Port Control should have been notified immediately. “The plan of action depends on the circumstances. We determine if any lives are in danger, if the boats are in danger of sinking, if there is a possibility of pollution and then react accordingly’” he said. “This is a very unfortunate first in the history of the company. We really do not know how this could have happened. We are relieved that no lives were lost and the company is in the process off assessing the damage,” he said. Both boats returned and were moored at the Benguella Jetty. According to reports the whitefish vessels (Hake & Monk) Lisinda (IMO number is 7303114) with Pieter Verkuil as its skipper was coming in from the fishing grounds and the Lynette (Call sign V-5 LA) with Francois Bouman as its skipper was on its way out to the fishing grounds when the two boats rammed head on into each other. No injuries or casualties were recorded amongst the approximately 32 crewmembers, 16 on board of each vessel. The Lisinda was built in 1973 in Netherland. Both vessels are registered in Namibia and have a tonnage capacity of approximately 220 tons.

Solar power project planned at Arandis A public meeting to discuss radical changes to the new power plant that would be built on the outskirts of the town took Jade McClune place at Arandis on Wednesday night. The commissioning firm, Arandis Power, plans to construct a solar (photovoltaic) power plant, in addition to a thermal power plant. The solar plant, including panels, inverters, transformers, and tracking system will be located north of the approved Arandis Power plant on the eastern outskirts of the town to produce 54 Megawatt peak. Each of the 183 960 solar panels will have a tracking system that enables them to track the sun from east to west during the day. It is proposed that the solar plant be built on 142 hectares of land previously allocated for the thermal power plant. Arandis Power is also proposing that the substation for its thermal power station, with a projected output capacity of 120MW, be moved to another location.Arandis Power plans to use residual fuel, known as heavy fuel oil (HFO) and recycled oil, from its waste oil recycling plant. The waste oil recycling plant will treat oily waste from various sources, in particular from ocean vessels (oily bilge water, oily residues and slops) and is expected to process up to 60 000 tonnes of wet petroleum residues a year. The power station will initially be fuelled mainly by HFO, but as the recycling plant becomes established, the proportion of recycled waste oil may gradually
increase. The heavy-fuel power project will however have serious social and environmental consequences, which cannot be ignored. The consultants who conducted the first assessment, SLR Consulting, outlined some of the unmitigated risks in their 2012 report. Economic impact They found that at an economic level, the thermal power “project holds a potential threat to Arandis’s Strategic Plan, which aims to attract tourism to the town. It may also indirectly impact on various components of the associated hospitality sector.” SLR however claimed that the positive economic benefits can be enhanced and “the industrial and tourism sectors can co-exist, so that negative impacts on tourism are limited. In this regard, a collective management effort is required from the government, mining and tourism sectors.” The consultants estimate that around 900 people would be employed during the construction phase and once operational the thermal power station is expected to employ 46 people. The waste oil plant will also employ 30 people and it is projected that “further indirect job opportunities will be created … such as the collection of waste oil from vessels, the transport of waste oil
The location of the solar plant to the plant, plant service and maintenance, and accounting and insurance services.” These jobs will however be lost should the thermal power plants cease to operate, SLR noted. It is not yet clear how many jobs would be created by the solar power project. Social impact Of concern to many locals is that the “demand for construction workers is likely to stimulate an influx of job-seekers to Arandis for the 15-18 month construction period. In-migration usually leads to an increased incidence of social ills, including alcoholism, drug abuse, prostitution, gambling and criminality.”
Alcohol abuse is often fuelled by cash earnings, with a corresponding increase in cases of violence (typically against women and children), unprotected sex and the spread of HIV. Furthermore “the influx of job seekers may increase over-crowding, which increases the spread of TB.” Without measures in place, “the inward migration issue is predicted to have a cumulative high impact.” Residents are also concerned that an increased demand for housing will further push up the prices of the existing housing stock. SLR also found that due to the expected “influx of construction and operational personnel and their
The Big Stink in Mondesa Jade McClune
Large parts of old Mondesa have turned into an open sewer. Residents in the area say they are sick and tired of the stink and that they are at risk of disease from the waste-water which runs freely around the Festus Gonteb Primary School. Mr Abraham Lenga, the principal of Festus Gonteb Primary has repeatedly pointed out the problem of running waste water in the streets around the school and the

