HEAR OUR CRY: A group of former and retired fishermen arrived unexpectedly with placards at the Walvis Bay Town Hall yesterday before the Minister of Fisheries and Marine Resources, Bernard Esau, was due to give his annual address to the fishing industry. The group staged a peaceful protest in order to draw the minister's attention to their plight which relates to them not benefitting from the fishing industry they had helped to build and wanting to know what they should do to be awarded a fishing quota. Officials moved quickly and confiscated the placards from the group. They then extended an invitation to them to meet with the Permanent Secretary after the Minister’s address. The group accepted. Some reiterated that it was strange to them that he did not want to take no for an answer, but they kept on saying he must leave.

Namib Times got hold of his contact number and asked him for comment regarding the allegations towards him. “No madam I am an Indian teacher. I never touched them. You have to trust me. I am correct and they are wrong. I am only a teacher and never touched them,” he reiterated. He was asked for a second time if he touched the girls. “No madam I never ever touched them, I am just an art teacher,” he said.

Case of child murder and mutilation under investigation Jade McClune The body of an unknown female was discovered by a passer-by in the dunes behind Narraville on Thursday morning. The Police was alerted immediately and investigated the area. The mystery then deepened when footprints including wheel tracks of a dustbin were found leading from Kuisebmond to the scene and back to Kuisebmond, 3 houses from the suspected murder scene. It is believed that the suspect murdered the woman in a shack in the new location area of Kuisebmond, put the woman in the wheeled dustbin and carted her across to where her body was dumped and covered in a blanket. The exact cause of death is still unknown as there were no visible indications of external injuries. The woman's ex-boyfriend is a suspect but has not been arrested yet. Old woman dies of hunger and thirst Jade McClune An old woman died of hunger and thirst after she went in search of some sustenance last month. Katrina Swartz (60) lived in conditions of extreme poverty with her daughter and grandchildren in a one-room shack on the outskirts of Swakopmund. Her daughter, Andrina Swarts says that, contrary to stories doing the rounds that her mother had set out on foot to Khorixas because of hunger and desperation and had starved to death on the way, their whole family had actually gone to a place near Goanikontes last month where her mother later died. Mrs Swarts had left the family on 21 February, but was found dead three days later. Mrs Swarts had apparently intended to go to an area near Goanikontes, which is popular with tourists, in search for food and tobacco, but the conditions were very misty at the time and it is possible that she may have lost her way. She died of severe dehydration. Katrina Swarts did not receive any pension from the government, as she did not have all the necessary papers. Consequently, she

lived in a state of abject poverty and chronic low-level starvation, according to some of her neighbours. Andrina says that she did her best to care for her mother with the meagre allowance of N$400 per month, which she gets for her two orphaned boys, as well as the little she makes from working as domestic cleaner one day a week. Sitting around a small black pot smouldering on a toxic fire made out of plastic bags when the Namib Times arrived on Wednesday, Andrina and her children clearly live in dreadful conditions. They can barely afford water. They spend around N$10 a week on prepaid water, which translates into eight 25 litre barrels. The World Health Organisation indicates that women, who engage in moderate physical activity in above-average temperatures, require a minimum of 7.5 litres per

person per day. “However, in an emergency situation, a minimum of 15 litres is required. A higher quantity of about 20 litres per person per day should be assured to take care of basic hygiene needs and basic food hygiene." Laundry and bathing will require higher amounts. Andrina says that her father died in 2012. She has four children of school-going age and receives an orphan allowance of N$200 each for two of her children. That is the only steady income of the whole family. Her two teenage sons sat in the shade of the shack looking severely malnourished and underdeveloped. They were also not attending any school, due to their circumstances. Though obviously bright and articulate, Andrina's 18-year old daughter, Monica, had not grown much taller than the average 12-year old. She attended Grade

1, but was taken to a farm by her grandfather soon afterwards. She suffered a great deal on the farm and did not have much to eat, which is why she returned to her mother in Swakopmund. She has not had a chance since to complete her schooling either. Sitting there in the dust, the Swarts family was the perfect picture of destitution. Asked what kind of help she would need to improve her circumstances, Andrina did not ask for any handouts. Her only wish is to get a proper job, so that she can pay her way and sustain her family. Mr David Nghiimbwasha of the DRC Concerned Group, says that they have repeatedly called on local councillors to attend to these impoverished and starving families, as the municipality has a gardening project from which destitute people should be able to get some food, but no food, not even emergency relief aid, has ever reached this family, he said. “We have been crying for many years, but nobody hears our cries.”

