The matter has become a public order concern in recent weeks, as those making themselves guilty of these unwanted fishing activities are threatening and insulting people who point out to them they are on trespassing on private premises.

Tow-in driver causes crash - flees the scene Eileen van der Schyff Law enforcement at Swakopmund were yesterday launching efforts to locate a tow-truck driver who crashed his tow-in vehicle through a boundary wall of a property in Dr Schwietering Street, only to run away from the scene of the accident leaving two seriously injured passengers behind.

According to a report of the Motor Vehicle Accident Fund of Namibia (MVA), the accident occurred in the early hours of Saturday. There were four passengers in the vehicle at the time of the accident.

West Coast Safety Initiative reported paramedics stabilised the injured passengers and were all then transported to the Swakopmund state hospital. One of the passengers had to be transported to Windhoek due to the severity of the injuries sustained.

Traffic officials intervene to stop Platz Am Meer angling Continued from page 1 stampede defecating and urinating on the rocks as there are no public ablution nearby.

The same goes for littering the area and other anglers who also fish on the beach south of the breakwater and that against municipal regulations that forbid any fishing between the Swakop Mouth and the northernmost point of Mile 4.

Platz Am Meer offers a great view over the beach, ocean and the breakwater.

Since the beginning of December visitors are increasingly appalled by the degree to which people ignore the no fishing signs and the sheer arrogance people show to ignore local by-laws and continuing to fish in areas not allowed. The situation is also not promoting the image or experience the nearby shopping centre wants to offer its clients.

Apart from anglers, there are also dozens of people climbing down the rocky breakwater to get close to the water with scoop nets to catch small fish and crustaceans living among the rocks in the water. Various people were seen lowering into the water old nylon stockings filled with bait to capture rock lobster. Rock lobster are covered in hundreds of small spines and when going for the bait the rock lobster gets entangled in the nylon material and is captured.

Taxis are seen coming and going the entire day as they bring illegal fishermen and harvesters to the area and carting the catch of the day home again.

“One of the biggest dilemmas is we have laws and bylaws, but it is not enforced fairly and consistently. With that, we create problems which grows to bigger problems”, remarked a person who expressed his disappointment with the situation. Adding, it started off with a few people testing to see if anyone is reacting and now we have scores of people swamping the area every day.

“That is now the image we carry across to our visitors that Namibians don't care about law and order and that we are not interested to protect our natural environment, the man explained.

Another person added the situation has escalated to a point where the illegal angling and harvesting activities are carried out at night at the breakwater.

“Do you want to tell me there is no way this can be stopped? Of course, it can be stopped. Our various law enforcement agencies, including fisheries, have the jurisdiction to act, but the question is, is there a will to act?” the person asked.

A fourth person was of opinion that the situation currently developing at Platz Am Meer is only a fraction of a wider escalating disregard for environmental laws. He made reference to recent media articles which reported the extent to which anglers and boat owners plunder the cob resource.

From anglers smuggling cob from the southern beaches of Walvis Bay where it is illegal to catch and keep cob between 1 January to 31 March of each year to ski boat owners working with syndicates which gets dozens of tons of cob each year and selling it off illegally.

“I think our authorities need to assess this problem in a holistic way. We need to take the total picture in consideration here and different law enforcement agencies must start to cooperate. Government should also step up its efforts to equip law enforcers to be able to do the job and laws should support law enforcers and not allow for loopholes for plunderers to get away”.

What do the other stakeholders in this messy affair say: Management of Platz Am Meer: the breakwater and access quays are private property and the signs are clear: “no angling, no harvesting of any sea life”. Employees who are trying to convince people to please leave the area, unless they are there to walk on the breakwater and enjoy the scenery, are insulted and verbally threatened.

The Namibian Police: is the only law enforcement arm that can act if the owners/management of the shopping centre lay charges of trespassing.

Trespassing can only be proved if the person entered private property with an intent other than to walk in the area. No fishing gear whatsoever should be found on such person.

Ministry of Fisheries and Marine Resources: fisheries legislation is not making provision for inspectors to act, more than officials can inspect fishing gear and see if everyone have valid fishing permits. Fisheries legislation makes provision for angling on Swakopmund's beaches, but local authority by-laws make it illegal, therefore the local authority must act.

