Budget - Let the Peoples’ Voice be Heard Bernabé Blaauw
Probably the biggest surprise in the announcement of the national budget for the 2015/16 financial year, is the substantial increase of old-age pensions from N$600 a month to N$1 000 a month. The general feeling is that several meetings and Page 2 calls from pensioners for an increase to N$1 200 a month, reached the newlyelected Cabinet’s ears, and they decided to act on it. Minister of Finance, Calle Schlettwein, made the budget announcement in Parliament on Tuesday and further good news is

that not only primary education but also secondary education will now be for free. In his first budget under the Presidential administration of Dr Hage Geingob, he stated that Namibia has been able to make notable progress and register key achievements, which include the expansion of the economy by a
factor of 15 since 1990, from N$8.3 billion to N$126.6 billion by 2013, with the corresponding income per capita having increased more than 10 times, from N$5 500 to N$58 300, thus propelling Namibia into the league of upper middle-income economies by global comparison; improved access
to education, health facilities and basic amenities; reduction in relative poverty from 38 percent in 1993/94 to 20 percent by 2009/10 and pushing back extreme poverty from 9 percent to 2.0 percent over the same period, and in spite of the difficult adjustment period stemming from the effects of
the global financial crisis, Namibia was able to have its investment grade sovereign credit ratings by Moody’s and Fitch reaffirmed as stable. Schlettwein said that although Namibia’s economic growth so far has been positive and moderately high, it largely remained jobless, with unemployment perpetually

Amupanda urges Swakopmunders to stick together Sharlien Tjambari
Thousands of Swakopmunders, mainly the youth, queued up in front of the Town Hall on Tuesday, in order to receive their letters of application for land from the town’s municipality. The leader of the national Affirmative Repositioning group, Mr Job Amupanda, also came to witness this historic event. According to him, he
only came to observe the situation on the ground. The application letters serve to inform the municipality on exactly how many people are
desperate for land. “If you sign that letter, you will get land, once the Government or Municipality decide to distribute land,” Amupanda told the applicants.
He further stated that everyone in Namibia needs land and stressed out that even the poor have the right to have a place they can call home. He advised the
people not to hand in their letters until they (Affirmative Repositioning group) give them the green light to do so, reason being that the municipality could try

The development budget is proposed to increase at a much higher rate of 15.9 percent to N$11.10 billion in the budget year and average around N$12.05 billion over the medium term expenditure framework (MTEF). an average of 8.7 percent over the MTEF, as Government extends support to SOE project financing on the strength of their balance sheets. The sovereign guarantees in the pipeline include the construction of a dual carriage between Windhoek and Okahandja to the Road Fund Administration, the construction of the national fuel storage facility, fuel pipeline and the fuel offloading jetty at Walvis Bay by the National Energy Fund, and guarantees to NAMCOR and NamPower for the Kudu Gas-to-Power Project and the Mass Housing Programme. Key project financing allocations are made name-
ly N$4.93 billion over the MTEF to support the balance sheets of Nampower and Namcor for the Kudu Gas-to-Power Project. In addition, the State will provide a guarantee for the financing that will be sourced outside the budget; N$1.25 billion over the MTEF for the Mass Housing Project. In addition, Government will issue a sovereign guarantee to the tune of N$2 billion for NHE to access funding for this project; N$3.27 billion over the MTEF for the roads projects, in addition to N$1.7 billion to be raised by the Road Fund Administration, and N$945.84 million for railway projects, with funding out-
side the scope of the State Revenue Fund to the tune of N$3.79 billion over the MTEF. N$7.75 billion is allocated to the Agricultural Sector to cater for, among others, the Green Scheme programme and other interventions in the sector over the MTEF. Regarding taxes, the minister also announced that he is going to commission an investigation into the equity and effectiveness of the tax system, with the view to broaden and deepen the tax base, improve the fairness of sharing the tax burden, while keeping in check the efficiency and competitiveness of the system and the taxpayer’s ability to pay. However, all is not good
news as the excise duty rates, the so-called “sin taxes”, on alcoholic beverages and tobacco products will increase as follows: the tax on a quart of beer goes up by 15½ cents, a bottle of wine will cost 15 cents more, a bottle of sparkling wine goes up by 48 cents, a bottle of whisky will go up by N$3.77; and a packet of 20 cigarettes goes up by 82 cents. The minister concluded his announcements with a quotation from Charles Darwin who said, “If the misery of the poor be caused not by the laws of nature, but by our institutions, great is our sin.”

