Delays Council’s discussion of “housing forensic report” The Walvis Bay Town Council rescheduled a meeting to next Wednesday to discuss the audit report on possible housing irregularities, following the death of Landless People Movement Councillor, Stanley Bikeur on 4 August of Covid-19. Councillors decided to isolate for fourteen days, after being in contact with Councillor Bikeur before he fell ill of Covid-19 and died. Namib Times learnt from sources privy to the audit report that a final report has been received from auditing firm PWC, and that this 200-page report will be studied by Council and recommendations for action then be decided upon. Rudi Bowe The Namibian Dolphin Project (NDP) reports it found the carcass of a humpback whale on Monday (9 August 2021) on the beach north of the border with Sandwich Harbour, also referred to by locals as “Paaltjies”. Judging from the condition of the carcass the mammal has been dead for at least a few days. The fact that the carcass was still in the surf zone at the time it was discovered, it was impossible to measure it. However, it was possible to remove skin- and blabber specimens, as well as samples of parasites which existed on the whale's skin when it was still alive. Chelsea Kovalcsik from the Namibian Dolphin Project told Namib Times the humpback population is soaring, thanks to conservation efforts. Unfortunately, with the population growing, chances of strandings also increase. According to Kovalcsik, they spotted three humpback whales in the waters close to Pelican Point on 8 August 2021. “We saw a very relaxed, resting mother-calf pair, with what seemed to be a very small calf and on the other side of the bay, we saw two feeding Continues on page 2

“As I was walking past Nampost, I noticed the two guys jumping of a black Nissan Note and running towards the security car. Two others remained in the car”, the witness explained. As the two men approached the security car, one of them grabbed the driver from behind and managed to get hold of his firearm. He shot the other security officer with that same gun in the abdomen and took the money. “It all happened so fast”, said the witness. The men ran back to the Nissan Note where their two accomplices were waiting and they sped off. The vehicle was later found abandoned at a house in Oletweni, in Mondesa. There were traces of blood in the vehicle. The vehicle had no number plates. The blood is believed to be that of the wounded [yet unidentified] robber. According to a lady, who lives in a shack at the house where the vehicle was found abandoned, she was busy preparing her child for school when she saw light and heard the vehicle parking in front of her shack. She peeped through her door and noticed three men. One wore a balaclava, and one was clearly bleeding from his chin and mouth area. After a while she allegedly heard them making calls from behind her shack and a while later, they jumped the fence and ran. The At this point it is not known how much money the suspects got away with. The medical condition of the guard was also not known at the time of going to press. Note: the robbers got away with N$147 000-00 and so far N$37 000-00 has been recovered. The two accused in custody will soon make a first appearance before a magistrate on charges of aggravating robbery.

The Erongo Region is dramatically stepping up its Covid-19 vaccination drive, according to the Governor of the Region, Neville Andre. The Governor on Wednesday at the handing over of N$70 00 by Walvis Bay Salt towards the Covid-19 vaccination campaign said where some 400 people were vaccinated in the Region daily, this has now risen to 1 496 people per day. The Governor expressed his satisfaction with this success rate and added the region has to achieve a target of 121 000 individuals fully vaccinated.

Eurowings Discover only airline to link Namibia with Europe now Namibia ushered in a new post-Covid era for tourism, with maiden flight of Eurowings Discover (a filial of Lufthansa) that touched down at the Hosea Kutako International Airport at Windhoek on Wednesday. Piloted by the CEO of Eurowings Discover in person, Captain Wolfgang Raebiger, this is officially the only European airline that currently has flights to Namibia. The Airbus A330-200 (Flight 4Y132) touched down at approximately 08:05, on time. Eurowings Discover now operates five weekly connections from Frankfurt to Windhoek, with return flights on Mondays, Wednesdays, Fridays, Saturdays, and Sundays. From summer 2022, the leisure carrier will even increase its service to daily flights with three weekly onward tag flights to Victoria Falls, Zimbabwe. The United Kingdom of the Netherlands officially handed over 75 000 doses of the AstraZeneca vaccine as a donation to Namibia on Wednesday, 11 August 2021. The vaccines arrived in Namibia on Sunday, 8 August 2021. The AstraZeneca doses have been dispatched to all regions across the country for administering pending second doses to over 68 000 people. The Deputy Minister of the Ministry of Health and Social Services (MoHSS), Esther Utjiua Muinjangue thanked the Netherlands government for the donations and said, “We look forward to continued engagement with EU member states to secure additional doses of vaccines, particularly to ensure that all persons at increased risk of Covid-19 infection and severe diseases, are fully vaccinated.”

