The 50 481 square metre (m²) area was sold by the Walvis Bay Municipality to the Bastos Foundation in 2002 who later sold it to Knoll Property Investment CC in 2012.
Drastic changes were made to the original design to adhere to the local authority’s stipulations and conditions of the sales agreement. In June this year the architect submitted
plans on behalf of the developer to Council. During its ordinary monthly meeting last week Tuesday, Council decided that “in principle approval be Continues on page 2

Namibia’s first lung clinic was officially opened at the Welwitschia Hospital on Friday in Walvis Bay by Minister of Health, Dr Richard Kamwi. Along with the opening of the lung clinic, the hospital received a 16 slice Siemens Computerised Tomography (CT) unit. Welwitschia is among the leading health institutions on the continent, especially after the installation
of a N$12 million Magnetic Resonance Imaging (MRI) machine earlier this year, also a first for the coast. The entire investment of the lung clinic and CT scanner is estimated around N$7 million. The top of the range CT
scanner was released on the market in March this year and is said to be the first of its kind in Africa. With a lower radiation dose of 70%, it is possible to do more tests without the high risks as Continues on page 2

Sebedeus Haraseb (51) is a Walvis Bay resident who, for close to 29 years, has tolerated the swarms of flies and strong stench from the dumpsite to live, and earn a living, from it. Haraseb, a shy man at first glance, is a man of few words. Nothing can distract him when he is busy working, not even the click of the camera. Haraseb rummages through the refuse – paper, plastics and other waste matter - that has been dumped at the dumpsite on a daily basis. During his spare time he makes furniture from broken wood and other disposable materials. He fixes tables, chairs, beds and cupboards. He then delivers this furni-

The Municipality will be provided with a facility of at least 30m² on the ground floor, at no cost, for the purposes of an Information Bureau and Information Office. According to the stipulations of Council, all structures on the property must be related to ecotourism. Pedestrians will still be able to stick to the walkway (esplanade) next to the lagoon as a ten metre greenbelt buffer will be developed between the complex and the walkway itself . He is now part of the recycling team at the Walvis Bay landfill site. Although other recyclers whom he started off with have left him behind and are now residing in Swakopmund, he is not planning on going anywhere anytime soon. When asked what he

The Ministry of Health and Social Services are in the process of mapping out strategies on how to prevent the highly contagious Ebola virus from breaking out in Namibia and how to manage the virus in the event of such a breakout. The namib times spoke to the Ministry of Health and Social Services about the likelihood of the virus entering Namibia and, if it is a possibility, what risks it poses for Namibia as a whole. The Public Relations spokesperson of the ministry, Ester Paulus,
responding to the query said the ministry held a meeting recently with stakeholders such as the Namibia Airports Company (NAC), Air Namibia, Customs and Excise, Roman Catholic Hospitals, Rhino Park Hospital, MediClinic and the Health Professional Council,

amongst others. “In the meeting strategies were mapped out to describe responses to prevent and manage the disease with an emphasis on early detection (vigilance), proper surveillance as well as rapid and prompt response,” she said. According to Mrs Paulus, the Ministry is in the process of putting up measures such as early detection of cases and outbreaks, rapid investigation and early laboratory verification of the causes of all suspected cases. “We are in the process of the investigation of all suspected cases with contact tracing, sharpening the specific case definition in line with current local clinical presentation and diagnostic means. We are also producing
adequate Information; Education Communication (IEC) material which will be distributed to travellers, immigration staff and transport workers, informing all health workers on specific strategies to follow when dealing with the virus at a health facility level. All health facilities in close vicinity of an immigration/entry point will be prepared for admission, isolation and possible onward transport of any suspected case. These facilities will further have in place sufficient sets of personnel protective equipment (PPE) for use by the relevant health care professionals. Windhoek Central Hospital is preparing Ward 6 East, (isolation ward) for this purpose and protective clothing has
already been acquired for the health facility. Although there is no specific treatment for Ebola, medicines used to treat it, such as Ribavarin have been procured in adequate stock,” she said. Paulus said although there is no cure, Ribavarin, which is most effective within six days of contracting the illness, may be given for 10 days. All (SADC) Health Ministers converged in South Africa (Johannesburg) last week, to come up with a common response plan on preventing and managing Ebola. Dr Richard Kamwi also attended the meeting together with other technical health professionals from public and private health facilities and institutions. Ebola is a haemorrhagic
fever caused by a virus of filoviridae virus family. The virus is transmitted from person to person by direct contact with the blood, secretions, semen, vomit or other body fluids of infected persons. Infection may also be spread through contact with soiled clothing or bed linens from infected person. The incubation period of the disease can range from 2 to 21 days,” she said. The Ministry also plans on undertaking preventative measures such as isolation of suspected cases. Health workers must protect themselves by wearing protective clothing for prevention such as gowns, gloves, goggles, caps, masks and boots, safe waste disposal and safe handling of infected linens.

