CBD inferno Continued from page 1 the inferno. According to one member of the public at around 18:30 while he was in the internet cafe next to Fashion World he saw smoke coming from the ceiling. He is yet to make a statement to investigators, as he left for Cape Town on Sunday early on a business trip. One of the firefighters on the scene on Saturday night explained there was little they could do to stop the fire from consuming the clothing shop and cash loans, as it would have been too dangerous due to extreme heat and danger of the roof collapsing. They concentrated saving the adjacent buildings and had to leave the fire from dying out by itself. Four fire trucks were used to put the fire out, whilst a fire hydrant nearby provided the bulk of the water. Fire consultant and training instructor, Mr Willie van Zyl, was contacted yesterday and confirmed he too visited the scene of the fire yesterday. He supported the current belief that an electricity short circuit in the ceiling of Fashion World started the fire. Van Zyl is the former fire chief of the municipality of Walvis Bay with more than three decades experience in this field. Walvis Bay municipality's current fire chief, Dennis Basson, confirmed yesterday his investigation leans towards an electricity short circuit as the cause. He was critical of reports indicating arson and said his investigation is focusing on two possibilities but both concern electricity as the culprit Both van Zyl and Basson praised the fire brigade for their work to control the fire and prevent it from causing collateral damage to the central business district of the town or deliver harm or death to nearby residential abodes. This building dates from 1964.

Local authorities should render effective services - ALAN
Local Authority leaders should ensure that national development agendas are met, predominantly in the areas of reducing economic inequality and enhancing social justice. Oshakati Mayor Katrina Shimbulu said this during the Association of Local Authorities in Namibia's (ALAN) first management committee meeting for 2016 in Oshakati on Saturday. “Our communities need our prompt intervention in the fight against poverty and in the provision of effective services to meet their needs,” she said.
Continued from page 1 September 2011 and December 2014 as an aerodrome inspector, and as an air traffic controller before becoming an inspector. George was quoted as saying her appointment is another opportunity for her to grow in her career. She said the challenges ahead are encouraging her to work hard and “plant seeds of success”. “My experiences from being a regulator will come in handy and I'm sure with all the necessary support, we can deliver for Namibia's prosperity,” she said. George will be reporting to strategic executive Leonard Shipuata, who heads Business Unit Two at the NAC, which includes the Walvis Bay International, Ondangwa as well as the Eros, Rundu, Katima Mulilo, Keetmanshoop and Lüderitz airports. Also quoted in the statement was NAC Chief Executive Officer Tamer El-Kallawi, who said: “We are excited about having her on our management team. She has over the years proven to be a reliable person and we are confident she can add value to our operations, especially at the Walvis Bay International Airport.”
The meeting, which was aimed at mapping out the way forward in the execution of the Local Authorities' duties, was attended by representatives of Local Authorities countrywide. In his remarks, the association's acting president Leonard Jona from the Eenhana Town Council said the only way ALAN's goals can be achieved is if its members are re-liable and ready to fight the battle against po-verty at both regional and local level. “It is crucial for both board and staff members of ALAN to communicate well with the members to find out all their needs,” said Jona, who is the chairperson of the Eenhana Town Council management commit-
tee. In his a speech read on his behalf at the event, Oshana Governor Clemens Kashuupulwa said it is imperative that ALAN be appropriately recognised in order for its mandate and financial sustainability to be enhanced. “It would be important to follow this up with appropriate policy and legislative instruments to cement this relationship and properly recognise ALAN,” he said. Kashuupulwa urged local authorities to debate issues of creation of employment, poverty reduction, revival and sustenance of economic growth, as well as reduction of inequality in income distribution. He also encouraged members to find inno-

