Namibia among emerging economies in SADC WINDHOEK, 20 AUG – Namibia is among the fastest growing economies in the Southern African Development Community (SADC) as the region continues to enjoy steady gross domestic product (GDP) growth. opening of the 35th SADC Heads of State and Government in Gaborone, Botswana on Monday. The summit ended on Tuesday. Tax said SADC as a whole attained a real GDP growth of 3,4 per

growth of five to seven per cent,” Tax boasted. She said the region continues to enjoy a sustained stable and peaceful political environment, which is a catalyst for regional economic integration and development. “It was gratifying to see the SADC region continue recording a stable political environment, which is important for development,” said Tax. To accelerate regional integration, she said the region focused on finalising the review of its long-term development strategy - the Regional Indicative Strategic Development Plan (RISDP). She explained that the revised RISDP, which prioritises industrialisation, will guide the region until 2020 when it is expected to come up with a new long-term development strategy aligned to the African Union (AU) Agenda 2063. If the strategy and roadmap for the industrialisation of SADC is implemented effectively, it will help the region find opportunities to transform the economies to ensure growth and sustained development. As directed by the heads of state at last year’s annual summit, industrialisation will take centre stage in the SADC regional integration agenda. The SADC Industrialisation Strategy and Roadmap was approved by the extra-ordinary summit held in April 2015, in Harare, Zimbabwe. “I am confident that the strategy and roadmap, if implemented effectively, will

unlock opportunities within and beyond our borders, leading to socio-economic transformation of SADC economies,” she said. The executive secretary explained that the decision to prioritise industrialisation in the regional integration agenda was in view of the insignificant growth of intra-regional trade despite progress made in the tariff phase-down through the SADC Free Trade Area. She further said the economic block’s enlarged market through the launch of the Common Market for East and Southern Africa-East African Community-SADC (COMESAEAC-SADC) Free Trade Area (FTA) is expected to change the economic landscape through trade. The SADC-EAC-SADC TFTA, which was launched in Egypt in June, will create an integrated market of 26 countries with a combined population of 625 million people. This covers half of the AU member states, with a combined GDP of about US$1.3 trillion (approximately N$16.85 trillion). The TFTA is expected to promote the smooth movement of goods, services and investments across borders. Tax also explained that the strategy recognises the importance of peace and security as crucial to socioeconomic development. The objective of the strategy and roadmap is also amongst others to raise the production level of member states and increase trade amongst the countries. NAMPA

Angola to host African Caucus From 27–28 August in Luanda, the Republic of Angola will host the Meeting of the Ministers of Finance and Governors of the Central African Banks, the African Caucus, with the aim of strengthening the voice of the continent’s representatives on important issues relating to the socio-economic development of the Bretton Woods Institutions (BWIs). The meeting being held at the Talatona Convention Centre is an important opportunity for the African leaders, represented by their Ministers of Finance and Planning and Governors of the Central Banks, to jointly present in a coordinated and organised way the major and current concerns affecting the economies of the African continent, namely the building of infrastructure and industrialisation of production processes. Hosting an event the size of the African Caucus in Angola should help the country to strengthen its

relationship with international financial institutions such as the International Monetary Fund, the World Bank and the African Development Bank, with the aim of mobilising support for the financial needs of the country’s development. On the other hand, holding the forum in Angola will improve the country’s visibility, making way for new opportunities for diversifying the economy. The subjects that stand out on the agenda in the six panels are the General Vision of the Regional Economy, Economic

Transformation and Diversification, Discussion on the 2015 African Caucus Memorandum and the Financing of Regional Projects connected to infrastructure. Personalities like the Ex-President of South Africa, Thabo Mbeki, and other individuals connected to the New Partnership for Africa’s Development (NEPAD), the World Bank (WB) and the African Development Bank (AFDB) have been invited to speak on the topics above. Angola was formally designated as the leader of the African Caucus Group in

2015 at the event that took place from 3–4 September 2014 in the Friendship Hall Conference Centre in Khartoum, Republic of Sudan. Founded in 1963 as the African Group of Governors of the World Bank Group and the IMF, the Caucus aims to strengthen the voice of the Governors of the African Continent on important issues relating to the socio-economic development of the African Region, within the Bretton Woods Institutions (World Bank and International Monetary Fund).

“Each day I am thankful for dreams that turned into reality” Motivated with the dream of sharing and giving, Mrs Bertha Kadhila prepared lunch for her neighbours on Saturday, 15 August. According to Bertha, she called all her neighbours from her street and together they enjoyed lunch. The next day, she prepared lunch for vulnerable children, drove to the area next to Pick ‘n Pay shopping mall and invited all the vulnerable children who beg for food around that area and handed them food and also bought clothes for them. Bertha says “each day I am thankful for dreams that turned into a reality.” In conclusion Bertha said we must learn to share and not just to focus on ourselves, “as the bible says, love your neighbour as you love yourself” Bertha added.

Bertha with her neighbours in Mondesa after lunch So remember that there are people out there who go to bed without food in their stomachs and without a blanket to keep them warm during cold nights. Help those in need! It does not need to be with material and money, love and caring is more then enough.

