While the burglar was busy leaving the flat through the same window, the victim, Kahwadi woke up and grabbed the suspect. A struggle ensued. The second suspect, who was waiting outside the flat, shot the victim in the right side of the head. The calibre of the weapon is not known.

No serious injuries reported in recent accidents Piquet Jacobs Three people sustained less than serious injuries, while more were reported to have sustained minor cuts and bruises on Sunday evening when the 7-seater vehicle they were travelling in was rear-ended by a pick-up truck. It is alleged that the driver of the 7-seater executed a harsh braking manoeuvre as to avoid crashing head-on with a truck overtaking another truck at the time, when it was rear-ended by the pick-up.

The pick-up truck reportedly left the scene. The incident occurred 30km from Arandis towards Usakos on the B2 route.

A rollover crash was reported on the C14 route between Walvis Bay and the airport early Saturday morning, when the driver lost control after an apparent tyre failure which resulted in the vehicle leaving the road and overturning. Both occupants of the vehicle sustained injuries and received treatment at the scene before they were both transported to the Walvis Bay State Hospital for further management and care by the St Gabriel Ambulance Service. The nature of their injuries were described as less serious and minor respectively.

Wet conditions on the notorious C34 route, appear to be a contributing factor which caused drivers to lose control of their vehicles in two separate incidents on Friday. In the first incident, approximately 30 km north of Henties Bay in the Mile 72 vicinity, the driver of a pick-up truck lost control of his vehicle. Fortunately, only minor injuries were reported. The second incident involved a pick-up truck which veered off the road and overturned after the driver lost control of the vehicle almost 200 km north of Henties Bay in the Skeleton Park.

Two people were reported to have sustained injuries.

On Thursday evening, a vehicle veered off the road and overturned after what is believed to be a mechanical failure resulted in the driver losing control. Only minor injuries were reported at the scene.

In a recent media release Old Mutual Namibia warns the public of fraudulent letters and loan application forms which has surfaced within the past weeks used to scam people out of their money.

The most recent circulating letters offer business, car and home loans and urge potential clients to email their IDs, payslips and bank statements to show their interest in the offers made. Old Mutual distances themselves from these letters and the activities linked to them.

“First and foremost, we are Old Mutual Namibia and any other name used might be a scam. Be a step ahead at all times. Secondly, should you be offered business, car and home loans -be informed that this is by no means a facility offered by Old Mutual. Old Mutual welcomes all those in need of financial assistance (personal loans and debt consolidation) and one would never be required to make any deposit whatsoever. Should you come across anything suspicious from us requiring deposits, we kindly ask these attempts to be reported to Old Mutual Namibia office as soon as possible. We urge the public to always be aware of such scams and be cautious not to fall prey to such individuals,” the release reads.

Members of the public are encouraged to always be vigilant and go the extra mile to protect personal details and documentation. Old Mutual provides a tip-off line whereby the public is urged to utilise the number 0800 222 117.

New Mondesa Police Station Commander introduced to community Sharlien Tjambari

The Namibian Police (NamPol) organised a church parade on Sunday (4 June) to introduce the new station commander of the Mondesa Police Station to the community of Swakopmund: Warrant Officer Hilma Kandali Uugwanga.

Many serious crimes take place in the Swakopmund suburb Mondesa, most notable are assault-related offences, murders at month's end fuelled by alcohol as well as a rising trend in housebreaking cases. This was some of the concerns brought forward by the community and was acknowledged as focus areas for crime prevention when the new station commander was introduced.

During the meeting Nampol also gave information of the status of crime in Mondesa and preventative measures to reduce identified crime. According to the Head of Community Police for Erongo region, Warrant Officer Iileni Shapumba, the types of crimes committed in Mondesa remain a huge challenge. “It is because of this that the station commander has introduced search operations at night. Up to date we have confiscated 30 knives, including a panga, between 30 May and 2 June (picture below),” Shapumba said. He urged the community not to walk alone at night and rather stay at home and called on the community to establish neighbourhood watches.

“Be careful of scams that are going around, be careful of things that are too good to be true and never fall victim to scams. Another disturbing issue is social disorder. People are posting scenes of accidents and distributing them on social media. When accidents occur and the police are there, no one is allowed to take videos and photos because it is not good for the family members to learn about the death of their relatives via social media,” he explained.

Shapumba added there is also a trend of young people taking “very bad and disturbing videos of themselves, nude photos or very bad videos and post them on social media”. “This needs to stop,” he warned.

