Madelaine Laubscher An entertainment club in Swakopmund's Tamariskia suburb is allegedly frequented by groups of underaged teens, believed to be as young as thirteen years old. A mother of one of these under-aged teens apparently traced her daughter to this club recently. To her shock and horror she supposedly found more under-aged children at the club, drinking and smoking unhindered. Adding salt to the injury, is an allegation that both the Namibian Police and Swakopmund Neighbourhood Watch have been aware of the situation for several weeks now, but this serious matter remains unattended. According to this mother the children have become too clever for them over weekends. “This trend started about two months ago. After we instructed them they are not allowed to go out (hanging out at places where minors are not allowed or straying all over town during the night hours) they found ways to sneak out. As children often do, they pretend to participate in sleepovers at friends' homes, which only
provides an alibi to visit this drinking spot,” the furious mother added. After becoming aware of the situation, the mother of the said minor obtained the contact details of other parents. Together, they claim to have had many restless nights looking for their children, allegedly finding them smoking and drinking along with other minors at the said drinking place. “I managed to get hold of the contact numbers of the other parents. We now have made it our mission to go look for our children, as we have found them during the early hours of the morning outside this bar in the past. It is believed that minors from as far as Walvis Bay are regular patrons at this drinking spot. “When I asked the bar lady who the owner of the

Fishermen in Walvis Bay have called the statement made by NASAWU on Tuesday “incorrect” and want Paulus Hango to apologise to them for his wrongdoings and leave them in peace. The statement follows after the fishermen handed over a petition to the union office this week in which they demanded reimbursement of the money deducted from their salaries by the unions.
Spay and treatment campaign at Henties Bay The Henties Bay Municipality and the local SPCA invited Dr Baines from Windhoek for a spay and treatment campaign in the town and it was indicated that he will be there next week. The main reason for this campaign is to spay as much as possible dogs and cats of the community and sick and unhealthy dogs/cats will be put to sleep. “As all of us know Henties Bay is at stake with mains, pavo and dog flu. All our animal lovers enjoy to take our dogs for walks and beach visits, but with the current dog flu epidemic, all animals not having the 5-in-1 injection, are at risk,” it was noted. The prices prescribed are as follows: Spay and 5-in-1 injection (30 days later they return for a booster injection) = N$550.00. Animal put to sleep = N$50.00. It was also made very clear that the Henties Bay Municipality and the SPCA will not benefit in any financial way during this campaign. Since March this year 44 dogs and 12 cats were treated at the SPCA Henties Bay, of which 7 of the cats were adopted and 5 died during treatment. 13 Dogs were adopted, 18 were put to sleep and 13 are still in care of the SPCA. Fifteen Community dogs with the untreatable dog flu were put to sleep the past 18 days and this is one of the main reasons why the community is urged to support this campaign. According to the fishermen, the statement made by the President of Namibia Seamen and Allied Workers Union (NSAWU) is not correct, because the Seafarers do not receive the amount of money he mentioned. In his statement Hango mentioned that about 90% of the fishermen are permanent workers with benefits such as medical aid, pension fund, housing allowance and monthly guaranteed payment average between N$4 000 to N$8 900. “Sundays and Public holidays are double, as well as more payment per ton of fish landed as share of the total of the fish landed. Regarding overtime, we are busy negotiating with the industry to put in consideration, the recommendations of the Ministry of Labour,” Hango said. He further said most of the seamen are also earning between N$11 000 to N$18 000 per month which include their basic salary and commission. The fishermen replied to this statement and said, “The majority of us do not have proper housing or even medical aid. Even if we go to the bank today, you do not qualify for a house or a car.” The fishermen added that they were shocked and left in disbelief when they heard through the media what he said. “We the Seafarers trusted Hango as our union representative for many years, a responsibility in which he failed. We ask Hango to come forward and apologise for his unfounded statement,” the fishermen fumed. They confirmed that they are officially on strike and how long the strike will last, depends on a favourable solution reached between the involved parties.

Prayer-session for safer roads
Sharlien Tjambari The Roman Catholic Church of Mondesa, Swakopmund, organised a gathering to pray for safer roads, last week. The prayer session was conducted on the road between Swakopmund and Arandis, about 15 kilometres outside Swakopmund, which is described as a high-risk accident zone. It attracted people from different denominations in Swakopmund. The Roman Catholic Church of Mondesa indicated that they will from now on work side-by-side with the National Road Safety Council of Namibia to reduce road accidents.

The Namibian Ports Authority (Namport) and the municipality of Walvis Bay locked horns, after the local authority turned down an application by Namport for land adjacent to the Civic Centre for the construction of a new head office. The Walvis Bay Town Council, already in September, made a final decision in this regard. The namib times inquired from Namport this week, regarding the way forward, following the dismissal of their proposal. Their spokesperson, Tana Pésat, confirmed that plans for the construction of a new head office building are ongoing, but noted that at this stage they are still uncertain on exactly what will transpire.