“Empower Women for Sustainability” Liesl Losper The organisation, Instruments of PEACE Women Summit (I.P.W.S.), reached out to the women in the community by means of a workshop at the Walvis Bay municipal Hall on Tuesday. This year's theme was “Lord, make me an Instrument of Thy Peace.” potential. Mr Cleophas Mutjavikua – Governor of Erongo Region, gave an inspiring message to the women while lighting a candle that symbolised peace. Ms Marlene Mungunda is the founder and Executive Director of the Instruments of P E A C E Wo m e n Summit. “We want to empower women through projects in order to fight poverty. Those of you who sell eggs should own a

chicken farm, those who sell fruit can own a field to produce the fruit sustainably,” Mun-gunda said. She said they are busy to set up their head office in Windhoek. The women will be financed to help them create a sustainable income and give them independence through self-sustainable projects for which they will also get training. The Instruments of I.P.W.S is an outcome of UN Resolution 1325: this resolution was tabled by Namibia in 2000 at the UN Security Council. The Principal Objective was: (a) During wars, women and children suffer the most. (b) They are often misplaced, raped and exploited by the peacekeeping forces. (c) They have Cleophas Mutjavikuqa with Mrs. Thusnelda Timbo special, extraordinary (District Co-ordinator of I.P.W.S) lightning the candle that needs. (d) Pregnant The aim of this project is to equip women with spiritual tools to empower them on a spiritual level through motivational speakers, testimonies, seminars and conferences. Maamberua wants urgent land conference OTJIWARONGO, 20 AUG– Swanu of Namibia President Usutuaije Maamberua on Monday called on Government to convene a second national consultative conference urgently to discuss burning land matters affecting the nation. Speaking at a media briefing here on Monday afternoon, he said many land questions remain unanswered, and “these issues have become a source of conflict and instability in the country.” Namibia's first national land conference was held in 1991 in the capital where several issues related to ancestral land rights and sizes of farmlands among other topics were discussed. That conference made less than 30 resolutions; some of which have been implemented by central government and others

not yet. Since those deliberations, Government has spent about N$853 million to acquire 2.5 million hectares of land as part of its land acquisition programme, and so far 5 008 families have been resettled onto the acquired farm land. The conference also resolved, among others, to restrict foreigners from buying land in Namibia, but foreigners continue to buy huge tracts of land in the country. According to Maamberua, a solution to some of the general issues surrounding land disputes today could be

found at a second national consultative land conference. The Swanu leader said some ethnic groups in the country have lost their ancestral land, a situation that he says has “deprived them of better socio-economic development today. This is Swanu's contention that some ethnic groups like the Damaras, OvaHerero, Nama and San must be given priority when it comes to the resettlement programmes of Government,” he stated. Maamberua then criticised Government for allowing “a sort of capitalist system” which “has brought endless

economic conflicts, class society and socioeconomic disparities among the people”. His statement has relevance to an outcry from Namibians who have criticised Government and especially local authorities for awarding prime pieces of land to already welloff Namibians at the expense of landless citizens, as well as exorbitant prices charged by developers for accommodation, whether buying or renting, in especially urban centres. This uproar led to the establishment of the Affirmative Repositioning (AR) movement, w hich success fully negotiated with Government on 24 July 2015 to service 200 000 plots in

three towns and avail such land for sale to low-income groups. This pilot project by the State and the AR follows threats by AR land activists that over 50 000 landless Namibians would take land by force if the State did not intervene before 31 July 2015. Maamberua said on Monday that Namibia will not enjoy peace and stability under an economic system that continues to economically marginalise the majority of its people. “Therefore, Swanu advocates as always a socialist economic system that could address these current social ills of greediness, crimes and economic exploitations of the working class

which is the backbone of our economy,” he stated. The politician argued that socialism is the only system that will bring about a spirit of caring for one another and sharing Namibia's r e s o u r c e s f a i r l y. Maamberua said once Namibians start to care and share the country's resources, greater equity and equality will be achieved and automatically it will translate into economic peace and stability for everyone. He further suggested that Government refrain from interfering in traditional matters, saying subjects of all traditional authorities countrywide must be allowed to recognise their own

said. The day ended with a light lunch for all the women.

traditional chiefs and practice their norms and v a l u e s f r e e l y. A l ternatively, he said, the government must review the legislative process and its systems patterning the recognition of traditional authorities in the country. Maamberua has spoken about the land issue on several occasions in the past. The topic was one of the party's major selling points in the Swanu Socialist Manifesto for the 2014 general elections, which promised that under Swanu rule ancestral land matters would be re-opened for discussion and that land will be nationalised so that all land will be owned on leasehold only. The accident took place at around 17:00 on Tuesday afternoon. Nampol’s Detective Chief Inspector Moses !Uwu//Khaeb confirmed the incident. He said the crane operator

According to Haimbodi the main reason she is urging the community to break the stigma against those in prisons is to create awareness in the community about support groups for families whose loved ones are behind bars. “It is time for us as the community to break the stigma about people who are in correctional facilities because the reason behind their arrest was mostly contributed by the people of our society.” She added that one of the

key issues contributing to this factor is how children are being raised in society. “It is so important that we as parents take early childhood development of our children seriously. It is time for individual restoration that leads to family restoration, which leads to community restoration that also leads to country restoration and our streets will be safe for our children, free from violence.” Haimbodi pleaded with the community that have their loved ones or know

of their neighbours loved ones in correctional facilities to support them regardless. “It is never understood until it happens to you.” Uhili Necessity Welness Trust a non- profit making organisation was founded by Haimbodi in May 2011. The Trust focuses on helping children at schools by improving behaviour and choosing health lifestyles as well as helping offenders cope inside prison and helping women surviving at the dumpsite in DRC.