While addressing the community Shapumba acknowledged addressing churches and congregations does not mean they are speaking to those committing the crimes. He therefore urged community members to treat these sessions as information platforms and for the community to convey this information to the masses.

According to Shapumba the Mondesa Police Station wishes to establish a Pastor's Forum, because of the common interests. “Both Pastors and the police preach and tell people not to kill and so forth, therefore we would like to work hand in hand with the pastors in order to fight crime,” he said.

Warrant Officer Uugwanga was the previous station commander at Uis, where she served since 2014. Before that she was on duty in Walvis Bay and Henties Bay. Uugwanga resumed her duty as station commander at Mondesa Police Station on 18 April this year. She invited the public to approach her office and bring up new ideas on how to combat crime.

“The police cannot be successful alone without the input of the community,” she said. Uugwanga added: “we must remember that the people committing

the crimes are our own children.”

Uugwanga also addressed the burning issue of gender-based violence saying she will take this evil head-on. “The person who is supposed to protect you is the same person harming you. I strongly urge men, brothers and fathers who are in abusive relationships, to approach me personally at my office so we can solve the problem together,” she said. Not only women are in abusive relationships and most men are too shy to report abuse to the police.

Uugwanga continued by stating the police usually only discover the patterns of an abusive relationship after a murder and/or suicide. “By then it is too late.

The police are not only there to lock people up but to also educate and help people,” she said.

She urges the community to save the Mondesa Police Station emergency number (081 640 7606) and office number (064 415 007). The churches where the meetings were held are the Anglican Church and the Evangelical Lutheran Church.

Erongo Desalination Plant celebrates seven years of no Lost Time Injuries Sharlien Tjambari

The Erongo Desalination Plant celebrated an incredible milestone of seven years with no Lost Time Injury (LTI). The celebration took place at the facility located near Wlotzkasbaken on Friday, 2 June. The plant was built to supply water to the Trekkopje Mine of AREVA Resources Namibia.

“This is our longest time period of any of our current operations without Lost Time Injuries.

At one of our other operations we were one month short of eight years when we suffered a Lost Time Injury at one of the cold plants.

That's how quickly it can happen,” said Roy Malcolm, AVENG's General Manager-Operations, addressing the staff members during the celebration. He added the workers should therefore never be complacent and never ever think it's not going to happen to them.

“When you take your eyes off the ball that's when things can go wrong.”

Malcolm further said accidents are unplanned and can happen in a split second. “You do not plan to injure yourself or some-body else. It is about being diligent, being awake and being aware of everything around you.”

The Erongo Desalination Plant is the largest seawater desalination plant in Southern Africa.

It is operated by Aveng Water Treatment and was inaugurated in 2010. It currently produces 20 million cubic meters of desalinated water per year. AVENG Water Treatment's safety system on all their processing plants is independently certified to be compliant to the international safety standard OHSAS 18001.

This safety standard and on site safety culture is the cornerstone to this remarkable achievement.

Police still searching for truck driver after Usakos inferno Erwin Leuschner Many questions and little answers: The police in the Erongo region is still searching for a truck driver, suspected to be a Zambian national, who disappeared on Friday evening after three trucks burned out completely in Usakos. One Namibian truck driver, Lisias Amukushu, sustained severe burn injuries and is still in a critical condition while a third truck driver escaped unharmed.

The cause of the blaze, which started at about 19:45 on Friday evening, is still unknown. “We are investigating the fire incident but we are not ruling out arson,” said deputy commissioner Erastus Iikuyu, police regional crime investigations coordinator for Erongo, to namib times.

According to Iikyu the first truck to stop at the open area opposite the Shell Service Station was a refrigerator truck with a Zambian registration (BCA 4011). The truck was apparently parked at the spot of the incident for about a week after it had broken down. During the afternoon on Friday a tanker truck, belonging to Grindrod Fuel Logistics Company, transporting 44 680 liters unleaded petrol parked next to the first truck.

Later that same afternoon a third refrigerator truck [Zambian registration number ACX2532] also transporting fish parked next to the fuel truck. “Shortly thereafter the said refrigerator truck started burning and the fire spread quickly to the other trucks,” Iikuyu said.

The incident raises many questions, as the driver of the truck where the fire allegedly started is missing. There is also no indication that he was injured during the incident.

“We do not know his identity and believe he is a Zambian national. We are currently busy tracing his employer,” Iikuyu continued.

The police is further puzzled as the fuel tanker truck and the refrigerator truck were traveling from Walvis Bay to Zambia, yet when they parked they faced back to Walvis Bay again.