health risk to the learners, but week after week, year after year, the problem keeps recurring. Primary school learners are particularly at risk, as the children have to make their way over and around large pools of sewerage on their way to school and back home. The Namib Times reported earlier this year on the flooding of people’s homes
and yards in the area around OB Street where excess waste-water started pushing up from below the ground and had to be regularly pumped out. It is understood that the sewerage infrastructure of the old Mondesa is aging and does not have the capacity to handle all the waste from the new extensions, as it was not designed to handle all the
pressure. Strydo Construction was recently awarded a contract to renew the aged pipes in the area and have been digging up the area, but have not yet managed to sort out the unhygienic mess, because clearly the problem is escalating and the residents, as well as school authorities, are running out of patience.
Erongo Red Call Centre officially opened The long awaited Call Centre of Erongo Red was officially opened yesterday morning. Mr Nico Niemand, acting general manager, when a tender was sent out to stated in his speech that the journey of develop a master plan for such establishing a call centre started in 2010 a centre; this plan was finally completed on 11 May 2014. The master plan was carried out in two phases. The first phase was to ensure that the organisation was adequately prepared for the rational and astute procurement of a fully integrated, fully functional customer call centre/ contact centre. Phase 2 involved the expansion of services to customers via a call centre. The Call Centre is a one stop query resolution centre, from the point an enquiry is received to the point where the enquiry is resolved and closed, customers Mr Robert Kahimise are kept updated and informed.
The Call Centre aims to provide the highest quality of service within the Erongo Region and beyond. One of the aims of the centre is to decrease the number of complaints and increase the response on enquiries. Part of the efforts is to improve communication with customers. In the period of 1 January 2013 until 25 February 2014, a total number of 27 823 calls were logged, and 18 670 calls were handled by the centre itself. Erongo Red spent approximately N$700 000 on the master plan and centre, and an additional cost of N$134 000 is still needed to finalise the project.

The CEO of Erongo Red, Mr Robert Kahimise, said, “Erongo Red regards the relationship with our customers as absolutely important, the launching of the call centre is part of our efforts to improve communication. The launching of the Call Centre is just one of the many investments Erongo Red has made in various towns in the Erongo region for the benefit of all. Furthermore, the Erongo Red toll-free number (0819600) is accessible from anywhere in Namibia and alternatively customers are welcome to make use of the 064-214680 landline number.
families, the existing health, housing and educational infrastructure will be under pressure,” but noted that central government plans to upgrade and increase medical, housing and school infrastructure at the town. Environmental impact A number of major environmental risks are also associated with the heavy oil power plant. Flood water can carry contaminants (hydrocarbons and other chemicals) from various sources on site and “transport these to downstream populated areas, while seepage from pollution sources may flow via drainage channels contaminating surface water sources outside of the project site. Both these scenarios present a potential health risk to humans, vegetation and livestock. At elevated pollution concentrations these contaminants can be harmful to humans if ingested directly or indirectly through contaminated vegetation, vertebrates and invertebrates.” There is also a risk of heavy fuel oil and waste oil, waste water and sludge, dirty runoff, or sewage leaking into the groundwater, but SLR reckons that the impact can be reduced through proper engineering design and controls. SLR further noted that “No ambient air quality guide-
lines or standards exist for Namibia therefore relevant international criteria were reviewed to assess potential health impacts of gaseous emissions during the operational phase of the proposed project, as the likely impact is considered medium to high.”The report said that in parts of Arandis the noise will be “barely perceptible”, while at the nearest point (“one site at night where there would be a moderate severity of increase in noise”), but noted there are currently no regulations concerning environmental noise in Namibia. SLR further found that “the initial landscape impact caused by the proposed development would be moderate/substantial and therefore significant, but said that “once the proposed Arandis Town Plan is partially or fully implemented, visual impacts would reduce as the area would become industrialised.” Heritage sites of archaeological value in the area would also be at risk. The latest changes to Arandis Power’s plan are likely to reflect some of these concerns. The proposed change to the original plan of the power plant follows the announcement by the Ministry of Mines and Energy last year that there would be no coal-powered station at Arandis.

