ultimate key to successful crisis communication. When a crisis plan is implemented after a damaging crisis, considerable time and ex-

pense is wasted attempting to minimise damage. Such expensive 'fire-fighting' would have been unnecessary had a plan been in place.

Defining a crisis Crises are unplanned events that directly or potentially threaten a company's reputation; the environment; the health, safety or welfare of employees; and the health, safety or welfare of citizens in communities surrounding a plant. The benefits of a disaster and crisis management plan include preventing crises before they happen, dramatic enhancement of crisis response time, correction of operational weaknesses and overall reduced cost of crises.

The anatomy of a crisis Crisis management is a process of strategic planning for a crisis or negative turning point, a process that removes some of the risk and uncertainty from the negative occurrence and thereby allows the organisation to be in greater control of its own destiny.

Crisis communication is the communication between the organisation and its publics prior to, during, and after the negative occurrence.

The communication is designed to minimise damage to the image of the organisation.

Effective crisis management includes crisis communication that not

only can alleviate or eliminate the crisis, but can sometimes bring the organisation a more positive reputation than before the crisis.

Detection This is a necessary and healthy exercise that puts on the table many issues and threats that often lurk below the surface because no one is sure about the correct forum to deal with them.

Some companies prefer not to use the term 'crisis' because of a mindset that is in denial of 'bad news' or because they have an illogical fear of 'stirring up trouble'.

Using euphemisms such as 'potentially embarrassing situations' or similar phrases is not helpful because your employees will learn that 'crisis' doesn't necessarily mean 'bad news' and 'panic', but simply 'very important to our company, act quickly'.

Aims of emergency plans The purpose of establishing a crisis and disaster response programme is to help ensure that a company is prepared to deal effectively with unexpected events – and thus minimise adverse consequences.

The goals of emergency response planning are to: · Prevent fatalities and injuries to employees and members of the public. · Provide guidelines for

decision making · Identify and clarify responsibilities · Ensure that valuable time is not lost in implementing or coordinating response efforts · Minimise production downtime and disruption of business.

Crisis and disaster management plans are quite complex and require excellent coordination of human and material resources.

It will also be evident that communication is the 'glue' that holds the process together. This said, it is also obvious that such complexity and rigid coordination requirements will benefit from training and testing. Training and testing are important also from a psychological point of view because individuals involved will have an enhanced feeling of being able to cope, of being able to implement initial actions which will relieve stress and also reduce the need for unseen problem solving.

The two-day Master Class should be a priority on the training agenda of all organisations and businesses in Namibia.

The Dolphins Schools Canoe Combat

The Dolphin Schools hosted a highly successful Canoe Combat at the Walvis Bay lagoon on Saturday in which twenty teams, many corporate, participated. The event was well attended.

Visitors were impressed by the way the event was organised and a school spokesperson said yesterday the School is satisfied with the public's support of the event. The team who showed the best spirit throughout the day was EBH (Elgin Brown & Hamer). The Wacky Paddlers team was awarded the best dressed for the event.The four teams with the best paddlers were Vikings – Lötter Krogh Architects (4th), PIE – The Dolphin Schools (3rd), Vasbyters- Namib Desert 4x4 club (2nd) and the overall winning team for the day was Boaty Mcboatface - WCE. Photo action of the Canoe race on Page 15.

Rossmund Golf News The Clubhouse has a new buzz about it on a Wednesday with some great food up for grabs, something different every week - eat in or takeaway, so lets support them where we can.

Wednesday 23 March we had a record field on the day and it was great to see some of the old Wednesday faces not only back on the course but in the winning circle. 18 hole prizes went to Eben Bergh with 40pts followed closely by Willie van Zyl on 39pts. Athol McLean took the 9 hole prize winning a countout with 19pts on the back nine.

Wednesday 30 March sponsored by Neil MacLeod with Absolutely Perfect Water, saw a good field in action and some great weather to start with, although the southwester started blowing a bit later in the afternoon.

Tony Boesch came out on tops with a brilliant 42pts

shooting par for the course with 71 gross, it was great to see that smile on his face and the comment - "my putter was magic today" well done! Results: 18 Holes - Tony 42pts; Cobus 38pts. 9 holes - Bertie and John 20pts (c/o) over the front 9. It was great to have John back on the course and that surprise visit from Cashbox.

