Swakopmund het die afgelope naweek ‘n derde verdrinking in die bestek van ‘n paar maande beleef, en hierdie keer was dit ‘n 34-jarige dokter, verbonde aan die Ministerie van Gesondheid in Windhoek, Eldred Raphael Beukes. Volgens die polisiewoordvoerder Hoofinspekteur Erastus Iikuyu het die tragedie Sondagaand, tussen 19:00 en 20:00 in die omgewing van die klipkaai afgespeel. Hy voer aan dat ‘n groep persone besig was om te ontspan, toe van hulle besluit het om te gaan swem. Die oorledene is blykbaar deur ‘n sterk seestroom meegesleur, met noodlottige gevolge. Reddingspanne van die Seeredding Instituut en die Swakopmund Brandweer het onverpoosd probeer om hom te vind, maar moes later tou opgooi. Die oorledene se oorskot
is gisteroggend, omstreeks 09:00, ongeveer 500m van waar hy meegesleur was opgemerk, waarna die Swakopmund Buurtwag die nooddienste in kennis gestel het. In nog ‘n tragiese voorval het die 76-jarige mnr James Marais van Usakos sy eie lewe geneem, deur homself met ‘n rewolwer in die linkerkant van sy bors te skiet. Hoofinspekteur Iikuyu het aangedui dat die oorledene se oorskot omstreeks 19:00, verlede Vrydag, in ‘n rivierbedding ontdek is. Mnr Marais was ‘n tydjie gelede in die nuus, nadat hy gearresteer was op aanklagte van poging
tot moord en die gebruik van ‘n vuurwapen binne munisipale grense. Hy is toe vrygelaat, nadat borg van N$5 000 toegestaan was en die saak sou op 26 Maart voortgaan. Intussen is verneem dat die jong man wat na die skietvoorval na Windhoek gehaas was, se toestand stabiel is. ‘n Selfmoordbrief is blykbaar agtergelaat. Die polisie in Walvisbaai het ook ‘n moorddossier geopen nadat die 39-jarige Ismael Mghidambwatate blykbaar met ‘n plank doodgeslaan is. Volgens die polisiewoordvoerder het die voorval gevolg nadat die oorledene
skynbaar planke by die beskuldigde se woning wou steel. Bure het blykbaar die huiseienaar gewaarsku, waarna hy die oorledene gejaag en gevang het. Hierna het die oorledene skynbaar aggresief geraak en die huiseienaar, Samuel Amupolo (41) met een van die gesteelde planke aangeval. Hy het homself, na aanduiding verdedig en die oorledene met ‘n plank teen die regterkant van sy kop geslaan. Mghidambwatate het by die Saatshospitaal aan die wond beswyk en Amupolo is in hegtenis geneem.

Presenting the award during a moving ceremony at the Chinese Embassy in Windhoek, Chinese Ambassador to Namibia Xin Shunkang described Pohamba as a great female leader of the Namibian nation and a true friend of the Chinese people. “As a revolutionist, you dedicated yourself to the nation’s struggle for independence and freedom and fought side-by-side with heroes and heroines of this country,” Shunkang stated. He said Pohamba witnessed the blood-forged brotherhood between Namibia and China during the Namibian war for independence from South Africa. “As First Lady, you have fulfilled your unique role to complement the efforts of the Namibian government, in the promotion of quality care for women and children, and empowerment of vulnerable social groups
such as widows and HIV/ AIDS affected orphans,” he said. “Thank you for your long-standing support to the Embassy of China in Namibia. You are leaving the post of First Lady, but I believe our true friendship will last forever,” he said. Pohamba, the wife of outgoing President Hifikepunye Pohamba, will in less than two weeks hand over the post to incoming First Lady Monica Geingos, the wife of president-elect Hage Geingob. Ms Penehupifo has been Namibia’s First Lady for the past 10 years. On her part, she thanked the Embassy of China for the honour bestowed upon her. “It is a great honour and I am very much delighted for the award,” she said. The First Lady said her responsibilities were very challenging in terms of meeting the expectations of the people.

Namibian First Lady Penehupifo Pohamba on Friday received the Outstanding Contribution Award from the Chinese Embassy for her unremitting efforts in promoting the Namibia-China friendship.