“Ek was ‘n helverdiende sondaar.
Culprits were caught before break in More culprits were caught this week before they could break into vehicles in Walvis Bay.
These two men were caught when they were trying to break into a red Mercedez Benz in the vicinity of Waltons yesterday morning. The police were notified, and the two were apprehended while they were trying to gain access to the vehicle. This is the second incident of its kind this week.
DRC Concerned Group’s chairman assaulted Marshallino Beukes After a recent report on a Swakopmund traffic officer, Appolus Motinga, who allegedly assaulted a man while on duty, another Swakopmund resident came forth with the same allegation against another traffic officer, AA Olyn. This time it was the chairman of the DRC Residents Concerned Group, Mr David Nghiimbwasha, who apparently fell victim to a vicious attack by a law enforcer. Nghiimbwasha did report the matter and a case of assault was opened (CR 08/04/2014). According to Nghiimbwasha the incident took place on 5 April 2014, after he was pulled over by the officer, near Puma Service Station in Rakotoka Street in Swakopmund. The officer allegedly pulled him over, because he did not stop at a nearby stop sign, which the plaintiff strongly denies. According to him he had two passengers in his vehicle, on their way to the State hospital. Nghiimbwasha admitted that he was not in possession of a valid taxi license at the time and this was also added to his charge sheet. He applied for a license to operate with his car as a taxi on 25 September 2013, but according to him nothing was issued to him yet. All he had to show was the proof of application. The traffic officer then apparently told him that a reflector lamp in the front of his car was unauthorised and according to him he questioned this matter, because it was sold legally at stores.
Nghiimbwasha was then allegedly told that he was being “a wise guy” and they started to argue. The community activist was handcuffed and the officer drove with him in the town’s direction, where they stopped. At this stage the law enforcer allegedly got aggressive, after he saw Nghiimbwasha was recording the incident on his mobile phone. “He jumped out of the car and forcefully took my phone, after hitting me in the back with his fist and kicked me,” the plaintiff told the newspaper. According to him the officer deleted everything from his phone, including his personal files. Afterwards the complainant was taken to the Mondesa police station, leaving his vehicle at the side of the road. He was later given a lift to his vehicle by a police officer, where he found that his radio and radio pouch were stolen from the vehicle. The officer suspended the vehicle on grounds of a cracked windscreen, unauthorized lamp, no reverse lights and one faulty rear tyre. The total fine was N$ 4 000 (N$2000 for taxi license, N$1500 for not stopping at a stop sign and N$500 for the cracked windscreen).