Since the imposter was convincing, the customer gave her banking account and the Personal Identity Number (PIN). She was then asked to switch off her phone
for updating purposes. Chaunelesethle informed the customer that Bank Windhoek would never call customers to ask for their banking details, especially the account PIN. B a n k Wi n d h o e k ' s Manager of Forensic Services, Johnny Truter echoed Chaunelesethle's sentiments: “Customers must never give the PIN out; the fraudsters can enter the customer's digital profile, take over their profile, and even register for digital services like the EasyWallet. The customer is mostly unaware of this and by that time, the scammers may have emptied the account,” he said. “Therefore, customers must immediately call the Bank's HelpDesk, inform them of the scam to cancel these services,” said Truter. Chaunelesethle added that as staff members, they do not even have to know customer's PINs. The Police found that one of the numbers that received the fraudulent Easywallets belongs to the con artist. With permission from his line manager, Chaunelesethle gave his statement to the Namibian Police to validate the customer's case against the fraudster. "We could only retrieve some of the money, the rest of it the scammer admitted to having spent the day before. He is currently in custody at the Namibian Police Station in Windhoek," said Chaunelesethle.
Bank Windhoek's Customer Contact Centre Manager, Deborah Henckert, applauded Chaunelesethle for ensuring that the imposter could not steal more money from the customer's account. Being vigilant is key in combating fraud, Truter advised customers not to respond to emails, texts, or phone calls asking for their personal information or people asking them to wire them money. "Practicing vigilance remains one of the most robust defences to curb fraud. Avoid the message and call your financial institution directly," he said, adding that Bank Windhoek will never ask for customer's personal information over the phone. A crime-fighting volunteer, Chaunelesethle, said the conman told him they get customers' personal information from death announcements and social media platforms such as Facebook. "The scammer learned the illegal activity while in prison," he said. "We should assist the police in fighting crime, especially by providing them with information; it will benefit the country as a whole," said Chaunelesethle, he encouraged customers who are victims or suspect that a scammer targets them, to contact Bank Windhoek's Customer Contact Centre immediately to report the incident at Tel +264 61 299 1200.

A book depicting the history of Rossmund Golf Course and the rich life experiences of Graham Louw, which is fundamentalised in the history of how Rossing mine came into being. Louw, former owner of the Rossmund Golf Course, being a golfer himself, recently released his second book, “A Place in the Sun”, the history of Rossmund Golf Course. Born in Swakopmund on 30 January 1927,where he also lived for most of his life, Louw is one of the very few remaining who was born in Swakopmund from that era. During his early years Louw served on the board of the Swakopmund Town Council. As Councillor for 22 years, his duties included that of a Mayor and Alderman. Together with Rössing Uranium, Louw's dream of the Rossmund's Golf Course realised over the past 25 years, which led him to write and publish his book, A Place in the Sun, the story of Rossmund Golf Course. The book tells the story of how Louw and his friends, as youngsters, played golf with a vintage ball, bare foot in the sandy surroundings of Swakopmund. From Louw's childhood, many years passed and it was not until the mid-1960's that Louw's dream of a Golf Course materialised when Rössing Uranium changed the face of the sandy surroundings of the dry Swakopmund riverbed into green carpets of grass.The 42-page book tells of the story of the historic opening ceremony of Rossmund golf course. The book follows the course of events set by Rössing Uranium where further significant development is now clearly evident in the Central Western Erongo Region and investment and growth have become the forerunners of a budding West Coast. Graham Louw is fluent in three languages. Louw's two sons and two daughters and their children in particular are indeed fortunate to have this book with its fascinating account of endeavour, hope and success, now for all to read and treasure. Louw is an honorary member at Rossmund Golf Course and remains an inspiration to many. Both books are a good read and also a collector's item and it makes for a unique gift. Bank Windhoek supports a coastal Covid-19 Task Force On Monday, 9 August 2021, Bank Windhoek announced that it had assisted Ciske's Covid-19 Task Force in the fight against the Covid-19 pandemic in the Erongo Region. Ciske's Task Force is an initiative by the Erongo Regional Council Chairperson, Ciske Howard. The Task Force comprises doctors and nurses who volunteer their services in Walvis Bay, Swakopmund, and Henties Bay. Howard thanked the Bank for the sponsorship and said that the Task Force would use the money to purchase food items for community members impacted by the pandemic. “Swakopmund residents have suffered severely with not just Covid-19 challenges, but also the lockdowns and lack of tourists,” said Howard. She added that in her capacity as a Swakopmund Constituency Councillor, she felt that it is her responsibility to see to it that community members receive help during these challenging times. “Bank Windhoek's sponsorship makes a massive difference, and we are grateful,” said Howard. The Bank's Executive Officer of Marketing and Corporate Communication Services, Jacquiline Pack, said that the donation is part of its continued social responsibility as a connector of positive change. “We have all been challenged by the pandemic. To fight it, we need to be resilient, positive, and support each other as a Nation; it is the only way to win this battle,” she said. “We wish Ciske's Task Force and all Namibians the best in fighting the pandemic.” Ciske's Task Force also prepares Covid-19 patients' meals and procures medical equipment to assist home-based care. It is currently only catering to the Erongo Region. However, Howard added that plans are in place to extend support to other parts of the country.

