On Sunday afternoon they had their weekly meeting and they decided to call a meeting for 22 February. According to Mr Kandume, the three groups, Mondesa, Tamariskia and the DRC informal Settlement concerned group, will sit and discuss the way forward during the meeting. The groups also plan a massive march from 24- 27 February - this will form part of the national mass demonstration march on National Youth Day.
Mr Kandume says he believes that they will go up to a point where they will be sleeping at the Municipality to show just how serious they are. Mr Kandume and Mr /Uirab also say they want to make it clear to the public that their group is not a political group as there are members from various other political groups amongst them who are also in search of land. According to Mr Kandume, they are sorting out some matters with their lawyers so that they can take legal action against the municipality. After school he did his apprenticeship as Diesel mechanic at TransNamib whereafter he worked at various companies like Reflex, Otjihase mine and Old Mutual. In 1997 he bought the Seagulls Bottle Store in Walvis Bay and in 2007 he became manager of the Atlantis Sport Club.
His wife Julie passed away in December 2010 after a marriage of 10 years. He was also a founding member and president of the Live to Ride Motorcycle Club. Co-biker and friend for many years, Jannie Vorster, says Vollies was a man who called a spade a spade and he will always treasure the trips they had to Gobabis, next to each other, all the way. He fondly remembers that Vol-
lies always went on a bike trip, well prepared with pots and all, and says his stories will be told for many years to come. Vorster says Vollies will leave a legacy behind in the biking fraternity. He is survived by his parents, brother, two daughters and the extended family of the Atlantis Sport Club. Further details and arrangements will be announced in the namib times.

The shack owners also complained about the fact that they are supposed to break down their own shacks, carry the building material to another place and start from scratch to construct a new home. Mr Jerry Munyama of Power-Onyeno, which was rewarded the tender
to construct the houses under the umbrella of the National Housing Enterprise (NHE), noted that their instructions are only to build the houses and could not comment on where the residents will be moved or what the way forward looks like. He is of meaning that the Municipality of Swakopmund should explain the relocation procedure to the residents, in order to avoid such hitches. On arrival, Mayor Juuso Kambueshe noted that it was “not such a big issue” and that the number of affected resi-
dents, whose shacks had been broken down and removed, would be calculated and a solution would be discussed with the groups’ representatives. The DRC issue is ongoing for some time now and residents still do not have clarity on what is expected from them and exactly how the whole process will be dealt with. “The occupying of our land was the main reason why we had a liberation struggle. It seems like it is all starting over again, but only this time it is our own people and rich
developers who want to take our land from us. We will die for this piece of land,” was the message sent out by the angry residents. Late yesterday afternoon, the newspaper learnt that the removal of people from the area was temporarily paused, until an agreement between the concerned parties and the municipality are reached. Power Onyeno won a massive contract to build 2 034 houses at a total cost of N$583 million. Onyeno tendered at a rate of N$5 910 per square metre.