opment budget allocation, budgetary allocations are made under the operational budget for targeted transfers to State-owned Enterprises (SOEs) for investment in strategic infrastructure projects such as the Kudu Gas-to-Power project, railway and road network rehabilitation, the Walvis Bay Port expansion and the Mass Housing projects. Total debt is projected to increase to an average of 31.5 percent of GDP over the MTEF, seen against the threshold of 35.0 percent. Government intends to finance the substantial component of the deficit from domestic borrowings. Contingent liabilities are projected to increase to
lowance. I have also saved up enough, so I guess I am sorted out,” says Shinedima. She further remarked that she will never lose hope and will keep on fighting for land until she gets it. Nembia Robert (22), a student at IUM commented, “I really do hope and pray that the municipality will take this acknowledgement seriously.” Bonita Haradoes (28) and Lovisa Simeon (29) woke up at five in the morning and drove all the way from Husab Mine just to come and collect their letters in Swakopmund. Bonita commented that what Amupan-
da is doing is really good, as he is giving the youth an opportunity to fight for what belongs to them. “We are also tired of living in ghettos and the conditions going hand in hand with living in a shack,” was Lovisa's point of view. Only 2 000 of the 3 756 applicants received their application letters on Tuesday, with the rest to be provided on 14 and 21 April. Amupanda applauded the Swakopmund Municipality for being the first town, countrywide, to positively react on the land applicants’ dilemma. He noted that he and his
Bonita Haradoes and Lovisa Simeon with their application letters team will be having meetings with the municipalities all over Namibia, in order to discuss the issue of land and how the Go-
vernment can assist them. Amupanda also made it clear that should the Government and the municipalities not respond to
their request, the people will start occupying land from 31 July, with or without the Governments concent.
Traffic Chief’s Easter message to road users
Traffic volumes to the coast are expected to double or even triple, this coming Easter weekend and Swakopmund’s head of the traffic department, Melvin Cloete, shared some road safety tips, as well as a message to all road users. “We are urging every motorist to adapt to a driving behaviour style that can avoid accidents on our roads. Please change your attitude on the road and share the road with your fellow Namibians,” is Cloete’s message. If you are going away this Easter Holiday season, take note of the following Road Safety Tips to ensure that you arrive alive at
your destination. Obey the rules of the road and carry your driver’s license with you. Plan the route to your holiday destination and give yourself enough time to reach the destination. Make sure that your vehicle is in roadworthy condition before departure. All lights and indica-
tors, windscreen wipers, brakes etc should be carefully examined for faults. Do not overload. Try to avoid driving after dark if possible. Have a good rest before you embark on your journey. Do not drink and drive. Try to recognise potentially dangerous drivers on and pedestri-
ans alongside the road and keep well clear of them. Be visible - drive with your lights on. Headlight should be dipped well before an approaching vehicle is within range of the main beam. Always wear your seat belt and check to see that everyone in the car is wearing theirs. Drive defensively.
Stay within the speed limit at all times. Maintain at least a 2 second following distance - this distance should increase at night, in foggy or rainy conditions and when the road is wet. Be alert to changing road and weather conditions. To those who are travelling, travel safely and obey the road rules.
Recycled namib times paper dress rocks Liesl Losper Nicole Wittmann (12), the head girl of Primary School Walvis Bay, was one of 20 selected candidates from Grade 7 (10 boys & 10 girls) who took part in the annual Mr & Miss Walvis Bay, which was hosted recently. The children’s creativity was tested at this event, as they were requested to make their own dresses out of recyclable material. Nicole decided to make her dress out of old newspapers, especially namib times’ newspapers. “All the girls wore beautiful dresses. It was amazing to see how creative people can be when making dresses out of recyclable material,” she commented after the competition. We asked her where the idea came from and she stated that their brilliant idea originates from the internet. Her dress made out of old newspapers, tape and wool. The adhesive tape was used to keep the pages together. A string of wool was used to link it together, in order
to be able to put on, or take off the dress without tearing it. “It took a couple of days to create the dress since we could only work on it during evenings and on weekends. I think we must have used about 50 to 60 pages in total,” Nicole said. Unfortunately, the dress is too big and bulky to keep, but at least they have some photos to remind them of this memorable evening. “My mother assisted me with the creation and I felt special and very much enjoyed wearing it,” she concluded, smiling from ear to ear.

