that the process could be expensive but he warned that nobody was going to do it for us, Namibians should do it for and by themselves. “Namport is one of the leading state-owned companies and we are a global player. We are the port of entry at sea and need to remain globally competitive” a proud Muadinohamba said. He says the Namibian Ports Authority is planning to increase its personnel, as it is planning to recruit over 100 workers over the next few months during the expansion.

from those countries. “Another challenge includes interruptible and unreliable power supply from the region,” the NamPower MD indicated. He said termination of most of the existing import contracts due to regional utilities experiencing domestic challenges makes new import agreements difficult to secure and expensive. The first agreement, which expired late last year, was with the Zimbabwe Electricity Supply Authority (ZESA) for 150 megawatts (MW), followed by NamPower’s supplementary Eskom agreement, which expires today

Ensuring access to secure, reliable and safe supply of electricity is crucial to attract foreign direct investment and stimulate economic growth through job creation. This is particularly important in the case of Namport, with its port expansions, to fishing factories and other industrial customers who are located in our town.” says Kahimise. He has also focused on load shedding, which has become quite a controversial issue in neighbouring South Africa. “In view of the above importance of electricity to the industrial customers, Erongo red has adopted a load shedding sequence on our area. Load shedding is a measure of last resort to prevent the collapse of the power system to the area being supplied. When there is insufficient capacity to supply the demand or load, from all the customers, the electricity system becomes unstable due to shortage of supply. Therefore action needs to be taken to prevent the electricity network from collapsing or becoming unstable. Under normal circumstances - planned outage - Nam Power will send a request to Erongo RED to reduce the load to keep the system
stable. What we normally do in such a scenario, is switch of the geysers remotely from the control centre. If the system is still unstable we then move to the next stage, by switching off streetlights and residential areas. If the system is still unstable, we then switch off businesses and Large Power Users. The essential services such as hospitals are usually last on our load shedding program. He says in Walvis Bay they have had a situation needing urgent attention to strengthen the electricity network. “Demand for electricity grew significantly in the last 10 years was gradually outstripping supply as there was no major investment made on electrical infrastructure, apart from maintenance costs. Walvis Bay transmissions supply network does not have N-1 network. Hence any defect or failure on any one of the transmission lines will necessitate some type of load shedding depending on the load at the time. In line with the international standards, towns like Walvis Bay should have an N-1 network. As result of the significant increase in demand for electricity, the Walvis Bay N-1 situation was eroded. We are fortunate in Walvis Bay, because NamPower was able to supply Walvis Bay through local generation when one of the transmission lines is off.”
Namibian Ports Authority to extend the usage of the fire truck to the municipality, in the occurrence of the dreadful shack fires that affect the communities way too often in Kuisebmond. The Governor has appealed to all private companies within the Erongo Region to ensure that their medical surveillance programs are up to date and to follow the example set by Namport. The Chief Executive Officer of Namport, Bisey /Uirab says the fire engine is set to reduce Namport’s reliance on the municipality for their emergency fire response services. He says after the integration of Walvis Bay into Namibia 21 years ago, Namport entered into a Memorandum of Understanding (MOU) with the Walvis Bay Municipality. The MOU was for the provision of emergency services to the port due to a lack of emergency response capabilities for landside emergencies. “The port has grown tremendously since then in terms of volumes, risks
and employees size. During the same period the town of Walvis Bay also grew, placing additional pressures on municipal emergency services” /Uirab noted. He further added that after the Municipality had approached Namport in 2013, to consider establishing their own emergency unit, they embarked on a strategy to establish a fully fledge emergency response unit. The Mercedes Benz fire truck was supplied by M+Z vehicles Namibia with Fire Raiders as subcontractors, responsible for converting the fire truck into a fully functional fire engine. Some of the key features on the truck is that it is able to carry four crew members plus the driver and has a tank capacity of 800 litres of water and 2 litres of foam. /Uirab says the new clinic became a necessity for Namport to build with the extension of the port and increased staff members. The clinic is said to reduce lost time associated with long waiting hours
at health facilities, early detection of occupational health related problems and intervention and the immediate response to workplace medical emergencies. Namport’s new clinic is expected to treat around 100 employees on a weekly basis, excluding mandatory medical examinations. The clinic has two consulting rooms, a hearing and screening room, a lung function testing room, as well as a kitchen and toilet facilities. It will offer treatment by two highly qualified nurses on duty, of minor ailments and injuries on duty. Pre, post and periodic medical examinations, counselling on chronic conditions such as high blood pressure, diabetes, HIV/AIDS and cholesterol amongst others are also going to be offered. Namport workers can also visit the clinic for hearing screening using an audiometer and a booth, lung functioning tests using a spirometer and also vision screening.

Shilamba stated that the most critical period will be after August 2016, when enormous strain will be placed on the system and when an additional generation capacity of at least 250MW will be needed to ensure security of supply for the country. He indicated that the procurement of the 250MW
gas-to-power project is critical for the national economy. “The commissioning of this plant will give us the breathing space and confidence to overcome the challenges and difficulties prior to the commissioning of the Kudu Gas-to-Power station in 2018,” he stated. The Erongo plant will operate in the minimum level of demand before Kudu and in mid-merit mode post-Kudu. Currently, Namibia does not have a proper peaking
plant in its power supply mix, apart from the small 22,5MW Anixas power station at the coast which has become inadequate, Shilamba explained. The 250MW plant will also run as a proper peaking plant when required and be readily available when the Kudu, Van Eck or Ruacana power stations are out of service for maintenance, planned or forced outages in the future. He says for these and many other reasons, Erongo RED, in partnership with NamPower, saw it appropriate to upgrade the network of Walvis Bay. The discussion and preparation work started in 2012. The construction of new Walvis Bay intake substation building that started in 2013 is completed and visible if one drives in the direction of the old Abattoir. The remainder of the project is at a very advanced stage and the primary equipment is currently being manufactured by ABB in Czech Republic. The design was based on very reliable equipment with a good foot print in SADC, which is critical for support and maintenance. “This substation is the “gateway” for all energy to the town of Walvis Bay. Continuity of supply to the town of Walvis Bay is of utmost importance Erongo RED. Especially the completion of one of the 132kV lines as this will bring forth some additional capacity to the town until the entire project is completed by January 2017. Until this time, Erongo RED is in regular engagement sessions with NamPower to manage and execute this project in the interest of all Walvis Bay customers. The Erongo RED portion is expected to be completed by December 2015. This part is critical as it will remove the existing vulnerable switchgear out of the critical equa-
tion as the equipment is more than 50 years old and is difficult to maintain to reduce the possibility of failure.” More outages on the way He says they have experienced a number of interruptions during the upgrade phases and expect to have some more interruptions during the duration of this project. “Hence customers will be notified well in advance of any planned outages through print media, electronic media, and the bulk SMSing platform. Outages are planned carefully in consultation with NamPower to keep the interruptions to the minimum duration. For the year 2015, three planned outages already occurred and the next significant outages are expected to occur in May. The transmission lines constructed by NamPower are also part of the Walvis Bay Bulk upgrade. While the work on the bulk upgrade is progressing well, it is crucial that everyone understands the importance of this investment.” He says Erongo RED’s priority has always been to make sure that the electricity network is robust to meet increased demand as economic conditions improve. “This investment is necessary if we are to ensure not only foreign direct investments but also regional economic and social development. Our vision is to bring electricity to all by 2020 and

