Prime Minister calls for Nation Branding Marshallino Beukes Prime Minister, Saara Kuugongelwa-Amadhila urged all stakeholders to come together and come up with a National Brand at the official opening of the Swakopmund International Trade Expo on Wednesday. She noted that the Government, through the Ministry of Industrialisation, Trade and SME Development can coordinate the drive towards branding of Namibia together with key stakeholders, such as Team Namibia, Namibia Tourism Board, Namibia Trade Forum and Namibia Chamber of Commerce and Industry. “What is needed is a nationally coordinated umbrella strategy to brand and position Namibia as a source of quality goods and services and also as a tourism and investment destination. According to her, there have been attempts in the past to design and introduce a unique Namibia country brand. However, it still does not seem to reach the stage of designing, introducing and launching, the Prime Minister remarked. She explained that a country's identity – whether conveyed by a brand or otherwise – and reputation can provide a competitive advantage in a global market for tourism, education and investment, and built evidence for proactive country brand management. Prime Minister Kuugongelwa-Amadhila is also against dependency on importation and stressed that the culture of perpetual dependency on importation should be discouraged, as it does not only result in the side-lining of local products, including young local talents, but also drains the country's foreign reserves. She went on noting that local savings can also be put to better use at home to finance local value addition initiatives, instead of being exported abroad in pursuit of short term gains. She expressed the hope to see Namibians, both corporate entities and individuals, buying local products, be it goods or services, including labour.

Elation, as the national senior rugby team, the Welwitschias on Wednesday night scored their first ever point at the Rugby World Cup after going down 16-17 to Georgia. That is the feeling here at home, and in the UK, where the team is preparing for its last 2015 World Cup Match against Argentina. Late last night we established contact with our home boys, scrum-half, Damian Stevens and full-back Chrysander Botha, who said “The game was on a very high tempo and very physical. Great to see that we fought for the win but unfortunately it didn't go our way. We want to say thanks to all support back home… we appreciate it.” The Welwitschias have played three games at the 2015 Rugby World Cup currently underway in England. In their first match of the tournament against defending champions New Zealand, they lost 14-58 and in the second game they lost 21-35 to Tonga. On Wednesday night, the Welwitschias lost to Georgia in a nail-biting encounter that made history in many ways. With the 16-17
defeat, Namibia earned its first ever World Cup point - a historic losing bonus point for finishing within seven points from the winners score. The one point is the first they have ever earned since their first appearance at the World Cup in 1999. Speaking after the game, Namibia's inspirational captain Jacques Burger said it was a nerve breaking game with him watching from the side-line. “We deserved to win the game today, but it all did not go our way. I am proud of the boys and what they did today for putting up a very brilliant display in the defence against a Georgia team that was attacking throughout the match. We are now looking forward to our next game at the World Cup,” Burger told reporters. Pool C game against Argentina on Sunday, thereby ending an illustrious international career. Burger suffered a confirmed concussion nine minutes into the match against Georgia on Wednesday evening at Sandy Park in Exeter and will not be able to play against the Pumas in Leicester. Burger's test career for Namibia spanned over nine years and 36 caps which included three Rugby World Cup appearances in 2007, 2011 and 2015. Last night he equalled Hugo Horn's 11 Rugby World Cup appearances for his country. Before the team's departure for Leicester on Thursday morning, Burger reflected on his career. “It was a huge disappointment that I could not complete last night's match and an even bigger disappointment that I will not be able to play on Saturday. I am very proud of my team and it is not the way that you would want to end an international career. But that's the game of rugby for you.” Sunday's match against Argentina would have been his last for Namibia. "I was really hoping to finish my international career in style, the emotions were building up to the match on Sunday and to have it ended abruptly like this after just ten minutes is a bit of a setback. But I have no regrets, I have had a wonderful time playing for Namibia with my friends,” said Burger. “A lot of people
