Minister prohibits trucks on B2 Marshallino Beukes

An official letter, directly from the Minister of Works and Transport, Mr Erkki Nghimtina, temporarily put a ban on the use of all goods delivery vehicles above five tonnes, on the trunk road between Swakopmund and Walvis Bay during the festive season. This order, which was directed to the Chief Executive Officer of the Roads Authority, Mr Conrad Lutombi, is effective from 15 December 2013 until 15 January 2014 and the Minister asked for it to be considered with utmost importance. This was done in order to avoid road congestion and road accidents during the holidays. The trucks will be required to use the main road 44, behind the dunes. Minister Nghimtina further urged the relevant stakeholders to ensure that the main road 44 is maintained to the required standard and that relevant road traffic signs should be erected to that effect.

Police arrested two men in connection with the theft of more than N$4 million from Namibian Protection Services (NPS) in Walvis Bay. According to Erongo Regional Crime Coo r d i n a t o r, D e p u t y Commissioner Otillie Kashuupulwa, Mutabuti Sylvester Kopani (37) was arrested at a house in Kabeljou Street in Kuisebmond on Saturday and charged with theft. Another accomplice, a Malawian witchdoctor, known as Calvin Banenani Chinkhombe was apprehended on 14 December at the Wenela Border Post in the Zambezi Region while trying to cross into Zambia with cash to the amount of N$ 809,253.75 in his possession. Kopani made his first court appearance yesterday and his case was postponed to 15 January 2014 while the other suspect, Chinkhombe, will make his appearance at the Katima Mulilo Magistrate's Court. Arrangements are being made to bring him to Walvis Bay. “The wife and a girlfriend of the suspects are also still part of the investigation but it's up to the Prosecutor

Crime busting jackpot Wednesday between 08:00 and 10:30. Kopani reported for duty on Wednesday, as usual and nothing suspicious was detected. It is further alleged that he arrived at the office and booked out a firearm, which he normally does when he is on duty. After booking out the firearm, without saying anything he took the company vehicle and drove out of the office premises around 08:00, leaving behind his driver and the assistant for the day. The suspect then drove to the following businesses and indicated to them that he was there to collect the money for banking and was given cash and cheques as follows: Erongo Red: Cash N$ 1 163 328.72. Cheques: N$ 2 077 888.61, Total of N$ 3 241 217.33, Metro Cash and Carry: Cash N$ 226 111.80 and cheques N$ 34 791.20, Total of N$ 260 903.00, Shoprite: Cash N$ 369 362.05 and cheques N$ 5360.78, Autozone: Cash N$ 22 830. 00, Ministry of FinanceInland Revenue: Cash N$ 5900.00 and cheques N$ 361 615.18 and NHE: Cash N$ 16 961.00 The company only suspected something was wrong when the employee failed to return to the office at about 10:30 and started to look for him. He initially responded to calls made to his cell phone and later on he was not reachable. As a result the company alerted the police and a search was launched immediately which led to the recovery of the security van abandoned in a parking bay in front of the Walvis Bay Police Station. The suspect was found hiding at a flat in Kuisebmond's Kabeljou Area, owned by a Malawian witchdoctor, who was harbouring him and turned out to be his accomplice in the case on Friday. The witchdoctor managed to drove away as it was not known that he was involved in the matter at that time. Two suitcases were found in the room of the suspect loaded with the stolen cash under his clothes, the search was extended to the witchdoctor's room in the presence of his wife where some of the cash was also found. In the garage of the house cheques, as well as money boxes containing some of the cash and cheques collected from the businesses, were found. In total N$ 961,788.40 cash and cheques of N$ 2,504,667.63 were found at the house and promptly

confiscated. An amount of N$9,400.00 was found at Kopani's girlfriend's house, house no 6352 in Kuisebmond's Hematite street. In total an amount of N$ 3,475,856.00 was thus found in Walvis Bay. During the interrogation process it was learnt that the other portion of the stolen money had disappeared with Chinkhombe. He was subsequently apprehended on the 14th at the Wenela Border Post. The total amount stolen was N$4,309,161.15 and a total of N$4,285,274.70 was recovered by the Namibian Police. Property confiscated that is suspected to have been brought with the stolen money were two Samsung cell phones to an estimated cost of N$8,700 and four pairs of ladies shoes to an estimated value of N$1,500. Money that was used by one of the suspects was N$1,000 that was given to his girlfriend for her own use and N$1,000 was given to the other's wife to buy groceries. The money not recovered amounts to N$11,686.40. The police recovered N$3,466456.00 (N$ 971353.40 in cash and N$ 2,504667.63 in cheques) from Kopani. The retrieved money was taken to a bank and counted on Saturday morning. N$7814969.10 in cash and N$ 6109.70 in cheques were still missing. At that point in time it was believed that Chinkhombe, who escaped from the scene and was still on the run had the rest of the missing money. An amount of N$ 809 253.75 in cash were reco-vered from him. Cobus Visser, Chief Executive Officer of Namibia Protection Services (NPS) commended the police for the excellent job they had done. “This is, once again, proof that we can rely on our police officers,” he said. “The response which led to the quick and swift arrest of the two suspects and the recovery of the stolen money and cheques shows the members' commitment to the noble task of serving the community and the cooperation shown by the Regions demonstrated an example of cooperation in the force which augur well for the future and which definitely is worth emulating”, Inspector Ikuuyu said during the media briefing at the Erongo Police Headquarters in Walvis Bay.