As a result Erongo RED applied to NamPower to increase power supply by an additional 50MVA. The project is divided into three “sub-projects”, each having a separate tender implementation process with different contractors for each sub-project. The sub-projects are: Kuiseb - Walvis Bay 132kV lines (Tender awarded to Power Lines Africa); Upgrade of Kuiseb Substation (Tender awarded to Siemens); New Walvis Bay 132/11kV, 80MVA Substation (Tender awarded to CONCO). The estimated completion date of the 132kV lines from Kuiseb Substation to Walvis Bay is on 1 July 2015, whilst the new 132kV 80MVA Walvis Bay Substation will be completed and energised by 1 January 2017.

National Park, the namib times visited the offices of Save the Rhino Trust in Swakopmund, in order to get an inside look on this horrendous slaughtering of rhinos. According to Dr Axel Hartmann (Chief Operations Officer - Save the Rhino Trust), the sad reality is that rhino poaching in Namibia has escalated in both intensity and level of sophistication. "It is with shock and dismay that we take note of the slaughter of rhino in the Etosha National Park,” Hartmann replied. As per Dr Hartmann, the Kunene Region, where Save the Rhino Trust is active, experienced a

similar assault on the rhino population during 2013 and 2014. However, with the support of true friends and by sheer determination, SRT, together with partner stakeholders, were able to temporarily stem the tide by adapting their programs, despite severe criticism and accusations of having failed in their mandate, he stated. “The most vocal critics could not provide a solution, but the true conservationists and rhino friends quietly supported the strengthening of a concerted protection effort,” Dr Hartmann remarked. “It is our hope that truly concerned Namibians will refrain from attempting to assign blame for what is happening, but rather rally behind, support and strengthen the protection agencies to pre-empt further incidents,” was his message to fellow Namibians. Save the Rhino Trust also urges their colleagues in the Ministry of Environment and Tourism to continue to focus on improving and strengthening the protection measures and not be distracted and further demoralised by the negative publicity. “The rhinos are a national asset. Every Namibian should accept some level of responsibility for and contribute to their protection,” Dr Hart-mann concluded from MaiGoHa Base Camp, Kunene.

Minister motivates budget with zero tolerance on poaching
The Ministry of Environment and Tourism (MET) will apply a zero tolerance approach to deal with the threat of rhino and elephant poaching in the Etosha National Park (ENP) and some parts of the Kunene Region, after the 31 rhino carcasses - with horns and some without horns - were discovered in the western parts of the ENP between 1 and 18 April this year by the ministry's game rangers. Minister Pohamba Shifeta told fellow parliamentarians during the debate on the budget of his ministry in the National Assembly (NA) on Tuesday afternoon that the current increase in illegal poaching activities has become a serious challenge and needs to be brought under control with no further delays. “The increasing scale and sophistication of poaching activities of rhinos and elephants in the Etosha National Park and some parts of Kunene region is a worrying trend and a very serious threat to our tourism sector, Namibia's international reputation and the country's wider economy. We will, therefore, now apply a zero tolerance approach to deal this threat of poaching. And we are prioritising the reduction and ultimately the elimination of poaching in the country,” explained Shifeta. Shifeta also told the Members of Parliament (MPs) that his ministry is now busy with the urgent establishment of a dedicated anti-poaching unit. The minister said his office is also now busy strengthening its cooperation with the members of the Namibian Defence Force (NDF), the Namibian Police Force (NamPol), media houses and the general communities living in the vicinity of the ENP to effectively deal with the increasing threat of poaching. “We will also go out of our way to mobilise enough human capacity and financial resources in order to address the threats of poaching, as we cannot allow the poaching of our rhinos and elephants to escalate further in this country,' he said. Shifeta then asked fellow MPs to support him by way of approving the budget of his ministry. A total amount of N$642 521 000 has been allocated to the MET for the 2015/2016 financial year. NAMPA

