Eileen van der Schyff A well-known Walvis Bay resident has been arrested on multiple charges following a hit-and-run incident at Langstrand on Sunday night. Wilhelm Laubscher (pictured above) allegedly hit a teenager and a toddler who were both seriously injured.

The teen suffered a broken leg and a broken pelvis when the luxury station wagon allegedly driven by Laubscher hit them. The toddler suffered cuts and bruises. Laubscher allegedly drove off after the accident and was only arrested hours later.

Laubscher made a first appearance on several charges in the Walvis Bay magistrate's court on Tuesday and was denied bail. He returns to court on 13 June.

Ernst Lichtenstrasser (57), an instructor at NIMT's Tsumeb Campus, made a first appearance in the Swakopmund magistrate's court yesterday morning on two murder charges. He has been in custody for more than two weeks, as the only suspect in the murders, but police investigators were reluctant to bring him before a magistrate unless all evidence is properly collected and recorded.

Mueller and Hellwig arrived at the Arandis campus of NIMT early on the morning of 15 April. Little did they know when they emerged from their vehicle they had only seconds to live. The shooter appears as Mueller and Hellwig were taking their last steps towards the front door of the Campus' administration block.

A total of eight shots was fired from a 9mm handgun. Mueller and Hellwig died in pools of blood with fatal gunshots delivered to both victims' lower abdomen and to the head.

The shooter seemed to have disappeared into thin air. Namibia is stunned by the shootings.

However, within days fingers were pointing to an instructor at NIMT who was not happy with his work conditions. This person, now believed to be Lichtenstrasser, had an open hatred for Mueller and Hellwig.

As police investigators probed Lichtenstrasser, they discovered illegal arms and ammunition in his possession. It resulted in his arrest and charges in terms of Namibia's Arms & Ammunitions Act. Lichtenstrasser was brought before a magistrate at Karibib. The case was postponed and Lichtenstrasser was denied bail.

With their murder suspect now behind bars for another crime, police investigators took their time to picture together the events that led to the deaths on that fateful morning at Arandis of Mueller and Hellwig. Soon Lichtenstrasser was brought to the coast where investigators systematically started to construct a case against him and ensured that no detail is spared to gather and document evidence.

Efforts paid off. Yesterday morning, Lichtenstrasser emerged in handcuffs from the back of a police van at the Swakopmund magistrate's court. He was whisked into the court building by armed police officers.

Then, as he found the opportunity within earshot of a Namib Times reporter Lichtenstrasser shouted: “I didn't do it…check the background.”

In the dock he cuts the figure of a lonely old man, weathered by weeks of little sleep and weight loss as he was on a hunger strike since 27 April.

Lichtenstrasser appeared before magistrate Nelao Brown. The State Prosecutor was Maria Shilongo who opposed bail. The case was remanded to 24 July for further investigation. The accused Lichtenstrasser will be given an opportunity to employ the services of a lawyer.

To the magistrate Lichtenstrasser yesterday complained about the conditions under which he is incarcerated. He complains about hygiene in his cell and added he prefers to be held at Arandis. Lichtenstrasser further complained about proper conditions for regular contact with his wife and daughter.

The state objected to Lichtenstrasser's request to be held at Arandis police cells. The magistrate Brown turned down the request and ordered Lichtenstrasser be held at the Walvis Bay Prison. “Arandis is where the accused also has colleagues, so it will not be in the interest of the State. You will be held at the Walvis Bay Prison, which is an appropriate holding place, for safety reasons”.

IPSAS soon the new accounting standard Isaac Chikosi Since 1999 Swakopmund Municipality has made use of the fundbased accounting system IMFO. The Institute of Municipal Finance Officers (IMFO) is the recognized professional body for finance, audit, risk management, performance management and related professionals in the public sector.

