Despite a number of serious objections from residents and members of Council, Swakopmund Municipality has decided to sign an agreement with the developers of the Waterfront Development that will allow Safari Investments to integrate land reclaimed from the sea into Namibian land. The Waterfront Development project along the Vineta beach has been shrouded in controversy since it was first proposed in 1994. The project has passed through the hands of

several firms since it was first proposed and the design has also undergone a number of changes since it was approved. The construction project, which kicked off

in April 2012 is said to be valued at around N$55 million, but critics of the project argue that the environmental clearance certificate granted for the original plan does not cover the

Jade McClune Worrying news surfaced on Friday that a sailor, identified only as a Russian man, was refused entry to the port of Walvis Bay after he apparently fell sick while the vessel he was on, was sailing past the port.

The namib times learnt through sources in the emergency services that the Russian was refused entry into Namibia on instruction from the Ministry of Health, setting off alarm bells in the local community that the dreaded Ebola virus has arrived on these shores. Namport’s spokesperson Ms Liz Sinbindi said they could not confirm whether the man had contracted Ebola or was refused entry to the port. “Although we as Namport may be in the know of such an action, you will agree with me that it will not be our place to comment on such. “It is worth mentioning that before entering the port all vessels are attended to by the Directorate of Port Health within the Ministry of Health in Walvis Bay.” Sibindi referred all questions to the Directorate of Port Health. Chief Superintendent of the Walvis Bay State Hospital, Dr Amir Shakir said there is no reason to panic: “This was not a case of suspected Ebola,” he confirmed yesterday. “This was a normal case of someone who got sick while at sea.” Dr Shakir said the person was on a ship sailing past the port, when he fell ill. According to Dr Shakir the patient was not prevented by Namibia authorities from coming on shore, but the ship’s crew apparently decided not to bring him on land. Asked whether health authorities in the country are prepared to deal with major health emergencies, such as that presented by the Ebola epidemic, which according to the latest figures from the World Health Organisation, has already claimed the lives of around 4500 people in Africa, he said: “We are ready. We have put measures in place to monitor and screen all ports of entry.” Regarding the sick Russian, who could not come onshore for treatment, he said it is standard practice that they treat the diseases that exist within the country, “we do not bring diseases into the country.”

He said screening measures have now been put in place at the Walvis Bay airport and harbour. Nurses and environmental officers are prepared for an emergency, he said. “In the case of Ebola, we are not too worried. Namibia is free of Ebola and we have not even had any suspected cases.” The dreaded Ebola virus is spreading from West Africa, where it has reached now epidemic proportions. “If Namibians come from the West African region, they have to undergo screening. Foreigners from those places will be screened,” Dr Shakir said. One difficulty relates to dealing with people arriving from West Africa, but who have come into the country because they work here. “We have now put safety measures in place at all entry points. The point to remember is that after infection, the Ebola virus has a 20-21 day incubation period before the victims start to show symptoms. Thus, if anyone visited Ebola-affected countries in April or May and nothing has happened to them since, they do not have the disease.” Sources within the harbour alleged that the sailor may have suffered from a burst appendix, but the indications are that the health authorities are not taking any chances and are in a state of high alert. The Director of Health Services in the Erongo region, Dr Jeremiah Nghipunjwa, who was said to be locked in management meetings yesterday, said his office had not been informed of any such case. “We have been trying our best to prepare and have had a number of meetings with stakeholders. We have also procured protective equipment for staff. Our response is directed by the Permanent Secretary of Health and all suspected cases of Ebola will be referred to Windhoek for investigation. We have put contingency measures in place.” The office of Dr Jack Vries, who heads up the National Health Emergency Committee in Windhoek could not be reached yesterday.