NHE answers our questions Liesl Losper
The Regional Manager - West of the NHE, Mr Karl Schroeder, has reacted to questions posed to him by namib times, after the paper was contacted by concerned applicants who alleged that they had received strange calls - apparently from the NHE office, and were offered a speeded-up process, for amounts around N$2 000. He explained the process followed - from application to receipt of a house: “Prospective clients including the person (who went to the Times) are welcome to submit their names to NHE to be put on a waiting list. This can be done through completing a form or by directly entering the details at NHE on our computer system. Unfortunately some clients take these
forms with them to complete it to return it the next day with their latest pay slip and ID. It so happens that hereafter we received reports that con artists are soliciting unsuspecting clients to fill in these forms at various houses in Kuisebmond and Narraville (now only forms completed at NHE are accepted). The result is that these clients who do not hand in these forms at an NHE office are the ones
receiving such calls. These clients are expecting NHE now to rectify the situation which we did in previous occasions where the police were involved to trace these culprits. We have the names of one Abraham Nambambi, and various other tricksters including their cell numbers from which clients are called. Unfortunately it continues and none of these people that received such calls are
currently registered home-owners and they have lost their money in this illegal deal. If there is any NHE staff involved in such illegal practices, then clients must provide evidence so that they can be disciplined as per NHE policies. The process how a house will be allocated to a prospective client is as follows: · The client must be on NHE waiting list · He or she must be a first time home owner · No ITC, re-payment to income must not exceed 25% of his monthly income. · Allocation of house is per the year of application when housing stock
is available · The process of loan approval is then followed up to the key handover date after registration. On a question, regarding rumours that some who get NHE houses, do not live there, but allegedly rent it out, he answered: Since NHE's Conventional house are bank financed and bonded by the bank it is no longer NHE stock. In these cases NHE cannot interfere in the process. Property on NHE's books can be investigated as per the original undertaking by the client at the time of purchase. On a question regarding the NHE's financial
woes and money shortage, and how this scenario possibly affected the Western Region, he said, “The Erongo Region is the region who is currently benefitting the most from the Mass Housing programme. The Government is footing the bill for the Social housing part and NHE must come up with a financial Model to sustain the credit link housing part of the Mass housing. As to the finer details of the finances, there are processes underway to source the necessary funds which needs a lot of negotiations between the main stakeholders.” For the recent progress on the Mass Housing he

Shack fire- more left homeless Mavourlene Gaes
Seven shacks burnt to the ground Sunday afternoon in Kuisebmond's Sandfontein Street. According to acting fire Chief, Dennis Basson, the cause of the fire is yet to be determined. “The evidence usually burns away, which usually makes it tricky to find the cause” Basson said. It is alleged that the fire started after one of the shack dwellers who was cooking, left the stove or got distracted, which led to the fire breaking out and spreading to six other shacks. Some of the residents were not home when the fire started and lost all their belongings, while others were lucky enough to salvage most of their belongings. Shack fires have become a real problem in the community and in the past two weeks, two houses and close to ten shacks have burnt down, leaving many people without shelter. No injuries were reported in the latest shack fire - everyone managed to escape unharmed. According to the Control Administrative Officer of the Regional Council, Quezy Gariseb, the council will provide the victims with tents as temporary accommodation.

Missing woman found alive and well Paula Titus (pictured), a 34-year old woman who had left her parents’ home in Mondesa, erf 1758, on Thursday 15 January, has been found. Last week, her father, Mr Petrus Herman called namib times to let the community know that his daughter had been found. He said that the news of his daughter being safe and sound came from a pastor in Walvis Bay, who told him that Paula was fine and had been staying at his church. According to Mr Herman the other pastor - who Mr
Herman did not want to identify - told him that he read the newspaper and that’s how he found out that she had left her home without telling anyone, and decided to call Mr Herman to inform him of the whereabouts of his daughter. “Thank you so much, we have found Paula” said Mr Herman when he contacted namib times.

Obtain a permit from the Namibian Ministry of Fisheries and Marine Resources (MFMR) to catch fish or dive for crayfish and respect harvesting limitations. WHY? The marine resources are limited and currently some of them are overfished or over collected. It is necessary that everybody uses them wisely and carefully to secure the future harvesting needs by protecting the stock. Quantity/number of marine resources harvestable, minimum size limits of fish and crayfish that can be caught, open season etc. help to manage stocks to avoid the total disappearance of some species in our waters. Do not leave bait or fish on the beach! Either take it home or return it to the sea. This food attracts scavengers like jackals and gulls that prey on other bio-diversity. Young Achievers youth group
Young achievers here for the community Mavourlene Gaes
The Walvis Bay based Young Achievers focuses on issues affecting the youth in Namibia and works at keeping young people off the streets. The non profit group was formed in Walvis Bay on 6 July 2013 by Ester Ndaamekele. She formed the group after being part of the young achievers main branch in Windhoek. According to Ester and Erastus Petrus from the group the aim of the group is to work together with youth and empower them to reach their goals by keeping them away from drugs and alcohol. The group is giving back to the community by helping to make the community they live in a better place. “We have had several activities in Kuisebmond already where we had clean-up campaigns and we still have so much we want to do for our communi-
ty,” Ester said. The group is planning several events to generate money to help the Kuisebmond soup kitchen. Young Achievers has to rely on sponsorships from their main branch in Windhoek, the Anglican Church in the Netherlands and the National Youth Centre they are affiliated to as well as donations. Although they receive money from these institutions the group also comes up with fundraising ideas of their own which will help raise funds for the group. These ideas include a beauty pageant which is planned for 4 April and a six-a-side soccer tournament where participants will walk
away with medals and trophies that are scheduled for next month. “With the money we raise from the pageant and tournament, we are planning on giving a helping hand to the Multi-Purpose
Centre with efforts to uplift the conmunity,” Erastus explained. The Young Achievers meetings are held at the Multi-Purpose Centre every Sunday at two and every member of the group is expected to