have asked me why I chose to play for Namibia. I am a Namibian, I grew up with a lot of the guys I am playing with now, played with and against them at school. It was an honour for me to represent Namibia and I have never regretted it.” Bradley Basson, president of the Namibia Rugby Union, paid tribute to Burger. “Jacques contribution to Namibian Rugby has been immense. He is an inspirational leader and a true ambassador for all Namibians. He is a role model to all Namibian sportsmen and women and many rugby players in our country aspire to be like him one day. We wish him well in his last season at Saracens and hope that one day when he returns home we could involve him in Namibia rugby.” The CEO of the Namibian Rugby Union, Sybrand de Beer, also praised Burger. “Through the way Jacques played, he portrayed what being Namibia is all about. Hard-working, honest, courageous and proud. I want to thank Jacques for his loyal service to the union and his team mates and wish him well for the next phase in his life.” Namibia Head Coach Phil Davies said Burger epitomised professionalism and loyalty to his team. “In my career as coach I have worked with exceptional captains. Jacques is one of them, an inspirational captain who led from the front and a true leader on and off the field. Jacques has played a huge role in Namibia's performances at this Rugby World Cup and has left a wonderful legacy on which future Namibian rugby players can build on.” After the World Cup Burger will return to English club side Saracens for his last season with the Aviva Premiership champions. Stevens last night lauded Burger as “ a big influence within our team. He is indeed a great leader and a good Brother.” (Additional reporting NAMPA)

The Swakopmund International Trade Expo (Swaitex) was officially opened by Prime Minister Saara KuugongelwaAmadhila on Wednesday and all present agreed that this annual Expo is rapidly expanding. This year, more than 200 exhibitors reserved stalls at the Expo, more than double the figure of last year. The initial Expo started off as a local exhibition, three years ago, with only forty exhibitors showcasing their services and goods at the open ground next to the Swakopmund Municipality's premises. In her keynote address, the Prime Minister noted that through this event commercial linkages are build and investment opportunities are promoted for the Erongo Region and Namibia. She expressed her gratitude to the Swakopmund branch of the Namibia Chamber of Commerce and Industry (NCCI) for hosting the Expo. The Prime Minister emphasized the fact that Namibia need to establish a Nation Brand, which portrays a typifying image of the country, its Government and its people and urged all stakeholders in Namibia to come together and come up with a National Brand. The president of the NCCI, Sven Thieme, noted that this is the only trade expo in the country, initiated by the NCCI. He declared that the NCCI is committed to working on making concerted improvements to make future editions of Swaitex more rewarding to exhibitors and visitors. He emphasised the fact that these type of events should be used to build a more positive image of the country and to demonstrate to the world that Namibia is a nation that means business. Thieme remarked that the challenge Namibia is facing now, is the fact that it has too few products to offer to the market. “Our economy can only derive benefits from the expanded market if we can succeed to offer more products,” he said, and encouraged local entrepreneurs to take this challenge with open arms. The patron of this expo, the Swakopmund Constituency Councillor, Juuso Kambueshe, paid tribute to NCCI Swakopmund's chairperson, Mr Heinrich Hafeni and his team and stressed the importance of people who are prepared to work hard and pull through, no matter the circumstances. Swakopmund Mayor, Nehemia Solomon, pledged the full support of the town's Council and appealed to financial institutions to assist SMEs financially when they knock at their doors, as funding for small and medium enterprises are still a big challenge. The Expo is scheduled to end tomorrow.

Another vital aspect is the fact that their finance division staff are well conversant in Pastel Evaluation, the financial package used by the Regional Council. Prudent financial management with good governance are also high on their agenda. The Finance Division furthermore ensures that strict control measures are put in place for
payments to be made procedurally and proper supporting documents are attached when payments are made. One of the key factors is the fact that there is less political interference from the Councillors,
which enable the Regional Council to implement the legal instruments, e.g. treasury instructions and State Finance Act. A sound working environment is also essential in their quest

According to Nampol Chief Inspector Iikuyu, the suspects were released on bail earlier this week for N$8 000 each. Drugs were also allegedly found on Pretorius and Bezuidenhout. “When the police raided the house, they found the women in tears, attempting to flush the cannabis down the toilet,” he said. Logan Pretorius has had several encounters with the law recently and is still facing charges of assault/kidnapping after he had been identified as one of the suspects in the alleged kidnapping of three boys. He alleged that they had attempted to steal puppies from his yard as he is a dog-breeder and also alleged that the boys killed one of his dogs. He denied kid-napping the boys. His girlfriend, Riobo, is also facing the same charges over the kidnapping.

