The CEO of the Namibian partner of Namibia FlyAfrica, Clifford Strydom of Nomad Aviation says the cheaper flights envisaged for Namiba, that had been scheduled to take off in February, and were rescheduled to later, due to the logistics and paperwork in this regard, will hopefully be a reality soon. He spoke to namib times yesterday, and said although they have faced many obstacles, and a wave of animosity from certain rivals, they will spread their wings soon, to bring relief for many anxious passengers. He gave a short timeline of the uphill road and the obstacles they have faced: “On the 13th of October 2014 we received a letter from the Ministry of Works and Transport exempting us from regulations on oversight regarding wet-leasing a

Boeing 737-500. This letter went further stating that it was satisfied that Nomad's operation of this lease, safety would not be compromised. Subsequently Nomad successfully added the aircraft type to its license at the Transport Commission. (November 2014). Nomad went further and approached the DCA regarding its intended operations and was informed that it had the necessary approvals and could operate (Novem-

ber 2014). On the strength of this, Nomad began marketing its services to Commence in March (November 2014). In order to operate into South Africa, a foreign operator is required to gain a Foreign Operators' Permit. To satisfy the South African requirements, the Namibian DCA was requested to write an additional letter confirming their approval of the lease of the 737-500. At that point, Air Namibia objected and the

process that had previously moved at a reasonable pace, slowed down and operations were forced to be postponed, initially for 6 weeks, and as of now, indefinitely. This is when the refund process began. On 1 April we received a letter from the Namibian Ministry of Transport authorising us to operate. This is despite Air Namibia submitting two objections - the last being a 300+ page objection on every

ACC need to prosecute Erongo Governor Governor of the Erongo Region, Cleophas Mutjavikua said there is a serious need to prosecute high-profile people accused of corruption in Namibia. Mutjavikua made the call to officers of the Anti-Corruption Commission (ACC) during a media conference here on Thursday. “The big fish must be dealt with, and my observation is that the ACC’s target when it comes to such people is very low. So far, more focus has been on low-profile people. There are people accused of embezzling millions of dollars, so bring them to book,” urged the governor. He said the significance of fighting corruption couldn’t be re-emphasised, as it robs communities of economic freedom and delays development. “The public will lose faith in the ACC if there is not much success. If they are always hearing that cases are investigated but nothing is concluded, then they might not be willing to expose corruption,” said Mutjavikua. He emphasised that there should be a time frame for investigations and the finalisation of corruption

cases. “We cannot just investigate forever, there should be a time frame so that cases can be completed and the public know the results. We even provide information to you so that you can investigate and arrest the suspects, so there should be no excuse,” he stressed while addressing members of the ACC during the media briefing. Reporters at the conference also indicated that the ACC should disclose information on cases being dealt with to inform the nation accordingly. Journalists noted that the more corruption reports are in the media, the stronger the message to the public to refrain from corruption. In response, the senior investigating officer for the ACC in the Erongo Region, Walter Kurz said the public watchdog aims

to prosecute people of all profiles. “Honourable governor, the information known to the public now is only about people who have been prosecuted and other cases might be pending because we are investigating and working on them,” said Kurz. Since January 2014, a total of 75 cases were registered in Erongo of which 20 people were prosecuted. Kurz said at the moment, his office is dealing with the following corruption cases: Grand and Granville Noble who allegedly bribed State witnesses to change their statements; Elia Ndumba, an immigration officer accused of bribery emanating from abusing entry and departure stamps. Ndumba allegedly allowed an Angolan businessperson to stay in Namibia for

longer than legally allowed during 2012. Another case involves Hubert Simana from the Roads Authority, who is accused of accepting a bribe from two Chinese nationals to get rid of certain documents dealing with their case; Anthony Scholtz from the Henties Bay Municipality, who is accused of selling two erven which were already sold to someone else; Moses Veiko, an employee of Namibia Food and Allied Workers’ Union (NAFAU), who is charged for accepting a bribe. He allegedly received money from an employer to convince union members working for that employer to accept a lower salary increment as opposed to what they asked. NAMPA

Maamberua wants all colonial statues removed

National Unity Democratic Organisation (NUDO) president Usutuaije Maamberua wants all colonial statues removed from public spaces. During the Notice of Questions session in Parliament this week, he said he wants to know from Government what programmes are in place to remove all colonial statues from public places. Thursdays are usually Notice of Answers sessions in Parliament. Maamberua said he will ask the Minister of Education, Arts and Culture Katrina Hanse-Himarwa whether the government is not aware that in Windhoek, in front of the municipal offices, the statue of Curt von Francois was erected ‘under the dubi-

Trade Union Congress of Nambibia (TUCNA) Secretary General Mahongora Kavihuha expressed his disappointment regarding land in a press conference this week. Kavihuha raised the issue of land and why it is easier for foreigners to own land in Namibia while there are laws restricting ownership of land by outsiders in other countries. “If you have to sell 70% of land to people coming in from other countries, what land

will be left for us to say it is ours?” he asked. Another concern Kavihuha has risen is the fact that the municipalities are choosing private companies to service land instead of the local people. “In previous years the municipality had a department

which was responsible for the land servicing process but it seems like they have been closed down” Kavihuha said. The Secretary General further added that it would save the municipality money and help them create permanent employment if

they use that money and invest in their own people who are unemployed and capable of doing the job. He also urged politicians to stop taking a long time to award land to the citizens and has asked why the land regulation laws take years to be amended.

