Walvis Bay and Ponte-Noire, the second largest city in the Republic of Congo, entered into an intermunicipal agreement this week, coinciding with an official visit by the mayor of Pointe-Noire, Jean Francois Kando and his delegation.

A Spanish fishing vessel captain who shot and killed a seal at sea in January this year during fishing operations was fined a total of N$25 000 or two years imprisonment in the Walvis Bay magistrates court on Wednesday. Rey Manuel Insua was fined N$10 000 (or one year imprisonment) for transgressing the Arms and Ammunition Act. He was fined a further N$15 000 (or one year imprisonment) for killing a seal with a method not prescribed by the Marine Resources Act. A fisheries observer aboard the vessel, Carolina Castro, filed the complaint against Insua after a crew man onboard reported his conduct.

The two cities are now officially proclaimed as friendship cities. The aim of the exchange visits is to establish common interests as well as see how we can build an inter-city cooperation for the benefit of our communities. The Congolese delegation was received by the mayor of Walvis Bay, Alderman Immanuel Wilfried. The delegation visited several places of interest, including the port of Walvis Bay's new container terminal and Tunacor Fisheries.
