Typhoid fever detected in Namibia Rudi Bowe

The Minister of Health and Social Services, Kalumbi Shangula, announced on Wednesday, 2 March, during a press conference in Windhoek three new cases of typhoid fever have been recorded in Namibia. Following the report of the first case in January, nine contacts, including three close contacts, were traced and tested for typhoid fever. Among the three close contacts, two tested positive. Cases of typhoid fever have been reported previously in Namibia, especially in Kavango East and Kavango West regions due to the use of river water, Shangula said. “Windhoek district, in Khomas, recorded only one case of typhoid fever in the past five years.” He said typhoid fever, a serious public health problem throughout the world, is transmitted through food and water contaminated by faeces and urine of an infected person. Polluted water is the most common source of transmission. Continues on page 2

The Municipality of Walvis Bay has been made aware of individuals claiming to represent the Municipality, and who have conned some residents into registering their names and making cash payments to secure erven at Farm 37. The funds are supposedly to serve as down payments on unidentified erven. The Municipality is therefore issuing this warning to alert people to this scam. The public sale of erven is only done through the Municipality's approved channels of communication. Any other announcements reportedly on behalf of the Municipality should be treated with distrust. Residents are therefore advised not to be misled and refrain from making cash or any other forms of payments into any accounts without verifying the account details and providing correct reference numbers. Members of the public are called to report perpetrators to the nearest police immediately. How will Namibia's growing oil and gas sector transform the country's economy? sectors to ensure continued diversity in the economy. Whilst the local use of gas for power can have a significant positive benefits and impact on the local economy, it is often more beneficial to export oil to maximise national revenue. Whilst in some specific cases local refining can be positive this should be based on a thorough holistic perspective of the economics. What will be the key to boosting oil output between now and 2025? The majority of 'greenfield' deep-water oil projects take around 6 to 8 years from discovery to first oil with many taking much longer. However, there are some projects which have been delivered in around 4 years and these should be the template if value is to be realised early. Africa has pioneered 'fast track' discoveries, the most significant being the Jubilee development in Ghana, where following the Mahogany-1 discovery in 2007 Tullow and its partners Kosmos and Anadarko delivered this significant deep-water development to first oil in in 3 ½ years. There are other examples of “early delivery” of first oil such as Ceiba development in Equatorial Guinea, the Kuito development in Angola and more recently the prolific Liza development in Guyana delivered by Exxonmobil 4 ½ years after discovery. The key to the delivery of the Jubilee development in such a compressed timeline was the alignment of the strategic objectives of all stakeholders, particularly Government and the main investors, both the oil companies and their financial providers. This led to an aligned and collaborative process for defining and approving the overall development plan. On the technical front there is a need to accept that the development will proceed in parallel with the appraisal of the discovery, this can be perceived to increase development risk but if managed appropriately within a collaborative partner group can assist in making the appraisal process more efficient and cost effective. In addition, that there needs to be recognition that standardisation rather than technical perfection can significantly enhance the long-term value outcome for all stakeholders. Onshore in Kavango basin, we all watch with interest whether the encouraging results of the first two wells which encountered shows translate into oil discoveries which can be commercially developed using Namibia's excellent road & rail infrastructure. The last two big onshore discoveries in Uganda and Kenya have taken many years for their developments to be sanctioned due to a combination of many factors. In the event of a commercial discovery in the Kavango basin there is much to learn from these two significant oil discoveries. To what extent will the development of Namibia's oil and gas projects attract a wider range of operators and diversify the African exploration landscape? Namibia already has the benefit of a large number of players in the offshore which remains under-explored. In the event that the Venus and Graaf discoveries are indeed commercial, and the Government demonstrates it is supportive of efficient delivery of first oil this is likely to significantly improve the attractiveness as an investment destination. The Kudu gas project could also be enabled by export of gas from any deep-water project to shore. Namibia has drawn a wealth of oil majors including Tullow, Total, GALP, Shell, ONGC and ExxonMobil. How will Namibia's competitive petroleum exploration scene help state-owned National Petroleum Corporation of Namibia (NAMCOR) take a stand in shaping the country's prospects? The development phase, post discovery, is very different to the early exploration phase. Namcor and the Namibian government have done an excellent job in attracting “exploration dollars” in a competitive global exploration