Geingob apologises to Venaani over Facebook post Jade McClune
The fight for the moral high-ground ahead of the upcoming presidential elections gathered pace in the most unlikely of places over the weekend after Prime Minister Hage Geingob published a stinging criticism of DTA leader, Mr McHenry Venaani’s decision to live in a shack in Ombili for three days. The Prime Minister placed himself directly in the path of fierce public criticism on Friday over the housing issue when he published a statement on Facebook, dismissing the decision by rival presidential candidate, Venaani, to live among the poorest shack-dwellers for a few days. Geingob labelled it a publicity stunt and an insult to the poor. Mr Venaani’s decision to abandon the comfort of his home in Hochland Park and live in a shack under the glare of media lenses, was widely reported in the press, generated much ridicule and some applause from different sectors of society. The PM, who is also Swapo’s presidential candidate, described the move as a ‘temporary adventure’ and a ‘political stunt’. Venaani is insulting the poor, he wrote. Mr Geingob, who has been keen of late to use social media to get his message across to voters was, however, obliged to eat humble pie when he apologised to Venaani on Saturday morning, after scores of people challenged him on the issue. He replied to the readers of
his post, saying that he had decided to apologise to the DTA leader: “He has lived up to his reputation to be a respectful young man.” He said the parties should not resort to character assassination in the election campaigns. Publishing his reaction to the day’s news on his official Facebook page, the Prime Minister had earlier said: “The media seem to have fallen hook, line and sinker for McHenry Venaani’s political stunt in the shacks… To my surprise, some journalists were fooled and even went to the length of portraying Venaani as having done a very noble thing.” “Venaani knows he will return back to his plush existence after a few days but where do those poor he chose to live amongst have to go? They have no choice, just like some of us had no choice sleeping with one blanket in freezing temperatures in Botswana or staying in refugee camps in Congo without water and food.” “The poor do not want to be poor. It is not a fashion but it is a way of life. The only way to survive. So unless
you are poor, do not insult people by going to live amongst them to prove some point,” the PM wrote. Voters, who rarely get a chance to address the PM directly, were not hesitant to express themselves. While many people praised ‘the Big One’ for his willingness to engage them directly on social media and supported his view of Venaani, they remain critical of the PM’s stance: “It’s tough at the top, eh” one reader observed. As the night wore on the criticisms of the PM’s reaction began to crystallise into a more general critique of the priorities of the government and its apparent failure to meet the most basic needs of the people. Readers complained of the great social distance between elected politicians and their voters, of countless unfulfilled promises. At one point the chairperson of the National Council MP Margaret Mensah-Williams stepped in to defend the government’s record and to discipline the critics of the PM for being “disrespectful”. She listed the TIPEEG and mass housing projects,
among many initiatives of the government. Mensah - Williams wrote: “We all have our personal opinions and strategies but it is wrong for so[m]e to insult a person in the stature of our Right honourable Prime Minister. His idea of interacting with us all on this platform is to communicate but we all have to do it in the utmost respect towards each other... “We are all entitled to our opinion towards other politicians too, the issue of informal settlement and its challenges is at the front burner of our government therefore TIPEEG and thereafter mass housing as well as projects for sanitation received priorities.” Venaani, who dominated front page headlines this week, also launched an official fan page on Facebook earlier that day as part of his campaign for the presidency. Sensing that there is public support for his ‘stunt’, he weighed in to strike while the iron is hot. “The Prime Minister chose to call my listening tour with the community of Ombili a political stunt.” This was
misplaced. “I am not in Ombili to taste the cold in a shack. I have lived in one myself, am with the poor to listen to their concerns, needs and aspirations, am writing this post while taking a break from a consultation with an ordinary man. As leaders we must come down to people to engage them.” He said this was his third overnight stay in shanty towns, from DRC settlement in Swakopmund, Kaisosi in Rundu to Mariental, Making a play for the sympathy of the poor, he claimed he was there to inform himself “of our people conditions. I did not come here to build houses for them. Those resources are within your control, as government leader you can choose (how) to spend our purse as a government.” “The real stunt is for “government leaders to be perpetually in luxurious resorts and restaurants giving time and ears to the super rich and business lobbyist and too often too - not little time with the poor man, assuming to know their needs without addressing them.”
Early on Saturday morning the PM did in fact apologise: “I was reacting to the editorial piece in The Namibian which also dragged in the name of Venaani. Since he was not the primary focus of my reaction, let me just apologise to him for questioning his motive.” He said his reply was prepared before he read Venaani’s re-
sponse, “and even after I read his reaction I am not going to change my initial decision to apologise to him. He has lived up to his reputation to be a respectful young man. Once more my apologies. Let’s campaign in a dignified way without any personal character assassination.”
Constitutional amendments under fire as activists prepare for mass action
Jade McClune
A massive furor erupted over the past week the proposed amendments to the Constitution, tabled in parliament last week. Civil society groups and a number of concerned citizens have sought to block the bill going through without public consultation and called a mass demonstration at parliament today. The group, which is campaigning under the banner, My Namibia My Constitution, hopes to stall the amendments long enough to allow for public consultation. The Prime Minister came out with all guns blazing on Friday, as he rejected the objections of several non-governmental organisations (NGOs) and media houses. In an online post that provoked a public backlash, Prime Minister HageGeingob critiqued the popular column of the former editor of The Namibian, Ms Gwen Lister, saying he will not be ‘white-mailed’ into changing his position on the proposed amendments. Geingob wrote: “According to her, they [politicians] only wait for the election time to pass before they fall back into perpetual complacency.” “Newspaper editors seem to know it all. They are perfect, knowledgeable and seemingly in daily touch with the masses. They speak with the authority of those who know the pulse of the masses and if the masses are voting for SWAPO then they are accused of being dimwitted… This is an insult to the intelligence of the very masses whom they claim to speak for. I have always wondered where some of these newspaper editors get their contact with the masses since their writings