Rumours spread like wildfire among residents of Mondesa and the DRC over the past week that the body of a small child was found, apparently mutilated and murdered in a muti-style killing with his heart cut out. The Namib Times was inundated by requests from concerned readers this week to investigate the persistent rumour that a small child had been found murdered over the past weekend in one of the trenches being dug on the outskirts of the DRC, after the child had apparently gone missing a few days earlier. Unconfirmed reports circulating in the community had it that a small boy had been found with his tongue, ears and genitals cut off, apparently by someone involved in witchcraft. Readers initially reported the child had been abducted on his way to school and that his body had been stuffed into a black plastic bag and shoved into one of the drain pipes being installed to the north of Mondesa. Despite combing the area for several hours and interviewing many residents in the area, all attempts to verify the story were frustrated by the lack of evidence. No eyewitnesses could be located either. Mr Gert Strydom of Strydo Construction, which is constructing the water and sewerage lines to the north of Swakopmund, said yesterday that he had also been informed by one of his workers that a child had been found murdered in one of the trenches. They searched the pipes from east to west, but no proof was found. Initial reports had it that the boy was a grade 1 learner in Tamariskia, while others said that the learner attended Festus Gonteb Primary school in Mondesa. Principal Abraham Lenga of Festus Gonteb Primary con-

firmed yesterday that he had also heard “the widespread rumours”, but to the best of his knowledge “that story is not true”, he said. The head of department at Festus Gonteb Primary, who is responsible for maintaining the register of attendance at school, had also not recorded any absence of a learner that could be linked to the reported murder.

Inspector Iikuyu of the Namibian police said that no such killing and mutilation of a child had been reported to the police yet and that there is no record at the mortuary in Walvis Bay of any child who had been killed in such a brutal manner. Photography projects is a great way to ignite the creativity within you. Choosing a project will teach you to be consistent in your creativity, but also to find your personal style and vision. The trick in choosing a project, is to stick to one theme and trying to be consistent throughout. Choose one subject that you can relatively easily photograph. Some other things you can try as project ideas is to shoot twilight portraits, which can be challenging due to the

low light. You will have to give great attention to your focussing. Try and shoot still life photography with personality. Moving away from the usual, try and add some life and emotion into taking stills. If you like this type of photography, it can be a great creative outlet.

Choose a theme Shooting out of focus can also be a great creative challenge, and allow you to see things and life in a different way. Finding faces in unusual places. Look for faces where you would usually not expect to see them. To do this, you will need to always have your camera with you. These mo-ments will arise at any given time and place, usually the ones you expect least.

Shoot close-ups

Take time to shoot the weather in your area. This can be something interesting to document. Choose a specific place to shoot from every time, or shoot at the same time every day. Shooting a film noir style can also be a great challenge creatively. Take the time and venture into your local neighbourhood at night, you will be surprised at the endless amount of interesting scenes you will stumble upon. Some other interesting

ideas you can look at to do as a project include shooting a single colour, shooting light trails, shoot the moon, shoot with the wrong white balance, shoot closeups, shoot the urban underground, shoot in-

spiring architecture, shoot a festival. At the end of the day you will have to find a theme that tickles your creative bud. Find something that will make you excited to get up and go shooting

every single day. You will find that your creativity is reignited and you will have the energy and want within you to challenge yourself in your photography in so many different ways.

Actress Bianca Green was born in Cape Town and moved to Namibia at the age of three. She grew up in Swakopmund and attended Namib High School. “I am quite the outspoken type. I am loud and love to be the centre of attention. I absolutely love to entertain people and have been doing so ever since I was a young child," she says and recounts candidly how she performed dance routines at social gatherings to show off her talents and afterwards went around the room with a big jug labelled “tips”. Bianca studied at The Waterfront Theatre School in Cape Town. The college is dedicated to the performing arts and the four year course she did allowed her to be a full-time student. She majored in Musical Theatre and Drama, Dance and Singing. In addition to that she took an optional course and became a qualified drama teacher. She graduated last year and was awarded the trophy for Excellence in Drama. Some of the subjects for the course entailed doing Tap, Jazz and Modern dance forms and practical Musical Theatre classes. “I always wanted to become an actress and realised that if I wanted to have broader choices and be more flexible in the industry, I need to expand my per-forming skills. This was the ultimate reason why she decided to go to a college that offered not only straight drama, but also dance and singing. "I am now a drama and musical theatre major and couldn't be happier,” she says.