Pitbull - meet the softer side Liesl Losper With concerns growing rapidly that many Namibians are supporting the illegal sport of dogfighting, and the steady supply of dog breeds like the pitbull finding their way into this obscure world, either as specially bred puppies or a stolen animals, a new organisation has seen the light to counter this evil and create a healthy awareness and idea of owning a pitbull. The organisation will host a number of shows each year to bring pitbull owners together and create a platform where owners can exchange ideas and to nurture a culture of responsible dog ownership. Nam Show Pits, the second show body in Namibia after the Namibia Pitbull Association Show, says it wholly dedicates itself to showcase this dog breed in a more positive light. The organisation is totally against animal cruelty, against the idea of dogfighting and in favour of the law as a means to deal with people making themselves guilty of organising and attending dog fighting events or supplying and training dogs. Shervin Paulse and Tommy-lee McNab launched Nam Show Pits in January this year. The organisation is affiliated to SA Show Pits. This show is aimed at showcasing the pitbull in a much more positive light. It allows owners and those thinking of getting a pitbull a platform to meet up and discuss the breed for what it really is. Shervin Paulse, founder of the Nam Show Pits explained to namib times recently the main objective is to educate the general public on the ownership of pitbulls. “We strive to produce champion and grand champion show dogs. We cater for both registered and non-registered pitbulls. We are striving to organise 6-8 shows
for this year alone. We tend to bring out the best in the American pitbull terrier by testing their muscle strength, endurance and mental ability,” Paulse explained. So far 34 entries had been received and these events are expected to bring pitbull owners together in a fun, yet challenging atmosphere and show off their animals in a responsible and animal friendly atmosphere. Weight pulling [the first ever to be introduced in a dog show] and high jump are some of the competition activities. An accumulation of 1 000 points can ensure a dog the title of champion or grand champion (2 000 points). Paulse admitted finding sponsorships for these shows are not an easy task. Unfortunately it is a reality that dog fighting gave responsible and accountable ownership of pitbulls a bad name. A perception Nam Show Pits would like to reverse. Their first show will be hosted this coming Saturday at Jan Wilken Stadium. Strong rules and regulations will be in place. Paulse requests the public to attend this show and “meet the dogs.” There are so many misconceptions about the pitbull dog species and through these events he wishes to turn the negative tide. On the photo accompanying this article, Paulse with his pride - Paris, his Pitbull - a Namibian Champion.
Book on environmental law and policy launched The third fully revised edition of a book on environmental law and policy in Namibia was launched in the capital on Thursday. The first edition of the book titled 'Environmental Law and Policy in Namib i a - To w a r d s Making Africa the Tree of Life,' was first launched in 2011, and the second in 2013. The third edition includes some new chapters and sections on topics such as environmental management and disaster risk management. Minister of Environment and Tourism, Pohamba Shifeta said at the launch environmental law and policy have one common goal, which is to achieve environmental sustainability within the overall framework of sustainable development. “Obviously environmental sustainability has not been a major concern in the past at global and national level, otherwise Namibia would not have to deal with a range of difficult environmental challenges, including amongst others land degradation; water
scarcity; pollution; deforestation; biodiversity loss; and climate change,” he said. Addressing these challenges, he said, requires unimpeded determination on the
part of policy makers. “Policy-makers need to make informed decisions that are just and sustainable, both for people and the environment. “The book offers a comprehensive collection of
policy areas where environmental concerns are crucial and supports policymakers by providing clear and accessible briefings. (Nampa)

Let them be caught It's strange that people complain about traffic officers not doing their work, yet the people warn other road users of speed cameras. Why? Let negligent road users be caught because they're risking other people's lives. Recently four imported cars were speeding, overtaking on blind rises and into oncoming traffic, all using their cellphones. They have no regard for other's lives. Anonymous
As my optelsom reg is, bring dit my by die S.P.C.A. en kindershuise.

Shifeta wants Muniaro to withdraw allegations of sale of Etosha National Park Sharlien Tjambari The Minister of Environment and Tourism, Pohamba Shifeta have issued a letter on 18 February this year which was addressed to the President of the National Union of Namibian Workers (NUNW), Ismael Kasuto demanding Muniaro to withdraw his allegation about the sale of Etosha Pan. Last week the NUNW cies, distortions and threat to the stability of Secretary General, mythologies which the Namibian nation,” Job Muniaro called a may pose a serious warned Shifeta. press conference without consent from the president and vicepresidents of NUNW. During the conference Muniaro claimed that the government was trying to sell Etosha National Park. In his letter to Kasuto, Shifeta said it is utterly devoid of any truth that the government is selling Etosha and that he categorically reject this irresponsible and damaging statement. Shifeta said he takes serious exception of such utterances of crude lies done with the intention to cause commotion and sow unnecessary confusion. Shifeta described Muniaro's allegations as a conspiracy to corrupt public morals and thereby cause public resentment towards the government of Namibia. Shifeta also stressed out that the ministry of environment and tourism and the entire Namibian government has an open door policy. In his letter Shifeta also said that Muniaro failed to make any attempt to enquire from the ministry about the socalled sale/auction he alleged. “ I would like to put it on record and in no uncertain terms that the government of the Republic of Namibia has no intention or contemplation, now or in future, to dispose off Etosha National Park or any other Parks in Namibia for that matter,” said Shifeta in the letter. The purpose of the letter to Kasuto was to demand that NUNW amplifies its basis or causes Muniaro to substantiate the allegations and amplify grounds of his action within five days or publicly withdraw them and Shifeta said if Muniaro fail to do so, he will hold the NUNW liable for Muniaro's allegations. “I expect you in future to guard against falla-

Spoedbeperkings is net daar oor twee redes. Kom maak 'n voorbeeld.