Swakopmund municipality: the current by-laws make provision for traffic officials to warn people who are illegally angling on any beach between the Swakop River mouth and the northernmost point of Mile 4. Traffic officials have the powers to arrest or issue a fine to members of the public who are not adhering to fair warnings.

Omaruru

Continued from page 1 The first incident happened at a well-known Game Lodge in Omaruru when a Swiss couple with Namibian permanent residence was woken by two men armed with a knife and a traditional weapon. The incident allegedly happened in the morning hours of Saturday, 12 January between 01:00 and 02:00. The culprits removed the window from its aluminium frame to gain entry to the room where the couple was sleeping. The robbers fled with N$1 000 cash, a wallet, a handbag, a leather vest, a brown jacket, a tobacco bag and pipe, a Rolex golden watch, valued at N$350 000 and two iPhones. The alleged value of all items stolen is N$418 000. None of the items were recovered and investigation by the Tourist Protection Special Division continues.

On the same day, at 22:00, a 48-year-old man was alone on his plot outside of Omaruru when four men with balaclavas and firearms, gained entry into his property. The man allegedly forgot to lock his security gate and the robbers gained entry into his house.

The robbers held the man at gunpoint and tied the 48-year-old victims' arms and legs. The four thugs fled the scene with N$1 800 in cash, a black Acer laptop, valued at N$5 000, a Samsung J2, a Samsung J3, a blue Breitling watch, valued at N$30 000, a Casio Ediface watch valued at N$3 000, a German watch, two ebony handle knives, Calvin Klein aftershave and the keys and remote to the victims Toyota Camry.

The total value of items stolen is N$54 600. None on the stolen items have been recovered yet. No arrests have been made.

Also, at Omaruru, on Thursday, 10 January at around 22:45, a man broke the lock of a door and gained entrance to a house where a 75-year-old woman lives. He overpowered her and tied her up. The robber fled the scene with a pair of 14 carat gold earrings, a petrified 18 carat tooth with a diamond, three golden necklaces, a grey paste necklace, a green paste necklace and a variety of other jewellery, two Kruger Rand coins, 25 different Euro notes and various collected coins. The total value of all items stolen is N$200 000.

None of the stolen items have been recovered. No arrests have been made.

Rubbish and shacks springing up among newly-built low cost houses a big concern Eileen van der Schyff Residents of Kuisebmond and also greater Walvis Bay expressed concerns over the weekend over rubbish pollution and the general tidiness of the suburb. Complaints varied from specifically wind-borne rubbish pollution, people using open areas to defecate and the latest negative trend of shacks springing up in the areas where new low cost houses were constructed and handed over their new owners.

Driving the beach area between the naval base and the bird island uncovers an eyesore of unimaginable proportions. Plastic bags and other wind-born rubbish are blown by the prevailing winds into the sea and the rubbish washes ashore again. In addition there has also been a serious escalation in the amounts of rubbish washing ashore in the area originating from vessels at anchor in the bay. “The situation is worsening. That part of the shoreline is drowning in rubbish and it is definitely far worse than last year�, complained a resident who drives on that stretch of shoreline regularly.

In Kuisebmond, trash containers are frequently overflowing, resulting in the wind blowing trash in the direction of the ocean. Not only does that lead to pollution of the ocean and the beaches, but residents who want to live in a clean environment struggle with endless frustrations.

A very cumbersome situation that adds to their frustrations are people who for a wide variety of reasons choose to relieve themselves in the open. The wind blows the used toilet-tissue into the suburb and the stench is also unbearable in

public places people illegally use to urinate.

With regard to the shacks, many residents who benefitted from the low cost housing scheme say they are not happy with the fact that people, despite a ban on it, are still erecting shacks again. “We are proud to be home owners. We all do our best to keep our premises neat and tidy, yet shacks are springing up again. Can't our local authority act now before it is too late again? Asked a concerned resident in the area.

Some members of the public frequenting the B2 coastal road also reported shacks among the low cost houses that sprung up in the recent weeks.

Residents also complain of dumping. Many people dump their household waste close to the sea and also next to the B2 coastal road and on the outskirts of Narraville close to the B2. The wind then blows the garbage onto areas of Kuisebmond close to the B2 leading to frustrated residents.

The three most common drugs in Namibia are crack, mandrax and marijuana. Although much has been done to curb the use and dealing of drugs, this remains a significant problem.