Old Mutual helps to combat wildlife crime through sponsoring specialised Anti-Poaching Dogs On Sunday, 8 August, four highly-trained dogs arrived at the Hosea Kutako International Airport from the Netherlands with a sole purpose to combat wildlife crime in Namibia. Old Mutual invested N$268 000 to procure three of the four dogs from the highly specialised Dutch K9 Training Centre in the Netherlands. The three German Shepherds and one Belgian Malinois breeds named Caga, Britta, Vanda and Devil will be sent to the Waterberg Law Enforcement Training Centre with their respective handlers for the next five to six months to complete their local training after which they will be deployed to the north-eastern part of the country. These canines are specially raised and put through a series of tests to develop and identify their natural skills and abilities to serve as detection dogs. Mauriza Fredericks, Manager: Communications and Social Responsibility, at Old Mutual expressed her gratitude to the Ministry of Environment, Forestry and Tourism for their assiduity in protecting our wildlife saying that Old Mutual will continue taking the lead in things that matter most. ''We care for our communities and our natural resources; we therefore deem this partnership with the Ministry as an investment in the presevation of our natural resources for another 100 years to come", she said. Colgar Sikopo, Deputy Executive Director, Ministry of Environment, Forestry and Tourism said that the
procurement process dates back to 2017 when Old Mutual pledged N$268 000 to acquire the dogs from the Dutch K9 Centre in the Netherlands. Upon arrival, Old Mutual contributed another N$50 000 for additional supplies to the K9 Unit. Mr Colgar Sikopo, expressed his gratitude towards Old Mutual and further outlined how the dogs that are currently in action, have successfully brought down the rate of wildlife crime since their introduction of 5 detection dogs to the K9 Unit in 2019. “The dogs have already been involved in 240 success cases where they have detected weapons such as rifles in the cars. We have certainly seen the impact of having detection dogs in the Unit. This is because of the measures that the Ministry and its partners have put in place.” said Mr Sikopo. The dogs will now be sent to the Waterberg Law Enforcement Training Centre for further training and pairing with handlers before they are deployed to the north-eastern region. Kudus pays tribute to James De Koker Rudi Bowe The management and players of FNB Kudu Rugby Club paid their last respect on Wednesday 11 August to an ex-player and management member. The rugby fraternity and especially FNB Kudu Rugby Club is in a sombre mood following the untimely passing of Kudu legend, James De Koker on Saturday7 August after suffering heart failure. James De Koker joined Kudu Rugby Club after matriculating at De Duine High. In 1990 the former lock join the Club for a few years and it was only in 2014 when he became a Managing member for 6 years. James De Koker contributed a lot to the development of the players and therefore, leaves behind a generation of athletes who aspire for his legendary sportsmanship. His was committed, a hard working player and managing member at the Club. De Koker was loved and received great respect from all the players. The patron of FNB Kudu Rugby Club Zane Jansen said that James De Koker
was one of the Club’s main sponsors for the past five years and made valuable contributions to the club and that these contributions did not pass unnoticed. It is Jansen's believe that many of the players that showed their last respect on Wednesday night might also become sponsors in the future, because James De Koker gave them a change in life to show off their potential. According to Zane Jansen a sponsor is more than a bridge between hunger and strength, thirst and renewal, fear and knowledge, desperation and hope, and that was James, always willing to assist wherever help was needed. Jansen says that the contributions JDK Logistix made to the club opened the door of opportunities to many of our players and that the club wishes to thank the De Koker family for their generous donations towards the club in
