Announcing the award in Nairobi, the Mo Ibrahim committee praised Pohamba’s commitment to the rule of law and his respect for the constitution, as well as his promotion of gender equality. Pohamba, 79, was first elected president in 2005 and is due to step down this month. The elections held under his leadership were considered by observers to be free and fair. Pohamba was a founding member of

the now ruling South West African People’s Organisation (SWAPO), playing a central role in decades of struggle for independence from South Africa. He was imprisoned in the 1960s for political activism but continued to fight against South Africa’s apartheid government until the end of white-minority rule in 1994. He held home affairs and marine resources portfolios in cabinet prior to becoming president. The winner receives $5 million, given over 10 years, and after that receives $200,000 a year for life.

Kevin Adams sê 'Die feit is dat die huidige stelsel nooit ontwerp is om die geweldige hoeveelheid riool te hanteer nie - die ideale situasie is een huishouding per erf. Baie huishoudings hier akkommodeer egter 'n groot aantal plakkershuise. Dit maak dit byna onmoontlik om te verseker dat die rioolpypleiding normaalweg kan funksioneer. Die belangrikste oorsaak van rioleringstelselverstoppings is die verkeerde of onwettige storting van voorwerpe in die stelsel. Die munisipaliteit se werke-departement doen volgens hom alles in hul vermoë om blokkasies te voorkom, deur so gereeld as moontlik die stelsel te ledig. Swakopmund Municipality – Eco-tourism Seminar Sharlien Tjambari Tourism is a massive and widespread industry in the world it can however have a negative impact on the environment and its biodiversity. Special precautions need to be taken to preserve the sensitive desert landscape of our town. The Swakopmund Municipality held a seminar on 25 February at the Municipality from 10:00 and 13:00. The seminar focused on creating awareness and information sharing on sustainable environment. The city of Malmo in Sweden and Swakopmund Municipality has a memorandum of understanding where both parties agreed to work together in projects of sustainable development. During the first phase of agreement the partners worked together on Waste and Renewable Energy project. The second phase of agreement which is currently ongoing, the partners are working on ecotourism and education for sustainable development projects. According to the General Manager of Health Services at the Swakopmund Municipality and also the eco-tourism project coordinator Mr Lawrence, the Eco-tourism is on its final phase and their twin partners from Sweden visited Swakopmund from 23 - 26 February. Eco-tourism is a form of tourism involving visiting fragile, pristine and relatively undisturbed natural areas, intended as a low-impact and often small scale alternative to standard commercial (mass) tourism. The presentations that were incorporated were presentations about ecotourism in Malmo, Sweden, African Lily Project in the Kunene Region, the African Lily project is a project that looks at what the people in a specific Participants listening attentively community need and supply them with their needs. The founders of the African Lily Project said they do not get any funding from the government and everything they do for the community they do it out of their own pocket, “but we want to encourage the community to help one another” said Mr Frik Van Staden. Apart from serving 300 cooked meals with fish as the main ingredient, the NFCPT also donated 300 blankets, food hampers consisting of sugar, coffee and tea and NFCPT promotional material. The entire event spend was to the value of N$90 000. “This humble gesture is to recognise the contribution made by our senior citizens to the development of the local fishing industry and other notable growth in Lüderitz,” said Katrina Sikeni, Board Chairperson of the NFCPT at the event. She highlighted that NFCPT is planning to expand its shop footprint to also include Lüderitz as well as Omuthiya in the near future. “Allow me to use this opportunity to thank the Town Council of Lüderitz for remaining our strategic partner as the Trust will soon announce timelines of our construction of the new fish shop here,” she said.

Beached Pygmy Right Whale Rescued An extremely rare whale species, a Pygmy Right Whale, was found stranded just south of Walvis Bay last week. An employee of the Salt works alerted Ms Daniela Maldini of the Namibian Dolphin Project, who initiated an immediate rescue operation. According to Theunis Keulder of Catamaran Charters, who informed namib times about the rescue operation, their staff joined in the rescue effort, and one of the company’s catamarans was dispatched to assist in bringing the whale to deeper waters. The pygmy right whale,

which until 2012 was thought to be extinct and rarely seen at sea, is the smallest and most mysterious of the baleen whales. Information about this whale is sketchy at best, since only a few dozen stranded specimens have been examined by scientists.