However, with the financial, material and moral support received from China as well as from the Namibian business community, she was able to make a meaningful and positive impact in the lives of the under-privileged Namibian men and women and on the African continent. Madam Pohamba was
born in Okatale in the Ohangwena Region in the Oshikango Constituency, and attended her primary and secondary school at the Odibo village. She was a schoolteacher at St George’s Diocesan School in Windhoek and a professional midwife after training in Tanzania and Jamaica.
Before her husband became president, she practised as a midwife and registered nurse. During her tenure as First Lady, Pohamba had advocated for the empowerment of women to enable them to make a meaningful contribution to the development of society and has fought for the eradication of vi-
olence and other forms of injustices against women. She has also been active in supporting maternal and child healthcare, and also in the fight against HIV/AIDS. On Heroes’ Day 2014, she was conferred the Most Brilliant Order of the Sun, First Class. NAMPA

The planned “North Harbour” and expansion of the new container terminal on reclaimed land project, already in progress, is having a significant impact on the economic activities at the coast, even in the early stages of development. Apart from the positive movements in the property market and very visible changes in the marine, industrial and transport sectors, financial gurus are predicting that Walvis Bay will be the economic centre of Namibia within the next ten years. One of the major indicators of the im-
petus this economic upswing is gaining was the announcement on Wednesday of Mr Kallie van der Merwe, CEO of Safland International Property Services, of the development of the 28 000 square meter (N$480 million) Dune Mall in Walvis Bay. He in fact reiterated
the financial growth predictions by stating that “Walvis Bay boasts with the strongest fundamentals to justify a regional mall and this is mainly due to the huge infra-structure development projects that are currently underway. The biggest of these is the almost N$4 billion expansion of the har-
bour and soon to start construction of the North harbour. This will cement the importance of Walvis Bay as the most significant harbour town and logistics hub for shipping goods and resources to and from Botswana, Zambia, Angola, South Africa and beyond.”
The site was indeed handed over yesterday from Safland to the construction company and Van der Merwe confirmed that the starting of ground works will start immediately. The China Harbour Engineering Company Ltd (CHEC), which is the contracted Engineering, Procurement and Con-
struction (EPC) developer of the New Container Terminal project, will update the media on the status of the project today via an educational day which will include a full presentation by senior representatives of CHEC as well as a site tour of the container terminal site and media conference.
No more NBC from end of month Liesl Losper
Namibia Broadcasting Corporation (NBC) is migrating to Digital Terrestrial TV (DTT) and has started switching off analogue already in other areas in Namibia. The second phase of the switchoff campaign is set to affect the areas of Swakopmund, Walvis Bay, Arandis and parts of Henties Bay. This implies that NBC TV viewers who do not have the DTT decoder will no longer be able to view the National Broadcaster’s programmes. They will have to purchase the decoder which provides seven channels. The Rössing transmitter is to be switched off in the Erongo Region, which will only influence the above-mentioned towns and will be effective from 29 March. The public is urged to observe that the Erongo transmitter covers the Omaruru, Karibib and
Usakos ranges and WILL NOT be influenced in this period. “We as the NBC are already five months ahead of the 17 June 2015 deadline date. Thus far, we have run a successful first phase switch off, involved the government and the public at large, run a relevant education campaign to the masses and provided customer care centers to offer solutions to our clients after the fact. The national newscaster hereby once again embarks on an extensive
campaign to inform the public on its endeavor to switch off the various towns in phases in its efforts to meet the international 17 June 2015 deadline set by the International Telecommunications Union for all SADC countries. Cancer drive to be continued Madelaine Laubscher Only 140 kilometres of the planned 288 kilometres for the desert endurance drive, initiated by Mr AJ Kruger, in aid of cancer were completed. Kruger set off with a support group on a desert quad trip last week in support of cancer, but unfortunately the bike broke down, about 140km on the way to their destination, Windhoek. The team consisted of seven people, namely AJ Kruger, Renier De Bruyn from Africa One, Nel Van Greunen, Natalia Passano from Namlish, Daniel Pretorius (mechanic), Schalk Van Schalkwyk driving the support vehicle and the namib times. The team started off their journey at the turn-off to the Walvis Bay airport. After the quad bike broke down,
the team tried everything possible to get it on the road again, but to no avail. According to AJ he will complete the drive as soon as the quad bike is in running condition again. AJ remembers the trip as “one of the best experiences he ever had and about 50 km into the endurance, the most beautiful sunrise made me realise what a beautiful desert we have. My team cheered me on as we moved through the stages which also helped a lot. For now I will have to sit back and let the mechanic make the last few fixes and hopefully by the end of March, I can take on the other 150
kilometres. I will definitely finish it. I will start the last run from where the bike died, back to Windhoek.” The team arrived in Windhoek on Thursday afternoon. Mr Kruger invites everyone interested to help Mellissa Bester to participate in the gift of giving. The funds raised will be split between Mellissa and Childhood Acute Lymphoblastic Leukemia, also a beneficiary. To contribute towards this aid, a pledge form is to be completed. Erongo OVC urged to study hard The founder of the Erongo Education Fund (EEF) Clemmentine Tsumis-Garises on Thursday urged all grant beneficiaries to study hard and use the money wisely. Tsumis-Garises was speaking here during the fund's first official handover of study grants to 95 best-performing orphans and vulnerable children (OVC) in the region. “The grants should be a motivation for you to study and succeed, give back to the community that assisted you because all of us expect the best from you,” she said. An amount of N$205 000 was divided among primary and secondary school learners, and those studying at institutions of higher learning. Of the 95, six students studying Quantity Surveying; Engineering; Chartered Accountancy; Science; and Education received N$10 000 each to cover their tuition fees at the University of
Namibia, Polytechnic of Namibia and Stellenbosch University in South Africa. Tsumis-Garises, who is the deputy director of Quality Assurance Programmes in the Ministry of Education, said she wanted to help poor children afford to pay their education. “As I watched brilliant children losing out on education because of poverty, I became pregnant with the idea of starting a fund, and today we gave birth to our first baby which is the handover of grants,” she said. Former president Dr Sam Nujoma officially launched the fund on 19 July 2013 to provide financial assistance to the bestperforming OVC in Erongo. Governor of Erongo, Cleophas Mutjavikua also urged beneficiaries to study hard,
stay away from alcohol and drugs and be an example to other vulnerable children. “If you receive the grant and misuse it nobody will be able to help you again, but if you are focused and pass well everyone will give you a study bursary,” said the governor. In addition, EEF chairperson Ehrnst Katjiku thanked all parents, learners and the public for contributing money towards the fund. He called on all fishing and mining companies to come on board and support the fund for the benefit of vulnerable children. “The idea is to grow the fund to a point where we are able to fully pay for children's education. What we are giving now is little for all education expenses,” Katjiku said. (NAMPA)

