Children exposed to bad conditions
17-year-old accused of raping younger boys
Madelaine Laubscher
Rumours recently surfaced regarding a high school learner in Walvis Bay allegedly touching younger boys indecently and the police stated yesterday that the learner (17) had indeed been arrested on Tuesday. Page 2

According to a trusted source, a minor witnessed how the accused touched younger boys at school. The accused allegedly assisted with rugby practise for younger boys on a regu-
lar basis. “One of the minors apparently saw the learner telling the boys to pull down their pants and then allegedly fiddling with their private parts. It makes one wonder
how many boys had already been victims,” the source said. The newspaper spoke to the Nampol Deputy Commissioner, Otillie Kashuupulwa yesterday, who confirmed that the
learner had been arrested on Tuesday. “He was accused of rape. He appeared in the Walvis Bay magistrates court yesterday, however I cannot confirm whether the case had been post-
poned,” she concluded. The newspaper does not have the jurisdiction to reveal the accused’s name as he is under 18. The reporter wanted to speak to the accused’s parents for a chance to
convey their side regarding their son’s arrest, but a spokesperson said that there would be no comment from the parents at all. We have also been advised not to identify the school.

Announcing his details at a news conference on Thursday, Marseille prosecutor Brice Robin said he had no known links with terrorism.”There is no reason to suspect a terrorist attack,” he said. Asked whether he believed the crash that killed 150 people was the result of suicide, he said: “People who commit suicide usually do so alone... I don’t call it a suicide.”The German citizen, left in sole control of the Airbus A320 after the captain left the cockpit, refused to re-open the door and pressed a button that sent the jet into its fatal descent, the prosecutor told a news conference carried live on television.
Nedbank explains hiccups with internet banking Page 13

Madelaine Laubscher Nedbank had a system update done recently and since then, has been experiencing technical difficulty with its internet banking. The newspaper received several complaints that clients are on the verge of moving to another bank, partly due to these problems and partly due to poor customer service. The namib times confronted the bank and Nedbank explained what has transpired since the system update.
One complainant has said she is on the verge of moving to a different bank, as she cannot pay her bills due to not receiving the expected service. “I am fed up with the Bladsy 36
system. I want to pay my bills but I can’t because the system does not work. How can a bank go onto a new system if it does not work? I have not been able to do any EFT
transfers lately” the complainant said. The public spokesperson of Nedbank, Mr Gernot de Klerk, was informed about the complaints regarding poor customer service from Nedbank
Walvis Bay. He said he would deal with the situation and soon also responded with an explanation regarding the internet hiccups. “Nedbank Namibia has embarked on an exten-
sive upgrade of our core banking platform, aimed at introducing greater agility as far as our inherent banking practices are concerned. The migration to Flexcube by Oracle was im-
plemented with a solid measure of success two weeks ago, which was underscored by our ability to be of service to our clients immediately upon concluding the switchover.

Children allegedly exposed to deplorable conditions
Madelaine Laubscher
The namib times received a complaint from a source regarding terrible living conditions of individuals living right next to a children’s home in Walvis Bay, allegedly exposing the children to danger and health issues. The newspaper visited the site after receiving the complaint. The complainant, who does not want to be named, alleged “this is government property that is in a terrible state and there are people, even children, living in these conditions. Some of them are doctors. They have no water, no toilets that are in a working condition and living in insanitary conditions. The condition of this whole area is dangerous, not only for the people living here, but for the children living at the children’s home as well, as it is right next to these houses and poor conditions. My concern is that the children are at risk. How can nobody who passes this area not come here and ask if everything is all right? These people have to walk with bins all around the buildings to another children’s home to collect water. This is a health concern for all. The government spends money celebrating Independence day, but look at the condi-
tion these people have to live in. How does that fit? There are heaps of rubbish lying around and a huge dugout in the ground which poses a danger to the children,” the complainant said. The reporter spoke to one of the women living in one of the houses. “I have been living here since last year, but to my knowledge, the rest of the people have been living here for almost four or five years. We do not have any water here, no showers and no working toilets. It is also not safe as the doors and windows are broken. When the wind blows the sand comes in through the roof therefore it is always dirty. We are four people and two children living here, namely a one year old and a three year old. Sometimes there is water in the toilet, sometimes there is not. If there is not we walk to go fetch water with buckets to flush it. The house behind mine has a doctor living there.
I am a nanny.” When she was asked where they bathe, she said “we wash ourselves inside the toilet with a bucket of water. Apparently there used to be water here but later we were told by people (she does not know who these people are) that water will not be available any longer, therefore we have to walk to a different house with buckets to get water.” When asked whether they have to pay rent she said “Yes we pay. I myself do not pay, but another person working here pays. I do not know how much. I also do not know where the money goes, but they are paying to stay here,” she alleged. The newspaper discovered blocked drains, rubbish
lying around, drains covered with sharp objects and a trench that was dug, which according to a trusted source, was dug months ago and poses a danger to the children as they could easily fall inside. The newspaper contacted the Public Relations Officer of the Walvis Bay Municipality, Mr Kevin Adams, to ask whose responsibility these houses are and what the solution could be to the problem. “These are state buildings, therefore we do not have the jurisdiction to act, however I will notify the health inspector of Walvis Bay and we will inspect the site to see what can be done to change the situation,” he said.
Nedbank explains hiccups with internet banking Continued from page 1 Our branches countrywide are fully operational in terms of taking deposits, clearing and settling payment files with other parties, dealing decisively with client queries in-branch and expending with our core business in the usual proficient manner. The Bank has since been notified of instances of inconsistencies as far as client expectations are concerned, with regard to our electronic banking offering in particular. We have experienced some initial client frus-
tration resultant from the number of concurrent users on our Internet Banking platform, and the matter has been addressed conclusively by the middle of last week,” he said. According to him, from client feedback received to date, it is evident that the log-on processes were deemed to be cumbersome and time-consuming. “By and large, this is ascribed to new and improved security features, which also require clients to change their old pass-
word after logging on for the first time. In instances where clients still have difficulty mastering the website interfaces, our branch and Call Centre staff remains at their disposal to guide them through the process following telephonic advisory support, and once past the first-time log in process, the general feedback is that the Internet Banking process is intuitive. We advise any of our clients who may still have difficulty with the electronic banking process to
kindly get in touch with our Call Centre (061 295 2222), their branch or Relationship Manager for additional advisory support,” he said. “Additionally, some feedback relates to the SMS one-time password (OTP) being slow in reaching the client. We wish to advise that this is a critical component in terms of the enhanced security features and we are investigating the slow response time with the expectation that a resolution is imminent. In instances where a first-
time OTP is not functional upon the first time of asking, the bank advises that such clients request a second OTP. An informative guide and graphic demonstration on the features and functionality of our electronic banking system is available on our corporate website (www.nedbank.com.na).” “Furthermore, the bank is in the process of installing Internet Banking kiosks at all branches countrywide, while additional teams and resources have been dedicated
to enhance our advisory services capacity in aid of resolving client queries. We would like to reassure our clients and stakeholders that any matter which impacts our clients is receiving our focused attention and highest priority. We have mechanisms in place to address the issues and we are working with industry specialists to ensure that such instances are rectified as quickly as possible,” he concluded.