Many reported sightings have probably been incorrectly identified minke whales; the small size, dark color, and curved dorsal fin make it almost impossible to tell the two species apart when they are seen at the water’s surface. Pygmy right whales are found only in temperate

waters of the southern hemisphere. Sightings occur in Tasmania year round and seasonally along the coasts

Swakopmund Matters 4 – 2015 Reaction to Chatham Rock Phosphate's failure to secure permission to mine marine phosphate in New Zealand and the significance of it all for Namibia Today The Namibian has carried an article (http://www.namibian.com.na/indexx.php?id=23731&page_type=story_detail) based on answers Chris Castle, CEO of CRP, supplied to questions sent to him. Readers can form an own opinion of his pomposity. In New Zealand he issued a press release recently to amplify his previous comments after the EPA's Committee had refused his application. Now he had some harsher words and astonishing criticism of the Committee and its decision. His acrimonious attacks included inter alia: “The Committee appeared to be unwilling or unable to understand the reality of working in New Zealand's oceans.” He further vented his spleen with utterances like: · “The committee showed poor understanding of the purpose of modelling or how it works,” · “CRP deserved a better and more balanced consideration of its application,” · “Not a single person in the DMC, the EPA, the NGO's, or any of the opposition see that what is at stake is potentially a lot more to New Zealand than phosphate” and · “The DMC needs at least one scientist who has the mental firepower to understand all the evidence, and at least one person who understands how risk and uncertainty is managed in the real world.” With his vitriolic outburst it is no surprise that he has decided not to appeal the decision. Why would he be taken more serious at the appeal. Instead he now expects the Government to smooth his way to fulfilling “his dream” by amending the rules. But by playing the blame game he avoids the fundamental issues on which CRP's bid failed. He is right and the Committee wrong. He is the only one who understands all the issues – everybody else is clueless. He is so adrift in denial. When the transcripts are read one is struck by the fact that while CRP had well qualified people “communicating the science” the science could not provide convincing answers to fundamental questions that were needed to assess

the impact from prolonged phosphate mining of the area. The bottom line was very simple: the evidence of impact was not persuasive enough as the research, although in many cases good baseline science, did not directly address the impacts. Throughout CRP trivialized the impact on ocean ecosystems. CRP performed poorly under cross examination. The best of the best in NZ and from overseas were involved. CRP's economists also failed their client. So much so that the Committee had to call in experts to review CRP's documentation. The economic report by Sapere, one of the largest expert services firms in Australasia, damned the data put forward by CRP as the latter grossly exaggerated the price of phosphate globally. At one point in its report this is recorded: “There are a number of areas where information or commentary does not adequately inform the reader as to how critical assumptions were arrived at.” In Namibia CRP and other companies wanting to engage in marine phosphate mining will discover that what is being done now is to ensure real targeted scientific studies are undertaken that are not rubberstamping what these companies believe or understand to be scientifically sound. All the international scientists of standing with whom SM has had contact to learn their assessments of the Committee's decision are ad idem on these points: · Impact-study science properly done, does not jus t make use of existing knowledge data, but goes out to investigate actual impacts over the lifetime of mining – only then will the real expected impacts be apparent. This to date is not, or rarely done. · Once revealed impacts are assessed in