Community Affairs Officer Sergeant Ileni Shapumba writes for us: Liquor outlet owners should strictly defend and uphold the Liquor Act 6/1998 It is pertinent that all liquor outlet owners strictly exercise responsibility at their liquor outlets, strictly align their conduct within the framework of the Liquor Act, 6/1998 and stop deliberate acts of ignoring their applicable liquor license, which in this case is a legal document empowering them to sell liquor. The valid liquor license is a legal document which specifically identify the type of liquor to be sold in that specific place, and the time frame of operation. In most observed cases, the parameters set in these documents are simply ignored, particularly by the owners. This is also reason why our community members continue to raise complaints over the behaviour of some at some liquor outlets, and over their owners who continue to disregard the law on a daily basis. We say, in as much as the public (neighbours) have the power to give consent to the establishment of Liquor outlet in their area, they equally have power to object issuance of the license or cause the withdrawal of such license, impose conditions to the license or influence the renewal thereof. They simply need to raise their voices by means of a petition. Therefore it is very important for the outlet owners to respect the interests of the community. The Police discourage: Ø Operating without a liquor licence Ø Trading beyond trading hours Ø Selling/supplying liquor to drunk persons Ø Selling of alcohol to minors (under-age children) Ø Noise pollution Ø Alcohol and Crime Liquor license In terms of the liquor Act 6/1998 Sec. 71(1) (a) r/w 1,2(1) and Sec. 72, it is required that a person selling/supplying liquor should be in possession of an original valid Liquor licence. Further, it is required that the liquor license should be displayed/placed inside the bar/shebeen, at a place accessible and should be produced on demand of the requiring Authority/Police officer. It is also placed upon the dealer to renew the liquor license before the expiring date (31 March each year). Failure to do so shall subject the owner to file a new application and subsequently close operation. It came under our attention that, many people are failing to renew their liquor licenses on time, yet they ignore the law, by continuing to trade without the required valid original licenses authorising such sale. We came across persons trading with expired licenses. Some are trading with the provisional letters which they are given purportedly to gather all outstanding documents within the period of three (3) months. Others do not even make any effort to acquire licenses, especially the tuck shop-owners. Some Tuck-shop owners are not only supply liquor without a license, but they are also selling liquor and cigarettes to school children and even when dressed in school uniforms. We also have information that Tuck-shop owners are selling drugs to school going children. Is that how we are building a Namibian House? Or do we simply focus on making money without consideration for the negative impact of our actions? In as much as we appreciate efforts to fight poverty and unemployment, we should equally remember that we shall not exist in a lawlessness state. Businesses must be run within the ambit of the law! Obey the law, carefully respect the procedures! People should also be reminded that liquor licenses are only issued by the Magistrates of the local courts and any license issued by any other person shall be deemed invalid. Applicants should verify the authenticity of these documents and should avoid shortcuts. They should rather report anyone who suggests to them, any act of corruption, and inform the Police or report the matter to the Anti-Corruption Commission. Trading hours We took note that, some sellers especially shebeen owners, are often expecting the Police to assist them at closing time and to instruct people to leave. That is not a Police duty! We are supposed to charge you for exceeding the trading hours. We encourage all liquor outlet owners to comply with the trading hours as clearly stipulated on the liquor licenses vis-â-vis the Liquor Act 6/1998. We are aware of the recent Amendment in this regard, which reduces the trading Hours in respect of the Shebeens, but we advise that people should still obey the specified times stipulated underneath their applicable liquor license until such time directive is given for readjustment. Selling liquors to drunk persons and minors. While it is the responsibility of every citizen to consume liquor responsibly, not become drunk or behave in a disorderly manner in public, the law prohibits the seller to supply liquor to a person who is reasonably drunk. The law equally prohibits the sale of liquor to minors and owners should refuse them right of entry into their liquor outlets. These are all offences punishable in terms of the law. Noise pollution Noise pollution is a contravention of the by-laws of the local authorities. Thus all noises should strictly be confined to the premises where they are produced. We call upon every person who experience any noise whether produced by shebeens and even mushrooming churches, to report it to the police. We call upon shebeen owners and church leaders to practice their wishes in a responsible manner. Alcohol and Crime. Most problems of assault related cases hit the sky towards the end of the month. This is so because most people are getting paid on the 25th towards the end of the month. We say, during this period, police output increases as we respond to domestic violence cases, assault related crime, robberies and alcohol problems. During the same period, drunkenness and disorderly behaviour top lists, drinking or consuming of liquor in public also threaten our public sense of morality. The same bottles that are allowed to be taken out of the drinking places are used in the commissioning of offences such as Assault with Intent to do Grievous Bodily Harm, and Robberies. We call upon alcohol sellers to join the Police by not allowing consumption of liquor in public areas. Also, it appears as if some liquor outlet owners are deliberately ignoring the Liquor Act. It sometimes appears as if to them, ignorance of the law is a normal thing to do. The Police is responsible to protect the interests of the community. People should be ethical in their businesses, and should totally avoid unscrupulous defence which will hurt their integrity and reputation. I should also warn and remind them that it has a negative impact on the future allocation of a license to someone who was convicted of an offence related to the sale of liquor. We advise all liquor sellers to acquire for themselves a copy of the Liquor Act and Amendment. They should acquaint themselves with the provision thereof and join the Erongo Police to “Turn Back Crime” related to alcohol. Ignorance of the law is not an excuse! Any questions any member of the community may have, we are available to answer and help. Write to newsdesk@namibtimes.net, and mark your email/letter clearly for the ATT OF Sergeant Ileni Shapumba, Community Policing. Or PHONE or SMS to 081 297 7798, or 064 219 011. Obtaining Fishing

Permits Obtain a permit from the Namibian Ministry of Fisheries and Marine Resources (MFMR) to catch fish or dive for crayfish and respect harvesting limitations. WHY? The marine resources are limited and currently some of them are overfished or over collected. It is necessary that everybody uses them wisely and carefully to secure the future harvesting needs by protecting the stock. Quantity/number of marine resources harvestable, minimum size limits of fish and crayfish that can be caught, open season etc. help to manage stocks to avoid the total disappearance of some species in our waters. Do not leave bait or fish on the beach! Either take it home or return it to the sea. This food attracts scavengers like jackals and gulls that prey on other bio-diversity. When you are back home after the holiday, it also inflates the predator population. Where can you get a license for angling, crayfish diving & bait/mussels collection?