He also reported that the considerable progress in this regard - where the Mayor of Walvis Bay, Ms Uillika Nambahu, had a meeting with residents of Walvis Bay, about the general cleanliness of the different suburbs with particular concerns on waste disposal, littering and the dumping of household refuge - has been achieved as evidenced by the fact that more people are now realising the importance of maintaining a clean environment and by that not making themselves guilty of offences relating to litter, illegal dumping and other related offences. Recommendations of the Management Committee for the
month of April were, that among others, municipal staff members be excluded in participating in tenders of the Municipality of Walvis Bay, the co-signing of requisitions by General Managers in special cases and the exclusion of value added tax. It has been recommend that the Municipal Council of Walvis Bay adopts a general policy through its Tender Directives for the following: Tender Directive 2.2: No staff member of the Municipality of Walvis Bay who has any interest, directly or indirectly, of any nature whatsoever in any private business activities - be it owner, shareholder, mem-ber or any other interest - may
participate in any tender, quotation, contact or part thereof for the provisions of goods and services to the Municipality of Walvis Bay. With regards to cosigning of requisitions by General Managers adopted by the Municipal Council of Walvis Bay at a meeting held on 28 October 2013 under the item 12.5, be rescinded. One of the councilors however failed to understand the reason thereto – It was explained to him that it constituted conflict of interest and that it meant taking the money away from a contractor who does not have a fulltime paying job, and receive a salary like Municipal staff members do. The Management Committee recommend that the Council also re-affirms its commitment towards the enhancement of the Community Capacity Enhancement methodology
and the appointment of the six facilitators at a fee of N$300 each, per conversation, for one conversation per month. The management committee also recommended that Council approves the transfer of budgeted funds, between the Capital Vote of the Department of Roads and Building Control for the 2014/15 financial year. Management recommended that Council approve the development of the new camping site project on Potion 4 of farm 44, Dolphin Park resort. The council also approved the lease, by private transaction, of 50 000m² of an unserviced/unserveyed piece of land situated adjacent to the landfill area to Green Energy Global CC, a Namibian Company in joint venture with Enviro Tyre Recycling (Pty) Ltd of South Africa, for purposes of a waste tyre
recycling facility. Conditions has been set for the lease of this portion of land. On 29 March, Air Namibia introduced daily direct and non-stop flights between Walvis Bay and Johan-nesburg, and Walvis Bay and Cape Town. It is against this background that the airline has approached the Municipality of Walvis Bay to enter into a strategic Business Alliance Agreement with itself. The agreement, broadly speaking, makes provision for the parties to, identify specific projects through which they jointly promote Walvis Bay as a destination for potential visitors parts of the world, promote access to and linkages between Walvis Bay and other cities, and give specific strengthen aimed at facilitating growth in the tourism sector and ultimately growth in the economy of Walvis Bay.
Due to the nature of the agreement there will be some marketing and advertising costs associated with it. An of amount about N$50 000 should be made available in the new operation budget for a strategic business agree-ment with Air Namibia. The spin-off effects would by far exceed the budget costs as the Municipality and officials are also expected to benefit from corporate rates when booking Air Namibian flights. It has been recommended that the council delegates the Chief Executive Officer to negotiate and sigh a mutually beneficial Memorandum of Agreement with Air Namibia and oversee the implementation thereof, the agreement will be reviewed after 24 months and council will be provided with a report on whether it should be extended or not.

Vehicle hijackers are allegedly quite active at the coast. The newspaper has been informed about two trends people should be aware of. According to a message that has been circulating in Namibia, hijackers follow you to where you park your vehicle. After you have left the parking lot, the culprits remove your number plate and wait for you to return. When you do, and drive off again, they follow you. “At some stage they overtake you while displaying your number plate from their window, to make you believe you just lost your number plate and that they want to return it to you. When you pull over to get your number plate from them, the culprits take out their guns in an attempt to take your car from you. They could even take you along with your car. It is a
very well-rehearsed plan and everything happens very quickly. Other motorists on the road may not be aware of what is happening, because you’ve stopped the car yourself. The community needs to be aware of this.” The newspaper has also been informed of another hijacking trend that has occurred in Walvis Bay recently. “I want to warn everyone to never leave children or senior citizens unattended in your vehicle. Lock your doors if you are alone in vehicle. Guests of mine nearly got hijacked. A disabled lady was alone in the vehicle when two men, aged mid/late twenties, well dressed and about 1,73m tall, walked up to
the vehicle and opened the doors and tried to pull the lady out of vehicle. She luckily had her seatbelt on, so they did not succeed. She hit them with a walking cane and screamed. The men fled,” the source said. The newspaper spoke to Chief Inspector Erastus Iikuyu to ask how popular these trends are at the coast, and he said he was unaware of the specific trends at the time. “The people must report such incidents to the police immediately so that we can be aware of it. People are urged to be careful and should not pull over when you see someone displaying your number plate to you,” he concluded.
Police officer faces theft charges Mavourlene Gaes
Local police constable Barnabas Muzaima(26), together with other accused, Hofeni Hamutenya (30), Israel Shavuka (23) and Lukas Iipinge (28) appeared on a charge of theft at the Walvis Bay Magistrate’s court this week. Muzaima, Hamutenya, Shavuka and Iipinge are being suspected of breaking into a motor vehicle during the weekend. According to Nampol Detective Chief Inspector Erastus Iikuyu, the incident took place around 00:45 early Saturday in the town’s Theo Ben Gurirab Street. The four suspects were apprehended and charged with theft out of a
motor vehicle. It is not clear what was stolen out of the vehicle but Iikuyu says police investigations still continue. The accused appeared before Magistrate Vicky Nikolaidis, who denied them bail and postponed the matter to 28 May for further investigation. All four of the accused were remanded into custody.

MANWU Commemorate 'World Safety Day’ Leandrea Louw
The Metal and Allied Namibian Workers Union commemorated 'World Safety Day' on Tuesday, by having a demonstration at different companies, to emphasise the importance of safety at the work place and keep those in mind and heart who lost their lives on the job. The different companies who took part in this demonstration, include Namib Diesel, Rent- A-plant, EBH, Wesco Waste Management, Kraatz Marine, Coastal Renovations, Wesco Engineering, Namib Press & Tools, Guans Packaging, Baard Group, Performance Motors, Hydroweld, Namibia Construction, Surecast Mining and Construction, Scrapmetal, NCN and Impact. Mr Angula Angula, Branch Chairperson of MANWU Walvis Bay, said that they are facing numerous challenges, where they are losing members to other federations. “We are doing this, to show our members and prospective members, that we are still here, and we are still operating.” Their main aim however was to show workers that they are empathising with their members, with those who lost colleagues, friends, family, while on the job. During lunch hour Angula and his Branch Executive Committee Members gave a short talk on what safety is all about at the workplace at Kraatz Marine, where they also asked the employers on their views of safety at the workplace.

