Two articles were published in the newspaper regarding illegal dumping taking place at Kuisebmond Beach since December 2013. Yesterday, a local resident provided the newspaper with a lead to identify one of the dumping culprits. The driver of a truck with the registration number N 9383 WB was caught in the act, dumping garbage at Kuisebmond Beach on Saturday. This has been a problem for months and was reported to the municipality in December 2013. The problem has only gone from bad to worse over the past few months and thanks to a vigilant resident, one of the culprits can now be identified. “I drove along Kuisebmond Beach and saw a truck dumping garbage. Swakopmund Town Council has in principle approved the sale of a massive piece of land near Oceanview to a private developer for N$17 million. Extension 24, known as Block 9, is situated to the north of Swakopmund, along the road that leads to Henties Bay, and measures some 101 224 m² in size. It will be used for township development, according to minutes of the most recent Council meeting. At its last session Council approved the sale of Block 9 to Mr Silvanus Kathindi at the price of N$168 per m², with a total cost of N$17 005 632, excluding VAT. The property was valued at between N$150/m² and N$205m². Under the terms of the agreement, Council will get back one-third (30%) of all erven serviced by Mr Kathindi. Applications by M.E. Lehmann, who applied in February 2011, as well as a company named Mondesa One Investment, that applied in March 2012 were rejected in favour of Mr Kathindi, while an application by Ombundu Investments was referred back to the management committee. Mr Kathindi managed to beat the other applicants to the mark. A well known and respected Walvis Bay resident, Mr Willem Grobbelaar (photo), sadly passed away at the age of 89 last week Friday. Mr Grobbelaar, also known as Grobbies, had been ill for quite some time. According to a family member, due to his age (89) and being ill, he drew his last breath on Friday. The newspaper had an interview with his son to talk about his involvement in the community and the footprints he left behind. Mr Grobbelaar was born on 12 September 1924 in Williston, South Africa. According to his son he finished school there and later moved to Namibia. “He worked in Windhoek on the railways and then at Pupkewitz. After some time, he decided that he wanted to start his own business. He became a greengrocer in Windhoek. He worked there for approximately ten years and in 1959, we moved to Walvis Bay,” his son said. Mr Grobbelaar started an enterprise in Walvis Bay including a restaurant, a clothing shop and a general store. “After he started the enterprise, he converted it to a furniture store. Later on he decided to start a property business. He was the owner of Grobbies Estates, which was one of the first property businesses in town. Later on, it was evident to us that he was becoming ill. This caused him to sell Grobbies Estates four years ago,” he said. According to his son, he was an active member of the community. “He was a member of the Rotary Club, the Deputy Mayor of Walvis Bay and also used to be the chairman of the
Chamber of Commerce.” His son added that Mr Grobbelaar literally gave his life to Walvis Bay and worked very hard. The reason he moved to Walvis Bay was because he saw great potential in the coastal town and had a great love for Namibia. “I believe that he passed away due to his age, but the fact that he was ill contributed towards his passing away.” According to his son, he worked very hard and he was very business orientated. “I want people to remember him by the fact that his whole life was dedicated to his work. He was very business orientated and he walked a straight path. He had a tough character, but he was also known as a big gentleman. His last words to me were “Son, if I wronged anyone, let them know that I am sorry.” I do however believe that he did not treat many people wrongly. He was a fair man, a good person and he set a great example for most people who knew him. He loved to travel. He and his wife used to do everything together. She passed away a year and seven months ago as well. He was a respected man who also had a lot of respect for others. He was a great family man as his wife, children and pets were very important to him and I would like the community to treasure the memory of my father, Mr Willem Grobbelaar,” he concluded.

Van Schalkwyk killed in plane crash News broke early on Monday morning that an aviation accident had claimed the life of Mr Paul van Schalkwyk [photo], the owner of One Africa TV, on Sunday night.