4 Swakopmund dancers off to Spain Sharlien Tjambari Last year July Leanne Magson, Julian Lettenbauer, Jessica Strydom and Jelaine Strydrom competed in the International Fine Art Association Grand Prix dance competition that was held at the Swakopmund Dome. Little did these four dancers know their performance would land them a much sought after finals in Spain from 20 to 29 March this year. Leanne (9) made it through dancing three duets and two solos. She is a Grade 4 learner of Pro-Ed Academy. Her hobbies are drawing, modelling, singing and cooking with her mum and the Little Bakers Club. Her inspiration comes from watching Jelaine at a dance show. Leanne performed after dancing only for 6 weeks and that inspired her to dance and be as good as Jelaine. She is so excited about the trip to Spain. She is also super excited about visiting the Euro Disney in Paris and meeting all her favourite Disney characters. She wants to do her very best in Spain and hopes to bring home medals and trophies. She would like to thank her family who has stood by her always and also a very big thanks to her teacher Kim Garny “the best dance teacher, she is the sweetest and most loving teacher, she said. Leanne would be performing hip hop duet, hip hop solo, jazz solo and musical duet with Julian. Julian (8) made it through dancing two duets. He is a Grade 3 learner of Private School Swakopmund. His hobbies are reading, piano, gymnastics, swimming, soccer, tennis, guitar, and TV and Computer games. His inspiration is the love he has for dancing and having fun while dancing and he has the best teacher in the world. He is super excited about Spain. He hopes to have loads of fun in Spain and of course to win. Julian is also really looking forward to touring Spain and visiting the water parks. Jelaine (15), a Grade 10 learner at Pro-Ed Academy made it through rapping, dancing hip hop and contemporary solo. Jessica made it through singing two songs in the open category with her sister Jessica (13) in Grade 8 in Pro-Ed Academy. Jelaine and Jessica both have the same hobbies as sisters and they both love to sing and dance. They are both very excited about Spain and looking forward to showing their talent to the world to see. Jelaine will be performing rap solo, contemporary solo and hip hop solo while Jessica will be singing two songs in the open category in Spain. The four would like to thank Kim Garny the dance teacher for Kim Dance and Fitness Studio and want every Namibian to keep them in their prayers and to support them.

Oorlog is verskriklik. Immer Wes is Joubert se tiende boek.

PAMS reunion dance 2016 ErongoRED media excursion Continues from page 12....
Primêre Afrikaansmedium Skool Swakopmund (PAMS) now known as Swakopmund Primary School will be having a reunion dance on the school premises on 26 March as part of fundraising for upgrading the school facilities. According to Annemarie Mater, a teacher of SPS and organiser of the dance, there is no maintenance budget from the government side and the parents are not able to turn this around. Mater explained many years ago (since 1979 until 90s) parents showed own initiative to keep the school in a good condition. These parents were from the higher-income salaries group. “We have tried for a few years now to get contri-

butions from parents, but they are just not able to help,” said Mater. SPS is trying to get donations from ex-learners and local companies before the reunion in order to buy the poly filler, sanding paper, oil paint, brushes. The holes in the corridors must be filled a week in advance to dry and they place the paint and brushes at the various areas for reunion attendants to work in groups.” Mater added the dining-
room does not meet standards and they would like to upgrade it as well. The renovation and upgrade will be done at the school during the day and there will be a cowboy dance for fundraising with lots of surprise elements. To give back as much as possible to help with the big holes in the school budget, the school would like to try to get some of the ingredients of the meals of the day sponsored.