Shack fire victims in dire need of assistance

Mavourlene !Gaёs Two young women who lost all their personal belongings in a shack fire in Walvis Bay this week are pleading with community members to help them start over from scratch. They are asking for aid in the form of blankets, old clothes and food. According to the roommates Sebine Rooinasie and Jenny Keis, they were still at work when the fire started. “I was busy at work and received a phone call from our landlord, Belinda. She told me something happened and our shack was burning,” Rooinasie recalls. She added that she immediately alerted Keis and rushed home. “When we arrived at our place, the fire had already been put out by the fire brigade and there was nothing left,” a devastated Keis noted. The two roommates added they had bought everything cash, in order to avoid getting themselves into debt, except for their bed and television which they are still paying off. “We need any form of donation and are pleading with the
community to help us in any way they can.” About eight shacks burnt to the ground on Wednesday evening around six in Sardyn Street Kuisebmond. Acting Chief of Walvis Bay Fire brigade, Dennis Basson confirmed the fire and said the cause of the fire is still unknown. “We could not determine the cause of the fire, because of the severity of it and the evidence was most probably destroyed in the fire,” Basson remarked. Kakororo Theophelius and his family were also caught off guard and are one of the families affected by the shack fire. According to Theophelius they had no idea about the fire.
“We were all busy watching the Television at home and did not even smell the smoke. We only realised what was going on when my uncle ran in and told us there was a fire.” He added they ran out of the room without taking anything as the fire was spreading quickly. “We could not save any of our

The Namibian Police (Nampol) called a meeting with the Chinese community in Swakopmund this week.
The Abroma Fishing Industries fish processing plant in Walvis Bay allegedly caught fire during the early hours of yesterday morning. The Fire Brigade confirmed the fire that allegedly started at around 03:56. “We are still investigating the cause of the fire, but we are glad to say that no injuries were reported.” The security company is said to have alerted the police, who then alerted the Fire Brigade. Efforts to get comment from the company's side proved futile as nobody was willing to talk to us.

The main aim of the meeting was to establish a committee, conducted by Chinese Nationals and Nampol officials who will meet on a monthly basis to discuss any irregularities which might occur. “We have to protect you against crime and we have to make sure that cases reported by you are investigated fairly and resolved on time,” said the Erongo Police Regional Commander, Commissioner Samuel //Hoebeb. Crime statistics against Chinese nationals in Swakopmund, causes and contributing factors to crime, handling of money and valuables, methods of recruitment, passports and detention, language barrier/reporting and failure to report cases and the relationship between the police station commanders and the Chinese community were on the agenda. According to Deputy Commissioner Ottilie Kashuupulwa, during 2014, only one case was reported by a Chinese national and one arrest was made. During 2015 seven cases were reported and three arrests were made. This statistics are only for Swakopmund, noted Kashuupulwa. However, Commissioner //Hoebeb said there might be a number of cases that Nampol is not aware of, or was not reported by the Chinese community. Deputy Commissioner Andreas Nelumbu shared the causes of crime, noting that, “how we handle money and valuables contribute heavily to criminal activities and the way you carry and keep it, tempts criminals.” Commissioner Nelumbu also remarked that there is a mere perception of Chinese nationals having or keeping large amounts of money, thus making them a target for criminals. Nelumbu urged the Chinese community to keep valuables away from the eyes of criminals and advised them to keep money in banks, rather than at home. He further expressed his concern regarding Chinese nationals who employ people without asking for references. “I am urging you to ask for identification documents of a person you want to employ. Do what other companies do, look for profiles and records before employing anyone, which will result in the person being easy to trace, should he or she commits a crime against you,” Nelumbu concluded. //Hoebeb assured the Chinese community that Swakopmund is a very safe town and said, “We can make it safer if we work together side by side to fight crime, understand Namibian Laws and live by the laws set”. //Hoebeb expressed the importance of reporting a crime on time and urged the Chinese community to report crimes the moment it is committed. It was decided during the meeting that Chief Inspector Van Rooyen will be the chairperson of the committee.

When an SME ask you for financial assistance, don't just see the person, but rather the idea,” he added. In her welcoming speech, the mayor noted that this Expo is of particular importance to the City Council, as it creates a vehicle for foreign and local exhibitors to showcase their pro-

Gendev Fishing Group concurs with announcement of TAC The Gendev Fishing Group's (GFG) concurs with the total allowable catch (TAC) of horse mackerel for the 2016 fishing season which has been reduced from 350 000 metric ton to 335 000 metric ton. This decision was taken by the cabinet and total allowable catch of horse mackerel for the upcoming season is thus less.
The reduction of the quota is based on research done and advice given by scientists as well as recommendations by the Quota Man-

He added: “We must remember that after mining the fishing industry is Namibia's second biggest export earner of foreign currency. It is also the third largest economic sector in terms of contribution to the Gross Domestic Product (GDP). Globally, Namibia ranks
among the top ten fishing countries in terms of the value of production and our country is also the top African fishing country by production value and exports. The industry employs about 13 000 workers. Our estimated national fish reserves are the biggest in Southern Africa and it is thus of utter importance to preserve and manage this industry so that there is enough fish left for many generations of Namibians who will follow in our footsteps.”