The plane in which the renowned Namibian photographer and wellknown media personality, Mr van Schalkwyk, was travelling went missing on Sunday over the Etosha Pan in the Oshikoto region. It is not yet clear what the exact cause of the accident was, but aviation sources indicated yesterday that a police helicopter had been urgently dispatched to the area to investigate the accident. Mr van Schalkwyk, who was born in 1955, was a keen photographer with a special interest in aerial photography. He spent many years filming a pride of lions in Namibia's Etosha National Game Reserve and had furthermore relished the task of documenting the political transformation that preceded Namibian Independence. Unconfirmed reports had it that the remains of the plane were found near the Etosha Park early on Monday morning by relatives of Mr van Schalkwyk. The Civil Aviation department reported on Monday that the crash may have taken place on Saturday. It is understood that Van Schalkwyk departed from Eros airport on Saturday. Mr Eben Platt, the Chief traffic officer of the Municipality of Walvis Bay called on the public to adhere to the traffic rules and regulations and warned that the institution will be paying close attention to ignorant road users. Mr Platt told the newspaper that a `professional authorisation document` must be applied for by anyone driving a taxi, a breakdown vehicle or any vehicle weighing over 35 000kg/ gross vehicle mass. Regardless of extra heavy vehicles, everyone driving a vehicle above 35 000 kg/ gross vehicle mass is obligated to apply for the professional authorisation. It is valid for two years and must be renewed every two years. This include taxis, minibusses seating twelve people or more that are transporting passengers for payment, and breakdown vehicles. It will
be indicated on your licence whether you have applied for the professional authorisation or not. If you are obligated to apply and you don't, the fine for this is N$2 000. According to Mr Platt, everyone driving a taxi or a breakdown vehicle will be closely monitored. “You must be 21 years of age to drive a taxi. You must adhere to the traffic rules. We are sending out an operational team to reprimand anyone not abiding by the rules.” He also said that all employers must ensure that their employees have suitable transport such as minibusses, instead of letting
them stand or sit on the open back of a truck. “If you must stand, the back of the truck must be closed up to 900mm. We will reprimand everyone not abiding by this rule. We cannot allow more injuries or fatalities to occur. I urge the employers to consider getting minibusses for them. We will remove the vehicle from the road if the rules are not followed and see that the employees' safety is at risk. Some truck drivers are only allowed to carry two passengers with him as is stated on the licence. We will be on the lookout to see whether this rule is being adhered to. The driver will be fined if
this rule is abused, in order to send a clear message to the owner of the business. Therefore, we ask in advance, please take this into consideration” said Platt. He also warned cyclists to follow and adhere to the rules and regulations. “In the mornings it is still quite dark and school children using bicycles to travel to school are hard to spot. Status of Road Deaths in Namibia clarified The NRSC and the MVA Fund has taken note of recent reports published in various media houses citing the World Life Expectancy website http://www.worldlifeexpectancy.com. According to the NRSC and the MVA Fund the information contained in the mentioned WHO website is inaccurate, misleading and detrimental to Namibia's good image and reputation. The NRSC, the MVA Fund and indeed the line Ministry of Works and Transport is concerned about the escalating road carnage in Namibia. Based on data collected at various points including crash scenes, hospitals, the Namibian Police and claims submitted to the MVA Fund, we are of the opinion that the situation has not reached the proportions as purported in the citations above and the resultant recent media reports. Furthermore, both the NRSC as the final custodian of national accident data and the Fund being the final recipient of all road crash related data in Namibia have never contributed to data held by the WHO's department of Measurement and Health Information before the rankings were released, and therefore cannot conclusively support same. It is true that Namibia is in fact in a road carnage crisis, but not to the level depicted in the citation and subsequent media reports. To this end, the NRSC, the MVA Fund and all key stakeholders are tirelessly working towards stabilising the situation as per the aspirations and objectives of the Namibian Chapter of the Decade of Action for road safety 20112020. The rankings which were released by the World Health Organisation in 2012 and based on road crash data for the year 2011, Namibia's fatality rate per 100 000 population was pegged at 25.00 and ranked at 35th in the world and third in SADC, behind South Africa and Lesotho. In contrast, according to the data at our disposal the country's
fatality rate per 100 000 population stood at 23.28. The difference is due to the fact that WHO collected data using estimated population numbers and use other formulas to accommodate underreporting, while we used actual population figures without corrective measures released after the 2011 census. It baffles us as to how the rate jumped from 25 to 45 over such a short period. It is important to note that even with the slight difference in the figures, Namibia's ranking will not be at the top of the table, compared to countries such as South Africa and Lesotho. An illustration of the trend in the fatalities per 100 000 population recorded during the past five years indicates an upward trend in the fatality rates between 2012 and 2013. The lowest was recorded in 2008 at which time the fatality rate stood at 13.01. There was however a
sharp increase in 2009 and 2010 with a slight decrease in 2011. The fatality rate per hundred thousand populations currently stands at 30.01, however with the upsurge recorded in fatalities over the past few months, this is likely to increase. Types of crashes: In terms of the highest types of crashes in Namibia, pedestrian related crashes top the list, accounting for 31% of all total crashes recorded in the country followed by rollovers and head on collisions at 29% and 9% respectively. In fact, head on collision only account for 4% of all road crashes as illustrated below. There were 1065 crashes in 2009, 2689 in 2010, 2902 in 2011, 3547 in 2012 and 4384 in 2013. There were 3538 injuries in 2009, 5125 in 2010, 5659 in 2011, 5652 in 2012 and 5845 in 2013. There were 525 fatalities in 2009, 539 in 2010, 492 in 2011, 561 in 2012 and 634 in 2013.