Although Areva's Trekkopje mine, about 65 kilometres north-east of Swakopmund, is still on a care and maintenance programme, the company remains positive for a start-up in operations as soon as the uranium price recovers.
Mr Hilifa Mbako, Managing Director of Areva Namibia
“When the uranium price is right, we will restart in the shortest possible time,”Areva Resources Namibia's Managing Director, Hilifa Mbako, stated at a press conference this week in Swakopmund. It was noted that the “right” uranium price is approximately US$70 per pound, and with the current price at US$39.25, it surely is still a long way to go. The company is currently operating on a N$100 million budget per year and is still contributing vastly in the Erongo Region's community. After going into care and maintenance the mine spent more than N$2 million in community investments. Trekkopje mine went into the care and maintenance programme, following the Fukushima disaster during March 2011, descending the price of uranium to a record low. Mbako also commented on the company's water desalination plant at Wlotzkasbaken, about 30 kilometres north of Swakopmund. According to him, Areva has made an offer to sell it to the Namibian government, but negotiations are still ongoing. The plant presently supplies water to Rössing Uranium, Swakop Uranium's Husab mine and also Swakopmund.

Nestor Katangolo appears on another drug charge Mavourlene Gaes
Nestor Katangolo (31), who already has had several other drug possession charges pending against him, appeared on one of the charges at the Walvis Bay Magistrate’s court this week. He is on trial following his apprehension a few years ago after the police searched his flat in Kuisebmond and allegedly found crack cocaine under a sofa. According to Detective Sergeant Stephanus who gave a sworn testimony under oath, told the court
that she was conducting an operation with colleagues when they came across Katangolo giving what appeared to be drugs to an unknown man whom they later caught with drugs in his possession. The police officers followed the accused back to his flat
where they introduced themselves, explained their intentions and with Katangolo’s permission searched the flat where they found the drugs and N$1 900. He was arrested and charged with dealing in cocaine and possession of cocaine. The accused maintained
he was not guilty and even went as far as insinuating one of the police officers could have planted the drugs. Katangolo appeared in front of Magistrate John Sindano Liwoyo who postponed the matter to 29 June for the continuation of the trial.

Woman suspects a scam Madelaine Laubscher A local resident told the newspaper that she strongly suspects yet another scam as she was allegedly approached by suspect persons to enter a competition by giving the last four digits of her credit card. When the newspaper asked her why she suspects that this could be a scam, she said “a very friendly woman named ‘Joyce’ came to the place where I work and asked a lot of questions and also asked us to complete a survey to indicate what our favorite holiday destinations are etc. I completed the survey and thought nothing of it at the time. Two days ago I was contacted by what I suspect was the same woman and she said I won an all expenses paid holiday for two. She then said I have to be at a hotel and that I must bring my husband and my credit card to enter a competition. I asked how the competition works and she said I have to give them the last four digits of my card and they will compare it to the numbers they have
and the winner will win N$50 000. I started feeling uneasy about it. I did some research on the internet about different scams and this seems very similar to a scam. However, I went to the hotel just to see where this played out as I was worried that it could be a scam. I did not take my husband with though. When I arrived there were a few couples who did enter the competition. I did not want to enter and I turned around to walk away. At that moment, a very friendly man, came after me and asked me to enter. I decided that I want to find out what happens next and I completed a small document. This document stated that all flight costs will be cheaper when we go on holiday. I told the man that the woman
told me it will be all expenses paid and she never mentioned anything about flight costs. At this moment I told the man I am not interested. He came after me again and said that I never signed the document. I told him I am not going to then he was rude to me and left.” According to her she contacted the newspaper soon after. “I cannot confirm that this is a scam, but I stgrongly suspect it because they asked for the last four digits of my credit card number and everything sounded too good to be true.” She wants to warn the community that they must double check when informed that they have won something and not give any personal information before they are certain everything is legitimate.

Speaking during a visit to the Martti Ahtisaari Primary School (MAPS) on Tuesday, Ahtisaari commended Pohamba for a job well done. “It was a clear win. No one can beat him. It was a proud decision made,” he said. Ahtisaari applauded Pohamba for serving his country since independence, noting that his leadership has renewed his people’s trust in democracy. WHY? The marine resources are limited and currently some of them are overfished or over collected. It is necessary that everybody uses them wisely and carefully to secure the future harvesting needs by protecting the stock. Quantity/number of marine resources harvestable, minimum size limits of fish and crayfish that can be caught, open season etc. help to manage stocks to avoid the total disappearance of some species in our waters. Do not leave bait or fish on the beach! Either take it home or return it to the sea. This food attracts scavengers like jackals and gulls that prey on other bio-diversity. When you are back home after the holiday, it also inflates the predator population. Where can you get a license for angling, crayfish diving & bait/mussels collection?