Fishing industry firms up against marine mining Matti Amukwa warns against creating dead zones in the sea Jade McClune Taking a strong stand against the potential negative effects of marine phosphate mining on the local fishing industry, the chairman of the Confederation of Namibian Fishing Associations (CNFA), Mr Matti Amukwa, made a powerful case this week for acting with great caution when it comes to disrupting any part of the marine ecosystem. Speaking to delegates at a consultative meeting in Swakopmund on Wednesday, Mr Amukwa pointed out that 5% of the country's Gross Domestic Income is derived from fishing: “In addition to exports overseas we supply affordable food to Namibia, the SADC region and Africa at large, protein from a safe and renewable resource.” Comparing the latest fisheries data from 2007 to 2011, Amukwa said that in 2007 the total amount of fish caught offshore Namibia “was in the order of 368 000 metric tonnes, rising to 406 000 metric tonnes in 2011.” The fishing industry provides 13 000 to 14 000 direct jobs. State of the fishing sector between 2007 and 2011: Catches of Pilchards increased from 23 500 to almost 32 000 tonnes; Hake catches grew from 125,000 to almost 250,000 tonnes; Horse mackerel catches increased from 201 660 to over 210 160; Tuna catches increased from 4 600 to 4 655. Lobster increased from 153 to 166 tonnes. Monk catches however declined from 8 932 in 2007 to 7 243 tonnes in 2011, while crab catches shrunk from 3 245 to 2 285 tonnes. The monk sector fetches a premium price on the world market, but “this species is unfortunately most vulnerable when it comes to marine phosphate mining… Monk is sedentary, it moves very slowly on the bottom of the sea. This makes it very vulnerable in close proximity to proposed marine phosphate mining sites.” “The fear is that marine phosphate mining, which utilises a massive vacuum cleaner, will simply suck up and destroy this valuable species from the sea bottom.” He said monk stocks would likely suffer the initial impact of

marine mining: After that, over time, the vacuuming activity will cause an ongoing cloud of sediment floating in the sea and our fear is that this will clog the gills of fish and drift into breeding areas where it could have a smothering effect.” The industry is also concerned that breeding areas would be destroyed and that constant dredging of the sea bottom would create a permanent plume of dust, dissolved nutrients and gases, resulting in “significant algae blooms poisoning the sea”. Industries that could be negatively affected by marine mining include the horse mackerel sector as the recovery of this stock holds positive economic implications, Amukwa said, noting that the horse mackerel quota in 2013 was 350 000 metric tonnes. The pilchard sector, which employs 1 300 people for 3-4 months a year is also in a state of recovery, having been overfished in previous years. The marine culture farms at sea, principally the oyster farms would also be threatened by algal blooms. The main concerns of the sector involve “the effects (of marine mining) on the breeding of major commercial species and on the ecosystem” including microbial processes, bottom living animals, the entire food web, as well as the diet species of commercial fish. They are worried about the impact of removing parts of the sea bottom, as dredging the sea bottom would release toxins from below the bottom sediments of the sea and allow these poisons to drift into the water column, resulting in oxygen depletion. The Sandpiper Prospect covers roughly 2 233 square kilometres, about

60 km offshore Walvis Bay, in hake-rich fishing grounds. Mr Amukwa pointed out that the hake sector is the biggest employer in the Namibian fishing industry, with around 9 000 direct employees and large onshore investments in local factories. Concern about pollution: “What we are concerned about is: heavy metals from the sea bottom sediments being released into the water column; nutrient imbalance; low oxygen, and possibly methane (gas) and (neurotoxin) hydrogen sulphide being released.” According to Namibia Marine Phosphate's (NMP) plan “the dredging turnaround period is every three days, where they bring ashore 125 000 tonnes of solids per week. Our concern is that a three-day turnaround process is not enough time to allow the sediment plume caused by the dredging to settle, potentially resulting in an environmentally dead zone around the mining site,” Amukwa said. Mr Amukwa also said it is necessary to consider the impact on the “foundational building blocks

of the ecosystem… it takes years and decades for these impacts to show themselves and by then it is too late to reverse the damage. Our fear is that the fishing industry, which can provide ongoing benefits to the country, due to it being a renewable resource, risks ever-increasing losses of income and jobs as the ecosystem it relies on slowly deteriorates. Let's keep our ocean pure, natural and free of any type of pollution.” Unresolved legal issues: In waters less than 200 metres deep, no bottom trawling or mid water trawling is allowed in order to protect nursery areas. What about mining disturbance? No dumping is allowed by the fishing industry. What about mining sediment plumes caused by 10% of the mined sediments being released back into the sea by the dredging vessel? Close to Marine Protected Areas, what regulations will relate to mining? In the fishing industry there are closure times to protect the breeding of commercial stock. Will the mining industry also comply?