Council records cite expert opinion that the structure of the breakwater “will suffer continuous damage due to wave action and will require continuous maintenance… measured in hundreds of thousands of Namibia dollar” per year, as the rocks are eroded and moved by the waves, especially during the initial years. Because the seawall is outside town lands, it could also not be subjected to town planning and building regulations. It suffered damage on several occasions and was overtopped by waves in stormy conditions, causing damage to the earth-retaining wall and flooding in nearby erven. The proposed harbour is no longer part of the

plan; “The sheltered area may on some occasions with very mild sea conditions allow craft to be moored off, yet such action is considered too risky by fishing boat owners interviewed. It could only be considered as “a possible launch” and “should not be referred to as a harbour.” Three Council members voted against the proposed agreement, including Swapo Party Cllr Anthony Bessinger, who as an engineer, said he could not give his full approval, given his concern that the long-term costs of maintaining the breakwater will be passed onto the ratepayers. Council also noted that the agreement “does not provide suitable protection against the cost of long-term maintenance of the reclaimed land” and the structures built on it. Despite the lack of clarity regarding its jurisdiction to sell land beyond the high water mark, Council voted by four against three to

go along with the proposed integration of the reclaimed land into Namibia, on condition that the SA-based developer, maintains the structures in an acceptable, functional and safe condition. Some Background On 24 April 2012 contractors started working outside the municipal boundary and started moving onto State beach land. On 30 June 2012, the site was severely flooded and on September 2012, they started placing seawall sections outside of the erf boundary on beach sand, dumping rocks alongside the wall sections and close off the public beach. By 5 May 2012 the seawalls failed and it became clear that the groundworks and the seawall joints, connecting the sections of the wall, were unstable. Ground started seeping out back into the sea through the joints in the seawall. Sections of the seawall shifted and moved out of position. Gaping holes started

appearing in the wall. On 3 June 2013 the site was flooded again and on 11 June they had to excavate the completed groundworks behind the seawall. An expert noted that “This reveals failing structural integrity of the seawall and the extent of stress fractures on each of the sections.” It appears that the developers had pasted a membrane between the sections to stop the seepage. Repeated flooding of the area meant that sections of the seawall kept shifting. More rocks were dumped on the seaward side of the wall, but the wall kept shifting and the membrane ripped as the sections moved. On 10 July the developers started adding more height to the wall and the top of the wall had to be chipped away with jackhammers, steel reinforcing was then placed on top to create an internal framework, before concrete was poured on. The wall height was

then extended using expanding foam, but on 24 July the site flooded again. Wall sections still moved and water flowed through the wall, as the membrane between the joints ripped and failed. On 7 August storm damage to the seawall was reported, after powerful waves lifted rocks on the seaward side and threw them onto the site of the groundworks, which was also saturated with seawater. The site experienced repeated flooding late in August, September and November. In December 2013 the contractor had to excavate the groundworks on the landward side of the wall, revealing that gaps at joints had increased and the membrane was ineffective. Seawater was leaking in through the base of the wall. Residents living at beachfront properties to the north of the development are also concerned by what appears to be the steady erosion of the beach in front of their homes.

Camm finally sentenced Pretorius dogs again in error

The long-dragging fraud cases against Allen John Camm finally reached a crescendo, after he was sentenced to eight years imprisonment, of which 2 years are suspended for 5 years.

A nine year old boy was admitted to the hospital on Sunday afternoon after being brutally attacked and suffering more than 20 bite marks from dogs owned by Logan Pretorius.

When asked to give a statement that could save him from a hefty prison term, Camm claimed that he has two minor sons who depend on him and that he wants to be there for his sons in order to raise them. The complainants' general feeling is that justice was served.

Pretorius recently made headlines, when being involved in a kidnapping and assault case regarding 3 minors. Pretorius stood accused alongside Curven Vries, Ashley January and Sandra Riobo in the Meersig kidnapping and assault drama. The boy was on his way home after visiting a friend down Mandume Ndemufayo Street, when he was attacked by 5 dogs and fell down on his stomach when the dogs viciously started biting him. The attack left the boy with more than 20 serious bite marks on his arms and legs. He was immediately admitted to the hospital for treatment regarding his severe wounds and will be discharged by Friday. The boy's parents has opened a case at the police station, with their son being so severely injured, “My son will need psychological counseling after this incident,” commented the boy's father on Monday afternoon. The namib times made contact with Mr Kevin Adams at the municipality, who confirmed that an investigation team from their health division was sent out to the dog owner’s home. The yard currently occupies 4 dogs, of which one is a 3 month old puppy. One of the dogs is said to be living there temporarily. “I was not at home at the time of the incident. I was then called to be informed that my dogs are in the street and has attacked a child. I left my dogs behind a closed gate, I do not know how the gate was opened and who could have done it,” commented Pretorius when asked about the incident.

