Helicopters above Walvis Bay has residents curious......... Five helicopters were humming above Walvis Bay yesterday afternoon, prompting phone calls to the newspaper’s office. The flying machines were also spotted over Swakopmund later yesterday. namib times made inquiries to the local air traffic circles of the coast and established that these helicopters are part of a tour group of helicopter owners from South Africa travelling part of Namibia on an air-safari. The helicopters entered Namibia from Upington and landed at Keetmanshoop for refuelling and immigration control. The group then flew to Lüderitz, Sossusvlei and arrived in Swakopmund yesterday afternoon.

Adjust time Continued from front page differ by one hour during winter time. For cross border business- and other activities it remains problematic. Some public inputs called for the return of the time to the pre-1994 situation, to allow for the sun to set later during winter time. Many are caught by darkness when returning home at night during winter, but equally many Namibians opted for the time to remain at the current setting, as sunrise is earlier during winter times and safer for those commuting to work or going to school. According to the statement the process of assessing public input can still take some time, raising expectations that for this year at least, winter time will remain.

Wildlife poaching ring uncovered at Omaruru days after rhino-arrests Erwin Leuschner Only a few days after the Omaruru District Watch (ODW) celebrated a huge success by apprehending five alleged rhino poachers, with the last suspect being caught over the weekend, the ODW has on Monday uncovered a huge syndicate of wildlife poaching on various farms close the town. The financial loss of this case is estimated at over N$100 000.
The Walvis Bay SPCA is holding their first and much needed AGM meeting to officially vote in the new 2016 committee, which is being held at the Atlantis Sports Club on Tuesday 5th April, at 17:30. All public and interested parties are invited to cast their votes to form a legit committee for the SPCA, and to encourage more public support in getting the embattled SPCA up and running and back on its feet. Membership forms will also be available at the meeting for the public wishing to get more involved, as the SPCA are looking to boost their membership base, as well as fundraising possibilities. By mid-year, it is expected that a follow-up meeting will take place to address all problems and feedback on any new developments. For further information contact Henrieka Jansen Van Vuuren (Acting Chairperson Walvis Bay) 0812697475
The Omaruru District Watch might have uncovered its biggest poaching syndicate yet, with initial estimates stating that about 50 animals were slaughtered on three different farms close to the town this year. “We are now busy with our investigations and we are confident that we will get to the bottom of this syndicate,” Alexander Steyn, leader of the ODW, said to namib times. According to Steyn he was called on Monday about “some tracks” that were spotted on a farm about 30 kilometres from Omaruru. He followed the tracks and later uncovered a “huge slaughter area” in the veld. “There was still fresh meat hanging from the trees,” he said. He estimates that the meat came from seven Gemsbok. From the slaughter area more tracks led in another direction, which Steyn followed only to again discover another huge slaughter area in the veld. This continued on until Steyn found a total of five such slaughter places. “There were horns and heads of the slaughtered wildlife lying everywhere. We counted about 50 animals that must have been killed, which are worth more than N$100 000,” Steyn continued. The ODW leader is of the opinion that the poachers identified a “quiet area” on a farm that is rarely visited where they then set up snares. They continued doing this at various places. After a while they then went back to the initial spot, where they then slaughtered the ensnared animals, before moving on to the next area to continue the operation. “We have not made any