In an official letter, dated 26 September 2012, the Ministry of Regional and Local Government, Housing and Rural Development referred to a letter addressed to the CEO of Swakopmund, Mr Eckart Demasius, wherewith a complaint on behalf of 45 beneficiaries was laid. The recommendation of the ministry stated, “The ministry is in support of the Master Waiting List compiled by the Council, in allocating plots to Decentralised Build Together Programme beneficiaries”. The letter also states that priority should be given to the 45 beneficiaries who were issued with Municipal statements, to pay for services at their plots. “This will help the ministry, council and beneficiaries to settle this dispute once and for all”, it stated. The receivers of land expressed their appreciation and joy, saying that at last they are able to have their own piece of land.

Anti-fireworks Campaign 2013 Anri Jacobs The Junior Town Council of Swakopmund will be hosting an anti-fireworks campaign this festive season. In support of the project the Junior Town Council is planning a public march on 21 December. Despite the dangers of fireworks, few people understand the associated risks devastating burns, other injuries, fires, and even death. Year after year, they sky is lit with fireworks on

New Year's Eve and throughout the holiday season. The aim of the antifireworks campaign is to help raise awareness amongst the public about the harmful effects that fireworks have on the pets and chaos they bring including polluting our air. The anti-fireworks silent

march will start at the SPCA on 21 December and will then proceed throughout the town and end at the amphitheatre. Here there will be guest speakers, who will touch on the importance of creating awareness against fireworks, and further explain the dangers and negative

effects thereof. The Junior Town Council urges the public to join in the silent march throughout Swakopmund to create awareness on the dangers of fireworks. The public is also invited to bring their dogs along to the march to show their support and care.

Help Saloman soar to greater heights Leandrea Louw Saloman Cloete, a 25-year old young man is the perfect example that determination and perseverance can go a long way. His biggest dream and passion is to become a pilot but finances are holding him back. “My mother died back in 1992 so I had to live with my grandparents. We moved to a farm in the Omaheke Region and I could only go to school up until Grade 4 as my grandparents couldn't afford my school fees. We suffered a lot but I motivated myself that I will become someone in life”, Saloman said. When he turned 21 he received money from a trust fund his mother left in his name. He invested some money into their farm and his two baby sisters. He then enrolled in English, Mathematics and Physical Science classes. Last year he enrolled at the Windhoek Flight Training Centre where he started with his Private Pilot License. He had to discontinue his training as he couldn't afford it anymore. He then decided to apply to SkyHawk Aviation in South Africa. Earlier this year he went to South Africa and successfully wrote the admission exam. He subsequently received his acceptance letter for his private pilot's license and commercial

pilot's license. “Ever since I can remember I always wanted to become a pilot but something would always hamper me in going forward. There's always hope and no matter how grim my chances look, I'm still moving forward. I want to become a pilot and I don't see myself being anything else than a pilot. The only thing that's holding me back is my finances and I'm hereby humbly calling out to anyone who can help me with the funds. I'm willing to work twice as hard and pay every cent back. I just really want to fulfil my dream. I believe that the Lord will somehow open a door for me and it's only been through His grace that I'm still here and that I've come this far.” Saloman's training fees add up to N$ 335 113,50. Tamariskia joins hands with Swakopmund Neighbourhood Watch Anri Jacobs

As of three weeks ago, Tamariskia has officially joined hands with the Swakopmund Neighbourhood Watch to offer the residents of Tamariskia the same safety as in the rest of Swakopmund. Over the past few weeks, the crime rate in Tamariskia drastically increased leading to up to 7 break-ins in a week. The residents of Tamariskia were in uproar and together decided that something needs to be done. A few of the residents came together and decided to join in with the Swakopmund Neighbourhood Watch so as to protect their community to the best of their capabilities. Joining the already existent Swakopmund Neighbourhood Watch was the best option as it is already a settled organisation with everything in place. Due to this they could jump in immediately to work hand in hand with the Swakopmund Neighbourhood Watch, the police force, the reserve force, the ambulance services and all the rest. Tamariskia Neighbourhood Watch work as one with the Swakopund Neighbourhood Watch, the only difference being the area that they patrol. They assist each other as a group and work as one. The Tamariskia Neighbourhood Watch has kicked off with a bang and thus far have 54 members. Only three weeks into operations and they can already see a massive change in the crime rate. It dropped from almost 7 break-ins in one week to about 2 break-ins over 3 weeks. The Neighbourhood Watch wants to remind everyone, especially the members of the Tamariskia community that they can now call the emergency number 085999 and a Neighbourhood Watch member will respond. They also encourage all who is interested in joining the Neighbourhood Watch to go see or contact Pastor Nel at the VGK church in Tamariskia for more information and an application form. For those who are perhaps not in the position to

