Swakopmund's capacity to provide quality medical services is to receive a significant boost, with Khomas Medical Centre confirming it is in the process of establishing a N$30 million medical facility in Mondesa. N$2.8 million. “We continuously strive to fulfil our motto of accessible, quality healthcare. “This is part of our expansion strategy. Trümper explained Khomas Medical Centre currently employs 75 people at its medical care centre in Windhoek's Khomasdal suburb. According to her Khomas Medical Centre is one of the oldest and most established private practices in Namibia.

Uranium mines to try to get mobile voting stations The management of three uranium mines in the Erongo Region have promised to ensure that all willing employees will cast their votes during the Regional Council and Local Authority Elections on 27 November. Langer Heinrich's Human Resources Manager, Hein Daiber, said they will endeavour to obtain a mobile unit for a short period of time. Should they be unable to acquire the envisaged mobile polling station, they will encourage their employees to make use of regular voting hours up to 21:00, he said. Daiber explained that the work shifts will allow workers time off to vote. ECN Elections Coordinator for the Erongo Region, Kashidinge Lukas Nghipuilepo last week said the provision of polling stations at mines was applied during the Presidential and National Assembly elections last year. It is a different scenario, however, for the Regional Council and Local Authority Elections. He said the ECN has a problem placing a polling station at a venue where not everyone is allowed to vote, because not everyone who works at the mine is from the constituency where the mine is located. General Manager of Organisational Resources at Rössing Uranium Limited, Leah von Hagen, also replied that employees will vote during their time off work at the fixed polling stations in Arandis, Swakopmund and Walvis Bay where they reside, while Swakop Uranium's Vice-President for Human Resources and Business Support, Percy McCallum said the company will make sure that all its employees are allowed to vote. Haufiku wants more Namibians to study in Finland by 2019 Namibia's Ambassador to Finland has set his priority to advocate for at least 50 Namibians to study in Finland before the end of his term of office ends in 2019. In an interview with Nampa on Thursday, Bonny Haufiku noted that only few Namibians are studying in Finland despite a good working relationship between two countries. “I have visited most of the universities in Helsinki and I noted that there are less than 10 Namibian students. Thus, I set education as one of my priorities and my target remains that I want to see at least 50 Namibians studying at Finnish universities before the end of my term of office.” Haufiku was appointed Namibian Ambassador to Finland in November 2014 to serve for five years.He encouraged all Namibians, especially undergraduates, to be on the lookout for scholarship opportunities advertised in local newspapers to study in Finland. Huge Interest in Accommodation at Miles – Offices inundated with Bookings Maria Davel-Wallis The representatives of Platinum Rentals, who are in a joint venture agreement with the NWR, regarding the upgrading and renovation of some of the campsites along the Namibian Coast, say bookings for the campsites they are upgrading, are streaming in, and a third of the available sites have already been booked. “Jakkalsputz has 150 camp sites, Mile 72, 70 sites, and Mile 108, 30 camping places. We have been to all the sites over the weekend, and the upgrading pojects are on schedule. Each Mile will have a “waterhole” – we already have the licences for that. They will also each have a facility offering basics like bread, milk and other necessities. Mile 108 will have 10 new make-shift shower units, and 8 new toilets, as the present ablution blocks are not fit for use. We are in talks with a fuel company, to see if we can give campers access to fuel, as well. We are happy with what has been achieved in the past two and a half weeks, since we signed our venture agreement. Our main objective is to decrease the number of campers and to increase ablution facilities especially to cater for women campers.” The Platinum Rentals campsites will open on 4 December. Mile 72 will stay open next year. Meanwhile, Bertus Struwig, the CEO of the Prosperity Group, of which the Sun Karros is a subsidiary, says Sun Karros, who has a joint venture agreement with NWR to develop and manage Mile14, is happy with the upgrading and construction work regarding the permanent infrastructure erected at Mile 14, and that it will certainly open on time. “Bookings for the core festive time are almost full, and we have for the short-term deactivated the online booking facility. Scientists focus on Research Priorities for Africa Maria Davel-Wallis Scientists, researchers, policy makers and other stakeholders are gathered in Swakopmund for the 2015 Africa Regional Consultation meeting. It is being co-hosted by the National Commission on Research, Science and Technology (NCRST) and the National Research Foundation (NRF) of South Africa. Dr Eino Mvula, the CEO of Namibia's National Commission on Research Science and Technology, says it is of great significance that the meeting is being held in Namibia. “For us it gives the opportunity to benefit from understanding how others in the field are working. He says Namibia has developed a “ National Programme on Research Science Technology and Innovation, within the broader context of V2030's goal for Namibia, to become a prosperous and industrialised Namibia, developed by her human recources, enjoying peace, harmony and political stability, to become a healthy and food-secure nation with a resource-based industrial sector and commercial agriculture, with great emphasis on skills development. Through this programme we are aiming for high and sustained economic growth, employment creation and increased income equality. The NCRST will drive the programme to reach its set targets for 2017. We recognise that Research and Development are key factors to scientific and technological progress. There are 15 defined problem areas wherein we must excell.” The Keynote speaker was Dr Kamau-Rutenberg, the Director of African Women in Agricultural Research and Development (AWARD). She stressed the importance of female scientists, and agricultural research, for the prosperity and well-being of Africa. Dr Becky Ndjoze-Ojo, the Namibian Deputy Minister of Higher Education, Training and innovation's message in her opening address was that scientific leaders and researchers should leave a legacy by instilling knowledge, skills and vision into

