Drug bust operation successful Madelaine Laubscher

Nampol, in collaboration with the Special Reserve Force, traffic officers, the Neighbourhood Watch and the Narraville Neighbourhood Watch held a drug bust operation this weekend at the coast. According to them it was a success. A trusted source has told namib times one arrest was carried out on Friday. “A suspect/suspects were arrested for dealing in marijuana. It was quite a large batch of marijuana that was found. The clean-up operation started on Friday in Walvis Bay and continued on Saturday, where we went to every club to do clean-ups,� a source said. According to NAMPA, four suspects were arrested for marijuana in Walvis Bay. At a media briefing on Sunday, NamPol Chief Inspector Kauna Shikwambi confirmed the arrest of four people on Friday for the possession of marijuana worth N$ 6 900. The suspects were also found in the possession of over N$30 000 cash. They would face charges of dealing in cannabis and defeating the course of justice. The investigation continues.

Teachers' Day Celebrations in Karibib Sharlien Tjambari

Teachers from diffferent towns in Erongo Region travelled to Karibib on Saturday, for the celebration of Teachers Day, which is annually celebrated on 5 October. Teachers' Day in Namibia is celebrated across the country, in different ways - each region celebrating on its own. This year the theme was "Empowering teachers, building sustainable societies and mobilising for a roadmap 2030 for teachers". The teachers gathered at pick-up points in Walvis Bay, Swakopmund, Arandis, Usakos and Omaruru for the bus which was travelling to Karibib. Teachers' Day is a special day to appreciate teachers and to honour them for their special contribution to the community. According to the Regional Chairperson of the Namibia National Teachers' Union, Jonathan Tsuseb, the teachers had fun on Saturday. They participated in various activities such as soccer, netball and everybody enjoyed a braai. The celebrations was only scheduled for Saturday, since the teachers had to travel back to their respective towns the same day. Next year the celebrations will be hosted in Swakopmund or Walvis Bay. Flexible land tenure pilot project starting October Continued from page 1

The implementation of the Flexible Land Tenure System (FLTS) pilot project in some towns around the country is expected to commence early this month. The Ministry of Land Reform is responsible for developing and implementing the FLTS, which involves the surveying and registration of land rights, and providing tenure security for lowincome earners and the urban poor of Namibia. The project aims to survey, service and allocate affordable land to low-income people and such land will be registered on their names at the local authorities where they reside. In an interview with Nampa on Wednesday, FLTS Project Coordinator in the Ministry of Land Reform (MLR), Lease Mvula said the pilot project would initially be implemented in Oshakati, Windhoek and Gobabis, based on the size of the populations in those towns. A consultant from Germany, Hans-Gert Becker, arrived in Namibia on Wednesday to assist the government and to work towards the implementation of the pilot project. “We will have a meeting with Becker to work on how to implement the project,” Mvula said. The Flexible Land Tenure Act, 2012 (Act 4 of 2012) was gazetted by Government without regulations and the MLR was mandated by Cabinet to start with the implementation of the pilot project. Mvula noted that the regulations were still pending gazetting with the Ministry of Justice and were delaying the practical piloting of the FLTS. “The regulations are also pending the decision of which report to avail for reference on a slum-free country or a slum-free zone in the world, in comparison with the FLTS for Namibia, as best practice,” he stressed. Over N$ 9,9 million was initially budgeted for the implementation of the FLTS pilot project in the country, however, the budget was cut drastically. Mvula explained that N$5 829 000 was given back to the