Albatross Task Force in Action Liesl Losper
Sarah Yates and Clemens Naomab from the Albatross Task Force is a team of skilled, at-sea instructors working with the Namibia Nature Foundation. Over the past weeks, they visited various local schools introducing and educating them about the Albatross. Their aim is to instruct youngsters, to help conserve these eminent flying creatures, so that future generations will have a chance to also admire them.
A very important part to promote public awareness lies in educating the young. One way in which conservationists alert them is through children's books. The Albatross team distributed colouring books, handouts and pastels to the youngsters, who joined them for their presentation. Thousands of albatrosses die every year as the victims of longline fishing. They are attracted by the baited hooks thrown overboard, get caught and are dragged underwater and drown. The Task Force works to develop and exhibit measures to lessen accidental mortality of seabirds in longline and trawler fishing. Fishermen are regularly informed of the basic, cost-effective techniques that, when used, could rapidly reduce albatross deaths. The uplifting news is that basic, reasonable measures exist that quickly lessen seabird mortality when they are incorporated in everyday angling operations. “Through the ATF we have conducted the experimental work with industry and demonstrated how to deploy and retrieve bird scaring lines safely and efficiently. This work under commercial conditions on Namibian fishing vessels, as well as the provision of on-shore workshops for industry has provided a solid basis of trust and information-sharing which we are now using to drive wider implementation,� Sarah Yates stated in an interview. The fishery regulations presented by the Ministry that became effective November 2014, will oblige all trawler and longline vessels to use bird scaring lines, and for longline vessels to use improved line weighting.

The Smiley Kids Day Care Centre in Mondesa, Swakopmund treated the pre-school’s parents and learners to a romantic Valentine's breakfast, Saturday morning at the SFC Clubhouse. According to the school's owner, Ms Emmarincia Strauss, the main aim of the breakfast was to raise funds to upgrade their current playground. The day care centre roots
from humble beginnings, after it started off in a garage with thirty kiddies in 1999 and from there it went from strength to strength. The school currently employs seven edu-
cators. The Valentine's breakfast was described by Ms Strauss as a huge success and put them well underway to upgrade their playground.

Fire at Rössing’s FPR Plant
A fire erupted at Rössing Uranium Mine’s Final Product Recovery (FPR) plant yesterday. The fire started around 13:00 and as a precautionary step, the fire brigades of Swakopmund and Arandis were alerted, to render support to the mine’s emergency response services, if it would prove necessary. Singing-sensation, John-Raymond Claude Cupido (19), better known as JR to the locals, was born and bred in Walvis Bay. He grew up in Narraville, Walvis Bay, a place where opportunities are very rare. He finished his school career at De Duine Decondary School in 2013. He started singing at the age of 14 in church, “I developed a passion for music, I didn’t learn to sing, some say it's a talent but I say it's a God given gift and you have to honour Him for it.” “I believe music is the best way for everyone to understand each other all over the world. It’s a universial language. His music genres include gospel, soul, r&b, pop
and smooth jazz. “Many of my my fans refer to me as John Legend,” he gushed shyly. He is a master both of the piano as well as the guitar. The saxophone is the instrument he wishes to master as well. “You’re probably wondering why these instruments, well, my music idols are John Legend, Stevie Wonder, Brian Mcknight, Lionel Richie, who all play the piano and Jonathan Butler who plays the guitar.” To give a little bit of insight to how his singing career went so far, in 2011 he joined a gospel
group called Solemn, and they recorded an album, titled ‘I don’t want to live like this’. In 2012 he walked away with 2nd place in a church competition. In 2013 he joined a group collaborating with Enzio Mouton, the group was called ‘Trioville’ where he also entered ‘The Trustco Star Peformer' contest and made it to the top 25. In 2014 he was part of a campaign against woman and child abuse, where they reached out to schools and the youth through music which scholars can relate to.