Helping inmates to a better future
Madelaine Laubscher
The Namibia Literacy Trust Fund (NLTF) donated 10 Lenovo laptops to the Namibian Correctional Services in Walvis Bay on Tuesday in order to improve the computer literacy of the inmates to ensure a better future for them when if they are to be released back into civilisation. According to a spokesperson for the Namibian Correctional Services it is seen as an historic event. “For us to receive such a donation is an notable event. We acknowledge this donation as a great help because the rehabilitation of offenders is important to us. This donation proves that the community is with us. It will help us greatly with the rehabilitation programs and
will equip offenders to become computer literate. Thank you for this welcome donation,” he said. According to one of the inmates, they received two computers in 2006 which have already helped the inmates a great deal. “We rely on the computers greatly. We also received stationary a while ago and two computers in 2006. We thus sent in a proposal for
an additional 10 laptops as the two computers we already have, have been very useful. We are happy to know that we received the laptops we requested and we are extremely grateful,” he said. A spokesperson for the Namibia Literacy Trust Fund says the relationship between them as an organisation and the inmates started a long time ago. “It is no surprise that we donated laptops as we do come a long way.
We already donated stationary for the literacy programme. After the inmates are equipped in literacy training, they will start with skills training. We believe that being jailed is not the end of your life. Rather allow it to be the beginning of your life so that you can become a productive citizen. This donation will help the inmates to not become strangers to society if they are released. We want to invest
Members of the Namibian Correctional Services at the handover in skills training and that is initially the modus operandi behind this initiative. We truly believe these laptops will serve its purposes. We are happy to have a close
bond with the inmates,” she said. A beneficiary delivered a small testimony about the advantages of the literacy training. “I can confirm that the computers will be used for the given pur-
poses. When receiving the training,we feel that we are not left out. Everyone will be trained in literacy as we will need it in these modern times. We are very thankful,” he concluded.
“Here's how to conduct a public meeting or gathering” Erongo Police Unit Commander for Community Affairs, Sergeant Ileni Shapumba, advises the Community “The regional and local Authorities elections are around the corner, and we know that many meetings and gatherings are going to be conducted, where people will gather and share views. Often people do not follow procedures and just continue without acknowledging any of the necessary authorities. That is why we find it very important to advise the community on how such matters should be approached to fall within the parameters of the law.” The provisions of the Public Gathering Proclamation, A.G. 23 of 1989, prescribe the legal requirements for holding public gatherings. “In terms of this proclamation, any person, natural or legal, who intends to hold a meeting, is required to give notice in writing to the Station Comman-
ders of the Police stations nearest to the place of the intended gathering/ meeting. Such notice shall be given at least three (3) days before the day of the public gathering, during office hours. The notice to the Station Commander shall state the place and time at which the meeting/ gathering will be held; the nature of the gathering, the person or organisation by or in the interest of whom the action will take place, and the names and addresses of the persons who will preside and or otherwise officiate at the event. It is further required from the responsible
person to indicate the approximate number of participants anticipated to take part in the action, and the number of vehicles (if any) that will be accompanying the group during the action/march. Section 4 of the Proclamation, prohibits the carrying of weapons at public gatherings. We therefore remind our Communities to always notify the Police in the events of planned public meetings/ gatherings. Due to the fact that the r e g i o n a l o ff i c e o f Nampol is situated in Walvis Bay, community members often skip the local station commanders and request the
services from the regional office. It is very important to use the correct channels – the station commander nearest to you , is the route to follow, because the local stations should provide police services within and to the local communities. Your local police station
is thus the first stop on the correct route to follow. This is só important for compliance with the law and also enables the police to make the necessary security arrangements.” If you have any questions in this regard, contact Sergeant Ileni Shapumba, at 081 2977 798. A Hero Not Forgotten - Nathanael Maxuilili Tomorrow mark yet another remarkable day on the heroes' calendar as we celebrate the birth of the King of Walvis Bay, that of the late Nathanael Gottlieb Ndemulungila Maxuilili (born 10 October 1927 – died on 23 June 1999) Nathaniel Maxuilili – a towering figure of our struggle who stood tall against the apartheid regime and who was the father figure of the liberation movement S WA P O d u r i n g t h e difficult times inside the country, served too at one stage as its Acting President of SWAPO inside the country. Maxuilili was a