A burglary occured at SS De Duine over the weekend and the school is asking for public assistance in finding their data as the computer box with all the school's data on it, was stolen. The newspaper visited the site after being informed of the burglary. According to a spokesperson, it is the second break-in since December last year at this school. “We are not sure when the break-in occurred but it was some time during the weekend. The thieves entered through an office window. The window was neatly taken off its railing. A computer box, along with a keyboard and two school stamps were stolen. One stamp is of the school's logo and the other a processed/paid stamp. We suspect the thieves were after money. We are not sure whether the alarm

system went off. They entered through the same window as with the first break-in during December. The police was here, but they still need to come and take fingerprints,” he said. According to this spokesperson, more schools were broken into recently in Kuisebmond. “We will appreciate any help from the public in finding our computer box as all the school's data is on there. The school's name is on the computer box,” he said. The newspaper spoke to Chief Inspector Iikuyu about the incident - he was not yet informed of the break-in at that time.

Armed robbery in Uis According to social media reports an armed robbery ocurred Tuesday night in Uis. Nampol Chief Inspector Iikuyu confirmed the incident. The newspaper spoke to a family member of the victims. “There were four people in the house namely two adults and two

children. Money was taken, personal belongings namely firearms, jewellery and cellphones. The robbers also left with their Toyota

Concern over rotten meat Madelaine Laubscher After the newspaper received numerous complaints from residents regarding rotten meat at Spar in Walvis Bay, we investigated and also came across rotten meat on the shelves in the shop recently. According to one complainant, she has come across rotten meat, namely pork and chicken in Spar at least four times since January. After the third time, the complainant informed the newspaper and the reporter investigated. Another resident claims that she has already bought meat at least ten times this year, not fit for human consumption. “The rotten meat at Spar has become a real concern. I returned the meat (pork) to the manager on Sunday after I bought it Saturday evening. As I entered the shop, I told the manager I want to speak to him and he asked if it was about rotten meat. I showed

him the meat and he himself expressed his disgust at the unbearable stench. I've told him we cannot be expected to eat the meat and he agreed. I really do not have a problem with Spar as I shop there every day, but the quality and conditions of meat offered for sale is becoming a major concern,” she says. When the reporter visited the shop, rotten chicken stirfry was found on the shelves. The reporter took one package and showed the teller. Soon after (a week later) the reporter received the fourth complaint within ons week, about rotten pork.

The magement of Spar was contacted to get their side of the story. “This is something that cannot always be prevented but we try our best. The matter is being investigated and the complainant received her money back. It is our policy to return money to customers returning rotten meat. We would like to invite the complainant to come and speak with us regarding her concerns,” he concluded.

Mnr Jaap Bongaard, wat woonagtig is in Meersig het die namib times gekontak om deur middel van die koerant ‘n waarskuwing aan die publiek te rig. Sy huiswerker van 20 jaar, Saria, het die volgende voorval beskryf, "‘n Tienerseun van sowat 12 jaar het skreeuend om hulp geroep by die voordeur. Nadat ek die deur oopgemaak het, het ek hom so jammer gekry. Sy histeriese optrede het gemaak dat ek vergeet het om weer die deur te sluit. Die kind het met ‘n gesnik en gehuil gevra of hy eers badkamer toe kan gaan. Ek het sonder ‘n probleem hom daarheen gevat en hom dopgehou omdat ek bang was hy sal dalk flou val. Ek het sy gesig met koel

water afgespoel, en hom bedaar sodat hy kon sê wat fout was. Hy het my net na sowat 5 minute gewys dat hy by die badkamer wil uitgaan. Nadat ons beweeg het in die sitkamer in, het hy onmiddelik sy broeksakke vasgegryp en gesê sy beursie het uitgeval en het hy by die voordeur uitgestorm. Ek staan toe by die deur en sien net hoe hy geweldig vinnig weghardloop. Toe ek terugkyk, en my oog die tv-kabinet vang, besef ek die tv is weg, die dvd speler ook, en nog los items wat daar gestaan

het op die tv- kas. Ek het onmiddelik straat-af gehardloop en het net twee mans gevind, wat baie twyfelagtig voorgekom het. Toe ek hulle vra, of hul die seun gesien het, sê hul 'Nee', en lag skelm. 'Wat het die kind gemaak' vra hul my al laggende. “ Ek het onmiddelik my werkgewer in kennis gestel,” sê Saria, wat ook op die perseel woon . Josef De Klerk (59) appeared on charges of breach of protection order, malicious damage to property and common assault. The matter was postponed to 21 April for plea. The accused is on bail of N$2 000. Jan Van Niekerk (38) appeared on a charge of rape. The matter was postponed to 16 June for further investigation. The accused remains in custody.