Be vigilant at banks Crime Reporter
On Saturday morning a local resident allegedly almost became a victim of a robbery in Walvis Bay after she withdrew a substantial amount of money and two suspect persons followed her with a vehicle. When she realised she was being followed, she informed the police who then acted immediately. According to the officer the culprit “was arrested approximately a year ago for breaking and entry into vehicles. We cannot charge him at the moment as he did not physically cause harm but the situation was brought under control.” The woman explained what transpired Saturday morning. “I was at the bank to withdraw N$35 000. I told the bank teller and she referred me to a different teller. When I got to the teller there was a man standing in front of me talking to the teller. The first teller told the woman behind this teller how much I wanted. Without hesitation, this teller loudly asked if it was him wanting the money or me. I confirmed that it was me who wanted the amount.
At that moment the man said he has to go and disappeared. I withdrew the money and left. Soon after I left I realised that a certain vehicle was following me. I slowly drove through town and he kept following me. I parked my car at a certain stage to see if he will leave, but he simply parked his car across from mine and then lay down in the car so I could only see the passenger. At that stage I took the registration number. I informed someone I know, asking her to join me, as I was being followed. As she got into my car and we drove off, the man started following me again. I tried not to panic and I drove through town . My passenger informed me to call the police immediately. I parked the car at the Lagoon and called the police. The man parked his car not too far from mine and waited. At one stage he got out of his ve-
hicle. I started the car again and slowly drove around the lagoon waiting for the police. They soon arrived and once the stalkers saw them, they fled. The police followed them.” According to her, not long after they fled, the police contacted her to inform her that they found the driver and said that he was a known criminal who was out on bail. “The passenger jumped out of the vehicle and fled. The driver was the same person who had been arrested a year ago and is out on bail. People should be on high alert when withdrawing money.” According to another source, the same happened to him a while ago. He had to cash a cheque and soon after, his car was broken into and the money (N$28 000) was stolen.