true revolutionary and tireless freedom fighter who dedicated his entire life to the realisation of Namibia's independence. Founding President Sam Nujoma, at the late Maxuilili's Memorial Service, described him as: “a pillar of strength and a torchbearer who played a crucial role in the struggle for the liberation of Namibia”. He continued by saying that the late Maxuilili's contribution to the cause of the country's freedom could be measured and understood only through the suffering, torture, imprisonment and illtreatment that he had to endure at the hands of the colonial occupiers of Namibia. He added: “He was subjected to house arrest and restriction that was aimed at demoralising and stopping him from participating in the struggle to overthrow the racist South African regime. And, with his passing away, we have, therefore, lost a dependable parliamentarian, committed revolutionary
and a pillar of strength, a dedicated fighter for justice and human dignity for all Namibians irrespective of their colour, race or social status”. Maxuilili's heroic deeds cannot be erased from the annals of the history of resistance against colonialism in Namibia. The gigantic contribution and historic mark which has been made by Maxuilili will live on to inspire generations to come on how to make a difference to bring about change. As a patriotic giant, he persevered and overcame the pain of physical and psychological torture, imprisonment and house arrest to which he was subjected by the wicked colonial forces. Maxuilili endured the pain, and with great dignity, determination and dedication pushed against the barbaric colonial system until its final collapse. The giant that he was has contributed to the liberation of all of us from the yoke and chains of apartheid colonialism. Maxuilili's thundering voice, which echoed and vibrated through hills and mountains, and penetrated deep rivers, valleys and oceans with a clear and loud message calling for the freedom of the Namibian people from the yoke of colonialism and illegal occupation of Namibia by the former South Africa apartheid regime, will not be easily forgotten. His words
were a fearful force which often caused panic and discomfort amongst the enemy ranks. Therefore, in the spirit of our brave giant Maxuilili's policy of “never surrender”, certainly we would overcome the sorrow and pain brought upon us by his untimely death. The colonial administrator at the time, B.J. van der Walt was quoted as saying: “there are two tactics involved – the political and military. The action by newly recruited workers showed clearly that there are agitators working for certain political and ideological purposes”. The Mayor of Walvis Bay at the time, Dr Laubscher said: “known agitators in Walvis Bay should be removed and government
should be less obsessed with world public opinion and the United Nations and act in the interests of the territory's citizens”. Maxuilili's house arrest was therefore not an isolated event, as the racists in the corridors of colonial power knew that the veteran nationalist was one of the “significant agitators” and had to be removed from the scene. Despite all attempts to subdue and render him ineffective in the struggle for independence, he soldiered on with more vigour. One of the most outspoken anti-colonial voices in the country fell silent when Nathaniel Maxuilili, 71, died in a head-on collision at Walvis Bay on Wednesday, 2 June 1999 as he
was being transported in an ambulance to the harbour town's airport where he was scheduled to board a plane in order to receive emergency medical treatment in C a p e To w n , S o u t h Africa. Born in Ohalushu, Owamboland on 10 October 1927, he worked as a railway policeman and did other jobs as well, including his last employment in the preindependence era, at Gearing Engineering (Pty) Ltd, Walvis Bay. He was survived by seven (7) children – six (6) girls and one (1) son. In his deep and fearful voice he would always say: “Kaxuxwena adala nyoko, nyoko onale ekuhadele!” (Literally loosely translated as: Whatever your mother ends up as in life, she is still your mother, regardless). Unexpected Sightings Brighten Walks Susann Kinghorn
What a sight: The ether's stately king circling proudly and slowly on luminous wings. I follow it for a while, but then it disappears. On my evening walk I try to find him again. And there – not one, but two of them, soaring high up in the sky, in gracious circles, descending slowly and landing on the branch of an Acacia on the banks of the Omaruru River. The landing spot is far from where I am standing, so I zoom in with my camera. And then, the exciting realization: they are actually a pair of vultures! They are beautiful to behold, but still too far for me to identify them. I try to sneak up on the pair, but they take off again. Giving up is an alien concept to me, so the next morning finds me at the exact
spot, hoping to encounter them one more time. I walk among the shady trees of the Omaruru, looking right and left, scanning the tree tops, knowing that the chance of finding such a rarity for a third time, might happen once in a blue moon. I gaze in awe. The most beautiful white-backed vulture, belonging to an endangered species, sits on a dead branch and watches his surrounding intensely. So morbid, and yet so beautiful, this cleaner of the environment, this symbol of a health habitat and of the cycle of life. How untouchable and proud they stand above everything, seeking hunger and death. How utterly beautiful, this rare encounter with the aesthetically challenging majestic raptor.