Ministry of Finance and the project now remained with N$ 4 106 000, and out of that money about N$ 1 million was used for other activities under the project. He further said the City of Windhoek (CoW); MLR; United Nations (UN); the German company for international development (GIZ) and other development partners had been supporting the project. “We never experienced any operational issues between the CoW. We have received overwhelming support from the City Council, which has proposed potential areas for FLTS implementation in Freedom Land A and B, Havana Proper, and Onyika in the capital,” he noted. During the monthly City Council meeting on 31 August 2015, councillors recommended the allocation of the said areas towards the implementation of FLTS pilot project. Mvula, however, dismissed claims that the MLR has to avail resources to the CoW for the implementation of the pilot project. “The government needs to have a system whereby these areas can be better managed, with respect to installation of infrastructure, land use management, rates and taxes by local authorities,” he explained. Mvula noted that a paradigm-shift in the use of formal land registration instructions was therefore required, adding that the conventional planning, surveying and registration systems created security of the tenure. That means that people in the informal settlement will officially take ownership of the land that will be allocated to them by registering through local authorities. The project coordinator said it was agreed that the role of the government systems should be to perform certain planning and control functions and to protect the rights, including land rights, of all citizens. Apart from other benefits, the new agreement paves the way to increase the stevedores remuneration between N$4000 – N$9000 depending on their positions. The workers will thus enjoy a staggered increase of 7%, 3.5% and 1%, backdated as from January 2013, July 2013 and January 2014 respectively, a further increase of 7.5% backdated from July 2014 will be granted to them. The workers' housing allowance has also been increased. The agreement further sets out a salary increase for next year, meaning that the next negotiation process will only take place in 2017.

announcement during a meeting with senior Government members in the capital yesterday. She says all civil servants will have to seek permission to do remunerative work outside the public service, and will also have to declare not only their interest, investments and business activities but also their fixed assets. “The purpose of this exercise is to protect the interest of the

public service by ensuring that staff members and members of the public service place their whole time at the disposal of Government, and to prevent unfair competition between staff members and persons in the private sector and a possible conflict of interest,” says Kuugongelwa-Amadhila. The prime minister therefore urges Offices, Ministries and Agencies to take this matter seriously and to use their discretion to determine whether staff members with private

businesses are still productive optimally in the public service or whether they should instead pursue a business career and resign from the public service. “If a person is so over burdened with their private interest they cannot possibly really do justice to their work in the public service, and to the extent that they cannot be convinced to let go of some of these activities, then they should be prepared to make way for those who are committed to public service delivery,” she

stresses. Kuugongelwa-Amadhila has also used the opportunity to consider progress made with regional decentralisation. She has appealed to all Offices, Ministries and Agencies to take decentralisation seriously as pressure on the capital city is mounting due to increasing migration and Government's inability to cope with the rising demand for infrastructure. “The Decentralisation Policy of 1997 and the Decentralisation Enabling Act of 2000 are

