Young boy loses battle against pneumonia Madelaine Laubscher
A three-year-old boy who was diagnosed with cancer in October 2013 lost his battle against pneumonia and sadly passed away on Sunday morning. Almero Alexander Gurirab was diagnosed with Leukemia (Burkett’s Lymphoma stage 3) last year and had been in Windhoek Central state hospital since then. His mother had to resign from her work to be with him all the time. The newspaper spoke to the grandmother of Almero, Mrs Estelle Smit. “Almero was diagnosed with cancer last year. His
condition worsened and thus he was put into the Intensive Care Unit (ICU) in the Windhoek Central state hospital. He was diagnosed with double pneumonia on top of the cancer recently. He only had two chemo treatments left before he would have been released from the hospital to return home, but he was still on a ventilator in the ICU.
One moment he was fine and the next his condition got worse again. On Saturday morning his chest was swollen and pipes were inserted into his chest to pump fluid from his lungs. However, he lost the battle and passed away on Sunday morning at 10:30,” she said. “The doctor told us that it was not
the cancer that caused Almero to pass away, but he lost his life due to the pneumonia. He would have turned four years old on Monday,” she added. A memorial service will be held on Wednesday at Mrs Smit`s house in Narraville, 13 Begonia Street at 19:00. Her contact number is 081 647 3646.
EPC to run Martin Luther site The historical site of the Martin Luther monument alongside the B2 road on the outskirts of Swakopmund has been leased for five years to EPC Events and Catering (EPC). The area, measuring about 2 000 m², will be leased to EPC Events at a cost of N$920 per month, subject to an annual increase of 10%. Council noted, however, that the additional piece of land that EPC applied for cannot be approved and that a separate application would have to be made in this regard. Council stipulated in its original invitation for proposals that any business proposal “must enhance the heritage status of the Martin Luther historical site” and the lessee will have
to “maintain the site, building and other improvements” for the duration of the lease period and will be responsible for providing 24-hour security to the site. Besides a security worker, they will also not be allowed to accommodate any employees at the site. Council further ordered that when recruiting workers, EPC should “give preference to one existing employee, Mrs Gerlinde Nuas,” who previously worked for Namib-I, on the same terms she had enjoyed before.
Martin Luther EPC will also have to maintain the logo of Namibia Breweries on the display board outside for the duration of the lease period and may not erect any structures that may obscure the Martin Luther monument from the road. All objections against the lease were rejected and
will be submitted alongside Council’s motivation to the Minister of Regional and Local Government, Housing and Rural Development. Council will thus apply to the minister to proceed with the extension of the current lease of the cafeteria to EPC until the end of November 2014.
The appointment of Aqua Utilities Corporation (AUC) as the main operator of the new sewerage and purification plant and pump station has in principle been approved by the Swakopmund Town Council. The contract is worth an estimated N$10 million per year.
A thorough cost analysis still needs to be done before the contract is compiled and approved, but the appointment of Aqua Utilities has in principle been approved, Council indicated at its last meeting. The contract would be for five years initially, with the possibility of renewal. The operational cost of the new sewerage plant was estimated by Council in mid2012 to amount to N$9.6 million per year. The construction of the facility was financed wholly from Council’s own funds. available locally. The shareholding of the main operator (AUC) is held by Aqua Service Engineering, a local subsidiary of Veolia Water Inc. The other shareholders are Epoch Consulting, a new black empowerment consulting firm, which says it is involved in “engineering, economics, mining, water management and construction”, as well as Kumwe Investment Holdings and Patron Investment Corporation. Kumwe is an empowerment group comprising a number of well-known and politically-connected Na-
mibians, including Jason Nandago, Joan Guriras, Rairirira Mbetjiha and Victor Tonchi. Black empowerment group, Patron Investment Corporation, which says it aims to increase Namibian ownership and management of the country’s resources, also holds a stake in EVI Gold, which in turn holds 8% ownership the Otjikoto Gold mine. Following the conclusion of negotiations with AUC, the agreement will have to be tabled to Council’s Management Committee for final approval.
At its last meeting the municipality approved the applications by two organisations concerned with the welfare of children, Tears of Hope and Ndatitangi Day Care, to set up the places of safety for children in Mondesa. No objections to the proposals were received from the public and approval was thus granted to operate places of instruction at Erf 3703 and Erf 368 in Daniel Kamho Street, Mondesa. Tears of Hope will be allowed to operate as a place of safety while the rezoning of the property from residential use to institutional is ongoing. Jade McClune The Swakopmund Town Council has approved the application by Disa Landscaping to lease 20 000 m² of land to set up a lawn farm immediately to the south of the new sewerage works. Mr Erich Knuffel of Disa Landscaping wrote in his application that they intend to develop the central sports fields and were hoping “to reap the lawn sods during mid-November to January when all sports activities are at a standstill.” Disa Landscaping thus applied to “lease a piece of land at the new sewerage plant with a supply of effluent water to establish a lawn turf nursery” over an area of 2 - 3 hectares (20 -