A Windhoek citizen, Mr Peter Ndumba, recently created a website, which is described by many teachers as the ultimate solution for parents who want to keep close track of their kids' performance at school. “My idea is aimed at connecting scholars, parents, teachers, schoolboard members and the school principal with any school related activities. The teachers will be responsible for providing all the records related to the learners,
which can be viewed at any given time by parents at their workplaces, homes or anywhere in the world,” said Peter. Parents will be actively involved in this system and after carefully monitoring their kids' performance at school,
they can even leave comments or suggestions on issues which might need to be attended to, via the system. This will be viewed by the school principal, teachers and also the schoolboard members. The principal will then call in the teachers to
discuss the issues which was suggested by parents, which may vary from the learners' behaviour, general performance, teaching methods etcetera. “If a parent don't see any progress, they can contact the school to discuss the matter and together work towards possible solutions,” Peter noted. It is saddening and indeed regrettable that Hon. Albert Kawana, the Minister of Justice, who most of us had expected that he applies his mind to the Namibian Justice System, has undoubtedly lost vision. The Namibian people, and in particular the RDP expect Hon. Kawana to seriously commit himself in working out the best strategies in order to improve the Justice System in a broader context. Currently, Namibia is facing Regional and Local Authority elections using EVMS without a verifiable paper trail. This situation to us means that Namibian voters will never know whether or not their votes were allocated to the candidates and political Parties of their choice. The interpretation thereof is that the voting system in Namibia is not transparent and therefore justice is denied to the Namibian voters. Does Hon. Kawana know that this important legal aspect ought to enjoy his undivided attention? Moreover, Namibia has a serious backlog when it comes to court cases. As a result, insignificant court cases that could not have taken a year are today taking more than 5 years. Some cases disappear in thin air and the complainants are never informed as to what happened to such cases. Against this background, therefore, RDP thought that Hon. Kawana was appointed to address himself to those important legal cases and many more. But, it is surprising that instead of Hon. Kawana applying his mind to the afore stated legal aspects and cases, he has decided to unfortunately stoop so low apparently to use opposition Political Parties as a scapegoat for his failure. Kawana's statement likening opposition parties to mosquitos and frogs is genocidal in nature and can easily cause unnecessary tension and eventually bloodshed. As a Minister of Justice, he must realize that he is violating the Namibian Constitution which he supposed to protect, defend and uphold. It must be understood that Namibian opposition political Parties were formed according to the provisions of the Namibian Constitution which allows Namibian citizens to form and to join a political party of their choice. May the RDP also remind Hon. Kawana that when he acted as legal representative of the Namibian Government over the Kasikili island dispute and failed decimally the Namibian people did not compare him to creatures or insects. Similarly, when his preferred and chosen Swapo Party Presidential candidate lost the race of Swapo Party Presidency, he did not turn into a mosquito and or a frog. Is Hon. Kawana doing this to redeem himself to the appointing Authority? For the sake of record, it is important to remember that not a long time has passed when Julius Malema, then African National Congress Youth League leader compared opposition parties in Namibia to cockroaches. But, today Julius Malema has found himself in different shoes as the leader of opposition Party in South Africa. Who would have known that Julius Malema's erstwhile comrade and friend, Elijah Ngurare could ever be expelled from Swapo Party? The Rally for Democracy and Progress (RDP) is reliably informed that Hon. Kawana faced a bleak future early this year until someone high up intervened and persuaded President Geingob to include Kawana on his (Geingob) team, a position that Kawana is currently abusing. Kawana must be reminded that opposition political Parties consist of human beings made in the image of God like any other human being. Kawana's statement is similar to those statements that were made in some parts of Africa, Rwanda, which instigated people into civil war gear and many lives got lost in the process. In this respect, RDP is calling on President Hage Geingob to seriously reconsider his appointment of Albert Kawana, as Minister of Justice, for the sake of peace and stability in Namibia. The Café Mole at Strand Hotel Swakopmund - Enjoy the Sun, Fun & Food As the old Strand Hotel is being rebuilt, so will the tradition of ice cream at the Mole. The Swakopmund Mole - Namibia's Central Hub The Strand Hotel Swakopmund is the most ambitious hotel project in the history of Namibia. A 125 room international four star hotel with five food and beverage outlets and a full service spa in the most vibrant location on the coast of Namibia, the Swakopmund Mole! The Swakopmund Mole has been central to the economy and social engagement in the town of Swakopmund for over a century. Opened officially in 1903 by Governer Friedrich von Lindequist, the Mole's original purpose was as Swakopmund, and hence, Germany's major port to central Namibia. In more recent years it has functioned as the community's primary gathering point, and the Strand Hotel was a central driving attraction to gather. In 2008 the old Strand Hotel was demolished, and with it, much of the reason to go to the Mole, but by September 2015, the new Strand Hotel Swakopmund will be up and running, and offering a few more compelling reasons to reinnervate this historic
and unique geographical feature. There was no natural harbour in Swakopmund at the turn of the 20th century. There was a natural harbour 40 kilometres down the road in Walvis Bay, but the English had already claimed it, and were not keen on the idea of sharing. But the German's desperately needed a harbour with better access to central Namibia than the far-away port of Lüderitz. Swakopmund was the next logical location because of the fresh water available from the Swakop River (usually only available by pumping from underground) and it's relatively straightforward route to Windhoek. Both a jetty and an artificial harbour were considered, but the debate ended in favour of the harbour. An architect by the name of
FW Ortlaff landed in Swakopmund in 1898 to oversee the building of the Mole. Mr Ortlaff set up a rail line to move loads from a stone quarry nearby and set up a water line from the Swakop River to mix concrete for the massive 300 kilogram blocks. Four years and 2.5 million Reich's Marks later, the Mole extended 375 meters out into the sea much as it appears today, except instead of the Strand Hotel Swakopmund construction site and the parking lot, the rail lines were still there, but now transporting goods from the ships. Cargo ships were typically far too big to anchor in the small lagoon created by the now permanant Swakopmund Mole. Ships would anchor about a kilometer off shore and goods were loaded onto rafts which were tugboated into the harbour,
now protected from the worst of the winds and waves, and lifted by cranes onto the three awaiting steam engines. It was generally a successful venture, but nature proved persistent, as the south to north flowing benguela current silted up the southern side of the sandbar, creating much of the beach between the Mole and the river we see today. Inevitably, it also silted up the harbour to the point where it could only be used in high tide. The aforementioned jetty advocates had their way and began the jetty project, as well. The Swakopmund Mole and the jetty (which has its own troubled history) shared the import responsibilities until after the first world war, when England became the protectorate of all of Namibia and the better
suited Walvis Bay harbour has since been used for the purpose. The Swakopmund Mole remained, however, and its little protected beach be-came the central social hub in Swakopmund and an attraction for businesses surrounding the beach including the Strand Hotel Swakopmund, where beach goers broke up the day in the warm sunshine with a cold beer on the
hotel terrace or a takeaway ice cream. A walk to the end of the Mole and back would have you finishing the last crumbs of your cone upon your return. By October of 2015 the brand new 21st century international four star Strand Hotel Swakopmund will open its doors. greatly assist in making their jobs more effective,” McCallum added. According to McCallum, Swakop Uranium is committed to improving the lives of the people of the Erongo Region so that they can become productive citizens which in turn will ensure the prosperity of the region and the country as a whole. “ T h e t w o c o n s e rvancies are home to approximately 1 500 people, and I believe that this contribution
will assist these communities to generate more income,” said McCallum. The donation was done in partnership with the Namibia Nature Foundation which provided technical skills training workshops to the Conservancy members. They also provided training on institutional capacity building, governance, staff and financial management, and natural resource management.
Swakop Uranium donates N$30 000 to Kindergarten Sharlien Tjambari Vroulike Hartjies, a kindergarten based in Uis received N$30 000 from Swakop Uranium on Wednesday. The donation was received through the Office of the Governor in Swakopmund. During the handover of the cheque Mr Percy McCallum, the Vice President of Human Resource, Business Support said Swakop Uranium, through its Foundation, is committed to the promotion of education and childhood development particularly in the Erongo Region. According to McCallum the kindergarten accommodates numerous under privileged children and it is in dire need of assistance in terms of school material and food for the children. “We believe that the assistance provided will enable the Vroulike Hartjies Kindergarten to dispense quality education to learners in the area, particularly the disadvantaged in their community” McCallum further said. The Governor of Erongo Region, Mr Cleophas Mutjavikua said of the N$30 000, N$8 000 will be used to put up toilet doors at the Kindergarten, toilet pots, washing basins etc, N$7 000 will be used to purchase toys for the children and the remaining N$15 000 will be used to buy the basic necessities and food. Mrs Katrina Garises said she is very much thankful and appreciates the help they received. Heightened South African activity in HIV vaccine research There are clinical trials in process in communities in South Africa and other southern African countries which aim to advance the insights gained from the only HIV vaccine study yet to show some efficacy in protecting humans from infection. That study, known as RV144, was conducted in Thailand by the US Military HIV Research Program with support from the National Institute of Allergy and Infectious Diseases (NIAID), part of the National Institutes of Health in the US. It enrolled more than 16 000 volunteers. The southern African studies include the HVTN 100 study which is a critical step along the path to possible licensure of a vaccine regimen similar to the one used in the Thai trial. This trial, taking place exclusively in South Africa, will establish whether the regionally adapted and modified vaccine regimen can produce a more powerful and durable immune response against HIV. The vaccine regimen tested in the Thai trial found that participants who received the vaccine were 31.2% less likely to be infected with HIV after a period of 3.5 years than participants who received a placebo. The RV144 vaccine regimen had an even higher efficacy (approximately 60%) one year after vaccination. HVTN 100 started in February this year and by the end of May all participants (252) had been enrolled. While this study tests a candidate vaccine regimen with canary pox virus and protein components similar to that u s e d i n RV 1 4 4 , a different adjuvant is being introduced in the South African study, in order to enhance the effect of the vaccine in the body, and an extra vaccination will be given to boost and
prolong the effect of the vaccine. The candidate vaccine components have also been modified to reflect the particular HIV sub-type (clade C) that predominates in southern Africa. Participants will remain in the study for a year and a half, and receive a total of eight injections of vaccine or placebo at five different time points during this period. If HVTN 100 yields promising results, a further study involving more than 5 000 voluntary participants in South Africa would be launched in mid- to late-2016. The purpose of this large Phase IIb “pivotal” study would be to test whether the more powerful and pro-longed immune response produced in HVTN 100 translates into higher levels of protection against HIV than the modest 31.2% seen in the Thai trial. “Because vaccines can be applied across entire populations, a successful HIV vaccine would be the most powerful weapon imaginable against the HIV pandemic,” says Professor Glenda Gray, Co-Principal Investigator of the HIV Vaccine Trials Network (HVTN), which is conducting the southern African studies, and Director of its Africa Programme. “But the requirements for an effective vaccine are also particularly demanding: it must be extremely safe and provide a high level of protection, as well as being long-lasting and relatively easy to administer to large numbers of people.” The safety of the Thai trial vaccines in the South African population was established in an earlier trial, HVTN 097,