are littered with the very paternalistic and arrogant tone which they accuse ruling party politicians of displaying.” He also accused opposition politicians of hypocrisy for delaying the proposed amendments: “To turn around after that process and to say that you do not support these amendments is completely hypocritical. We engaged everyone in the spirit of consultation and will now be forced to remove their contributions.” He maintained that “SWAPO, with 72% [of the vote], has an absolute mandate.” “Lastly, where do the NGO’s derive their mandate from? SWAPO has a clear cut mandate but should now have to bear the brunt of being berated by failed politicians who lacked the skill to succeed politically and want to come in through the backdoor. In the USA, NGO’s and lobbyists are issue based, but in Namibia they are everything based. Who gives them that mandate?” “I would like to finish off by saying that we who come from the Malcolm X School never use the word blackmail. For us it is whitemail. The masses are not fools and will never be whitemailed,” he wrote. “So when is PM @ hagegeingob going to apologise to me for calling me a newspaper editor when I’m
not?” Lister wrote on her Twitter page, in response to a report in the Namib Times online, which noted that the PM had apologised to rival presidential candidate over remarks made online. In a recent analysis setting out the implications of the current changes the Director of the Law Reform and Development Commission (LDRC), Sacky Shangala argued that “the Namibian Constitution has been amended twice: once by the Namibian Constitution First Amendment Act, allowing for the first President of Namibia, Dr Sam Shafiishuna Nujoma, to serve another term of office as President; and then by the Namibian Constitution Second Amendment Act, allowing for more amendments to the Constitution…” “The members of the Constituent Assembly that drew up the Namibian Constitution foresaw the need to wire into the text the possibility of amendments being made in the future as times change and as circumstances require.” “Not withstanding the powers of the courts in relation to deciding constitutional matters, provision is made for elected representatives to make amendments to the Constitution.” He noted that India amended its Constitution 94 times and the United States of
America 27 times. “Namibia is still a young nation: it has only been 20 years since its Independence on 21 March 1990. There can be no doubt that, in the future, further amendments will be made to the Constitution.” Many voters are concerned at the pace with which the reforms are being pushed through and the lack of public consultation. On the panel of NBC Talk of the Nation last week Shangala responded to a caller, by saying that the only reason the amendments are now being pushed through is that he personally was overwhelmed by the workload, which involved drafting at least four new Bills. At a meeting at the Goethe Centre in Windhoek on Friday night, Shangala tried to address the concerns of the audience, but was met with widespread suspicion and opposition. On 31 July Shangala wrote that: “The constitutional changes are not aimed at any specific purpose. The constitution is a living document,” and is thus subject to change. During the tabling of the amendments in parliament last week, Minister of Presidential Affairs, Albert Kawana said that contrary to media reports “the Namibian Constitution Third Amendment proposals did not come from an individual. As it will become ap-
parent in this motivation, no organ of the State is assuming more powers at the expense of the other. On the contrary, most proposed amendments are aimed at enhancing the checks and balances necessary in a democratic state.” He said: “Some of these claims and assertions, as you are aware, were directed at the person of the Right Honorable Dr Hage Geingob, Prime Minister, alleging that he is power hungry and, therefore, proposing amendments to the Namibian Constitution to amass power. Some others allege that there is a sinister agenda to the proposed constitutional amendments. Why the rush, some others ask. It can wait until next year, is what they advise.” He said there had been consultations countrywide and political parties had submitted their proposals. “It is, therefore, very unfortunate to have witnessed a character assassination against the Right Honourable Prime Minister. It was unwarranted and misguided as it was aimed at portraying him in a bad light,“Kawana said. Many critics argue that the Constitution can only be legitimately changed after a referendum. Prof Andre du Pisani raised the question of legitimacy at the public meeting on Thursday, pointing out the need
to secure “the consent of the governed’. As Shangala noted in his paper cited above: “Twenty years on, there is still no referendum framework provided for by an Act of Parliament. Therefore, the President would not be exercising his discretion any time soon. One can enquire in the abstract whether National Council members would have given the two constitutional Amendment
Bills the required majority if referendum legislation had existed - particularly with reference to the popular/infamous ‘third term’ amendment. NGO’s who are calling for public consultations and participating in the demonstration today include the Legal Assistance Centre (LAC), Institute for Public Policy and Research (IPPR), Sister Namibia and the umbrella organisation, Nangof.
SUMMARY OF KEY CONSTITUTIONAL AMENDMENTS In case you were wondering what all the fuss is about, here are some of the major changes in the Third Constitution Amendment Bill: • Size of National Assembly (NA) to increase from 72 elected MPs to 96 members • Presidentially-appointed members of NA to increase from 6 to 8 and have voting powers • Size of National Council (NC) to increase from 26 to 42 members • Regional Governors to become constitutional posts appointed by the President • Creation of the Presidency to include the Office of the President, the Office of the Vice-President, any relevant ministers, the National Planning Commission and the Intelligence Service • Deputy President post created – to be appointed by President from NA ranks but then withdrawn from NA • The quorum for ordinary sessions in the NA to be 28 • The quorum for voting sessions in the NA to be 53 • The quorum for ordinary sessions in the NC to be 14 • The quorum for voting sessions in the NC to be 21 • Creation of Boundaries Delimitation and Demarcation Commission as permanent body • Creation of Parliamentary Service Commission • Provision for run-off votes in presidential election • Electoral Commission of Namibia becomes constitutional body • The Intelligence Service becomes constitutional body Source IPPR