Saturday 2 April Lighthouse Group Betterball Stableford - Well what could one expect. The weather at Rossmund was just perfect for golf and a good field of golfers set out to conquer the excellent course. With a few refreshments on hand to enhance the golf by Number 7's tee box, everyone had a great day of golf. Scores were close and a few countouts were needed to determine the winners. Results: 1st Piet Bierman/Athol McLean 44pts c/o, 2nd Achmet Abrahams/ Bertie Saunderson 44pts, 3 r d Denis Haimbondi/Helmut Njendja 42pts, 4th Marlon Swarts/Juuso Kambueshe 41pts c/o, 5th Thomas Shitaleni/ Sonny Ndalumbumo 41pts, 6th M Sevelus/Des

Frankfort 39pts c/o, 7th Theo Haimbondi/ Mark Jacobs 39pts. A great day was had by all and a big thank you to the Lighthouse Group for their continuous support of golf at Rossmund.

Kudus laat Rehoboth deurglip Kudus het net hulself te blameer vir albei nederlae wat hul Saterdag teen Rehoboth gely het. Eers het die tweede span hul kanse verspeel toe hulle met 35-26 verloor het voor die eerste span met 22-26 dieselfde paadjie moes loop.

Die grootste twee aspekte wat tot die nederlae gelei het was onfiksheid en, weereens, swak besluitneming. Dit was duidelik dat dat albei Kudus spanne nie vir 80 minute, veral in die binneland, fiks genoeg is om kompeterend te wees nie. Swak besluitneming het gekos dat die tweede span slegs met een punt uit die wedstryd tevrede moes wees.

Met speeltyd verstreke het Kudus 'n strafskop vlak voor die pale gekry wat kon verseker dat hul nog 'n punt uit die wedstryd kon verdien want selfs 'n verdoelde drie sou nie gehelp het nie. Hulle het besluit om eerder met die bal te hardloop wat op niks uitgeloop het nie. Die eerste span se besluitneming was meer frustrerend want in al hul drie kragmetings dié jaar het hul nog nie geleer jy speel nie hoë risiko rugby in jou eie helfte nie.

Rehoboth het elke keer vanaf 'n Kudus afskop die bal teruggeskop tot diep in die Kudus se halfgebied.

Elke keer het Kudus met die bal probeer hardloop wat uiteindelik punte teen hulle gekos het. Drieë deur Anthony Jevu en Percy Nash, waarvan een deur Aurelio Plato verdoel is het Kudus met 15-6 teen rustyd laat voorloop. Met die gemak wat Kudus egter die spel beheer het tot op daardie stadium kon niemand dink dat dinge so dramaties sou omswaai in die tweede helfte nie. Nog 'n drie na rustyd deur Tarazio Croza laat Kudus met 22-10 voorloop. Met sowat 20 minute oor begin die wiele egter afval. Die dun lugdruk begin sy tol eis met spelers wat eenvouding net nie meer die pas kan volhou nie en handdoek ingooi. Grant Nash word eerste vervang en 'n besering vir Robbie Shimbulu veroorsaak dat die eens bestendige skrums ewe skielik op die agtervoet is. Binne 'n blitzkrieg van 5 minute en Rehoboth loop met 22-23 voor. 'n Verdere strafskop deur Howard Titus bring die finale puntestand op 22-26 in Rehoboth se guns te staan. Daar was wel heelwat ligpunte ook. Anthony Hoebeb en Wardo Sitzer het tesame met Humprey Jacobs 'n barshou gespeel en veral Wardo kan hom eersdaags in die eerste span bevind. Agterlangs was heelagter, Zane, 'n lus om te aanskou terwyl Shalako ook met twee drieë vir sy dag se werk beloon is. Vir die eerste span was die skrumwerk van Andries en Robbie, voor hy die veld moes verlaat, tesame met Chris, Grant en Nic weereens indrukwekkend. Lynstaanwerk was baie goed maar hoekom hulle nooit vanaf 'n lynstaan dryf nie bly 'n raaisel. Agterlangs het AJ en Aurelio in hul eerste wedstryde vir die jaar bestendige vertonings gelewer en was sonder twyfel die beste agterspelers tesame met Percy Nash. Calla Stevens het 'n afdag beleef en sal die wedstryd so gou as moontlik wil vergeet. Harde werk lê voor voor Kudus Saterdag vir Wanderers in Narraville die stryd aansê en die enigste plek waar dit kan begin is op die oefenveld, met twee volledige groepe.

First National Bank Walvis Bay Winter Corporate League Bowls 2016

The First National Bank Walvis Bay -Winter Corporate League will be held at Namib Park Bowls Club every Wednesday evening ending with the Finals on Friday 23 April.

All 22 teams will be playing under lights and competing against other business in a social atmosphere trying to master the game of bowls. All are welcome to come watch and support.