However, the IMFO reporting standards are no longer in compliance with any international recognised reporting frameworks. In this regard, Council seeks to adopt new reporting standards known as International Public Sec-tor Accounting Standards (IPSAS), which are a set of accounting stan-dards issued by the IPSAS Board for use by public sector entities around the world in the preparation of financial statements. Adverse audit opinion due noncompliance with the internationally recognized reporting frame-work over the past two years has prompted council to implement changes within the current accounting structure in phrases.

A Swakopmund resident contacted the Namib Times with her own interesting mail story which makes it appear that the NamPost service/delivery woes are not restricted to Walvis Bay alone.

“I collected an envelope on 6 May that arrived from friends of mine in Australia. It contained a Calendar”, the resident told the Namib Times and explained the journey of the envelope according to the official stamps on the envelope: “The envelope was posted in Perth, Australia by Air Mail on 4 January 2019. It arrived in Windhoek on 6 March 2019 (Obviously stopped over for a bit of a holiday in South Africa) and then it arrived in Swakopmund on 2 May 2019.”

The post office in Swakopmund charged her with N$17 for handling fees. “There was definitely 'no service with a smile'”, she said and jokingly exclaimed that her father would probably have laughed and said, “the pigeon must have walked with it”.

This feedback was received after the publication of an article in the Namib Times edition of 6 May after a business man provided photos of mail heaping up in the back office of the Walvis Bay post office.

Fisheries Minister seeks N$250m budget allocation Namibia's Fisheries Minister Bernhard Esau this week submitted his Ministry's budget for the 2019/20 financial year, telling the National Assembly he needs N$250 million to carry out his mandate.

In his address to the National Assembly, Esau explained approximately N$229 million would be needed to fund the ministry's operations. An estimated 71 % of this N$229 million operational budget would be allocated to personnel expenses.

Esau assured parliamentarians that Namibia's fishing industry remains strong and vibrant. The Industry produced N$10 billion in fish and fisheries products in the 2018/19 financial year and after mining fisheries is Namibia's second largest foreign exchange earner.

New vessel Gendev of Namibia expects the arrival at Walvis Bay soon of its newly acquired fishing vessel. The vessel is underway from Ireland.

Cases of reckless and or negligent driving and drunken driving were opened against a driver who overtook and slammed into a car and then into a pavement hitting a pedestrian.

It is alleged Wayne McGuire (28) was driving in Ben Amathila Street towards the naval base and wanted to make a right turn into Sam Nujoma Avenue. As McGuire was turning right, Eino Namene (59) allegedly tried to overtake the vehicle and a collision ensued. The force of the collision catapulted Namene's vehicle over the pavement and it hit a pedestrian.

The pedestrian was later identified as Florence Simasiku who suffered severe head injuries.

Simasiku's was evacuated to Windhoek for medical treatment.

Adding to Namene's woes is the fact that he also tested positive for alcohol when traffic officials carried out alcohol breathalyser tests on both drivers. He now faces charges of reckless and negligent driving as well as drunken driving.

African Presidents show interest in fishing industry

A Kenyan technical committee on fisheries visited Seaflower Pelagic Processing in Walvis Bay this week on orders of Kenyan President, Uhuru Kenyatta.

President Kenyatta was on a state visit to Namibia in March this year and was left highly impressed with Namibia's fishing industry.

Kenyatta undertook to send more Kenyans to Namibia to learn from the country's fishing industry expertise and experience and it seems the Kenyan President is not wasting time to make good on his words.

Out to sea...

Seaflower Pelagic Processing (SPP) confirmed this week the company's second horse mackerel trawler, Steinsund, has been put into operation. The vessel went out to sea on Tuesday for its maiden fishing expedition. SPP operates a second midwater trawler, Nordevon, which is already in operation since the end of January.

Both vessels were acquired from Norway and was prepared alongside in Walvis Bay for local fishing conditions. What makes Nordevon an exceptional vessel is the fact that she is a combination mid-water trawler and pelagic purse seiner. She can convert from midwater trawling to pelagic fishing for pilchard in a relatively short time.