#PetObesityWeek - how does your pet measure up? Vets team up to offer free weight assessments in October
Overweight pets live shorter lives, are less happy and at a higher risk of conditions like arthritis, cancer and heart disease. Nine out of ten owners mistakenly think their pet is a 'normal' size. Vets offering free weight assessments this month can be found on www. petobesityweek.co.za. Obesity is the biggest health problem facing pets today. Many owners believe a 'little extra padding' is not serious - but it is. Overweight pets have shorter lives; are at higher risk of diseases like arthritis, urinary conditions, skin conditions, heart disease and cancer; and research has demonstrated that fat pets are less happy. References: · 9 out of 10 owners of overweight pets mistakenly identify their pets' weight as normal www.petobesityprevention.org. · A clinical study indicated that the lifespan of an overweight pet is shortened by around two years (Am Jnl Public Health. 2012 Feb; 102(2):262-8. Epub 2011 Nov 28). · Obese dogs that lost weight exhibited more vitality, less “emotional disturbance” and pain. (The Veterinary Journal 2012;192:428–434) As obesity is both preventable and treatable, why is it is such a 'big' problem? A key reason is loving owners are often not objective about their pet's size – nine out of ten owners mistakenly think their pet's size is 'normal'; yet according to vets, more than 50% of patients they see, weigh more than what is healthy. “We control what our pets eat, so, in almost all cases, pet obesity is human a condition,” says Dr Guy Fyvie, veterinary advisor for Hill's Pet Nutrition. “The truth is we've forgotten what a healthy, lean pet looks like.” Namibia has its fair share of overweight pets and
successful pet slimmers. It was a Namibian dog, Captain Haddock (a Labrador Retriever from Swakopmund, owned by the Magdalena-Gómez family), that won the 2014 Hill's Pet Slimmer of the Year title, after shedding over 15kgs (30% of his bodyweight) on a special weight loss programme for obese pets.
Rather than putting your pet at the risk of obesityrelated diseases, ask your vet for a professional, objective opinion. In October many vet practices are offering free #PetObesityWeek weight assessments. Find a participating practice on www.petobesityweek.co. za and call to book a free weight check.

Letter From a namib times reader Last week, 3 October, Saturday morning, my friend and I were driving to Okahandja.
Brave Namibia lost with 1 point, but did the country proud!
En route, we came across this pole which was right in the middle of the road and decided to stop and remove this safety hazard after all the cars ahead of us ignored it. Imagine what could have happened if any of the cars drove over it. I wish all drivers will have the same attitude in support of safety on the roads... Maar almal is mos so haastig om “daar”uit te kom.

The Phoenix has Risen - New Strand Hotel Swakopmund Opens
“So, where shall we meet?” “At the Strand Hotel – selbstverständlich…” The “most ambitious hotel project in the history of Namibia, a 125-room international four-star hotel with five food and beverage outlets and a full service spa in the most vibrant location on the coast of Namibia” officially opens its doors today. It already carries a sense of place, this 'gemütliche' non-hotel hotel, with a passionate team ready to host themselves into the hearts and fond memories of every guest who comes to visit – for a meeting, or to share a coffee, or a bespoke beer, or a special moment with friends, colleagues or loved ones. Sven Thieme and Bruce Hutchison at O&L Leisure Hotels & Lodges took the decision to create the most ambitious hotel project in the history of Namibia. They envisaged “much of what we all loved about the old Strand Hotel Swakopmund to be back, but larger, better and reimagined with all of the tools and amenities of the 21st century.” Today when the doors are officially open, there are many reasons to celebrate proudly:
1. Hundreds of new jobs have been created in the massive project. 2. There will always be more than one restaurant open for each of breakfast, lunch and dinner in the Strand Hotel Swakopmund, 365 days a year. 3. The Strand Hotel Swakopmund will help bring more tourists to Swakopmund and it will create new market segments for Namibia. 4. There is a new spa and wellness centre, the Atlantic Spa, open to the public, using Namibian oils, sea salts and other Namibian products for health care needs. 5. The Swakopmund Brewing Company in the Brewer & Butcher restaurant produces its own brand new, uniquely Namibian craft beers. 6. The Ocean Cellar offers fresh Namibian seafood, including sushi, crayfish, freshly
caught fish, and our unbeatable Walvis Bay oysters! And all your favourite Wines you can order by the Glass. It also features the “kyk da” bar. 7. The Brewer & Butcher brings back the traditional German beer garden with hearty Namibian beef and game dishes. 8. All of the main venues are open to the sea, protected by the hotel from the south-westerly breezes. 9. The Farmhouse Deli offers take-aways as well as restaurant seating, with a terrific bistro and a large selection of local products. The style of the food is simple, fresh, often organic and al-ways genuine. The décor is of a large comfortable farm house kitchen, and the mood is as relaxed as if you were visiting family for lunch. There is nothing quite like it in
The Impressive Foyer of the New Strand Hotel Swakopmund
Swakopmund or Namibia yet. It is a retail delicatessen, a bistro style restaurant, a coffee shop, and a bakery, open to guests of the hotel, Swakopmunders and visitors to Swakopmund staying elsewhere. As with the other two main restaurants at the Strand Hotel Swakopmund, the Brewer & Butcher and the Ocean Cellar, there is direct access from the Swakopmund mole, and you are welcome to come dressed in your beachwear. The Farmhouse Deli is a restaurant representing Swakopmund and Namibia's fresh, simple produce and meat products. It will be open for breakfast, lunch and dinner, The focus is on freshness and authenticity. Every effort will be made to use local produce. This includes vegetables grown in the Swakop riverbed eleven kilometers up the road,
and free range Namibian chicken, beef and game. Namibian cold cuts, dried meats and cheeses will be on offer for sandwiches and Brötchens to eat in the restaurant or to take home. Fresh brewed Slowtown coffee and DILMAH teas from Ceylon will be available all day.