Alexander Marungu claimed he was not guilty on the assault with the intent to do grievous bodily harm charge he was presented with at the Walvis Bay Magistrate’s court last week. Marungu is being accused of assaulting 26 year old Petrus Kapewa by throwing a brick at him, injuring him and landing him in hospital. According to state witness and complainant Pertrus Kapewa who gave sworn testimony in court, the incident took place in November last year. “I came to the bar with my brother and we bought a cold drink, my brother asked for glasses and we sat down” Kapewa explained. He further explained that Marungu entered the bar shortly afterwards holding a beer bottle in his hands. “He put the beer bottle on the table where we were sitting and picked up our cold drink. My brother asked him where he was taking our cold drink and grabbed him just as he was about to go” Kapewa recalled. The accused is alleged to have slipped from the complainant’s brother’s grip and moved towards him at which point his

brother (Kapewa) moved backwards before running away. “When neither my brother nor Marungu returned back to the bar I decided to go back home and when I got to my shack, I saw a car standing outside and the accused holding a brick in his hands. I ran to my shack and he threw the brick at me and it hit the back of my head” he added. The accused is also suspected to have taken a necklace valued at N$1 000 and N$2 000 from Kapewa after he lost consciousness because of the blow to his head. Marungu told the court he was not guilty and did not take the money and the necklace, but that he may have been responsible for some of the injuries on the complainant’s body. Marungu appeared in front of Magistrate John Sindano Liwoyo who postponed the matter to 27 May for the continuation of the trial. The suspect is out on bail of N$2 000.

Reverse ATM PIN story a myth

FNB Namibia has recently been inundated by customer queries regarding the so-called reverse PIN story, which states that if you ever feel threatened at an ATM or were forced to withdraw money by robbers and you put your PIN into the ATM in the reverse order the police would be summoned immediately. Vicky Muranda, Corporate Communications Manager said that this story was completely untrue and clients were requested not to adhere to this. “It is not the first time that this story is being circulated and we have also advised clients in the past that it was not true. Nothing has changed and we urge clients not to try this. Instead please adhere to some basic ATM safety tips which are more valuable in protecting your identity and money. These include: Always pay close attention to the ATM and your surroundings. Maintain an awareness of your surroundings throughout the entire transaction. Be wary of people trying to help you with ATM transactions. Be aware of anyone sitting in a parked car nearby. When leaving an ATM make sure you are not being followed.

Do not use an ATM that appears unusual looking or offers options with which you are not familiar or comfortable. Do not allow people to look over your shoulder as you enter your PIN. Memorize your PIN. Do not wear expensive jewelry or take other valuables to the ATM. This is an added incentive to the assailant. Never count cash at the machine or in public. Wait until you are in your car or another secure place. Maintain a supply of deposit envelopes at home or in your car. Prepare all transaction paperwork prior to your arrival at the ATM. This will minimise the amount of time spent at the machine. Closely monitor your bank statements, as well as your balances, and immediately report any problems to your bank.

Easter smiles for Kid's Haven Liesl Losper Recently, Africa Union Cargo known, as AUC Depot operating within Namport and also having an office in town, decided to make Easter special for the Kids Haven in Walvis Bay.

Last year AUC identified the Kid's Haven as a community project. Cleaning materials were donated with bedding and each child was given a shoe box of gifts for Christmas. The volunteers and children left such an impression on AUC staff that it was immediately agreed that they would continue to support them throughout the year and not only at Christmas time. Easter was just a perfect opportunity to visit the home again with something for the children. The colleagues assisted with the packing and wrapping of the hampers. Each hamper consisted of two chocolate bunnies and a hollow egg as well as marsh-mellow eggs. The eggs were packed into colorful, re-usable plastic bowls which will be ideal for each child at breakfast time.

The latest report on crop prospects, food security and the drought situation issued by the Ministry of Agriculture, Water and Forestry in March, revealed that the marketing of livestock is said to be progressing well in most of the south and central parts of the country but farmers are reportedly unhappy about the lower prices offered to them. “For example, during the month of February in the Khomas Region, the average cattle price has dropped from N.dollars 16 to N.dollars 11 per kilogramme. In the Omaheke Region, most farmers are reported to have begun selling some of their livestock as a matter of urgency. This has resulted in an oversupply in the market, with auction pens in most of the region filled to a level beyond buyers’ capacities,” it noted. This has resulted in a drop of market prices, with livestock prices per kilogramme in commercial areas decreasing from N.dollars 18

The Zambezi Region, however, in December last year reported cases of Foot and Mouth Disease (FMD) in the Linyanti constituency after similar cases were reported during August. According to the Directorate of Veterinary Services (DVS) in the region, control measures such as the restriction of livestock movements and slaughter, vaccination and revaccination campaigns remain enforced, while the Meatco abattoir continues to be closed since August. At the time of the assessment, the situation is said to have stabilised and livestock is said to be in a good condition. Ticks infestations and Dermatophilosis, as well as internal parasites were also reported in the region. Affected farmers were advised by the local veterinary office to buy appropriate medications and treat their livestock accordingly. With regard to livestock’s health in the Kavango East and Kavango West regions, cases of FMD were reported

at Mutjiku village in the Mukwe constituency during December last year. The DVS in the regions has put measures in place to prevent the spread of the disease. Furthermore, suspected cases of Lung sickness (Contagious Bovine Pleouro Pneumonia) were reported in Makandu, Kanyumara and Shankara villages in Ndiyona constituency. According to the DVS in the regions, blood samples were taken from cattle with clinical symptoms of the disease and were sent to the laboratory for analysis with results currently pending. The region also reported cases of Botulism and Black Quarter or Blackleg disease, as well as internal parasites especially in small livestock. Pasture was reported to have improved significantly, following some good showers received and was rated between ‘very good’ in the inland and ‘good’ in areas along the Kavango River. NAMPA