The ongoing controversy regarding the mass housing project in Swakopmund's DRC informal settlement is allegedly confusing residents, as infighting between the DRC Concerned Group and the DRC Planning Committee continuous. The latest squabbling between the two parties followed after a DRC resident was arrested for filling up a trench, dug for the purpose of building a house, in front of her home with sand. The incident occurred last week and according to a source the lady was released from custody the same night. The chairman of the DRC Concerned Group, Mr David Nghiimbwasha, allegedly told the woman to fill up the trench and according to a letter by the Con-
cerned Group's secretary, Mr Laidlaw Peringanda, Mr Johnny Kushonya (Chairman of the DRC Planning Committee) wanted to open a criminal case against Nghiimbwasha and the lady. Mr Kushonya told namib times, yesterday, that no criminal case was opened. The letter states that Nghiimbwasha was concerned about the “safety and health” of the lady, who has a disabled child. The plot deepened at the Mondesa police station, when the two
parties met to sort things out. Peringanda apparently questioned the Planning Committee's chairman, regarding his stake in the company, constructing these houses. According to the letter, “Mr Johnny Kushonya admitted during the closed-door meeting at the Mondesa charge office that he is the owner of the company, digging the trenches”. Mr Kushonya yesterday strongly denied that he is the owner of the company. In his letter, Peringanda alleges that one Mr

Walvis Bay Magistrate’s offices “under siege” Mavourlene Gaes A fire erupted around 23:00 on Monday evening at the Walvis Bay Magistrate’s court. The Public Prosecutor’s office was the target and foul play is suspected. The Chief of the Walvis Bay Fire Brigade, Mr Dennis Basson, confirmed the incident and said they are suspecting the fire was started deliberately. “When we arrived on the scene, we noticed that the window had been forced open from the outside and the documents on the desk were up in flames,” Basson said. A piece of wood or timber was used to set the papers on the desk on fire. When contacted for comment, Public Prosecutor Nasilele Siyam-
bango, told the newspaper that she suspects the arsonist knew where her office is situated and where she keeps her documents, and thus tried to burn the room strategically. According to the police spokesperson, Deputy Commissioner Otillie Kashuupulwa, the suspect unknowingly set off the alarm when he forced the window open. “He forced open the window before igniting the plank and tossing it through the window,” Kashuupulwa remarked.
A local security company quickly responded to the alarm and alerted the fire brigade upon arrival. The fire was put out before any important documents caught fire and investigations continue. Last week Magistrate John Sindano Liwoyo also fell victim to crime, when someone managed to get access to his office during lunchtime and made off with his laptop. No arrests have been made involving the case but the matter is still under investigation.