No need for foreign consultants, says Mayor Jade McClune
In his opening address at the Swakopmund Council meeting held last week Mayor Juuso Kambueshe was keen to highlight the achievements of the municipal team and took time to pay tribute to the people who do the work behind the scenes. At the first Council meeting of the financial year 2014 - 2015, Mayor Kambueshe presented long-service awards to Mr Andre Plaatjie (10 years of service), Mr Martinus Kalola (35) and Andreas Haimbiri (40) and wished them good health and prosperity. The mayor also congratulated the manager of corporate services, Mr Andre
Plaatjie, on being elected vice-chairperson on the NCCI (Namibia Chamber of Commerce) Branch in Swakopmund: “I have observed the giant leapfrog that the Swakopmund NCCI Branch is aiming for and I wish to encourage them to continue being drivers of progress in the business fraternity,” he said.
“I am delighted to inform you that Mr Marco Swarts (general manager of corporate services and human resources) was recently elected as a committee member for the formulation of the national urban land policy in Namibia. This follows after a decision by Cabinet mandating our line ministry to spearhead the formulation
of the national urban land policy in the Republic of Namibia.” “Bearing in mind that this committee will be advising our line minister directly, this is an achievement not only to Swakopmund but also to the country at large. There is no need for foreign consultants!” He also mentioned that Mr Swarts was elected as the Nami-
bian Golf Union President and said this is another national achievement of which the municipal team can be proud. Kambueshe also acknowledged the newly elected union leadership: “Allow me to mention the success of our administrators in Swakopmund Municipality, congratulations to the new NAPWU (Namibia
Public Workers Union) representatives elected late June 2014. This NAPWU team will be led by Mr Bernedt Kheibeb, the chairperson, and Mr Tangeni Shiningombwa, the vice-Chairperson. “I wish this leadership well and I am looking forward to progressive cooperation,” the mayor concluded.