that gender equality is top on his list with the equal representation of men and women in Parliament. He also commended Namibia’s rating on the 2014 Ibrahim Index of African governance (sixth out of 52 countries). Namibia scored higher than the African average (51.5 per cent). “To be among the top 10 countries, is a good
performance,” added Ahtisaari. The Martti Ahtisaari Primary School (MAPS), situated in the Wanaheda residential area of Windhoek, was founded in the year 1991 and named after Ahtisaari in 1997. His last visit to the school was in 2009. Additional reporting by NAMPA

Graphic images on cigarette packs “disgusting” Marshallino Beukes The Government's anti-smoking campaign, as part of the amended Tobacco Control Act of 2010, recently kicked-off and smokers are not very comfortable with the grisly images on the new cigarette packs. On these packs are hideous graphic images of cancer-infected lungs, malformed breasts, and rotten teeth, which come as a result of smoking. This followed after the government called on companies, exporting cigarettes to Namibia, to comply with the amended Act. Smokers in general are not content with this doing, with some asking why they (government) do not place signs of what harm alcohol causes
on alcoholic beverages. One smoker said he almost quit smoking after spotting the gruesome images on the packs, but he however did not, because his body's urge for nicotine dominated his fear. This anti-smoking campaign comes amid the Government being in the process of leasing 10 000 hectares of Namibian land in Liselo, Zambezi region, to a Chinese company to grow tobacco.

On Saturday the 21st of March 2015, the Namibian nation celebrated the 25th Independence Day and inaugural of the new incoming president, His Excellence Dr Hage Geingob. I am grateful and proud of our independent peaceful motherland. But the legacy of corruption, poverty, escalating unemployment shouldn’t continue. I remember before 2005, there was a legacy of: corruption, higher unemployment, poverty, hunger and giving government tenders to foreigners. After 2005 the following legacies continued: corruption, poverty, hunger, giving tenders unfairly to foreigners and higher unemployment. A new tradition of jobs for comrades and police officers killing innocent, unarmed civilians was born. Corruption is a cancer in our country’s economy and it needs to be booted out of this country. Apart from fighting corruption, Namibia also has to fight poverty. A country with only two million people should not suffer from hunger. A non-corrupt Government could have set up very big irrigation schemes under the Green Scheme projects to provide more foods countrywide.
To say there is no money/land it’s not true. The money and land is there. Money is being stolen and eaten up by the very few corrupt elites and Zombies. The land is there but few blacks and whites reluctant rude selfish people don’t want to give or sell land to the government. Local authorities are failing to honestly, appropriately manage and sell land to our own Namibian people. Affirmative Repositioning is the best way to go. After the 31 July 2015 we might help ourselves with town lands if we are not given land. I, Jonathan Shangeshiwa Nautwima will go help myself with land in the capital city, the place of my birth because I feel that COW owes me a piece of land. Land that was stolen must be given back or sold to the government tranquilly & legitimately otherwise revolutionaries will help themselves with land very soon.
The new mission must be to: put a hand brake on corruption by making sure that those who are corrupt are brought to books, pay back the money and black listed, the new government must provide foods to the needy, create more permanent job opportunities, fairly compensate our men and women in uniforms and fairy award tenders to local companies owned by sons & daughters of our motherland. The government must also order all local authorities to immediately sell land fairly to people who need land at affordable prices. That is what I am expecting from the new government. This will bring peace of minds, jingoism and move our country forward. Opinions expressed in this editorial are my own personal views One Namibia, One Plot, One Nation!!!!!!! I salute you Comrades Jonathan Shangeshiwa Nautwima is a Youth activist from Henties Bay.

visit to Namibia but that he took different roads through Namibia this time round. “Namibia is a fantastic place and the people are very friendly. Walvis Bay and Swakopmund are two very beautiful towns. My aim is to drive through Africa and travel to Europe. I love what I do tremendously. To learn about different cultures, languages and ways of living is simply wonderful,” he concluded.

On Friday 6 March the community of Swakopmund was treated with an hour of jokes by Courage, a comedian from Windhoek. The evening was organised by the Swakopmund Junior Town Council.
Courage Rango Gondo was born in Gweru, the largest city in Zimbabwe and grew up in Zimbabwe. He moved to Windhoek in 2005. The event took place at the Swakopmund Secondary School hall. It was surprising to see that most of the audience consisted of learners from Swakopmund Secondary and Namib
High school. The show started off with the Vocal Galore Choir singing breathtaking songs. Thereafter the evening of jokes started with Courage telling his jokes and everyone in the hall laughed their lungs out. He went from one joke to another and made sure nobody was bored.
Unfortunately Chiro, Courage’s companion didn’t show up for the show, he was apparently sick. Courage kept the fans on the edge of their seats and took them on a journey of non-stop jokes for an hour. At the end of the show, the Vocal Galore choir closed off the evening with their beautiful songs.
Local artists to join Fishtival
Mavourlene Gaes The Municipality of Walvis Bay and the Ministry of Youth, National Service, Sport and Culture held a meeting with local artists in the harbour town to discuss their involvement in the upcoming Fishtival. The meeting focused on making the artists feel appreciated and included in the planning of events for the upcoming Walvis Bay annual Fishtival in April at the Jan Wilken Stadium. The Fishtival is hosted yearly by the municipality to honour the fishing industry, which is the backbone of the harbour town. Daniel Mouton, Head of Sports, Arts and Youth at the Walvis Bay municipality at the meeting explained to the artist in the different genres of music what is expected from them as artists when it comes to events hosted in the harbour town.
“The municipality has budgeted N$50 000 for the artists and the amount will be divided between the artists who will perform at the fishtival” he explained. Christiana Dellewen Matuis, Senior Arts Officer at the Ministry of Youth, National Service, Sport and Culture explained that the local artists feel like they are not being recognised and are being excluded. Matuis went on by saying that the main concern at this point is that the local artists feel they are not being recognised and with this initiative they may get the exposure they
need. Some of the local artists deem it unfair that artists from the other towns should come and perform here, while they can do it as they are part of Walvis Bay. “Why should artists from Windhoek come and perform here but we are not allowed to go perform in Windhoek if they have their festivities?” one of the musicians asked. The artists were instructed at the meeting to hand in a demo of their music on Friday and a selection panel will choose the music that is best suited for the fishtival.