In his application Knuffel noted that they plan on making a substantial capital investment and were looking at a long-term contract. “Apart from job creation I think we both will gain from this,” he wrote to the Swakopmund CEO at the end of 2012. The area had earlier been earmarked by Palms for Africa for a compost plant and related business activities, but they withdrew their application
due to the restrictions on setting up permanent structures in that area. A lease period of one year, with the option of renewal was approved at a monthly cost of N$0.089c last month. The rental fee was calculated per square metre, based on the rental fee of R&R Karting nearby, which amounts to N$0.089c per m2 or N$4 450 for 50 000m². There are a number of conditions attached to the
agreement: the lease remains subject to a bail-out clause, which means it would have to be returned to the local authority should Council at any time want to use the land, subject to a three month notice period. Potable water and purified effluent connections will have to be paid for by the applicant. They will also have to build their own access road and ensure that waste water is disposed of safely, as there
is no connection to the sewer system. No permanent structures may be erected at the proposed lawn farm, nobody may overnight on the premises and a three metre clean space must be maintained around the boundary walls. The agreement will commence in the month following approval from the Minister of Regional and Local Government, Housing and Rural Development.

Standard Bank warns against SIM-card swop The latest fraudulent activity, called SIM-card swop, is of great concern to financial institutions and Standard Bank Namibia sent out a stern warning in this regard. “Fraudsters obtain and utilise your swopped SIM-card to acquire security messages and onetime passwords (OTP) sent to you by the bank. Using the OTP, criminals are able to change, add beneficiaries and transfer money from your account using your personal information that they would have obtained”, explains Thaddius Maswahu, Head of Marketing at Standard Bank Na-

ECN extends provisional voters inspection period The Electoral Commission of Namibia (ECN) has extended the inspection period of the provisional voters register until the end of April. This follows formal complaints lodged by some registered political parties and individuals that the initial period was too short. The first inspection period started on 3 April and ended on 15 April. The display of the provisional voters register is provided for in the electoral law. According to ECN Director of Operations, Theo Mujoro, this is to afford registered parties and vot-
ers an opportunity to ascertain the veracity of voters’ details or lodge objections against any voter believed to have been unlawfully registered. The ECN had apparently learned that over one-thousand voters had registered twice after the general registration of voters was concluded. Mujoro pointed out that it was no longer an issue as the newly acquired biom-
etric system detected all irregular entries. He also referred to the issue of the names of deceased persons on the provisional voters register and said that the ECN was busy addressing the issue in consultation with the Home Affairs Ministry. He gave the assurance that those names would be removed before the final voters role was prepared and gazetted.
Korean ferry captain to be charged The captain of the South Korean ferry that capsized off the country’s southwest coast is facing a criminal investigation, amid unconfirmed reports that he was one of the first people to jump to safety as the vessel began sinking. The Sewol ferry was carrying 475 passengers and crew when it capsized last week Wednesday. The government anounced that nine people were found dead and 179 were rescued, leaving about 290 people, most of them
teenaged school children, missing and possibly trapped in the submerged vessel. An official from the country’s coast guard confirmed that the captain, identified as Lee Joon-seok, 69, was being questioned and was
the subject of a criminal investigation. Media reports said he was facing the possibility of charges of negligence leading to death and also for violating a law that stipulated the conduct of shipping crew.