Sniffer dogs for border posts The Directorate of Customs and Excise in the Ministry of Finance is buying 25 sniffer dogs early next year for use at entry and exit points across the country. The dogs are German shepherds, Buddys, Bellas, Candys and Jaspers, and will be deployed at the Noordoewer, Ariamsvlei, Oshikango, Walvis Bay harbour and the Wenela border posts. The dogs will be brought in from South Africa next month for training with their handlers, before being deployed to the borders. They will be used in the detection of drugs and counterfeit money, amongst others. The Commissioner of Customs and Excise, Bevan Simataa, made the announcement during a five-day mid-term review meeting at Keetmanshoop on Thursday and said the canines would cost the state about N$500 000. The review was attended by more than 20 officials from all 14 regions. Speaking at the same event, //Karas Governor Bernardus Swartbooi suggested that Government institutions' performance reviews needed to be opened to the public and private sectors for scrutiny. New Ombudsman office opened at Ongwediva The Office of the Ombudsman has opened a new office at Ongwediva in the Oshana Region. The Acting Permanent Secretary in the Ministry of Justice, Issaskar Ndjoze, opened the new office on behalf of Deputy Minister Tommy Nambahu. The N$4,6 million office is the first of its kind to be built in the northern regions and will serve seven regions. It will act on complaints on the violation of human rights, unfair labour practices and other social evils. The office will make communities aware of its existence and its responsibilities. The Office of the Ombudsman is a

combination of a classical Ombudsman's office with additional mandates to investigate complaints relating to maladministration, and violation of human rights and freedoms. It also deals with cases of overutilization of natural resources and the misappropriation of public monies and other properties by officials. The Ombudsman's Office has been operating from the Oshakati Magistrate's Court for many years.

Members of the committee decided to donate food packages to these elders, because it is the festive season, a time for giving, and they are in dire need of support. The old age home in Kuisebmond consists of about 30 elders. The matron and an assistant said “we are deeply grateful for this donation made by the Brazilian Navy. Every helping hand is appreciated immensely.” When asked what else they needed help with, the matron said, “We desperately need a new deep-freezer. We depend on a deep freezer and ours' motor

broke. We really need a new one. We would also like to thank everyone that is going to sponsor new tiles for our dining room and who is going to build a laundry room. AREVA Namibia's Trekkopje Care & Maintenance department has achieved a new safety record by working 3 years without any lost-time injuries (LTI) or medical treatment cases (MTC). The AREVA group places the highest priority on both health and safety during day-to-day activities. “The health and safety of our employees are intrinsically interwoven into everything we do. Training, coaching, conducting risk assessments and implementing of control measures are part of our safety culture to ensure a safer work environment,” according to Hilifa Mbako, Managing Director. A safety award ceremony for employers and contractors were hosted in Swakopmund on Thursday, 12 December. As a board member of the Chamber of Mines of Namibia, Mbako referred to the supposed inevitability of deaths and serious injuries in the Namibian mining industry. He mentioned that the death of 6 people last year and again 2 this year was a disgrace. “I am pleased that in AREVA we now have a new resolve and a new mind set which is founded on building a culture of care and respect for those who work for us”. “Our approach is based upon

a real commitment to zero harm. When an incident occurs we must ensure that we honestly learn from the mistakes that were made and spread these learnings. And we must ensure that our policies and standards are consistently and rigidly applied. There is a need to go beyond seeing systems and engineering solutions as the answer because they are things which we can easily understand and control. We need to balance excellent systems with communicating, engaging and empathizing better with our employees, including through ensuring that our managers spend more time on the front-line 'walking the talk' and exercising visible felt leadership,” he concluded. Since the last MPC meeting, global growth continued its gradual recovery, driven by emerging market economies, particularly China and India. H o w e v e r, r e s e r v e s remain adequate to maintain the fixed currency arrangement and meet other international obligations. Given the above, the MPC is of the view that the repo rate should, for the time being, be maintained at the current level to support the domestic economy. The MPC has therefore decided to keep the repo rate unchanged at the current level of 5.50 percent. Global growth is starting to pick up, driven by sustained high growth in emerging market economies and a gradual economic recovery in advanced economies. Since the last meeting of the MPC, economic recovery strengthened, though slowly, in advanced economies with improvements being seen in the USand UK. Nevertheless, global growth remains driven by emerging market economies, particularly China and India. With the exception of South Africa, real GDP growth increased in most emerging market economies during the third quarter of 2013. However, uncertainties

surrounding the exit from an expansionary monetary policy in the United States, in a context o f d e c l i n i n g unemployment rates, have added volatility to emerging markets, with consequences on their exchange rates and international capital flows. Average international mineral prices declined for the first 10 months of 2013, compared to the same period in 2012, on account of relatively weak demand. Additionally, internationally fuel and food prices have abated somewhat over recent months, but remain volatile. However, a depreciated exchange rate has offset some of these gains in import costs; while, weak metal prices continue to put pressure on Namibia's export earnings. Domestic growth projections for 2013 have been revised down; however the Namibian economy remains relatively resilient to global developments. Overall growth for 2013 is projected to register around 4 percent; down from the previous projection of 4.7 percent in August 2013. The down-ward revision was mainly on account of weak primary sector activities, particularly agriculture, due to the current drought conditions in the country. On the other hand, the construction sector is estimated to have performed well in 2013, due to brisk economic activity in public works and large ongoing mining investments. In addition, wholesale and retail trade experienced increase sales on account of tax relief and the civil service salary regrading. Namibia's headline inflation slowed to 4.9 percent in October 2013, due to low inflation rates for food and non-alcoholic beverages and alcoholic beverages and tobacco, while transport and housing inflation increased slightly. Further, the Namibia Statistics Agency rebased the Namibia Consumer Price Index, resulting in a lower