Due to poor grazing conditions, especially in the commercial areas, farmers have noted the possibility of a serious drought this year and have since been selling some of their livestock. This was to relieve the weakening grazing from pressure. OPEN LETTER: Swakopmund Matters wishes to draw attention to this article "Phosphate Mining Key to Namibia's industrialisation" on p. 12 in the latest issue of the Chamber of Mines Newsletter. See copy on the right. It is very one sided. It mainly focuses on LL NP in Lüderitz. As if no other companies are also not attempting to be involved in phosphate mining – only LL NP. It completely ignores the Moratorium as if it does not exist and deals with LL NP going on with its activities regardless. To state that LL NP's “project at a cost of N$ 8 billion has the potential to revitalise and support Lüderitz and the Karas region for generations” borders on the absurd. Many other contentious points are also floated with the heading so misleading and farfetched. One does expect sounder observations and comment from a publication that is supposed to carry weight as an official mouth piece of an important institution, like the Chamber of Mines. Please read it and come to your own conclusion about its objectivity and being realistic in substance, or even credible. We have informed the Chamber that we would like to submit a response for publication in the next issue so that readers are fully aware not only of the arguments against phosphate mining but be enlightened about recent developments which have a direct bearing on this issue, and to place the usage of phosphate in a proper perspective and its role in food security. Broers teen broers, pa’s teen seuns en selfs ma’s teen dogters blyk die nuwe norm te wees. Dit is nie duidelik presies wanneer hierdie afwyking in werking ge-

tree het nie, maar dit is beslis kommerwekkend. Mag, roem en rykdom is die drie grootste sondebokke wat dreig om die land se vrede en stabiliteit omver te werp. Lees maar u koerante en neem waar op u tv-stelle – die tendens is besig om toe te neem en die einde daarvan voorspel beslis niks goeds nie. During this week a newspaper article where a tourist had apparently been robbed of his card and cash at an ATM once again focused the attention on fraud, especially within the banking sector. “This is, however, unfortunately not only applicable to individuals, but sadly also to businesses,” says Johan van der Westhuizen, Head: FNB Business.

The 2015/16 National Budget presented by the Finance Minister, Mr Calle Schlettwein on 31 March 2015 is the first budget to be tabled under the new Namibian Government.

“Protecting your business against fraudsters should be a priority and being vigilant and over-protective is never wrong.” Businesses are common targets for fraudsters all over the world and banks, regulators, security experts and law enforcement authorities continue to explore various measures to protect businesses from fraudulent activities. According to van der Westhuizen, “the common thread amongst most scams is that they need to access the client’s confidential information to commit the fraud. Therefore, the golden rule for clients should be not to share business confidential information until they are sure about the legitimacy of the potential recipient.” He added that additionally, businesses need to ensure that they comply with the Namibia Financial Intelligence Act (FIA) verification measures which are enacted by all the banks in Namibia. These measures are designed to protect both individual and business banking clients against fraud. “Some of the common scams which target business clients in-

clude: false requests to change bank account details (also known as the Letter Head Scam), the deposit and refund scam, as well as business identity theft where fraudsters clone details of an existing business,” he said. To help protect your business, FNB Business recommends some of the following fraud prevention measures: Update all changes to your business information Make it a priority to update all your business information with your bank. Information such as the physical or postal addresses and details of the business owner(s) is important in protecting one’s business against fraud. Report all suspicious incidents Clients often ignore suspicious or fraudulent behaviour when there are no immediate losses. However, even if there are no losses, it is essential to inform your bank of any suspicious behaviour concerning your banking details. Closely monitor your business bank account Every business client receives at least monthly statements through their choice of communication, such as email

or post. However, it is important to regularly, preferably daily, use online channels to view statements to monitor and reconcile activity on your account. Control access to your business accounts Access to a business’ account is often delegated by the owners and or directors to relevant officials for very practical reasons. The fewer the better and always ensure that at least two officials need to co-sign or electronically authorise transactions. Be involved as this makes the process much more transparent and potentially safer. Do not ignore scam alerts Ensure that you follow any public updates on fraudulent issues so that your business does not fall victim to fraud which could have been avoided. “We continue to educate and encourage our clients to be vigilant at all times because fraudsters continue to come up with new ways to take advantage of unsuspecting clients. Vigilance remains the best approach to protecting your business against fraud” advised van der Westhuizen.