It is important to note that road safety needs a multifaceted approach as per Decade of Action for Road Safety 2011-2020. For us to improve our road safety performance in the long run there is a need for Namibia to build a long lasting road safety culture. To this end approval has been given by the Ministry of Education to incorporate road safety in the National school curriculum from grade 1 up to 12. In addition
the NRSC, MVA Fund, Namibian Police and the Roads Authority are moving towards consolidating efforts and mobilise strategic partners to tackle the escalating road carnage through sustainable year long interventions. The collaborating during the last festive season was used to pilot the concept. Regrettably most road crashes are attributable to human error, therefore our appeal to road users, be it drivers, pas-
sengers or pedestrians is for them to play their part by making right decisions. Drivers should be considerate of other road users and give them the choice to live. Likewise, passengers should make that choice of life by speaking to the driver to slow down or pull off when tired. For pedestrians, the choice is to use pedestrian crossing points, wearing bright coloured clothes at night and be vigilant.

Damian doing fine Anri Jacobs
During the weekend mom Roswitha shared some good news with us about Damian Sagners (pictured) condition. After going through a heart operation almost two weeks ago, strong little Damian has now been released from the ICU of Sunninghill Hospital in Johannesburg. The cardiologist has discharged Damian on Friday on the condition that he is seen at the hospital every day for check-ups for the next two weeks. Roswitha shared that the cardiologists believes that Damian will recover faster in a home setting. “After a lot of stress to arrange everything to get out of the hospital, Damian is much more relaxed now. We are staying in a guesthouse close to the hospital, in case of an emergency, and since I am a nurse myself, the cardiologist agreed to this move. It is very early after such a difficult operation to say anything, but after the operation Damian was hysteric. This move will help him relax and heal faster, he almost immediately became better,” said Roswitha. She added that he is one of a kind. He is the only child in Namibia with who has gone through this type of heart operation. According to her Germany has a population of 84 million and of that number there are only 500 cases of people living with the same rare heart condition that Damian has. “This once again shows how rare Damian's condition is and how thankful we can be that he is still with us today, also how well he is doing under circumstances.
A challenge set forth After reading the article about Beauty Gowases in the Namib Times (4 March), Danny Beukes decided that he had to do something, and invited (and also challenge) others to do the same. Beukes of Sanlam Namibia (Eminent Financial Services) pledged and paid a donation of N$1 000 toward taking care of Beauty while she is faced with all her challenges. “My heart goes out to children, and what I really admire about the mom is that she puts in some effort for her daughter to try and raise funds. On her way, while walking on the pavement, a young man approached her from the front and she started to cross the road to walk to the other side. He called out to her and when she looked back at him, he “flashed” her. That means he opened his pants and showed her his private parts. This heavily upset her to the point that she had a breakdown at school. I just want to warn all the parents and teenage girls that this is happening in our community in Walvis Bay. From Hip Hop to Contemporary Anri Jacobs
On Friday night students from Kim's Dance and Fitness classes entertained crowds with a variety of dances for all tastes. The show was opened by the well-known Trio Feminale with light classical music. Kim Garny managed to have 13 of her dancer students transform from little princesses right into hip hop dancers! They jumped from hip hop to contemporary and back into deep classical, all in one flow. Apart from the amazing dancers, there were also live performances from Trio Feminale as well as a live performance of one Linda Ritter's music school's bands. Throughout the night the dancers told stories by doing what they do best, expression through dance! It was a show for all ages and tastes with modern upbeat music putting you on the edge of your seat followed by feeling like you are witnessing a classy night at the ballet.

Cgals Chamber Choir readying for World Choir Games The Cgals Chamber Choir is a group of Namibian ladies from Swakopmund and Walvis Bay, who have been invited by Interkultur, the organisers of the event, in Frankfurt, Germany, to participate in the World Choir Games which are held biannually. This year the games will be taking place in Riga, Latvia and this th will be the 12 Choir Games. Over 500 choirs from all over the World will be participating in many different categories. The Cgals will be competing in the Open competition, in four categories. The choir was invited to participate on the basis that they had previously achieved 91% in the
Intermediate and Advanced Trinity College of London Choir Examinations. Currently the choir practices 4 times a week in preparation for the Choir Games. The choir will be performing at a Gala event in Walvis Bay on 12 April. Tickets will be available from the members of the choir. The Cgals will also perform on Sunday 16
March as part of a concert “60 Minutes of Music� presented by the Namib High School in Swakopmund, in the school hall. Some of the songs that will be performed will be part of the repertoire that the choir will be presenting in Riga. These Namibian ladies are intent on making Namibia proud and will do their utmost to do well at the International Choir Games.