“I always thought I would never make it, because resources aren’t exactly available but what I achieved so far up until 2014 made me aware that it all depends on what you want, and how much you are willing to sacrifice to achieve your goals in life. I give my mom the honour and appreciation for always pushing and believing in me.” “I would like to encourage and leave a message to the youth. You can dream but once you start living your dream everything changes so believe in yourself and you will make it no mat-
ter your circumstances. Remember to never forget where you came from because that's what makes you appreciate what you achieved.” For the next year or so, JR solely wants to focus on his music. This year, he’ll be a part of the Women and Child Abuse Campaighn yet again. He is also currently busy with a CD, and he also writes his own songs. “I want and I am going to make a sucess of this, no matter what comes my way.” And yes, hands off ladies, he is already taken. Monthly Monitor: January 2015 Widespread economic stimulus continues as economies tackle the 2015 year head-on. Europe (EU), China, Japan, Switzerland, Russia, Canada and Australia are just a few of the stimulators, whilst the United States (US) takes on the opposite position. Market Review: For the past year or so the strong recovery in the US has been a stable pillar for other economies. However, as of late investors are turning to other economies, such as the EU, China and Japan looking for cheaper markets and avoiding the strong US Dollar (USD). US analyst Garzarelli as well as Bloomberg analysts agree that emerging eco-
nomies' (EM's) equity indices have outperformed those of developed economies in January, led by China. However, STANLIB and other analysts warned that EM's may need a jump in commodity prices to continue outperforming developed markets (DMs). Whilst continued low oil prices are keeping inflation in check and relieving pressure on central banks to
raise interest rates, there has been a small jump in the price of Brent crude during the month of January as a result of lower oil rig counts in the US. This has been greatly welcomed by oil exporters. On 26 January 2015 the price of Brent Crude oil was at US$49.08 per barrel, according to Glacier Research. See table 1 below for asset class returns over various periods:
Portfolio Performances: Although markets move in random ways over shorter periods like a month, they become more predictable
given enough time. Below we show the performances of cash: the steady thin red line – a proxy for cash and bonds (safety assets) and
local shares: the volatile thin brown line – a proxy for different types of shares (growth assets), and my six managed portfolios as graphed by MoneyMate.

