NBIC workshops for entrepreneurs at the coast The Namibia Business Innovation Centre (NBIC) is visiting Swakopmund and Walvis Bay until 28 March for its themed workshops titled “NBIC at the Coast”. During the Erongo Business and Tourism Expo, NBIC identified how enthusiastic many local would-be entrepreneurs are and the trip is intended to support aspiring entrepreneurs who want to start a business, as well as established SMEs that want to make their businesses more innovative or creative. “This prompted NBIC to work on a planned trip to specifically go to Swakopmund and Walvis Bay in order to set up a miniNBIC for three days. Although it is not the first time NBIC embarks on a trip to the coast, this will be the first time we have all our programmes being showcased,” says Lisa Hollmann, NBIC Outreach Officer. NBIC has been conduc-
ting sessions in Swakopmund as from 24 February 2014 and started its sessions in Walvis Bay on 26 February. In each town the participants will be guided through a comprehensive programme: In the Business Idea Creation and Innovation Workshops the entrepreneurs will learn how to create innovative business ideas and how to add creative aspects to already existing businesses. Afterwards the participants are invited to think through their ideas and discover new opportunities in the Business Idea Assessment Workshops. The Market Research Workshop focuses on strategies to get to know customers and markets as this is key to becoming a successful entrepreneur. Also join-

The 16-year old Mario Lee-Roy Smith (photo) has been missing for over two months, since he came to visit his aunt and uncle in Swakopmund last year during the December holidays. Mario, who lives in Windhoek with his parents, came to Swakopmund on 19 December last year, to visit his aunt Veronika and uncle Collin Pieters in Swakopmund for the summer holidays. According to Collin, Mario seemed his usual self and it didn't look like something was bothering him, as they didn't even have an argument to provoke his disappearance. Mario is said to have left the house at around 10 in the morning of 3 January this year. It has been two months now and there is still no sign of Mario. “Although we received claims that he had been seen in Mondesa or DRC and some even claiming they saw him in Walvis Bay, this information didn't result in anything, leading us back to square one,” Collin said.
His uncle says Mario left the house without informing anyone at the house where he was going and another downside is that Mario was not known to have owned a cell phone, which means the family had and still has no way of contacting him. The missing boy also didn't have any friends that were known to the family in Swakopmund. A missing person case was opened by his family in Swakopmund and the police are also in searching for the boy. Mario's mother is pleading with anyone who has any news about him to come for-ward. If it is the case and you have seen or heard from Mario Lee-Roy Smith, please contact his uncle, Mr Collin Pieters at 0812199753 or the nearest police station.
NHE takes over mass housing project at Swakopmund Jade McClune
The National Housing Enterprise (NHE) is set to take over the planning and development of Swakopmund North after Council resolved last week to hand over the entire mass housing project in the DRC and other previously disadvantaged areas to the parastatal. Following a meeting of the Swakopmund Municipality's top executives and the technical team in February it was proposed, “after a lengthy meeting and considering all options… that the NHE takes over the development of all services in Northern Swakopmund.” Top managers of the NHE and the Ministry of Housing were locked in closed-door discussions with municipal officials on Thursday to hammer out the details and logistics around the implementation of the multi-billion dollar mass housing scheme, prior to the official handover of the housing construction project to the NHE. It was proposed that the 'take-over' of the construction project by the NHE apparently would involve all major components, including town planning to the value of N$1 million, as well as the existing bulk services contract awarded to Strydo Construction, worth N$26.5 million. The NHE would also take over the role of Council's consulting engineer on the development of Swakopmund North, known as the DRC. Unconfirmed reports suggested this week that N$173 million had been allocated to Swakopmund for the first phase, during which 600 houses are to be constructed at Swakopmund, at an average cost of N$288 333.33 per house. However, official records availed to the Namib Times by the NHE indicate that N$848 million has been allocated to Swakopmund for the first phase of construction and according to Council records, 3 034 erven would be transferred to the NHE for this purpose. Council further resolved that once developed "all erven zoned as Business, Institutional, Parking, Local Authority erven and Public Open Spaces be transferred back to Council" at no cost. Minutes of its last meeting indicate that Council would save an estimated N$27.5 million in the process and that the amount of N$20 million previously set aside for the project would no longer have to be invested in the DRC Area. “The only cost to
Council would be the Town Planning costs done so far for the DRC and the Second PDA, as well as the surveying costs” to date. A confidential supplementary agenda tabled before Council last week, indicate that municipal officials expect the 'handing-over' of the site to take place as soon as possible to allow the contractor time to establish themselves. The minutes noted however that the hand-over should preferably be “a very low-key and quiet procedure.” The contractor that won the tender for the construction of the first 600 houses at Swakopmund was expected to form part of the high-level deliberations this week, which aimed to set out “the roles and responsibilities of the different role players”. Ferusa Capital, which has been awarded a contract for 600 houses, yesterday referred all questions regarding the construction schedule to the NHE. A municipal spokesperson, Ms Ailly Namupala, said that they are still hammering out the details in a meeting involving all councillors, the head of the NHE and top government officials. Contrary to the initial proposal tabled to Council, Ms Namupala however noted that there is an emerging consensus that the municipality itself would service the erven and that the contractors would only be responsible for housing construction. She said that servicing of land can however take up to 12 months and that this may delay the actual construction process. The resolutions taken by Council last week were however still under discussion. Mr Paulo Shipoke of Power Oyeno, which was awarded a contract worth more than N$583 million, said yesterday that they are still under the impression that the contractors would be responsible for the servicing of the land. He said that the first phase is expected to involve the construction of 2 000 housing units at Swakopmund. In an interview with the national press, the owner of Kavango Block Brick, Mr Heinrich Schroeder said
last week he was surprised to learn what contractors are charging: “Who are these houses being built for exactly? When you hear people are charging N$5 000 per square meter that is ridiculous,” Schroeder said. “If these houses are supposed to be built for those under the breadline, to what length will government have to go to make them affordable to these people? It is in the interest of Government to keep the cost of construction as low as possible in order to avoid having to plunge in with heavy subsidies. "I would think that with such a huge project and large sums of money involved Government would want to shop around and find the most affordable way to roll out its plan. Now it just looks as though it has money to splash around,” Schroeder told the Windhoek Observer. He argued that low-cost housing should not cost more that N$3 000 per m2. The Minister of Regional, Local Government and Housing, Mr Charles Namoloh, reportedly said that certain companies are charging up to N$75 000 to service 40 square metres of land. It is very important that the cost of construction of these houses is not inflated to keep the actual price of the houses as low as possible." According to a blueprint published by the central government in October 2013, the first phase of the housing programme, which is to be implemented over two years, constitutes a number of pilot projects targeting mainly urban centres in the 13 regions. Thereafter the programme will be rolled out to other localities. An official launch of the Swakopmund Mass Housing Project is scheduled within the coming weeks. Companies awarded contracts to construct houses in Swakopmund: · Power-Oyeno - 2034 houses at a total cost of N$583 231 966.92 (N$5 910.00 per m2) · Delta Group Holdings - 400 houses at a cost of N$91 628 835.72 (N$6 132.07 - 3 722.29 per m2) · Ferusa 600 houses at a total cost of N$173 238 370.80 (N$5 951.00 per m2)