The driver of the tanker truck, Lisias Amukushu, a Namibian male, sustained serious burn injuries all over his body during the incident and he was initially admitted at the Usakos State Hospital and thereafter transferred to Windhoek for further medical treatment. “He is still in critical condition. He is still unable to speak about what transpired,” Iikuyu added. The driver of the broken truck, Luka Kabue, a Zambian National, escaped unharmed. He was allegedly sleeping when the fire broke out and managed to escape the blaze. The third driver was still missing at the time of going to print.

Container terminal project only completed by 2019 Piquet Jacobs

At a public session presented by PS HSE Consulting to keep interested parties and the community updated on the progress of construction of Namports' new container terminal on reclaimed land, it was confirmed that the construction of the 40 hectares container terminal is around 60% completed.

The project, which was scheduled for completion by mid-2018, has been delayed due to unforeseen geotechnical conditions below the seabed. As a result of the problem the terminal would now only be commissioned by 2019. Six months were spent doing additional geotechnical investigations and research on a diatomaceous silt layer, a layer of dead organic matter, approximately 20 metres below the seabed. The type of diatomaceous silt found at Walvis Bay is particularly uncommon worldwide, and research into the engineering properties of this type of silt is limited. “Namport has signed a Memorandum of Understanding with the University of Namibia in order to carry out a three year study which will assist in understanding the silting of the lagoon, the contributory factors, the impacts on the environment and how they can be managed,� said Elzevir Gelderbloem, Namport Port Engineer at the public briefing recently.

The three year study will focus on the status of the physical and chemical condition of the lagoon, as well as biological communities (plankton, benthic fauna, plants, fish and birds) and to determine the environmental and biological indicators of the health status of the lagoon.

An update was given on the Hazard Management Plan, which monitors the noise, dust & waste management of the project.

Noise monitoring results for November 2016 – April 2017 has indicated a low average, though high peaks were experienced.

Results for dust monitoring indicated very low results, while waste management has been appropriately taken care of.

A total number of 151 safety incidents have been recorded since October 2014 to date, ranging from public incidents and security incidents to property damage.

The new container terminal project consists of several contracts, of which the biggest contract is being undertaken by China Harbour Engineering Company Ltd (CHEC). The main contractor of the project is required to train 707 local employees by the end of the project through skills transfer and other classroom trainings, of which 514 locals have been trained through different courses. The next public information sharing is scheduled for 22 November 2017.

Several midwater trawlers are expected alongside in Walvis Bay during the course of the week to discharge frozen horse mackerel. No less than five trawlers are expected from the fishing grounds.

Most of the vessels discharge the frozen product to cold storage in the port of Walvis Bay from where it is trucked to markets in Southern Africa. Some of the trawlers transship the frozen product to reefer ships off the port for shipment to the Democratic Republic of Congo and other markets in West Africa.

Budget in Swakopmund: 10% increase across the board Erwin Leuschner

Rates, tariffs and taxes for refuse removal, sewerage services as well as the basic charge for water supply will increase by 10% in Swakopmund. This was announced by the Town Council on Wednesday of last week when Erkkie Shitana, Chairperson of the

Management Committee, tabled the local authority's budget for 2017/18.

“I must admit that efficient service delivery to the residents of Swakopmund has become a challenging task. To be effective, it has to be supported by sufficient financial resources,” Shitana explained in his budget speech.

Shitana presented a capital budget of N$87.02 million as well as an operational budget reflecting a projected surplus of N$503 770.

This surplus will only be made possible if the tariffs are increased for the new financial year.

Would the tariffs remain the same, the operational budget would reflect a deficit of N$27.78 million.

In future Swakopmund residents will have to dig deeper into their pockets.

Town Council approved the new increases of 10% for most services rendered by the municipality. These include assessment rates, sewerage service, refuse removal service and the basic for water. The prices for water were increased using a sliding scale tariff. Depending on

the monthly water usage the prices increase by 5.5% (9m³-30m³), 6.5% (31m³-60m³) and 7.5% (60m³ and above) for both households and smallholdings.

Town Council once again exempted senior citizens from the increases. The basic tariffs will therefore remain the same.

While presenting the capital budget Shitana said that this was drawn up keeping Council's strategic plan for the next five years (2016-2020) in mind. “It remains Council's ultimate goal to accomplish those set goals,” Shitana said.

Of the total capital budget of N$87 million an amount of N$37.3 million will be utilized for the continuation of capital projects while the remainder (N$49.6 million) is earmarked for new capital projects.

