Regional Council by-election for Walvis Bay Urban Constituency takes place on 15 January 2020

With just over a month that passed since Namibia’s hotly contested Presidential and National Assembly Elections, voters residing in the Walvis Bay Urban Regional Council Constituency will be back at the voting stations next Wednesday, 15 January for a Regional Council by-election. Bernhard Esau replaced in N.A. The four Swapo seats in the Namibia’s National Assembly which became vacant late last year with the sacking of Fisheries Minister Bernhard Esau, Justice Minister Sackey Shangala and the resignation of Messers Jerry Ekandjo and Sebastian Karupu has been filled. Swapo-members Ephraim Nekongo, Joel Kapaanda, Festus Marenga and Martha Namundjebo-Tilahun were sworn in earlier this week and will take office until Parliament dissolves on 20 March this year. Although these members replace Esau and Shangala, they were not appointed in the two former ministers’ portfolio’s but only by number as members of the National Assembly. President Hage Geingob last year after the sacking of Esau appointed Namibia’s Attorney-General Albert Kawana as the Acting fisheries Minister. Part of his appointment is to review the awarding of fishing rights and quotas in order to prevent the further plundering of Namibia’s fishing resources and the award of fishing rights and quotas only to the elite and politically connected. Esau and Shangala is currently under arrest along with other suspects in a massive bribes for quota scandal popularly now referred to as Fishrot.