Camm appeared for sentencing in the Swakopmund Regional Court last week Friday, after admitting guilt on three counts of fraud, alternatively theft by false pretences and theft. He was charged with defrauding the complainants, after posing as an import agent for luxury overseas vehicles, during December last year. More than N$400 000 was deposited in his bank account by unsuspecting “clients”. He however never delivered the cars or the money. At previous occasions, Camm promised to pay back the money, but never did. Instead reports surfaced that he continued to present himself as a car importer, and even while out on bail, supposedly took money under false pretences from another unsuspecting buyer in Walvis Bay. Camm earlier parted ways with his legal representative when it became apparent that he could no longer afford private legal services. He was subsequently denied legal aid on three occasions. After his conviction on Wednesday, 8 October, his original bail in the amount of N$20 000 was refunded. Camm remained in custody until the date of sentencing, because he appeared in court on Monday 13 October, in connection with two new charges of fraud and theft, which came to light recently. Magistrate Gaynor Poulton said the sentencing of Camm will set an example for other offenders, who might think they can get away with fraud. She also said she will show mercy to Camm, as he pleaded

Governor calls for unity among Ovaherero Community Reporter It seems strife in the Herero community has reached an intolerable stage, becoming a matter of concern among Otjiherero leaders across the spectrum. Various speakers, during the recent Wilhelm Zeraeua Day took swipes at the Otjiherero community citing various infights among the Otjimbanderu, Otjimaruru communities and the various advocates of reparations from the German Government for the 1904 atrocities committed against the Herero and Nama communities. At the event, Erongo Governor, Cleophas Mutjavikua, challenged the Otjiherero people to copy from other tribes, who are using every opportunity and resources at their disposal to advance each other through tenders, education, business opportunities, and the general health of the communities. In his challenge Mutjavikua pointed out that change should start with the tone of talks everywhere and deliberate actions to bring about that change. “Talks at play, meetings, home, and at the water holes today, centre around positions and titles,” Mutjavikua stressed. He furthermore challenged the chiefs to work together and talk of things that will improve the livelihood of the people.

Daniel Stramis, the Rally for Democracy and Progress (RDP) councillor at Usakos, was arrested last Monday after he allegedly raped a 13-year-old girl on several occasions.

He was arrested last Monday and appeared in the Usakos Magistrate’s Court on Wednesday. The 37-year-old Stramis was remanded in custody to allow for further police investigations. It is not clear whether the two had been having consensual sex or not, or over what period this had transpired. The Criminal Investigations Coordinator for the Namibian Police Force

(NamPol) in the Erongo Region, Deputy Commissioner Ottilie Kashuupulwa on Sunday said the suspected rape occurred on several occasions. The girl and her grandmother stay in the Hakhaseb residential area of Usakos. Kashuupulwa said the grandmother decided to have the girl examined by a doctor on 10 October after she suspected that she was sexually

active. “After the doctor confirmed that she is sexually active, she was confronted and alleged that she had been raped by Stramis. He apparently also gave her money to encourage her not to tell anyone about what they had been doing,” said the commissioner. This case will be heard again on 27 November. ~ NAMPA

NSi inaugurates new laboratory Piquet Jacobs

The Namibia Standards Institution (NSi) inaugurated their state-of-the-art testing and inspection centre on Friday in Walvis Bay. On behalf of President Hifikepunye Pohamba, Minister of Trade and Industry Calle Schlettwein, did the honours of inaugurating the centre, which was thereafter celebrated in style. “Today marks yet another momentous occasion where our Government can demonstrate the significant importance it attaches to infrastructural capacity building in our country. The establishment of the NSi was a strategic decision by Government to ensure that the country has adequate facilities that are capable of carrying the necessary laboratory tests and measurements to ensure local products and services comply with the relevant standards. I have no doubt this institution will continue to grow