coming generations of scientists – and thus be inspiring role models. She lauded Professor Andre du Pisani, the chairperson of the NCRST, for his role in the country, in this regard. She also called for a global drastic effort to strengthen the field through closer collaboration, to rid it of inequality. “I look forward to the outcome of the deliberation that must propose measures that we need to put in place in promoting gender equality in research, gender per-spectives in research and fundamental knowledge about gender. Let us make use of this unique opportunity to engage in this interesting session and network, in order to identify opportunities for colla-boration, and thereby harnessing the impact of international collaboration.” The Africa Regional Meeting, is one of five GRC Regional Meetings taking place around the globe the others being held in Americas, Asia Pacific, Middle East/North Africa (MENA) and Europe, with its primary aim to be a platform for discussions and debate, and facilitate and coordinate deliberations and input on the main themes identified by the GRC Governing Board for the 2016 GRC Annual Meeting which will be held in New Delhi India in May 2016. More than 100 organisations participate annually. Previous GRC Annual meetings were held in 2012, in Washington DC, in Berlin in 2013, in Beijing in 2014, and in Tokyo in 2015.The topics to be discussed in depth are Interdiciplinary, and Equality and Status of Women in Research. The aim of this meeting in Swakopmund, is “to construct a strategic and valueadded programme through representation of all science granting councils in Sub-Saharan Africa, including dedicated and focused discussion, a highlevel open panel meeting by African Heads of

St Gabriels Ambulance services confirmed that the baby's injuries are serious. “The baby's mother held the baby while sitting in the front seat while the father was driving. The vehicle, a sedan, overturned and landed on its roof. The baby has a skull fracture and is receiving medical care in Windhoek while the parents sustained minor injuries,” a spokesperson said. A farm owner near Usakos is left frustrated after an incident on Friday in which three men assaulted and tied up a sheep herder in her employment, where after they disappeared with the sheep. According to the owner of the animals, a certain Mrs McDonald, the three men found the herder herding his sheep in the field and started throwing stones at him. After beating him up they allegedly tied him up and took 40 of her sheep. McDonald confirmed she reported the incident to the police at Usakos. A case of stock theft and assaulted was opened. Inquiries to the police at Usakos confirmed the suspects are known and warrants of arrest had been issued.