The complaint from Tripadvisor re Dune 7

Photos contributed

A reader sent namib times some photos of the atrocious conditions at Dune 7 near Walvis Bay. Dune 7 is a landmark tourist attraction, and the reader expressed her annoyance with the way in which people leave places like these….” It is holiday time, and visitors have to face scenes like this, she said.” namib times has previously reported on the matter. We also found a complaint on a site where tourists write and communicate very actively, Tripadvisor.

Walking the Skeleton Coast for a good cause Harry Coetzee

The dream of Swakopmund resident, Harry Coetzee (37), to walk the Namibian Coastline, has finally become a reality, as it will realise when he starts his approximately 1770 kilometre walk on 1 September. According to Harry this dream started about seven years ago. His journey will start at the Kunene River mouth at the Northern border of Namibia and end at the Orange River mouth at the Southern border of the country. The total distance he will cover was expected to be around 1570 kilometres, but since he could not acquire

permission to walk via certain areas, 200 kilometres more have been added, says Harry. His aim, noted a determined Harry, is to walk the entire Namib Desert from north to south, along the coastline, in 60 days. To achieve this he will have to walk roughly 30 kilometres per day. “My biggest challenge will be water. I will carry 14 litres

of water with me for every seven days and will have water deposit points every 182 kilometres along the root,” said the brave hiker. He plans to cover a distance of ±182 kilometres in seven days. For his own safety, Harry will carry with him a GPS and satellite phone in case of possible emergencies. He will also take along a mobile device, which will enable him to send updates and photos to sponsors and followers. Besides these items, he will also carry dry food rations, camping gear and

water, altogether weighing about 25 kilograms, on his back. Harry has a few hefty walks behind his back, including the Fishriver Canyon, the Kalahari Desert and a mountain hiking trail in South Africa. “Walking is my passion. This was just a dream to walk the Namibian Coastline and a good friend of mine came up with the idea to do a fundraising at the same time. So now my dream will come true and at the same time I will be doing something good,” a very

Donate a school uniform -And help a child in need In June this year Mrs Annemarie Mater, a teacher at Swakopmund Primary School started the initiative of collecting school uniforms for learners who are underprivileged and whose parents cannot afford to provide their children with proper school uniforms. When she saw the condition the school uniform of the learners in her school was, Annemarie took pictures of the torn socks, shoes, jerseys and posted them on social networks. According to Annemarie, people started approaching her, when they saw the photos, and offered their help. “I saw how the learners were affected by the state their school uniforms were in and how

sad they were, so I thought maybe if we help them with better uniforms they will be proud and happy kids” said Annemarie. She says her very first and big donation came from Karseboom Namibia who provided them with jerseys of different sizes, then Bakkies C e n t r e , J u n i o r To w n Council, Raith, The Tug Restaurant and private people also donated money, clothes and shoes.

Jerseys

According to Annemarie, the biggest needs are socks, royal blue school jerseys and toiletries to keep at school. Annemarie says she also did surveys to see how the learners sleep at night and found out that some learners get very cold at night, she is asking all companies and private individuals to assist in donated blankets and mattresses. Annemarie believes that when children are happy, they behave differently, their attitude

becomes positive and their behaviour improves. Annemarie urges anyone who has a pair of socks, shoes, school jerseys or trousers which is in the storage unit at home to help her change the appearance of the learners who are in urgent need of school uniforms at Swakopmund Primary School. She also urges teachers from other schools to help learners in their schools by reaching out to social networks and sharing the problems they experience at their schools because there might be people out there who might be willing to lend a helping hand. On 4 September Annemarie will hand out certificates of

appreciation to everyone who have helped and donated anything between June and 1 September. This initiative is ongoing,

so feel free to contact Annemarie if you have any kind of donation or help. The clothes, shoes, socks, blankets and mattresses

Marshallino Beukes humble Harry concluded. All donations will go to various children's homes and other charity organisations. Have a Heart Lüderitz, a non-profit welfare organisation, which spays and neuters, deworms and inoculates dogs and cats of the poor community, will handle the financial side. Companies or individuals who want to sponsor Harry in his quest to walk the Namibian Coastline can make contributions directly into their bank account.

Sharlien Tjambari does not need to be new, it just have to be better than what the learners have now. Contact Annemarie on 0812917633 or email her at a-mater@live.com.