the past years. “We as Kudu family can only draw lessons from his fighting spirit on and off field the field as rugby administrator. James death at the tender age of 49 leaves all Namibians bereft of a rugby hero” Jansen said. “Kudu Rugby Club will miss his humility and joy for life with which James De Koker conducted himself during his illustrious career as Kudu Managing Member that inspired hundreds of young children” The passing of James is a sad chapter in the history of Kudu Rugby Club. His contributions to Kudu Rugby Club were immense. Therefore. Kudu Rugby Club salutes him for the extraordinary achievements he recorded in a life that sadly ended prematurely. ISF U15 WORLD SCHOOL SPORT GAMES 2021, BELGRADE, SERBIA The Namibia School Sport Union is a member of the International Schools Sport Federation (ISF). The ISF is hosting the inaugural World Schools Sport Games in Belgrade, Serbia from 11-19 September 2021.
The Covid pandemic has decimated the school sport calendar and annual events/ competitions had to be cancelled. Subsequently, the envisaged school sport leagues couldn't be launched and participation in international competitions e.g., COSSASA games could not be realised. Therefore, to rise above negative effects of the pandemic and to inspire and give hope to the Namibian child the NSSU has resolved to send a team to the inaugural World School Sport Games in Serbia. Due to the fact that contact sport is still prohibited in Namibia and considering the availability of resources Namibia will compete in two codes only namely Athletics (Boys and
Girls) and Chess (Boys and Girls). These teams were selected during National competitions which were conducted earlier this year. The total delegation will comprise of 27 members including officials. The costs towards participation (Travel, Accommodation, Medical Insurance etc) will be borne by the NSSU. Considerable efforts are underway to source additional funding from both the Ministry and corporate Namibia. No athlete is or will be required to solicit funds to fund their participation in the games. NSSU teams are selected on merit and reports that some selected athletes are on a fundraising drive to fund their participation in these games is worrisome.
NSSU teams are selected on merit and a situation whereby athletes and officials are left to fend for themselves gives an indication that selection for NSSU representative teams is based on affordability and this flies in the face of what the NSSU stands for. The practise where regions are on fund raising campaign in the name of the ISF World School Sport Games should be discontinued immediately. The Government of the Republic of Namibia through the Ministry of Sport, Youth and National Service, since 1991, has fully funded and supported NSSU programmes aimed at primarily unearthing raw talent and expose such talent. While the NSSU joins the
whole country in celebrating the achievements of Christine Mboma and Beatrice Masilingi, we believe that their exploits would not have been possible without their participation in NSSU competitions and exposure at COSSASA International school sport competitions. NSSU remain an important foundational stepping stone in the development of sport in Namibia. Thus, participation in the inaugural World School Sport Games will enable the NSSU to fast track or accelerate athlete's development through international exposure to high level competitions and ensure long-term athlete development.

Rudie Bowe The Namibian National men's cricket team the Eagles will be facing neighbouring Zimbabwe Emerging team in three T20's and three 50 Over games in the fourth Castle Lite series that will start tomorrow at the Wanderers cricket ground in Windhoek. The Castle Lite series between the Eagles and Zimbabwe is part of the Namibian team's preparation for the T20 World Cup preparation that is just 68 days away and therefore the Eagles are using every opportunity to ensure they are ready to compete in United Arab Emirates. The Namibian National Men's Head coach, Pierre de Bruyn is delighted to have this series as part of the preparation and build up to the T20 World Cup. “I feel that the timing of these matches is crucial to allow the players to prepare their roles as well as to compete for a place in the World Cup squad.” “In T20 Cricket, it is the intensity of the format that will test you and put you under pressure, the more you practice and experience the level of intensity, the better for the player. The fourth Leg of the Rotax Max Challenge Namibia National Go-karting Championship was held on 7 August 2021 with 14 racers competing over three heats of Go-karting action in six different classes at the Swakopmund Go-karting track.