A Strand Hotel Host tending to her Guests 10. The Strand Hotel Swakopmund has a huge, state of the art conference facility with its own entrance. 11. Takeaway ice cream from the Strand is back at the Cafe Mole, which offers much more than ice cream. The Cafe Mole will be reminiscent of an old American 50's style soda fountain, with ice cream, burgers, sweets, pastries, and much more! Thomas Müller, General Manager Marketing and IT - The Convergence of Marketing and IT says, “The Strand Hotel Swakopmund has been a massive project. A project which has never been done with this level of detail in Namibia before. One of our most important objectives is to be respectful and sensitive to the legacy of
the old Strand Hotel and the Swakopmund Mole, and to include Swakopmunders in the experience.” Erhardt Roxin, the local member of the architectural team at the Strand Hotel Swakopmund envisaged place serving all walks of life – “the conciliation between the present and the past, between interior and exterior spaces, between Namibian and foreign people. Swakopmund needs a public place where we can eat, drink, dance, party, make music, meet, talk, laugh, hang out, chill, relax in the sun, watch others, etc. at a wind sheltered, sunny outside living space and on the water's edge.” A respected Namibian architect, earlier noted, “when life goes on at the
Mole, and children play, people sit and walk and pass by, and somebody suddenly notices the new Strand Hotel and remarks that it looks as if it has always been there, then you'll know that the project has succeeded.” Since September, in a series of “soft openings” every segment, every system and every element was tried and tested, so that today could ring in a fully operational, charming, welcoming, and “gemütliches” “nonhotel hotel”, worthy of its place and of the town and its proud, architectural history, of the community, the region and the country it represents. Shall we meet at the Strand?

This has been an important driver for emerging markets in particular but also for the world as a whole. China is one of the biggest importing markets and many countries, such as South Africa, are heavily reliant on commodity exports to China.
Market report - China 101 There has been much talk and concern regarding China's slowing economy. Almost every day in September new data on China has been released – one day positive the next worse than expected. But what is the real picture and how does this affect the global economy, and your investments? In this month's newsletter we aim (as it is difficult to explain the Chinese economy on one page) to simplify the situation in China and

If enough is done to support the global growth it will support equity markets going forward. So far we have seen lower interest rates in China and a postponement of the timing of US interest rates increases.

Source: Bloomberg, PSG Namibia Economic growth was soaring on the back of infrastructure investment and a booming property market. Many countries benefitted from the strong growth and joined in the “utopia” of China's success story. But the reality is that we cannot expect an economy the size of China's (US$10 360 billion compared to the US's US$17 419 billion and EU's US$13 402 billion) to continue growing at double digit figures indefinitely. The whole nature of China's growth is also changing with infrastructure investment reaching its peak. More focus is being placed on changing the structure of the Chinese economy to a more consumer driven economy. China today The current growth story in China has changed dramatically. In one of our previous newsletters we have mentioned the government's involvement to limit margin trading and the impact it had on the Chinese stock markets. We have also seen unexpected devaluation of the yuan at
the hand of policymakers. These signs all point to a structural change from the policymakers in an attempt to actively stimulate growth. However, recent economic data suggests a faster-than-expected slowdown in China. Everyone is aware of the “bad things” happening in China, but most do not understand exactly what these are or why they have such an effect on global financial markets. So here is our take on China 101: 1. Weaker than expected PMI (Purchasing Managers Index, which is an indicator of the economic health of the manufacturing sector). Why is this relevant? As mentioned earlier, China's growth was mostly attributable to huge amounts of infrastructure investment. Less demand in this sector means less work for the manufacturers and in turn a slowdown in economic activity and growth which leads to less imports of commodities required in the manufacturing process.
