Swakop municipality takes control Jade McClune Tenders for the servicing of all the erven that form part of the mass housing programme in Swakopmund will in future be handled directly by the municipality and not by the National Housing Enterprise (NHE).

Following some disagreement over who will service the 3 034 erven allocated to the mass housing project, the CEO of Swakopmund Mr Eckart Demasius wrote to NAMIB TIMES 19 the NHE on 24 April: “In Bladsy 15 order to clarify a misunderstanding, the Ministry Locker vom is requested to instruct the

Swakopmund Municipality that the Local Authority will be responsible for the servicing of erven for the mass housing project.” In line with its decision to service its own land, Council said at the end of May that tenders for the servicing of land were already being compiled by

Windhoek Consulting Engineers. This development follows recent revelations that the municipality had lost out on hundreds of millions of dollars over the past decade due to an earlier decision to allow private developers to buy and service undeveloped erven.

Partly as a result of the rapid implementation of the mass housing project launched by President Hifikepunye Pohamba in December 2013, the ambitious multi-billion dollar scheme has been the subject of heated criticism and confusion.

Apparently Council refuses to attend to blockages because the toilets were built without approval. A resident complained to the namib times about a neighbour’s sewerage system being clogged for over a year since February 2013. “I reported the matter to the health inspector of the municipality in February

2013, but it has been over a year now and nothing has been done about the problem. I am afraid for the children’s health as this can easily cause cholera to break out. I have reported the matter to the municipality who said that it is not their problem as the toilet was built without council approval and the owner