Namibia yet to sign revised SADC Tribunal Protocol

NAMIB TIMES 11

21 AUGUST 2015

GABORONE, 20 AUG (NAMPA) - Namibia is yet to sign the revised Southern African Development Community (SADC) Tribunal protocol. The tribunal, which has been renamed the SADC Administrative Tribunal (SADCAT) protocol, was signed by nine Heads of State and Governments on Tuesday during the closing ceremony of the SADC Summit in Gaborone, Botswana. Summit. She indicated that Namibia could not sign because President Hage Geingob, who is supposed to append his signature and commit the country to the SADC legal instrument, left before the closure of the summit for other important commitments back in Namibia. The SADCAT’s office is in Windhoek, Namibia. It was established by the

protocol on the tribunal, which was signed in Windhoek during the 2000 Ordinary Summit, and was officially established on 18 August 2005 in Gaborone. In 2012, the SADC Summit suspended the work of the tribunal and resolved that a new protocol should be renegotiated. The revised tribunal will only have jurisdiction on the interpretation of the

SADC Treaties and Protocols. It will no longer handle cases involving countries or individuals, Botswana’s President Seretse Khama Ian Khama said during a media conference immediately after the closure of the 35th SADC Summit. Khama during the summit took over the chairmanship of SADC from President Robert Mugabe of Zim-

babwe. The revised protocol removed access to the tribunal for individuals, and it will no longer handle cases between countries. This means the revised SADCAT is no longer a court of justice, but a legal institution for the interpretation of treaties and protocols of SADC. After several rulings against the Zimbabwean

In an interview with Nampa, Deputy Prime Minister Netumbo Nandi-Ndaitwah, who is also Minister of International Relations and Cooperation, said Namibia will sign the protocol in due course. “The protocol is open to be signed now and Namibia will sign in due course,” she told this news agency immediately after the closure of the 35th SADC

No new SADC projects from Namibia this year GABORONE, 18 AUG (NAMPA) – Although Namibia did not hand in new projects to the Southern African Development Community (SADC) region this year, the current projects in the country are doing very well. In an interview with Nampa here on Monday, Minister of Works and Transport Alpheus !Naruseb said the current SADC projects in Namibia significantly benefit people in the SADC region. !Naruseb, who is part of the Namibian delegation attending the SADC Heads of State and Government Summit underway in Gaborone, Botswana, singled out the Trans-Kalahari and Trans-Caprivi corridors. He said volumes have increased significantly along these corridors, boosting trade among neighbouring nations, especially the land-locked countries. According to reports by the Walvis Bay Corridor Group, trade volumes along the Trans-Kalahari Corridor for the Botswana market have hit a record high of more than 2 000

tonnes. It has shown significant growth month-on-month, with many more consumables and especially a steep increase in motor vehicles being transported via the Port of Walvis Bay. The Trans-Kalahari Corridor was jointly built by the Namibian and Botswana governments in the 1990s with an initial investment of approximately N$850 million. The corridor comprises a tarred road linking the Port of Walvis Bay with Botswana and Gauteng in South Africa. The Trans-Caprivi Corridor is another major trade corridor linking the Namibian harbour town with Zambia, the Democratic Republic of Congo (DRC) and Zimbabwe, and has seen a 140 per cent increase in cargo in recent years.

!Naruseb said if the ambitious N$30 billion SADC Gateway Port in Walvis Bay could become a reality with the construction of the first phase expected to take off the ground soon, Namibia will become a regional hub. The SADC Gateway Port will be developed in at least five phases, while construction will gradually take place as demand for services arises. He said the government has also allocated N$4 billion to the rehabilitation of the railway network in the country. Last year, Namibia and Botswana signed a bilateral agreement on the Trans-Kalahari Corridor in Walvis Bay. The agreement includes adding a railway line, coal terminal and associated loading facilities to the

Namibia-Botswana corridor which will benefit other landlocked SADC countries like Malawi, Zambia and Zimbabwe through alternate transportation routes. The 1 500 kilometres (km) railway line will cross the vast semi-arid savannah of the Kalahari Desert from Botswana to Namibia, with the benefit of connecting the landlocked Botswana to Walvis Bay, thus unlocking the value of coal mining in Botswana and power generation in the region. !Naruseb also indicated that Namibia has availed land along the Walvis Bay Port to land-locked countries such as Zambia, Botswana and Zimbabwe to construct their own dry ports which is aimed at boosting trade between those countries. These dry ports are yet to

be developed. He also indicated that plans are underway to construct three bridges that will facilitate socio-economic development between Namibia and Angola. Earlier this year, the two governments signed a Memorandum of Understanding for the construction of three international bridges across the Okavango River that borders the two countries. The three bridges will be constructed at Nkurenkuru in Namibia’s Kavango West Region, between Rundu and Calai that already has a temporary floating bridge, as well as in the Gciriku area of the Kavango East Region. Upon completion, the bridges will enable easy access to people and goods, said !Naruseb. NAMPA

Government, the Tribunal was de facto suspended at the 2010 SADC Summit. On 17 August 2012 in Maputo, Mozambique, the SADC Summit addressed the issue of the suspended SADC Tribunal. That SADC Summit resolved that a new tribunal should be negotiated and that its mandate should be confined to the interpretation of SADC treaties and protocols relating to disputes between member states. A coalition of southern African human rights organisations, the Coalition for an Effective SADC Tribunal, has called on heads of state to uphold the rule of law and human rights in the region by reinstating the old SADC Tribunal. During the summit, the coalition indicated in a statement that contrary to

the SADC Treaty of which Article 23 says decisions concerning the community and any affected persons or citizens must be made in consultation with them, the SADC Heads of State adopted a new Protocol on the SADC Tribunal without any consultation. The SADC did not act in accordance with its own treaty’s amendment procedures. As such, the suspension lacks legality, amongst other things because the SADC Treaty does not allow for suspension. “We urge each SADC head of state to consider the merits of the SADC Tribunal in its original form and the positive impact it will have in the region - socially, economically and in terms of international best practice,” the coalition said.