World Autism Awareness Day commemorated today Today is World Autism Awareness Day and the whole month of April will globally be dedicated to people living with the challenges of autism. What is autism? Some say it is a disorder, others say it is a condition and yet others state it is just a different way of being. According to the diagnostic manuals it is a developmental disorder, the cause of which is still unknown. Autism has an overall
influence on development, on multiple levels, throughout the lifespan. It usually manifests during the first three years of life, but is often only picked up when children go to pre-school or to school, when they have to follow the “norm”.
Autism affects people differently, some are severely affected while others have exceptional abilities. Autism can occur with other conditions like learning disabilities, hyperactivity etcetera. All persons with autism have difficulties in the following four areas, some are
more severely affected, whilst others are only mildly affected. It is the quality of interaction within the four areas which give rise to concern and the need for assistance: Social Interaction how do they interact? Communication how do they communicate? Theory of mind - they
cannot put themselves into someone else's shoes / perspective. Sensory issues – Smell, taste, feeling, hearing, and sight might be affected in any combination. Most importantly – accept the person with autism as they are, they need and want to be loved like anyone else.
When teaching, reach to understand the mind of the person with autism and use his talents and fixations as positive reinforcements and entry points to learning. Autism and learning in Namibia happens through: empathy, understanding, support at all levels,
April fool's joke might end up in court …and that's no joke A Walvis Bay resident thought it would be amusing to post a false statement on a social media page about an alleged horrific accident that occurred between Walvis Bay and Long Beach yesterday. The namib times was informed by a member of the public to view the post and the police confirmed that it is entirely untrue. “One cannot make such jokes. It is pathetic. It is a very sick joke. One cannot joke about death,” the complainant said. The post was published yesterday, followed by numerous comments on the post from the public, stating that it was indeed a very bad joke. The post read as follows:
(Name wittheld) “ H o r ro r a c c i d e n t between Walvis Bay and long beach, two buses of Rio Tinto mine involved in horror accident now now face to face accident. 87 peoples die at the spot.” The police was provided with his name and they confirmed that it is absolutely untrue that the accident occurred and that he (the culprit) could very well face serious consequences for posting such a status. These are some of the comments that followed on the post:
“April fools or you are real” “It's not for real I was in the only bus coming to Walvis from Rössing” “I know its April fool, but know what to fool with People are seriously dying and u are here making fun of it!” “Idiot. Rio Tinto's buses don't even drive that road. You do not make such jokes!” “April fool.” “U can make jokes but watch out that wish will turn against u or your family” “If this is supposed to b an April fool's joke then
it's in extremely poor taste!” “Post a joke that will not shock people but one that'll make then looks dumb on their Special Day! You moron!” “He must be banned from the group.” This is a very serious matter, and should the parties affected by the post decide to take legal action, the perpetrator could possibly be charged.

Namsov's CEO resigns with Permits immediate effect Obtaining Fishing
Obtain a permit from the Namibian Ministry of Fisheries and Marine Resources (MFMR) to catch fish or dive for crayfish and respect harvesting limitations.
WHY? The marine resources are limited and currently some of them are overfished or over collected. It is necessary that everybody uses them wisely and carefully to secure the future harvesting needs by protecting the stock. Quantity/number of marine resources harvestable, minimum size limits of fish and crayfish that can be caught, open season etc. help to manage stocks to avoid the total disappearance of some species in our waters. Do not leave bait or fish on the beach! Either take it home or return it to the sea. This food attracts scavengers like jackals and gulls that prey on other bio-diversity. When you are back home after the holiday, it also inflates the predator population. Where can you get a license for angling, crayfish diving & bait/mussels collection?

Following a press conference by Namsov “to clear the air” on certain misconceptions regarding the operations of the company, their Chief Executive Officer, Mr Jerome Mouton, resigned on Monday, with immediate effect. An official letter by Bidvest Namibia Fisheries Group’s Managing Director, Mr Jan Arnold, explained that Mouton resigned due to “irreconcilable differences” between him (Mouton) and the Board of Directors. Mouton served for
three years as CEO, trustee and director at various intergroup boards. This turn of events follows amid the decrease of Namsov’s percentage of quota by the Ministry of Fisheries and Marine Resources. At a press conference,
last week Friday, Arnold stated that they were relying on a certain percentage of quota, but the Ministry then decided to decrease this percentage significantly and investors were left unsure of the future of their investments.

The newspaper asked Namsov to elaborate on the “irreconcilable differences” between Mouton and the Board members, but no explanation was provided. The namib times also asked whether Mouton’s resignation was linked to his absence at last weeks’ press conference. “We unfortunately will not elaborate on this question,” was the answer from Namsov. They could also not comment on a question regarding when a new Chief Executive Officer will be ap-
pointed, and/or if they will appoint an acting CEO in the meantime. The short term effects of Mouton’s resignation were also questioned and Namsov replied that they have a competent and experienced team of staff and management. “Mr Mouton during his tenure made valuable contributions which will remain a material part of the organisation.” The newspaper also contacted Mr Mouton for comment and he noted that he resigned because of private reasons.