She chose acting as a career because Drama is a part of her, it's like a drug and performing is an addiction. The part she enjoys most when it comes to acting is getting to know the character she has to play. "As an actor, you have the responsibility to portray a certain character in certain circumstances as emotionally real as possible. I find it extremely interesting to delve into the personality of a character: the way they talk, their state in physicality and the way they do things. Breaking down text to find a character's emotional state and then finding ways to portray that emotional state is exhilarating. Characters are people and people are complicated. They are never one dimensional it is my job as an actor to make sure that I portray all of a character's intentions and emotions. So, I would have to say the rehearsal process is my favourite part; to perform in front of an audience is the icing on the cake!” she explains. "It is an absolute privilege and honour to tell someone else's story. I accept this as a serious responsibility. When I commit to a character I give 100%, ” she says.

On a recent trip to London Bianca saw numerous West End productions and says that she has never in her life been more inspired. “Watching great actors give an amazing performance, makes me want to work harder and reach for the sky!” Her ultimate goal in life is to be happy. “What makes me happy is performing. I would like to perform on London's West End one day. That would be awesome! In 5 years I see myself overseas, working in a big drama or musical theatre production.” We asked Bianca for an opinion on the theatre industry in Namibia and whether she would consider moving back to Namibia one day. “The theatre world in Namibia is definitely growing. Theatre in Namibia has potential and can become big. I believe there are greater challenges overseas waiting for me. However, this an extremely competitive industry and you go where the show goes!” She advised those who are considering a career in drama to go for it if it's their passion. “Don't let anything or anyone stand in your way. Stay focused and determined! Make sure you know what you want and work towards that! Always stay hard working. Be a sponge and soak up as much information as you possibly can. Don't ever limit yourself, be bigger, be better, and shine brighter. It's a tough industry, but if you got the right attitude, you'll be unstoppable! Remember: There are no parts, only small actors.”

An der Atlantikküste,in der Namibwüste Deutsche Botschaft gibt Spende für soziales Projekt in Khorixas Solarenergie in der Wüste

Am 26. Februar fand die Übergabe einer Gym-Ausstattung (Gymnastikbälle, Hanteln, Matten u.v.m.) durch die Botschaft der Bundesrepublik Deutschland in Namibia am „Another Chance Social Club“ in Khorixas statt. Die Ausstattung wurde im Khorixas-Distrikt Krankenhaus im Rahmen einer feierlichen Zeremonie durch die Repräsentanten der deutschen Botschaft Gundula Perry und Clarissa Judmann, übergeben. Anwesend waren unter anderem die Vizeministerin für Gesundheit und Soziale Dienste, Frau Haingura, der regionale Leiter des Kunene Gesundheitsdirektorats, Herr Shapumba, sowie der Ratsherr für die Khorixas Region, Herr Gobs. Die Spende soll das Anliegen des unter der Leitung des Sozialarbeiters Herr Nyeperayi stehenden „Another Chance Social

Darüber hinaus werden den Gemeindemitgliedern weitere Aktivitäten wie Schachkurse und Dartspiele angeboten. PSS-Ausstellung zum Internationalen Frauentag Swakopmund - (Namibischer Gebetstag für Frauen und Kinder, die Opfer von Gewalt waren (und sind), Weltgebetstag der Frauen, der in diesem Jahr die Lebensbedingungen der Frauen in Ägypten zum Thema hatte oder der Internationale Tag der Frau am 8. März, der nun seit 103 Jahren daran erinnert, dass die gesellschaftliche Gleichstellung von Männern und Frauen nicht erreicht ist: Alle drei Veranstaltungen fanden in der vergangenen Woche statt. Gutachter und Gremium der „Eco Awards“ waren beeindruckt von den Ausbildungsinitiativen für das Personal, zu denen Schulungen zur Förderung des Umweltbewusstseins gehören. Lob gab es auch für unsere soziale Verantwortung. Sie zeige sich unter anderem an den vielen namibianischen Produkten in den Souvenirläden der Lodges und an den Projekten in Zusammenarbeit mit den lokalen Gemeinden. Gondwana verbindet auf nachhaltige Weise Gastbetrieb mit Naturschutz und sozialem Engagement. Seit der Gründung 1995 hat Gondwana in der Nähe von Sehenswürdigkeiten Farmen aufgekauft, sie in Naturschutzgebiete umgewandelt und einst heimisches Wild ausgesetzt. Finanziert wird der Naturschutz mit Einnahmen aus dem umweltschonenden Gastbetrieb. Der Gastbetrieb schafft Arbeitsplätze und Aufstiegsmöglichkeiten für die lokale Bevölkerung. LIGHTWEIGHT The larger and technologically-loaded 2014 C-Class aims to set new standards in its class. To that end, it comes armed with an “intelligent lightweight design concept� that sheds up to 100kg off the kerb weight (despite it being 95mm longer and 40mm wider) as well as a barrage of new technologies and a range of frugal new engines. NEW ENGINES As you'll see above, the initial range offers a choice of just four engines, but MercedesBenz assures us that additional variants with bigger-capacity engines will join the line-up at a later stage. For now the menu includes three petrol versions and one diesel; all are turbocharged and feature latest-generation direct fuel injection. Petrol proceedings begin with a 1.6-litre in the C 180, which pushes 115kW and 250Nm, sprints to 100km/h 8.2 seconds and sips 5.0 litres per 100km on the combined cycle - those figures claimed by Mercedes-Benz. Next up in the pecking order is a 2-litre petrol that's tuned to 135kW and 300Nm in the C 200 and 155kW/350Nm in C 250, with respective 0100 times of 7.5 and 6.6 seconds and consumption of 5.3 litres per 100km in both cases. The sole diesel option,