environment despite the historical lack of success. They need to reflect on the current environment for oil & gas investment and consider how they can also be supportive towards their investors through the development and production phase. If they can create strategic alignment with the companies developing the discoveries it likely that this will bring significant benefit and value to all stakeholders. What should be done from a regulatory point of view to develop an oil and gas Ian? Whilst Namibia has a strong regulatory environment for oil & gas exploration this will need to be adopted to ensure it is appropriate for the development and production phase. The implementation of this regulatory environment can and should take time to ensure it is both appropriate and has longevity. It is therefore important that Government regulators and the companies leading the development agree on an interim way forward to ensure no delay to first oil and the country reaping the economic benefits of both the development and production phases. This can be achieved, as was the case in Ghana, by the companies self-regulating through the application of appropriate standards applied in more mature regulatory environments of which there are many appropriate examples. This self-regulation not only applies to technical, environmental and safety aspects of the development but also areas such as local content and use of the local supply chain. If the companies proceed on this basis and the national regulators take a flexible and pragmatic approach, a world class regulatory environment can be developed in parallel with the initial oil and gas developments for the benefit of all stakeholders. Namibia is positioning itself as a leader in the emerging market for green hydrogen. What role do you feel hydrogen will play in Africa's energy transition? Green hydrogen is still a very immature technology and could be an important future contributor to the Namibian economy. However, there are other areas with the energy transition which are much more mature such as solar and wind which could have a significant and positive impact on the economy and importantly reduce energy poverty faster. This combination of wind, solar and hydrocarbons could create a diverse and reliable energy supply which could further underpin the diversification of the Namibian economy as well as making an immediate positive economic impact. Namibia exports 229 granite blocks to Italy The bulk carrier, Delta Pearl was loaded with 229 blocks of Namibian granite destined for Italy at the Port of Walvis Bay on Tuesday, 1 March 2022. Namibia's main export commodities include copper, cut diamonds, gemstones, granite, lead products, marble, uranium and zinc and manufactured products. The main export partners are South Africa, the United Kingdom and the United States of America.

The public is urged to remain calm and comply with the control measures put in place to contain and prevent further spread of the infection, Shangula said. Typhoid fever is a potentially fatal bacterial infection that can lead to a high fever, diarrhoea and vomiting. Shangula said that the first case was detected and confirmed on 27 January in Windhoek's Goreangab area. The minister said “Following the report of the first case, nine contacts, including three close contacts were traced and tested for typhoid fever. Two of the three close contacts tested positive”. According to the minister “The detection of three cases does not mean there is an outbreak of typhoid fever in the country”. According to the World Health Organisation (WHO), a disease outbreak is the occurrence of disease cases in excess of normal expectancy. So far, the reported cases do not meet the WHO definition to be classified as an outbreak. “Further investigations are ongoing. The three detected cases are in a stable condition and are undergoing medical treatment,” Shangula said. “Cases of typhoid fever have previously been reported in Namibia, especially in the Kavango East and Kavango West regions due to the use of river water. The Windhoek district in the Khomas region has only recorded one case of typhoid fever since 2017” the minister added. He said typhoid fever, is a serious public health problem throughout the world, and is transmitted through food and polluted water contaminated by faeces and urine of an infected person. While severe cases of typhoid fever may lead to serious complications or death, the fever can be treated with antibiotics. Shangula, warned that resistance to antimicrobials is widespread. The minister urged the public to maintain good hygiene and sanitation, which includes regular hand washing, ensuring the safety of drinking water, vigilance when preparing food, avoiding uncooked food and seeking medical health when displaying symptoms consistent with the fever. According to the minister hepatitis E outbreak in Namibia had ended. Hepatitis E virus was first detected in Namibia in December 2017, when the first cases were reported in Windhoek's informal settlements. The outbreak later spread to the rest of the country, with 8 090 cases reported by August 2021.