Swakopmund Residents Association Newsletter The museum has been repainted and now greets the visitor with bright colours and huge golden letters, surely this clean outer appearance will attract more visitors. A few steps away from the museum, demolition of the old swimming pool has eventually begun. This eyesore should have been removed long ago, but at least it is going now. Moving along the Mole one comes across the little jetty in the basin which is disintegrating, i.e. two out of eight poles have disappeared in the storms, leaving the rest to support the structure. It was closed to pedestrians for several months but since the walkway has been stabilised with new planks the tapes reading “Danger No Entry” have been removed. By whom? A few meters on and one comes across a wall of heavy boulders serving as a breakwater against stormy seas. It was a good idea to drop them there but unfortunately the gaps between them are being used as rubbish bins and even toilets. Not very hygienic! One can hope that once the Strand Hotel construction reaches its finishing stages this whole area will be cleaned decently with proper walkways and decent seating facilities. Upon request by the Swapo Elders Council the amphitheatre was named after a prominent member, Mr Thomas Amunyela through an official unveiling of a marble plate bearing Mr Amunyela's name by the then mayor, Cllr W R Hoabes. We do not doubt the valued input by Mr Amunyela for his party and the late honour bestowed on him by his party may be warranted, but it is an internal party matter, as Mr Amunyela never occupied an official position. For some time now this association has been drawing the municipality's attention to the Jörg Henrichsen Park between the jetty and Fisheries Institute which has no nameplate. To our surprise our request was met recently, but our enthusiasm was dampened when we saw that a wooden signboard, similar to those on every street corner, was all the municipality could do for a former mayor who served the town in an
exceptionally efficient way and was instrumental, amongst others, in the “Save the Jetty” fund, which raised finances for the partly restructuring of this historical construction. Next to the entrance to the jetty is a small
monument depicting two drills used in the building operations and a memorial plate honouring amongst others the late mayor, J Henrichsen. He was a man who worked for all members of the community and did not serve a particular interest group. The disappointment is deep when one com-
pares the way our town honours these two personalities: a marble plate with inscription for the one and a w o od en sig n bo a rd similar to a street name for the other. Our request has been for a solid rock, with a polished area and an engraving which will not be destroyed by vandals. We feel strongly that
this should be possible. In addition we want to point out that the two drills on the monument have started showing rust damage, so it is time for the engineering department to pay attention to this. The beggars at various places in town have disappeared, and everybody seems to be delighted not to be hassled any longer.
May it stay that way. On the increase however, is the tremendous amount of rubbish gathering at the entrance to the NWR offices opposite the Bismarck Centre. This makes a very bad impression on tourists obtaining their desert entrance permits. Does this represent the status of “Swakopmund international
holiday resort” which our mayor likes to quote? Members and interested persons are reminded of our AGM which will take place on Tuesday, 5 May at 19:00 at the museum. We have local authority elections at the end of the year, and need everybody's support, please attend and give us your input.

Barking madness in Meersig
Recently there has been a proliferation of dogs in the 1st and 2nd street North area in Meersig, resulting in a cacophony of howling and barking dogs. Seems the owners are completely oblivious to the ruckus their mutts are causing. I too have dogs however

Children exposed to deplorable Madelaine Laubscher conditions Report misread by some readers
After the newspaper published an article regarding children being exposed to deplorable living conditions (next to a local children’s home in Walvis Bay), some readers misread the fact that it was not the childrens home, but the houses next to it, which are in a terrible state. This resulted in sponsors indicating their intentions to withdraw their monthly donations towards the children’s home. The article, that was published last week, clearly stipulated the houses that are in a shocking condition are situated next to the childrens home, exposing children to danger and health issues, as there are two small children
(not from the children’s home) living in one of these houses. The children’s home is not in a deplorable condition. As a matter of fact, the namib times visits the children’s home on a regular basis and the home is in
a very good condition. It is the area around the childrens home needing immediate attention. Readers are encouraged to read articles thoroughly, before making any negative assumptions - Ed.