President Hage Geingob on Tuesday left for Harare, Zimbabwe to attend the Southern African Development Community (SADC) Extra-Ordinary Summit of Heads of State and Government. The Summit deliberated on the SADC Industrialisation Strategy and Implementation Plan as decided by the 34th Ordinary Summit held in Victoria Falls, Zimbabwe which seeks to engender major economic and technological transformation at national and regional level. Schlettwein announces funding for political parties
The Minister of Finance, Calle Schlettwein on Tuesday explained the formula used for the funding of political parties for the 2015/16 financial year in Parliament. Schlettwein said his ministry is under the Electoral Act of 2014 required to make two determinations in terms of the provisions of the same Act. “Firstly, a determination in terms of Sec-
tion 155 of the Electoral Act of 2014 to establish the formula for funding of political parties and secondly, a determination in terms of Section 161 of the Electoral Act of 2014 to establish the percen-
tage of unspent monies at the end of a financial year that political parties may carry forward to the next financial year,” he explained. Schlettwein said the determination on the formula for funding of
political parties provides that the sources of monies for allocation to political parties should be limited to an amount not exceeding 0.2 per cent of the estimated revenue to be collected in the State
revenue fund. The ruling SwapoParty which has 101 seats in both houses of the National Assembly (NA) and National Council could receive a maximum of N.dollars 96,7 million; while the official opposition party the DTA of Namibia, which has six seats, could receive a maximum of N.dollars 5,7 million. The Rally for Democracy and Progress (RDP) and the United Democratic Front (UDF), which both have three seats, could receive a maximum of N$2,8 million each. The All People's Party (APP), National Unity Democratic Organisation (Nudo), Workers' Revolutionary Party (WRP) with two seats each could receive a maximum of N$1,9 million each. The remaining parties -
the Republican Party (RP), Swanu of Namibia and the United People's Movement (UPM), who have one seat each - could receive a maximum of N$958 000. The finance minister noted that the determination indicates that 0.2 per cent is the maximum allocation, which implies that the allocation can be less than 0.2 per cent of revenue. “Payment to political parties shall be made quarterly on the first working day in April, July, October and January of each financial y e a r, ” h e s t a t e d . Schlettwein said he took the initiative to consult with all parties represented in Parliament by sensitising them about the provisions of the Electoral Act of 2014 and the rationale for the
formula. When NA Speaker Peter Katjavivi asked MPs whether political parties have any objections to the announcement, DTA of Namibia president McHenry Venaani said opposition parties accept the formula used for funding political parties for the financial year 2015/ 16 with the exception that next year a different route on consulting parties will be taken. Venaani said next year, consultations should take a different form and should look at real political party needs such as the element of secretarial funding. He also urged the private sector to play a role in funding smaller parties. NAMPA
Five-hundred youth leaders convening in Nam for WFDY
The Namibian arm of the World Federation of Democratic Youth (WFDY) is forging ahead with its preparations for the 19th World Festival of Youth and Students. It is set to take place from 11 to 17 May in Windhoek and Otjiwarongo.

The festival is expected to draw at least 500 youth leaders from across the globe. Around 260 youth activists represented Namibia at the WFDY in Ecuador in 2013. The federation was established in London in 1945 as a broad international youth movement, and this year celebrates its 70th anniversary. The chairperson of the planning committee, Edward Kafita said at a media briefing in Windhoek on Tuesday Namibia dedicates the movement's 70th birthday to the legacy of fallen African heroes and heroines who have made it possible for the youth of today to enjoy world peace and solidarity. “We as the youth thank all those African leaders and founding fathers of the liberation movements of the African continent for their tireless spirit and contributions,” Kafita said. The celebrations will mostly take place in
Windhoek, while some activities are scheduled for Otjiwarongo in the Otjozondjupa Region. The organisers are hoping to have a meeting with former President Sam Nujoma, most likely in Otjiwarongo, during the festival. Such a meeting could coincide with Nujoma's birthday on 12 May, which was used as the basis of the 12 May Movement – an association which celebrates the life of the founding president. Namibia is hosting the festival on behalf of the entire African continent. The 2015 WFDY will take place under the theme 'Youth Unite against Imperialism for a World of Peace, Solidarity and Social Transformation. The following article is my individual opinion as a perspective to a constructive debate in a conducive environment in which all of us are expected to make meaningful contributions in strengthening and development of our democratic system. I have decided to pen down a number of serial instalments with the view to add to open and frank debates and a culture of exchanging opinions in a mature political democracy. This will be the first of such instalments. Namibia recently celebrated her 25th jubilee celebration on 21 March 2015 and the SWAPO Party equally celebrated its 55th anniversary on the 19 April 2015. Walvis Bay celebrated her 20th years of re-integration in March 2014. Walvis Bay as an urban and strategic town made tremendous strides in infrastructural development and economic growth and it is positioned to become a major centre of attractions and investments. NAMPORT as a strategic partner is playing a crucial role in the expansion and development of the harbour and the port in terms of transportation of goods and commodities and indirectly tourism. In the near future Walvis Bay will have a major waterfront development and will see the town outgrow her boundaries towards Swakopmund. The fishing industry, as the backbone of the economic mainstream of Walvis Bay is projected to perform well through its diverse operations and employment creation. Therefore, it is my honest opinion that the continuous relationship amongst all stakeholders – Municipality of Walvis Bay, NAMPORT, private investors, fishing industry, SMEs, labour unions, etc. – Walvis Bay is destined to play a significant role in the region and country-at-large. It is of the opinion that political leaders need to continuously engage citizens in the enhancement of democracy and interrogate them to find out their expectations before every turn of an election, and keep them abreast of any development. Judging from the results of the Local Authorities for Walvis Bay as published by the Electoral Commission of Namibia (ECN) for the 2010 Local Authority Elections for Walvis Bay, the following outcome demonstrate that the SWAPO Party will this time around capture all ten (10) seats. My assertion of the above is that the SWAPO Party is the only vehicle currently that can drive the agenda of development towards VISION 2030. With a clear-cut campaigning, targeted house-to-house outreach programme, back-to-back networking and strong mobilization strategy, I am convinced that coming November 2015 the SWAPO Party will make history but breaking its historical traditional eight (8) seats that it normally received at local authority level since reintegration in 1994 to ten (10) seats in November 2015. This will be made possible as the Party is visible all year-round and developments are there for everyone to judge. The targeted house-to-house and well-demarcated party sections must be intensified in order to mobilise the masses to vote and those that did not register for the upcoming Local Authority Elections to be encouraged to do so during the Supplementary Voter Registrations. The Local Authority Manifesto and Flier must be translated in all vernaculars were all developments are clearly enumerated and future developments are outlined. I know that the SWAPO Party is having tested cadres who must be endorsed in order to form a formidable team that can take entire Walvis Bay to greater height of industrialisation and infrastructural developmental growth. As with the Regional Council Elections for Walvis Bay Urban and Walvis Bay Rural this is a done deal but voters must be heavily encouraged to exercise their democratic right by voting in masses for the SWAPO Party. It is the time that the SWAPO Party Leadership put the machinery in motion to put up strategies in place now and establishes an election team consisting of members who will make meaningful contribution and input in the campaigns strategies and resource mobilization. The 10 National Mathematics Congress th
Sharlien Tjambari The 10th National Mathematics Congress took place in Swakopmund at the Namib High School Hall on Monday and Tuesday. The Congress, which commenced in 2006, serves to inspire Namibian mathematical teachers in their classroom to work as professional educators.
The official opening of the congress took place on Monday and Educators from the Erongo Region were honoured to have Ms Katrina Hanse-Himarwa, the Minister of Education, at the ceremony. The congress attracted 250 participants this year which represented all 14 regions in the country and included educators at different levels such as classroom teachers of Pre-primary to Senior
Secondary education officers, University lecturers as well as their students. It also attracted both local and international facilitators with the particular increase in local facilitators which are highly commendable. According to Mr Simon Solomons, the Managing Director of Langer Heinrich Uranium, the theme of the Congress this year was “Embracing Quality Mathematics Teaching