A mass youth meeting will be held at the Meduletu Hall in Mondesa on Saturday to discuss and initiate new youth development projects aimed at creating jobs and better conditions for young people. The meeting has been called by the Youth Development Office of the Swakopmund Municipality to provide feedback about the progress made on existing youth projects and activities, and to consider new job-creation initiatives. “We want to hear from the youth. We want them to come up with ideas and proposals for new youth development projects,” says Ms Sabina Kathena, who heads the Youth Development Office within the Community Services Division. A new Youth Advisory Committee, made up of leaders of existing youth organisations, will also be elected at the meeting on Saturday. The advisory committee will be expected to provide advice to the Youth Development Office on a range of developmental issues affecting the youth and will help to identify skills gaps within the local community.
Among other initiatives undertaken by her office, Ms Kathena mentioned that the Youth Development Office has also made good progress in establishing a small garden in the municipal greenhouse. The youth officers are encouraging young and unemployed people to come up with their own developmental projects and ideas that can benefit the community, create local jobs and reduce poverty, including projects such as household and backyard gardening, which can help alleviate hunger and poverty. T h e s e r v i c e s o f t h e Yo u t h Development Office are geared towards those in the 18-35 agebrackets, whether employed or unemployed. The meeting starts at 14:00 sharp and young people from all cultural backgrounds, including those living with disabilities, are welcome to attend.