Allegedly, a 46-year-old woman was found in possession of 1 gram of suspected cocaine powder valued at N$500 during Police action over the weekend. Zelda Lourens was arrested along the airport road on Saturday.

On the same day, it is alleged that Ileni Ndawendwa Shitaleni (36) was apprehended for contravening Act 41/1971 by dealing 34 grams of suspected cocaine powder and 10 full mandrax tablets valued at N$18 000. Shitaleni was arrested at a house in Rakotoka Street, in Jabulani Mondesa.

Both suspects were set to appear in court yesterday.

Swakopmund car guards need to register for 2019 Sharlien Tjambari All car guards who registered at the Swakopmund municipality in 2018 are requested to report at the municipality's training room tomorrow, Wednesday 16 January 2019 at 09:00. The meeting will be used as a platform to disseminate information and requirements for car guards to register for 2019.

The registration process itself will commence thereafter and closes on Thursday.

In a recent interview with Namib Times, the Swakopmund municipal traffic chief Melvin Cloete said they experienced a number of challenges last year with car guards. Some registered and just disappeared never getting down to the job they registered for. Moreover they disappear taking the reflective jacket along which is mostly bought with donor funds.

“Normally the Swakopmund municipality depend on sponsors for the reflective jackets.

As a result of the ongoing problem, car guards will this year have to buy their own reflective jackets. No donations were received for this year to buy reflective jackets anyway”, explained Cloete.

Once registered, the car guards will be issued with a permit and they will get a letter from the Swakopmund municipality which will enable them to buy their jacket from Safewear Namibia.

Cloete hopes this year for car guards to wear

pink reflective jackets, to distinguish them from those wearing yellow reflective vests. That would indicate those who did not register for 2019 and would thus be doing car guard work illegally.

The application process also involves screening of the applicants by the Namibian Police for a criminal record.

“Car guards are assigned to a specific area. Most of them never want to rotate, because they love working were they were placed and have developed a relationship with their customers. I would like to urge the community to start helping car guards and give them tips. I have observed that some of them even save up their money and use them for studies”, explained Cloete.

He further explained apart from registering and meeting the set requirements car guars don't pay any fees to the municipality that would enable them to carry out their duties. “We do not offer them employment, but we only help them with permits and registration”.

Identify areas where you have overspent, wasted money or saved. We often overspend on items that we think are important, but in the end realise that it was not a genuine need.

1. How do I identify my needs, wants and responsibilities clearly?

This model is a great way to sum up what is important and what is needed in your life.

Refers to items that you need on a regular basis.

Needs - i.e. education, retirement, savings, and household groceries Wants - Is secondary to your needs and things that will better your life. i.e. leather boots, new car, new phone or even a holiday.

Responsibilities - For both you and your family. i.e. ensuring that your child gets a good education; that your family is safe and secure and looking at your overall wellbeing 1. What will be my goals and objectives for 2019?

Setting goals constructively helps you focus on what you want to achieve. Identify your long-term and

short-term goals upfront. Long term goals could be: plan a great overseas holiday, saving for your child's University fees, retirement, extending your property or buying a new home.

2. How do I draw up a budget?

Open up an excel spreadsheet or download an App on your phone, and note down all of your upcoming expenses for the year. Look at the previous year and identify what your expenses, liabilities, assets and savings were and add this to the 2019 budget sheet. Remember with inflation these costs may go up each year.

3. How do I keep track of my money?

There are many useful Apps that will help you keep track of your daily, weekly and monthly spend. You can also use your bank statement as a way to keep tabs on what comes out of your account.

This will help you determine where there is an unconscious spend that

could affect your pocket; which will help you stick to your budget and SAVE money.

4. What about the economy?

We live in an uncertain economic environment. As such, we need to ensure that we are well equipped to manage unnecessary expenses should they crop up at any time. Big or small, such expenses can cause a huge dent in your pocket, but if you prepared - you will be able to manage them effectively.

"As we begin 2019, we should be cognisant of the environment, global trends as well as industry related events that could affect the economy of Namibia; bearing in mind that the cost of living is constantly increasing.

With tomorrow set for a record day for the port of Walvis Bay, when a total of three passenger liners will be alongside simultaneous, the tally of passenger ships visiting during January 2019 also shifted up one notch. A total of five passenger liners were originally scheduled to call during January. However, the number now stands at six, because on 30 January the passenger liner Ocean Dream is scheduled to call.

