Taking ‘The Pledge’ to safe road use Marshallino Beukes

The National Road Safety Council orchestrated their annual Road Safety Campaign last week in Swakopmund, under the theme “Take the Pledge”. Last year’s theme was “Don’t be a Dummy” and this campaign is described as a huge success. This year, more than 1000 coastal residents put their signature on a petition, pledging to be a safe road user. According to the RSC’s spokesperson at Swakopmund, Ms Revival Mundumbu, the campaign was launched on 12 September at the Hilton Ho-

tel in the capital city and kick-started in Gobabis. The main aim of these campaigns is to educate the Nation on road safety awareness. People from all walks of life have made their pledges and participated in the activities. “It is encouraging to see Namibians responding positively, while the nation is facing a seemingly insurmountable chal-

lenge when it comes to entrenching a culture of safe and courteous road use,” Ms Mundumbu said. As the activations team has been interacting with the public, there was an overwhelming response from the people acknowledging that, for any change to happen, there needs to be individual attitude and behaviour shifts in the hearts and

minds of people using the roads every day, she further noted. There was also growing consensus that traditional road safety messages do not have a long term impact on the public and that this personal interactive approach will have a lasting impact on individual road users to take full responsibility for their own safety. This message was echoed

by pedestrians, bus and truck drivers, motorists, cyclists and bikers. The heart of the message is that road safety starts with each and every individual, each playing their part and as the campaign spreads around the nation, a real difference in road user’s attitudes should be perceived. The main objective is to call the nation to take full responsibility for their

own safety and that of others. As the commitment continues, ‘The pledge’ campaign is tailored to give every individual a purpose to behave responsibly, while using the roads, for their own benefit and the benefit of others. Hence, emphasising what they need to commit to, in order for the purpose to be fulfilled i.e. ‘I

pledge to drive safe and sober’ for my benefit and the benefit of others. The National Road Safety Council is using integrated media to make the ‘Call to Action’. The campaign is in the Press, on Radio, outdoor (Billboards) and Social Media - Facebook and Twitter, in an effort to reach Namibians all across the country.

each one of you present here today, so please listen attentively.” The Commander addressed the types of personalities who should be kept away from leadership positions; the egocentric, the sloth and the wary. “Leadership requires a lot in terms of command and administrative skills, we should look at people who have the habit of working hard;

and not those that only come in to collect the cheque,” said the Commander. “We should go out there and lead. There are men and women that are depending on us and our decisions. We cannot, and must not fail them. Wishing everyone fair winds and following seas,” were the closing remarks of the Commander. The idea of a Namibian Navy was con-

ceived with the agreement between the Namibian Government and the Federal Republic of Brazil in 1994. The Namibian Navy, since its commissioning in 2004, has witnessed significant progress in terms of human capital and material acquisition. In its 10 years of existence, the Navy has drafted documents like the Navy Development Plan and Training Strat-

egy among others in line with the Defence Policy, which are all of high importance. The most recent accomplishments are the commissioning of the NS Elephant, the Capt (N) PN Sacharia Naval Base and the Naval Jetty in 2012. The Namibian Navy Day ended with a formal lunch hosted by the Navy - and a toast of the day for a bright future ahead.

Another successful year for IUM Sharlien Tjambari

The International University of Management(IUM), Swakopmund Campus held their graduation ceremony on Saturday at the Swakopmund Hotel & Entertainment Centre in Swakopmund. The graduates have recently completed a Certificate in Tourism and Hospitality course which was offered by IUM, being facilitated by the Namibia Qualifications Authority (NTA) and sponsored by the Millennium Challenge Account (MCA). All the 45 graduates were on a scholarship provided by the Millennium Challenge Account (MCA). According to the Branch Co-ordinator of the IUM Swakopmund campus, Mr Noel Chinokwetu, the graduates are people from previously disadvantaged societies, people in need of education but without access to funding, and tourism and hospitality enthusiasts who have experience but without tertiary education qualifications. “For the IUM family this is a very important event as it marks the corporation between MCA, NTA, IUM and the tourism industry in Namibia” said Mr Chinokwetu. The International University of Management (IUM) is Namibia's first Not-ForGain private University founded in 1994. Today, the institution has a current combined student population of more than 8 000 with campuses in Windhoek, Ongwediva, Swakopmund and Walvis Bay. On 26 October 2002 it obtained University status when it was officially launched by the then president of the Republic of Namibia, Dr Sam Nujoma. The International University of Management is fully accredited by the NQA.