NAMIB TIMES 15 All of this is Namibian money. The Namibian listed assets available to invest this money in are listed in the following table in NAD:
Market report The NAD is pegged to the ZAR for a few good reasons In the press and on social media there have been calls for the Namibia dollar (NAD) to de-peg from the South African Rand (ZAR) due to the ZAR's recent depreciation. The question of why the Botswana Pula can be “on its own” is also asked often. In this newsletter we explore the reasons why the NAD remains to be pegged to the ZAR. Trade deficit Part of the value of a currency is determined by the demand for products exported from that country. Foreigners need NAD to buy our export products and Namibians need foreign currency to buy imported products. A currency strengthens when there is more demand for its products.
The Namibian current account surplus seen in the late-1990s and most of the 2000s switched to a deficit in 2008 and has recorded a shortfall since then. This trend is not expected to reverse soon. So capital leaves Namibia to buy these foreign goods and less capital flows back to buy Namibian goods. Availability of local assets The other reason why capital leaves Namibia, is due to the scarcity of Namibian assets to buy. The capital in Namibian retirement funds and insurance assets exceeds NAD 135 billion. The Pula Myth There is a prevailing myth in Namibia that the Pula is a free-floating currency, depegged from the ZAR. The arguments are that if the Botswana Pula can be “on its own”, why can the Namibian Dollar not be? The exchange rate regime in Botswana is a crawling peg. This means that the exchange rate is pegged to its important trading partners. It is, therefore, tied to the ZAR and the Special Drawing Rights currencies or SDR. It is not “on its own” at all. The SDR is a basket of currencies which is put together to reflect movements in the Pound Sterling, the US dollar, the Euro, Japanese Yen and recently the Chinese Yuan. Hence the effective exchange rate index is calculated based on a weighted average of these currencies. The appreciation or depreciation of the local currency (the Pula) will then vary in tandem with the changes in these currencies. One can see this in the below graph, how the value of the Pula falls between that of the ZAR and the SDR currency basket.
This means that more than NAD 90 billion has to find another home, because there are no assets, besides cash, for it to be invested in Namibia. Emerging market exposure The next important point is that the value of the ZAR or NAD has a lot more to do with how much appetite foreign investors have for risky assets than what actually happens in SA. The basket of emerging markets like Brazil, Russia, India, China, Mexico, Iran, Colombia, Poland, Kenya and yes, South Africa is regarded as a “risky asset”. That means, when investors gets spooked for whatever reason (weak economic prospects, terrorist attacks anywhere, equity markets plummet, surprises in statistical data, unrest in the Middle East etc.) they withdraw from emerging markets and run to the “safe havens” of the US and Europe. The ZAR just gets swept along in the tide of foreigners selling off emerging market assets. See the below chart of emerging market currencies against the USD over the last 5 years. They all follow the same pattern, regardless of the individual factors in each country.
Namibian trading partners In terms of the current trade statistics data for 2015, it does not look like there is much point in pegging the NAD to any other currency. South Africa and Botswana (currency tied to ZAR) constitute 66.3% of Namibia's imports and 44.4% of our exports.

We are not throwing in the towel: Jacobs It was disappointing to collect only two points over the weekend but they have not thrown in the towel in the Namibia Premier League (NPL) title race, Black Africa coach Woody Jacobs says.
Jacobs said this on Sunday after his team played to a goalless draw with Tura Magic at the Sam Nujoma Stadium. On Saturday they also drew 2-2 against UNAM. Black Africa are currently nine points behind current NPL log leader Tigers, who are on 51 points from 21 NPL games played thus far, while Black Africa are on 42 points from the same amount of games. Speaking to the media after his team's clash against Tura Magic, Jacobs said the pressure is mounting on them and it is beginning to affect his players' performance on the field of play. “We played two strong teams over the weekend and collecting two points is a disappointing result, but we need to respect our opponents who also came to the games well prepared. “I think the pressure is mounting on us and it is about time we stop putting this much pressure on the players so they can start enjoying the game. We are continuously telling them to win so we can reduce the deficit with Tigers, and that is really putting them under pressure. Credit should also be given to them for giving it their best every time they
step onto the field,” said Jacobs. He added that with nine games still left in the NPL a lot of things can happen and Black Africa can close the gap plus win the title possibly in the last games if the team's fortunes change in the upcoming games. “We still have 27 points to play for in the remaining nine games and the coming weekend will be very crucial for us because we are playing Tigers, the log leaders, and then Africa Stars, the current defending champions. “If we are to still have hope of winning the league, we then need to start collecting maximum points starting next week and closing the gap with Tigers. I want my players to start enjoying themselves on the field and the results will come,” he reiterated. Tigers are the only team in the NPL to have not lost one of the last 21 games they have played. The team drew six times and won 15 of their games. This coming weekend they will face another title contender Black Africa on Saturday at the Sam Nujoma Stadium. Another opponent that Black Africa will be playing over the weekend of 27 and 28 February will be NPL defending champions African Stars on Sunday. Stars are currently fourth on the log with 29 points from 20 games. (NAMPA)