The Law and HIV/Aids
How does the Namibian Law protect people with HIV/Aids?
Leandrea Louw
People living with HIV/Aids often face discrimination, stigmatisation and prejudice that limit their access to services, benefits and employment. As a result, people are reluctant to know their HIV status, thus undermining public health measures to prevent the spread of HIV/Aids. The promotion and protection of human rights constitute an essential component in preventing the transmission of HIV and reducing the impact of HIV/Aids.
The protection and promotion of human rights are necessary both for the protection of the inherent dignity of persons affected by HIV/Aids and for the achievement of public
health goals of reducing vulnerability to HIV infection, lessening the adverse impact of HIV/Aids of those affected and empowering individuals and communities to respond to HIV/Aids. All people are equal before the law, therefore HIV status cannot be used to deprive any person of his or her basic human rights, or to deny people living with HIV/Aids equal access to public and private services, benefits and opportunities. Public measures should be taken to prevent people living with HIV/Aids do not face any discrimination in employment, housing, education, childcare and custody and the provision of medical welfare or social services, thus the Namibian HIV/Aids Charter of Rights have been introduced. The Charter aims to promote a human rights based approach to HIV/Aids and provides as follows: Equal Protection of the Law, equal access to public and private and facilities and benefits All persons, even those living with HIV/Aids have the same rights to Liberty, Autonomy, Security of the Person and Freedom of Movement in Namibia. Segregation, isolation, quarantine in schools, workplaces based on the grounds of a person’s HIV/ Aids status is unjustified and should not be permitted. They are also entitled to making decisions regarding marriage and reproductive health. Privacy and confidentially, this meant in the context of HIV/Aids, confidentiality means that health-care workers are ethically and legally required to keep all patient information to themselves. They shouldn’t release information, without the patient’s consent. Persons living with HIV/Aids have
SERVING THE COASTAL COMMUNITY SINCE 1958
the right to confidentiality and privacy regarding their health and HIV status. This right endures after death. Voluntary and confidential counselling and testing for HIV, with informed consent, is encouraged. There is a need to establish affordable and accessible voluntary and confidential counselling and testing facilities, offering high quality services, where people can go for HIV testing. Where consent is not given, the only person to whom a health care worker may disclose this information is an identifiable sexual partner who is at risk of infection and only after the steps outlined below have been followed: the HIV positive person has been thoroughly counselled as to why the partner should be informed; The HIV positive person has refused to inform the partner, or has not consented to the notification of his or her partner(s); A real risk of transmission to the partner(s) exists; HIV positive person is given reasonable advance notice of the intention to notify and support services should be provided to those involved. This process is called partner notification. As a result of their predominantly subordinate position in society, more women and girls are infected with HIV than men and boys. Domestic violence and sexual abuse also increase their vulnerability to HIV infection. Programs aimed at raising the status of women and eliminating adverse social, economic and cultural factors that put them at risk of infection should be encouraged. Programs targeting men to take responsibility for the prevention of HIV transmission should also be put in place. Women and men should be equal in decision-making in matters of
family planning and reproductive health. Children and adolescents have the same rights as adults regarding access to information and education on HIV/Aids, medical treatment and care. This information should address their specific needs. Children and adolescents should have adequate access to user-friendly sexual and reproductive health services, including information on HIV/Aids and STDs, counselling, HIV testing and prevention measures such as access to condoms. Groups that are vulnerable to HIV infection as a result of prejudice or inequalities in society should be supported by creating an environment through advocacy, policy changes and special programs, in which these groups can operate without fear, as this will reduce their vulnerability to HIV infection. Children orphaned by Aids, regardless of their HIV status, are entitled to love, care and a nurturing environment, preferably in their own communities that will enable them to realise their full potential. In order to assist persons looking after children orphaned by Aids, information on services, grants and benefits should be made freely available. Prisoners, despite being imprisoned, still have rights. They should accordingly not be tested for HIV without their consent, or discriminated against on the basis of their HIV status, nor should they be quarantined or isolated. Prison authorities should keep the HIV status of prisoners confidential, and may only disclose this information with the informed consent of the prisoners. Prisoners, whether HIV positive or not, are entitled to medical care.
Prisoners should be provided with information on HIV/Aids and adequate counselling, while preventative measures, such as condoms, should be made available to protect them from infection. All persons, including those living with HIV/ Aids, have the right to a standard of living adequate for the health and well-being of themselves and their families, including food, clothing, housing and medical care and necessary social services. Persons living with HIV/ Aids should have access on a nondiscriminatory basis to primary, secondary and tertiary education as well as to scholarship schemes. Persons living with HIV/ Aids should have access to adequate health care, affordable treatment and drugs. Clinical trials for the testing of HIV/Aids drugs in which persons living with HIV/Aids participate should be conducted only in terms of acceptable research protocols, which adequately protect their rights prior to, during and after the trials. People living with HIV/ Aids have the right to work, and should not be excluded from employment solely on the basis of HIV status. Employers and employees have a responsibility to prevent discrimination and stigmatisation on the basis of HIV status in the workplace, and should jointly develop and implement appropriate workplace policies on HIV/Aids. There should be no compulsory testing for HIV in the workplace. Voluntary testing for HIV, at the request of the employee, should be promoted. Employees living withHIV/Aids should continue to work under normal conditions in their employment for as long as they are medically fit to do so.
Persons living with HIV/ Aids and those suspected of being at risk of having HIV or Aids should be protected from discrimination in access to insurance and medical aid. Insurers and medical aid administrators should explain to the insured or medical aid member what influence HIV/Aids will have on the validity and effect of the contract of insurance or medical aid. Insurers and medical aid administrators, in consultation with people living with HIV/Aids, should develop new products that will provide appropriate cover for people living with HIV/ Aids. The public, including people with disabilities, has the right to balanced and informed coverage, information and education on HIV/Aids, STDs and related issues. Media programs should be sensitive to HIV/Aids and human rights issues, and address attitudes of discrimination and stigmatisation associated with HIV/ Aids. Some cultural and traditional practices put people, especially women and young people, at risk of HIV infection. These practices and traditions should be identified and steps should be taken to address them by education and/or legislation. Traditional authorities should play an important role in HIV/Aids prevention strategies. Traditional healers and traditional birth attendants should be educated and informed about the transmission of HIV/Aids and related issues. Next week we’ll look at the Labour Act of 2007, along with the Constitution of Namibia and the case of Nanditume vs the Minister of Defence.