Namibian Marshall Rangers establishes in Erongo Region Eileen van der Schyff

Namibian Marshall Rangers (NMR), Namibia's fastest and most dedicated Emergency Ambulance Services Unit, is back at the coast to compliment the current private emergency services, and not compete with the industry, by serving the people of the Erongo region alongside the existing services, in their next phase of their ultimate country-wide operational aim. NMR officially registered their services as part of their Road Safety Initiative in Erongo for a second time during December of 2020. The organisation, with their licensed ambulances, introduced themselves to all the coastal municipalities and started with operations from their Swakopmund base-station, registered with the town's municipality. Founder of the organisation, Sean Naude, told the Namib Times in an interview earlier this week, “Namibian Marshall Rangers is an organisation with prompt response to emergency health issues anywhere in Namibia.” Naude said despite conflict with local ambulance services, and untruths spoken about the legitimacy of NMR, the organisation has persevered, and is officially registered and operational at the coast, helping the state and the municipality. “We take on a stand-by position with the firefighters, with an ambulance on-site, should there be any injuries or burns. We have an existing good relationship with the firedepartment of the City of Windhoek as a support team in this regard. Our intention is to do the same at the coast. Our services also include rescues, dune rescues, sea rescues, lifeguarding, animal rescues and serving the community. We hope the people of Erongo will accept our services, accept the Namibian Marshall Rangers as part and parcel of the Erongo Region's emergency rescue services, and that we will build good relations and will have many years of saving lives and taking care of people's needs.” In December of 2019, NMR originally registered their Emergency Services Unit in the Erongo region, where they started assisting with accidents and dune rescue calls as part of their Road Safety Initiative. After the festive season, NMR returned to Windhoek for the preparation of establishing their emergency services in the Erongo region, and their move to Swakopmund. However, due to the unit's unfortunate accidents and mechanical problems with their ambulances, and the Covid19 pandemic, the organisation took a financial dip, and was forced to put their plans on a temporary halt.

A 65-year-old Tutaleni resident sustained serious injuries when a vehicle fell on top of him while working on the underside of the vehicle on Saturday, 26 February 2022, it is alleged that the car jack malfunctioned. The man was rescued and taken to Walvis Bay State Hospital.

Crime report - Tutaleni and Mondesa Ewald Haukombe (33) committed suicide by hanging at his home in Tutaleni on Friday, 25 February. Haukombe was found by his girlfriend No suicide note was found. Meanwhle, in yet another Tutaleni incident on the same day, a case of attempted murder is under investigation, following a brutal assault of a 22-year-old with a beer bottle. According to reports, the victim and a friend had a difference of opinion which resulting in the friend hitting the victim in the face with a beer bottle causing sever lacerations. The victim was taken to Walvis Bay State Hospital for medical treatment and is in a serious but stable condition. The suspect, a 29-year-old male was arrested. In news from Swakopmund's Mondesa, also on Saturday, a 28year-old man was stabbed to death during an argument over stolen money. The deceased approached the suspect and his friend while they were walking with empty crates on their way to buy beer. According to police reports, the deceased took cash to the amount of N$600 from the suspect's friend. The suspect allegedly intervened, and the deceased took out a knife and tried to stab the suspect's friend. The suspect then took the knife from the deceased and stabbed him in the abdomen. The victim was transported to the Swakopmund State Hospital by Emed Rescue Paramedics in a critical condition, and passed away later that evening. The stolen money was not recovered, and the suspect was arrested.

lopment finance. Mutumba explains that there is a distinction between finance for development and commercial finance. Finance for development will be allocated with the goal of supporting and enhancing economic activity, while commercial finance in the main will have the goal of achieving returns for the lender, without the natural preoccupation to impact development. Both, however, will have the prerequisite of returns on capital, in order to sustain their operations. In the event of loans which are not repaid, both development and commercial finance will fail. sage the same outcome, regardless of the source of finance: a viable enterprise that will be a source of financial growth and income. In order to qualify for a DFI loan, the borrower has to recognise the goals of development finance, and ensure that she or he can fulfil those requirements. Syncrolift - Namport's vessel repair facility at the Port of Walvis Bay At the Port of Walvis Bay, Namport offers a thriving ship repair facility to the shipping industry. A wide range of ships, including many vessels employed in the offshore sector along the west coast of Africa, can save valuable steaming time using the Port of Walvis Bay for dry-docking. Many vessels have found shelter at the Syncrolift for their repairs. The Syncrolift offers: A lifting capacity of up to 2,000 tonnes displacement. A beam of 14m in width. An overall length of 80m. The Syncrolift has five (5) bays of which two (2) are 47m, one (1) is 104m and the rest 108m long. The facility has four (4) floating repair jetties of 105m each. Repair bays occupancy increased by 12% and repair jetties occupancy increased by about 29% from April 2021 to January 2022, compared to the same period last year.