No bail for alleged wife-murderer Crime Reporter

The Swakopmund community was shaken to their roots last week, after it was learned that a well-known and beloved resident of the town, Mrs Mutaleni Ndjalukeni Jonas (43), died after she was supposedly poisoned by her estranged husband.

According to the Erongo police's spokesperson, Deputy Commissioner Otillie Kashuupulwa, the incident occurred around 00:20, last week Wednesday. Mrs Jonas, better known as Julia, and her husband, Madala Junias Jonas (48) allegedly had marital hitches and was still legally married, but separated for some time. Mr Jonas apparently came to the victim's home in Swakopmund's Mondesa resi-

dential area last week Wednesday night in order to “talk things out”, in spite of a protection order which barred him from coming near her or her residence. The protection order followed after he allegedly attempted to shoot her on a prior incident in August this year. This protection order obligated him to move to Karibib about 175 kilometre east of Swakopmund. It is alleged that he came all the way from Karibib to Swakopmund on the night of the

tragedy. On his arrival at Mrs Jonas' home, he apparently had two bottles of beer for the two of them. They were seemingly enjoying their drinks when the deceased “started screaming that she was poisoned by her husband”, Kashuupulwa commented. Julia's sister and daughter, who were in the house at the time, came running to her aid and insisted they call an ambulance, while according to them, the husband was sitting peacefully, allegedly saying, “Julia should just go and lie down in the bedroom. She is just having a lot of stress”. At this point Julia started to vomit and cough and be-

came very weak. She was rushed to hospital after a short while, but there was nothing the doctors could do, as she was already dead upon arrival at the hospital. The accused appeared in the Swakopmund Magistrate's court last Friday, facing charges of murder and violation of a protection order. He was denied bail and will appear in court again on 8 December. The pending case of attempted murder against him was struck from the court roll, following his wife's death, but he will appear on a charge of possession of a firearm without a license and illegal ammunition on 24 November.

Members of the Rossmund Golf Club, on the outskirts of Swakopmund, where the victim was employed, expressed their disbelieve and shock regarding this tragedy, claiming that Julia was a friendly, hardworking and adored lady, always ready to assist her customers. This was the second gender based murder in one week at Swakopmund, after a 50-year old man committed suicide, subsequently murdering his 44year old girlfriend, last Monday in the town’s DRC informal settlement. - Additional reporting by Nampa

Fisheries expert applauds Namibia’s quota system

Namibia received a pat on the back for its quota system to regulate the harvesting of fish in Namibian waters. here before independence, introducing a catch quota is the right way to go. “Fisheries with quotas work best. Most countries do not have quotas - the vessels are given, for instance, a whole month to catch, and it does not matter how much they catch within that period,” he said. Asked whether culling of seals in Namibia has any negative effect on the fish population, Pauly said it could have some bad consequences.He said when culling seals the country need to look at the bigger picture than just reducing the seals and saving the fish. “This needs to be studied thoroughly so that one understands not only the seals eating and reducing the

fish needed by the country, but they also eat the fish that eat the fish needed,” advised the professor. Another topic he touched on is the effect of global warming on the marine ecosystem, saying it is a serious problem, especially when it comes to fish species. He explained that different fish species prefer different water temperatures to survive, and when the effect of global warming changes that temperature some fish might die. “Those that do not die will move from their preferred locations and follow the waters with their preferred temperature. This will, for instance, move fish from Angola to Namibia, and rob that country of their resources in the process,”

Pauly said. On the issue of by-catches, he said fishing companies are usually given a quota for certain species, but they illegally target other species as by-catches. A by-catch is a fish or other marine species which is caught unintentionally while catching certain target species and target sizes of fish. According to his observation, the Namibian fisheries sector is not under the threat of illegal fishing. “Unlike in some African countries, there are no villages with people along the Namibian coast who might fish uncontrollably and reduce fish species. Everything here is controlled, hence there is not much illegal fishing,” he