14th National Mathematics congress Sharlien Tjambari

Monday, 6 May, marked the opening of the 14th National Mathematics Congress. The fourday congress was attended by over 250 mathematics teachers, advisory teachers, UNAM lecturers, mathematics educators from private institutions and officials from the Ministry of Education.

The main objectives of the congress are to reflect on the achievement in Mathematics, to share the challenges, to

identify issues affecting numeracy education and most importantly to pave ways for successful implementation of

mathematics programs in the country; and to provide an opportunity for exchange of information. This year the

congress was focusing on the teaching of the new mathematics curriculum and its assessment practices.

During the workshops, teachers were divided in junior and senior primary and into junior and senior secondary phases with each group participating in workshops particularly aimed at their level of teaching.

The Mayor of Swakopmund Pauline Nashilundo said: “We need to understand the role teachers play in the success of our children; teachers are the most important factor in the lives of learners the moment they enter a classroom”.

The National Mathematics Congress was established in 2006 by the Ministry of Education, Arts and Culture with the main aim of improving the learning and teaching of mathematics in local schools.

The Managing Director of the Walvis Bay Salt Refinery André Snyman pledged a remarkable N$1 million, three-year sponsorship towards the National Mathematics Congress.

The Walvis Bay Salt Refinery is the main sponsor of the congress and they have been on board since its inception. “This project is part of our company's major corporate responsibility and we have stayed on board, providing sponsorship every year because the project is well-run and well-managed. Our company will commit to a 3-year, N$1 million sponsorship”, said Snyman further.

On behalf of the Deputy Minister of Education, Arts and Culture (MOEAC) EsterAnna Hipondoka, the Deputy Executive Director of the MOEAC Charles Kabajani said mathematics learning needs to be contextualised as its motivation derives from its concrete uses.

“These teachers will learn from one another on best teaching practices, I believe you will implement what you learn here this week when you get back to your classrooms”.

Vulnerable children visit the Swakopmund Aquarium Sharlien Tjambari

Jo-Ann Lizanne Cloete, under the Namib Nature Delight, took twenty-seven orphans and vulnerable children on an outing to the Swakopmund Aquarium this past Saturday.

Children aged between 4-20 years from Tears of Hope and House of Bethanie Orphanage Homes joined Jo-Ann on a sandboarding adventure and afterwards they visited the Aquarium.

Jo-Ann said the children had a lot of fun and they enjoyed themselves. “If it was not for the sponsors of the day, none of this would have been possible. They really helped me a lot in putting a smile on the faces of those young angels”.

The children each received a hotdog, cool drink, a bottle of water, a banana and three chocolates.

Jo-Ann started treating orphans, vulnerable children and senior citizens back in 2017. She realised how much they need love and affection. “The only thing that motivated me was the fact that there was so many people, elders and children begging on street corners in Swakopmund and I felt that if we all participate in giving, Namibia would be a better place. I then started with this project, taking them out for sweet treats and fun activities once a year”, said Jo-Ann.

An der Atlantikküste,in der Namibwüste Ein oranger Farbklecks im Wüstensand Aweh, Hansa: ein Quiz!

Namibwüste - „Da, da! Den muss ich haben, den haben wir ganz sicher noch nicht!“ Gemeint ist ein dunkel-oranger Schmetterling, der vor unserer Nase vorbei flattert. Wir, unsere Freundin Elke, meine Frau Lilly und ich, sind gerade beim Pflanzenstudium in der Namib, als wir durch diesen auffallend schönen Falter überrascht werden. Also zücke ich meine Kamera, und laufe ihm hinterher, um ein Foto zu machen.

Das ist aber gar nicht so einfach: immer, wenn der kleine Kerl sich kurz auf eine Pflanze setzt, will ich die Kamera auf ihn richten, er sieht mich jedoch schnell mit seinen Facettenaugen, die aus mehreren zehntausend Einzelaugen

Dieser Edelfalter wurde erstmals 1871 von dem bekannten Lepidopterologen Roland Trimen beschrieben, damals allerdings ohne genaue Fundortangabe.