which released its findings a year ago. Professor L i n d a - G a i l B e k k e r, Principal Investigator of HVTN 100, emphasises that every step along the path to possible licensure of the world's first HIV vaccine will be stringently evaluated. “In the middle of next year we will be making some farreaching decisions whether to proceed to the final stage of research on the study vaccine regimen. As scientists, our job will be to listen closely to what the results of HVTN 100 are telling us and to resist any temptation to be swayed by the desperate need for a vaccine to prevent HIV.” Preparation is also well underway for other HVTN vaccine studies in southern Africa. These are early stage human trials that will not impact directly on the potential licensure of the modified RV144 vaccine regimen. However, these studies have utilised scientific clues provided by the Thai trial to select new candidate vaccines for testing to establish their safety and the strength of the immune responses they elicit. These trials will compare the performance of the various candidate vaccines when used in different regimens – with different boosters and adjuvants and even with different delivery met-
hods. The studies are part of a larger HVTN research track that aims to identify the most promising new vaccine regimens for potential further development and future use in large scale efficacy trials. Some of the studies will commence in late 2015 and others in 2016. They are: · HVTN 107, which will involve 132 participants in South Africa, Mozambique and Zimbabwe. · HVTN 108, which aims to enrol 334 participants and will take place in South Africa and the US. · HVTN 111, involving 132 participants, which will be undertaken in South Africa, Malawi, Zambia and Tanzania. · HVTN 113, the largest of the trials with 380 volunteers, which will include sites in South Africa, Malawi, Tanzania, Zambia and Zimbabwe. These critical HIV vaccine trials are being conducted by the HVTN as a partner in the unique Pox Protein Public Private Partnership (P5), comprising a diverse set of public and private organisations, including NIAID, the Bill & Melinda Gates Foundation, the South African Medical Research Council, Novartis Vaccines and Diag-nostics, and Sanofi Pasteur. The trials are cofunded by NIAID and the Bill & Melinda Gates
Foundation. The P5 was established five years ago to build on the promise of the RV144 trial with a view to developing a vaccine that could have a significant impact on public health in southern Africa. An important spin-off of the P5 programme is the development of the new Cape Town HIV Immunology Laboratory (CHIL). This opened in 2013 and provides significant support to its studies, offering training and employment opportunities for local scientists and high-level