this way, there must be adequate regulation to ensure that critical levels of environmental degradation are not overstepped if mining should go ahead: again in the marine mining field this is a huge challenge for regulating authorities because contracts for working in the ocean are hugely profitable and losing even a minute's mining is a loss to the company. · Fishing disturbs and damages; mining effectively destroys because it removes: no evidence of damage or disturbance because the bottom is totally gone, especially in case of bulk mining as is proposed for phosphates. For these scientists the answer is: do what Namibia is doing assess the impacts as thoroughly as possible beforehand, and then make a decision. New Zealand have already bravely led the way. In an article “Seabed mining rebuffs send right message” in the New Zealand Herald of 24 February 2015 Phil McCabe, chairman of Kiwis Against Seabed Mining, made these valid points: “New Zealand will not accept high-risk developments that damage the environment and ecosystems while providing relatively little economic benefit. New Zealand is, and should be, open to smart, sustainable, value-adding investments that provide jobs and livelihoods well into the future without compromising our values, environment, and our way of life. The regulators and the legislation have done their job and delivered the best long-term outcome for New Zealand.” (http://www.nzherald. co.nz/nz/news/article. cfm?c_id=1&objectid =11406740) Prospective phosphate mining companies had their hopes also dashed on another front. Those hoping the International Seabed Authority is

likely to favour commercial exploitation above environmental protection has sadly been disappointed by this important directive delivered by Michael Lodge, its legal counsel: “We are legally bound to protect the environment, which must take precedence. We can only allow commercial exploitation to take place provided there are safeguards”. (Financial Times, 22 Feb. 2015) The importance of this declaration of policy can't be emphasized enough, especially coming from ISA. This is precisely what the ruling by the Committee in New Zealand is all about and why ISA will take an equally dismal view of Castle's arguments. All

indications are that those in Namibia formulating this country's stance on phosphate mining have the significance of this declaration uppermost in their minds. Those clamouring for such marine mining to go ahead will do well to keep this also in mind. But equally important – and here Namibia will have to be extra careful and on the alert - is the question: “who will perform the consented activity”. Imperative to know who will do the work and who will be liable when a catastrophe results! For CRP in New Zealand it will be Boskalis. Indications are that Boskalis would also play that role for CRP in Namibia, if phosphate mining were ever to be allowed. During the CRP hearings it became clear that there were numerous enforcement and compensation issues, along with health and safety issues that arose with the proposed mining ship flying a foreign flag of convenience.

Boskalis uses such ships of convenience. Flags of convenience are widely used to avoid rigorous administration and legal controls over responsible countries. Testimony was given that Boskalis had a history of breaching environmental consents. Namibia must ensure that this situation is ring fenced. For three years now Castle has failed to engage Namibians. He still remains the sole director and only shareholder of CRP's Namibian subsidiary. Not a single Namibian has been involved in any meaningful way. No one has been or is likely to be empowered. To employ a few persons in clerical positions is simply not good enough. There is no commitment of any significance that shows that that situation will change. Unless critical information has been missed, Namibians are not aware of any benefit they may derive from this exploitation of their marine resource. Clearly, CRP

has not levelled with Namibians. Transparency is non-existent. Openness has eroded. In Namibia, as in New Zealand, Castle is playing his own game according to the rules he himself has laid down and expects others to follow. Namibians have the inalienable right to know and to be satisfied that their country's legislative dictates and regulatory prescriptions have been and will be duly met. They will see to it that all applicants behave accordingly. Namibians have a stake in the continued wellbeing of their environment. They place a high premium on its protection and preservation. Dear Editor I refer to an article in your newspaper dated Friday 27th February 2015, in which you quote the following statement (translated) made by our Mayor of Swakopmund Mr. Kambueshe “Nobody will stand in the path of development” I trust this statement was a misprint on your part. I sincerely hope Mr. Kambueshe meant to say ‘’Nobody should stand in the path of development unless he has a valid reason to do so” I fail to believe that a dictatorial statement of this nature can still be uttered 25 years after in-

One of the most valued developments we have experienced in the last 25 years of independence is the sound manifestation of a democratic society in which we are freely able to express our concerns without being threatened. How can Mr Kambueshe take this right away from us. There are obviously

members of the community that have reason to believe that there are gross irregularities surrounding the La Mer Waterfront development. Surely they have the right to ask questions? Surely they have the right to answers. Let’s not take 25 years of constructive development away by disallowing the people of this country their democratic rights. So gepraat van besigheid, daar was in Liefie se oor gefluister dat oorlog verklaar is by ’n besigheid teen oneerlike kliënte, sowel as personeel. Dis nou mense wat inkom en so bietjie knoei met personeel om hulle goedjies teen ‘n special prys te kry in ruil vir ’n ou fooitjie. Maar die ou personeellid eindig toe met ‘n kriminele rekord en sit in ’n jap trap sonder werk, toe die onderduimse transaksie aan die lig gekom het. En die klient wat so kom knoei, was sy hande in onskuld. Is dit nou nie