Dieser hübsche Edelfalter, der von oben so herrlich leuchtend orange-rot aussieht, von unten aber unscheinbar weiß mit schwarzen Punkten, hat den wissenschaftlichen Namen Acraea hypoleuca und ist bei uns hier in der Namib endemisch.

UND: Wir sind die ersten überhaupt, die ein Foto von diesem Falter veröffentlicht haben. Whoww!! Bisher ist er lediglich beschrieben worden.

Die Sensation spricht sich in den entsprechenden Fachkreisen schnell herum, und ein paar Tage später reisen die ersten Gelehrten aus dem Ausland an, um ebenfalls Bilder machen zu können. In der Zwischenzeit sind

auch wir nicht untätig: Wir haben in Erfahrung gebracht, dass die Raupen, aus deren Puppen der Schmetterling später schlüpft, auf einer bestimmten Sukkulentenart (Adenia pechuelii = “Wüstenkohlrabi”) leben und gedeihen (und zwar NUR auf dieser), und fahren nochmals in diese Gegend. Und wieder haben wir Glück, und es gelingt uns tatsächlich, eine Raupe auf ihrer Wirtspflanze zu fotografieren. Beim näheren Betrachten wird uns schnell klar, warum diese Raupen von den Wi s s e n s c h a f t l e r n auch umgangssprachlich “Pinguin” genannt werden.

Wir bekommen aufs Neue bestätigt: Die Namibwüste ist immer wieder für Überraschungen gut!

An der Atlantikküste,in der Namibwüste Dieter Kopp: ein bewegtes Leben Swakopmund (sk) In unserer Mitte gibt es etliche Senioren, die viel zu erzählen haben. Ich habe mich mit dem 95jährigen Dieter Kopp in der Antonius-Residenz unterhalten. In fünf Folgen dürfen Sie auf seiner Lebensreise eine Brise Nostalgie einatmen.

Folge 1 Dieter Kopp begrüßt mich in seiner kleinen, stilvoll eingerichteten Wohnung mit den Worten: “Ich wäre nichts ohne meine Frau.” Das hört man eher selten von einem Mann.

Und dann bemerkt er meinen Rucksack auf dem Rücken.

“Eine Frau mit Rucksack auf dem Rücken,” schüttelt

Warum, wie und wann kamen die beiden dann ins südliche Afrika? In Ostpreussen herrschte die Inflation, und mit der Landwirtschaft ging es schlecht, weshalb Dieter Kopps Vater Erich das Gut verkaufte und sich etwas zentraler ankaufte.

Doch auch dort wollte sich der Erfolg nicht melden, und somit trieb es ihn ins vielversprechende Südwestafrika. Seine Frau Anneliese (geb. Ehlert) und seine Kinder Dieter, Gundula und Ingrid landeten am 17.

Even with the Hepatitis E outbreak in the DRC, access to clean water remains a huge challenge as many taps at the water points are out of order. The Ministry of Health and Social Services encourages people to use running water when washing hands, but how can people do that in the DRC? The DRC informal settlement have been in existence for more than 20 years now, but the living conditions of the DRC residents seem to be deteriorating even after numerous calls for action. During a visit to the DRC informal settlement the Swakopmund Constituency Councillor Juuso Kambueshe said it is about time that the water issue in DRC is resolved without any excuses as it is a growing concern. “Sometimes these taps are vandalised, but in most cases, it is just technical issues”.

Louise Kalumbu a DRC resident said another challenge they are facing in DRC is ablution facilities and skips which are not being cleaned on a regular

basis. She further said that if the people the municipality employed to clean the ablution facilities and to clean DRC are not capable of doing their job then the municipality must give the job to the inhabitants of DRC, “we will do a better job than the people living in Mondesa”.

Another resident further said it does not help to teach people how to prevent hepatitis E while the skips are there for two weeks without being collected.

“There was a time I was infected with Cholera and I believe it is because of the dirt that surrounds us here in DRC”.