Dating with HIV is possible
NAMIB TIMES

Testimony of an HIV positive man
“The feeling of being alone had been festering deep within me for 3 years. It began after I was diagnosed with HIV 1999 As soon as I was diagnosed I knew that unless I loved myself first, I would never find true love. Even then, it still took me several years to allow myself to even think about trusting another partner. I had learnt many lessons along the way on trust and relationships from disclosing my status to my close friends. These lessons helped pave the way for new relationships and potential dates. Dating with HIV is no different from dating someone who has an eating disorder, or depression, or any other illness. I have come to realize that unless someone is educated on HIV, it is very hard to have an honest and open conversation with them about the issues. Though this does not mean you cannot be a guide to their understanding and education. When I date, I’m honest about who I am, what I am and what my personal situation
is. I explain very simply; “If you want honesty, I am your man. If you want foolishness and hypocrisy then you can carry on looking because that’s not me.” I believe we make dating harder than it really is. We have way too many expectations, and way too many questions. I have learned that the most successful relationships are based on good communication, time, and accountability. I’m not denying that dating with HIV comes with its challenges, but they can be overcome. People always ask me: “How do people react when you tell them about your diagnosis?” And while reactions often vary I always
stress: “If you know anyone who enjoys drinking in excess, smoke reefer, cussing excessively, then why can’t you be ok with what I do? That startles some people when I say it, but it’s honest. HIV for me has a small residence in my life. It does not reflect my character, nor does it affect my integrity. It is something that has happened, and when that issue can be communicated between two people and understood, the sky is the limit. For those who are having a hard time dating with HIV first, love yourself more than you love the thought of dating someone. Life is a process, go with the flow.
SERVING THE COASTAL COMMUNITY SINCE 1958
In my journey with HIV, I have had so many people desire to date me. Not because of my diagnosis, but because
of my passion to help educate the masses about HIV, and about the correlation between depression and newly infected candidates.
So let me conclude with this: find something deep within you that allows for your passion to glow. That in itself will not
only draw people closer to you, but will drive you to know your self-worth in the process.”

Also doch!

MOTORING
The Easter long weekend is traditionally one of those times when South African families from across the country pack up their cars, bakkies, buses and caravans, and hit the long road. It's also a particularly treacherous time for those on the roads the Easter holiday is notorious for the high fatality rate on our roads. "To curb fatigue when embarking on long, cross-country journeys, motorists are cautioned to take breaks every 200km and to switch drivers often," says Eugene Herbert, Project Coordinator for Driving Skills for Life (DSFL) South Africa, Ford's responsible driver training programme. "Driving Skills for Life adopts a multidisciplinary approach to training of drivers with a focus on both safety and eco-driving that both fleet and private drivers can benefit from. We've compiled a list of some of the top
safety tips worth considering before you head out. Some may even give you pause for thought." #1: Check it out Give your vehicle a thorough once-over before you hit the open road. Ensure the wipers and lights are in working order and carefully scan the tyres (including the often-neglected spare wheel). Legally, the minimum tread depth is no less than 1mm, which along with lumps and gashes on the sidewalls make tyres more susceptible to blowouts. Ensure that you have the necessary tyrechanging equipment and always check your tyre pressures when the tyres are cold. Remember that
vehicles under heavy load usually require higher pressures. For the guidelines relating to your car's particular tyre, consult the owner's manual or the information sticker usually found on the B-pillar at the driver's door. #2: Load up Don't overload your vehicle. Not only can this obscure your rear visibility but it can a l s o a ff e c t y o u r vehicle's stability and its ability to steer and stop; cause premature brake and tyre wear; and increase your fuel consumption. Where possible, pack heavy items in the boot and make sure to pack belongings securely. Sliding loose objects can distract and, if harsh braking is
required, unsecured items could fly forward and hit occupants sitting in the car. #3: Buckle up Yes, it's one of the most basic safety details, but according to the results of an independent study conducted, only 36.9% of drivers wore their seatbelts, while 30.8% of passengers were clipped in. * Childsafe suggests children be strapped into a suitable car seat from birth to ten years. When used correctly, seatbelts reduce the risk of death and injury in a crash. Also, if your vehicle is equipped with airbags, which provide additional impact protection in crashes, your bags probably won't deploy if your seatbelt is not secured. Food for thought: rearseat passengers who are unrestrained often injure or kill other occupants when they are flung forward or to the side on impact. Two seconds is really all it takes to secure the vehicle "accessory" that contributes so significantly to saving lives. #4: Be defensive Defensive driving is one of the tenets of driver training curriculum, but is not readily practised. Plan a defence or exit strategy so that you're prepared when dangers present themselves. This is also why a safe following distance is important. A longer following distance - 3 seconds on dry roads
is considered safe.- it increases your line of sight, which will give you more opportunities to spot and avoid potential problems. And if you can't see the mirrors of the vehicle in front of you, that driver can't see you. #5: All-weather driving Always adjust your driving to suit the road and weather conditions. When driving on wet roads ensure the following: · extended following distance as roads may be slippery · turn on your headlights (if not on already) · avoid puddles which may conceal potholes · should your car aquaplane (when water is caught between the road surface and your tyres, causing a loss of traction), don't brake nor steer. Remove your foot from the accelerator until you feel your tyres make contact with the road again and then continue at a safe speed. #6: Minimise Distractions A recent Driver Distraction Survey commissioned by Ford revealed that one in four young drivers in Europe aged between 18 and 24, have taken a selfie, have posted an update to social media or checked social media sites while driving. But distracted driving is not just about motorists' collective inability to ignore their smartphones when behind the wheel. Other common distractions are "rubbernecking"
when passing crash scenes or roadblocks; shaving or applying makeup; tending to children; looking for dropped items; and eating or drinking. But any driving requires you to remain focused at all times. The AA suggests you ensure children and pets are properly restrained and entertained before you start driving; plan your journey to allow sufficient time to stop and stretch your legs while you enjoy a (soft) drink and a bite to eat; never allow passengers to break your concentration; and avoid using your cell phone when driving. In the United States it is estimated that about 25% of crashes are caused by drivers using cell phones #7: Extr a care required We all know that the minute you venture out onto the road, you're taking your life - and the lives of your passengers - into your hands. But there are high-risk periods when, according to the Automobile Association of South Africa (AA), accidents are statistically most likely to occur. These are: · Between dusk and dawn · During morning and evening peak traffic periods · At "closing time" for bars and clubs · Late in the week and at weekend when the use of alcohol increases.