A personal account…

By HIV/Aids campaign ambassador Bernard Kamatoto. I have been living with HIV for the past 15 years, I was tested and I was diagnosed at the mere age of 19. When asked how life has been since the diagnosis of HIV, about three quarters of respondents say that life has become miserable and much more difficult to manage. About a quarter however respond that life has been the same. About half say that social life has reduced in terms of a lower frequency of visits to social gatherings, more feelings of guilt, and reduced interaction with people because they don’t want other people to know their status. They are branding themselves, feeling as if people already know their positive HIV status, feeling as if everybody is looking and talking about them - and in addition have reduced sexual activity. A little less than two-fifths of participants said they took to alcohol and cigarette/tobacco smoking at the initial periods following their HIV diagnosis. One of the respondents said: It has not been easy at all. People discriminate against us every day for
an offence we did not commit. I had no other choice but to withdraw myself, into my shell. When asked about their perception of what the general public feels about them being a young person born HIV positive or tested HIV positive, most respondents described it as “bad”. Many said that the society believed that one must have been sexually immoral, and promiscuous. Many also have fears of cross-infection and because of this, those infected with HIV are maltreated as if they are not part of the general population. One of the discussants has responded as follows: The society believe that we are promiscuous and unnecessarily sexually active. They say that we cannot hold our body for long, and that we are suffering for a sin that people believe we have committed against God. When asked about how these attitudes has affected their daily living routine, the majority of young people and some of
the men said it has affected their partner as they have not known, because the parents never tell them from the beginning. Parents go out of their matrimonial homes most especially among HIV discordant couples. Some discussants however said that their work and businesses had been badly affected. Few respondents said they have been laid off from work while about half said that they don’t have the strength to continue in their businesses. While the majority of discussants decried neglect and injustice or partial maltreatment they received from health care workers who they claimed were supposed to know better about HIV, about half of the respondents has said that their daily living has not been affected in any way -mainly because they were ready for the worst to happen. One respondent said: Women say their husbands divorced them some time after he had learnt that she is HIV
positive, though he who was her pillar of financial support - had refused to be tested. Her family suddenly came to take away the children from her and her children, who were also born with the virus, have never been told they are HIV positive. She says she has suffered and has lost many of what she has laboured for over the years. "Everyday my energy has decreased, and I have lost the courage and zeal to continue in my business of preventing stigma and discrimination." When asked how they have coped with these repulsive societal attitudes, about half of the discussants said they never tell their experiences to others including their spouse, about half said they registered for HIV care in health facilities that are far away from where they live, while about one third disguised themselves when coming to hospital. About one tenth intentionally skipped their routine hospital appointments, about half disguise
their ARVs by removing the drug label and replacing the drug container with that of multivitamins, thereby hiding the identity of ARVs. About a tenth do multiple clinics registration so that they can not be traced or tracked to any particular clinic, while many of the male discussants said that their HIV positive wives registered and collected drugs on their behalf. “HIV is not a story that you tell people anyhow. Some people has registered in 2 places and they are both far away from where they live. At times, they ask friends to collect drugs for them, then they will take their turn in the next 3 months. They just find a way round it, getting their drugs has always been their priority because they do not want to die,” one of the discussants said. While about one third said they hide ART clinic appointment cards from other people including their spouses, about one third said they intentionally attach spiritual dimension to their illness so as to divert and draw
positive attention from family and friends. However, about two fifths said they got relief by joining HIV support groups. When asked about their personal feelings towards the disease, about one quarter felt a sense of guilt, and deep depression while about one third said they felt aggressive and violent, even entertained suicidal thoughts. With regard to public disclosure, four fifths were not ready to come out in public to claim being HIV positive, while all respondents felt they wished they could come forward to appear in public to lend their words against stigmatisation of HIV-infected people in public. Some husbands said they would kill or beat their wives if they happened to come out and talk about her HIV status in public. Many people have died from loneliness and other consequences of this stigmatisation, and the public needs to be enlightened When asked about how they thought societal stig-
ma and discrimination could be reduced, over four fifths of respondents felt that there is a need to improve awareness on modes and non-modes of transmission of HIV to the general public, using traditional and other means of communication, the media and health campaign sessions. One third said that government should enforce the existing legislation and policy on anti-stigma and anti-discrimination laws. About half of respondents believed that the bad attitude of health care workers need to change so that they can access care without being maltreated, and that HIV positive clients should come out in public to speak against discrimination and to tell the public that they could live positively. About one third however believe that discriminators and stigmatisers in public should be confronted and reported promptly to concerned regulatory bodies at governmental and community levels.