Clarity on SPCA namib times
adoption fees Confusion has recently occurred regarding the costs of adopting a pet at the SPCA. Some people feel that the fees are too high, while the SPCA feels that they are not being unreasonable. A local resident spoke to the newspaper about her concern regarding the costs of adopting a pet at the Tierschutzverein Swakopmund (SPCA). “I know of a loving family who wanted to adopt a puppy at the SPCA, but when they heard that it costs between N$800 to N$1 400, they were very disappointed. They cannot afford to pay that amount, but they can give a puppy a good home. I was shocked, because while these animals are in desperate need of a home and someone is willing to adopt one of them, the costs are too high. Is the SPCA looking for homes for these animals or looking to put them to sleep? I can understand that the SPCA looks after the well-being of the animals, but I thought that giving these animals a loving home would be their first priority. I support the SPCA a lot, but for the moment I will refrain from doing so. I spoke to the SPCA and they did agree to sell the puppy to the family for N$450, however due to all the fuss, the family decided not to adopt the puppy,” she said. A spokesperson at the Swakopmund SPCA explained where the adoption fees go to when an animal is adopted. “We don’t sell pets. We are a registered welfare animal shelter & rescue organisation. The SPCA has been of service to the Swakopmund community for 40+ years. Our objective is to provide an interim shelter for abandoned and discarded animals, giving them security, food and medical treatment. Between 2012 and 2013 we rescued in excess of 800 pets, of which some are still in our care,” she said. “It is incorrect that our fees for a puppy vary between N$800 – N$1 400.The complaint was lodged on behalf of a third party, who’s contact details were not disclosed to us, thus we haven’t been able to follow up directly. We informed the complainant of the correct fees and offered to accept multiple payments on a case per case basis. We were informed that the third party would look for a puppy elsewhere,” she said. According to this spokesperson, they don’t have a state vet in Swakopmund to spay/neuter pets and they rely on private vets. “We are very grateful for their services and have established an extended partnership with them. The SPCA`s adoption fee is N$1 100 for a female dog which includes the first vaccination, sterilisation and de-worming.
A male dog costs N$609 to have it neutered and we charge an adoption fee of N$700, which includes vaccinations and de-worming,” “To vaccinate a dog could cost N$247 at the vet for their first vaccination. Puppies and kittens can be adopted at a small fee of N$450. The adoptive owner receives a vet voucher valued at N$450 (it may vary and depends whether the puppy/kitten has received their first & second vaccinations) which can be used towards his/ her sterilisation & vaccinations. Our vet bill is often higher than N$8 000 per month and includes costs we may never recover, even if the pets are re-homed. It is clear we do not make any profit. It is strictly to cover costs incurred in order to re-home an animal and avoid further breeding and more homeless pets,” she said. “We are always grateful to those who make donations towards our vet account. These animals must be fed, given shelter and medical treatment. Just like any other business, we have normal monthly expenses e.g. water & electricity, gas, telephone & internet, salaries for our workers, petrol and vehicle. We do receive food donations from local entities, which we are very grateful for. Our pets are fed high quality, affordable food and have a well-balanced diet. The premises and kennels must be maintained and also comply with certain health regulations in order to shelter pets. Cleaning products alone are a big expense. Our kennels are cleaned daily. It is our mission to maintain healthy animals and a healthy environment,” she said.

“We can never be sure whether animals picked up from the street`s vaccinations are up to date. Strays must remain in quarantine for a period of 10 days. Often, these animals are diagnosed with the Parvo Virus and our kennels have to be disinfected with F10. This include the food & water bowls, blankets etc, and of course this includes medical costs incurred for an animal which may never be recovered if the owner is not located,” she said. “Our adoption fees for spayed and vaccinated male dogs are N$700 and a female is N$1 100. For a spayed and vaccinated male cat it is N$500 and a female is N$750. Puppies and kittens (unspayed) are N$450.” “We have animals in our care that has been here for over two years. We do not simply put animals to sleep. We firmly believe in second chances and will go to extremes to re-home animals. In some cases an animal cannot be re-homed due to aggression or illness. We do not re-home an animal unless children or other pets will be safe from harm. This is never an easy decision and it is decided as a group.” “We are fortunate and grateful that we have volunteers who work with our animals to socialise and train them. In some cases however this does not work, due to abuse the animal may have suffered or the fact that the animal was never socialised. Even with owner surrender pets, we do not always receive the full background and all animals are evaluated carefully before being re-homed. We are not a “kill shelter”. It does cost a lot of money to keep these pets. Some for many years and maybe some will never find a home, but they will always have a home with our SPCA. We trust this clarifies that we are not running our shelter to make money. We depend on public funding & donations to shelter, care and re-home our communities’ unwanted pets.” “Thank you to everyone & businesses for your support. Your assistance/donations have saved many lives. For more information, contact: info@spcaswakopmund. org

This week we talked to the talented Heather Dennis, also known as Miss H when she is on stage. This amazing young lady is one of our own – born in Arandis and raised in Swakopmund. When asked who Miss H is she explained, “We need a book to answer that one, or maybe a movie. If I have to try and describe Miss H, I would say she is a character, quite different from Heather. I created Miss H to build up confidence for stage performances. She is the wild part of me. The crowd surfer, so to speak. Miss H can do things that Heather could never do. She is also a shield for Heather. Being in the spotlight can be difficult when sometimes, all you want to do is be normal. Miss H helps with that.” This year Miss H has been performing all over the country with her last performance being at Bezilodge and Bar in Katima Mulilo.