for now, is a 2143cc unit in the C 220 BlueTec, credited with 125kW and 400Nm, an 8.2 sec 0-100km/h sprint and 4.0 l/100km thirst (or lack thereof). AIR SUSPENSION Like traditional 'Benzes, and unlike the CLA, power still goes through the back wheels, delivered through a new six-speed manual or 7GTronic Plus automatic gearbox. In its quest to offer a smoother ride and pinsharp road-holding, the C-Class comes with a new suspension system, comprising a four-link front axle and five-link rear end. While the standard suspension is offered with an optional choice of three Direct Control systems with variable damping, the big news is the availability of air suspension. Hendrie Scheun Monthly Monitor Monthly Monitor: February 2014 The last quarter has been very volatile with sharp movements in asset prices. How are the markets doing and why? We also look at what global investment managers think of Emerging Markets and of South Africa. Lastly we use data from two leading asset managers to provide insight into what returns investors can expect from their investment portfolios and what maximum income retirees can draw from their retirement capital.

Market Review: The US Federal Reserve Bank (the Fed) is currently the

key driver of investments; their actions affect markets directly. As the Central Bank of the US, the Fed sets the short-term interest policy, and has kept the rate very low. To stimulate the economy they have also artificially suppressed long-term bond rates by buying bonds and

other securities. Since December the Fed has been buying less bonds and securities (tapering), as they felt the US economy has shown sufficient signs of strength and recovery. This should be viewed as very good news as tapering normalizes the USA and other markets which reduces distortions and the mispricing of assets, and thus lowers the risk of asset price bubbles forming. In January the Fed tapered again (more good news!) but investors illogically took fright and became more risk averse. They targeted Emerging Markets (EM) with large trade and Government budget deficits and sold out of their EM share, listed property & bond holdings and bought safe havens such as gold and USA bonds. These large capital outflows caused havoc in currency markets, and the SA Rand tanked to R11.40 to the US Dollar. In response a number of EMs, including South Africa, increased their short-term interest rates.

Table 3 below lays out the past and present situation. By using long-term historical asset class averages, one can work out the expected returns (target rate) per riskrated portfolio. These are the portfolios I manage: they cover the risk spectrum from Conservative through Cautious to Moderate and Assertive. The target rates

drops heavily as one moves warmer towards an Assertive portfolio, due to the lower forecasted returns for property and local shares. Unfortunately this means that the maximum one can draw from your retirement investment to keep the nominal value of the capital constant or slightly growing also declines heavily.

The above has profound implications for pre-retired investors and post-retired income drawers. Investors will either have to save more, work longer or utilize warmer portfolios to meet their retirement goals. Retirees will have to reduce their budgets thereby lowering their drawing rates, get a retirement job or utilize warmer portfolios to meet their retirement goals.

· In the short-term markets behave in volatile ways: long-term investors should look through this noise and be in welldiversified managed portfolios build to meet their investment needs. · Asset class returns, portfolio returns and retiree drawing rates will all be substantially lower over the next 10 years then in the decade before. · Investors and retirees should review their investments with their financial advisers, to address these challenges.