from strength to strength, I wish them success in their future endeavours”, commented Schlettwein. The centre is equipped with a chemical and microbiology laboratory, which acts as an expansion to the testing laboratory, inaugurated in 2008. The Microbiology section will mainly be in service to test food items, especially fisheries products, water and swabs for cleanliness efficacy, which includes testing food spoilage and disease-causing bacteria. The Chemistry section will focus on heavy metals in fish and algal toxins. Ms Asteria Nasheya, a member of the Namibian Standards Council, was present at the inauguration and from her perspective said, “The fast-growing fishing industry, limitations of space, as well as

the need for a specialised technical laboratory prompted the expansion of the small laboratory. This building is built for the future, and houses impressive technological systems, and is fully equipped with advanced instrumentation. Access control is maintained by means of a biometric system, a highly advanced IT

network allows interfacing with equipment, and a CCTV camera system is in place and an excellent fire detection system. The implementation of a laboratory information management system and establishment of an instrument for detecting protein fingerprints of microorganisms, amongst other planned projects, is also in

the pipeline”. The NSi is responsible for coordinating all standardisation and quality assurance activities in the country and represents Namibia at regional and international standardisation bodies. They have a vision of being the key National Standards Body contributing to a world class economy in Namibia.

WHY? The marine resources are limited and currently some of them are overfished or over collected. It is necessary that everybody uses them wisely and carefully to secure the future harvesting needs by protecting the stock. Quantity/number of marine resources harvestable, minimum size limits of fish and crayfish that can be caught, open season etc. help to manage stocks to avoid the total disappearance of some species in our waters. Do not leave bait or fish on the beach! Either take it home or return it to the sea. This food attracts scavengers like jackals and gulls that prey on other bio-diversity. When you are back home after the holiday, it also inflates the predator population. Where can you get a license for angling, crayfish diving & bait/mussels collection?

Namibians lead Africa in defence of biodiversity at COP12

Namibia took advantage of the ongoing 12th Conference of the Parties (COP12) to the Convention on Biological Diversity (CBD) in the Republic of Korea to demonstrate its work on a variety of aspects linked to the conservation and sustainable use of biodiversity. At an international level, Namibia is considered a leader in its approach to the integrated implementation of the three objectives of the CBD: the conservation and sustainable use of biodiversity and the fair and equitable sharing of benefits arising therefrom. In addition to the formal proceedings of COP12, Namibia was invited to and made use of a number of events on the sidelines to share its experiences with the international community on making use of biodiversity as an enabler for poverty alleviation and economic growth. Providing the keynote address at an event organised by the Collaborative Partnership on Sustainable Wildlife Management on 13 October, Minister of Environment and Tourism Uahekua Herunga reiterated Namibia’s commitment

to the sustainable use of wildlife in the face of recent calls from a number of international organisations to ban hunting. Minister Herunga spoke of the importance of sustainable hunting to the tourism industry and wider economy, as well as for rural communities through the translocation of wildlife conservancies and the Wildlife Stock Breeding Loan Scheme of the Ministry. Namibia also presented papers on the national implementation of the Convention, including the soon-tobe launched Second National Biodiversity Strategy and Action Plan; marine and coastal biodiversity conservation measures; our approach to the prevention of wildlife crime; domestic access and benefit sharing legislation; and a study highlighting the trends

in our biodiversity expenditure. As part of the formal negotiations, Namibia also took the lead as spokesperson on behalf of Africa on a number of aspects, including the integration of biodiversity into the post 2015 Sustainable Development Goals, the mainstreaming of gender into the implementation of the Convention, and access and benefit sharing from the use of genetic resources. During the high-level segment of the Conference from 15-16 October, Minister Herunga served as a panelist and speaker on biodiversity and sustainable development as well as the conservation of marine and coastal biodiversity. maintained an exhibition stand during the two week Conference to spread awareness of Namibia’s good practices in the conservation and sustainable use of biodiversity. The Conference is