Employees of Servest Multi Service Group at the Husab Mine expressed their dismay on alleged irregularities, including not getting paid overtime for Sundays and public holidays, as per the country’s Labour Act. In a letter addressed to the Ministry of Labour’s office, the workers claim to have reported this matter to their union, MANWU, and also the labour office in Swakopmund, about seven months ago, to no avail. The letter states that the workers are being forced to join Seena Labour Legal Consultants in Swakopmund. General workers, food service assistants, cooks and chefs are not paid the prescribed salaries, according to the letter of complaint. It further noted that the amount on workers’ payrolls and the actual salary they receive differ. The
deduction of their Union fees was allegedly cancelled without their concern and this also infuriates the workers. The company’s management is also accused of not giving the workers a chance to express their dismays and, according to the writing, nine people were dismissed, after expressing their discontent on the abovementioned issues. One of the workers, who asked for anonymity, also claimed that workers are not appointed on their qualifications, but put “wherever management decides”. Asked whether he was aware of these burning issues, the MAN-

The company was approached for comment and Seena Labour Legal Consultants responded on their behalf as follows: “Servest Multi Service Group regrettably takes note of the complaints of its workers, as forwarded to us through the namib times. We wish to assure you that all our employees are paid in strict accordance with the provisions of the Labour Act (this includes payment in respect of Sundays, Public Holidays and Night Hours worked). We can also confirm that there is absolutely no truth in the allegation that
employees are being forced to join Seena Legal. Seena Legal is a service provider to our company and no employee makes any contribution to them, or any other service provider for that matter. We are well aware that certain employees are misinterpreting the provisions of the Labour Act related to the payment of Sundays and Public Holidays. We have done our best to address their concerns and to educate them in this regard. Management has also repeatedly invited the Union, together with employee representatives, to accompany them to the Office of the Ministry of Labour in order to clarify any remaining un-
certainty. Unfortunately this offer has not found favour with the Union. We can confirm that Union fees are not being deducted because of the fact that the Union is not recognised as an exclusive bargaining agent and the company is under no legal obligation to do so. We also confirm that nine employees have been dismissed earlier in the year because of their participation in an illegal and unprotected strike. Servest wishes to assure all stakeholders that it conducts its affairs in strict accordance with Namibian legislation and welcomes an investigation by any authority competent to do so.”

Mayor Kambueshe is not happy about the litterbugs around town. He wants Swakopmunders to keep the place spic and span and maintain good standards of hygiene. “Swakopmund is a city in competition against the rest of the world and we are proud of being a clean city. I am afraid that the community of Swakopmund has not been cooperative to maintain our status as a clean city. “I again would like to plead with the community to make sure that we make use of the infrastructure available to dispose our rubbish and refrain from littering. It costs Council an enormous amount of money when Council has to spend more (money and time) to clean up after the community that
has been provided with cleaning infrastructure i.e. skips bins. “I am sure the community will agree with me that we do not aim to bequeath a filthy city to the upbringing years of the next generations. The success of keeping Swakopmund a clean city depends mainly on the cooperation of the community, hence my pleading with you all to please take a serious stance in condemning littering. Let us not shy away from educating our lessprivileged people in society on the importance of hygiene.”

Fishing exports - Mozambique stakeholders to meet Staff Reporter
A stakeholder meeting on the requirements for exporting fish and fishery products, as signed by the Namibian Standards Institute (NSI) and the National Fish Inspection Institute (INIP) of Mozambique, will be held on Thursday at the Pelican Bay Hotel in Walvis Bay.
Permits
Obtain a permit from the Namibian Ministry of Fisheries and Marine Resources (MFMR) to catch fish or dive for crayfish and respect harvesting limitations. WHY? The marine resources are limited and currently some of them are overfished or over collected. It is necessary that everybody uses them wisely and carefully to secure the future harvesting needs by protecting the stock. Quantity/number of marine resources harvestable, minimum size limits of fish and crayfish that can be caught, open season etc. help to manage stocks to avoid the total disappearance of some species in our waters. Do not leave bait or fish on the beach! Either take it home or return it to the sea. This food attracts scavengers like jackals and gulls that prey on other bio-diversity. When you are back home after the holiday, it also inflates the predator population. Where can you get a license for angling, crayfish diving & bait/mussels collection?
MINISTRY OF FISHERIES AND MARINE RESOURCES