334m Long CMA CGM Almaviva departs Eileen van der Schyff from Port of Walvis Bay The container vessel, CMA CGM Almaviva, a 334m long ship docked along the container terminal at the Port of Walvis Bay recently before her departure to the Republic of the Congo. Her previous port of call was Cape Town, South Africa. Marine Traffic Terrestrial Automatic Identification System reports she is at the moment docked at Pointe Noire, Republic of the Congo, and her next destination is LUANDA, AO. The CMA CGM ALMAVIVA (IMO: 9450648) is a Container Ship that was built 12 years ago, and is sailing under the flag of France. First Annual PSG Ride The Ridges MTB Event Set For 25-27 March With just approximately a month left before 152 riders will embark on the first ever PSG Ride the Ridges, co-sponsored by Capricorn Group, excitement is growing for this epic mountain bike adventure on the beautiful scenic ridges surrounding Windhoek. The vision of PSG and Capricorn Group is to offer a world-class stage race, offering a unique experience for riders around the capital city. The 3-day journey will comprise of 3 stages, starting and ending at Heja Lodge, with the first Stage called “Chase the Sun”. Riders will depart at around 15:00, on Friday 25 March, where they will be enjoying breathtaking scenery from some of the highest mountains surrounding Windhoek. On Saturday, 26 March, riders will be enjoying the second stage of the PSG Ride the Ridges which will be taking them on virgin jeep track that has never been ridden before, and over more ridges that is spread out over 3 privately owned farms. The last stage will commence on Sunday where riders will be taking a shorter route through the scenic Las Vega Namibia camp. There will be water points on all 3 stages and a Rider Village that will bring out the deeper essence of the PSG Ride the Ridges with some great surprises waiting for the riders. The water points will be stocked with everything riders might need as well as entertainment. The Rider Village will host a Gin bar, Craft beer, good food amongst many other eloquent stalls for riders and their family, friends as well as the general public to enjoy. PSG Ride the Ridges is going to be unlike anything riders have ever ridden in Namibia. the Pro-Ed oval it will be PEOBCC 1 vs Blue Waters 2. The final will be played on Sunday 6 March at 09:30 between the winners of the semi final. The venue allocation for the final will be announced after the semi finals.

WBGC hosts annual fund raiser Walvis Bay Golf Club hosted their annual Golf fund raiser last Saturday 26 February. K e v i n We n t z e l , Douw van Wyk and Pieter Burger were on top of the scoreboard with 85 points with Jason Barnard, Duane Saunders and Bennie Lombard were second on 84 points with A Bonifatius, N Shikulo and S Bonifatius third on 82 points. Andre Burger, Kevin de Reuck and Piet van Niekerk were next in line on the prizes on 81 points. There were three other teams who won prizes, being Nardo Sardinha, John Sardina and Koot Potgieter 80 points and winning the count out, Wouter van Wijk, Kurt Brits and Deville Dreyer 80 points and Anton van Rensburg, Hannes Crafford and David Peake on 78 points.

The final prize, went to Jens Paschke, Altus van der Westhuizen and Attie van der Westhuizen, no points mentioned. For most of those who did not win a prize there were packets of hake fillets, so most of the players left with something, alas not all though. The closest to the pins went to Duane Saunders, A Bonifatius and Kevin Wentzel. On the photo are the winners Piet Burger and Kevin Wentzel with Shane Westerdale Club Captain. A few prizes were donated back and were then actioned and then re-donated and back to the club. The same went for the putter. Thanks to those members for these gestures. Our juniors travelled to Tsumeb over the weekend and on the other photo are the magnificent seven, all with their certificates and looking real smart in their golf shirts, with coach Poena Johnson. Well done to the juniors and thanks to Grant Mather and Poena Johnson for their ongoing support of the juniors. At the time of reporting the results were not available but watch this space. Golf Club and at the Walvis Bay Greens will be the ANNA'S INN Day which will be an old format not played since 2020. It is an individual better ball between the two nines. Meaning you take the best score between holes 1 and hole 10, and between hole 2 and hole 11 and so on. On Sunday 6 March is the monthly Sages at 08:00 for 08:30. NRU appoints local sports administrator as CEO

The Namibian Rugby Union (NRU) announced on Wednesday the appointment of John Heynes as its new Chief Executive Office (CEO). Heynes an experienced sports administrator from Walvis Bay has been Cricket Namibia's operations manager until his appointment by the NRU. He takes over the position as CEO from Theo Grunewald, whose interim contract expired at the end of last year. He will take office on 14 March. Heynes appointment follows an extensive process of interviews and submissions in consultation with World Rugby. The position has previously been advertised in print and social media.