PUPKEWITZ NISSAN WALVIS BAY DID IT AGAIN Liesl Losper
Woermann Brock became the proud first owner of the Nissan NV350 panel van which was handed over recently to the company. This phenomenal panel van is the advanced model after the Nissan E20.
Mr Nauchaad January, sales representative of Pupkewitz Nissan said “The Nissan E20 was introduced in 1973 and today carries a strong sense of nostalgia, remembered as one of the most legendary products of its time. The Nissan E20 was the great symbol of the Golden City on the move. The Nissan E20 had over several years established itself as the Chief Taxi of South Africa and Namibia. Now, we introduce the Nissan NV350. Its wide body and high roof can carry cargo up to 3.25m long, with an interior width of 1.73m and a height of 1.645m. Embedded mounting nuts on the interior side panels provide convenient anchor points for hooks, shelves or other fittings, while flattened wheel arches mean more items can be loaded, along with improved profitability. Woerman Brock's operational manager in Swakopmund, Mr A Coetzee said “ From ordering to the time we have received the vehicle, the service of Nissan Pupkewitz was done very well, and delivery was not delayed. At this stage we haven't yet used the panel van as we are busy preparing it for its job ahead”

Russel James Nash MEMORIAL SERVICE:
Friday 3 April 2015 19:00 at house no.188 Sam Nujoma Avenue, Narraville
FUNERAL:
Saturday 4 April 2015 08:00 at home 09:00 from St Saviours Anglican Church, Narraville Enquiries: 081 699 6768 (Bronwyn)/081 670 4408 (Jasmine) Russel, those special memories of you will always bring a smile if only we could have you back for just a little while. Then we could sit and talk again just like we used to do. The fact that you are no longer here will always cause us pain but you are in our hearts. Till we meet again.
From: your lifetime partner, Julene
God saw him getting tired and a cure was not to be. He wrapped him in his loving arms and whispered come with me. He suffered much in his silence, his spirit did not bend, he faced his pain with courage until the very end. He tried so hard to stay with us but his fight was not in vain. God took him from his loving home and freed him from the pain.
From your loving mother
We cried when you passed away. We still cry today, although we love you dearly we couldn't make you stay. A Golden heart stopped beating. Love: Clarence, Bronwyn, Children & Grandchildren Deep in our hearts a memory is kept of the one we love and never forget. Till we meet again our brother and uncle
From: James, Josephine, Children & Grandchildren
Goodbyes are not forever, goodbyes are not the end they simply mean we'll miss you until we meet again.
Malla, Irma & Children
Till we meet again in Heaven.
Thea, Raymond, Maxine & Tiaan
May Christ who called you take you to Himself, may Angels lead you to Abraham’s side. Give him eternal rest O Lord and may your light shine upon him forever.
Loving memory From: Luke, Estelle, Nic & Gratiano
Uncle Russel, we thought of you today but that is nothing new, we thought about you yesterday and days before that too, we think of you in silence and often speak your name. Now all we have is memories and have you in our hearts.
From: Sais (Ashwin) & Lenesia.
* 05.08.1958 + 25.03.2015 TO MY DAD If I knew as a child what I know now, Dad I probably wouldn't have made things so hard for you I would have understood that you were looking out for my best interest. Even though it may not have seemed so at the time I would have known how difficult it is to let go, to stand back and let someone you love learn from their mistakes. I would have realised how fortunate I was to have a father who was always there for me, even after an argument, even after I said things I shouldn't have. While it's too late for a lot of things it's not to late for me to tell you that I appreciate how loving you are, how giving you've always been and that even though I may not always be good at showing it I LOVE YOU VERY MUCH From your Daughter Jasmine & Grandson Julio