When asked whether she sees it as important for artists to make a statement through their music she answered, “It is imperative for artists to do this.
She added, “This week I am in Windhoek doing corporate events and one show at QueTapaz on Wednesday night. I am more in a travel state of mind and music seems to be taking me everywhere I want to go. I am writing, learning and exploring. This year my plans include performing, working and collaborating with artists from Zambia, including Cactus Agony and Chitalu Kaibele. I have been travelling a lot, especially to far-off places because at this point in my life, I am hungry for experience and fresh points of view.” Her hopes for this year include various projects that she is currently working on. She explained, “Some personal and some for charity. My plans include working on a hip hop project (because I miss the scene) and playing at several festivals… Fingers crossed…” We asked Miss H where she hopes to be within the next few years and she shared, “I really can’t say. That remains to be revealed by the Creator. However, for my happiness, I see myself starting a family and touring the world with them.” When it comes to a possible album for her fans she noted, “Funny you say that because I’m not a fan of albums but, I will be working on one in Swakopmund later this year, due for release in the middle of next year.” Miss H said that her biggest inspi-
ration when it comes to making music is not one, but many things, “To be honest, so many things inspire me and those inspirations change from time to time. Previously, it was the ecstasy of creating rock ‘n roll. Now, I find myself inspired by the people of Africa, our land, our cultures, our lingo, our beauty and most of all, our rhythm.” The talented Miss H writes all of her own songs, and explained to us, “It’s the only way I can really say what’s on my mind. I find it difficult to express my thoughts into words. However, I also do certain covers because there are a lot of songs that say things that have a sentimental value to me as well as other people.” The music scene is nothing new to Heather as she shared that in her mind she can remember starting to play music from the age of 12. She added, “My mother says much earlier than that! My first time on stage was playing a violin solo with the Swakopmund Youth Orchestra at the age of 6.” When asked whether she sees it as important for artists to make a statement through their music she answered, “It is imperative for artists to do this. So many people suffer unnecessarily because no one, with the ability and access, will speak for them… In my words, where there is music, there will always be revolution.” The message Miss H wants to send through her music is, “To be confident in your own skin. To say what you mean and mean what you say. To do all things with Love.” Heather shared some exciting news with us about a next event where she will be performing, “I am playing at the Siavonga Music Festival in Zambia for one. My travels are taking me as far as Tanzania and Kenya in the next two months. I’m hoping to take on the underground South African scene in the next 3 weeks so I am really excited” Good luck to Miss H!

So funktioniert Europa!

Locker vom Hocker Die digitale Droge

Pacman seeking revenge Manny Pacquiao’s search for redemption continues this weekend when he seeks to avenge his defeat against unbeaten Timothy Bradley in Las Vegas.
The tournament will be broadcasted live on SS6/SS6HD from 2am (local Namibian Winter Time) on Sunday. Their first fight was neck and neck, with Pacman appearing to narrowly win, but the judges thought differently and awarded the fight to the American. As a consequence, Bradley hasn’t been wholly accepted as a legitimate champion while Pacman (55-5-2, 38 KOs) continued to enjoy great popularity, notwithstanding his shattering knockout defeat to Jean Manuel Marquez in his next fight. The turn of events has irritated Bradley who went on to win two more major fights, against Ruslan Provodnikov and Marquez, but continues to be disrespected. “Bring the best,” an uptight Bradley (310, 12 KOs) said this week. “I’m sick of it. Everybody that fights me makes excuses. The first time around, he made excuses. This time around, hopefully, he’ll take his buttwhopping like a man. I fight the best, that’s what gets me up. I don’t care about records, accolades or what you’ve done in the past, what matters is April 12.” This fight is vital for Pacman in context of
his future. Another loss would almost certainly relegate him from the elite level and condemn potential fights against Floyd Mayweather Jnr and Marquez. The early betting, however, is firmly
with the popular Fillipino. With a solid training camp behind him and the certainty that his future rides on this weekend, he is likely to dominate Bradley in another gritty, entertaining 12-rounder.
Walvis Bay Netball Centre NEWS Netball League Kicks off at Jan Wilken The first whistle has been blown starting the Winter Netball League at Jan Wilken Stadium on Saturday 5th of April.