and Learning” and for the first time, at least one teacher from each region had a presentation under the title “In My Classroom” to achieve the aim of capacity building. Three South African education experts also provided input in the congress. In her speech, Ms Katrina Hanse-Himarwa said “this is an annual national event that continuously addresses the teaching and learning of mathematics, including the use of technology in the teaching of the subject.” According to Ms Himarwa, the congress aimed at providing a forum for educators, researchers, teachers and mathematics experts to
exchange information regarding mathematics education. “This is in order to enrich mathematics teaching and learning and research at all levels” the Minister added. Ms Himarwa also said that Namibia has a long way to go in modern mathematics and she hoped that the congress will be a critical point in the development of modern teaching methodologies to teach mathematics that prepares the Namibian child to participate in these activities. Langer Heinrich Uranium has been the main sponsor of the congress for seven consecutive years and this year they sponsored an amount of N$250 000.

Addressing the need of the community members and assistance to improve health facilities in the Erongo Region is a high priority for AREVA Namibia. AREVA Namibia donated equipment worth close to N$60 000 to St Gabriel’s Ambulance service on Tuesday. Since 2009, AREVA Resources Namibia has been involved in supporting the Erongo Region towards education, health, local economic development, sport and culture, infrastructure and applies environmental structures that could enhance the local socio economic environment. More than N$1 million were invested in community services during 2014. Both AREVA Namibia and Sandvik
Mining Systems Africa committed themselves to co-sponsor the initiative, after a request for emergency service response in Arandis which was started by project “Desert Rose” about three years ago. A fully equipped emergency vehicle was entrusted to St Gabriel’s Community Ambulance to operate 24/7. St Gabriel’s Community Ambulance Trust focuses on the Arandis Community due to lack of
emergency response facilities after 17:00. The trust has an exceptional track record but need specific equipment, an E.C.G Monitor/ Defibrillator and Suction Unit during artificial respiration. “With the application of this monitor, the Desert Rose will be able to save more lives. We commit ourselves to improve the quality of live within Erongo region” said Mr Hilifa Mbako, the Managing Director of AREVA Namibia.

“Rising from ghettos and very proud”

Desmond Bester, well known as Blazah-I, his stage name, is a multi-task Reggae artist originally from Swakopmund and one of the nominees of the Namibia Annual Music Awards 2015. Blazah-I said “I chose music as my best interest and a way of delivering spiritual believes of Rastafarian and social solutions of life.”
The group called “The Dot Com” rehearsing His first appearance as an artist was in 2000 when he performed alongside the Veteran Band called M-Connection. According to Blazah-I, he have been working with a lot of big bands in Namibia including Welwitschia and Shemytu. He started his own band called Thunder House Crew in 2004 while setting his own ghetto studio and recording rough records. In 2010 Blazah-I released his first album called Arrest me, in 2011 he produced an album with the name of Strength and in 2014 he released the third album titled Contradiction. When asked what his favourite song is in his third album, Blazah-I responded “I love the song titled Can Hold;
it brings out the highest heights of my performance and true feelings of what the people love.” He said he is privileged as an artist from Swakopmund to be part of the NAMAs 2015 and says it is another form of success for his musical career. “My dream is to start producing music videos as soon as I start making enough money,” he said. According to him, he is not just an artist but a producer as well. “I lend a hand to many successful local artists,” he added. “I am one of the artists rising from the ghettos of Namibia and I am very proud of it” Blazah-I said. He is looking forward to seeing all his fans at the NAMA awards.

Ice and Spice-best products at the most inviting prices The name, Ice and Spice, is synonymous with the finest homemade Italian ice cream, light meals and sundowners. The owners, Friedrich and Liesl Bubner are from Germany where both were in the hospitality trade. Ice and Spice Café opened its doors to the Swakopmund community on 28 June 2014 and can accommodate 80 people. According to the owners, they have been well-supported by both locals and tourists since they've opened. Friedrich went to Italy where he trained in ice cream making- that is why they make their ice cream themselves. According to them, they are constantly trying new flavours. They use only fruit puree from South Africa in their ice cream and also serve a version for those with lacto-intolerance. The staff are well-trained and friendly. Apart from ice cream, Ice and Spice Café also offers its light meals throughout the day. A signature mini doughnut is served with all hot drinks and all their ingredients are imported from Italy. The seating area is very comfortable with a fountain nearby, for a bit of tranquillity. Ice and Spice Café is kiddie friendly and dogs are allowed in the outside section. Ice and Spice Café is located on Anker Platz, Sam Nujoma Street, and is open Monday to Friday from 11:30 to 16:30, Saturday 10:00 to 14:00 and on Sunday 10:00 to 17: 00. On Sundays they sell ice cream only. Ice and Spice Café is expanding and will open a branch in Walvis Bay in the Woermann Brock Shopping Mall in June.