Totsiens Mevrou Martins Marshallino Beukes

Local economic development a priority for BME in Namibia BME Namibia is building its local skills, technical capacity and supply chain to consolidate and grow its position in Namibia’s mining sector, according to Albie Visser, BME’s general manager for South Africa and Namibia.

While there was a slowdown in the Namibian mining industry in 2014, exciting new projects such as B2Gold’s Otjikoto gold mine and Weatherly’s Tschudi copper mine have recently come on line, lifting the outlook for the sector. Among other projects in the pipeline are Swakop Uranium’s Husab mine, expected to produce by end-2016. “We have built a presence in Namibia since 1994 based on our confidence in the country’s people and its minerals,” said Visser. “Our team of 37 staff members at our Swakopmund head office are all Namibians, with the training and experience necessary to run a high-performing and independent operation.” The office serves customers in the copper, gold, uranium and zinc sectors, as well as smaller quarries and road aggregate pro-

viders – supplying them with cutting-edge blasting expertise and products. BME is a leading supplier of bulk emulsion explosives in Africa, as well as initiating systems, electronic detonators, and blast planning software. “Our priority in Namibia has been to contribute in every way possible to local economic development, giving us the resources and network we need to operate independently within the country,” he said. This has meant empowering local people to lead and manage the business, and promoting local enterprise through the business’s supply chain. “We are also working on a partnership which will see the launching of a Namibian-owned transport company to serve some of our logistics requirements between Swakopmund and our Namibian customers,” said Visser.

He said it was vital for the empowerment of local business people in Namibia that service providers develop their ability to compete with counterparts in South Africa and other neighbouring markets. “The stability of Namibia’s society and economy means that operational risk is very low – so we believe that there is plenty of scope for local businesses to become more competitive,” he said. Government is in the process of developing the New Equitable Economic Empowerment Framework (NEEEF) to ensure that Namibian resources are shared in an equitable and sustainable way. The policy also wants to see the implementation of measurable policies of redressing and redistributing wealth. It is hoped that NEEEF will help remove barriers of socio-economic advancement to ena-

ble previously disadvantaged persons to access productive assets and opportunities of empowerment. “At BME, we have been applying these principles for many years in the country, without them being a legal requirement, because we see them as the foundation for ongoing economic stability and growth,” he said. In another development, BME is further raising the technology bar in Namibia by establishing a technical division at its Swakopmund office. The unit will have a special focus on introducing BME’s highly specialised mobile testing vehicle, used for auditing purposes on its drilling and blasting sites. Two graduates have already been employed and are in the process of being trained to take up positions in the technical division.

Wo steckt Herrchen?

Welch neuartige, hoffnungsvolle Musik in unserem politischen Gestade.

Meine Kinder kritisieren mich jeden Tag. All-new KIA Sorento conquers southern Africa

- In the first week of July, three intrepid adventurers set off from the Steve Biko Academic Hospital in Pretoria on an epic driving adventure.

Their mission? To raise funds for the Little Fighters Cancer Trust through the Seven7 Drive. Their chariot? The all-new KIA Sorento. But, true to its nature, KIA Motors South Africa added a twist to the tale. The trio of adventurers would not undertake their mission in the luxury, top-of-therange seven-seat KIA Sorento SX AWD, but in the five-seat Sorento 2.4 LS, its 2,4-litre petrol engine powering the front wheels only. While some would rethink their options, the Seven7 Drive team didn't think twice. After all, neither Danie Botha, well-known off-road and adventure journalist, G.G. van Rooyen, Leisure Wheels photojournalist, nor Jan van Deventer, a logistics expert who counts top international film and television companies as his clients, were inexperienced travellers. As such, it was no surprise that the Seven7 Drive completed its mission by driving nearly 7000km through seven southern African countries in just seven days. Leaving from Pretoria, the team travelled to Windhoek, Namibia, on day one before heading to Nata in Botswana on day two. Lake Kyle in Zimbabwe followed on day three, with Maxixe in Mozambique on day four. From Maxixe the trio headed to Manzini in Swaziland on day five and Mokhotlong in Lesotho - via the infamous Sani Pass - on day six before finishing back at the Steve Biko Academic Hospital on day seven. "Driving 7000km in seven days on some of the best and worst roads Africa has on offer is no mean feat for any 4x4", says Danie Botha. "And this makes the performance of the KIA Sorento 2.4 4x2 all the more impressive. It never missed a beat despite taking heavy blows on some of the pot hole-infested roads and gravel roads, and it even scaled the infamous Sani Pass in cold and icy conditions. It exceeded all our expectations, including the ones from the most sceptical member of our team, who now looks upon the KIA brand with newfound respect. So much so that he wants to buy the Sorento!" In this instance, Danie is referring to his travel companion, Jan van Deventer, who has a known affinity for another brand from the East's offroaders. "I assumed we would be doing the trip in some large 4x4 SUV and the thought of whether it was possible or not never crossed my mind," he recalls. "However, when he told me it was going to be done in a KIA, my scepticism was notable. When he added it was a 4x2, it almost overwhelmed me," says Jan. "That said, after completing the almost 7000km on real African roads, my scepticism has changed into utmost respect. So much so that I would purchase one in a heartbeat." The all-new KIA Sorento 2.4 LS used for the Seven7 Drive received a handful of modifications, including the fitment of Bridgestone All-Terrain tyres, a custom-made roof-rack, and a funky, eye-catching body design by Graffiti. No mechanical alterations were made to enhance ride height or performance, and was a standard vehicle in every other respect. "It's been especially exciting to bring the third generation Sorento to market due it showcasing the next step up the refinement ladder for the KIA brand, as evidenced by it's class win in the 2015 J.D. Power Initial Quality Study in the U.S. recently," says David Sieff, Marketing Director, KIA Motors South Africa. "The Sorento 2.4 LS offers top notch comfort, immense practicality and unbeatable value for money, and now we can add unquestionable reliability to the list as well. Read more about the trio's adventure in the September issue of Leisure Wheels, on shelf now. The Seven7 Drive KIA Sorento will also be displayed at this year's Gauteng Getaway Show, taking place at the Ticketpro Dome in Randburg from 28 to 30 August 2015.