skaamteloos om ander mense so te gebruik nie? Dan het Liefie weer gehoor daar is ‘something fishy’ hier in die baai. Die een boot was glo so vol vis gelaai dat dié te swaar was om uit die water te laai. Ons praat nou van groot kabeljoue wat toe met die hand afgelaai moes word net om die boot uit die water te kry. Die visse saam weeg glo amper 650kg. Liefie wonder nou sommer ook oor die 37cm kabeljoue wat nie terug gegooi word in die water deur die skippers nie, want die see visserye sal mos nie by die bote of by skoonmaak plek kom kyk nie, of hoe?

Crown Birthday party with a difference Liesl Losper

“Normally I had my child’s birthday party at home, inviting friends, but this year I wanted to make a difference” Albertina Nyoni (25) said. She’s the mother of little Constance who turned 3, and it was her crown birthday. More little faces than one were full of surprises when Connie had her birthday party at Walvis Bay Kids Haven. Only because she, Albertina, decided to celebrate this day and also to give back to the community in such a way.

Constance turned 3 on the 3rd of February, but she was travelling with her father on that day and the decision then was to do this at the end of February. Albertina also donated groceries to Kids Haven, as well as an amount of N$1 000. Each

one of them also got a t-shirt for this party. Their little eyes sparkeled with excitement, especially when they saw the creative high heels treats made out of muffins and other sweets. Constance had about 9 friends of her own at her party, celebrating with the kids from the haven. Constance looked like a fairy tale princess, and played the role perfectly. The Walvis Bay Kids Haven thanked Ms Nyoni for the kind gesture.

Teambuilding for Junior City Councils of Swakopmund and Walvis Bay The Junior City Council of Walvis Bay recently hosted a team building day for Junior Councillors from Walvis Bay and Swakopmund. Petrus Nangolo Teofilus produces films and has a clear obsession when it comes to turning real life events into short films. Petrus, who is better known as Dr Makiti is a self-made businessman who owns a successful and well known carwash in Kuisebmond. He was born in Windhoek but later moved to the north where he completed his Grade ten at Iiviyongo Combined School. Although his carwash business brings him the income, he still keeps homself busy with filmmaking. Dr Makiti still finds pleasure in producing films and he is also an actor. The passionate and determined producer/actor created his first masterpiece “The Pastor which has a Part one, two and three” in 2005. “Pastor Part One is about a fake pastor who abuses

his power after being negatively influenced by his so-called best friend” he explains. Dr Makiti further explains that the love for film making developed after he played the role of a bodyguard to the king in an American movie titled “10 000 BC”. He further added that, because being part of the movie, doing all that acting and watching movies like “Rambo” was something different and very inspiring, he chose to start his own film production “Kufamosha film production”. Dr Makiti is now the proud producer of nine films under which, “Ofiyo Onaini (meaning ‘until when’) in the Oshiwambo language, which has parts