“This budget was preceded by high expectations of reforms from all walks of life in Namibia. The budget has been presented at the backdrop of the aftermath of the global economic unease that culminated in the collapse of the global oil prices. This prompted different government interventions or responses around the world,” commented Mr. Vetumbuavi Mungunda, Chief Executive at Standard Bank Namibia, at a recent postbudget review event sponsored by Standard Bank Namibia, Price Waterhouse Coopers, Liberty and Namibia Media Holdings. “The business environment remains extraordinarily uncertain and the markets such as the foreign exchange and

interest rate markets will be unusually volatile. However, it is expected of us as business leaders to form some judgement of the future for our own businesses and economy in the face of this volatility and uncertainty,” Mungunda said. He continued: “In an environment of uncertainty we, as business leaders, have a greater need to understand the challenges and opportunities that lie ahead.” Mungunda stated it is important that announcements made in the Budget speech are followed by quick legislative and regulatory changes. This is required to give effect to the Budget announcements as soon as possible which ensures the intended impact is transferred to

HIV & AIDS and the Law - Continued

This week – as part of our HIV/Aids awareness campaign - we look at how the Constitution, the Labour Act and the National Code on HIV/AIDS in Employment protects people who are living with HIV & Aids. Article 10 of the Constitution gives all people the right to equality and protection against discrimination. The right to equality means that employees living with HIV may not be treated unfairly compared to those who do not have HIV. This applies to both the government and to private businesses. Article 10 reads: All persons shall be equal before the law. No persons may be discriminated against on the grounds of sex, race, colour, ethnic origin, religion, creed or social or economic status. The Constitution also protects the rights to dignity and privacy. This means that people

living with HIV should be treated with respect and their medical information that happens to be in the hands of the employer should be treated confidentially. Article 8 reads: The dignity of all persons shall be inviolable. The Labour Act protects an employee from: Unfair dismissals such as in the case of someone being fired as a results of them contracting HIV, unfair discrimination, a person is discriminated against because of HIV infection. Unfair dismissal is where there is no fair and valid reason for the dismissing of the person or the proper procedures were not

followed. Valid reasons for dismissals include, misconduct, incapacity, operational requirements. Section 107 of the Labour Act makes it illegal to discriminate on the grounds of a person’s HIV status, or to harass a person because he/she is HIV positive. The prohibited grounds for discrimination are: Sex, Race, Colour, Ethnic origin, Religion, Creed, Social status, Economic status, Political opinion, Marital status, Sexual orientation, Family responsibilities, Disability. HIV/AIDS is not specifically listed as a prohibited ground of discrimination in the

Labour Act. It can be dealt with on the grounds that it constitutes unfair discrimination. In the case of Nanditume vs Minister of Defence 2002, Mr Nanditume had applied for a job with the Namibian Defence Force and was asked to do an HIV test as part of his medical examination. When his test showed that he was HIV positive, the NDF refused to give him employment. Mr Nanditume took the NDF to court and the court decided that the NDF was discriminating against Mr Nanditume. It appeared from the evidence that people who were HIV positive

would most likely, if at all, only contract AIDS after 8 to 12 years. Such persons would accordingly be fit for any kind of employment. Moreover, there were many other members of the Defence Force who were HIV positive or who had AIDS and they had not been tested nor excluded from enlistment. The Defence Force in fact practised a policy of non-discrimination. It also appeared that the applicant was in good health. The court said that the refusal to employ a person solely on the basis of their HIV status is discrimination in an unfair manner. The court also said that the fact that a person is HIV positive does not mean that such a person cannot work. What is important, the court said, is whether or not a person is qualified and fit enough to do the work that is required. The Court held that the exclusion of the applicant from the Defence Force on the grounds that he had tested HIV positive constituted to unfair discrimination in contravention of s 107 of the Labour Act 6 of 1992, especially since the applicant was still in good health. In 1998, the Minister of Labour issued the Guidelines for the

Implementation of the National Code on HIV/AIDS in Employment under the Labour Act. With the Code, the Ministry of Labour hopes to address most of the issues relating to HIV/AIDS in the workplace, in order to prevent new infections and to provide the best care and support for people in the workforce. The code applies to both government and the private sector. The National Code on HIV/AIDS in Employment states that: There should be no pre-employment tests for HIV. Normal medical tests, to determine current fitness for work, should not include HIV tests. There should be no compulsory workplace testing for HIV. Voluntary testing should be done with the informed consent of an employee. Employees living with HIV or AIDS have a legal right to confidentiality of all medical information. HIV status should not be a factor in job status, promotion or transfer. The National Code on HIV/AIDS in Employment is a guide for all employers. It encourages employers and employees to jointly develop information, education, prevention, care and support programmes for HIV/AIDS in the

workplace. Furthermore, an employer cannot force a person who is applying for work to have an HIV test. Companies or government departments requiring this are acting unlawfully. It is unfair discrimination if an employer refuses to employ a person/s just because they are HIV positive. Of course, if the prospective employee is too sick to work, the employer does not have to employ the applicant. The National Code on HIV/AIDS in Employment also deals with HIV/AIDS and incapacity: “HIV infected employees should continue to work under normal conditions in their current employment for as long as they are medically fit to do so. When on medical grounds they cannot continue with their normal employment, efforts should be made to offer them alternative employment without prejudice to their benefits. When an employee becomes too ill to perform his/her agreed functions, standard procedures for termination of service for comparable life-threatening conditions should apply without discrimination.