Unicef supports Namibia’s Child Care and Protection Bill The United Nations Children’s Fund (Unicef) has welcomed the passing of the Child Care and Protection Bill as a realisation of children’s rights in Namibia.The Bill was passed in the National Assembly on 4 March 2015. It provides a legislative framework to give effect to some rights of children that are yet to be fully realised, such as provision of a children’s fund, the right to foster care as well as a National Advisory Council for Children. The Bill was passed to give effect to certain rights of children as contained in the Na-
mibian Constitution. In a statement issued on Saturday, Unicef’s representative in Namibia, Micaela Marques de Sousa, congratulated the Namibian government for demonstrating its commitment to ensuring that all children, regardless of their social or economic status, enjoy their rights unreservedly.
“We encouraged, supported and followed the development and consultations on the Bill and are pleased that the child protection environment in Namibia is now strengthened with a robust legal framework,” de Sousa said. She, however, said a lot need to be done to ensure that smooth implementation, awareness
and adoption of legislation follows. The Child Care and Protection Act conform to the country’s regional and international agreements for children, such as the United Nation’s Convention on the Rights of the Child and the African Charter on the Rights and Welfare of the Child.
Since independence in 1990, the Namibian government has paid commendable attention to improving the status of children through reducing infant mortality, increasing school enrolment and ensuring that services are in place for the protection of its children. The Ministry of Gender Equality and Child
Welfare has spearheaded the process of developing and enactment of the Bill. The Bill also act as a comprehensive legal framework that guides not only the legal mandates to prevent and respond to neglect, abuse, exploitation, trafficking of children; but also the placement and monitoring of children in al-
ternative care including inter-country adoption; and the social effects of HIV/AIDS. It also lays down the legal responsibility of professionals working with children in welfare, education, health and other sectors to respond to violence occurring in the lives of children. NAMPA

It is necessary that everybody uses them wisely and carefully to secure the future harvesting needs by protecting the stock. Quantity/number of marine resources harvestable, minimum size limits of fish and crayfish that can be caught, open season etc. help to manage stocks to avoid the total disappearance of some species in our waters. Do not leave bait or fish on the beach! Either take it home or return it to the sea. This food attracts scavengers like jackals and gulls that prey on other bio-diversity. Okombahe Olive Project well under way Work on the 20-hectare olive plantation at the Okombahe settlement in the Erongo Region has commenced recently with the drilling of boreholes. Erongo Regional Governor Cleophas Mutjavikua, who launched the project in August last year, has confirmed the drilling on Sunday. He says the drilling will be followed by the de-bushing of the area, situated some 10 kilometers west of Okombahe. The settlement is located about 60 kilometres west of Omaruru. “There is good progress, everything is according to plan. The citing, drilling, clearing and fencing are ex-
pected to be completed next month before they start with the water supply systems and later the actual planting,” said the governor. Mutjavikua said the 20 hectares might be extended to 800 hectares as the project grows. The aim of the project is to ensure food security, employment and the alleviation of poverty in rural communities. School leads the way on firefighting
Chief Dennis Basson with the boys Marshallino Beukes Narraville Primary School, in co-operation with the Walvis Bay Fire Brigade, have started an initiative where 40 learners from the school (20 boys and 20 girls) received basic firefighting training. This training caters for an emergency evacuation plan for the school, as well as to educate the kids to be able to prevent and assist their communities in case of fire/emergency in their respective neighbourhoods. The learners were trained last week at the Fire Brigade Station in Walvis Bay and according to the school's spokesperson it was a big success. A need for this was identified and has been addressed with the help of Mr Dennis Basson (Fire Chief Protection Services) and Mr Werner Namiseb (Instructor). Through this initiative the school wants to ensure the safety of people as well as property both in school and the community. The project was the brainchild of three Narraville Primary School teachers, Messrs B Louw, L Allen and D O Mouton.