Some maintenance work at the Mole has been done and new Notice Boards erected all along the Mole basin in both directions, also addressing cyclists, which are a nuisance to some pedestrians. Thank you Municipality, they are looking food, hopefully the vandals give them a longer life-span than the previous ones had. The small jetty in the Mole basin in breaking up, of the original three pairs of wooden pillars supporting the bridge, two poles have broken away completely. A notice, ‘No Entry’ has been put up but a thorough repair is necessary in view of the approaching summer season. Furthermore, the rough sea is chewing away the concrete structure to both sides of the jetty, this needs attention before big problems arise. Our town experienced a few pipe bursts recently with a loss of precious water, with an old pipe

system these breakdowns are unavoidable and the works department was swift to act and repair the damage to the roads. Unfortunately the traffic department did not take any measures to erect the necessary traffic sign boards warning the motorists of the imminent danger due to ongoing repair work. As there are no stop signs in Libertine Amadhila Street from Nathaniel Maxuilili Street right through to Moses Garoeb Street, this long stretch is developing into a racecourse, the only pedestrian markings at the intersection with Lüderitz Street can’t prevent the bad habit that has developed. Residents along the street would very much appreciate a speedbump instead.

We raise out eyebrows in concern over the intended takeover of the Areva water desalination plant at Wlotzkasbaken by government and have it operated by Namwater. From private enterprise to a state-run undertaking is not in the interest of free-market enterprise. Most of the state-run enterprises are badly managed, can’t exist without continuous government financing and lack development plans. Our problem at the coast is a looming water shortage and the handing over to an inefficient operator will not contribute to [re-

ducing] the ever increasing demand. We need increased water production in the hands of a competent operator instead. The general public is delighted with the surfacing of Strand Street between the Jetty and right around the Beach Hotel, unfortunately, stopping there and ignoring ‘Alte Brucke’, as well as The Stilts and other tourist attractions. A year ago the three pillars which served as anchors for a radio tower during the first world war were renovated, a long-awaited improvement. Unfortunately since then

a lot of bushes and weeds have grown around the foundations, spoiling the appearance of these historical structures. A few men could do the job within a limited time. The Swakopmund Neighbourhood Watch has been keeping crime to an absolute minimum, especially at nights, when we pull the blankets up and enjoy a safe night’s sleep. This unselfish service to the community is being done by a group of dedicated men on a voluntary basis, without remuneration for wear and tear of their own vehicles on patrol.

This unselfish service cannot be appreciated enough. We herewith appeal to the general public to give the organisation a handsome donation. Businesses who are already making up their budgets for X’Mas presents, are requested to include the Swakopmund Neighbourhood Watch. Arbour Day The Interact Club of Walvis Bay celebrated Arbour Day by planting a tree at the International School of Walvis Bay on Thursday afternoon. The club annually celebrates this day, and planted a tree at Duneside High School in 2013. Arbour Day is a day in which individuals and groups are encouraged to plant and care for

trees. Today, many countries observes the day as a holiday. The small Spanish village of Villanueva de la Sierra is the town which held the first Arbour Day around the world,

an initiative launched in 1805 by the local priest with the enthusiastic support of the entire population. The first Arbour Day in Namibia was celebrated on 8 October 2004.

Westside High School – Prize Giving 2014

The school's matriculates made their teachers tremendously proud when more than half received merit awards for obtaining an average of 75% and above in various subjects. Extramurally, two learners from the school, Julia Kafugula and Laimi Simuketa represented the Erongo Region in the National debating trials which was held in Mariental. They were awarded a well-deserved second place (silver) for their argumentative skills. Samuel Brandt was awarded with the Photographic Enterprises award for his diligence throughout the year. Apart from maintaining academic excellence, Samuel also served on the LRC as Head of Discipline and

coached the school's soccer team. Keanu Van Wyk, the former LRC chair person was awarded with the Principal's award, for his leadership prowess and academic and diligence. The event reached its climax when the dux learner was awarded. Darren Strauss received this well deserved award for his academic excellence that he has maintained throughout his school career. He also served on the LRC and has been dubbed the Tennis Champion as he has achieved major success in his tennis career in and outside Namibia. The event was concluded when Mario Dos Ramos was announced as the new LRC chairperson and Iouri Khaibes as the Vice Chairperson.