No passenger liners have confirmed any call at the port of Walvis Bay for February. In March three passenger liners are set to call. These are: Seabourn Sojourn (1 March); Crystal Serenity (17 March) and 31 March Silver Cloud.

During April four passenger liners will make scheduled calls. These are: Pacific Princess, carrying the name of her famous predecessor the Pacific Princess on which the eighties television series “The Love Boat” was filmed. The others are Queen Victoria, Silver Whisper and Viking Sun.

Just enough is smarter than more Jerome Mutumba advises SMEs to borrow wisely for effective assets and operations Jerome Mutumba, Development Bank of Namibia (DBN) Head of Marketing and Corporate Communication says that as the economy begins to improve entrepreneurs will find greater confidence to establish SMEs, and existing SMEs will seek finance to grow. However, he says, confidence should walk hand in hand with responsible borrowing.

Responsible borrowing, Mutumba says, takes into account the financing needs of the enterprise, but also considers the level of the expenditure and the cost of financing.

Most SME entrepreneurs, Mutumba clarifies, set out to apply for finance with a high degree of confidence and certainty, however the results of the operation may fall short of expectations. In light of this reality, SME entrepreneurs should follow the approach of larger enterprises and plan for finance in a conservative manner.

The Development Bank of Namibia has a mandate to finance SMEs, Mutumba says, and so it is a responsible lender. This not only includes providing finance, but also counselling against unnecessary risks adopted by borrowers.

If financing decisions eliminate luxury and seek productivity instead, Mutumba concludes, just enough can definitely be more.

Anglers and conservationists discovered an alarming number of dead cob on the beaches south of Walvis Bay. That is since the annual cob spawning migration reached this area. There is only one explanation for the large numbers of dead cob: anglers don't know the correct procedure to follow when they release the fish into the sea and the wrong type of hook is used on the tackle.

It is illegal to catch and keep cob between Pelican Point and the border line with Sandwich Harbour between 1 January and 31 March of each year. Many anglers continue to flout this angling regulation, but in recent days fisheries inspectors renewed their efforts to catch and fine the culprits. Releasing cob is the only option to anglers fishing in the area. However, anglers fail to adopt the proper techniques to release the fish safely into the water. They injure the fish and the fish dies shortly after being released. In other instances, anglers using the wrong hook-type which also leads to injuring the fish and death shortly after being placed back into the water. Conservationists and fisheries inspectors are urging anglers to use only “Circular-shape” fishing hooks, as these hooks can only capture the fish by the lip or parts of the mouth where it does not harm the fish. The “Jshape” hook is easily swallowed by the fish and in removing it damages the fish's gill's, oesophagus and stomach. The fish is injured during the process to remove the hook. It dies after release. An angling expert said this week in this instance it is best to cut the line as close as possible to the hook and allow for the fish's body to loosen and remove the hook over time. Furthermore, anglers are also urged not to throw the fish back in the water upon releasing it. Fish have an internal air bladder.

If thrown back this bladder can burst and the fish turns upside down, washes ashore and dies.

Throwing back the fish can also lead to damage to other internal organs. It is also important to keep the protective layer of mucus (slime) on the fish's body intact. If that layer is damaged in any way, the fish is open to disease. The mucus layer is in actual fact part of the fish's immune system. It is also not advisable for anglers to carry heavy fish by the gills if the plan is to release it. Gills are vulnerable and the fish's weight can result in the angler's fingers or hand damaging the gills. Even the smallest of damage to the gills can result in the fish dying soon after release due to a lack of oxygen. In areas outside the closed zone: anglers are also warned not to risk going fishing without an angling license and it is important to stick to fish size and bag limits. An angler can catch a total of ten fish a day, irrespective whether the catch consists of a single species or more than one species.