contribution of food and non-alcoholic beverages to the overall basket while that of alcoholic beverages and tobacco, housing, water, and elec-ricity increased. Annual growth in the Private Sector Credit Ex-tension (PSCE) rose to 13.7 percent at the end of October 2013, compared to 13.3 percent at the preceding month, due to increased demand for credit from businesses and individuals. Credit extended to individuals recorded annual growth of 14.9 percent at the end of October 2013, while growth in credit extension to the corporate sector increased to 11.9 percent. The growth rate of credit expansion to individuals has remained high, thus warrants targeted intervention. The level of international reserves declined at the end of the third quarter of the year, compared to the previous quarter, reaching N$13.2 billion as of the end of November 2013. Import cover declined to 9.2 weeks due to large increases in the import bill, largely relating to the construction activities in the mining sector and to a lesser extent luxury goods. Nevertheless, the decline in reserve cove-rage is transitory and reserve levels remain adequate to maintain the fixed currency arrange-ment and meet other international obligations. On 11 December 2013, the Monetary Policy Committee (MPC) of the Bank of Namibia held its bi-monthly meeting to decide on the monetary policy position for the next two months. The meeting reviewed the global, regional and domestic economic and financial developments since the last meeting, held on the 22 October 2013, and the decision was taken to keep the repo rate unchanged at 5.50 percent. The next meeting of the MPC will be held on 18 February 2014.

Housing index The local housing market remained under pressure as prices deflated during the second quarter, with real house prices contracting in June for the first time since March 2009. This was mainly due to house price movement in the central and northern property markets and although the coastal market has shown most growth during the second quarter, property prices at the coast generally peak in August and begin to drop-off from September to March. Therefore house prices are expected to contract over the second half of this year as well. According to views from the estate agents, houses sold 4% below asking price in the third quarter – which is further evidence of downward price pressures building in the local housing market. Although the FNB House Price Index increased by 1% month on month, it contracted by 1.4% year on year in nominal terms. Stripping out inflation shows that

real house prices have been decelerating during 2013 and for the first time since March 2009, monitored house prices have contracted on a year on year basis as shown in the graph below. This was mainly due to house prices contracting in the central and northern property markets by 1 and 7 percent respectively. For the central markets property prices contracted in the lower price segment, while for the northern market, house prices contracted significantly across all price segments. Declining house prices in the northern property market were further aggravated by declining volumes in the upper price segment while increasing in the middle to lower price segments and therefore there was a shift in

the marketing mix towards smaller, less expensive properties. Overall volumes climbed 8% year on year, with reasonable volume growth across all property markets except the central property market, which contracted by 17% and battled with thin volumes across all price segments. Land delivery continued to improve as 40 vacant stands were mortgaged, while 22,200m² of land was mortgaged by developers with a maximum yield potential for 50 free standing homes, up from 23 free standing homes the previous month but still relatively low. Coastal property prices continued to increase strongly through June, growing by 31% year on year and by 16% from the previous months. Property prices in the upper price segment rose by 18% year on year

while property prices in the middle price segment increased by 5% year on year. This suggests that the 31% year on year increase was partly caused by rising property prices in the middle to upper price segments and partly by a shift in the property mix. In this regard, we find that volumes have shot up by 34% year on year and by 4% from the previous month. Volume growth in the upper price segment has begun to decelerate as the coastal market moves closer to its peak month in August. Year to date data shows that

Foreign Cheques Discontinued Bank Windhoek informed all its clients that acceptance of all foreign cheques in Namibia was discontinued on 30 November 2013, following the announcement from the Payment Association of Namibia (PAN). Thus, henceforth, no foreign issued cheque will be accepted at any bank in Namibia for deposit or encashment. The discontinuation is as a result of international banks that have discontinued their clearing services to the Namibian banking industry. This announcement of PAN follows on the phasing out of cross border cheques and bank drafts in the Common Monetary Area (CMA) on 22 July this year. Further reasons for the discontinuation of accepting foreign cheques in Namibia are the risks associated with cheque payments, which include, but are not limited to, the delays within a payment chain of up to eight weeks before value is received and the Namibian banking institutions do not have control over how long this clearing process could take. The inefficiency of the clearing process is further compounded by the low volume of foreign cheque transactions in Namibia and the reliance on the issuing bank when such a cheque would be authenticated. “As an alternative to cheque payments, clients can make use of other payment methods such as card payments and electronic funds transfers through internet banking and cellphone banking. National Council sitting The National Council resumed its activities from Monday until Thursday for its last session in 2013. The sitting will review four bills referred to the House by the National Assembly earlier. The bills up for review are the High Court Amendment Bill, the Communal Land Reform Amendment Bill, the Agricultural (Commercial) Land Amendment Bill and the Magistrates' Amendment Bill. A statement issued by the House of Review on Thursday explained that the High Court Amendment Bill gives powers to the Judge-President to make rules for regulating the execution of immovable property. The Communal Land Reform Amendment Bill provides for the restriction of foreign nationals from acquiring customary land rights in communal areas. It also provides for the granting of occupational land rights in respect of portions of communal land to institutions providing public services. The Agricultural (Commercial) Land Amendment Bill provides for situations, where the State has the right of preference to purchase land. The Magistrates' Amendment Bill provides for the recognition of an association of magistrates, qualification for appointment as a member of the Commission and their term of office as well as other incidental matters.

