Cllr Trevino Forbes was re-elected as Mayor of Walvis Bay in an Extra Ordinary Council meeting on 25 November. Cllr Saara Mutondoka retained her position as Deputy Mayor. The new Chairperson of the Management Committee, previously held by Cllr Leroy Victor, now is occupied by Cllr Richard Hoaeb. Hoaeb will serve on the management committee with Cllr Leroy Victor, Cllr Ronald Bramwell and Cllr Ryan Gordon. The Alternate member of the Management Committee position is taken by Cllr Olivia Andrews. Cllr Ephraim Shozi, Cllr Albertina Nkoshi and Cllr Paulus Kauhondamua will serve as ordinary councillors. Consumers given 3 months grace period to settle accounts Sharlien Tjambari Consumers with outstanding debt with the Swakopmund Council have until 31 March 2022 to make arrangements in order to settle these accounts. On 21 October this year, it was discovered that residents owe the council N$100 107 389.86. This item was discussed during the recent and last council meeting for 2021. During a special council meeting on 21 October 2021, the General Manager of Finance presented an overview of council's outstanding debts, whereafter proposals were discussed on strategies as to how the outstanding debts can be recovered. As per cabinets directive, council may not disconnect water supply to its residents. During the recent council meeting it was recommended that it be noted that the Finance Department is currently busy with debt recovery strategy with internal resources as well as through their debt collectors and council will approve a 10% settlement discount for payment of account balances older than 90 days. If you know you owe council, please make your way to the Swakopmund Municipality as soon as possible so you can avoid disappointment in March next year.

Rössing Uranium donates to Cancer Association of Namibia Rössing Uranium donated N$37 130.42 to the Cancer Association of Namibia (CAN), on Wednesday, 1 December, in aid of cancer. For the past 14-years, Rössing Uranium has supported the Cancer Association of Namibia with cash proceedings generated from the popular fun-walk event held at the annual Rössing marathon. Due to the Covid-19 Pandemic, the Rössing Marathon was hosted virtually and unfortunately, the fun walk event did not take place. However, Rössing Uranium is committed to their motto, “Working for Namibia,” and saw it fit to continue with this support. Rössing Uranium's Acting Managing Director Liezl Davies said, “as a business, we value the health and wellbeing of not just our employees, but we are equally committed to delivering support to the communities in which we operate.” She added that partnering with stakeholders, such

Eileen van der Schyff A Beach Management Project with the aim to create a flat, maintainable and accessible beach area for the general public for beach activities is in progress at Swakopmund on the stretch of beach between Nord Strand and the wellknown volleyball area close to where the “Fork & Nice” food truck is situated. The Municipality of Swakopmund urges the public to stay clear of this area for the duration of the project, which will take about two weeks. Beach sand is shifted forwards towards the sea, the beach area is flattened, and sand is removed from the rock groin to prevent seawater and sand washing onto the pedestrian walkways and grass.

Walvis Bay Mayor gives recognition to Wilna Liebenberg at Eileen van der Schyff Cgals and friends' concert The Cgals Chamber Choir of Namibia, had their Cgals and friends' concert in celebration of the achievements of Wilna Liebenberg and the Cgals Chamber Choir on Friday, 26 November at the NG Kerk Moedergemeente, Walvis Bay. The Municipality of Walvis Bay, through the Office of the Mayor gave recognition to Liebenberg and the Cgals Chamber Choir. In his speech, the Walvis Bay Mayor, Cllr Trevino Forbes said, “this is my distinct honor to present declaration, recognition and appreciation towards Miss Wilna Liebenberg and the Cgals Chamber Choir. Be sure that we are very proud of you.” Wilna Liebenberg was born in Namibia and spent her childhood in Namibia. After completing her studies, she returned to Namibia and has poured her entire career into imparting her knowledge of music. All the while ensuring that her own qualifications are constantly updated through participation in examinations and competitions. She has ensured that the Namibian nation benefits from her efforts not only by imparting knowledge, but also by taking her choir to the international stage and ensuring that the Namibian nation is well represented in international competition. During the Covid-19 pandemic, she not only continued running the Cambridge Music Department of the International School of Walvis Bay, but also received qualifications in online teaching to ensure that all her students, all Namibians and in fact the rest of the world had access to online music teaching. The Namibian Ports Authority (Namport) showcased their appreciation and gratitude towards port users for their continued support and patronage at the annual Port Users Breakfast last Friday, 26 November at Walvis Bay. The Chief Executive Officer at Namport, Andrew Kanime said the support users continued to give to Namport, especially in these turbulent times, is evident in the port's fairly consistent business volumes. With such a unity of purpose and positive collaboration, the port and its users will weather the storm. Kanime said, “I appreciate your patience as we work on straightening those angles which have been affecting the performance you expect of us. Successful companies are those that can adapt themselves to changing market conditions, changing technologies and a consistently changing environment.” Kanime stated Namport is rolling out digitization as part of their focus towards enriching the customers' experience, streamlining processes and operating costs. “This will see a lot of our current processes being automated so that Top 5 revenue and volume-based clients being appreciated from the comfort of your offices and without incurring running costs, you can have your documentation processed through the ports,” Kanime said. According to Kanime, the first phase which will migrate the physical orders which we presently receive and process through the customer care desks to a virtual environment is already undergoing trial testing ahead of full implementation. Thereafter they will continue with other phases covering amongst others the cargo gating processes and truck bookings. Kanime said, “Namport is not immune to this reality, and in fact given the ever-changing industry in which we operate, change is but a constant occurrence in our company. This reality presents immense challenges to us, given that you, our port users and our customers constantly demand increased and improved cost-effective services to enable you to adapt to these changing circumstances. The Namibia Fish Consumption Promotion Trust (NFCPT) officially opened their revamped state of the art head office last Friday, 26 November at Walvis Bay.