In the case of cob the fish may not be smaller than 40 cm and only two of the ten fish allowed as a bag limit may exceed 70cm in length. The life of cob. Cob start their lives as juvenile fish soon after the annual spawning between Sandwich Harbour and Meob (about 180km stretch). Shoals upon shoals of adult fish varying in size between 60cm and 120cm move south from the Skeleton Coast every year to Sandwich Harbour to spawn. The so called spawners vary in size between 70cm and 120cm. The females release their eggs and male spawners fertilise the eggs. The shoals move deeper into the ocean after the spawning and moves northwards again to the Skeleton Coast. In an effort to protect the spawner segment of the Cob biomass, only two Cob of 70cm and more in length are allowed per angler. Furthermore, Sandwich Harbour is permanently closed to allow for the spawning process and the subsequent development of the fish larvae to take place unhindered.

The fish larvae are washed by the sea currents in a northerly direction during which the fish grows to 30cm within the first year and to 40 cm in the second year. Cob would spend several more years off the Namibian coast between Swakopmund and the Ugab-mouth reaching adult size. As the fish reaches adult size, they too migrate in a northerly direction to join the spawner population off the Skeleton Coast where they eventually too reach spawning age. And so, the process is repeated each season to migrate to Sandwich Harbour to spawn.

Consumers at the coast must get used to empty shop shelves when it comes to products like milk, bacon, cheese, polonies, canned beef, luncheon rolls, processed products like pre-prepared frozen pizzas and certain frozen foods. Also included are all products produced from game meat and pork.

An outbreak of foot-and-mouth disease (FMD) in South Africa necessitated the Namibian Ministry of Agriculture, Water and Forestry this week to ban the import of South African meat and other products processed from cloven hooved animals which include cattle, sheep, goats, game and pigs. The ban also includes the live-transit of these animals to Namibia if it originated from South Africa.

The Agriculture Ministry announced the import ban on Wednesday and said it was instituted with immediate effect. Hours later, shops at the coast published notices to that effect on shop shelves. By late yesterday many shops had empty spaces in the diary and canned meat product sections.

The cold meats sections also had large empty spaces where South African products were displayed to the consumer barely two days earlier. FMD were detected in South Africa's Limpopo Province's Vhembe District. The district is an FMD-free area. On Monday, soon after the animal disease was detected, the South African authorities had to report it to the World Organisation for Animal Health. Namibia's response was a blanket import ban on all cattle, sheep, goats, pigs and antelope products. That is despite FMD at this stage only con-firmed in the Vhembe district.

Inquiries directed to the Meat Board of Namibia confirmed the various products that would now not be available on the Namibian shop shelves.

An official also confirmed Namibia is about 70 % self-reliant when it comes to beef, sheep, pig and chicken meat. The Namibian consumer would therefore not be totally left out in the cold. The biggest threat though is price increases on Namibian meat products and supply shortages should the ban be in place for too long, according to this official.

The course was very busy over the festive season with lots of feet and wheels pounding down the fairways. I think we can safely say it has stood the test well and we still have our beautiful course to enjoy. Some of you will say the back nine is very dry and the fairways on the front nine are too long - but let us give the maintenance crew a chance to get back into the swing of things.

Saturday 12 January The first sponsored competition for 2019 was held on Saturday 12 January and on the tee was as always Malherbe Law represented by Nadine strange format Scramble Betterball Medal - some enjoyed the scramble drive whilst others were heard to comment "not real golf" – however a great day was enjoyed by all with beautiful weather and some great laughs.

There was a three-way count out on 62 pts to determine the winners: 1st Place went to Gerhard Byleveld/Gert Breedt 2nd place going to Steven Massipa/Helmut Ndjendja followed by Tienie van Rensburg/John Horne Coming Events: Saturday 19 January will be the Monthly Medal sponsored by Novanam.

Saturday 26 January we will play a Bogey Plus sponsored by the Club - whilst the Walvis Bay Open will be played on the other side of the river.

NFA gets 12 on FIFA Referees List Namibia's top referees Jackson Pavaza, Nehemiah Shovaleka and Jonas Shongedi retained their spots on the International Football Referees list with five assistant referees while four women match officials are also accepted by FIFA for 2019.

The Namibia Football Assoction (NFA) annually recommends names of match officials to be considered by FIFA for international acceptance to officiate official matches and for 2019 referees' panel, 14 names were sent through.

Renowned award winning referee Jackson Pavaza retains his spot in the 2019 FIFA Referees Panel together with rising star and former footballer Nehemiah Shovaleka as well as seasoned Jonas Shongedi.

The NFA submitted six candidates for the assistant referees list and FIFA only approved five in the tried and tested Mathew Kanyanga, Sem Singeve, Isaskar Boois and newcomers Alex Lumponjani and Matheus Nevonga.