FNB Desert Sport Festival Kicks Off

The annual FNB Desert Sport Festival officially kicked off on Wednesday afternoon. Spectators can expect action-packed rugby, netball and hockey games. The schools attending the festival from South Africa are: Alberton High School, Northcliff High School, Rondebosch Boys High School, Port Natal High School, Hoër Volkskool Heidelberg. Local participants are schools such as De Duine Secondary School, Orban Primary School, Walvis Bay Private High School, Tsumeb Gymnasium, Privaatskool Elnatan and Hoër Tegniese Skool Windhoek. The schools participated in a marching ceremony, and the hoisting of the two countries’ flags on Wednesday. The learners of Walvis Bay Pri-

vate High School also gave a performance to entertain the crowd. The event focusses on promoting the games of rugby, netball and hockey and also serves to strengthen friendship ties, while providing Namibian schools the opportunity to compete against their South African counterparts. Tuesday evening the school hosted a gala dinner to thank their different sponsors. The Festival will run from Wednesday and ends tomorrow. Games will range daily from 13:00 till 21:00.

Six chefs from South Africa and Lesotho joined the festivities at the Fishtival over the Easter weekend. The chefs, Pule Matlhakoane, Charles Montshiwa, Donald Moletsane, Sammy Mashile, Anton Vermeulen and Gosaitsi Tau assisted with an amateur cooking competition that was held on Saturday. leigh when she approached him, and had a taste of one of the dishes presented. She wanted to know how he got the specific flavour of the dish. He noted the passion and the potential she showed, and there and then decided to offer her a scholarship to the value of N$98 000 at the Dona Balos Chef School and Hospitality Institute,

Saraleigh’s mother had just told her daughter the day before that she was a very blessed child. “And look what just happened now,” her mother exclaimed excitedly. Saraleigh is a Grade 7 learner and prefect at Narraville Primary School.

The official arrangements will be made by Chef Donald and the Municipality of Walvis Bay. Chef Anton from South Africa also mentioned that they

shared some of their skills with the staff of the Atlantic Hotel where they stayed, and where they cooked up a storm in the kitchen there as well.

Quinton gets it all...

Quinton Jacobs is one lucky guy - while others are struggling to raise money for a wonderful trip to Los Angeles, he has everything covered. Quinton was chosen as the overall winner of the National Dancing competition which took place in Windhoek a couple of weeks ago, at the Namibian Championships for Performing Arts.

He won the grand prize of N$70 000, which covers the costs for his entire trip to the World Dancing Championships, scheduled to take place in Los Angeles, in July. Quinton is only sixteen years of age, and home schooling. Apart from dancing, Quinton does gymnastics. “I was very shocked when I heard that my whole trip was covered, I didn't know what to do. I didn't know if I should cry or scream. It felt amazing, I worked very hard to win the grand prize.” According to Quinton, they will only be in Los Angeles for 15 days, the first week of the trip he will be sight-seeing, and the competition will only be in the last week. He says he is very excited and can't wait to see

dancers from the other countries competing. Quinton has never been overseas - according to him, the furthest he has been is Zimbabwe and it will be his first time on a plane as well. His mother, Mrs Elsabé Jacobs says “if he didn't get the grand prize he wouldn't have gone on the trip, since it is very expensive. The grand prize only covers Quinton's travelling expenses so I will have to cover for my own expenses.” Four dancers of the Dance factory Swakopmund Quinton Jacobs, Itta Steinsträtter, Kim Hansen and Tatum Liebenberg - won gold medals for all their dances, and all qualified to go and participate at the World Championships in Los Angeles.

Itta opts for raising money in every possible way... Sharlien Tjambari Itta Steinsträtter, a pupil at Private School Swakopmund and a dancer from the Dance Factory, was also chosen to go participate at the World Dancing Championships competition. According to her she has been dancing since pre-primary and that is how she became a good dancer.

announced amongst the names of the people going to Los Angeles, Itta said it didn't catch her by surprise because she already knew by the moment she received gold medals for every category she performed. Unfortunately the possibility of her going is limited because, unlike her dancing partner, Quinton, Itta did not get the grand prize and she will have to raise her money. The travelling expenses can be as much as N$75 000 and according to Mrs Gisi Steinsträtter, they

have only come up with N$20 000. Even though she knows that her chances of going are limited, Itta says she is excited about the possibility of the trip, should she get money before July. She also says she is very happy for all her group members, especially Quinton. When asked how she feels about Tatum not going, she said “I do not think it's bad because she is still very young and she will have more opportunities in the future”. She also said even though her mom would not accompany her

should she get money, she will not worry, because she will be travelling with her dancing partner, Quinton and his mother. The Dance Factory is hosting The Colour Red Show at the Haus der Jugend in Swakopmund tonight and tomorrow night. In the show the psychological meaning of the colour RED will be explored, and will be personified through concepts like blood, danger energy, war, strength, power, passion, desire and love. Itta and Quinton will both be on stage, dancing their hearts out.

Monthly Monitor: March 2015 March has seen the US Dollar (USD) strengthen against both the SA Rand (ZAR) and the Interest rates have been kept low on a global Euro although not smoothly. This is in line with the uncertainty regarding the extent of monetary easing in these economies. Market review: The US Federal Reserve (Fed) has once again decided to keep interest rates unchanged as lower inflation figures took pressure off for a rate hike,

even though the US has continued to show signs of a healthy economy, including a decrease in jobless claims. These positive economic indicators have been the driving force behind the Dollar strength. On March 30th 1 USD would cost 12.14 ZAR.