The strong performance of SA bonds over the recent months is reflected in my safer portfolios as they all outperformed their benchmarks. However, cash has not managed to outperform inflation for most of the past year, limiting the returns. The Conservative+ portfolio returned 8.2% (clearing the 8% benchmark), the Cautious portfolio managed 9.4% (over an 8.5% benchmark), and the Cautious+ returned 9.9% (outperforming a benchmark of 9%). Since the stock market correction in October last year, shares have rebounded somewhat allowing my growth port-folios to outperform their benchmarks. The Moderate portfolio generated returns of 11.1% (over a benchmark of 9.5%, the Moderate+ portfolio returned 11.6% (over a benchmark of 10%) and the Assertive portfolio managed to return 12.7% (over a benchmark of 10.5%) for the year ending January 31. Valuations and Risks: In January the emerging market equity index outperformed the developed market equity index. Certainly the slight recovery in the oil price has helped EM's bounce back. Bloomberg reports that money is flowing out of the US and into the EU and EM's
to take advantage of weaker currencies, cheaper markets and also to benefit from quantitative easing in the EU, China and Japan. · US The US economy continues to show steady growth in their economic recovery. Quantitative easing (QE) has ended, but thanks to low inflation figures and positive Gross Domestic Product (GDP) growth, there is little pressure for the Federal Reserve to increase interest rates too soon. The USD continues to strengthen, and has gained 3.7% against the euro in only 1 month! US analyst Garzarelli reports that US shares remain in a bull trend, despite downward pressure caused by the strong domestic cur-rency and slightly disappointing earnings reports for the beginning of 2015. · EU The EU has announced further economic stimulus programs in the hope of fighting deflation and improving economic performance. This significant QE package as well as the weak euro may provide some relief to the economy
and is indicated in the increased flow of credit to the private sector. European shares are picking up as investor sentiment improves. · ASIA The Chinese economic slowdown continues, but GDP figures have still been better than expected for the end of 2014. This combined with further economic stimulus has boosted investor confidence and the share index continues on a bull trend. However, relatively lower demand from China has a negative effect on commodity prices and therefore the wellbeing of most other emerging economies. Japan continues to employ economic stimulus to fight its deflationary recession. The Yen depreciated further, helping the equity market. The Bank of Japan left interest rates unchanged at 0.1% and will keep buying 80 trillion Yen in government bonds per annum. · SA The South African Reserve Bank decided to keep interest rates unchanged (Repo rate at 5.75%) as the lower oil price is keeping inflation at bay. It is mainly electricity constraints which are expected to dampen economic
performance in the near future. SA shares have picked up in January, including resource shares. The JSE is continuing on its 6 year old bull trend, but is considered overpriced by some. In Conclusion January has seen investors scrambling for value outside the US, and the price of Brent crude has been anything but steady. 2015 is already proving to be a volatile year, hopefully presenting good investment opportunities. However, the unpredictability of the markets remains a constant, and levels of portfolio returns cannot be guaranteed. It is therefore advisable to stick to your longterm investment plan. NSSC HIGHER RESULTS: Congratulations to Daniel Jansen for obtaining five 1 gradings and one 2 grading. Mariëtta Janse van Rensburg and Dirk Maass obtained two 1 gradings and four 2 gradings, Ruan Olivier obtained two 1 gradings, three 2 gradings and one 3 grading. Jaco Greeff, Wiana Groenewald, Karl-Heinz Bachman, Shameez Egumbo and Stephen Kanganga also obtained two 1 gradings. All in all 89.4% of the candidates received 1, 2, and 3 symbols, which are rated as quality symbols. There were 22 one gradings, 56 two gradings and 83 three gradings. 180 papers were written on the Higher level, this is 40% of the total papers written in Grade 12. Our Higher learners did us proud. ATHLETICS On Saturday, 7 February, The Dolphin Schools held their annual InterHouse athletics, pitting Ocean Chiefs against Sea Warriors in an all-out battle royale for the coveted few top positions.
They broke a record, broke a sweat, and a few gazebos broke down due to fierce winds. A wonderful time was had by one and all with those precious few qualifying for the Coca-Cola athletics in Windhoek as well as the zonals that will be held in Swakopmund. By end of day the competition between the houses simmered down and finally the salty Sea Warriors won the day

Coastal Pirates Inline Hockey's SPAR business league Last week Saturday, a tournament was hosted at the Swakopmund Indoor Sport School where 38 teams participated in the 104 matches played over the weekend of 7 February. Here are a few more pictures of the tournament.

Another event that took place on Valentine's Day was the fun-filled 5 km fun walk in aid of the Cancer Association of Namibia which was supported by over 210 walkers from the coastal community and walkers as far as Windhoek and even the United States. The entry fee to the Fun Walk was N$10 per person and people started entering at 07:00 on Saturday morning. During the Fun Walk prize giving, prizes were given in various categories, including the oldest walker who was Ms Mary Van Heeden, 87 years old and the youngest and shortest walker, Veisira Kamatoto, five years old. The event, hosted in Swakopmund by Swakop Striders Athletics Club and sponsored by Rӧssing Uranium, promoted

healthy lifestyles with the theme for this year being “Walk or run and live a healthy life”. Dave Gerhardt won in the category of tallest walker. The best dressed category was won by the Mondesa Youth Opportunities group while the largest group was the Mascato Choir. The fun run did not only attract people, but their pets as well, in the best and cutest animal walker, Vlooitjie Koorts, Annette Koorts’ pet won the title.