Agreement to “free” Namibians from “crowded” Zambian jails
This past weekend only two cases of attempted murder were reported in Walvis Bay's central area and one suicide case in Kuisebmond. Swakopmund on the other hand was quiet with zero deaths compared to the previous weekend. Erongo Crime Investigation Coordinator, Deputy Commissioner Ottilie Kashuupulwa confirmed the attempted murder cases and said they happened in the central area. It seems like people are carrying weapons and knives to bars and sheebeens with the intention of hurting others and people are advised to get rid of this type of behaviour and to do away with intentionally harming or hurting others. It is also illegal to carry dangerous or sharp objects in public. In another incident Kashuupulwa confirmed that there was a suicide in Walvis Bay's Tutaleni informal settlement but she could however not share any details about the suicide nor the attempted murders as she was not available at the time of going to press.
Namibian citizens serving sentences in Zambian prisons can now be transferred back home to serve the remainder of their sentence on home soil, should they wish to do so. The same principle applies to Zambians incarcerated in Namibia.
Walvis Bay SPCA holds AGM on 5 April
There are two Namibians locked up in Zambian prisons and 89 Zambians locked up in Namibia. Commissioner-General of the Namibian Correctional Service (NCS), Raphael Tuhafeni Hamunyela (photo below) on Thursday said the Transfer of Serving Offenders (TSO) agreement which was discussed by Namibia and Zambia since 2012, became operational this year. Hamunyela was updating President Hage Geingob during his visit to the Lucius Sumbwanyambe Mahoto Correctional Service Training College, situated about two kilometres from the central business district of Omaruru in the Erongo Region. “Zambian prisons are beyond overcrowded. Our people there want to come home. As for some Zambian inmates here, they do not show interest in going home; I think it is because of overcrowding in their prisons.” He said the Ministry of Safety and Security is in the process of finalising similar agreements with Botswana, Angola and South Africa, and Namibia is ready to transfer inmates to those three countries. “They are just taking a while to finalise the agreement but from our side we are ready,” said Hamunyela. He complained of mobile phones, sharp ob-
arrests, but we are making this case our top priority. Usually we arrest poachers with one or two slaughtered animals, but we have not had a case of this magnitude yet,” Steyn continued. He called on the farmers to regularly visit all areas on their farms. “Poachers are smart and know when certain places are never visited,” he said. In the meanwhile the police have arrested the remaining suspect, who together with four other alleged accomplices attempted to poach two white rhinos on a lodge close to Omaruru last week (namib times reported). The suspect Frans Tjirondero (32) was apprehended in Outapi at his home, a reliable source informed the newspaper. It is alleged that Tjirondero was a mastermind in the rhino poaching case and that he operated from the background. “We are extremely chuffed that all suspects were caught. This is a huge blow to the rhino poaching operations in the country,” he said. Tjirondero appeared at the Omaruru Magistrates Court on Tuesday and was denied bail. He and his co-accused, Naftalie Tjiveze (44), Jazungua Karinga (25), Thomas Shilongo (25) and Johannes Nhulipo (25), are charged with the hunting of special protected game, as well as being in possession of a firearm without a licence. The case was postponed to April 18 for further investigation. They are accused of shooting two white rhinos on two different occasions, but miraculously the animals managed to escape and survive.
jects and dagga being smuggled into prison cells across the country, saying these illegal practices increase crime inside the prisons and should be ceased. The commissioner-general noted that mobile phone blockers will soon be installed at all correctional services premises to ensure that visitors and prisoners cannot use mobile phones there. “To combat the escape of prisoners, we will this year roll out the installation of CCTV (closedcircuit television) systems to all our facilities.” The Windhoek Correctional Facility already has CCTV cameras. On discipline, Hamunyela said it is mostly the young people between the age groups of 21 and 29 commit crimes while in custody. He noted that the NCS is doing well in rehabilitating offenders, something which is admired by many other African countries. “We are also self-sufficient when it comes to supplying ourselves with maize meal, wheat and pork.” During his visit, Geingob was updated about the activities of the NCS as well as its successes and challenges. He also viewed some of the metal work done by inmates as part of their training, such as steel chairs, tables, trailers and burglar bars. (NAMPA)

Drunkards rule the day These dustbins on Otavi Street in Swakopmund were kicked over by three drunkards who were seen roaming town during the early morning hours on Monday. Despite it being Easter, where people celebrate a religious event, for many it turned sadly into a weekend of binge drinking and the associated misconduct such as vandalism and violence. Just after the people responsible for this mess left the scene a resident of Swakopmund who witnessed the incident volunteered to clean the mess the trio had left behind. Swakopmund is considered as one of the cleanest towns in Namibia and some residents take pride in keeping it clean.