Swakopmund (lb) Das Lions Altersheim hatte am 22. April mal wieder allen Grund zum Feiern: Frau Hildegard Scheps, die seit 14 Jahren dort lebt, wurde 99 Jahre alt. Alle ihre Freunde - und das sind nicht wenig - waren eingeladen, fünf lange Tische kunstvoll geschmückt. Es gab Kaffee und Kuchen, Sekt und Appetithäppchen. Frau Witt als Vertreterin der Lions schloss ihre kurze Ansprache mit den Worten: ,,Sie sind uns ein Beispiel: immer fröhlich und freundlich. Sie lachen, aber machen doch, was sie wollen.”

Xenophobie in Südafrika
Das südafrikanische Parlament reagiert auf die fremdenfeindlichen Ausschreitungen im Land: Ab dieser Woche werden die Sitzungen ausgesetzt. So soll den Abgeordneten die Gelegenheit gegeben werden, dem Fremdenhass in ihren Wahlkreisen entgegenzuwirken. Parlamentspräsidentin Baleka Mbete sagte, angesichts der tödlichen Ausschreitungen im Land könne die Nationalversammlung nicht einfach so weitermachen wie bisher. In einer Erklärung verurteilte das Parlament "Gewalt gegen Ausländer, Rassismus und Intoleranz". Vergangene Woche waren in Johannesburg 10.000 Menschen gegen ausländerfeindliche Übergriffe auf die Straße gegangen. Seit Ostern wurden bei Übergriffen mindestens sieben Menschen getötet. Tausende weitere flüchteten. Allein 2000 Bürger aus dem benachbarten Mosambik kehrten nach Angaben der dortigen Regierung inzwischen in ihr Heimatland zurück.

Das Fazit ihres Lebens drückt sie in den Worten aus: ,,Meine drei Enkelinnen sind gut verheiratet; das tröstet mich für alles, was ich nicht gehabt habe.”

Leserbrief: Und was passiert, nachdem die Denkmäler gefallen sind?
Der folgende Leserbrief erschien kürzlich in der Sowetan, einer englischsprachigen, südafrikanische Tageszeitung, die 1981 als Sprachrohr des Kampfes gegen die Apartheid im früheren Township Soweto gegründet und kostenlos an die schwarze Bevölkerung verteilt wurde: ,,Wenn leblose Statuen Menschen stören, dann ist das eine gefährliche Sache. Man fragt sich, was als Nächstes gefordert wird. Vielleicht die Entfernung von Cecil Rhodes’ Nachkommen aus Südafrika? Als die Zimbabwer demselben Wahnsinn verfallen wollten, hielt Robert Mugabe sie zurück und teilte ihnen mit, dass Geschichte nicht einfach weggewünscht werden kann. Mugabe hat gezeigt, wer in Zimbabwe der Boss ist. Dasselbe kann man nicht von Südafrika behaupten, wo eine eklatante Abwesenheit von Führerschaft herrscht. Als die Apartheidsregierung der Afrikaner die Macht von den Briten übernahm, war das Hauptaugenmerk die Verbesserung der Lebensqualität des afrikaansen Kindes, die

Einführung des besten Bildungssystems, welches weltbekannte Experten hervorbrachte. Die Afrikaaner haben ihre eigenen Banken mit exzellenter Dienstleistung gegründet, und in harten Zeiten wurde Sasol gegründet. Die besten Universitäten sind immer noch afrikaans. Wir haben immer noch Statuen in diesem Land, die mit den Briten assoziiert werden und nicht zerstört wurden. Die entscheidende Frage nach dem Sturz der Denkmäler ist, ob er unser Leben verbessert hat. Nach all den Jahren der Unabhängigkeit haben wir unverändert die schlechtesten Leistungen in der Mathematik und den Wissenschaften, eine sinkende Wirtschaft, eine wachsende Ungleichheit, Korruption usw. Während schwarze Studenten den Fall von Rhodes fordern, denken weiße Studenten an ihre Zukunft. Wir haben den Rückwärtsgang eingeschaltet. Wo beginnen wir? Bei der Anglikanischen Kirche, der Wesleyanischen Kirche? Bahnstationen, Infrastruktur....? Wo sind die schwarzen Musterbeispiele an Institutionen? Schwarze
haben in 21 Jahren wenig erreicht. Und sie lassen ihren Ärger an Statuen aus. Wohin auch immer dieser Wahnsinn führen wird, Fakt bleibt, dass wir nach ihrem Fall auch weiterhin mit furchtbaren Arbeitslosenquoten sitzen sowie mit einer korrupten Regierung, die Milliarden von Steuergeldern verschlingen. Lass sie ihre Bildung auf Eis legen, jede einzelne Statue stürzen, dann werden wir sehen, wer der nächste Sündenbock ist. Wir haben Straßennamen verändert, und trotzdem gab es mehr Proteste gegen schwache Dienstleistung.Wir sollten unsere Energie dafür verwenden, eine nutzlose Regierung zu ändern. Jan van Riebeek traf in Südafrika ein: das kann man nicht ändern. Sind wir denn bereit, unsere Gebäude, Infrastruktur zu zerstören und von Grund auf zu beginnen? Fangt an, eure eigenen Spitzeninstitutionen zu gründen, eure eigenen Musterfirmen, Banken, Spitzensportler hervorzubringen. Liebe Küstenleser! Durch die ländliche Gegend in Noordhoek, einem ruhigen Vorort von Kapstadt, schlendernd, sehe ich vor mir eine hübsche junge Frau mit einem Baby auf dem Rücken. Sie sieht gepflegt aus, trägt einen adretten Rock mit Leopardenmuster und feine, silberne Ledersandalen. Ihre Frisur (Perücke?) und die