Professor Daniel Pauly, a world expert on global fisheries who attended the Global Large Marine Ecosystem conference in Swakopmund recently, said the quota system is the best for sustaining and increasing fish stocks. Quotas are allocated to an individual or company to harvest a certain amount of fish in a certain period of time. Pauly is also the project leader of the ‘Sea Around Us’ project, based at the University of British Columbia in Canada. Speaking to the media on Thursday, the fisheries expert noted that because the fish population in the Namibian waters was almost wiped out by foreign companies who were fishing

Namibia and Spain enjoy good partnership: Orejas Namibia and Spain have had 24 years of intense partnership with highly satisfactory results, the Ambassador of Spain to Namibia, Maríadel Carmen Díez Orejas says. Speaking at the Spanish National Day celebrations here on Thursday, she said the two countries’ economic relations keep growing. “On top of the existing joint ventures in the fishing sector, new Spanish companies have decided to invest in Namibia in other areas such as infrastructure and energy. I will continue working to increase our mutual exchanges, since I am persuaded that they are beneficial for both our countries. They will create employment, develop human capital, and will

contribute to the transfer of technology,” she stated. In short, mutual exchanges among countries create wealth, Orejas stated. She said both countries believe in multi-lateralism; in the major role of the United Nations (UN); the important contribution of the African Union (AU); in the Southern African Development Community (SADC) region, and in peace and stability. In this context, Spain and Namibia maintain a fruitful political dialogue on different subjects of the international agenda. If

elected as a non-permanent member to the Security Council of the UN, Spain will be ready to intensify this dialogue in matters of special interest to Namibia, the ambassador said. After years of deep recession, the Spanish economy is beginning to grow. She said many citizens have suffered and still face challenges ahead, but important reforms put in place by the Spanish government have paved the way for recovery. She boasted that the latest forecasts issued by the Internatio-

nal Monetary Fund (IMF) indicate that Spain will achieve high growth in the year 2015. Spain is placed as the 11th global investor and the ninth largest recipient of foreign investment, according to Orejas. Some of the achievements between Namibia and Spain under its co-operation programme in various sectors include, amongst others, fisheries, tourism, promotion of small and medium enterprises (SMEs), education, health, water and sanitation, gender, culture and rural de-

Nearly 60 elephant, rhinos

lost through poaching in 2014 A total of 43 elephants and 14 rhinos were lost through poaching in Namibia this year. Environment and Tourism Minister Uahekua Herunga says his ministry is concerned about the current illegal hunting of wildlife in the country, especially the poaching of rhinos and elephants. Speaking during the official opening of the Mangetti National Park on Friday, Herunga said poaching can have severe economic implications as it has adverse impacts on tourism and trophy-hunting. “The current illegal activities in the country clearly need to be rapidly brought under control,” he noted. His ministry will thus continue strengthening its efforts in effective crime prevention and law-enforcement through the coordination and integration of clusters of activities through monitoring and adaptive management, as well as a strong and effective presence on the ground with a dedicated investigative unit which focuses on criminal syndicates. Poaching activities do not benefit Namibians

because the country does not have a market for ivory and rhino horns, and locals are being misled by foreign syndicates, he continued. “Our people are being misled by international syndicates, and they just get pennies,” Herunga charged, adding that Cabinet has approved the use of the Namibia Defence Force (NDF) and the Namibian Police Force (NamPol) to patrol the country’s national parks in efforts to eliminate illegal poaching. Those involved in such criminal activities should refrain from these activities with immediate effect or risk facing the wrath of the law, he warned. The Mangetti National Park is situated some 110 kilometres south of Rundu in the Kavango West

Region, and covers an area of 420 square kilometres. It was proclaimed a national park on 15 September 2008 with the aim of reducing rural poverty through conservation and to generate benefits from tourism for local communities. Since the proclamation of the Mangetti National Park, an amount of N$1.1 million has been generated from trophy-hunting in the park directly for neighbouring communities through the Ukwangali Traditional Authority and the Kavango Regional Council. The most abundant species in the park are eland and blue wildebeest, with a population of over 400 and 200 respectively. ~ NAMPA