in place to guide the decentralisation of functions to Regional Councils and Local Authorities. Through decentralisation, people living in other regions have more control over their own lives,” she explained. The aim of the one-day meeting was to allow discussions on how best all levels of senior leaders in Government can improve coordination and cooperation in the quest to enhance their performance. The Municipality of Swakopmund's Pink Wheelbarrow Cancer Campaign started in December 2014 – but to date only 61 tickets has been sold. The municipality wants to sell at least 100 tickets at the cost of N$50.00 each. According to the Corporate Officer: Marketing and Communication of the Swakopmund Municipality, Aili Gebhardt, the campaign is not for the Council's benefit. The money will be donated to the Namibian Cancer Association for cancer research. According to Gebhardt, many of the coastal community members' loved ones are battling to fight cancer. “Scientists are working towards a possible cure but they need funding and that is why we as a Local Authority started with this campaign - to assist with the raising of these funds," says Gebhardt. Gebhardt says all the staff members of the Swakopmund Municipality and the public are requested to buy their gift (office equipment or stationery) and place it in the wheelbarrow which is at the entrance of the Municipal building. Municipal staff members, friends, family members, local companies and the community of Swakopmund are encouraged to support this campaign and to voluntarily contribute a gift or buy a raffle ticket, in order to make this campaign a success. The Raffle tickets can be obtained at the cashiers in the Municipal cashiers' hall at the Swakopmund Municipality. A lucky winner will stand a chance to take the contents of the wheelbarrow, as well as the wheelbarrow, home. Muyongo took responsibility for Caprivi seccession attacks The leadership of the United Democratic Party (UDP) took full responsibility of the secessionist attacks on Government installations in the then Caprivi (now Zambezi) Region on 2 August 1999. The evidence of video cassette recording materials in which Muyongo took responsibility for the attacks on several Government installations was played before High Court Judge Elton Hoff on Monday on a request by Deputy Prosecutor-General Taswald July on the first day of the process of sentencing in the case of 30 men who were last month found guilty on charges of high treason. The UDP is now totally banned as a political organisation in Namibia. In particular, former member of the National Assembly (NA) and UDP leader Mishake Muyongo had given a televised interview while already in exile in Denmark in which he openly acknowledged that the attacks at Katima Mulilo in which eight Namibians lost their lives were carried out by members of the Caprivi Liberation Army (CLA) - a military wing of the UDP. During the interview, Muyongo said soldiers belonging to the CLA, of which he was the commander-in-chief at the time, were responsible for the bloody attacks on several Governmentowned installations at Katima Mulilo in the Caprivi Region on 2 August 1999. “The Caprivi issue cannot be solved through peaceful means. We have to use other methods in order to liberate ourselves from the Namibian Government led by Sam Nujoma. We have never been Namibians. We are just now being forced to be Namibians. Caprivi has never been part of Namibia,” said Muyongo in the interview which was recorded a few days after the attacks at Katima Mulilio. In testimony before court on Monday morning, Head of the Namibian Police Force (NamPol)'s Caprivi High Treason Investigations Unit, Commissioner Lisias Shimutwikeni told the presiding judge that the evidence of the video cassette recording material was part of the potential evidence the members of the law-enforcement units had collected after secessionist attacks at Katima Mulilo. The senior police officer also informed the court that there are a number of supporters of the UDP and the Caprivi Concerned Group, who still hold clandestine and secret meetings in the Zambezi Region in hopes to gain support to secede the region from the rest of Namibia. According to Shimutwikeni, some members of the now-banned UDP and the Caprivi Concerned Group are now

running a website called 'Caprivi Freedom', where they post secessionist ideas on the site. On 2 August this year, a speech by Muyongo was posted on the website in which the exiled leader informed his 'people' not to waiver in their quest for total freedom. The high treason case continues on Tuesday. On 14 September this year, 30 men, including former member of the NA Geoffrey Mwilima, were all found guilty on a charge of high treason and other related charges in connection with a failed attempt to secede the then Caprivi Region from the rest of Namibia. On the same day, Judge Hoff acquitted and released 35 men after the State failed to prove their involvement beyond a reasonable doubt in the failed plot to secede the region from the rest of the country. The 30 convicted men each face 278 charges, including a count of high treason, nine charges of murder and 240 counts of attempted murder in connection with the failed secession attempts. All of them remain in custody at the Windhoek Correctional Facility (former Windhoek Central Prison)'s holding cells until Tuesday for the continuation of the process of sentencing. State-appointed defence lawyers Patrick Kauta, George Neves, Clive Kavendjii, Profysen Muluti, Jonathan Samukange, Victor Kachaka, Percy McNally and Hennie Kruger are representing the convicted men on the instructions of the Justice Ministry's Directorate of Legal Aid. Deputy Prosecutor-General July is being assisted by State Advocate Amize Adams. The 30 men were separately charged with taking part in the attacks at Katima Mulilo, or providing support to the so-called Caprivi Liberation Army (CLA). The convicts took part in the bloody attacks on the Katima Mulilo Police Station; the Namibian Broadcasting Corporation's (NBC) regional office; Wenela Border Post; and Mpacha Military Base and Airport. They were said to have been under the leadership of Muyongo. Muyongo and many other alleged leaders of the CLA fled to neighbouring Botswana before the attacks and after the Namibian security forces discovered their underground movement before enforcing tightened security measures in the Caprivi Region. Muyongo and Mafwe Chief Boniface Mamili are now exiled in Denmark after Namibia pressured Botswana to send them back home to stand trial. NAMPA