Rotary Youth Exchange Student returned from Germany Liesl Losper
Rotary International's Youth Exchange Program is a program that places teenage students from around the world with host families in countries abroad for a period of time, from a few weeks to one year, and affords them opportunity to go to school in another country, travel, learn, make new friends from around the world whilst also being an ambassador for our own cultures and countries.
All the exchange students from the exchange year 2013-2014
In January last year, Nabeelah Suleman left the comforts of her own home to travel to Germany and attend school there for a year, whilst living with host families, learning about the culture and becoming fluent in the language. She was also privileged to have opportunities through Rotary to travel around Europe, and by frequent meetings with other exchange students. We asked Nabeelah to describe her experience in living with different cultures “There is so much I could say concerning the culture, which differed among the different states of Germany. However, for my host state, Schleswig-Holstein, the northern-most state of Germany, the cultural highlights would be the agriculture on the rolling hills, relaxed beaches, ecofriendliness, and exciting sailing culture on the lakes and seas. I've learnt some of the cultures and customs from numerous other countries from the Americas to Asia. I could honestly write volumes on my experience as an exchange student, but here are a few insights from my experience (all exchange students agree that the word 'trip' shall not be used to describe exchange because it does not justify the life-changing journey that is exchange),” Nabeelah commented. Some of the main questions concerning exchange are the differences in the people, food, travelling,

school, weather and culture. Despite the typical stereotypes, she found German people to be very friendly and welcoming and despite being back in Namibia, she is still in close contact with the unforgettable people who made this such an amazing journey: the various members of Rotary without whom this would never have been possible. “my two host families, who were super welcoming and embraced me as part of their families; the German friends I made, who guided me and showed me their beautiful homeland; and the exchange students that were my fellow ambassadors, and who travelled alongside me on this incredible journey, facing similar trials and tribulations, “Nabeelah said. When we questioned her about the food in Ger-many she said “The food is delicious and not all meats and sauerkraut. Germany is an international country and one is spoilt for choice when going out to eat because of the culinary influences from neighbouring countries or immigrant cultures.” Nabeelah also had an interesting travelling experience she was willing to share with our readers: “Travelling was by far one of my favourite (and most expensive) part of my experience. It never failed to amaze me how small Europe actually is, with different countries being a short distance away (Denmark was just over an hour away from my host city) and the Autobahn at one's disposal. Public transport was super convenient and efficient, though contrary to popular belief and from my personal experience, trains were often delayed or cancelled. However, the countless cities one sees, the people one meets and the history and culture behind the smallest details are enough to astound you, and it opens your eyes to a wider perspective of the workings of the world. One of the main parts of my exchange was going to a German school. I
personally, and unexpectedly, found students to be quite focused, though that may be because of the small town in which I lived. Despite juggling over ten subjects in Year 12, there was always time for extra-curricular activities, such as a variety of sport or music classes. Regarding language issues, she replied, “Despite what many believe, English is not widely spoken, and many are reluctant to speak it unless they are in English class, where studying English as a foreign language also includes the study of Shakespeare and his works, which I considered an enormous achievement. All classes are taught in German, so learning the language is imperative to communication and a fulfilling school experience. Nabeelah enjoyed the weather and its changes. “The weather was lovely, and I enjoyed seeing the gradual changing of the seasons. Upon my arrival in January of last year, the temperature was colder than -10C, and no one understood my fascination with the snow, sleet, ice, rain, and cold in general. Despite an icy winter, it was relatively mild, or so I am told, and the summer was unusually warm, lacking the frequent storms, something I would have loved more of, considering the few times Walvis Bay is blessed with thunderstorms.” Nabeelah missed Walvis Bay surely she said and are glad she is back. “Despite the nostalgic moments when thinking back, it is great to be home in Namibia again, amongst my family and friends, and the ocean, desert and wild landscape. Now, I have the opportunity to show my lovely exchange partner Louisa our Namibian culture and country, in exchange for the priceless experience I had in Germany, because the exchange in cultures and ideas has broaden our horizons and has given us friends for life.” What an interesting journey.

Defending Champions Prepared For Round 1 Of Donaldson Cross-country Championship Defending Donaldson Cross-Country champions, Castrol Team Toyota's Anthony Taylor and Dennis Murphy, are fully prepared to tackle the 2015 season. The pair have tested the new specification Toyota Hilux race vehicle, which is based on the vehicle that saw Giniel de Villiers and German co-driver Dirk von Zitzewitz finish second in this year's grueling Dakar Rally, in preparation for the new year. "We can't wait for the season to start," says Anthony Taylor. "The off-season has felt very long, especially while sitting at home, watching our cars compete on the Dakar." Current South African National Rally champion Leeroy Poulter will again partner Taylor/Murphy, with navigator Rob Howie beside him in the second Toyota Hilux. Poulter completed his first full season in the Donaldson Cross-Country Championship last year, and finished a credible 4th in the overall standings. He also competed in this year's Dakar Rally, finishing 16th, and gaining invaluable time behind the wheel of the latest spec Toyota Hilux. "We are very excited to be fielding the latest evolution of our Toyota Hilux this year," enthuses Team Principal Glyn Hall. "We ran the cars on the last race of the 2014 season, but we've done a lot of development since then, and made a number of small tweaks that will make the cars more suitable for local conditions." With more than 9 500 km of real-world testing on the Dakar Rally under their belts, together with a mass of testing done before the race, the team is confident of their chances in the 2015 Donaldson Cross-Country Championship, despite some challenging changes to the scoring and make-up of the series. The new-look championship is comprised of six rounds (two fewer than in the past), including sprint races of 450 km, endurance races that are between 650 and 700 km in length, and the Toyota 1000 Desert Race, as the lone marathon event on the calendar. A change in the points structure sees race winners now bagging thirty points per race, though the requirement to drop the points from one race during the year has been scrapped, which means that consistent performances throughout the year will be key. "We are fortunate that our Toyota Hilux has one of the best reliability track records in the field," continues Hall. "Because this year, more than ever, reliability will be as important as speed. We believe we have the right car to do the job, together with the right crews to get us to the end of each race." The season kicks of with the RFS Endurance in Harrismith, on 27 and 28 March 2015. The event will be run over a race distance close to 700 km this year, including a qualifying loop of 196 km and two race laps of 251 km. The route features mostly virgin territory, as only about 50 km of the race is carried over from last year. As such the RFS Endurance will offer a stern test to all the crews, especially as it is run over such a long distance. Highlights of the new-look route include a run down the old Qwa Qwa road past the Sterkfontein Dam, but starts and ends the La La Nathi resort after each loop. Race HQ and the Designated Service Park (DSP) will be located at the La La Nathi resort outside Harrismith, with the qualifying race starting at 10:30 this Friday. The main race is set to start at 07:30 on Saturday morning. As with all the events in the Donaldson Cross-Country Championship, entry is free and there are many spectating points along the route.