Philip Walter from NamCareer Services sharing CV writing skills
Free training for job seekers NamCareer Service held an application workshop at Kuisebmond Secondary School on Saturday. The thoroughly prepared workshop entailed discussions on how to write a good CV, a convincing cover letter and how to prepare for an interview. Participants were invited to take part actively, with an introduction activity to get participants familiar with one another. The participants were further provided with a sample CV and a guide about how to write a good CV, they were then afforded time to correct their own CV. NamCareer Service provides a platform for people in need of work, bursaries or any sort of need concerning getting a job. The page posts opportunities daily for people looking for work. They also provide scholarships, and have awarded a scholarship to a UNAM Geology student. They organisation offer young, motivated Namibians the chance of getting a proper education despite their social and financial circumstances. They also concentrate on personal development. In the event of any issues or arising questions, they aim to allocate the scholarshipholder with a personal representative from an initiative that will help the scholarship-holder throughout the duration of the education. In examples of positive teamwork and evidence of a promising contribution to the initiative, they aspire to extend the scholarship-holders'
education until they find themselves in employment through the initiative. NamCareer Service by welwitschia.org is a Facebook-based platform for young Namibians that publish offers for scholarships and internships. NamCareer Service was founded due to the fact that many learners do not know what to do after school. There is a lack of either information where to study and to further one's education or of funding. However, most information exists already but there is no such platform where apprenticeships, bursaries and internships are being compiled. The career service was launched in September 2013 and has accumulated more than 2 000 likes and it is growing daily. The organisation has contacted more than 800 Namibian companies and asked whether they are willing to offer internships. Due to experience and contacts with companies, NamCareer Service realised that there is a need of application trainings. Companies gave feedback that the quality of the applications they receive is often low and students send e-mails not knowing how to write a convincing cover letter or CV. Hence, it was decided to offer trainings to students free of charge with the aim to prepare them for their next application. The first workshop took place on Saturday, at Kuisebmond Secondary School.

We bid a sad farewell to our dear colleague “Martin”
Wilfred Martin * 1957.12.21 - + 2014.03.04 God called your name so gently that only you could hear No one heard the footsteps of the Angel drawing near Softly from the shadows there came a gentle call You closed your eyes and went to sleep and quietly left us all.
The greatest tribute to the faithful departed is not grief, but gratitude…. It’s been three years today, but it feels like yesterday when we said our final goodbyes. How we miss his wit, his smile, his laughter. We commemorate an inspiring person and a life well lived. His charisma is sincerely missed by his family, colleagues, learners and acquaintances. Rest in peace our beloved mainstay and pillar….
Our sincere condolences to Mara, Anzelle, Dunnay and family. Our hearts go out to you, in this difficult time

SPORT
The puck is released The Namibian Ice and Inline Hockey (NIIHA) opens the 2014 season with the Badgers Inline Hockey Club Tournament on the Sports Facilitation Rink at the Windhoek Show Grounds this coming weekend. The league this year seems to be even bigger and better than ever before, with a total of 96 games on the playing schedule. The tournament commenced on Wednesday afternoon the 5th March and continues on Friday until Sunday evening. All clubs will show their skills under the professional management of their coaches., with games ranging from the divisions Under 8, 10, 12, 14, 16, 18, Open, Ladies and Masters. The Annual National NIIHA Championships were the highlight of the 2013 season. The unbeatable Coastal Pirates Inline Hockey Club from Swakopmund was yet again the winner of the Men's Open Division. The Senior Women's winner, after a hard and long final game, was the Scorpions team from Otjiwarongo. Congratulations to all other teams that took medals home in 2013. Let's see what the outcome of this season will be,
with the usual tournaments being hosted by the 5 Namibian Clubs during the year, with the NIIHAChamps closing off with the best, at the end of the year. Visit us this weekend at the Sports Facilitation Rink at the Windhoek Show Grounds for some action packed games as well as to watch the players of our four National teams who will represent Namibia Internationally at the FIRS World Championships in Toulouse, France in June/July this year. These teams will advertise Namibia strongly in lieu of the bid for the FIRS World Championships to take place in Namibia in 2016. All 5 clubs, Badgers (our host), Kamikaze, Cazadores, Scorpions and Coastal Pirates Inline Hockey Clubs will all put their best skate forward in the opening tournament of 2014 season this weekend in Windhoek.
Walvis Bay Golf Club News We had 24 players in our Wednesday competition last week. Jason Barnard snatching up the wooden spoon by one point over Emile Vilbert.
GUT HOLTZ: Members of the Ratzeputz and Namib Kegel Klubs in front of the new Kegel system
Out with the old, in with the new Bernabé Blaauw The Atlantis Sport Club recently replaced their old Kegel (nine pin bowling or German for skittle) automated control system with a new upgraded system. The new system was properly “baptised” by the Ratzeputz and Namib Kegel Klubs during a small impromptu ceremony. The new system was shipped in from Berlin, Germany and replaced the old one
which was installed in February 1991. The old one will serve the rest of its years in Lüderitz. The installation of the new system was mostly done by the members of the Namib Kegel Klub under the
tireless guidance of Stefan “McGyver” Menges. The Ratzeputz Kegel Klub decided to surprise the Namib boys with a gesture of appreciation and handed over a bottle of a traditional
Scotch brew (name withheld) to them to baptise the new equipment. The baptising ceremony were repeated a few time to assure it was done correctly and much fun was had by all.
Those of you that know Jason as an avid golfer….he is a 11 handicap these days and according to his playing partners he will still go up. The lady with one eye, Justine Grobler ended in 1st place on 22 points. 2nd was Piet van Niekerk on 21 and 3rd Wynand Breytenbach on 20. This coming Wednesday we play the second nine. Saturday 1 March - Club Fundraiser: You, the member made this day a success. It was wonderful to see the spirit of the game and the great spirit of our players. Karin did a wonderful job on the greens and on the rest of the course. We are proud to have such a surface to play on. Twenty-two teams entered for the event, 3 ball alliance scramble drive with one score to count except on par 5's, two scores to count. The teams scoring on the par 5's made most of it and ended in the top rankings. Looking back at the scoreboard it was a pretty close affair after the first nine holes for all teams. One team however struggled from the start. Longest drive on nr. 15 was won by Nardo Sardinha. The other longest drive Oom Fransie lost or he misplaced it. Typical if you reach his age. Sorry for those that hit long balls on nr. 17. You are all welcome to penalize oom Fransie. Nearest to Pins were won by Gordon Damster, Morne Roux and Jonas Katti. 1st Place Multi-save with Nardo, Amandio and Paul, 2nd D F Malherbe with Wynand, Percy and Peet, 3rd Municipality 1 with Neil, Andre and Wilma, 4th G4s with Pieter, Luandre and Herbert, 5th Rock with Bennie, Quinten and Gunter, 6th Manica with Jaco, Waldo and James. We bought some prizes and we received special discount from Lyon Des Sables, Walvis Bay Self Service, Namib 4x4 and Cymot. We appreciate what you did for us and be sure of our ongoing support. The committee thank each and every member for your kind donations, discount and support. Our club is going forward very well and you the member deserve a tap on the shoulder. This coming Saturday is Beyerskloof with an individual stableford. Oom Beyers is flying up from Cape Town for the event and will be staying in Walvis Bay the entire week end. He is making a big effort and promised us good wine and good company. Get your names in.