Cross-border trade opportunities between Namibia and Angola, due to the country’s large population, high fish consumption and development, are also exploited. In June 2005, Angola and Namibia concluded a bilateral agreement within SADC for training cooperation in the fields of fishing and aquaculture. Namibia offers training facilities for Angolan crews and officers to operate industrial and semi-industrial fishing vessels. Agreements to train fisheries inspectors and observers (including Namibian fisheries protection vessels), and aquaculture technicians, resulted in
internationally recognised certification. The Government of Angola has embarked on a campaign to improve fish processing conditions in the country and improve hygiene standards and fish quality, in accordance with international standards. As exporters of fish and fishery products, one of the main difficulties faced by Namibian fishing companies consists in the different standards and regimes imposed by importing countries to ensure products meet their domestic requirements. The European countries, Japan, China and the United States dominate the market (in terms of prices
and quality requirements) as they account for about 80 percent of world fish and fishery product imports (especially white fish species). The Namibian fishing industry, exporting fish for human consumption, thus needs to comply with the internationally accepted Hazard Analysis Critical Control Point (HACCP) food safety procedures. Hazards associated with the consumption of fish and fishery products can be divided into product safety; commercial quality (freshness, hygiene, general appearance, size, colour, etc.) and mislabelling or economic fraud.

tein, horse mackerel has a high demand in Southern, Central and West Africa. The Namibian species is predominantly sold into the Democratic Republic of the Congo, South Africa, Mozambique, southern Angola, Namibia, Zambia and Zimbabwe. Unlike other African countries (Namibia, South Africa, Botswana, etc) where red meat and chicken is part of the traditional diet, Mozambicans traditionally prefer fish to red meat. A large part of the good quality fish is exported to generate foreign currency so Mozambique stills relies largely on fish imports, mainly from South Africa and Namibia.

After signing a fisheries deal in 2012 which enables Namibian companies to fish in Mozambican waters and vice-versa, Namibia continues to manage shared resources with Mozambique and other fishing nations of the Southern African Development Community (SADC) countries, as set out by the SADC Fisheries Protocol (2006). In accordance with Protocol no. 5 concerning the inspection and certification of fish and fishery products exported to Mozambique must be certified by the NSI, accompanied by a health certificate and labelled in the Portuguese language as well. Namibia boasts one of the most productive fishing environments in the world supporting rich populations of fish, such as horse mackerel, hake, monk, pilchards, pelagic and other fish species. The fishing industry has grown to become one of the pillars of the Namibian economy, mainly due to fish landing at the port towns of Walvis Bay and Lüderitz. According to a report by the Ministry of Fisheries and Marine Resources horse mackerel is exclusively exported to African markets. An important source of affordable pro-

El Niño expected to affect
the regional climate in coming months Jade McClune
Parts of Namibia and southern Africa will be affected by major climate events related to the El Niño phenomenon in the coming months.
Me Regina Shivangulula (AVBOB) heel regs, met die slagoffers
Brand slagoffers kry hulp Marshallino Beukes
According to forecasts by the Climate Prediction Centre of International Research Institute for Climate and Society, there is an increased likelihood that an El Niño event will develop between August and October and it is expected to continue through early 2015. El Niño refers to a climate event: warming of the surface temperatures in the tropical Pacific Ocean. El Niño events tend to develop during the period April-June and reach their maximum strength during December-February. They typically persist for 9-12 months, though occasionally lasting for up to two years and tend to recur every two to seven years. Historical patterns indicate that El Niño climate events increase the prospects of below-average rainfall during the main crop-growing season in southern Africa. ReliefWeb, of the United Nations Office for the
Coordination of Humanitarian Affairs notes that the most common impact of an El Niño is reduced rainfall during the main December-March crop-growing season in southern Africa. Although not all locations in the region are equally affected by El Niño climate events, the humanitarian agency noted that the areas most frequently affected by below-average rainfall are situated along the belt that extends from southern/central Mozambique in the east and stretches westwards to Namibia, as well as the western half of South Africa. On the other hand, it is also predicted that the north-eastern and western parts of the region can likely expect aboveaverage rainfall from October-December during an El Niño. An El Niño typically occurs when the equatorial easterly winds (from east to west) over the Pacific
are lighter than average, resulting in warmer than average Surface Sea Temperatures in the central and eastern Pacific Ocean, but because of the sheer size of the Pacific any changes have global effects. A briefing paper of the United States Agency for International Development published recently by the Famine Early Warning Systems Network said that “changes in the equatorial Pacific Ocean are related to major weather and climate fluctuations around the world, with varying consequences for populations in different locations. USAID said their “analy-sis of crop water ba-lance models suggests that below-average rain fall during El Niños is likely to result in reduced crop yields during the main agricultural season.” “In the past, much of Botswana, Namibia, and Angola also had abovenormal rainfall during around 4 out of 10 El
Niños… In contrast, parts of southern Mozambique, southern Zambia, and southern Zimbabwe have a 50% likelihood of having below-average October-December rainfall during El Niño years, which means that the start of the season can be delayed along with planting for the main agricultural season.” Data published by The Earth Institute at Columbia University towards the end of 2013 suggested that El Niño conditions could mean 2014 would become the hottest year yet recorded. It is understood that climatic changes in the temperatures of the Pacific Ocean could have far-reaching effects on global weather patterns, on fisheries and agriculture in other parts of the world. The cycles of the El Niño are considered one of the major causes of annual variation and instability in climate patterns worldwide.