He is in custody and the matter has been postponed to

Geingob says King and Queen titles are unconstitutional

ONDANGWA, 5 OCT (NAMPA) – The government is concerned about the mushrooming of traditional authorities, leadership succession battles and disputes among traditional authorities. President Hage Geingob said this when he officially opened the 18th annual meeting of traditional leaders here on Monday. In relation to the use of traditional titles, he said that the reference to King and Queen is inconsistent with the country's constitution which has established Namibia as a republic. “Meaning, kingdoms are not recognised,” the Head of State stressed. He said the increased usage of the terms King and Queen in reference to traditional leaders is thus constitutionally and legally incorrect. Geingob wants these titles to be used in local language references, such as Homba, Ombara, Omukwaniilwa, Gaob, and Nkosi. This is within the Traditional Authority Act. “My recommendation for members of traditional communities and their

leaders is to utilise the traditional name, even when speaking English, to ensure that traditional titles are not diluted,” the president pointed out. He further said Government is at the same time dissatisfied with the increasing number of political parties, saying some political organisations come out only at the time of elections, just to vanish after the elections. “These scenarios create fragmentation and division among our people,” the president said. He went on to say Namibia is a country to the spirit of “One Namibia, One Nation”, and reminded his audience that peace cannot reside in a house fraught with disagreement. Meanwhile, traditional leaders expressed concern over the increasing number of church congregations in the

country. Chairperson of the Council of Traditional Leaders, King Immanuel Kauluma Elifas of Ondonga said in a speech read on his behalf during the opening ceremony that the council believes some churches are money-making organisations which deceive congregations by making them believe in false prophecies and causing disunity among families. I therefore call upon our government, through the Council of Churches in Namibia (CCN), to scrutinise and determine the authenticity of these churches,” Elifas stated. The meeting is attended by a number of traditional leaders from all over Namibia and will end on Friday. NAMPA

Swakopmund Residents Association Newsletter No 48, September 2015 The last council meeting was opened by the Swakopmund Mayor Nehemia Salomon who delivered a comprehensive report on the previous month and voiced his concern about various matters. Addressing the inhabitants of Mondesa he complained about various objects like car batteries, bottles and other solid waste being dropped through the manholes into the sewerage lines. A lot of time and money is being spent by the Municipality to fix the resulting pro-

blems. Another headache is the manipulation of the standpipes in the DRC by breaking the valves of the standpipes, creating a continuous flow of water. Precious water gets wasted and the repairs are expensive. These two townships got more fire when the Mayor touched on the subject of youth

groups who attack elderly people in the street at night and rob them of their belongings, also breaking bottles in the street, driving under the influence and creating unnecessary noise. In general these are all alcohol-related incidents and this is no surprise considering the considerable amount of shebeens

which are found throughout Mondesa and the DRC. This is another problem which has to be addressed, across Namibia, judging from reports in the newspapers. The landless people were also addressed, and our Municipality has made the decision to refuse applications from groups; and only

consider applications by individuals. The recycling project is underway, and all over town one sees the orange drums which are exclusively for either paper, glass, plastic or cans. The public has been responding very well to this project. At the closure of the meeting, the mayor's speech was handed out in writing to everyone present. This was gratefully accepted by the public.