The Minister of Fisheries & Marine Resources inaugurated the revamped building, which reportedly cost more than N$17.5 million to construct. The NFCPT board decided to extend the office that was built with the fish shop in 2013 for a total coast of N$14 million, with one floor up in order to house all head office staff under one roof. The renovations has increased NFCPT's total assets from N$160 973 740 to N$191 313 930 for the financial year 2019/2020. In 2013 NFCPT owned and operated 13 shops in 9 regions with a complement of 105 staff members. In the past 8 years, the trust has grown tremendously to 18 fish shops in Namibia's 14 regions which collectively employ 150 Namibians. The Minister of Fisheries and Marine Resources, Derek Klazen said the building boasts the latest technology and offers no excuse why things should not be done quickly and effectively. Klazen said, “It must be underscored that the addition and alteration work to the head office being officially opened today, were required in order to accommodate current and future approved workforce.” The minister congratulated the board of trustees, management and staff of the NFCPT for this achievement and collective endeavours to positioning the agency as a viable and self-sustaining institution that continues to deliver tangible results to all Namibians. The Chairperson of the NFCPT Board of Trustees, Suzan Ndjaleka said the newly revamped building will ensure that staff is well equipped to enable them to perform their duties in a professional manner that will yield efficient service delivery. Ndjaleka said, “It is our desire to ensure that our products are sold at the most reasonable price possible to ensure affordability. However, we are also required to ensure operational efficiency and avoid reliance on Treasury for funding.”

Swakopmund petitions against temporary pop-up restaurant Eileen van der Schyff

Swakopmund's restaurant fraternity and dozens of residents are petitioning against a socalled pop-up restaurant that will be operated on a beach area of an upmarket residential neighbourhood of the holiday town. At least three petitions have reached the office of the Swakopmund Municipality's CEO, Mr Alfeus Archie Benjamin. These include a petition from the HAN Coast Task Group, Residents of the area and a petition drawn up by a local attorney. These petitions criticize council's resolution of 28 October this year for three businesspeople known as MSSRS WHALE TALE “Seafood Shack” to operate this pop-up restaurant between 28 and 31 December. Despite MSSRS WHALE TALE paying a deposit of N$724 and having to fork out approximately N$11 500 for these four days, residents have concerns: · The prime question is council only allows this pop-up restaurant for the period, 28 – 31 December this year. However, in the same recommendation it seems council approved the operation of the pop-up restaurant for a period of 37 consecutive days. · Residents are further concerned about noise pollution, littering, the smell that will be emanated from beach fires and the stench and general hygiene of seafood scraps · The restaurant industries of Swakopmund's main concerns are – the liquor licence, ablution facilities and taking their business away by undercutting prices. HAN Coastal Task Group's concerns include Covid-19 safety, the 37 days (Council only approved four days, and echoes the concern it takes business away from existing restaurants. “In a public notice it states this pop-up restaurant will operate from 4 December - 9 January 2022. Contrary to this notice, council only approved the time of the pop-up restaurant for 4 days,” explained an angry resident. There seems to be much confusion about the time frame that was approved for the operation of this pop-up restaurant.