Ford Challenges the Conventional World of Pickup Trucks with a Tougher, Smarter and More Efficient Ranger Ford unveiled its new tough and smart Ford Ranger, setting a new benchmark in the pickup truck segment with an uncompromised blend of robust capability, craftsmanship and advanced technology. Starting later this year, an updated range of the truck will take on the world in more than 180 markets worldwide. "The new Ford Ranger brings a new level of comfort and refinement to its segment without compromising on the rugged capability that our customers demand," said Brett Wheatley, vice president, Marketing, Sales & Service, Ford Asia Pacific. "It represents a smarter kind of tough, and will help our customers to achieve more, whether at work or with their families." Featuring a new look front end, and a stylish, smart and functional new interior, the new Ranger builds upon a reputation of capability, innovation and comfort that has helped the Ranger to stand apart from traditional pickup trucks. It also boasts an array of new cutting-edge technologies that enable new and more practical solutions to everyday challenges. "When we set out to improve upon the Ford Ranger, we knew we had our work cut out for us: The current Ranger is one of the toughest, most capable trucks out there," said Richard Tilley, vehicle line director, Ford Asia
Pacific. "But thanks to our proud truck heritage and global expertise in the utility segment, we've made what was great even better, with a bold new look, improved efficiency and a new level of refinement." Tough and modern design The changes to the Ranger begin with an updated exterior design. A bold, more modern look lends Ranger a powerful presence on the road, and immediately conveys a sense of capability. A more muscular hood flows into a strong new trapezoidal grille, while imposing projector headlamps make the truck instantly recognisable, with a bold, technical look. Capability The Ford Ranger remains one of the most capable trucks in its class. With a class-leading ability to wade through water up to 800 mm deep, and with 230 mm of ground clearance, it is designed and engineered to handle the most extreme terrains with ease. Thanks to a 28-degree approach angle and 25-degree departure angle, drivers in the new Ranger can feel confident when taking on steep obstacles. Advanced Technology A host of cutting edge technology is available on
the new Ford Ranger to help drivers stay connected and in control. Efficient Power The new Ranger's impressive power, capability, and payload and towing capacity are made possible thanks to powerful and efficient engines paired to either a six-speed automatic or manual transmission. All four engines available provide Ranger customers a winning combination of power and efficiency in all conditions, and help to underscore Ford's fun-to-drive promise. For maximum power and torque for heavy-duty towing, Ford is offering the latest generation of its globally proven 3.2-liter Duratorq five-cylinder TDCi diesel engine. Upgrades including an updated exhaust gas recirculation system help to improve fuel efficiency by up to 18 percent, while still putting out 147 kW of power and 470 Nm of torque. Equipped with the latest generation of Ford's 2.2-liter Duratorq fourcylinder TDCi diesel engine, the Ranger delivers significantly improved fuel efficiency and refinement while also providing the power Ranger customers demand. Depending on the market, Ford will offer a
standard 2.2-liter engine, which generates an improved 118 kW of power and 385 Nm of torque, or a high-efficiency (96 kW) variant for up to 22 percent improvement in fuel economy. The new Ranger is also available with Ford's dependable 2.5-liter Duratec petrol engine, providing 122 kW of power and 225 Nm of torque#. Maximizing the efficiency of its engines, the new Ford Ranger is available with Automatic Start/Stop Technology, which saves fuel by shutting off the engine when the vehicle is idling, such as at a stop light, improving fuel economy by up to 3.5 percent. On the move, an available longer final drive ratio boosts fuel economy at highway speeds. Ford will manufacture the new Ranger at its AutoAlliance Thailand facility in Rayong, Thailand for distribution throughout Asia Pacific, its Silverton Assembly Plant in Pretoria, South Africa for distribution in Africa and Europe, and its Pacheco Stamping and Assembly Plant in Argentina for distribution in Latin America. The new Ranger will be launched in South Africa in the fourth quarter of 2015.

If tears could build a stairway and thoughts a memory lane we would walk right up to Heaven and bring you home again. No farewell words were spoken, no time to say goodbye you were gone before you knew it and only God knows why... Since you'll never be forgotten we pledge to you today a hallowed place within our hearts is where you'll stay.

Our dear brother & sister now that you are gone, you’re no longer here to share the bond we had together - a bond of love and care.
* 25.08.1945 + 17.03.2015
Yet, somehow something tells us you are watching over us. Now that from worldly cares you are finally free. We miss you so very much, and our tears we cannot hide Yet, within our hearts, we feel you are always by our side. Ever since you went away life has never been the same Yet, it comforts us to know that one day we’ll meet again.
Your loving sister - Mary Zane, Miela and kids, John, Zaskia and kids, Rojo, Zeta and kids

For many years the family chain was closely linked together, But, oh, that chain is broken now, we often think of bygone days when we were all together. The family chain is broken now but memories will live forever. To us, he & she has not gone away, nor has he & she travelled far, just entered God's eternal home and left the gate ajar. You still live on in the hearts and minds of the loving family you left behind