Source: Bloomberg, PSG Namibia
1.Lower demand for property. Again, as mentioned earlier, the property sector was a massive contributor to Chinese growth. Current property conditions (depressed land purchases, high volumes of property destocking and slowing demand for property) suggest that there will be no support for growth from the Chinese property sector which also means tough conditions for construction and commodity demand. Liquidity restrictions are also adding to the uncertainty in the property market. What now? It is however, important to keep focus on the big picture. Despite the weakness of the industrial activities (profits declined 8.8% in August) China's service sector (which makes up almost half of the economy) is holding up at this moment which means an economic meltdown is unlikely. None the less, lower growth from the Chinese economy is a reality we will have to accept. China is in an environment where policy makers have to remain active by supporting the economy and equity markets. Even though this is what we have been seeing with interest rate cuts and the recent unpegging of the yuan, only the concrete figures of economic data will indicate how successful their attempts really were. The limitations imposed on the gearing of share trading on their stock market have, as it is important to note, been successful in an attempt to rectify the artificial rise and high levels of the market. What we are also seeing is that the policy makers are attempting to stimulate
consumer spending. Why would this be of significance? China is known as an economy with high
The bottom line on China is that we anticipate headwinds from slowing property investment and industrial activity. This could be offset however, to some extent by stronger policy-driven infrastructure support which will allow for GDP growth to grind down rather than drop off sharply in the next couple of years.

20 NAMIB TIMES
Monthly Monitor September 2015 The third quarter has been a volatile one with asset classes struggling to produce significantly positive returns. It started off with bursts of volatility surrounding the Greek Debt Crisis and continued on uneven ground awaiting an interest rate decision by the Federal Reserve (Fed) of the United States (US). It also did not help that investors feared a slowdown in Chinese economic growth and its impact on the global economy. Market Review: In mid-September the Fed had a meeting to decide and announce whether they would hike their interest rates for the first time in 7 years. Whilst the market was expecting a hike based on positive fundamentals within the US economy, the Fed decided against pushing rates up based on inflation below the 2% target and a generally negative global economic backdrop. The move against consensus expectations added volatility to the market and left participants guessing once again until the next Fed meeting in October. Higher interest rates are not necessarily positive for asset class performances, but send a signal that the economy is healthy and strong enough to absorb an increase in interest rates. Leaving rates unchanged, as the Fed have done, left the market feeling relieved that
consumers can still borrow at lower rates and thereby demand can be further stimulated. The second main cause of the third quarter volatility was (and still is) China and its slowing economy. China is the largest importer of commodities and resources. The slowdown in demand from China has left producers of commodities and resources, typically emerging markets (EM’s) and their currencies under pressure. China’s large role in international trade left economies around the globe concerned over overall economic growth. The slowdown in Chinese growth can be attributed to the economy’s efforts to make a transition from a previously export-driven economy to one that is consumption-driven. This structural change is positive for the long-term and should accommodate a more sustainable level of economic growth. However, the short-term impact of the transition is harsh. China’s very sentiment-driven equity market has retraced significantly since the reporting and announcement of lower growth figures. Whilst the economy’s growth will take a while to pick up, Chinese authorities’ efforts to stimulate growth has given the market some support. Whilst the reasons for volatility are always different from year to year, the timing of the market volatility (third quarter of the calendar year) is in line with the average long term trend, as is shown in Graph 1 below.