SA Rugbylegendes sorg vir 'n onvergeetlike naweek Die Swakopmund Rugbyklub se Suid-Afrikaanse Legendes-naweek het groot belangstelling gewek – sowat 200 pre-primêre en primêre spelers het aan die afrigtingskliniek deelgeneem, wat die kern van die naweek gevorm het. Percy Montgomery, Ian Macintosh, Peter Muller and Dale Sandston het deel uitgemaak van die rugby-feesnaweek. Vir baie was die groot trekpleister, Percy Montgomery, wat 'n seun van die geweste is, en wat duidelik tuis was in die omgewing. Ander het Peter Muller uitgesonder as hulle held – maar die boodskap was duidelik: Rugby het Koning gekraai danksy die vier vriendelike legendes. Montgomery het aan namib times gesê – die seuns was baie jonk, maar hy was seker dat hulle dit reggekry het om die spannetjie te begeester en hy hoop elkeen het iets gekry tydens die oefensessies, wat hy die res van sy rugbylewe met hom sal saamdra. Die naweek het effens wankelrig begin toe 'n geleentheid vir bejaardes gekanselleer moes word weens, soos dit gestel is, 'n misverstand rondom die koste van toegang.. die bejaardes het toe heerlik saamgekuier by die dinee Vrydagaand, waar 'n veiling gehou is om geld vir die klub in te samel. Sowat N$40 000 is met die veiling gemaak. Saterdag is die naweek afgesluit met 'n visvangsessie by Myl 8, waar Peter Muller hom ook hier skitterend van sy taak gekwyt het, en 'n paar yslike haaie uitgetrek het. Percy Montgomery het hom selwers ook in dié vang-afdeling laat geld. Die voorsitter van die Rugbyklub, Winton van der Westhuizen, sê die naweek was só 'n sukses dat dit heel moontlik 'n jaarlikse instelling gaan raak. Howard Cleland, 'n professionele filmograaf, het die hele naweek op video verewig, en 'n volledige program sal later vanjaar op SuperSport gebeeldsend word. Cleland het ook goedgunstiglik vir namib times van sy skitterende foto's gegee om met die rugbygeesdriftiges te deel, deur middel van die koerant en ons Facebook-blad.

Swakop Striders presteer goed by Coca Cola Privaatskole byeenkoms, Losper sorg vir groot verrassings

Lee-Anzo Losper is weer op goeie vorm en het skoonskip in die 0/19 afdeling gemaak! Losper het nie minder as 4 goue medaljes en 6 trofeëes Saterdag verower. Swakop Striders atlete wat in verskeie skole in Walvisbaai sowel as Swakopmund is het die afgelope naweek in Windhoek deel geneem aan die Coca Cola Privaatskole byeenkoms. Die Striders het oor die algemeen baie goed gevaar. Atlete word in alle items goed ontwikkel. Die hoogspringers het goed domineer in die item met Jayden, Siranda, Hilke, Chrislene,

Armand, Martin, Minette, Jonathan wat almal goud verower het. Nog goeie prestasies is ook deur die ander hoogspringers bereik. Baie geluk Hennie Horn vir uitstekende afrigting. By die verspring het Chrislene goud verower, ander atlete wat in hierdie afdeling goed presteer het en ook medaljes verower het is Raymondie, Hilke en Kauri. Met ons ter perse gaan het ons ongelukkig nog nie al die name in die

afdeling nie. Ulla Finkeldey, doen ook goeie werk vir Swakop sowel as Walvisbaai in verspring en dan ook in die baan items het sy verskeie goeie prestasies. Op die baan was daar 'n groot oes. Lotte, Pablo, Mirca, Chrislene, Gildo, Armin, Jurenzo, Raymonde, Kian, Shermin, Raymond, Craig, Perpetua, Charnè, Kauri, Stefni, Gilad, Lezardo, Anè, Manghito & Lee-Anzo het almal baie goeie plekke en medaljes

verower. Perpetua het uitstekend in al 3 items gevaar en met 'n 3m elke keer haar teenstaanders geklop. Lee-Anzo Losper het gewys dat hy weer op goeie vorm is nadat hy in 2014 met beserings gesukkel het. Hy het Namibie 2013 verteenwoordig by die “World Youth Games” in Donetsk. Lee-Anzo het die skare op hul voete gehad in die 100, 200, 400 en seuns 0/19 aflos. Sy aflos span het 2 0/17 lede gehad, hul

was 3m agter by die laaste oorgee aan hom en hul het met 2m gewen! Hy het in die 100 die rekord verbeter en daarmee verskeie prestasies behaal. Lee-Anzo het die volgende titels Saterdag ingepalm, beste seun 0/19, beste baan item, beste atleet vir die dag, beste prestasie, Senior Victor Ludorm. Swakop Striders is baie trots op hom en die woorde “Lee-Anzo did it again”het Saterdag vir hom opgeklink.