The Bank Windhoek Namibian Open Volleyball Championship hosted 37 volleyball teams from the central and Erongo region. The event took place at the Mole Beach in Swakopmund from 21-22 March. In the popular Four-a-side social category, there was a record of 11 teams' entry, mainly from the Erongo region. This was two days of round-robin where each team took turns to play against all the other teams. After the battle on Saturday, everyone had sized each other up and eight teams went through to Sunday's quarter finals. Desert Warriors and S.I.S.C gave strong performances to pass through to the semi-finals. In the first semi-final games, Desert Warriors team defeated Swakop V C to win the match by 22/27points. Although S.I.S.C put on a strong performance in the quarter finals, they were defeated in the second semi-final match by Navy Social team with 31/23 points. Navy Social went on to meet Swakop V.C in the finals, where they continued to impress the audience with their strong defences to win the tournament title. Swakop V C took the third place with a tight game against S.I.S.C. In the Social-2-a side, five teams entered including one junior girls pairing of 15 and 16 year old Diane Von Ludwiger/Carmen Diekmann who bravely competed against three social men's teams and a father-son combination of veteran beach volleyball player Heiko Kesselmann and his 9-year old son Luca. In a closely battled round-robin competition, Hammond/Van Biljoen came first, followed by Zack/Cello, and Hinterholzer/Brinkman coming third. Participating in the main 2-a-side Beach Volleyball competition were 11 ladies teams and 9 men's teams battling it out to become Bank Windhoek Namibian Open Champions 2015. In the ladies competition in pool A, the top seed of Kinder/Von Wietersheim had an uncomfortable start to the 2015 season with losses to the new pairing of Roettcher/Hoeritzauer and the experience of Hennes/Lueck. In pool B, Laggner/Seebach, and Palmhert/Verrinder all progressed comfortably through their pool of games with a head to head on Sunday morning to decide who would finish top. Laggner/Seebach eventually took the top spot. Laggner/Seebach showed their international experience, having recently participated at qualification for the senior world championship in Tunisia, by beating Hennes/Lueck in the semi-finals to meet Roettcher/Hoeritzauer in the final, who showed their many years of combined beach volleyball experience when they beat Palmhert/Verrinder in the other semi-final by 21/15 and 21/14. The final was thrilling with a three set match, but the youth and international experience of Laggner/Seebach helped achieve a victory over the veteran partnership of Roettcher/ Hoeritzauer. In the men's pool stages there was a shock at the beginning of the tournament with top seeds Lueck/Brickman losing to the local pairing of Ishitile/Nashikaku from Walvis Bay in the first game of the day by 2:1. On Sunday the 2014 Champion, Tin Hlupic showed good blocking and powerful attack in their semi-final match against Von Ludwiger and Schulz to win 2:0 to progress to the finals. Third place was won by Von Ludwiger and Schulz in a tight three-set match against the veteran partnership of Lueck and Brinkman. The final under the heat of the mid-day sun, seeds 2 and 3: Hlupic and Sack against Verrinder and Fischer was won with consistent accurate serving by Hlupic and Sack, not allowing Verrinder and Fischer to form a strong attack, thereby securing a 2:0 win to take the Bank Windhoek Namibian Open title for 2015.
Rossmund Golf Club News
Misty and wet seems to be the order of the day at the moment - however I am sure it will turn out to be a perfect day once again - a bit later!
For those of you who have noticed a new visitor hovering over the greens and fairways recently - I have it on good authority - Neil McLeod from Safariwise - that it is a juvenile "Augur Buzzard" - I am sure it will be around for a while with all the mice we have. Some of our youngsters have been producing good golf once again - Paul Ndeilenga won the Sperrgebiet Open last weekend with 227 - 16 shots over his nearest rival Stefanus Bonifacius. Whilst one of our old coastal kids Bonita Bredenhann finished 2nd behind Lee-Anne Pace in the final round of the Investec Cup at the Lost City Course - finishing with a well deserved 4th place on the Order of Merit. Well done to all of you. Saturday 21 March was our Monthly Medal Competition sponsored by Novanam - there was a good field of players and the weather was perfect. There was 1 x 2-club from Athol McClean on No.16. The Overall Winner this month was A Martin 71nett; "A" Div: C Dreyer 76nett (c/o); "B" Div: B Saunderson 76nett; "C" Div: W Borg 74nett; Ladies: Z Nel 84nett; Jnrs: C Els 72pts. Well done to all and thanks once again to Anthea for dishing out the "feesh". Wednesday 25 March - we had a good field of players enjoying the sunshine - the competition was sponsored by Marco Swarts with some great Proshop vouchers up for grabs. The guys played some good golf and produced some excellent scores. Michael was once again the club house leader for a while with a great round on 40pts - however he was finally pipped at the post by one of our oldies, Peter Bass with a brilliant 41pts - just goes to show it helps to get a bit of advice from a Pro when he passes thru. The 9 hole competition was won by Johan Kok with an excellent 22pts. This coming weekend there will be a Club sponsored Individual Stableford as quite a few of our players will be travelling to Windhoek for the Central Open. Sunday 29 March is Fun Day and there is still a few places left for those who still want to join in the fun. Bring along the kids and let them have a go. Thought for the week: " I don't say my golf game is bad; but if I grew tomatoes, they'd come up sliced."

'n Paar proefnemings is geneem oor sekere

The 5 Primary Schools include Narraville Primary School, Tutaleni Primary School, Immanuel Ruiters Junior Primary School, JP Brandt Primary School and Flamingo Primary School. Each school received 1 soccer kit, which includes the t-shirt, shorts and socks, along with a soccer ball. “Businesses need to go beyond the interests of their companies to the
communities they serve,” April answered when he asked why he decided to sponsor local schools with soccer kits. April said that growing his business from humble beginnings he knows the importance of giving back to the community. “Growing up in the streets of Walvis Bay, and not always having the necessary attire myself I decided to give back.
Entrepreneur donates to local school Leandrea Louw Executive Director of Think Safety First, Collin April, donated soccer kits to five primary schools in Walvis Bay, yesterday. My parents could not afford to buy me soccer boots and many times I had to play soccer without soccer boots. It pains me to see young boys with talent playing soccer without proper gear and I believe my company’s little contribution will make a small difference in the lives of the young boys. One or two just might become great soccer players
and contribute to other future Brave Warriors.” Since venturing into business he has always subscribed into Richard Branson’s philosophy which says ‘if you aren’t making a difference in other people’s lives you should not be in business.’ The schools who received the soccer kits are immensely grateful for the kind gesture. Cecilia Mayenga, Head-
girl of Tutaleni Primary School, said that they will definitely make the best of this gesture. Chief Kooitjie, who represented the JP Brandt Primary School, said that he is grateful for the gesture the company has made. “Such investments brings unity between sports and (Fltr) Front: Representatives of the different primary schools, business, and through this Chief Kooitjie, representative of JP Brandt Primary School, and long standing friendships Ruben Van Staden (Think Safety First).