Namibian Inline Hockey breaks new ground This weekend, the Coastal Pirates Inline Hockey Club made Namibian inline hockey history by using two courts simultaneously th to host the 5 national tournament of the Namibian league of 2014. Matches were played across all age divisions between the Otjiwarongo, Swakopmund and three Windhoek clubs. On Friday evening the Swakopmund Indoor Sport Centre was buzzing with activity and the atmosphere was thick with anticipation, excitement and awe as the numerous teams from the five Namibian clubs showed off their skills in passing, defence, teamwork, scoring and saving goals as team after team in all age divisions competed in this last attempt to qualify for the Namibian finals. Spectators filled the stands, or took advantage of being able to congregate near the eating/bar area and watch the action in two directions. The co-ordination of the two courts ran remarkably smoothly. Matches were played well into the night and teams were back on court at the crack of dawn. All the clubs are now anxiously awaiting the accumulated results from the NIIHA league to see

which teams have qualified to participate in the NIIHA finals, which will also be held in Swakopmund, in the SISC, on the weekend of 31 October. Besides the actual NIIHA league games, Coastal Pirates added a new dimension to the annual tournament by including a skills competition. This allowed players to challenge each other in terms of individual performance in either goalie or sniper skills amongst the 8&U, 10&U, 12&U and 14&U age divisions . The crowd witnessed plenty of spectacular goalie saves, and cheered on the shooters as they demonstrated their goal scoring abilities in the battle to determine the winners. According to feedback from players and organisers who have participated in international events, this event and set-up was on a world class standard. In the words of the Coastal Pirates, and Namibian Head Coach, Brian Sobel: “this is so exciting !”

Dolphins behou Roger Hays Wisseltrofee Liesl Losper

Rugby uit die boonste rakke is weereens gelewer tydens die jaarlikse ERA Rugbydag, wat Saterdag op die Narraville Stadion in Walvisbaai aangebied was. Hierdie was ook die vyfde verjaardag van die Erongo Rugby Academy (ERA) wat gedurende Oktober 2009 deur Roger Hays gestig is. Skolespanne het soos gewoonlik ook deel uitgemaak van hierdie sportdag en baie van die toeskouers is van mening dat daar ‘n rooskleurige toekoms op kus rugby wag. Die hoofdis vir die dag was die wedstryd tussen ERA en Dolphin Rugby Klub van Swakopmund. Die Roger Hays Wisseltrofee het weereens die pad na Swakopmund gevat, nadat Dolphin vir ERA met 29-10 getroef het. Die Swakopmund span het ook verlede jaar as wenners uit die stryd getree,

nadat hulle vir ERA in ‘n naelbyt wedstryd met 2822 geklop het. Dolphins se drieë, die afgelope naweek, is deur Donavan Hummel, Nevine Nell, Phillyn Strydom en Ngunee Ngaiko gedruk. Mark Clarke was ERA se puntemaker en het met een drie, wat hy self verdoel het, asook ‘n strafskop vir Era se 10 punte gesorg. Walvisbaai Primêr het in die o/9 kategorie vir Narraville Primêr met 25-0 en 15-10 in hul twee wedstryde oorrompel. Narraville Primêr se o/15 bulletjies het egter die bordjies tydens hul wedstryd verhang en ‘n sege van 30-12 teen Walvisbaai Primêr behaal. Mnr Calvyn Besser van

Dolphins rugbyklub het sy tevredenheid rakende die span se vertoning uitgespreek en aangevoer dat dit as goeie voorbereiding vir die klub se jaarlikse Day of Dolphin gedien het. Day of Dolphin word op 1 November in Swakopmund aangebied en hierdie is beslis een van die hoogtepunte op die kus se sportkalender. Mnr Allan Hartung van ERA het ook sy tevredenheid oor die rugbydag uitgespreek en noem dat dit ‘n reuse sukses was. “Hierdie jaar het ons dit bietjie anders gedoen, deur nie ‘n rugbykliniek vir die jongspan aan te bied, soos verlede jaar nie,” het hy voorts genoem.

Boksers, Franciano “Danny Boy” Albinus en Gotlieb “The Bite” Ndokosho gaan op 1 November hul IBF Internasionale titels in Windhoek verdedig en volgens die twee Swakopmund boksers is hulle slaggereed en in top kondisie. Dannyboy en Ndokosho is albei Internasionale Boks Federasie kampioene en gaan hul titels in die Windhoek Buitekluboord verdedig. Die twee gaan teen teenstanders van Suid-Afrika en Argentinië kragte meet. Volgens hulle het die gevreesde ebola virus,