Namibia triumphs at African qualification tourney in South Africa Namibia's cricket national team has won the Pepsi ICC T20 African Division Qualifiers for the 2016 World Cup in India courtesy of an emphatic 30-run victory in their last encounter against Kenya on Wednesday in South Africa. The win meant that the Eagles moved past the Kenya, who were without a single loss until Wednesday, to take the top honours. The Namibian's will now play against the other 13 regional qualifiers at the next qualifying round starting 6 July in Scotland and Ireland. From the 14 teams, the top 6 qualifiers will progress to the next round, where they will meet the 9th and 10th ranked Full Members in the ICC T20I Championship table as on 30 April 2014. It was a do or die match against Ken-
ya and they surely stepped up to the plate. The men of national coach Doug Watson posted a challenging 166/9 after 20 overs in big part thanks to 61 runs off 48 balls from Craig Williams. They were also well supported by Gerhard Erasmus who scored a quick 41 runs off 27 deliveries. In response, Kenya were only able to post 136/8 in their 20 overs. Louis Klazinga showed great skill by taking 3 wickets in his 4 overs. Namibia had laid a good foundation as they hammered Ghana by 90 runs in their opening match last
J J Smit week. Scoring a solid proved too much for Gerrie Snyman was 157/4 after 20 overs the West Africans. outstanding for the eagles as he scored 45 off 27 balls, while JP Kotze smashed 40 off 18 balls. In reply Ghana could only muster 67/6 in their 20 overs. Spin bowler Bernhard Scholtz led the attack with 2/8 in his 4 overs. The very next day Botswana would suffer the same fate as the Namibian neighbours were beat with 61 runs. Snyman proved that his remarkable achievement against Ghana wasn't a one-day
fluke. He again scored an impressive score of 59 off 30 balls, helping his team to post a strong 149/5. Botswana was then bowled out for a mere 88 thanks to an all round bowling performance by the team. Two wickets a piece for JJ Smit, Sarel Burger, Gerrie Snyman and Bernhard Scholtz was enough to get the Namibians home. They continued their strong performances on Sunday, beating Tanzania by 42 runs. Namibia put on 142 runs thanks to a 68 off
55 by Raymond van Schoor. In response Tanzania could only put together 100/9 in their 20 overs. Louis Klazinga and Craig Williams each took 3 wickets. Unfortunately Namibia couldn't maintain their winning streak against a strong Ugandan side on Tuesday. They posted 144 in their 20 overs. However Uganda didn't crumble as they scored the winning runs off the second last ball of the match with 7 wickets down.

Eleven Arrows and African Stars became the first two sides to reach the semi-finals of the Bidvest Namibia Cup after beating their respective opponents at the Sam Nujoma Stadium last week Saturday. Stars defeated the Young Chiefs with a score of 3-1 and Arrows beat Citizens 4-2 on penalties after the match had ended in a draw. Arrows coach, Dankie Hepundjua, said that his boys deserve the win. “It really came as a surprise to many that Arrows reached the semi-finals.
Although these guys are still young, they have worked hard and dedicated themselves to the game, for them to have come this far”. “Our next goal is to progress to the next round, and we are indeed positive as the guys are hard at work”. They will play a remainder of 4 matches before the match of
the semi-finals of the Bidvest Namibia Cup will take place over the weekend of 24-26 April. The Arrows will battle it out next week here in Walvis Bay against the Pirates and Mighty Gunners, in the Premier League Games, and then again against Unam and Black Africa.