Ready to kick up a storm Madelaine Laubscher
Four aspiring kickboxers from Walvis Bay have been selectively chosen to attend the MMA ISKA (Mixed Martial Arts - International Sports Karate Association) World Championships in Orlando, Florida, in July 2014. These four kickboxers, who have been receiving their training from Sensei Dorothy Bachmann, are Delano Müller (9), Andy Basson (17), Julian Müller (18) and Lesley !Hoaeb (22) from Walvis Bay. The Namib Times spoke to these four youngsters to find out what they would like to achieve. Delano, who is the youngest among the four, said “I have been doing kickboxing for three years. I am turning 10 this year. I would like to get my junior black belt by the age of 12. My highlights in kickboxing are win-ning in South Africa and being chosen for the Protea team. I achieved second place in the world championships in the USA. This year I want to win the World Championship in my division.”
According to Lesley he has been doing kickboxing for two years and would like to continue with his kickboxing. “My highlight is the fact that I will attend the MMA ISKA World Cham-pionships held in Orlando, Florida, this year. I was chosen for the development team,” he said. Julian told the newspaper that he lives by the quote “lose with dignity and win with humility”. He has been doing kickboxing for two years. “I am not an aggressive person. I would rather get a non-violent solution to problems. My highlights are winning the MMA ISKA Championships and being chosen as part of the Protea team (getting my SA Protea Colours). I am in Grade 12 and I will study mechanical engineering next year,”

Darren oppad na Wêreld-kampioenskappe Marshallino Beukes
Darren Strauss, Swakopmund se goue seun, gaan Namibië volgende maand by die tafeltennis Wêreldkampioenskappe in Tokyo, Japan, verteenwoordig.
alone is N$30 000 per person and the clothing/gear is N$2 500 per person. Therefore they will need a lot of sponsors to be able to attend the MMA ISKA World Championships. The ISKA has set an extraordinary standard for professionalism and integrity since 1986, while servings as the world's most well recognised sanctioning and regulatory body for combat sports and competitive martial arts. The ISKA maintains a continued commitment to training and certifying officials and up-dating rules and regulations while recognising both worthy champions and world-rated contenders in more than twenty different types of martial arts and combat sports. From Moscow's Olympic Stadium to Queensland, Victoria, Australia; from Lausanne, Switzerland to Durbin, South Africa; from the legendary Lumpini Stadium in Thailand to the Bellagio resort in Las Vegas, live ISKA
events worldwide are very well attended and viewed by tele-vision audiences cir-cling the globe. It is seen as a huge achievement to be chosen for the MMA ISKA World Championships. Therefore they will need all the financial support available. Anyone willing to make financial contributions for the travel and accommodation costs can please support the stu-dents. “They need all the financial support they can get to make this possible for them. It is important for them to attend the MMA ISKA World Championships, because there are over 30 countries participating and they will be competing against each other. The exposure they will get is remarkable, involving all kinds of martial art styles. They will return to Namibia a lot more confident and will also be able to help out the beginners,” the sensei concluded.
