Swakopmund's new structure plan will make provision for the total relocation of the Swakopmund aerodrome to a location north of the town's boundaries. Although the new structure plan makes provision for that, the town's public need to be consulted as part of a compulsory public consultation process. According to council documents, the relocation will entail an entirely new airport facility complete with new runways, air traffic control tower, aircraft hangars, commercial buildings and a terminal building. Air safety is one of the major concerns which prompted the think tank to relocate the aerodrome and to use the land it is currently occupying for other developmental needs. The Namibia Civil Aviation Authority (NCAA) will be instrumental in laying out requirements and standards for such a new air facility. The Swakopmund airfield may not possess the same strategic function of the Walvis Bay International Aiport, but is the hub of Namibia's tourism aviation (pleasure flights) and recreational activities like skydiving.

On the issue of unemployment and poverty, Salomon said efforts made by council, such as the recently inaugurated Germina Shitaleni Multipurpose Centre in Mondesa for entrepreneurs and the launch of the street vendor market, are there to assist in job creation and poverty reduction. Low rentals are charged on entrepreneurs to use these facilities, raising the bar for income generation. an investment profile with one goal: to attract and promote investment in the town. Speaking on land delivery, Salomon explained Swakopmund has its own peculiar situation with regard to this burning question. When it comes to high value land, the municipality of Swakopmund prefers to service the land and then sell it off at profits which are then utilised for servicing land to lower income groups. However, with the demand for higher value land very depressed due to prevailing economic conditions, that hampers land delivery to lower income tiers. “Land delivery requires enormous financial input.