Walvis Bay Police and TransNamib workers talk Mavourlene !Gaёs The police in Walvis Bay confirmed yesterday that a police delegation communicated with striking TransNamib workers over the weekend and these workers are giving their cooperation by staying away from the national rail carrier's premises as ordered by a Labour Court interdict on Thursday. Nampol has also been ordered by the court interdict to remove striking workers with the force necessary from any TransNamib property countrywide, if they were not to comply and occupy premises of the rail carrier whilst the illegal strike is in process. The Namibian Police's Regional Commander in Erongo, Commissioner Samuel //Hoebeb, confirmed yesterday that talks took pace with the striking workers and they complied. “As far as the Namibian Police is concerned, as per the instructions from the court order, we went and communicated with the person in charge (of the strike) and we enforced the court order accordingly. As we are talking there is no one (striking workers) at the TransNamib premises. That is how far our mandate went”, said Commissioner //Hoebeb.In a telephonic response TransNamib executive spokesperson Struggle Ihuhua, said workers are still refusing to obey the court's injunction by stopping illegal industrial action. “The court order is in place, but the employees are not complying with the court order. The workers are still on strike, they are obviously defying the court order,” said Ihuhua.

Rain Dance “to Save Water” Maria Davel-Wallis A group volunteer dancers drew a large crowd on Saturday with their Rain Dance at the Mole in Swakopmund. The idea came from Margaret Coetzee - a line dance instructor, who thought it a great way to raise awareness for saving water. Many of the dancers were part of a very successful flash mob earlier this year, for the Kwela Dorp-van-die Jaar competition in which Swakopmund was one of the finalists. Andreea Brand, local zumba fitness instructor of the School of Dance in Swakopmund, who initiated the flash mob

then, was one of the Rain Dance passionate volunteers. Coetzee says the weekend's performance came after a series of practising sessions at the SFC premises, following a social media drive to get people involved. She says she's had the dream of inspiring Swakopmunders to dance, for a long time. She was delighted with the turnout. “A local bank's dancing competition with a huge cash prize for dancers was also an

incentive – we are still working on our final video entry – if we'd won the N$20 000, we'll pay our little expenses, and donate the rest to the cats and dogs in the community, through two existing projects. The important message behind this drive is: Save Water! Although we called it a Rain Dance, we are not dancing for rain – we are dancing to create awareness that Water is precious, and we should do everything in our power to save

New Junior Council certainly walks its talk

Walvis Bay's newly elected Junior Council (JC) always strives to uplift the community of Walvis Bay by carrying out charitable, environmental and humanitarian projects. One of the upliftment projects for the youth or underprivileged is the annual 'Christmas Project' that they recently completed. Therefore, this year the JC completed both their Christmas projects for the year in which the newly inaugurated council of 2016 participated in the annual Santa Shoebox Project and donated four boxes filled with goods to underprivileged children. For the second project the Council visited the Tutaleni Community Pre-school and Day Care Centre where they provided approximately 63 children with toys, treats and lunch. The JC aimed to bring joy this festive season to the toddlers of our town. The JC would also like to thank the team from the Santa Shoebox Project and the principal and staff of Tutaleni Community Pre-primary for their cooperation in the Christmas projects. “We trust that children were very happy and simply making them smile is the greatest reward,” said Junior Mayor Laura van Reenen.

Singing, dancing, tears and heaps of appreciation was the order of the day. There were comments like “its MY soap”; “I have so much stuff”, “the box has my name on” and “I got colour pens” Alexis said. One little boy was stamping his feet and with his hands in the air had an excited smile on his face. He

couldn't wait to open his gifts. “The hugs and thank you's were the words that brought me and my team to tears. On waving goodbye a little girl shouted "Love you", Alexis added. The Santo Shoe Box representatives in Walvis Bay express their sincere appreciation to all who participated and wish to see everyone next year again.

Meersig residents complain over streets Madelaine Laubscher Meersig residents say despite problems brought under the municipality's attention, streets in the suburb do not have roadsigns where required and some road signs are broken or completely missing. Sand encroachment have become a risk to motorists. After regular cleanups were done in Meersig, mainly to clear sand, some residents feel the process has been delayed and it is time for the local authority to get their hands dirty in Meersig. There are areas where yield signs are broken. It is unknown whether it is due to vandalism, an accident or the wind. There are also roads that should have yield/stop signs, but there are none. Fun Walk for Diabetes well attended Liesl Losper The Diabetes Foundation of Namibia hosted a fun walk in Walvis Bay, to commemorate World Diabetes Day to raise money for people with diabetes. Around 60 people participated in the event, to increase awareness about diabetes and to educate people about this medical condition. The walk started at Atlantis Sport Club to the Raft and from there to Lover's Hill and back to the Club. Karin Templin, a local dietician and also the organiser of the event, said that their aim is to continue to assist children with diabetes with insulin and a specially formulated diet to mitigate their medical condition. Marina Potgieter of Welwitschia Private Hospital gave free rapid glucose tests to those participants who wanted to know whether their blood sugar is normal. Monthly Monitor: October 2015 After a volatile third quarter, the month of October saw a decent rebound for equities, both locally and globally. This was on the back of good company earnings reports out of the United States (US) and continued economic stimulus by the likes of the Eurozone and China. Purchasing Managers Indexes have ticked up, showing strength in the manufacturing sectors of most parts of the world economy. Market Review:

The US Federal Reserve once again decided to keep interest rates on hold in October, placing a higher probability on a December hike. In the meantime, markets seem to be losing interest in the interest rate cycle and are taking a risk-on stance. Whilst most equities regained their third quarter losses, local property remains the winning asset class for

the year to date. Bonds, however, continue to return less than cash in a rising interest rate e n v i r o n m e n t . Demonstrations by South African tertiary students for no hikes in tuition fees added to capital outflows to other countries. See Table 1 below for asset class returns over various periods:

Since risk assets now have their positive trend repaired there is hope for a less volatile end to the year. Investors who were spooked by the volatility in the two or three months preceding

October may have missed out on this rally of the last three weeks of the October. Graph 1 below illustrates how much more important time IN the market is

relative to timING the markets. Data used in the graph is taken of average returns on the FTSE/JSE All Share Index (South African shares) over various periods since 1960:

Judging by the graph above, if an investor were invested in the All Share index for a one month period anytime since 1960, there was only a 60% chance (the green section of the bar on the top-side) that the investor would have earned positive returns, and a 40% chance (the red section of the bar on the bottom-side) that negative returns would have been yielded. If an investor were invested in the All Share index for a three year period anytime in the past 55 years, there would have been a 90% probability of earning positive returns, compared to a 10% chance of earning negative returns. The point is that staying IN the market pays over time. When climbing in and out of the market at any sign of volatility (such as that seen in the third quarter of this year), the investor's investment term shortens, and the chances for earning positive returns fades. Not only are the chances of earning a positive return higher over a longer investment horizon, but also the range of expected returns narrows. This means that there is more

certainty surrounding the level of positive returns to be generated over the relevant time period. Our six managed portfolios are based on long-term objectives and expectations, and therefore over longer

periods of time we can produce returns closer to expectations and with more and more certainty. Portfolio Performance: Although markets can be volatile over shorter periods, like a month, they become more predictable given

enough time. Table 2 shows the 1-year and 3year (per annum) returns ending October 2015 of our six managed portfolios. The returns are calculated based on gross internal rates of return (IRR's) from actual client data:

Source: Actual Client IRR's off Sanport Thanks to the recent equity rebound and continued outperformance by the property asset class, five of our portfolios comfortably outperformed their benchmarks, whilst one yielded returns equal to that of the benchmark over a 1-year period. It was due to poor

performance by bond markets that our safer portfolios (Conservative+, Cautious and Cautious+) had a smaller margin of outperformance over their benchmarks.

The crux of the matter is that investors should remain focussed (and invested) on the longterm and best ignore short-term market volatility to get the best results on their investments and with a higher level of certainty.

Conclusion: As quickly as asset classes fell in the previous quarter, risk assets managed to bounce back even faster.

Desert Rollers nailed it Sharlien Tjambari In women soccer this past weekend, Desert Rollers of Swakopmund won the title of the Erastus Ananias Challenge 2015. Even though the soccer league season is over, the tournament was organised to keep the girls playing and on the move. The first game was between Desert Rollers and Dream Team, unfortunately Dream Team lost the game to Desert Rollers 2-0. Dragon City kicked out Coastal Girls with 70 during the second game of the tournament. Dream Team battled with Coastal Girls for the third place and won the game 4-0. The final game was tough with two strong teams battling for the title of the Erastus Ananias Challenge and in the end, Desert Rollers won with three goals while Dragon City only managed to score one. The tournament took place at the soccer field located behind Hanganeni Primary School in Mondesa.