Uncertainties relating to the US's policy normalisation were among major contributors leading to the South African Reserve Bank's (SARB) decision to also keep the repo interest rate unchanged at 5.75%. An economy needs to be healthy before it can lend at a more expensive rate. SA

is still struggling with electricity constraints, high unemployment and a large portion of the population still living below the poverty line. Graph 1 below illustrates just how volatile the exchange rate has been over the past month:

Valuations and Risks: Brent Crude oil closed the month (30th March) at US$ 56.4 per barrel,

tratorinnen Uschi Eggert sowie Carola Oelofse (geb. Röhrich) vorgelesen. Zwischendurch trugen die drei Damen ernste und heitere Gedichte vor oder spielten auf Geige und Cello ein Barockstückchen von Händel.

Aprilscherze und so...

Liebe Küstenleser! Am ersten Tag des vierten Monats dieses Jahres bin ich in einem völlig entspannten Dämmerzustand nach einem Saunabesuch für einen Augenblick tatsächlich auf den spitzenmäßigen Aprilscherz von Gaby Grosse-Weischede hereingefallen. Sie ließ mir folgende SMS auf Englisch zukommen: ,,Der Swakopmunder Bürgermeister Juuso Kambueshe hat heute angekündigt, dass der Name der Stadt Swakopmund in ,,Mahongwe” (was ,,Platz der frischen Luft” bedeutet) umgetauft wird, sobald der Stadtrat die Haushaltsgesetze ver-

Zurück zu guten Aprilscherzen! Ich liebe es, wenn Mitmenschen durch erfundene oder verfälschte Informationen hereingelegt werden. Wie oft höre oder lese ich etwas, von dem ich mir wünschte, dass es doch bitte nur ein Aprilscherz wäre, der uns so richtig lekker reinlegen will. Nehmen wir einmal den neuen namibischen Haushaltsplan, der der Öffentlichkeit kürzlich vorgelegt wurde. Wie kann man von vorneherein einfach N$ 4,8 Milliarden zum Ausgeben innerhalb eines Jahr bereitstellen, die ganz bestimmt nicht eingenommen werden? Das mit der Verschuldung habe ich eh noch nie verstehen können, denn ich komme aus einem Elternhaus, das uns Kinder gelehrt hat, dass man nur das Geld ausgibt, was man hat. Verschuldung war total tabu! Über seine Verhältnisse zu leben scheint heutzutage ein weltweites Problem auf sowohl politischer als auch privater Ebene zu sein. Ich wünschte, DAS wäre ein Aprilscherz! Swakopmund (sk) Den Besucher der Mosaik-Ausstellung zum 30jährigen Bestehen der beliebten Buchhandlung und Kunstgalerie ,,Die Muschel” umhüllte ein zarter Hauch ostasiatischer Kultur. Die naturträchtigen Mosaike der Japanerin Chiharu Rosenberg zierten die kleine, feine Galerie. Der Duft von Sushi, Ingwer und Sojasoße lag in der Luft, und aus einem gusseisernen Mi ni at ur te ek esse lchen wurde Sake (japanischer Reiswein) in schlanke Likörgläschen gefüllt. Allein zur Vorbereitung des Sushi hatten die Künstlerin Chiharu Rosenberg, Dodo Düxmann und Margit Nickel vier Stunden in der Küche gestanden Muschel-Inhaberin Margit Nickel begrüßt die zahlreich erschienenen Gäste: ,,Irmela Erlank, die ja die Muschel 1985 gegründet

Start Spreading The News: Be A Part Of It In The New Rav4!

Toyota wrought a decisive change in the motoring landscape 20 years ago with the launch of the original RAV4, a new kind of recreational vehicle that pioneered today's valuable and highly popular compact SUV market. Now it has opened a new chapter in RAV4's enduring success story with the

unveiling of the first RAV4 Hybrid at the N e w Yo r k I n t e rnational Auto Show. T h e n e w R AV 4 Hybrid AWD represents the next dimension in Toyota's application of full hybrid technology. Its smooth and efficient power train combines a 2.5-litre petrol engine and an electric motor, with an additional motor powering the rear axle to deliver electronic all-wheel drive. The AWD capability provides greater safety and stability when negotiating lowgrip surfaces, it also provides a towing capacity of 1,650kg, with Toyota's Trailer Sway Control system providing added security and peace of mind. The unveiling of the hybrid coincides with

the announcement of the new RAV4 range which features new exterior styling, improved cabin quality and further deployment of advanced technology and safety features. While the hybrid will not join the local lineup, a select number of upgrades will be incorporated into the South African range within the next year. RAV4's new frontal design generates a stronger road presence and includes full LED headlights for the first time. To the side, there is a new rocker panel that creates a more flowing look, and at the rear the combination lamps and bumper have been reworked, adding yet more emphasis to the car's road stance. The sensory quality of

the cabin has been raised significantly with the adoption of new combination meters, a full colour TFT screen and softtouch materials throughout. New technology features include Toyota's 360-degree Panoramic View Monitor, which gives the driver sight of obstacles that would remain hidden in blind spots when using conventional front and rear cameras, making for safer and easier manoeuvring. RAV4's safety specification is significantly improved with the addition of the new Toyota Safety Sense suite of features. In addition to the PreCollision System, Lane Departure Alert, Automatic High Beam and Road Sign Assist features that will also

be included in the package for new Avensis and Auris, RAV4 will further benefit from Adaptive Cruise Control and two significant enhancements to the basic Pre-Collision System functions. Firstly, for potential collisions with vehicles, PCS operates at an expanded relative speed range of between 10 km/h and the vehicle's top speed, and can reduce speed by approximately 40 km/h. Secondly, the system is also able to detect potential collisions with pedestrians, in the event of which automated braking operates at relative speeds of between 10 to 80 km/h, and can reduce vehicle speed by approximately 30 km/h.