Graph 1: Average Calendar Year Pattern – S&P 500 Index:
Source: Almanac The S&P 500 is a US based equity index. It is used as a proxy for global equity markets because of the amount of foreign exposure that the listed shares included in the index have. The bold line in Graph 1 above depicts the average performance of the stock market for a calendar year. Averages are drawn since 1991. We can see that in the average year, a third quarter correction (a relatively small and short-lived down period in the market) is a common occurrence, just as the one we have experienced in 2015. If this year continues to conform to the norm then a positive last quarter Table 1: Asset Class Returns (in N$)
may be in store for investors who have not been spooked by the third quarter turmoil and who have remained in the market. Whilst a correction is temporarily poor asset class performance, it also creates a buying opportunity for investors as these asset classes are then more attractively valued. We like to see these corrections as more of a 'glass half full' than a 'glass half empty' situation, and therefore consider these times as a favourable entry point for new capital. See Table 1 below for asset class returns over various periods:
Portfolio Performance: Although markets can be volatile over shorter periods, like a month, they become more predictable given enough time. Table 2 shows the 1-year and 3year (per annum) returns ending

Psalm 9:9. “Almighty God, You have blessed me with the virtue of justice. Help me to be a sign of your unconditional love to those I meet, free from the temptation to retaliate and always aware of each person’s dignity. Guide me in sowing the seeds of justice to achieve peace. Your love endures forever.” Saturday 10 October: TIME TO CHANGE? Light dawns for the just; and gladness, for the upright of heart. Psalm 97:11. Sunday 11 October: Twenty-Eighth Sunday in Ordinary Time. SPIRIT OF WISDOM. I pleaded, and the spirit of wisdom came to me. Wisdom 7:7. Monday 11 October: WHAT SONG DO WE SING? A tribute to our legendary Aunt Carol It pains us to think that she has been taken away from our family so abruptly and unexpectedly, without being able to say goodbye or letting her know how much she truly meant to us… however, knowing our Aunt Carol, (or rather Aunt “Crunchie” instead), she never really did like people making a fuss, so maybe she would have preferred it this way. However, when someone you love dies, one gets the feeling that the world should stop – take a solemn moment and remember the one who has walked this earth and touched our lives. So, instead of getting emotional, we'd like to remember the woman she was. We are so fortunate to have had Carol as our Aunt, and to have been able to have the memories we do …from all the delicious meals and puddings coming out of her kitchen, to the family Christmases spent and many trips to Cape Town enjoyed. For the shoulder to cry on when we fought with our own mother, to the long stories about her childhood and life in the 60's. To mascara tips and which mayonnaise to use, to the crunchie parcels sent off with us to varsity in Stellenbosch (which many a time were our staple diet), to why biting your nails won't get you a boyfriend – all invaluable life lessons. We have such fond memories, that we can cherish for a lifetime and recipes to remember her by, like her famous chocolate pot pudding. She was a force to be reckoned with and a woman to look up to. She taught us so much about what it takes to be a mother, and how important family is… and this is something we are eternally grateful for. In our Aunt Carol's case, her memory has become a treasure. May her soul finally rest in peace, and her memory be cherished in our hearts forever.
All our love… till we meet again, Fred (Carmen) and Maude (Taryn) xxxx
To Willie Richard Devin Angela Les and Queenie and family Our Deepest Condolences on the untimely death of
Carol Stauder Death brings pain that time can only heal, No words could ease what we truly feel; But with God, her joy is eternally sealed, And cherish her memories that death can’t even steal. Lift up a smile for she is already in the paradise.
We will miss her, all our love Harold Helga Michael Silvana Oliver Joachim Cathy and Daniella Martin Cordula and Xia and Alexander
To my sister, Carol * 15.08.1953
† 02.10.2015
Together we shared a child's world…, we talked, we disagreed…, but most importantly were raised with the same morals & beliefs Sadly in later years life took us down separate paths, yet our never ending sisterhood bond could never be surpassed. Then the unexpected happened, the dreaded illness was confirmed The courage you displayed during treatment was totally unreserved. We kept in daily touch throughout your ordeal, at times discussing our planned “Thelma & Louise” road trip, sipping mojito cocktails and exchanging poker chips Little did we know then that this would prove surreal. I sat by your side those very last days, reminiscing and telling you of bygone childhood plays, I'm sure you heard every word I said from your ICU hospital bed. God saw you getting tired and a cure was not to be. So he put his arms around you and whispered “Carol, come to Me…” I said my parting farewell and wished you safe travels on your eternal way and asked you to take care of Dad & Don until we join you one day! The fact that you're no longer here, will always cause me pain. But you're forever in my heart, until we meet again!
Godspeed 'Thelma' All my love, Angela (Lalie) 'Louise’ “A sister is a little bit of childhood that can never be lost” - Marion C. Garretty
Our hearts are filled with sorrow & grief at the passing away of our dear daughter, sister & aunt
CAROL STAUDER (Nee Joosten) * 15-08-1953 + 02-10-2015
God looked around his garden And found an empty place, He then looked down upon the earth And saw your tired face. He put his arms around you And lifted you to rest. God's garden must be beautiful He always takes the best. He knew that you were suffering He knew you were in pain. He knew that you would never Get well on earth again. He saw the road was getting rough And the hills were hard to climb. So he closed your weary eyelids And whispered, 'Peace be Thine'. It broke our hearts to lose you But you didn't go alone, For part of us went with you, The day God called you home
You will live on in our memories forever, rest eternal Carol. Sadly missed by your mother Queenie & brother Les Joosten with Jarrod, Jeanine & Genevieve Psalm 23: The Lord is my Shepherd