The agent who brought 80's pop icon Jennifer Rush to South Africa, Namibia and Zimbabwe on a failed music tour said it was hit with losses of more than N$1,5 million and would sue Rush if she puts foot in this part of the world again. Rush, after only a few performances in South Africa returned to the United States with the excuse that her father was seriously ill. To date she apparently could not prove this. With most of her performances in South Africa and Zimbabwe, as well as two shows in Namibia not honoured, Rush's South African agent, AfroAsia, is taking the brunt of criticism and has to deal with masses of angry demands of fans who want their entrance fees reimbursed. It includes many Namibians who are angered by this conduct by Jennifer Rush. AfroAsia spokesperson, Colin Law, said this week Rush will definitely be sued for the financial
losses she caused the agent, and is also looking at alternative legal avenues to sue her in the United States. There are also allegations Rush left South Africa without paying for the last hotel she stayed in, exposing her to the risk of being arrested for bilking if putting foot again on South African soil. “She told us she was leaving to be at the bedside of her ailing father. The truth is she had no contact with him for over a decade,” according to Law, adding Rush should be red flagged worldwide. “The devastation to AfroAsia is extreme. Our losses are over R1.5 million. She must never put her foot on a stage in Namibia or anywhere in the world. She will
not make it as she will be arrested and we will slap a cease and desist court order on her and hold her liable for our losses here,” Law threatened. “I have personally urged the hotel she stayed at to lay a charge of bilking against her as she