Chris Chameleon performed at the Walvis Bay Community Church last week Wednesday and there was not one dull moment throughout the entire show. He entertained the audience with his playful portrayal of various characters and performed songs by request. He also performed a song he wrote to lyrics of the renowned South African poet, Ingrid Jonker. A female artist, Daniella Deysel, from Namibia accompanied Chris in a few songs. They performed as a duo and had the audience eating out of the palm of their hands. According to people in the audience, the show was brilliant. Chris also found the performance a very special, and as he put it, exceptional one. “I do not visit Namibia often. Both the audience and I did our best to make the most of it.”

Swakopmund Matters: Chatham Rock Phosphate’s Namibian Scheme In a media release on 5 March 2015 Chatham Rock Phosphate gave “further guidance on its future strategy” following the refusal of its marine consent application by New Zealand’s EPA Decision Making Committee on 11 February 2015. Two aspects of the announcement by Chris Castle, CEO of CRP, need attention: 1. Its New Zealand focus. According to the release CRP is looking to raise a further $1.25 million as its key staff takes pay cuts and the company pursues both law changes and a new mining consent under the law governing economic activity in New Zealand’s offshore Exclusive Economic Zone. Reacting to CRP pur-
suing law changes the Chairman of New Zealand’s Environmental Defence Society, Gary Taylor, said this in a statement: “The idea that government would jump when CRP stamped its feet in annoyance at a rejection of its consent application is fanciful: New Zealand is not a banana republic.” And “Improving New Zealand’s environmental laws should be principled and not rushed. A knee-jerk reaction to

According to Castle considerable work is going into reducing overheads in CRP, working through cash requirements for the next 12 months and settling final costs associated with the marine consent process. The purpose of this work has been to develop a 12 month budget for keeping the project moving forward (including provision for a small amount of scientific and technical work), continuing work towards a re-submission of the marine consent application and “increasing CRP’s focus on its Namibian permit applications.” (Emphasis added). Continuing to describe
CRP’s business strategy Castle had this to add about Namibia: “One option is for CRP to increase its focus on its Namibia permit applications in the short term to help diversify CRP’s risk from primarily focusing on a single project”. (Emphasis added) In our circular e-mail 3 of 11 February 2015 we had this unambiguous message for Castle: “… its reputation and what it stands for are in tatters. With the baggage CRP now carries all in Namibia will be even more apprehensive about its involvement in Namibia and its intentions. CRP must thus rest assured that there will be no scope for it in Namibia to try and recover lost ground.” He still labours under the illusion that CRP is the best thing since sliced bread. He continues to believe that Namibia will
be a pushover in his attempts to fulfill his “dream”. Pity he can’t catch up with reality. As with so many of his recent arrogant pronouncements this latest one about CRP focusing on Namibia “to help diversify CRP’s risk” must be seen for what it really is: an insult of the highest order to all Namibians. To even think that he could use such a tenuous scheme is beyond belief. It demonstrates the bankruptcy of his action. It deserves only contempt. Namibia will not bail him or his company out – not now and never in the future! His countryman Gary Taylor used two phrases that are equally apt to describe this audacity in respect of Namibia: • His Namibian dream is just as “fanciful.” Nobody in Namibia will jump to satisfy
his appetite to mine Namibia’s marine resources or to use it for his selfish purposes. Namibia most certainly does not care about what individual companies desire or aim for. Least of all one that has failed in its own country because of a misguided approach. Moreover, in Namibia there is no running to law makers to beg changes to legal prescriptions so that egotistical desires can be accommodated. Lowering of environmental standards is not an alternative that Namibia will even remotely consider. • By now he must know that Namibia “is not a banana republic.” The sooner he accepts this fact the less disappointed he will be. His Namibian “dream” will be shattered, if it has not already become a nightmare with this latest affront. Namibia has not been
impressed with CRP’s studies. They backfired in New Zealand. There they were exposed for their ineptness. His grandstanding is a futile exercise. A dedicated and wellstructured process is underway in Namibia. It will lead to a final decision on what is in the best interest of the country and its people. Consequently, CRP and its failures have no place in Namibia’s progress to defining its marine well-being. And most definitely is Namibia not available to anyone who wants to misuse it in a dubious manner to bail out a foreign company struggling because of an ill-conceived project elsewhere. On your bark, get set! Bank Windhoek SPCA Fun Run 2015 The Tierschutzverein Swakopmund (SPCA) has added a new social event to their versatile annual fund raising program. In addition to already successful events such as the 'Hills Fun Dog Day, SPCA Golf Day and the recently added Cat Show, the SPCA Swakopmund now hosts a Fun Run with Bank Windhoek as the main sponsor. The Fun Run is set to take place on Independence Day (21 March), an exciting event which they hope to repeat in the future. Participants can opt to run 5 km or 10 km or walk 5. With the Rossmund Golf Course set as the venue, participants can enjoy a breathtaking route which leads around the golf
course filled with tranquil scenery and grazing Springbok. Interested parties must please register 07:30am sharp at the Rossmund parking area. A small registration fee of N$30 per athlete applies which of course is for the benefit of the SPCA's four-legged friends. Since this is an SPCA event, participants are more than welcome to bring their furry friends to run/walk with them. Dogs must however please remain on their leashes at all times. Die West Coast Sharks Rugbyklub van Swakopmund het Saterdag hul eerste ligawedstryd teen die Eastern Bulls van Gobabis gespeel en as triomfeerders uit die stryd getree. Die Swakopmund-span het die eerste helfte van die wedstryd oorheers en drie keer agter die doellyn van die besoekers gaan kuier. Die manne van die Ooste kon net met ‘n strafskop slaag, om die rustydtelling op 15-3 tot stand te bring. West Coast Sharks, ook bekend as Swakopmund Rugbyklub het met die omdraaislag die
krane behoorlik oopgedraai en gewys dat hulle nog steeds ‘n span is om mee rekening te hou. Alhoewel die “Eastern Bulls” verbete teruggeveg het, kon hulle nie die tuisspan se ritme omvergooi nie en die wedstryd het 3513 geëindig. Dit was albei spanne se eerste ligawedstryd en die manne het hart en siel ingeploeg, om vir
tagtig minute van rugby uit die boonste rakke te sorg. Die Swakopmund Rugbyklub het vanjaar weer op die been gekom, nadat hulle vanaf 2010 nie in aktiewe rugby betrokke was nie. Saterdag se wedstryd op die Vineta Noord Stadion was egter ‘n bewys dat die manne reg is om weer die geliefde kusspan se naam hoog te lig.