Africa’s richest woman to expand banking empire to Namibia Africa’s richest woman, Angolan Isabel dos Santos, is set to spread her banking empire into neigbouring Namibia, after a banking licence was approved by the country’s central bank. Bank of Namibia spokesperson Ndangi Katoma said the bank had granted provisional authorisation to Bank BIC Namibia Limited to conduct business as a banking institution in Namibia. Bank BIC Namibia Limited is a subsidiary of Angolan Bank Banco BIC, which is 42.5 percent owned by Africa’s first woman billionaire, the daughter of Angolan President Jose Eduardo dos Santos. Isabel dos Santos, is re-

ported by Forbes to be worth $3 billion. But Katoma warned that Bank BIC Namibia would not be allowed to engage in banking activities with any person in Namibia just yet, “especially soliciting deposits.” The Bank of Namibia must first issue a certificate of authorisation. Angolan Bank Banco BIC is one of Angola’s biggest banks, with an estimated 200 branches across the country. Portuguese newspaper,

Libraries contribute to literacy, but lack facilities The Division for Lifelong Learning in the Erongo Regional Council’s Directorate of Education held its fourth annual Stakeholders Consultative Conference at Erongo Hostel in Usakos on Tuesday 30 September. Cllr Usiel Xoagub of Karibib constituency applauded the region for attaining a literacy rate of 96.7% among literate adult population of 15 years and above, as per the 2013 Namibia Statistics Agency (NSA), but the shortage of transport and the location of library facilities (in most towns Omaruru, Swakopmund and Usakos) were identified as major challenges in the region. He reminded the participants that there is no time for complacency if the country is to become knowledged-based economy by the year 2030. Cllr Xoagub assured the stakeholders of his continuous support in the mobilisation of community members to participate in literacy programs and to join libraries. The consultative meeting focused mainly on the achievements and challenges facing the six constituencies, namely Arandis, Henties Bay, Karibib, Omaruru and Swakopmund and to assess the implementation of resolutions taken in 2013. It was found that more than 31 098 adult learners visited libraries as from January to August

and instruction offered under the project ‘Libraries for Development at Omaruru and Swakopmund Community Libraries and total members provided training for 395 people. The three main resolutions under review were: for literacy promoters and librarians to work closely in their respective constituencies to promote reading culture among adults learners; training of community members in basic computer literacy skills; extend service to remote rural areas through mobile libraries where feasible – books packed in boxes are taken to the following rural areas Omatjete, Uis,Okombahe, Tubusis, Spitzkoppe, Otjimbingue for reading and minor research purposes. The meeting was attended by 52 participants, including constituency councillors, traditional leaders, district education officers, librarians, literacy promoters, religious leaders and few adult learners. Mr Elia Manga, the Deputy Director for Lifelong Learning in Erongo, stressed the importance of literacy and access to information

in the socio-economic development of our modern societies. He said literacy is a human right and the foundation for lifelong learning. “As hunting was an essential skill for survival many, many moons ago, the ability to read has become a vital life and language skill in modern society in fact a necessity for a young developing nation like Namibia.” The meeting further resolved to: promote the teaching and learning of mother tongue language for adult learners and parents since the introduction of the New Formal Curriculum introduces mother tongue as compulsory medium of instruction in the elementary phase of Education; encourage local writers and community members to write stories in their mother tongue in order to support the introduction of mother-tongue in school; deploy computers at Usakos community library and take services closer to users through satellite library mode. The next consultative meeting will be held in September 2015 in Hentiesbay.

Cgals Choir scores 97% in Advanced Choir Exam The Cgals Chamber Choir has over the past few years grown into a choir Namibia can be proud of by achieving 91% in 2010 and 2011 for both the Silver - and the Gold Choral Assessment Trinity College, London, and coming second in the ATKV Chamber Choir division in Johannesburg, South Africa in 2013. After returning from the Eighth World Choir Games in Riga this year, they sang the UNISA Advanced Choral Examination in September 2014 and passed with 97%. It was a beautiful outing for Namibia’s Cgals Chamber Choir, who recently received four silver awards at the world’s largest and most prestigious Choral Festival, the Eighth World Choir Games. This biennial event organised by Interkultur, Germany was held in Riga, Latvia for two weeks in July and featured 480 choirs from 74 countries

under the motto “Singing together brings nations together”. The Cgals Chamber Choir, conducted by Wilna Liebenberg, participated in the Musica Sacra, Popular, Folkmusic and Scenic Folk Music categories and obtained silver in all of the categories. The performances and competitions of the 480 choirs lasted ten days. The opening ceremony, prize-giving ceremonies and closing ceremonies were all held at the 30 000-capacity Arena Riga. The climax of the event was the closing ceremony in which the Cgals Cham-