Henties Bay Municipality “We will help to keep Miles open” Madelaine Laubscher The Henties Bay municipality shared its dismay at the recent announcement by Namibia Wildlife Resorts (NWR) of the closing with immediate effect of its Mile 14, Jakkalsputz, Mile 72 and Mile 108 camp sites. The local authority however, is not taking a position of just criticising the decision of the closure, but came up with a solution this week in order to keep these camp sites open at least for this festive holiday season.
Henties Bay's local authority spokesperson, Reinhardt Ochs, had no doubt this week the closure will hit the town's local economy hard. Thousands of people from across SADC are streaming to these camp sites during holiday periods. The closures therefore are not in the best interest of the town and residents, Ochs explained this week. “Henties Bay is regarded by most as a holiday destination.
We depend on visitors and tourists during the holiday. To us living here it is a home. The reality is our economy is picking up tremendously during the holiday season”. “In consultations with the NWR after the decision to close the camp sites, it became understandable why the company made this decision. The announcement came at a very bad time, to say the least. We have engaged NWR and discussed the matter”, said Ochs.
“We still hope that a solution would be found. We as a local authority are willing and in a position to assist NWR in any possible way to keep the camp sites open during the festive season. After that we will also be willing to coordinate the way forward with NWR, in order to make sure that the same uncertainty is not repeated for the future of those camping
sites”. Our appeal is for NWR to revisit their decision and engaged us for a short term and a longer
term solution,” Ochs concluded. Wi t h r e g a r d t o NWR's position on the closure of Mile 14, Jakkalsputz, Mile 72 and Mile 108, it became clear the decision was based on the poor state of the facilities it took over when the
Namibian Government transferred the camp sites to NWR's ownership. Up to now these sites were managed by the Ministry of Environ ment and Tourism. According to Chief Marketing Officer of the NWR, Epson
Kasuto, it is the company's first priority to have the camp sites ready for visitors by next year. “We would like to assure our clients that having the Miles ready by next year is a top priority for us,” he concluded.

Fake police officers pester Erongo Mavourlene !Gaёs
Incidences where people are extorting money from unsuspecting members of the public, by pretending to be police officials, have reached alarming levels in the Erongo Region. So much so that the deputy regional commander of the Namibian Police in Erongo, Commissioner Andreas Nelumbu, was forced to issue a warning to the public this week. Nelumbu addressed the media at the Namibian Police's headquarters in Walvis Bay this week and warned community members to be alert of the actions of people who are resorting to misrepresentation in order to steal from you. “These people are posing as police officers. They even go as far as mentioning the names of officers actually serving in the police”, explained Nelumbu. Victims are allegedly informed there are charges laid against them and that they need to be arrested. However, should the person pay an amount of money, they would see the charges dropped. “While the victim is confronted with this situation, this person will then start demanding money. They will say if you don't want the case to continue, you should pay the money and the case would be dropped”, said Nelumbu. Nelumbu advised those contacted and informed of a pending arrest should leave the law to take its course. No police officer need-to contact you and inform you of a pending arrest. If the situation is real the police would come straight to you, inform you of the charges against you and formally arrest you. “The community has to be careful. If a person is a genuine police officer and he has a genuine case against you, you will know it for sure. In the event of a police officer encountering you, you can insist on identification in the form of the member's appointment certificate as well as the docket number. It is also advisable that should a person be encountered to offer to meet the police officer at the police station where the charge was supposedly laid.

Traditional healer nabbed as Mavourlene !Gaёs illegal immigrant Two female Angolan nationals, aged 39 and 55, were arrested on Sunday for entering Namibia illegally. The arrests were carried out in Kuisebmond in Walvis Bay this week. Both suspects made a first appearance in the Walvis Bay magistrate's court this week on charges of illegally entering Namibia. They were denied bail and are held at the Narraville police cells pending an appearance before an immigration tribunal. Erongo police spokesperson Ser-
geant Ileni Shapumba confirmed the arrests and also confirmed the suspects nationality as Angola. The duo apparently entered the country illegally to earn a living from selling the traditional Oshivambo alcoholic brew, Ombike, on the streets. They managed to escape the immigration authorities for a lengthy period and later opened a healing clinic with
the woman claiming to be a traditional healer. People paid them between N$30 and N$200 for an assortment of “healings� offered. They will not be criminally prosecuted for their activities relating to the traditional heal-ing, but it is expected if found guilty on violating immigration laws they face a stiff fine and summary deportation.

Swakopmund (sk) Eine der Organisatorinnen der Musikwoche, Ailly Namupala, hat im Alleingang eine Weinauktion zwecks Generierung von Geldern für das große Küsten-Event im Dezember gestaltet. Sie hatte sich viel Mühe damit gegeben. Deshalb war es um so ärgerlicher, dass die Hälfte der Gäste, die zugesagt hatten, einfach nicht aufgetaucht waren. Der Mascato-Jugendchor bildete einen Rahmen um die stilvoll dekorierten Tische und sang Lieder,

Alles in allem war es eine feierliche Veranstaltung, die durch das Wegbleiben vieler geladener Gäste leider einen Wermutstropfen erhielt.