Road accidents mar Easter weekend at coast
Liesl Losper
A green Chevrolet Spark (N12789WB) and a grey Volkswagen Polo (N934WB) collided early Sunday morning at the crossing of Nangolo Mbumba Drive and 5th Road. The driver of the Polo apparently immediately fled from the scene, seconds after the accident, and according to witnesses on the scene returned later to look for his cell phone. He even asked if anyone knew what happened at the scene. The passenger in the Chevrolet Spark claimed that he recognised the driver of the VW Polo and pointed him out to bystanders. Within seconds he disappeared again. The female driver of the Chevrolet was bleeding profusely and after minutes she was also not at the scene. According to some of the bystanders a friend took her to the hospital since no emergency staff arrived at the scene yet. When the police arrived, both drivers were gone and the officer remarked that leaving the scene of an accident, and if they are under the influence, it can be a very harmful decision that only heaps more trouble upon their heads. A woman was hit by a car at the entrance to Walvis Bay on the coastal road. She sustained serious injuries when struck by an approaching sedan vehicle. She passed away a few hours later. On Thursday evening in Kuisebmond opposite Tutaleni Primary School, a delivery truck smashed into a house. Apparently the driver wanted to
escape, but the owner caught him and he was taken to the police station by a traffic officer. In another accident in Mondesa, Swakopmund vehicle also smashed into a house. Motor vehicle accident on B2 in the early hours of Sunday morning. One person sustained serious injury while the remaining three occupants sustained less serious and minor injuries respectively during a motor vehicle accident that occurred on the B2 coastal road between Walvis Bay and Swakopmund. It appears that fatigue played a significant role in the accident but the actual cause of the accident will form part of a Nampol investigation. Eagle Ambulance and Rescue Service attended to the injured before transporting them to a hospital in Swakopmund for further treatment and care. Another accident occurred in Omdel, Henties Bay in the early hours of Saturday morning when a sedan vehicle crashed into a wall. Fortunately only minor injuries were reported. The actual cause of the accident will form part of a Nampol investigation. Several lamp posts were also hit by vehicles in the streets of Walvis Bay.

Police warns coastal public against obsession with witchcraft Liesl Losper Recently the Namibian Police called a meeting with Ekutulyatika Informal traders in Kuisebmond, Walvis Bay to warn them about their obsession with witchcraft. “Complaints about rituals, witchcraft and accusing one another should stop,” was the stern warning from Sergeant Ileni Shapumba, Head of Community Policing of the Erongo Region during a meeting that was held with traders from Ekutulyatika and also those doing business outside the area. Shapumba said that several cases were brought to the attention of the police in this regard. One of them was a taxi driver that was apparently in possession of human body parts, which Shapumba said was not the truth after they have investigated it. “People even come to the police station and asked to identify the remains, which were apparently found in his possession, which was also devoid of all truth. We even have to call for special members of the Police force to investigate and then it ends up not being true,” Shapumba said. Members of the community accuse one another of witchcraft and rituals, and he said this lead to crime and people can be charged for defamation of character. After this meeting a committee was established that consist of residents who attended the meeting. “They took the meeting in good faith, they established a committee and all of them joined in this group to assist the police not only in this matter but to help keep the area clean.”

Land Grab: On Tuesday a group of residents, mostly women and children in Walvis Bay's Kuisebmond area, were apparently left homeless after the owners of the land they were renting, told them they can no longer stay there because they want to start building flats on the property. On Monday the women decided to start cleaning an area that belongs to the Ministry of Works and Transport. They claim they had no knowledge at that stage that the land belonged to the Ministry. More than 2 000 attend Whisky Festival Erwin Leuschner Whether it’s Single Malt, Single Grain or Blended Whisky – all hearts desires were satisfied at the first ever Namibian Whisky Festival, which was hosted at the Dome in Swakopmund last weekend. More than 2000 visitors attended the occasion, Event Manager Judy Allie said to namib times. “All feedback we received was very positive,” Allie said, while adding: “It was a great success and a seamless event.” For those that missed the festival, there might be another opportunity coming up quite soon. “We definitely wish to make this an annual event,” Allie continued. Many visitors were overwhelmed by what exactly the
Whisky Festival had to offer – it was a first of its kind in Namibia. “The initial idea started about four years ago. I attended these Festivals in South Africa and wanted to host such an event here, but it had to be unique to Namibia,” Allie said. It was only in April 2015 when her idea finally became reality and the planning for the occasion began.
Besides numerous stalls with various types of Whisky, which visitors could
taste and buy, the festival also offered a great variety of entertainment opportunities. There were aerial acts, roaming musicians, Whisky workshops and cooking demonstrations. Allie is especially pleased
with the venue, saying that there is no venue of that magnitude elsewhere in the country. “We looked at various places in Windhoek, but none could meet our ideas like the Dome did,” she said.