Turkish Maritime Task Group (Barbaros TMTG) will visit Walvis Bay and 18 other African countries, for the first time, during the first week of May. The group’s visit will eventually include more than 24 countries. The Barbaros TMTG, which was activated by the Turkish Naval Forces on 17th March, will conduct port visits from May 1 to 3. The vessel will sail a distance of more than 15 000 nautical miles over 102 days and will carry out training activities before returning to Turkey on 27 June, according to a press release from the Office of the Secretary General of the Turkish General Staff and Naval Forces. The task group will visit the Namibian port city with two frigates and one corvette. Barbaros TMTG consists of the TCG Gediz (F-495), TCG Orugreis (F-245) frigates, the TCG Heybeliada (F-511) corvette and the TCG Yarbay Kudret G|ngvr (A-595) a logistic support ship. The ships will be open for visits by members of the public and its crew members will distribute food aid for drought stricken areas and other aid material in the Erongo Region in coordination with the local authorities and the Namibian Navy. The Barbaros TMTG aims to demonstrate maritime presence at world seas, enhance the Turkish foreign policy, and positively contribute to bilateral relations with African countries. The Task Group supports antipiracy operations and contribute to maritime security in the Indian Ocean. The TMTG will take part in the Obangame Express Exercise planned by the United States Africa Command with the participation of West African Countries. Throughout the vagaries of her service career, the vessel has received the moniker the "Ghost of the Seas". TCG Heybeliada has a displacement of 2 300 tons, is 99.56 metres (326.6 ft) in length, 14.4 metres (47 ft) in beam, and has a draft of 3.89 metres (12.8 ft). She is powered by two diesel engines and a gas turbine,
with a power of 30 000 kilowatts (40 000 hp), driving two propellers, and is capable of speeding up to 29 knots. She has a range of 3 500 nautical miles (6 500 km; 4 000 mi) at 15 knots, and has an endurance of 21 days with logistical support and ten days while operating autonomously. She has a crew of 93, with space for up to 106. TCG Heybeliada is equipped with GENESIS combat management system that controls search and navigation radars, electronic warfare suits, weapons, countermeasures, communication devices, underwater and onboard sensors. The ship is armed with a single Otobreda 76 mm gun, two Aselsan STAMP 12.7-millimetre (0.50 in) guns, eight Harpoon missiles, 21 Rolling Airframe Missiles and two 324-millimetre (12.8 in) Mark 32 triple launchers for Mark 46 torpedoes. Electronic warfare systems include a dedicated EW radar, laser/RF systems, ASW jammers, and an SSTD system. Communication and navigation systems involve satellite communication, X-band, navigation, fire control and LPI radar, ECDIS, GPS and LAN infrastructure. The radar suite is the SMART-S Mk2, built by Thales. The ship is fitted with sonar developed by the Scientific and Technological Research Council of Turkey. The whole platform is managed by an advanced integrated platform management system. The ship is capable of carrying Sikorsky S-70 helicopter or unmanned aircraft, along with the associated armaments, 20 tons of JP-5 aircraft fuel, aerial refuelling systems and maintenance facilities.

Katali irked by locals selling EPLs to foreigners According to an article published in a daily on 16 April 2014 entitled “Katali irked by locals selling EPLs to foreigners”, Minister Katali is deeply disturbed by many Namibians who are holders of the exclusive prospecting licences (EPL’s) in the mining sector, but opt to sell them to multinational foreign companies, and remain mere proxies. He is quoted to have added the following: “However, what is deeply disturbing our ministry and the government as a whole, is the fact that these EPLs have become ‘get rich quick’ schemes, for our own people who have previously benefited from the acquisition of these licenses”. The Minister made these remarks as a guest speaker at the Namibia Chamber of Commerce
and Industry (NCCI) northern branch’s annual general meeting at Ongwediva on 15 April 2014. What is significant is the fact that the EPL’s being held by the companies wanting to mine marine phosphate were all allocated by the Ministry of Mines and that all three the major ones of these companies are overwhelmingly foreign controlled, Namibia Marine Phosphate
(85% by Australia and Oman), LL NP (90% by Israel) and Chatham Rock Phosphate (nearly 100% by New Zealand). So what is not clear is whether these EPL’s were allocated to Namibians in the first instance or to foreigners applying for them ! Very disappointed Citizen I am quite disgusted with the service received during the course of the last 3 weeks with one specific company in the Industrial area in Swakopmund. We contacted the manager first of all to find out about a quotation for erecting walls to build an office inside a warehouse. After numerous visits there and phoning we did not even get a call back to say that he is busy and will attend to our quote enquiry – NOTH-
ING. Again we went to the office and spoke to the clerk this time, lots of promises to receive a quotation the following morning. Needless to say, nothing was received. Four follow-up calls later during the course of that day and more promises made – still nothing.
Do they make so much money that they do not need more business? We also have our own business and try our best to satisfy our clients as they are our bread and butter at the end of the month. The problem is this is the only business of the sort at the coast, what do you suggest we do?