The largest amount of the capital budget (N$15 million) has been earmarked for water related services and includes the planning phase of a new water reservoir for the Nonidas

smallholdings and Heritage Hill.

Next up Council has budgeted N$13.6 million for the resurfacing of streets and roads in Swakopmund. While Shitana did not reveal which streets are to be upgraded in the new financial year, he explained Council will once again utilize small contractors to do the work while Council supplies the required material. “This concept has proven itself to be more economical,” he said.

Another large chunk of the budget will be spent on public buildings. Shitana revealed that N$9.6 million will be used to complete the MultiPurpose Centre in Mondesa which includes the furnishing of the facility while the remainder of the money will be used to maintain other public buildings belonging to Council.

During his speech Shitana also highlighted the development of DRC remains a top priority.

In this regard, he said Council has received funds from Central Government for the current financial

year with more money anticipated to come in the next two financial years for the installation of services in the informal settlement. “All relevant tenders were awarded for the installation of services relating to streets, sewerage and water,” he noted.

The remainder of the capital budget has been earmarked for various other projects, including the relocation of the sewerage midblock system in Mondesa a n d Ta m a r i s k i a (N$6.7 million), the provision of serviced land and future town planning (N$7 million), the cleaning section (N$5.9 million), sewerage works (N$7.8 million) and businessand market malls (N$8.2 million).

Chinese road builder accommodates workers illegally at construction camp The Swakopmund Town Council has ordered that Unik Construction Engineering Namibia (UNIK), the joint venture contractor constructing a new road east of the dune belt between Swakopmund and Walvis Bay, has to evacuate their employees from the construction camp within 30 days.

The employees affected are Chinese nationals and has once more placed Chinese companies under the negative spotlight for cutting corners and flouting Namibian laws, regulations and policies. The decision was made during the recent Council meeting, after it was established during a site inspection at the construction camp that various workers are residing at the camp located in the vicinity of the Swakop river. This is contrary to stipulations of a Council Resolution passed on 30 June 2016. It explicitly states that no workers are allowed to reside at the camp.

The site inspection was conducted during December 2016 by the Engineering Services Department.

Kooper to represent herself Marine Kooper (23), the woman who is accused of having abandoned and placed her newborn in a suitcase in Walvis Bay recently has indicated in court she would represent herself on a charge of attempted murder.

At a previous court appearance she wanted to apply for legal aid. She was expected to make a plea, however, the matter has been remanded to 7 July for a possible plea due to Kooper being not well and in need of medical care according to the investigating officer.

New by-law to encourage supermarkets to charge for plastic bags Swakopmund is once again at the forefront of environmental conservation: The local authority wants to introduce a unique by-law obliging supermarkets and businesses to charge customers a fee for plastic bags in the hope of eliminating the illiterate use of plastic bags and to curb pollution. If all goes to plan the unique by-law can already be in place by as early as August this year – this is the timeline the municipality is aiming for. Swakopmund will thereafter be the first local authority in Namibia to promote the responsible use of plastic bags and regulate the usage of such. The item was discussed at the recent Town Council meeting after an Environmental Trust made a presentation to Council a few months ago. The Otto Herrigel Environmental Trust is run by Mrs Karin Herrigel, Otto Herrigel's widow. The late Mr Otto Herrigel was a keen environmentalist, farmer and politician who loved his country. To continue his legacy Mrs Karin Herrigel created the Trust to promote, educate and preserve the environment.

I honestly think that the problem lies at the landfills not being properly managed. Also, it is clear that when you walk along the beach and in Swakopmund itself, that most people actually use the bins provided, but that the bins are overflowing. Town Council will have to double the amount of bins to really make a difference.

Swakopmund Mayor invites public to a series of meetings The municipality of Swakopmund is hosting a series of public meetings, starting on Sunday (4 June). According to a notice sent out by the municipality the Mayor, Clr Paulina Nashilundo, will brief the public on the Strategic Plan Feedback.

The first meeting will take place at the Meduletu Hall on Sunday at 14:00. Next up are the residents of DRC: The meeting is scheduled to take place on Tuesday (6 June) at 18:00 on the open area behind the DRC fire station. The meeting for residents from Tamariskia is set to begin on Thursday at 18:00 at the Swakopmund Town Hall.

The last meeting will take place on Sunday (11 June) at 14:00 at the Municipal Head Office in Council's Chambers.