· Without implying that this pop-up restaurant is not complying to all laws and by-laws, the HAN Coastal Group says: “There seem to be growth of illegal establishments like self-catering and Airbnb just popping up without official registration. We do understand that it is a free market, but to a certain extent, local esta-blished businesses that have been present over time, also need to be protected. · Increasing operating expenses and business expenses which include: Food handler's annual checks, Fitness Certificates and Liquor Licence annual renewals and other important safety compliance costs in our operations such as Fire Life and Safety. A question directed to the Municipality of Swakopmund remains unanswered as the Municipality CEO, Mr Alfeus Archie Benjamin is on leave. In a telephonic interview between the Namib Times and the owner of the pop-up restaurant, who has a background in event planning and restaurants, it was revealed that the decision of the restaurant stemmed from them losing their jobs because of the lockdowns. “We paid our deposit and rent in full to council and will only be operating temporary from 4 December to 9 January next year. Council showed excitement about the idea of a different concept.” The pop-up restaurant owner explained that restaurants in Swakopmund do not have the same dishes on their menus as the pop-up restaurant's menu, further explaining they cater for the upper market and their prices are quite expensive. “We are aware there are individuals and restaurants who are against our idea, but competition is always good, and we do not have any intentions of taking away anyone else's business or harming anyone. We placed a notice in the newspaper twice about a month ago.” It is in the view of this restaurant owner that new ideas and ventures should be given a fair chance.

The Namibia Fish Consumption Promotion Trust (NFCPT) at their 9th national Fish Consumption fundraising gala dinner, raised over N$605,000, two tons of horse mackerel and hake and sanitary pads last Friday, 26 November in Walvis Bay. The Annual National Fish Consumption gala dinner with the theme “Celebrating the power of fish in a dish”, was held in the Erongo region to aid the people of the //Karas region. The annual Fundraising gala dinner is part of NFCPT's efforts to honour their social responsibility and simultaneously promote the consumption of fish across Namibia through the annual Fish Consumption Day that was expected to take place in the //Kharas region, but was held at Walvis Bay to minimise and prevent the spread of Covid-19. The Minister of Fisheries and Marine Resources, Derek Klazen said, “we are observing the National Fish Consumption Day at this gala dinner as the day allows the fishing industry, other business community members, and all people of goodwill to come together to raise funds for a noble cause in a pre-selected region.” Klazen said the people of the //Karas Region will also need to benefit from our Namibian fisheries. Klazen emphasised the fact that if people in the regions could target fish trading and start consuming more fish, we would reach the target of 20.4 kg per person per year which could translate into new business openings as well as address the livelihood and food security in towns and villages. “Since 2009, NFCPT and stakeholders have raised over N$4.5 million, which was utilised on assisting our communities in various regions in Namibia. The Dolphin Schools' annual fun walk Rudi Bowe

The Dolphin Schools recently embarked on their annual fun walk to the Tidal Pool at Langstrand. During the 4km walk from Dolphin Park, students were treated with refreshments and at the end point they enjoyed the day on the beach, playing volleyball and soccer with the younger ones building sandcastles, swimming and enjoying “boerewors” rolls. All students were awarded with medals and those that raised the full amount on their sponsor list were treated with a ride on the Big Foot Monster Truck of Levo Dune Safaris in Walvis Bay. To end the day at Levo Dune Safaris, a lucky draw took place with prizes sponsored by Levo Dune Safaris, Eco Marine Kayak Tours, Dockside Seafood and Alpha Service Station. The Dolphin Schools thanks all the students, parents, teachers and the community for another funfilled and successful Fun Walk.

Torpedos Darts ChamRudi Bowe pions The Torpedos Dart Club in Walvis Bay was crowned as champions in the third annual Dart championships help by Falcon Darts Club on 19 and 20 November 2021 at The Dome in Swakopmund. The championships sponsored by main sponsor King Prizes, saw 40 players from 6 men's and 3 women's teams from Walvis Bay and Swakopmund, Keetmanshoop with a team from the Hardap region participating in the team, double and single divisions. The players from Torpedos Dart Club from Wa l v i s B a y o v e r powered the championships as they won the men's team division and the women's team from Falcons Dart Club in Swakopmund. Pelicans Dart Club also from Walvis Bay was the runners-ups with Falcons Dart Club third

in the men's team division. Ray Mal Dart Club from Windhoek came second and Keetmanshoop Dart Club third in the women's division. The Torpedos Dart Club players, Lyndon Green and Sarel Du Toit won the men's doubles with team mates Desmond Frankfurt and Clint Langenhoven second, and runners up was Mike Raffie and Paul Ehlers from Falcons Dart Club taking third place.