Sy het my na 'n dame hier by die bank met my vorms gestuur
wat ook nie tyd vir my gehad het nie want sy was besig!! Sy moes my help met invul van my vorms maar het my net laat teken en gesê sy sal dit aan die dame gee as sy van Windhoek af terug kom. Nou na ‘n maand van navraag en soebat vir ‘n antwoord is my aansoek uit 'n 'BOX' gehaal waar dit deur die dame ingegooi is. Wel, deur een van hulle en nie Windhoek toe gestuur is soos gesê is nie. Nou is altwee die dames uitstedig, nie beskikbaar vir enige navraag of vordering met my aansoek nie. Intussen het my kontrak met eienaar verval en moes weer hernu word. Uiters swak en onprofessioneel sy behoort saam met die ander afgedank te word oor hul laksheids.
Die bankbestuurder behoort 'n bietjie oor sy werknemers se skouers te loer wat hul doen. Wat nog 'n frustrasie is as jy by die bank kom is dat hul computers nog nie aan is as hul deure vroegoggend oopmaak om kliënte te help nie, jy staan ure in die ry want hul werk soos trapsuutjies. Of jy vul jou naam in die boek in en sit op die stoel en wag om gehelp te word en as jy sien is die dag om en almal is voor jou geroep, sommige het nie eens hul name ingevul nie, en die bank wil al toemaak. Anri Jacobs
The 27-year-old Jacques Pienaar is yet another talented artist from Arandis. He grew up in Leonardville but now lives in Swakopmund. The talented Jacques mostly uses graphite, charcoal and colour pencils in his drawings. Even though he has no formal training and is a self-taught artist, his talent speaks for itself through his works. The art touches the hearts of most people and even the young ones. The desire also caught Jacques at a young age. Jacques started drawing when he was a child. “I used
to draw cartoons then later on as a teenager, I started drawing faces of my classmates at school. I remember in high school, the principal of Swakopmund Secondary School at that time asked me to do a portrait of him. He was so impressed that he bought it and took it home with him.” Jacques said that he ventured into art because he genuinelyenjoys it and it gives him a sense of

purpose and respect. When asked who inspires him he said, “I always admired the work of Leonardo Da Vinci. There is also another artist that goes by the name of 'The illest-rator'. These artists inspires me. I mentioned these two artists but my inspiration and encouragement lies with every realism artist that comes up with something great, this makes me want to do greater things through my art.” In life and in art, inspiration and motivation is a much needed aspect. When asked what the best advice is that he has been given as an artist, he shared, “Don’t you neglect your talent Jacques. You are going to make big money with this someday.” A part from drawing, Jacques tries to venture into other forms of art such as sculpting and music as well as going out dirt biking sometimes. He however added that he struggles to find time for everything. This is also due to the fact that he currently has a fulltime job at Rossing. At the moment Jacques is mostly busy with client portraits. He added that his next piece will be

a huge drawing with vivid colours. He further explained, “This one will be different because it’s going to be from my imagination.” Many artists struggle to find ways to sell their art. Jacques however mostly markets his work through social media. He added, “I don’t usually sell my art through art galleries. I don’t expect to make money from what I do but it would be nice to have an exhibition someday soon.” Regarding the workspace, Jacques explained that he doesn’t have an art studio or anything of that sort at home. All that he needs is a clipboard, paper and a pencil. We asked Jacques what he sees as the importance of art in everyday life as people easily lose touch with their creative talents by concentrating on surviving and earning a living through formal jobs. He said, “I don’t make a living with my art, although I get clients from time to time who ask me to draw portraits of themselves, their kids and/or loved ones. Art for me is awesome and amazing. I hope to make the statement that anybody can be a Michelangelo if they just focus, practise and learn.” For those who have not seen Jacques’ work, you can follow him on various social media platforms such as Facebook and Instagram. He further added, “My art isn’t in any of the art galleries in Swakopmund yet. I keep them all in my little flat and in files. I just don’t know what to do with them.” When asked what we can expect to see from him in the future he added, “Who knows, somebody or some art organisation might discover this great artist.”

Erven 4079 and 4080, Swakopmund measures ± 950 m2 and 948 m2 in extent respectively. According to the Swakopmund Town Planning Amendment Scheme the erven are zoned for “Single Residential” purposes with a density of 1:600. It is the intension of our client to rezone Erven 4079 and 4080, Swakopmund Extension 11 from “Single Residential” with a density of 1:600 to “General Residential 1” with a density of 1:100. It is further our clients' intention to consolidate Erven 4079 and 4080, Swakopmund Extension 11 and construct a licensed hotel with a bulk of 1.0 on the consolidated erf (measuring 1898 m2). In terms of the Swakopmund Town Planning Amendment Scheme one can with consent from Council construct a Licensed Hotel on a “General Residential 1” zoned erf. The intended consolidation will enable the erf to meet the minimum erf size requirement (1500 m2) for a Licensed Hotel as stipulated in the Swakopmund Town Planning Amendment Scheme. The intended rezoning and subsequent consolidation will enable the owner to construct a Licensed Hotel with a maximum floor area of 1898 m2. Further take notice that the locality map of the erf lies for inspection during normal office hours on the town planning notice board at the Swakopmund Municipal Office and SPC Office, 45 Feld Street, Windhoek. A husband, father and proud grandfather. Johann passed away peacefully in his sleep after many years of ill health. We thank our family, friends and those who touched his life. We as a family appreciate every word and hug of comfort, every sms and phone call, flowers and support in every way. A special thank you to Dr Theo Potgieter for his determination to get Johann well and to Gabriella and her fantastic team for not giving up. The family will scatter his ashes in Keetmanshoop, the last place he enjoyed in the veld. A donation in lieu for flowers to the SPCA will be appreciated