Einigermaßen locker vom Hocker Letzte Fanfare für Andy Bauer
Liebe Küstenleser! Welch einen schönen Tod hat unser Swakopmunder Trompeter Andy (Andreas) Bauer gehabt. Nichts von langem Dahinsiechen im Krankenhaus, qualvollem Sterben in einem Autounfall oder durch einen Mord. Nein, Andy ist im Alter von 67 Jahren mitten in dem, was er so gerne getan hat, sanft ins Jenseits abberufen worden. Er arbeitete an einem der 15 Wohnmobile, die er im Laufe seines Lebens ,,wüstentauglich” gemacht hatte, und verstarb in Sekundenschnelle an einem Herzversagen. Seine Frau Margit d’ Avignon fand ihn am Montag Nachmittag, den 12. Oktober, in seiner Werksgarage. Monika von Wietersheim, die durch die Trauerfeier führte, sprach von Gnade. Eine Freundin meinte: ,,Andy hat in seiner Todesstunde einen En-
pen. Ich habe ihn immer freundlich und entspannt erlebt. Auf die Frage an seine Margit, woran sie sich vor allem erinnert, wenn sie an ihn denkt, antwortet sie wehmütig: ,,Er hat völlig in sich geruht. ABER...” ,fügt sie gleich hinzu, ,,er konnte stur sein wie ein Betonpfeiler, und Gesetzlosigkeit konnte er nicht vertragen.” Margit erinnert sich zum Beispiel daran, wie sie mit ihrem Mann vor Jahren mit dem Wohnmobil an der Mole gestanden hatte, um die Nacht dort zu verbringen. Das Campieren an der Mole war verboten, und bald kreuzte der Verkehrspolizist Fanie Kruger auf, um sie zu verwarnen. Er hatte jedoch nicht mit Andys Vehemenz gerechnet, die da hieß: ,,Wir campen nicht, wir parken hier!” Auch war Andy einmal drauf und dran, einen

Andys Schwiegertochter erinnert sich daran, dass er einmal in einem Restaurant in Deutschland den Kellner darum bat, das Licht heller einzustellen, da es schwierig war, das Menü zu lesen. Als nichts geschah, holte er eine Stirnlampe aus dem Auto, mit der er dann die Speisekarte las. Das half! Wie beschreibt Margit
ihren Mann weiter? ,,Er war sehr neugierig, liebenswürdig und nicht aggressiv. Er hat die Menschen im allgemeinen akzeptiert, wie sie waren, und sich nie abfällig oder negativ über sie geäußert. Und er war bis zuletzt voller Ideen.” Seine Schwiegertöch-

Andy war ein absoluter Naturfreund und ist mit seiner Margit oft im Wohnmobil in der namibischen Landschaft unterwegs gewesen. Gleichzeitig faszinierte ihn als ausgebildeter Maschinenbautechniker alles Technische. ,,Wie oft kam er nach einem Aufenthalt in Deutschland, wo er ja geboren und aufgewachsen ist, mit dem neusten technischen Gerät an,” erinnert Margit sich. Seine neueren Errungenschaften waren die Phantom 3 Drohne und ein digitales Akkordeon. Er hat sich zeitlebens damit beschäftigt, wie er die Technik belasten und verstärken kann, um zu immer besseren Ergebnissen zu kommen. ,,Alternative Energiequellen haben ihn u.a. sehr interessiert,” erzählt Margit. ,,Er hat zum Beispiel einen Solarkoffer entworfen, der besteht aus einem Holzkasten von etwa einem halben Meter Länge und Breite mit einer Solarplatte sowie vier eingebau-

Ich bin sicher, dass die meisten der zahlreich erschienenen Trauergäste Gänsehaut bekamen, als das Signal von Gershwin und das Halali ertönten. Ich hörte plötzlich Andys Stimme mit dem lustigen Akzent: ,,Ich bin in Konschtanz geboren...”. Andy wird mir vor allem als gefälliger Mensch, schneidiger Trompeter und begeisterter Musikliebhaber in Erinnerung bleiben, und ich hoffe, dass er auch in seinem neuen Umfeld weiterhin das Halali schmettert. Liebe Margit, du hast dich in deiner Trauerrede selbst übertroffen. Mit Liebe und Humor hast du das ausgefüllte Leben deines Andy geschildert und uns zum Schluss teilhaben lassen an deiner tiefen Trauer. Susann Kinghorn