Namibian economic growth 'robust', says Fitch Fitch Ratings has affirmed that Namibia's outlook on long-term foreign and local currency Issuer Default Ratings (IDR) is stable and rated these at 'BBB-' and 'BBB' respectively and said "the Outlooks on the Long-term IDRs are Stable". Fitch also affirmed the Country Ceiling at A-. KEY RATING DRIVERS Namibia's 'BBB-' IDR is supported by its low public debt (26% of GDP in 2013) and the sovereign net external creditor position. Real GDP growth has remained robust despite difficult external conditions in recent years. High budget deficits recorded during 2009-2011 have highlighted its dependence on South African Customs Union (SACU) receipts (one-third of government receipts) and exposure to a few volatile commodities. Continued public and private investment should support the diversification and resilience of the economy. Robust GDP growth Growth has remained robust in a difficult global environment due to accommodative economic policies and foreign direct investment (FDI, 5.8% of GDP each year since 2009). Fitch expects GDP growth to slow to 4.5% in 2013 from 5% in 2012 as a result of the impact of drought on agriculture (5% of GDP, 27% of employment) and low demand for minerals. GDP growth should increase to 5% in the medium term due to continuing FDI, major infrastructure projects, a stronger global environment and new mines starting production from 2015. Budget back to balance In fiscal year 2012/2013 (FY13, starting in April 2012 and ending in March 2013), the budget returned to balance, at 0% of GDP from negative 7.1% in FY12 and negative 4.3% of GDP on average from FY10 to FY12. The improvement primarily resulted from the increase in SACU receipts, at 12.6% of GDP from 7.6% the year before due to arrears SACU receipts from previous years and an improvement in South Africa's economic performance, lower capital spending and tax revenue over-performance. Tighter fiscal policy Fitch expects the budget deficit to average negative 2.6% of GDP over FY14FY16. The fiscal policy will be tighter than in 2009-2011 as the government aims at stabilising public debt after its marked increase (to 26% of GDP in FY14 from 17% in FY11). As the government gradually curbs capital spending, large infrastructure projects will be financed by private and public partnership or SOEs funded by loans backed by government guarantees, as is the case for the current expansion of the port of Walvis Bay. Gradual increase in reserves Fitch expects foreign

reserves (FX) at the central bank to gradually increase by 2015, primarily supported by stronger SACU receipts than in 2 0 0 9 - 2 0 11 . R e s e r v e s should reach three months of current account payments by 2015 from 2.8 in 2013. A high level of FX is critical for maintaining confidence in the peg with the South African rand. Stable politics Fitch expects the 2014 presidential election to be smooth. The candidate from SWAPO, the party in power since independence

in 1990, was selected in November 2012 through an internal democratic process and is widely expected to win the contest. Low development indicators Namibia's GDP per capita and scores on UN Human Development indicators are weaker than its 'BBB' peers median. High unemployment, at 27% of the labour force, reflects the limited development of the private sector and the capital-intensive nature of the mining sector (11% of

GDP but only 2% of employment). R AT I N G S E N S I T I VITIES The Stable Outlook reflects Fitch's assessment that upside and downside risks to the rating are currently well balanced. The rating could be positively influenced for factors such as: Higher than expected improvement in the outlook for the mining industry, and especially the uranium sector, which would attract more foreign investment

and support higher growth, current account and government receipts in the medium term; Success in the government's strategy to develop new economic sectors (e.g. tourism, manufacturing, agroprocessing) and improve the business environment, lessening the exposure to the volatile mining and agricultural sectors; Sustained consolidation efforts, supported by continued efforts to develop non-SACU revenues that could result in stabilisation

of the government debt ratio. Negative influences on ratings: Namibia's open economy would suffer from a weaker than expected global economy, notably through SACU receipts and lower demand and prices for minerals (diamonds, uranium, copper, gold); Higher than expected government deficit that would weaken debt ratios, government deposits at the central bank and international reserves. KEY ASSUMPTIONS Fitch anticipates conti-

nuing commitments to develop non-SACU revenues, improve the business environment and invest public resources in productive infrastructure. Fitch assumes a gradual recovery in the global economy that will support demand for key exports (diamonds, uranium, copper and gold). Fitch assumes there will be no major revision to the SACU revenue-sharing formula that could negatively affect SACU revenues to Namibia.

Approximately 254 children joined the OVC parties in both Windhoek and at the coast. Approximately 670 children received lovely gift boxes made by O&L staff. Australian and Indonesian scientists prove 98alive™ kills all four strains of the Dengue Virus A two year phase three clinical trial conducted by leading researchers and scientists at Airlangga University in Indonesia has found that the active ingredient in 98alive™, Melaleuca alternifolia leaf extract (MAC) is an effective antiviral agent against dengue fever. Sponsored by the herbal medicine's developer, Australian company 98 Alive Pty Ltd, the double-blind, randomised and placebocontrolled trial involved 530 patients in whom dengue infection was shown by Ns-1, IgG and IgM positive detection. Approved by the Medical Research Ethical Committee of Soetomo Hospital in Surabaya, East Java, it found that at a dosage of 300mg twice daily, MAC completely decreased the viral load of all four strains of the dengue virus at a rate of 96.67%. Principal investigator of the trial and leading doctor and scientist Professor Nasronudin states the results clearly indicate 98alive™ is a breakthrough treatment for the highly infectious disease. “This finding is an innovation in treating dengue fever which up until now has had no vaccine or treatment therapy available,” Professor Nasronudin stated. “It showed that MAC not only kills the dengue virus at a rapid rate, with symptoms significantly reduced by day 3 and having disappeared by day 5, but that it also strengthens the immune system with patients' CD4 'helper T' cells increasing to 14.47% and CD8 'killer T' cells increasing to 13.97%.” Cells that are an essential part of the immune system, these findings are consistent with the results of 98alive™'s Dengue Fever Phase Two Clinical Trial which was jointly conducted in Jakarta and Jogyakarta by the University of Indonesia and University of Gajah Mada. 98alive™ product developer, Australian scientist Professor Max Reynolds adds that MAC regulates the immune system, strengthening the recipient's ability to fight the viral infection.