Bank Windhoek Namibiam Open Beach Volleyball Championship 2016 The Bank Windhoek Namibian Beach Volleyball Open 2016 Competition over Independence weekend witnessed 30 top volleyball teams participate. The competing categories were: Experienced Men's, Experienced Women's, and Youth Girls under 18's, Social 2-a-side including Youth Boys under 18's & Mixed 4-a-side. The men's Championship Title went to Philip Schulz (20) and James Verrinder (40). This was the first ever tournament win for Philip, who played alongside James, his coach and Namibian National Beach Volleyball Coach. They overcame Brandon de Jager and Jan-Eric Sack in the final, winning 2:0 (21:11, 21:18) to be crowned Namibian Open Champions. Third place went to the very exciting young talent of Daniel and Fabian Pfiefer. Women's first place went to the duo, Kristin Schulz (17) and Michaela Boehringer (16). It was the first ever final qualification and win for both, in which they delivered a flawless performance. After 2 third places last year, they displayed their sharpened abilities. They overcame Rosi Hennes and Stephanie Palmhert in the Women's final, winning 2:0 (21:19, 21:13) to take the title. Third place went to the experienced pair of Anita Kinder and Simone von Wietersheim. The competitive opening games were supplemented by Free Youth Coaching Sessions, led by the NVF National Beach Volleyball Coach, who gave an opportunity to local boys and girls, aged 8-13 years, to try beach volleyball. The Namibian Volleyball Federation (NVF) in effort of decentralisation of the sport aims to move its focus away from the capital and into the regions. The NVF will only host 2 beach volleyball events this year; NAM Open - Independence weekend (19-20th March) and in Oshakati - (July) date to be announced. Other final results were: Youth Girls Final: Carmen Curschmann and Carmen Gaugler vs Jasmin Baas and Ranjana Metzger 2:0 (21:17, 21:16). The Carmen's remained unbeaten throughout the tournament and finished well deserved winners. Carman Deikmann and Lara Lusse came Third. Namibia miss out on Hockey World Cup Qualification South Africa qualified with both genders for the U21 Hockey World Cup, while Zimbabwe and Egypt qualified with their ladies and men's teams respectively. Africa's top two teams per gender qualify for the World Cup, with the continental qualifiers which were hosted by the Namibian Hockey Union from 18 to 28 March. Namibia's ladies team was confident of achieving the qualification, after placing second at the end of the pool phase. In the ladies semi-final Namibia faced Zimbabwe. In the pool phase of the competition, Namibia managed a 3:1 victory over the Zimbabwean ladies in a tough match. With this confidence booster, the Namibian girls went into the semi-final dreaming of World Cup qualification. Namibia put on the pressure from the start and managed an early goal. Zimbabwe however fought back with an equaliser ten minutes into the match. With a one all score at half time, Namibia knew they have to step up their game. In the second half, the home team put the pressure on Zimbabwe. The Zimbabwean defense however stood firm and their goals keeper denied Namibia a goal on multiple occasions. With more errors creeping into the Namibian game, Zimbabwe used the opportunities for their counter attacks and through this managed to score their second goal, taking them into the lead. In the last 10 minutes of the game, the Namibian ladies realised their World Cup dream was slipping away. They picked up the pace, putting in a big effort and creating various goal scoring opportunities, but where unable to finish them off with an equaliser. In the other ladies semi-final, South Africa had little trouble against Tanzania. The Tanzanian girls played with lots of passion, but were not on the same level as the defending champions. Not having conceded a single goal throughout the tournament, South Africa maintained their clean record, beating Tanzania comfortably 31:0. In the men's competition Namibia was hoping for an upset against favourites South Africa in the first semi-final. South Africa however performed up to expectation and left Namibia little room for surprises, claiming their spot in the final and the World Cup with an 11:1 victory over the home team. In the second men's semi-final, defending champions, Egypt, dominated equally against Zimbabwe. By winning 12:2, Egypt booked their ticket for the final as well as the World Cup. After their disappointment on Saturday evening, Namibia's U21 ladies team managed to pick up their spirit and successfully fight for the bronze medal on Sunday afternoon. In the bronze medal match Namibia defeated Tanzania 15:0.