Coastal teams left in the dust for the Bidvest Cup! Leandrea Louw

Saturday soccer teams battled it out at the Kuisebmond Soccer Stadium in the Bidvest Cup Round of 16 matches. Citizens defeated Swakopmund Football Club (SFC) with a score of 3-1, Young Chiefs defeated Touch & Go with a score of 2-1, Eleven Arrows deafeted Kangweru Black Tops 4-1 and Unam walked away victoriously against Blue Waters with a score of 1-0. Lindon Aseb scored two goals in the 22nd and 88th minute respectively and Nicodemus Narib in the 54th minute for Citizens in the first match against SFC.

Hans Haubab scored for SFC in the 78th minute. Citizen’s keeper Immanuel Immanuel earned the man of the match title and pocketed N$2 000. Salomon Omsteb opened the score on behalf of Touch & Go against Young Chiefs in the second match. Defender, captain and eventual man of the match award winner Erastus Erkki equalised the score in the 17th minute. Jona Walaula scored the winner for Young Chiefs in the 55th

minute. In the third game, Valentinus Ndjamba scored a goal in the 25th minute for Kangweru Black Tops Eleven Arrows against Eleven Arrows in the third match. His long range effort earned him the man of the match award and N$2 000. Patrick Job equalized for Arrows in the 42nd minute and was again on target in the 73rd minute. Mapenzi Muwanei added two more goals for Arrows in the 86th and

90th minute. Joseph ‘Adebayor’ Kuugon gelwa scored the winner for Unam against Blue Waters in the 20th minute and was named man of the match.

The teams who made it to the quarterfinals include African Stars, Black Africa, Orlando Pirates, Tigers, Elevens Arrows, Citizens, Unam and Young Chiefs.

Eleven Arrows is the only team from the Coast who made it to the quarterfinals. The quarterfinals are set for the weekend of March 27-29.

The semi-final will take place on April 2426. The final will be contested on May 30, 2015 at the Sam Nujoma Stadium.

Dannyboy victorious, Ndokosho dethroned Marshallino Beukes

Swakopmund boxer, Albinus “Dannyboy” Felisiano, managed to obtain yet another world title on Saturday at Outapi. This talented, vibrant boxer from the coast was crowned as the new World Boxing Federation (WBF) Inter-Continental Lightweight champion, after his seventh round tech-

nical knock-out against Humbulani Nechamchezi of South Africa. A confident Dannyboy told namib times sport, shortly before his departure to Outapi, that he was going to bring

the title back to Swakopmund. The champ made this statement at a sponsorship handover by Mr João Coimbra of Dare Devil Adventures, one of the few coastal com-

panies, ploughing back into the community through sport development. This victory is once again testimony that coastal boxers are a force to be reckoned with and certainly put the Erongo Region and Namibia on the international map. However, these boxers

are still struggling to get local support and assistance. Big companies, as well as local and Regional authorities are yet to get on board. At the same event another Swakopmund boxer, Gotlieb “The Bite” Ndokosho, unfortunately lost his

International Boxing Federation (IBF) International Featherweight title to Oscar Chauke from South Africa. The South African was declared the winner after twelve rounds of action, through a unanimous decision by the Mr João Coimbra (left) judges (117-110, 119- with Dannyboy, before his departure to Outapi 108 and 116-111).

maar misverstande wat ontstaan het, is uitgeklaar. “Balero” het in die wenners-afdeling teen oom Hottie Van Wyk te staan gekom en na drie wedstryde tussen die twee skerpskutters het die telling op 2-1 in eersgenoemde se guns gestaan. In die verloorders-afdeling het Velencia “Kef” Van Wyk met veteraan, oom Marius, swaarde gekruis. “Kef” het na drie wedstryde as triomfeerder uit die stryd getree. Hierdie toernooi was duidelike bewys dat die nuwe klub oor hope potensiaal en talent beskik en gevestigde spanne in hierdie sportkode sal defnitief nie “die katjie sonder handskoene kan aanpak nie.”