Kudus were dealt a double blow by a wellorganised and structured visiting Wanderers club, brimming with experienced national players and confidence, in Narraville on Saturday. The Wanderers Premier League side under the mentorship of the former Blue Bulls and Griquas outside center JP Nel recorded a convincing 27-0 victory and the First League side a 197 victory over their Kudu counterparts in the first matches of the NRU season played at the coast. Doeseb has been at the helm of the NPL as Chairman since 2008. As a former club owner, and passionate football fan he has been at the forefront of negotiating a mega deal with main sponsor MTC that saw the telecommunications company invest over N$40 million for the next 3 years, the highest investment ever made by any corporate into sports in Namibia. He has been praised in football circles for his desire to turn the MTC Premier league into a professional entity managed on business principles, preaching professionalism to the clubs. Asked why he has decided to step down, Doeseb cited some of the reasons as lack of professionalism at club level to do the basics right, a lack of serious commitment from teams at BOG level in terms of building a strong football brand and the clear lack of development structures in Namibian football. Almost all the teams sit back and all they do is wait for MTC's monthly grants and they do absolutely nothing to generate their own revenues and when their monthly grants are a few days late they complain instead of doing something to sustain themselves. We have a sponsor that invest so much in Namibian football and all we give them is empty stadiums week in and week out which is not fair. If you invest so much into football and all you get is backstabbing and rumourmongering from people at the highest level of football who you are supposed
to share the same vision with, it becomes fruitless to make such worthy investments. We cannot maintain the current status quo if we are serious about taking football to the next level, and I can therefore not sit back and pretend everything is fine, our football needs lots of money and a good leadership and in the lack of both we are wasting our time. I would like to applaud MTC for what they are doing for sports in Namibia, the prophets of doom are quick to call MTC names, they want them to invest and shut up, but without MTC sports will be dead and we cannot pin the entire country's hopes on one corporate, said Doeseb. He thanked the few individuals within Namibian football structures who shared the same vision and drive with him, and urged them to continue fighting the good fight. He also thanked all football fans, supporters and the general public for the support they have granted him during his Chairmanship, and wished the new Chairperson all the best. “Many have laughed with me and secretly gone behind my back to plan how to oust me as Chairman for their own gains, well I am now making it easier for them to step down honourably so that I allow their broken bulbs to shine. I will not be lost to football because there are many other ways that I can make my contribution and I will continue to do so because football is my life”, he concluded.

Pirates dodge Arrows Otis Finck
Orlando Pirates pocketed maximum points with a hard earned 2-1 away victory against Eleven Arrows in Kuisebmond on Saturday. Nicky Musambani and Gustav Isaak scored for Pirates. Donald Geiseb replied for Arrows. Both teams came out attacking and produced a fast flowing passing game of football. Arrows were in control in the early stages of the match and forced two free kicks on the edge of the box in the 2nd and 4th minutes but failed to capitalise. Donald Geiseb came close to handing Arrows and early lead in the 6th minute but had his shot cleared from the line by Pirates defender Knowledge Mutyoraringa. Merero denied Haraseb in the 60th minute. Pirates captain Brian Gurirdo tested Merero with a free kick. An alerted Merero also managed to smother the rebound from Merero in the 65th minute. Areseb fialed to
connect properly with a Gustav Isaak corner and headed wide in the 71st minute. Arrows defender ValtonVan Staden blasted an attempt over the crossbar in the 74th minute. Isaak pounced and scored Pirates' second goal after a defensive blunder by the Arrows captain Shiningayamwe who dismally failed to execute a bicycle kick he attempted correctly. Isaak caught Shiningayamwe in possession and robbed him of the ball after his failed clearing attempt. He then proceeded and scored from the edge of the box. Arrows launched a concerted effort and Donald Geiseb rounded off a brilliant build-up and some superb passing that split the Pirates defense for a goal on their behalf in the 85th minute. Clarence Foroma and Abed Namukwambi. Black Africa defeated United Stars 2-1. Alpheus Ngweza handed Stars the lead in the 7th minute. Muna Katupose equalised in the 38th minute for Black Africa. A goal from Tara Katupose in the 61st minute ensured victory for Black Africa. Tura Magic defeated African Stars 3-1 on Friday. Goals by Papi Kavezembi and Itamunua Keimuine after half-time put Magic in charge. Ninja Karongee (55th) pulled a goal back for Stars before Neville Tjiueza (64th) scored a third goal for Tura Magic.