The FNB Eleven Arrows had to walk off the soccerfield heads bowed in disappointment after they lost against Tura Magic with a score of 3-2 on Saturday, during an NPL fixture. Blue Water and Africa Stars also played to a 1-1 draw on Saturday. Action between SFC and Swakop United Johnny Iyambo scored the first goal of the match in the first half of the match, but from there on it was all SFC. In the second match of the day, Celtic faced United Stars. The boys in green and white managed to clinch the deal with five goals to United Stars’ three. In the Erongo First Division League, Blue
Boys FC played against Young African FC and they (Blue Boys) lost the game 3-1. The Blue Boys coach must have had some harsh words with his team, because on Sunday the Swakopmund team trashed Desert Rollers of Gobabis with six goals to one, ensuring a well-earned homewin.

Tura Magic’s Neville Tjueza, scored first, 10 minutes into the game, after referee Alpheus Shipanga gave them a penalty shot. In the 14th minute, Ifamunua Keimune extended Tura Magic’s lead, with the score at 2-0. Fetstus Hidinwa scored for Eleven Arrows in the 51st minute, score 2-1. Tura Magic’s Robson Iyambo received a red card in the 67th minute of the game, however one
player less on the field did not damper Tura Magic’s determination to win. Substitute Andreas Gebhardt scored the third goal for Tura Magic, leaving them in the lead, with a score of 3-1. Arrows’ Theopilus Junias ball found the back of the net, and brought the score to 3-2. In the game of Blue Waters versus Africa Stars, Blue Waters’ Freedom Puriza scored and Africa Stars’, Mathew Halupe
Chasing the ball equalised the score. FNB Elevens Arrows played against African Stars on Sunday. Papi Kavezembi scored in the first ten minutes of the game for Arrows and kept the lead for the remainder of the game.
However, African Stars were determined not to walk from the field as the defeated team, and Bradley Wermann equalised the score in the last 4 minutes of the game, leaving the score at 1-1.