“Our unique process of distilling the Melaleuca alternifolia leaves ensures that the end product retains the plant's highly beneficial anti-inflammatory and antioxidant properties whilst reducing the bulk of the potentially toxic monoterpene components that have, until now, prevented it from being absolutely safe to ingest,” Professor Reynolds said. A disease transferred to humans through A.aegypti mosquitoes, according to the World Health Organisation (WHO), dengue fever is estimated to affect 100 million people every year with 2.5 billion people now living in areas where transmission occurs. Professor Reynolds states he specifically selected Indonesia as the base for his dengue fever clinical trials due to its high and increasing rate of dengue infection. “Dengue fever has been projected to increase even further over the coming years as global warming causes the habitat for mosquitoes to expand,” he said. “That's why it was so important to develop a viable treatment, particularly given the fact that many at risk countries such as India, Indonesia, Africa and all of Asia and South America suffer high fatality rates due to current therapies not being affordable, effective or easily accessible.” This is the third and final phase of 98alive™'s Dengue Fever Clinical Trials. Phase One was conducted in 2009 in Jogjakarta by Gadjah Mada University and Phase Two was also conducted in 2009 at the University of Indonesia in Jakarta. Phase One was conducted to evaluate the toxicity and safety of MAC on 29 healthy subjects, whilst Phase Two was conducted to seek the efficacy and safety of

MAC in treating 54 dengue hemorrhagicinfected subjects. In addition, MAC has also undergone acute and sub-acute, 30 day and 90 day oral ingestion studies to determine the active ingredient's toxicity, which showed the product was safe for human ingestion and topical application. Digital TV process may hurt One Africa Television

Although government initially proposed to fund both the NBC and One Africa Television's digitalisation processes, it has since changed its position and One Africa will now be expected to cover the costs of digitalisation itself. The costs of migration from analogue to digital format will include a period of “dual illumination”, an 18-month period when both terrestrial and digital signals will be available, which could cost One Africa around US$20 500 (±N$211 000) per month in transmission fees, twice what the commercial station pays currently. This puts a big question mark over the prospects of Namibia's only commercial television station. Despite getting off to a slow start with the overall digitalisation of national broadcast media, it now appears that Namibia is firmly on course to bring about the rapid migration from analogue to digital terrestrial television (DTT). Government had already approved the general DTT policy guidelines in April 2013, but as yet the policy has not been officially gazetted. The Communications Regulatory Authority in Namibia (CRAN) has also finalised the digital spectrum plan and its plan has been approved by the International Telecommunications Union. The official launch of the DTT project by the NBC is expected to take

place before the end of 2013. After a period of dual illumination, Namibia will have 18 months to complete the transition before the ITU deadline of June 2015, by which time all television broadcasters are expected to be compliant. Government has opted to subsidise the set-top boxes that viewers will need to access the NBC's new digital services. The television broadcasting environment is dominated by two main players: the national broadcaster and the independent, commercially driven One Africa Television. There is also a community television station, Trinity Broad-casting Network (TBN) Namibia, which broadcasts mostly content from the American-based TBN International faith channel. All three channels are free-to-air licensees. In addition, there are the German subscription service provider Deukom and the South Africa-based subscription service DSTV/ Multichoice, both of which have no local content at all and are accessed largely by people in the higher income bracket.

Frans Katamelo, producer and composer of the group explains how they got back together after they parted ways, just after they launched their 3rd studio album, titled Right Way, in 2003. He says the members broke up but the band is back now, and not just with the new album but with a different image. Their newest and fresh 12-track album is titled Rethabile, which means “we are happy”. There were rumours and then more rumours that Siwelewele were getting back together, or not? With only five members now, Frans, Martin Thudinyane, the lead singer; Milka Sechogele, backing singer; Sussa Witry and Jonga Boy as vocals singers, the group is set for a huge comeback never to turn back. “Basically what brought us

together was the popular demand from the public. They asked if we have done it before, why can't we do it again? From there we got together and started working on the lyrics of the songs. And that was it, we kept on doing it until we came up with the album and then Siwelewele was reborn,” says Frans. Judging by a few tracks from the album, as well as the response from the public, “Siwelewele” are looking at a huge return with this album, which is set to be one of the best albums of

the year. But as usual, Siwelewele comes with the whole package. Their album was officially released on November 29 in Gobabis under the management of Gams Menette who paid for all the expenses.“The album is released under the production Siwelewele. It caters mainly to all ages because we include the Disco, House and a bit of Kwaito. We wanted to catch our old fans and new ones” he says. Frans promises that, after all these years of absence, the album cannot be anything else but one of the best.