By February sanity returned to global markets, and investors started buying shares. The SA Rand thus recovered on these capital inflows, and strengthened to 10.76 to the US Dollar. As can be seen from Graph 1 by MoneyMate above, over the last quarter cash returned +1% (red line), bonds 0% (green line), property -3% (blue line) and South

African shares +5% (black line). Global shares did even better in SA Rand terms, and rose by +9% (pink line). The 1-year returns are also in favour of local and global shares; if you were only in safety assets (cash and bonds) you would have made almost no money for the last 12 months! Global Perspective:

their asset managers can take advantage thereof by buying cheaply! · Opportunities exist in global financials, energy, Europe, Asia ex-Japan and selected commo dities. Global sentiment is very negative towards EMs which opens up a long-term opportunity into buying EM and South African assets.

Recent interactions with international fund managers brought out the following points: · The Fed is driving markets upwards. The Fed and other Developed Market Central Banks will also keep shortterm interest rates lower for longer. · Global shares are between fair value to overvalue but not in bubble territory. · 2014 is the year of diversification. Positive correlations between asset classes have broken down as they now move in opposite directions in response to the Fed's tapering. Thus diversification will now work better than in the past few years when every asset class together went up or down. · Investors and asset managers should take advantage of the volatility and emotions within the markets. Remember market sentiment can cause short-term big swings (like in January) but longer term investors and

Portfolio Return Expectations and Drawing Rates: Since 2011 we have warned clients that, except for foreign shares, asset classes will deliver less over the next 10 years than they did over the last 10 years. In fact the expected returns for local listed property and local shares have halved as compared to the last decade! The main reason for the lower forecasts is that asset classes are adjusting to a world that is deleveraging away from an over-indebted position towards a savings culture. Conclusions: · It is good news that the Fed is normalizing its artificial influence on global markets by slowing or tapering its bond purchases. The challenge lies in the Fed exiting this market dependency in an orderly manner.

Our club is always open to you if you visit Namibia again. Wednesday 5 March: 34 Players played the second nine holes last Wednesday. On average the scores were good and did nobody stand out with a low score. Kevin Wentzel walked away with the wooden spoon with 11 points to Johny Truter. Renier Bosman was the eventual winner on 22 points with Jonas Katti second on 21 winning the count out to Wouter van Wijk. Sad to see that 8 players did not enter their scores on Wednesday. Those 8 are regular winners in the club and you just come to think how they achieve that? Handicapper, I have marked the guilty persons names in red in the Wednesday competition book if you are interested. This coming Wednesday we have different prizes. Car Bath is assisting and the winner and loser will get something else to show mom at home. Make sure to rock up in numbers. Those that did not play last week, please take note that we have put ropes in front of the greens. They are there to mark the last line for golf carts to drive. This is not uncommon as all major golf courses in the world use this

Die Sport en Herskepping Departement van Swakopmund se munisipaliteit het briljante inisiatief aan die dag gelê deur besighede waarmee hulle werk te betrek, ten einde plaaslike sport 'n hupstoot te gee. Desert United Football Academy in Mondesa was die eerste groep wat by hierdie breinkind van mnr Rafael Aluteni, verbonde aan die Sport departement, baatgevind het. Die Akademie spits hulle daarop toe om jong sokkerspelers van die strate te hou en ook om hulle te help om hul talent te bevorder. Ten minste 80 seuns is tans deel van die groep, onder die bekwame leiding van mnr'e Samuel Zatjirua en Erwin “Kanu” Kavetuna. Die twee noem dat hulle waargeneem het hoedat jong seuns sokker op straat speel, asook hoe baie van hulle deur drank- en dwelmmisbruik ingesluk word en die idee om die seuns, deur middel van sport, weg te probeer hou van hierdie euwels het posgevat. Hulle is alreeds 4 jaar aan die gang en voer aan dat hulle tot dusver sonder enige hulp die mas probeer opkom, maar die tekort aan toerusting, soos balle, fluitjies ensovoorts knel hul selfopgelegde taak. Mnr Aluteni noem dat hierdie deel van die munisipaliteit se sosiale verantwoordelikheid is. Hy het ook aangedui dat sy department besluit het Vervolg op Bladsy 31

along nicely and good scores were achieved. Dean Kock and Deville Dreyer started very well with both of them carding 22 points on the first nine. Wayne Hart and Herman Neethling were not that far behind at the turn. On the second nine Herman Neethling, Pikkie Champion and Quinten van Wyk scored 22 points to

chase the first nine hole leaders. Charl Maschke played with borrowed clubs of Heinie Franken and found Walvis Bay course not that easy especially when he realized that Heinie plays left handed, but his lower clubs are all right handed. Charl could not figure out how to play the wedges right handed and