Rossmund Golf Club Weekly News
Last Saturday,7 February was a Betterball Stableford sponsored by Premier Construction - there was a good turnout of players 39 in support of the owner Wim van der Plas who was also present at prize giving together with wife Coral. Thank you is not enough as without them we would not have our beautiful golf course to play on. There were 2 x 2 clubs - G Muraisiki No 7 and F Abrahams No 12. The winners on the day came from across the river - W van Wijk/K Wentzel 49pts; followed by two juniors P Ndeleinga/E Uushona 48pts; and in third place two old timers G Vogel/A Esterhuizen 46pts c/o. A big thank you once again to the sponsor and all the players for a great day of golf. We remind you of the maintenance work being carried out on No.11's green - once this is finished they will move to No 12 - so please be patient. There are some newly planted trees to the left of number 1's fairway so please check the local rules for your option to relief. The questions from the floor at the recent AGM will be discussed in full at the next committee meeting when feedback will be given to the members. Management has agreed that where possible every effort will be made to accommodate the golfers in an area of the clubhouse when other functions are taking place. Entry Lists will be posted on the notice board for those golfers wishing to play in the 2015 Matchplay Competitions - entries will close on 28 February to enable play to commence in March. Lockers - could each and everyone who makes use of a locker please advise the office of the number and where necessary pay your annual fee as they wish to compile a new record of users for better control. Saturday 14 February, Valentine's Day there was a club sponsored Betterball Bogey-Plus. Rössing marathon new champion… Sharlien Tjambari
The runners gathered from 06:30 at the Swakopmund Sports Stadium in Vineta on Saturday morning. The marathon started at 07:00. People turned up in huge numbers and were very excited to be part of the event. In the 42 km run, Reonard Nampala, running for the Namibia Defence Force (NDF), won the Rössing Marathon National Championship 2015 in cool, misty conditions, and
what most of the participating athletes labelled ideal weather conditions for long distance running. Nampala won in 2:19:57, eight minutes outside of Luketz Swartbooi’s record of 2:11:23 and more than six minutes faster than last year’s winning time of 2:25:14. Nampala said after the race that he participated in the Rössing Marathon a number of times before, “but this is my first win
in the event. As usual it was a tough race. I am glad to be the National champion” he added. The NDF team continued their dominance over the last couple of years at the marathon with both the second and third place in the Men’s Open category also going their way. Aron Tjivambi and Elifas Shuuya came second and third in 2:24:53 and 2:41:23 respectively. In the Ladies Open Marathon

This year the annual Rössing Marathon event drew over 300 entries in all categories. It has grown to become an important preparative event for runners planning to take part in the upcoming Two Oceans and Comrades marathons in South Africa.

Last year she won the same category in 2:48:58. This was the third straight victory for Alina at the Rössing Marathon. She was followed by Ottilie Aimwata with a time of 2:57:27 and Julia Jansem van Vuuren in 3:19:25. In the 10 km run, a drove of Namibia’s top long distance athletes challenged each other for top honours. It was Reinhold Tomas of the Namibian Police (Nampol) who even-
tually took the crown for the men in time of 0:30:50, with Simon Shipingana of NDF second in 0:30:59 and Uveni Kuugongelwa, another NDF athlete, coming third in 0:31:04. For the ladies, Anna Amukoto of the NDF was the champion over ten kilometres in 0:33:58, followed by Beata Naigambo of Nampol in 0:33:59 and Helena Iipinge of the NDF in 0:37:55. The Men’s and Ladies’ marathon winners received N$10 000 cash as well as a development bonus of N$20 000 each, for the continued development of
the athletes’ careers over the remainder of the long distance running season in 2015. Speaking at the main prize giving ceremony after the event, Rössing managing director Duvenhage Werner said, “the Rössing Marathon forms part of our commitment to promote healthy lifestyles in the mine’s neighbouring communities. The development bonus was introduced in 2010 and this is the fifth year that Rössing is investing in the future of our country’s sporting heroes.”