Coastal rugby club gets own website, twitter account Marshallino Beukes

Some snips of the website and twitter page

A random Englishman (as he refers to himself) Sean Bilton, now holds the title of Digital Media Manager at Walvis Bay Rugby Club, after designing the club's own website. He also opened a twitter account for the club. Sean communicated via email with namib times sport and this is what he had to comment: “My full name is Sean Bilton, and I'm from London, England. I'm a big rugby fan, and wanted to learn more about rugby from other countries - and being a Saracens fan I was drawn to Namibia. I couldn't really find much apart from articles from papers such as yourself, Erongo, Namibian Sun etc., and thought it was strange that no club has a website, whereas everyone in England does. I was drawn to Walvis Bay because I'd heard of the place quite simply, so decided they'd be my team. I got speaking to the guys on Facebook who were incredibly welcoming in educating me about themselves, and I figured it would be good to promote the club and get them heard of worldwide. I then liaised with the players for info, put everything together and went live on Saturday night. We're now (from what I can gather), the only club in Namibia to have a website and twitter account. It's been so much fun to do, and I've made some great friends, to the point I'm planning to go there within the next year or so and visit them, so I can't ask for a better outcome...plus I managed to learn a lot more about the wonderful game of rugby!” Walvis Bay Rugby Club’s website address is http://sbrugbyzone. wix.com/walvisbaairugby

West Coast Sharks Rugbyklub Mini-Gholfdag Die onlangse mini-gholfdag by die SFC was 'n groot sukses.

Groot Chop 2. Dare Devils 3.

Squash: Namib Diesel Social Doubles League It's amazing how fast time flies when 'some' of us are having fun. The doubles seemed to just scoot by super-fast. This year had to be one of the closest outcomes in the A and B sections, as it literally came down to the last two rounds to determine the top three teams of each section. In the A section, Janne Manne, Jan de Smit/Stefan van Tonder had to either win their match against Supatronix or at the very worst lose 3-2. After a lengthy battle of almost 2 hours they just lost to Ze de Britto/Sergio Figueiredo 3-2, but had done just enough to push them through and take the title and trophy as the Namib Diesel Social Doubles League winners for 2015. In the B Section, Magic, Poena/Cabous Olivier proved themselves worthy Cup holders by going through the whole league without a single loss. Well played guys and we'll see you in the A section next year. Prizes were awarded to the top two teams of each sections: A Section Winners: Janne Manne - Jan de Smit and Stefan van Tonder ; Runners-up: Namib Diesel – Jaco de Witt and Trevor Grane. B Section Winners: Magic – Poena and Cabous Olivier ; Runners-up: Rent-A-Drum – Bertus Fokkens and Blackie Zwart. Special thanks to the sponsor, Namib Diesel for their continued support in making this popular and exciting event possible each year. The results for the last two rounds were as follows: A Section. Lighties bt Woermann Brock Hardware & Building Supplies 3-0. Dylan/Brandon reduced any attempts by Imanuel/Luke Allen to rubble. Jewellery Boutique bt Namib Off-Road Boets 3-0. Wynand/Gerhard bedazzled Dirk/Leslie. Supatronix bt Janne Manne 3-2. The match lasted almost 2 hours and could be considered as the match of the league, as Supatronix had to win 3-0 to put them in the running for the cup and Jan/Stefan needed the 2points to tie with Namib Diesel if they won. A tough well contested match. Namib Diesel bt Fuel Pump Repairs Africa 3-1. Jaco/Trev put rubber to the floor and clogged the pumps. B Section Jaco & Anna Maria bt Road Runners 3-0. Magic bt Waterbay Woods Castle Lities 3-1. Poena/Cabous used their enchanted power and shook up Pieter/Sharde so bad, it left them flat.

Rent-A-Drum bt Steel Africa 3-1. A good win that kept Bertus/Blackie in the running for 2nd spot. Spice Girls bt Patrick & Diana 3-1. Lindsay/Carla, on a hot winning streak going into the final round. Friday 15th A Section Namib Diesel bt Woermann Brock Hardware & Building Supplies 3-0. A result Jaco/Trev needed to tie with Janne Manne, but as they lost to Jan/Stefan in an earlier round they had to settle for the runnersup position. Erongo Auto Electric Sparkies bt Namib Off-Road Boets 3-0. W/O. Supatronix bt Fuel Pump Repairs Africa 3-0. W/O. B Section. Rent-A-Drum bt Waterbay Woods Castle Lities 3-1. Last year's winners Bertus/Blackie played like stars and left Pieter/Sharde splintered to claim the runners-up position. Spice Girls bt Jaco & Anna Maria 3-0. Lindsay/Carla with a hot finish. Magic bt Christo & Cindy 3-0. Poena/Cabous did it with magic flair to finish unbeaten and lift the trophy for this section. Steel Africa bt Patrick & Diana 3-1. Doyle/Bykes finished off with a steely performance. The final point's standing was as follows:Group A. Janne Manne 42; Namib Diesel 42; Supatronix 40; Erongo Auto Electric Sparkies 35; Jewellery Boutique 26; Fuel Pump Repairs Africa 25; Lighties 20; Woermann Brock Hardware & Building Supplies 13 and Namib Off-Road Boeties 9. Group B. Magic 45; Rent-A-Drum 37; Waterbay Woods Castle Lities 34 ; Spice Girls 32 ; Double Trouble 25; Steel Africa 20; Road Runners 16; Christo & Cindy 14; Jaco & Annamaria 12 and Patrick & Diana 10. The league was played in a fantastic spirit and a great time was had by all. What better way to round it off than by putting the new amp to the test, playing ping-pong and pong minus the ping. Thanks again Namib Diesel it was awesome. Looking forward to a hopefully injury free tussle next year.