Namib High School News CLASS OF 2014 SAY GOODBYE The annual Valedictory Service at Namib High School is somehow always filled with emotion. If tears of joy to be free from teachers and books and school bells after 12 long years are not shed, then tears of sadness flow freely. Strangely enough this crying is not limited to the grade 12s. No, parents and teachers all join in as all of them have somehow shared in those learners' lives for a period of five to 18 years. Mixed with the sadness, however, is an ample amount of undisguised pride as names are read out, memories are shared and prizes are handed over. In times like these one is happy to see that Namib High does not only stand for, nor cater for achievers only. It is clear that each learner is an achiever in his or her own right and is acknowledged for his or her contribution in whichever field. That is what makes this institution more than a school. It makes it a home for many. A day before The Event grade 12s already picked out and reserved their academic wear and early Friday morning, all 106 were frantically pinning mortar-boards to hair and Mr Olivier, former principal, with the recipients of the prestigious Honorary straightening their robes. After the Prize-Giving Ceremony, the procession entered and took their seats to the dramatic tune Award, Lucio Carlos, Nicole Jenneker and Mbahimua Kazohua of Vangelis. A tongue-in-cheek welcome by Mrs Louw took them back over the five years and some of the memories made, whether during embarrassing situations or moments of unprecedented fun. Afterwards each teacher recited a quote of their choice as food for thought to the matrics. Mr Motonane struck a most imposing picture in traditional Swazi wear and delivered a short, yet very poignant message. Both the Chairperson, Nicole Jenneker and Vice-Chairperson, Mbahimua Kazohua, moved the audience between tears and laughter when they recounted some detail of their years at the school. They thanked both the teachers and fellow-learners as everybody somehow had an impact on their lives. The LRC of 2013/14 took an emotional farewell of their Guardian teacher, Mrs Sander. After the touching Benediction was read, the Grade 12s of 2014 left the hall to the beat of “Where the streets have no name�. Outside yet another surprise was waiting as the invitations to the Matric Farewell were delivered by parachute!

The end to 12 years of school

NHS VISIT OKONJIMA Namib High School has always been actively involved with the environment and has indeed fostered a passion for it within learners. Field trips to Okonjima are often undertaken by groups and one such trip took place during the first weekend in September. 17 members of the Namib High Conservation Club travelled there by bus, taking three student teachers from Germany along. It turned out to be an unforgettable experience once again. They hiked in the beauty of nature, tracked cheetah on foot and even de-bushed an area. It was not only manual work, though, as many interesting and thought-provoking discussions on topics related to conservation, were held. There was also plenty time left to relax in the pool or around a huge campfire.

Brave Gladiators clear first hurdle Marshallino Beukes The 2014 African Women's Championship kicked off this weekend in the capital city and Namibia's women soccer team did the country proud by defeating the highly acclaimed Zambian team, also known as Shepolopolo, by two goals to zero, in the opening match on Saturday. This tournament is also a qualification tournament for the 2015 FIFA Women's World Cup, with the top three teams qualifying for the finals in Canada. The tournament marks the first participation of Namibia in the African championship. Also for the first time the defending champions, Equatorial Guinea, are not taking part after failing to win their last qualifying round match. Eight teams were divided in two groups and play a round-robin tournament. The top two placed teams will advance to the semifinals. The losers of those semifinals will play in the third place match, while the winners will face off in the final. Namibia is facing Nigeria, Ivory Coast and Zambia in Group A, with South Africa, Cameroon, Algeria and Ghana battling it out in Group B. The weekend's results: Group A - Namibia 2-0 Zambia; Nigeria 4-2 Ivory Coast Group B – South Africa 0-1 Cameroon; Algeria 1-0 Ghana. The Gladiators will face Ivory Coast today, with Nigeria and Zambia also locking horns. Tomorrow will see the South Africans taking on Ghana, followed by Cameroon and Algeria in a supposed to be electrifying match.