Swakop Uranium sponsored a new heavy duty cover for the landing area worth almost N$ 10 000 to the Swakop Striders Athletics Club. This cover was nee-

ded urgently as some of the athletes are jumping over 2 meters and injury could happen at any time. Equipment for high jump is very expensive especially the landing area. If you have a safe

landing area you limit injuries and the athletes and coach can feel more confident. The Swakopmund High Jumpers also performed very well. Last year during the African Youth Games in Botswana two of

the Swakop Striders athletes managed to rd come 3 . They also got medals during the COSSASA games. This year to date, the Swakop Striders high Jumpers have won 8 gold medals at the

Saturday is PISCS medal. Get your names in and if possible play along with our friends from Windhoek. The WASPS is visiting us. Their names are in the draw and they only await competition. Marshallino Beukes A corporate pool tournament, like never witnessed before, is scheduled for the end of this month in Swakopmund, and according to the organisers of the competition, Swakopmund Pool Club, ten teams have already confirmed their participation. Only sixteen teams are catered for, with four players per team to shoot it out for the grand prices which will be up for grabs. The D-date for registration of teams is 25 April and an entree fee of N$1 000 per team is applicable. “This will be the biggest corporate pool tournament the coast has ever seen and we urge local companies to hurry up with their entries and also be part of this prestigious event,” Swakopmund Pool Club's spokesperson, Mr William “Chapman” Eimann said. Swakopmund Pool Club is going to enter their own teams under the umbrellas of local companies, and

as per these teams, they are more than ready to take on and terminate any challenger, which might cross their path. The tournament will not only be a great boost for the sports code, but also put local companies on the map and demonstrate their dedication and willingness to plough back in coastal sport. The venue will be Swakopmund's “hot spot,” 30 Something Lounge in Tamariskia and young and old is invited to go and witness this clash of the corporate giants. The First National Bank Winter Corporate League held at Namib Park Bowls Club has been running for the past 3 weeks with the teams now coming to the stage where they are divided into plate and shield section. It's always good to see the various local business of Walvis Bay joining in some fun and games on the green thanks to First National Bank Namibia grateful sponsorship. This year's sections format of play will be strength versus strength Shield section will consist of 12 teams and plate 10. See log standings on page 29.

Ruben - "I am happy, but I can do better" Bernabé Blaauw

Well-known paralympic athlete from Walvis Bay, Ruben Soroseb, said he is very happy about the two medals he brought home from the Nedbank SASAPD National Championships for the disabled in Johannesburg, but that he wants to do better. over 100kg but he only managed to lift 210kg while his personal best is 220kg. He added that he had a bit of a cold and that could have affected his performance. However, he was very glad about the silver medal he obtained in

shot put, his first time ever to take part in this item and plans to put spend more time practising to enable him to compete in two items in the Paralympics in Rio de Janeiro next year. He noted that he will increase the distance of his throw if he can get

the special chair that is designed for disabled shot put competitors. He said he surprised himself because he did not really practise shot put during his preparations for the championships. He started preparing immediately at Will's

Gym on his return from Johannesburg because he wants to do better in October at the 2015 IPC Athletics World Championships in Doha, Qatar, one of the last major competitions ahead of the Rio 2016 Paralympic Games.

West Coast Sharks' new kicking posts Sport Reporter

The West Coast Sharks Rugby Club has over the past weekend erected rugby poles at their newly acquired fields at the Swakopmund Football Club sports grounds. This is the first ever rugby poles to be erected at the SFC since the existence of the club 20 years ago. This was made possible by various sponsors and the planting thereof was done by the players and management themselves over the past weekend. The West Coast Sharks management and players

would also like to thank everyone involved with the organising and planting of the rugby poles. These poles will be a temporary fixture to the A field until the B field is ready for rugby where

after the poles will be repositioned on field B. This coming weekend, on Saturday, the West Coast Sharks will host the Dolphins Rugby Club for their first ever home game on their new

field at the SFC sporting grounds. The game starts at 15:00 and it promises to be a cracker of a game with loads of good rugby. The West Coast Sharks, also previously known

as the Swakopmund Rugby Club, kindly invites all supporters, sponsors and rugby enthusiasts to come and be part of this historical event as this will be the first ever game of rugby

to be played at the SFC sporting grounds over the weekend. The West Coast Sharks played their last game away in Windhoek on the 28th of March 2015 against Polytech and

won the match 22 -18. Entry at the gate for the weekend will be free of charge and they hope to see everyone there on Saturday.