Right of reply Swakopmund Mayor responds on controversy surrounding tender
Extract from speech of Mayor Juuso Kambueshe at the ordinary Council meeting of the Swakopmund Municipality on 31 July.
The media has been inundated with reports regarding activities and decisions made in our local authority. May I extend a word of gratitude for your effort to carry the message to the masses? Allow me to encourage the media to please not shy away from making enquiries regarding articles before it goes to printing, because some articles may create the wrong perception and can be harmful to individuals and businesses out there.
I wish to state that the Swakopmund Municipality has always been happy with Strydo Construction and so far this Company has served us well. We at no point questioned their skills and ethics. It was the unfortunate circumstances that dragged their name into an internal procedural process and I wish to advise that we remain grounded by the ethics of corporate governance. We refrain from any conception created that Strydo Construction is not on
par with ethics; our experience is the contrary. Again I wish to encourage the Swakopmund Residents Association to continue with their good work of being ever-present in Council meetings and I encourage other stakeholders to embrace this notion of being proud and present at Council meetings. Constructive criticism is at all times welcome and we cannot grow and improve without it. Mayor of Swakopmund, Juuso Kambueshe

Pieter Potgieter

AVBOB donates to Kids Haven Mavourlene Gaes The Kids Haven refuge for orphans and vulnerable children in Walvis Bay, received donations worth N$1 500 from AVBOB Funeral Services Wednesday. AVBOB Walvis Bay branch manager, Jenice Scheepers explained that they have always taken their social responsibility very serious and do their best to help the community where needed. “We are more involved with the old age homes but, have decided to shift our focus a little and are now helping out at the orphanages. She added that she is now planning to donate to an orphanage in Kuisebmond and will also visit Walvis Bay's children ward. The mother of the orphanage Nicoline Philander thanked AVBOB for the donations and said that
every little bit they receive counts and makes a difference. “We are very grateful for what we have received because it will help us a lot. It is amazing that what we received is what we needed and with some of the kids leaving on school trips very soon, it could not have come at a better time” she said. The donation includes food stuffs such as potatoes, onions, oranges and macaroni. The orphanage also received toiletry items that include body lotions, washing powders and even deodorant spray for both girls and boys.

Bank Windhoek adheres to FSO bill The Financial Services Ombudsman Bill will see the creation and appointment of an independent Financial Services Ombudsman (FSO) tasked to deal with customer complaints of financial service providers soon. Bank Windhoek, amongst other financial institutions, is a supporter of this bill. Banks, medical aid funds, pension funds, insurance companies and other providers registered with the Namibia Financial Institutions Supervisory Authority (Namfisa) and the
Bank of Namibia will be represented. The creation of an FSO Office will complement the Bankers' Association of Namibia (BAN)'s code of banking practice. The Code of Banking
Practice, launched last year, is a voluntary code that sets standards of good banking practice for financial institutions to follow when dealing with customers. “Bank Windhoek sup-
ports the creation of an office of an independent Financial Service Ombudsman as we place high premium on service delivery and transparency,” says Marlize Horn, Executive Officer of Marketing and Corporate Communication Services at Bank Windhoek. “Bank Windhoek staff members are
guided by our Service Charter, which was relaunched last year to take into consideration the BAN's Code of Banking Practice and the Bank of Namibia's Guidelines for Lodging Customer Complaints,” she concluded.

Marine Resources' regulations for companies utilising the marine resources of the area. Bobby Kurtz, chairperson of WIG and Rudolf Dausab, director of WIG, handed the donation over to the elderly members. “Since starting the company we have said that we want to give back to the community. We saw a specific need for the old age home and decided we are going to donate a deep freezer with lots of meat,” Dausab said. Jack Brown from the Erongo Region Trust explained that the trust receives goodwill donations in many forms, such as fish from local businesses and distributes it to the needy in the Erongo region. “We form a type of Transmission function,” he concluded.