Twelve-year old pleas for a home from President Hage Geingob Erwin Leuschner

The acute housing shortage in Namibia spares no one, not even children. In 2015, twelveyear old Merceline T. from Swakopmund sent a letter to President Hage Geingob desperately requesting the Head of State to donate a house to her homeless, single mother.

Now, two years down the line the request was rejected.

“Please help us, we don't have any place to stay. Please buy for us a house,” reads the handwritten letter Merceline wrote. The letter is dated 1 June 2015 and the address reads “Dear President His Excellency Honorable Dr

Hage Geingob.”

The letter was written when Merceline was ten years old. She wrote that she is in Grade 4 and is schooling at a primary school in Swakopmund.

“My father died when I was a baby and my mother is a single

mother,” she wrote. Her mother has no work and they are suffering.

“Please buy for us a house. God will bless you.” The letter concludes with the words: “I do trust in our President.

Thank you and may God bless you.”

The letter, which was indeed received by President Hage Geingob, was answered by Ettienne Maritz, Executive Director of the State House more than a year later. In this letter Maritz states that the Government is com-

mitted to the eradication of poverty and providing shelter to the Namibian people. “You are encouraged to work hard on your studies and become successful in your future endeavors,” Maritz concluded. He forwarded the letter to the Erongo Regional Governor, Clr Cleophas Mutjavikua, and requested his assistance.

Mutjavikua inturn forwarded the letter to the

Swakopmund Town Council for consideration – Council rejected the application at the recent meeting. “Unfortunately, Merceline's mother did not apply for any of these programmes (referring to the Mass Housing Development Programme and Build Together Programme) and as such donating a house will not be in line with Council's policy and

practice,” it states in the Agenda of the recent meeting.

Council therefore decided to not consider the donation as it may inadvertently complicate Council's housing allocation procedures and result in many similar applications. Council too encouraged Merceline's mother to register during the upcoming housing registration exercise.

Coastal athletes shine at Regional Annual Sport Awards in South Africa Contributed

Coastal athletes Johanna Benson and Mayvonne Swart recently scooped top awards at one of the most prestigious sport award ceremonies hosted in the entire SADC Region. The second edition of the AUSC Regional Annual Sports Awards (RASA) were held on 27 May in South Africa – quite a few Namibian athletes took top spots.

From the coast it were Paralympic medalist Johanna Benson, who scooped the prestigious award and was named sportswomen of the year with disability, while Swakopmund's Karate sensation Mayvonne Swart won the award for junior sportswomen of the year. The awards are given to those who have produced performances of exceptional standards at regional and international levels during the year 2016.

Namibian athletes were well represented at the ceremony, with almost each one of the twelve categories having a Namibian nominee.

Amongst the other winners from other parts of the country was one Namibia's leading disabled athletes Ananias Shikongo. He was awarded the sportsman of the year award with disability.

Another coastal athlete, Delano Muller, was amongst the nominees in the category junior sportsmen of the year. Although Muller from Walvis Bay has won countless medals for his country at various national and international Kickboxing events, the prestigious prize was awarded to Botswanan athlete Karabo Sibanda.

In the same vein another Swakopmund Karate sensation, De Wet Moolman, was nominated in the category sportsman of the year, he just missed the prize though. The honor was awarded to South African Athlete Wayde van Niekerk.

RASA recognises last year's top sport achievers within the ten member states of the African Union Sports Council (AUSC) Region 5. The member states are Namibia, Angola, Botswana, Lesotho, Malawi, Mozambique, South Africa, Swaziland, Zambia and Zimbabwe. The black-tie event took place at the Birchwood Hotel and Conference in Johannesburg.

The theme of the 2017 RASA was “Celebrating Excellence and Innovation!”. The theme was in line with Region 5 and African Union strategic priority to continuously promote excellence in sport and recreation at all levels. The awards are made up of twelve categories to recognize athletes, coaches, member countries, journalists and teams that produced outstanding performances in sport at regional and international level in the year 2016.

Walvis Bay to celebrate 100 years of Desert Golf Golf has been played for more than 100 years in the Walvis Bay enclave. On the 10 through the war years, who killed who, some of the great names that June the Walvis Bay Golf Club will have a busy day celebrating this in typical walked the course and some noticeable contributors to the club's survival.

Guests will be entertained by the most famous 60's band in the world golfing style.

Close to 50 cyclists participated in the 6-day Windhoek Light Namib Quest which took place from Sunday, 21 May to Friday, 26 May 2017. Cyclists started the race in Windhoek and ended in Swakopmund, competing in team categories for 'Men', 'Women' and 'Mixed'.