(Bedeutung: Wachstum!) eröffnet. Die von Waldorfeltern gegründete Hilfsorganisation „Work for Love“ hilft ihnen dabei. Anlass der Gründung war der Missbrauch und Tod eines dreijährigen Mädchens in der Nachbarschaft. Der Gedanke, einen sicheren und beschützenden Ort nicht nur für ihre eigenen Kinder zu schaffen, bringt viele Eltern mit ihren Kindern dazu, sich hilfesuchend an “Work for Love” zu wenden. Wir, die wir in unseren abgeschirmten und geschützten Häusern leben, können uns schwer vorstellen, was in solch einem Township los ist, deshalb hier ein kleiner Einblick in das Leben dort: ,,Der vier Jahre alte Luvo sitzt am Ufer des Flusses und isst die angefaulte Orange, die er gerade aus dem Müllcontainer neben den Toilettenhäuschen der Wetlands-Siedlung gefischt hat. Er ist hungrig, seine Haut juckt, und er findet seine Freunde nicht. Seine Mutter brachte ihn zur Welt, als sie gerade 15 war... nun ist
Rastazöpfchen ihrer kleinen Tochter macht das Zweiergespann zu einer fast makellosen Erscheinung. Dort, wo sie wohnt, sieht es anders als geschmackvoll und musterhaft aus! Sie nennt ihr Zuhause Site 5. Dies ist der ursprüngliche Name des Townships auf der Kaphalbinsel zwischen Noordhoek und Kommetjie, welches später von seinen Einwohnern in Masiphumele umgetauft wurde, ein Xhosabegriff, der so viel wie ,,Wir werden erfolgreich sein” heißt. Erfolg ist allerdings das letzte, was einem durch den Kopf geht, wenn man den Dreck, die kargen Wellblechhütten und die Massen Menschen dort sieht. Auf einer Fläche von etwa einem halben Quadratkilometer leben rund 16 000 Menschen. Um die zehn Leute teilen sich eine kleine Hütte oder eines der vom Staat zur Verfügung gestellten Mini-Häuser. In jedem Quartier findet man ein Toiletten-Häuschen, das gemeinsam genutzt wird. Fliessend Wasser gibt es in den Hütten nicht; Stromleitungen

Die Zuversicht der Einwohner dort, die sich in der optimistischen Bedeutung des Ortsnamen zeigt (,,Wir werden es schaffen!”) wird ständig auf eine harte Probe gestellt. Regelmäßig brennen zum Beispiel die kargen Hütten ab, wenn die ungeschützten kleinen Küchenfeuer durch die winterlichen Windböen außer Kontrolle geraten. Im Oktober 2006 gab es das bisher verheerendste Unglück, es stiegen meterhohe Flammen in den Himmel und zerstörten in einer Nacht über 400 Hütten. Wie durch ein
Masiphumelele - hier gibt es Verzweiflung, entsetzliche Armut, Überfälle, Kriminalität, Drogen und Dreck. Allerdings schießen auch Sozialprojekte wie Pilze aus der Erde, um den Menschen in diesem Township ein besseres Leben zu bescheren. rem auch, weil das Durchschnittsalter für erstmalige sexuelle Aktivität, meist mit Erwachsenen, auf 7 Jahre geschätzt wird. Die staubigen, verdreckten Straßen des Townships vor Augen muss ich immer wieder den Kopf schütteln, weil es mir schleierhaft ist, wie viele Bewohner dieses verwahrlosten, verfallenen Slums es schaffen, trotzdem gepflegt auszusehen. Live a healthy life with HIV/Aids Madelaine Laubscher Here is insight on how to maintain a healthy lifestyle living with HIV/Aids despite the negative effect it could have on your life emotionally and physically. The namib times asked Mr Bernard Kamototo, an ambassador of the namib times-PEPFAR campaign, how to live a healthy life with HIV/AIDS, and how he manages life with the disease. He says he often has an eye-tot-eye with the virus. “Sometimes I don't know what to think of you , HIV. Other times, I fume, rant and rage with cussing and foot stomping. You anger me. You stole my peace. I was a peaceful man but now, I don't feel peaceful. Look at me. On the outside I am beautiful. On the inside, you reign. You are the king living inside me, taking from me my life. Sure, I can cover it up with appealing words and say I am the same Bernard, for 15 years that I used to be… but am I? Am I the same man that you met all those years ago? I have changed in many ways. I am thankful for the change, but some changes I cannot be thankful for. You made me more aware of myself. Thoughtful of who I allow in my life and what I put inside my body, because if I damage my body, you are quick to devour my strength. Yes… I love how I'm aware
of what is happening around and within me. I hate the fatigue, the fear, and having you in my life. But, when it boils down to reality, I do nót feel broken. I am complete - and I am nót afraid of intimacy. I once was called 'a passionate and an awesome lover'. Today, I am not afraid to be involved emotionally and physically with another. And I won't end up crying. I know I am worthy of love. Having you in my body like a cloud above my head, I don't know how I can be with another person and just be myself. No matter how much I'm “just being me”, I am not just me. I am me and I am you. An unwanted team. But, I shall remain unbroken. I travel upon the back of great danger, but my body is not broken. It radiates light. You, HIV, are my change. You are not my fear in my life . You live in my blood and I will ride the hell out of you and surrender to my change of life. I will never be broken by you. I will always inspire and continue to let life flow with the changes. You will not control me. I shall control my blood. So, to you I put it: one day you will leave my body. We shall separate. My
soul will travel to the Light and you… you will fall to the grave. Therefore I shall win with grace and beauty. I shall die on my terms. You are temporary. I belong to the Eternal. I am saddling up my God and riding to the sun… You cannot stop me.” According to Bernard he stays healthy by eating well and exercising. “Foods like fresh fruit and vegetables, Mahangu porridge, Oshikundu and fish. I drink a lot of water. It helps my body to fight HIV. I don't buy expensive foods to build my immune system. I exercise at least twice a day. I avoid alcohol and have enough rest and listen to soft music. I have a doctor who is experienced regarding treatment for HIV. I started with the Minister of Health, Dr Bernhard Haufiku who recommend that I must never stop taking my treatment without consulting him. It is very important to take your medication exactly as directed. I accept my result today. I continue my life without of fearing HIV or the community. What the community says about my HIV will never affect my health. Avoid stress. You may feel stressed dealing with the effect