Linda-Mari Viljoen, a young aspiring photographer from Swakopmund, says nature is her greatest inspiration. From a young age she had an extreme appreciation for the simplistic beauty that nature offers and through photography she can capture this beauty as perceived though her eyes and display it to the world. Linda-Mari was born in Katima Mulilo but she, along with her family has lived in Swakopmund for the last 13 years. She has lived in Swakop most of her life apart from a year that she spent abroad in 2010 in Milford, Michigan, America. It is here that she also took her first class, she added, “Ever since then, I have been hooked!” Photography is a means of expression and communication to photographers, to some it is the only way they know how to truly show what is inside of them. To Linda-Mari photography is similarly a means of escaping, she added, “Photography is my escape from a busy world and my way of showing the ones I love the way I see the world around me.” When asked what she sees as the importance of photography she explained, “With time comes moments, good ones and bad ones, with photography you can capture those moments, to be remembered and preserved.” Linda-Mari specialises mostly in nature photography as this first drew her into the amazing

world of photography, but she added that anything that catches her attention is bound to be photographed by her. She shared one of her most prized moments involving photography, “Shooting game in Etosha with my brother is definitely one I will never forget. However the spontaneity and uniqueness of lightning will always have a soft spot for me and as such my lightning jetty, will always be a favourite!” Linda-Mari most definitely encourages others to persue a career in photography but mentioned that it should be your passion, then you will truly make a success thereof. She shared some advice to aspiring photographers out there,”Shoot,shoot and shoot again! Try every angle and then some more! Play with your settings, get off the green square! It's digital, if you don't like it, you can delete it. Meet up with other photographers and remember you can learn from them all, whether they are beginners or pro's.”

Swakopmund Bank Windhoek Grand Prix Swakop Striders Athletics Club athletes performed admirably at the recent 1st leg Grand Prix and, of particular importance a re t h e re s u l t s achieved, not only by our senior athletes, but especially the juniors. Four events were decided with last gasp efforts by our youngsters against proven athletes and this shows the determination to succeed. The following were the medal winners in the various contested events: Women High Jump Siranda Horn - 1st place 1,58m. Women Long Jump Carolin Kutzner - 1st place 5,06m. Wom e n D i s c u s Throw Minerva Caln d var 2 place 26.0m. Women Javelin Throw Anrie Els - 1st Place 27,41m. As was expected, the Women's Pole Vault was dominated by Swakop Striders athletes with Carolin st Kutzner, 16, taking 1 place with a jump of 2,20m. Senior Golf continued After the first days play it looked like the overall winner would come from either Fritz Coetzee (38 pts), Dennis Anderson (36 pts) or Sigi Wagner (34 pts). However with a late charge of 22 points on the last 9 holes, this year's winner was Andre Fourie with a total of 70 points, closely followed by Fritz Coetzee with 69 points and in third position was Achmet Abrahams with 68 points. All in all this was a closely contested tournament. Nearest to the pin prizes went to Willem Engelbrecht, Tienie van Rensburg, Achmet Abrahams and Gerd Vogel. A special mention must go to Gert Cloete and his green keeping crew for the wonderful condition of the golf course. It really is a pleasure to play golf here.

ging as marginally better than Francois Brand, both jumping 2,75m. Swakop Striders entered 35 male and female athletes and several of them reached the final or top 8 in their respective events. Unfortunately, a few athletes had to withdraw due to business or work commitments. All

medal winners are to be congratulated and a very big thank you to all those athletes that also competed, albeit with less success. be the invitational track & field event set for 27 December at Swakopmund stadium, followed by the exiting Beach Athletics Extravaganza on the beach front near the Mole. The second Bank Windhoek Grand Prix takes place on 18 January in the Independence Stadium, Windhoek and we hope

to enter a strong contingent from the club. Athletes, please keep fit for this important event. The annual QSB Coaching & Training Camp (the st 21 consecutive one) takes place at Windhoek early in the New Year followed by a 1½ hour track & field meeting.

South Africans claim Desert Dash solo competition wins Dion Guy and Maritza Terblanche of South Africa won the men and women's solo races of the FNB Desert Dash which finished in Swakopmund on Saturday. Guy completed the 359km event in 16 hours 2 minutes 37 seconds and finished more than 55 minutes ahead of Karl Leidel of Germany who came second in 16:57:58. Jaco Davel (South Africa) finished third with a time of 17:09:43. Maritza Terblanche of South Africa won the women's solo race for the second year in a row with a time of 20:23:56. Nienie Steenekamp finished second in a time of 22:13:01. The NMC Methealth Four Man team was the first team in Swakopmund, and crossed the finishing line at about 6:20 in the morning. The team consisting of Tristan de Lange, Pascal Marggraff, Charl Fouche and Jerneil Barth finished in a time of 15:20:13. The Muffin Stuffers team of Petrus Brandt and Nichol Jordaan won the Two-Man team competition in 15:46:24. The Roxygirls team of Mandy Huisamen and Anneke

Conditions were tough with participants having to ride into a strong headwind. More than 30 riders withdrew at the first check point 100km from the start.