Namsov supports regional authorities OSHAKATI, 3 OCT (NAMPA) – The Namsov Community Trust (NCT) will grant N$500 000 to each of the 14 regions for three years, said NCT's Chief Sustainability Officer, Tuna Willem. She said this on Wednesday during her consultations with the Oshana Regional Council on the disbursement of the said grant. The grant's allocation will start this year, and each region will receive N$1.5 million over three years. Grants are to fund community projects, with the objective to sustainably improve the lives of Namibian people. Community members, mostly groups, will be granted funding to establish projects such as gardens in their respective

constituencies to create jobs, provide food and fight poverty. “I have visited Erongo already and my coming to Oshana Region is my second regional visit,” Willem told those who attended the meeting. Her next visit will be to the Omaheke Region on 14 October. Speaking at the same meeting, Oshana Regional Governor, Clemens Kashuupulwa said Namsov has granted N$1.2 million for the needs of the communities in his region before. “But, the previous grant was not disbursed through the

governor's office,” he explained. The latest grant of N$500 000 will be paid into the Governor's Endowment Fund and will be disbursed in two funding rounds per year. A technical committee, chaired by the Oshana Chief Regional Officer, Martin Elago, has been established to oversee, manage, implement and report on the projects of the Governor's Endowment Fund. Kashuupulwa indicated that applicants will be invited to apply for funding limited to N$30 000 per appli-

cant. Projects with duty stations within the Oshana Region or businesses with direct economic benefits to the region are potential beneficiaries. The funding areas of focus are education; community development; enterprise development; health; information and communication technology; and natural resources. The NCT holds 10 per cent shareholding in Namsov Fishing Enterprises. Through dividends paid to the shareholders, the Trust is able to assist and support under-

privileged and disadvantaged people and communities in all regions of Namibia. Namsov Fishing Enterprises is the main operating company of Bidvest Namibia Fisheries Holdings (Bidfish), and has been engaged in the horse mackerel fishing industry in Namibia since 1990. Namsov is a large supplier of quality horse mackerel to countries in West Africa and the Southern African Development Community region. NAMPA

Four arrested for cannabis in Walvis Bay WINDHOEK, 4 OCT –At a media briefing on Sunday, Namibia Police (NamPol) Chief Inspector Kauna Shikwambi confirmedthe arrest of four people at Meersig in Walvis Bay on Friday, for the possession of cannabis worth N$ 6 900. The suspects, two men and two women, were also found in possession of N$ 31 400 cash. Shikwambi said the arrest had taken place between 18h00 and 23h00, and the suspects would face charges of dealing in cannabis and defeating the course of justice. Police investigations continue. Woensdagaand het die jaarlikse Walvisfees van die NG Moedergemeente kerk afgeskop en volgens die organiseerders was daar meer as 5000 mense by dié jaar se fees, wat dus duidelik vir groot sukses en vermaak gesorg het. Volgens een van die organiseerders, Belinda Oberholster, was die droom wat hulle wou bereik het deur die Walvisfees, om dit in 'n gemeenskapsfees te omskep. “Die Walvisfees was begin met die doel dat almal dit kan geniet en dié jaar het ons droom waar geword. Almal het baie hard gewerk om die fees 'n groot sukses te maak. Die mense het dit vreeslik geniet, want dié is 'n fees vir die hele gemeenskap. Daar was 'n magdom mense (meer as 5000) en ons is baie tevrede met die verloop van die fees. Ons is regtig baie dankbaar vir al die hulp en ondersteuning,” het sy gesê. Daar was baie aktiwiteite vir beide volwassenes en kinders asook baie lekkernye en vermaak. “Die mense het Vrydag aand die Jakkals en Leeu vertoning baie geniet. Saterdag was daar 'n hondeskou vir die diereliefhebbers, die bekende sterkman kompetisie vir die gespierde lywe, baie kindervermaak, 'n visbraai kompetisie, die Lucky Star Maraton en fietsren wat baie vroeg al afgeskop het Saterdag oggend en daar was dan ook karate en vele stalletjies om te besoek,” het nog 'n organiseerder gesê. “Ons wil graag al die borge bedank asook almal wat gehelp het om die fees so groot sukses te maak. Daar is goeie fondse ingesamel wat vir 'n baie goeie doel sal gaan,” het sy gesê.