Zebra and WHS Ladies to lock horns in Final
SFC Squash News Over the last 6 weeks the SFC squash club in Swakopmund held there annual business league.
Sports reporter Cricket Namibia's (CN) inaugural Women's League has been a resounding success so far with the qualification games having been completed last weekend in Windhoek. In the final, which is scheduled for 14 November, the Zebra and WHS ladies will square off, after both teams were outstanding over the weekend. The WHS team got things going with a 47-run victory over the Blue Waters Ladies. They scored 119 runs in their 20 overs, while restricting their opponents to 72 for 8 a short while later. A few hours later they managed to step up their game even further by celebrating a 119-run win over the Pro-Ed Ladies. Scoring a massive 181 runs in their innings. Pro-Ed only managed to respond with 62-9. Equally convincing, the Zebra Ladies kick-off their league campaign with a 9 wicket victory over Pro-Ed in their first game of the competition. Pro-Ed was caught off guard from the very beginning, managing a mere 30 runs all out. 5.1 overs into their innings. The Zebra Ladies had accumulated 31-1 to take the first points. Taking their momentum into the next game against Blue Waters, the favourites once underlined their title ambitions by keeping an upper hand with 87 runs, having scored 132-3 in 20 overs, while Blue Waters were held to 45-9. The next day the two top teams met for the first time. It was a show of force for the Zebra Ladies as they scored no less than 173 runs for 6 in 20 overs. WHS couldn't find a solution to counter the Zebra's bowling abilities. By the time their last batter was dismissed, they had managed 35 runs all out, losing by 138 runs. In the last game Blue Waters faced Pro-Ed with the first win on the line for both teams. After a hard fought battle on the United Sports Grounds, Blue Waters came out on top with a 45-run victory. The schedule for the finals are as follows: 1st place play-off: Zebras Ladies vs WHS Ladies in Windhoek 3rd place play-off: Blue Waters Ladies vs ProEd Ladies in Walvis Bay
The competition started on 9 September with four teams consisting of 5 players each, who participated. Absolute Water, WB Hardware, Otraco Tyre Management and Orion Computers Swakopmund had to battle it out. The competition was played over a six week period with each team playing two rounds against each other.

Rossmund Team Otraco Tyre Management Our golf course is looking really great and the greens are almost back to normal - one more week I think - the fairways are also in good condition apart from the springboks that are having fun again on some of them. The cut lines should be clearly visible within the next few days - so no more "oh go on then take it as in!!� From 2- 6 November Rossmund will play host to the Annual Inter Branch SAGES Tournament - it appears that there will be a good field 70+ per day. The course will be closed in the mornings for any social play so please contact the clubhouse should you wish to organise a tee-off time. Wednesday 4th will be open to normal play. The Windhoek Open was played at WGCC recently and it was great to see one of our Rossmund Development golfers, Gabriel Shikodi, winning for the second time in three years - shooting 147 gross three shots ahead of his nearest rival Hafeni Nghinamwaami. Gabriel is playing out of Windhoek GC at present, whilst studying an Engineering Degree at the Polytechnic with a bursary from the Frank Fredericks Foundation. Well done and keep up the good work - we at Rossmund are watching you. Wednesday 21 October saw some very good scores once again with lots of count-outs. Fritz Coetzee from Prestige Accounting supplied the prizes goodie bags with lots of sweetie treats. Neil McLeod, Athol McLean and Bubble Burns were the winners. On Wednesday the weather was just perfect for golf, hence the big field of golfers including quite a large contingent from Walvis. Swakopmund Engen were the sponsors and the lucky winners of the vouchers were 18 holes: Bertie 38pts; Tony 37pts and the 9 holes went to Kevin. Saturday 24 October, we played the Monthly Medal -sponsored as always by Novanam. There was a great field of golfers including the sponsor who joined in the golf - well done Michael - it was great to see you again at Rossmund together with David, Manuel and Kati. We had 2 x 2-clubs both on No.7 - S Bonifacius and L Cheng. Overall Winner: A van Schalkwyk 65nett; "A" Div: C de Klerk 67nett; "B" Div: M Tordasillas 66nett c/o; "C" Div: W Borg 70nett; Jnr: L Nande 72nett; Ladies: R Knight 80nett. Well played to all the winners. Some fish, including Michael's went on auction and brought in some cash towards the Junior Development Programme. Rhythmic Gymnastics’ National Championships 2015 well attended The National Championships for Rhythmic Gymnastics took place at the Jan Wilken Stadium in Walvis Bay last weekend. Rhythmic gymnasts from various clubs, countrywide, participated in the last Championships competition of the year. All in all 151 gymnasts took part over the two days. One could sense the excitement, as the gymnasts knew it would be their last chance to perform in their current level and some already started to speculate which level they will do next year. The program started
off with the level 2 and 3 on Friday morning and during the afternoon level 8 to 10 and the High performance gymnasts, Junior and Senior gymnasts, entertained the audience on their first two apparatus. Later the afternoon level 6 and 7 gymnasts, and in the early evening, the Novice Group dances had their competition. Saturday morning level 4s started off with their routines and thereafter the level 1 and 5s. In the afternoon it was again level 8 to 10 and High performance to Seniors, with their 3rd and 4th routines. The last performances
of the day were levels groups and it ended off with an excellent performance by the Ball group of WBGC. This group, as well as 16 other gymnasts, qualified to take part at the Region 5 (Zone 6)