Team Breaking News wins Trustco Business League Team Breaking News has won the A division Cup of this year's Trustco Squash Business League. The team, led by the President of the Namibian Squash Association, Nelson Herunga, triumphed over Team Trustco Bank in the final at the Wanderers Sports Club in Windhoek on Saturday. The eventual winners were the most consistent team over the three month long league that saw a total of 96 players in 8 teams divided into 3 divisions of 4 players per division going at it. “This year's league was remarkable as evident by the number of player that participated. Unfortunately, we cannot accommodate more players in the future due to limited facilities but we are hopeful that the tournament will still grow,” the NSA President remarked at the official prize giving. He thanked the sponsors – especially the Trustco International Group – for the continuous support and challenged them to stay faithful to the league in the future. In the A plate division, Team Road Signs were crowned winners after beating Coach

Sean Blue Team. In other action, Team Trustco Bank B completed the company's success as they won the B Cup division after beating Team Road Signs to the gold medal. In the B Plate division, Coach Sean Blue kept an upper hand against their team mates from Coach Sean Yellow to take home the gold medal. Meanwhile Coach Sean Yellow emerged winners of the C Cup division after they beat Breaking News, while Coach Sean Blue won the Plate category against Trustco Bank. Next on the squash calendar is the Alexander Forbes Klein Windhoek Open (21-2 August 2015), followed by the NSA Namibia Open (4-6 September 2015).

Sport in Brief: Boxing Former world boxing champion Harry Simon will fight for the WBO title on the 26th of next month. The fight, which will give Simon another shot to become a four-time world champion, will take place at the Ramatex complex in the capital, Windhoek. Promoter Anita Tjombe says before his WBO title fight, Simon will test his readiness in a sparring exhibition in Northern Namibia next weekend. However, Tjombe is worried that Namibia will miss out on the chance to host the world title fight, if no sponsors come forward soon.

Walvis Bay and Dolphins in Semi-final Clash Liesl Losper It will be the proverbial “blood, sweat and tears” tomorrow at the Jan Wilken Stadium in Walvis Bay, when Walvis Bay Rugby Club and Swakopmund based Dolphin Rugby Club will lock horns in their First Division semi-final encounter. The coastal teams league encounters earlier this year saw Walvis Bay getting the better of it after they won their home-game and drew the away-game in Swakopmund. It was explained that this game will be played in Walvis Bay because both the teams are from the same Region. Dolphins’ spokesperson yesterday noted that the Namibia Rugby Union (NRU) indicated that match officials from Windhoek will officiate the game.

Controversy arose after the last encounter which ended in a draw. Confidence is high within the Walvis Bay camp, given their superb form in the Pool stage - however, the guys are mindful that they cannot allow complacency to creep in at this vital stage of the competition. Dolphins also indicated that, although they did not play a game for about a month, they are going for gold. “We are ready for Walvis

Bay and we will not make the same mistakes, this time around,” the Dolphins’ spokesperson told namib times sport, yesterday. The other First Division semi-final is between Pool C winners Grootfontein and Pool B winners Mariental and will be played in Windhoek tomorrow. Fees at the gate (Jan Wilken Stadium) will be N$10 for adults, N$10 per vehicle and N$5 for minors.

A soccer team under the management of Coach Justus Hangula and Quinton Haoseb received soccer kits from a contact from Spain. Chris McKinley and his son delivered the goods on Tuesday to the team. “Well, this is when a friend knows a friend that can help a friend. A football club from Spain gave these goods and ask to hand it out to a team that will need this. We are on holiday in Namibia and I contacted a friend we have here in Namibia to help with this. My son is also playing for a soccer team in Spain and for him, this is also an awesome experience” Chris said. Quinton mentioned to the namib times that they are waiting for the arrival of a volunteer coach from Germany for the under 10 soccer team. “We are very grateful to

get connected with big soccer clubs and get assistance in such a way,’’ Quinton said. Blue Waters Sport Club co-ordinator Sandro De Gouveia recommended this team for the sponsorship.

“I proposed that because I know the tremendous work that Coach Justus Hangula and Quinton from !Narra school in Kuisebmond especially in cricket, is doing. I know the goods will go

to the right people, which are the kids who don’t get the opportunities like other children who have properly organised coaching and leagues being played,” De Gouveia said.

Kudus gereed vir semifinaal teen Wanderers Sportverslaggewer Kudus Rugbyklub sluit later vanmiddag hul laaste voorbereiding af met ‘n kapteins-oefening in Windhoek vir môre se aller-belangrike semi-finaal kragmeting teen Wanderers.