To help drivers get the most from the car at the track, the Ford Mustang also delivers Track Apps
that can be controlled via the steering wheel and viewed in the instrument panel, including accelerometer, acceleration timer and brake performance, which measures braking time and distance from a set speed. Available for the 5.0-litre V8 with manual transmission, the Launch Control system holds the engine at a pre-set value between 3,000 rpm and 4,500 rpm with the accelerator fully depressed. When the clutch is released, torque delivery to the rear wheels is controlled for maximum traction and consistent standing starts. An electronic Line Lock system also available for the 5.0-litre V8 applies only the front brakes, allowing drivers to the warm the rear tyres. The Ford Mustang uses
fully independent suspension front and rear for sporty dynamics and comfort, including integral-link rear suspension that optimises ride comfort and mechanical grip, and double-ball-joint front MacPherson struts that enable large, powerful brakes without affecting steering feel. The body structure is 28 per cent stiffer than the previous generation Mustang. Weight distribution of 54 per cent at the front for the 5.0-litre V8 and 53 per cent at the front for the 2.3-litre EcoBoost contributes to responsive and precise handling. Lightweight materials include aluminium used for the bonnet, front wings, suspension, transmission and brakes. High-strength steels, laser welding and hydroforming techniques contribute to the stiffer body for an enhanced driving experience and safety. Classic design and modern equipment The new Ford Mustang is available in fastback and convertible bodystyles with six-speed manual and automatic transmissions, and features classic design elements including three-dimensional, tri-bar taillamps, signature trapezoidal grille and shark-bite front fascia. Ford has started production of the first European specification Ford Mustangs at its Flat Rock facility, Michigan, U.S., in 10 exterior colours and equipped as standard with 19-inch wheels, automatic HID headlamps, dual-zone climate control, LED tail lamps, and a rear diffuser. Further standard equipment includes a ninespeaker sound system, and SYNC 2 voice control connectivity with 8-inch colour touch screen. Ford Mustang is exclusively available to order in Europe at new FordStore locations opening across the region primarily in metropolitan areas. The first vehicles are set to reach dealerships continental Europe from July and the U.K. from October.

Riders gear up for Klein-Aus Vista MTB Challenge Namibia's mountain bike riders are gearing up for the start of the this year's KIA mountain bike series which will kick off this weekend with the fifth edition of the eagerly anticipated Klein-Aus Vista MTB Challenge. Nearly 100 cyclists from across the country have confirmed their participation. The first part of the two-day race through the Aus Mountains, labelled with the s l o g a n “ To u g h Scenic-Rewarding”, will start on Saturday, with the second stage scheduled for Sunday
morning. This year more categories have been introduced to give more recognition to the riders according to their age groups. The organisers have also introduced the Racing Rhino category to accommodate the heavier men and women for both the full and half marathon. Men weighing in over 90kg on the race registration day qualify for this category. Women weighing in over 70kg on the race registration day also qualify to register for the Racing Rhino category. For kids there will be an 18 km track and they can enter on the
date of registration. They should note, that this loop is mainly a single track. For toddlers there is a marked 2 km track close to the lodge. On each day there will be prizes awarded for the top-5 participants in all categories, providing that there are five riders in a category. For the overall male winner, the Victor Ludorum, the prize money is N$10 000 and, for the first time, the overall female winner (Victrix Ludorum) will also receive N$10 000. The race has also been m a d e v e r y u s e rfriendly with spectacular points along the route.
Two more Vodacom Cup games remaining - Calling for FNB Welwitschia supporters This coming weekend the second last game in the Vodacom Cup will be played between the FNB Welwitschias and the Falcons while the last game against the Leopards XV will be on 8 May. Coach Henry Kemp said that the team worked very hard during the week preceding the last game in which they beat the Assupol Limpopo Blue Bulls. He explained: “We tried to sort out some minor issues in the tight phases. This helped us a lot during that game as we got more possession. We will keep with our current system and get the guys to focus on the last 2 matches to see if we can pull them through as well.” Madri Frewer, Marketing Manager at FNB Namibia congratulated the team and added: “The Vodacom Cup is the preparation ground for the FNB Welwitschia team's road to the Rugby World Cup and we remain committed to supporting Namibian rugby. Whilst the stadia were not always filled to capacity because of the great rain showers, we believe the families and visitors who viewed the games were more than satisfied. The engagement we created at the event such as the Kick-for Cash to win N$1 000 and the DJ that handed our rugby paraphernalia took watching the game to a greater level.” Madri said that FNB Namibia as title and main sponsor called on greater support of the FNB Welwitschias and Namibian fans for the last 2 games. “If you're in town on 1May – make a great family outing of it. Ahrens looking forward to World Cup in Cyprus
Namibia's top shooter, Gaby Ahrens, left for the third World Cup of the season in Cyprus on Tuesday in preparation for the African Championships in November in Johannesburg.
Corlia Sets New Record It would seem as if there is no end to the top performances of Athletics Namibia athletes this year, and especially amongst the women. Corlia Kruger (pictured), studying at Stellenbosch University, set a new Namibian record in the senior heptathlon when she was placed third at the South African Universities Championship at Stellenbosch over the past weekend. The final points tally for Corlia was 4 844. This is the second time this year that Corlia has improved upon her existing record of 4 625 points. At the Boland Championships during March she carded a total of 4 792.
Ahrens will compete in the Olympic Trap competition on Saturday with the finals scheduled to follow after the qualification rounds in the morning. The four World Cups a year see the Crème de la Crème of the shooting world converge on different locations to battle it out. With the Olympic Summer Games coming up next year in Rio de Janeiro, the competition is expected to be more intense than usual with everyone aiming for the win to qualify for the biggest sporting event in the world. For Ahrens, however, the tournament participation is aimed mainly at getting competition exposure enroute
to the Africa Champs in South Africa where another Olympic spot is up for grabs. Yet, only the winner will secure on of the sought after spots – both in the female and the male division. Ahrens won the event in 2011 to qualify for the Olympics the next year in London. “I'm ready and confident. I'm looking forward to the event,” she explained after spending nearly every day on the shooting at the Luiperdsvalley military base south of Windhoek for the last couple of weeks. In order to keep track of her already third Olympic Games, Ahrens plans to take part at the fourth World Cup in Azerbaijan in August as well.

Wednesday afternoon the Kudus Management convened a press conference where they condemned the statements made in the article. “At any match, anyone can testify that spectators at numerous times make unfavourable comments towards the referee and the other players, however this does not mean that we condone the alleged statements made in the article,” said Zane Jansen, Chairperson of the Kudus Rugby Club. Four members of the management team of Kudus, namely Zane Jansen, Donald De Koker, Mario Mouton and Willie Botha, who had accompanied the