Up for consideration for international women football placement in 2019 are again Vistoria Shuungula and Astino Twanyakukwa as referees with Olivia Amukuu and Paulina Joel the assistants who made the list.

Referees nominated to the FIFA International Referees List must pass fitness tests consisting of a series of 40-meter sprints and an interval test

consisting of 75-meter sprints and 2x 12, 5meter recovery walks. Assistant referees nominated to the list must pass fitness tests consisting of a CODA-drill, series of 30-meter sprints and an interval test consisting of 75meter sprints and 2x 12, 5-meter recovery walk.

Members of the women's list are only allowed to work men's international matches if they have completed the men's fitness tests. A referee must be at least 25 years old on 1 January to be eligible for International Referee listing nomination on that calendar year. An assistant referee is eligible at the age of 23 years.

Kickboxers open their hearts

Blue Waters second in T20 League The Blue Waters Women's cricket teams ended second in the senior and junior divisions of the Namibia Women's T20 League.

Kickboxers share the festive season with patients and hospital staff by giving presents to the patients of the Walvis Bay State Hospital just before Christmas.

This was initiated by the two kickboxing brothers, Sensei Lesley !Hoaëb and Delano Muller who spend a day of their festive season at the hospital.

The Two brothers have committed that this will be an annual commitment as they shown their generosity to the people in need. In the past Delano spoiled the kids in Khorixas with some of the money that he received after he won the Junior Sport Man of the year.

Lesley and Delano thank Superspar Walvis Bay and Herco Marketing for their generous donations towards the patients and staff of Walvis Bay State Hospital.

The 5 days 16 Matches saw teams like Blue Waters 1, 2 and 3, the Zebras, ProEd Academy 1 and 2 and Outjo Cricket Club competing for the league title. The senior division champions are the defending champions Zebras Cricket Club from Windhoek while Outjo Cricket Club is the champions in the junior division.

The director of women's cricket in Namibia and organiser of the league Hester Khan said that they are very excited about the immense talent that was discovered throughout the games and that they are excited to see more women join the sport.

Women's cricket has grown rapidly over the past years therefore Cricket Namibia are planning to establishing a Namibian Cricket Women's A-Team early next year where these newly discovered talents will be developed. Thus far Blue Waters Outjo and have established development teams for girls and Khan is challenging Sparta Cricket Club as well as the Junior Coastal Cricket Academy and all cricket clubs without women team to establish a women's cricket team.”

Khan thanked the proud sponsor of the Namibia Women's Cricket, Mediclinic, Sparta Sport Club, Pro-Ed Academy, Blue Waters Cricket Club and every one that made the event special.

The Pupkewitz Jetty Mile hosted by OTB Sport that started at the Tiger Reef and continues past the Jetty to end at the Swakopmund Mole saw about 250 swimmers of all ages participated.

The 20-year-old Philip Seidler from Swakopmund emerges as the winner in the nautical mile swim for the sixth consecutive year as he arrived first at the Mole in a record time of 19 minutes and 8 seconds to smash his own record by 50 seconds.

The first woman to cross the line was Heleni Stergiadis and made it a deserving hat trick in the ever-popular swim in a time of 23 minutes and 49 seconds.

Seidler who is preparing for the ten-kilometre FINA OWS world championships in South Korea later this year said after the race that he is very happy that it is faster than last year and that this was a perfect opportunity to polish his sprinting ability as it is a crucial component of every marathon swim.

The Zimbabwe women's cricket team wrapped up their Namibian tour in style after posting a 5-0 whitewash of the hosts Namibia in the Namib Desert Women T20 Challenge at the Sparta United Club in Walvis Bay. The Zimbabweans dominated the series from the first game, were on top again as they dismantling the Namibians for only 60 runs after 20 over's with Nomatter Muasa who took four wickets for nine runs.

They delivered 80% of the times.”

“There are some positives we can take from this tour as a team heading into the regional T20 qualifiers. Firstly, we need to stick to the team plan, put big scores on the board if we bat first and to win games regardless of the toss result,” she said.

“We have put specific targets and plans in place to help us regain complete confidence in our game after the near misses in the past. We are hopeful that this time we can go all the way to qualify for the World Cup” Musonda added.