Inline Hockey Youth Development Camp and Goalie Clinic Over the weekend, thirty-eight young inline hockey players from the various clubs across the country attended the first Youth Development Camp of the year. It was held at the Swakopmund Indoor Sport Centre and run by Matt Wojcik, the Kamikaze Club coach, assisted by Brian Sobel, the Coastal Pirates Club coach and Namibia's Head Coach. The focus was on improving skating skills, puck handling and shooting abilities. Aside from learning a great deal, the kids also enjoyed playing the various games designed to improve their abilities, and got to know kids from the other clubs. At the same time, on the second court, seventeen goalies of varying skill levels from beginners to advanced Namibian national team players, attended a Goalie Clinic. This was run by Nick Marrone, who has recently arrived from America to be the coach for the Scorpions Club in Otjiwarongo. He has years of experience in goalie training and is a goaltender himself. Focusing on each individual's ability, he helped to develop and refine their skills, improving agility and hand-eye co-ordination, and training the mind and body, by means of repetition, to develop sound muscle memory.
Rukoro suspension lifted The suspension of Namibia Football Association (NFA) SecretaryGeneral Barry Rukoro has been lifted by the NFA Executive Committee. The decision was taken during an NFA executive committee meeting held in the capital on Saturday. NFA president Frans Mbidi suspended Rukoro on 10 February, citing gross insubordination. A media statement issued on the same day as Rukoro's suspension said it would be in place until the disciplinary process was completed. A statement availed to Nampa on Saturday said the executive committee deliberated on the suspension of the SG and decided to lift the suspension with immediate effect. It said the NFA will follow the internal disciplinary procedures to determine the magnitude of Rukoro's alleged transgression, as stated by the president, to pave the way forward. (NAMPA)

During the prize-giving Fanus welcomed the visitors from across the river (especially Kevin who was celebrating a birthday that cost him a bob or two) plus the ladies quartet who made their fair share of the clubhouse buzz and ended up being the last to go home. We had 2 x 2-clubs from Marco Swarts and Bertie Saunderson both on Number 3. Scores were close and count outs were needed. Winners - Willie van Zyl/Kevin Wentzel 42pts; 2nd, Zelda Nel/Marina Loubser 41pts; 3rd, Achmet Abrahams/Warren Theron 40 pts (c/o). Thanks again to all the players for supporting the club. Sunday was the Monthly SAGES Competition, sponsored this time around by Cornerstone Guesthouse, with Pete Bassingthwaighte being on hand to assist at the prize-giving. As always with the "ou manne" the field was good, early bird catches the worm, or something like that. Tony Boesch surprised himself by winning the competition on 37pts after having been 4 over par thru the first 5 holes he finished his round at 1 under par. Well done Tony, you are a master at the game. Results - Nearest to the Pin on No 7, Mark; No12, Willie. Winners Tony 37pts; 2nd, Werner winning the count out over Bertie and Mark on 35pts; 5th, Hans winning the count out over Chris and Willie on 33pts. Thanks again Pete and Margot for your ongoing support of SAGES. The AGM took place after the competition. The following committee was elected for 2016 – Chairman, Achmet; Secretary/Treasurer, Mark; Additional Members, Lynne and Bertie. We had a good number of golfers enjoying themselves out on the course on Wednesday 10 February - the day was sponsored by Fritz Coetzee/ Prestige Accounting with some excellent Spar Vouchers on offer. Rina Knight took home the 9 hole prize with a well-played 18pts over the back nine. The 18 hole prizes went to Bertie Saunderson with 36pts and Athol McLean on 35pts winning on a count out from Tony Boesch. On Saturday 13 February there was a small turnout for the Club sponsored Individual Stableford Competition. There was only one 2-club by Marco on Number 3 but unfortunately he forgot to enter. Desmond Benson was the winner with Bertie Saunderson coming in second, winning the count out over George Murasiki. On Wednesday 17 February the turnout was good with a few players joining us from across the river. The sponsor was Marco Swarts/Proshop. It was great to see our cricketing star, Fritz Coezee Jnr back on the course as well as Andre Schmidlin after a successful performance at the U19 Cricket World Cup. Our 9 hole winner this week was Eddie Van Wyk with a great 21pts over the front nine whilst first prize in the 18 hole competition went to Joggie van Schalkwyk with 38pts - second spot went to Willie van Zyl, 37pts - winner on a count out from Athol McLean. Coming Events: Wednesday 24 February sponsor Ruheleben Olive Oil/Olives/Coral van der Plas. Saturday 27 February we will play the Monthly Medal sponsored by Novanam. NAGU Fees 2016 - There are still a number of players who have not paid. Those who wish to keep their names on the handicap system should please make their payment of N$300 on or before Saturday 27 February, failing which your name will be deleted. Please contact Bill Birch at 081 275 7656 or Lynne van der Walt at 081 129 7762 should you have any questions or wish to make arrangements. Thought for the week: "Every day I try to tell myself this is going to be fun today. I try to put myself in a great frame of mind before I go out - then I screw it up with the first shot".