Hazard chases better opportunities
11
Amulenge Isak
Mavourlene Gaes
Amulenge Isak (24) a local Kwaito and Dancehall artist has already released music videos for his new album billed to be released at the end of the year, which he is confident will thrill his fans. He was born 24 years ago in Onayena and completed his high school education at Nehale Senior Secondary School in 2009, before moving to Walvis Bay that same year. He explained that he, like many others came to the Coastal town in search of better opportunities and to grow as an artist, but admits this was not an easy task. “I have always loved
listening to the radio and singing along, I even used to perform at our school's events or when we had beauty pageants at the school,” he said. In 2010 Hazard attended a World Music Day festival at the Kuisebmond Stadium, where he met DJ Namupala and Kooz who were both performing at the event. DJ Namupala who is also a producer at Mtufu Records gave him his
number and told him to call him if he needed help recording tracks. “I gave him a call after a week and went to see him because I was so eager to start recording. Namupala explained how the recording process was going to work and we agreed on a price,” explained Hazard. After they recorded a few songs together, Hazard met another producer, Pexton Shati who he
became good friends with. Shati started producing beats for him and he would then go and record them with Namupala. Hazard is working on his first album titled “My Life” which is a mixture of Kwaito and Dancehall that will be released in October but he has already released four music videos since 2011; “Linyenga”(meaning move) in Oshiwambo,
Happy Birthday (dedicated to his mother), “Kasi Life” and “My life” that are being aired on NBC and One Africa Television. “The response from the public on my music has been great and motivating, although this industry is tough. I am not one to give up and will grab every opportunity coming my way with both hands,” he concluded.

The International School of Walvis Bay hosted a memorable International Day to be reckoned with, in celebration of the international diversity at the school. The day catered for much entertainment, delicious food and fun for the whole family. There were multiple jumping castles to keep little ones busy, as well as face painting. A crèche was available for toddlers. There was also a henna tattoo station, which was very popular. A series of volleyball games were played by teams of learners representing different countries. The tent with a valley of foods was the most visited, attracting people from all around town with its fantastic aro-

mas tantalising the taste buds. There were different stalls representing different countries and its cuisines. India had samoosas and curry with rotis for sale, Portugal was popular for their prego rolls, South Africa for their biltong products and Iceland for their salmon sandwiches. The crowd was entertained with live music while they enjoyed the opportunity to eat around the world in one day. The event proved to be a huge success. The International School of Walvis Bay is an independent
school founded in 2008 by a group of dedicated parents with a vision. They are confident that students, through their experience of The International School of Walvis Bay, will grow into fulfilled and responsible adults. They are rich in diversity, and cater for the large international community. Most of the current students are Namibian residents; however a large contingent comes from all over the world as far as Australia, Asia, Europe, Brazil, South Africa and various parts of Africa as well.

Three Namibian archers have competed at the bi-annual World Field Archery Championships in the United States of America (USA) recently as archers from 21 countries participated at this prestigious event.
From left Jolien Els, Jackson Engel and Bea Viviers
The archers competed in Yankton, South Dakota, USA. The event that was sponsored by the International Field Archery Association (IFAA), took place from 4 to 8 August. Several hundred arch-
ers from 21 nations converged on the site of the Easton Archery Training Centre for this esteemed event. Jolien Els of Walvis Bay competed in the ‘junior female bow hunter unlimited’ di-
vision. Jackson Engel from Windhoek was shooting in the ‘junior male freestyle unlimited’ division and Bea Viviers, also from Windhoek, was competing in the ‘adult female freestyle unlimi-
ted’ division. All archers did very well in the event. Jolien Els was awarded a silver medal (second place). Jackson Engel finished in 5th place and Bea Viviers finished in 7th
place in their respective divisions. Despite the rainy weather conditions throughout the event, Namibia’s archers proved themselves to be highly competitive on the world stage.
Veterane wen Engen Namib Diesel Social toernooi Doubles League Marshallino Beukes
"Old Crocks" in aksie
The halfway mark has been reached with no serious incidents on the courts yet. The players are really getting into the swing of things, as the matches are definitely lasting a bit longer. Keep it up you all, play has been a pleasure to watch. On Monday (4 August) in the A Section, Supatronix bt Crown Jewels 3-2. It was a tough long match. Amanda Beukes had to retire with a knee injury in the 5th game. Ze/Stefan fortunate to take the win, as it could have gone either way. Boeties bt Gateway Shipping 3-2. Trev/Brandon played great to get the better of Rich/ Phillip de Villiers. EAE Sparkies bt Castle Lities 3-0.
