Faulty WACS cable repaired Marshallino Beukes Repair work on the West African Cable System (WACS) was finished yesterday, after an intense operation in this regard was conducted. The 14 530 kilometre underwater communications cable connects
the west coast of Africa. Furthermore it is transporting the majority of
internet traffic for Namibia, Botswana and Zambia.
The cable linked to Namibia goes out 258.174 kilometres into the At-
lantic Ocean, where it connects with the Branching Unit.

Omualu Fishing (PTY) Ltd has scored a first in the horse mackerel industry in Namibia by filleting horse mackerel, butterfly style, for the European market. So far the company has exported 20 tons since the project started in May. Managing Director, Sacky Kadhila Amoomo said, in response to the minister’s call to add value to horse mackerel, the company

sistance of the research partner in Europe, the company embarked on the filleting line and in May dispatched the first consignment of five tons to Europe and delivered the same quantity on the second order.

Anita makes her mark Sharlien Tjambari
In Namibia, a country where gender equality is considered an important factor, people still believe that some jobs are only meant for a certain gender (men). Anita Matthys (43) is one of the few women who obtained a heavy vehicle licence (Code 11) and proved them wrong. Anita, mother to three daughters and a son, has been with Rössing Uranium for four years, after spending more than 14 years in the Namibian Police and Security Services. As a senior protection officer, Anita prefers to stay busy all the time and loves to work in the protection services’ control room where focus, vigi-
lance and care are paramount. The idea of becoming qualified to operate heavy vehicles came to Anita’s mind after the recent review of the work responsibilities of a senior protection officer. It was found that everyone employed in the position should be in possession of a Code 10 license in order to be able
to operate the mine’s fire engine and ambulances. They were then tasked to obtain their Code 10 licenses within six months to ensure moving up on the grade scale in their positions. Rössing decided to send them to training to obtain their Code 11 licenses instead. Anita says their trainer showed more faith than
mercy, but after a tough two weeks and almost giving up, she returned victoriously with her Code 11 license in her pocket. She said she was a little nervous about the prospect of getting behind the wheel of one of the blue or white buses. She further commented that she strongly believes that women try harder,
because they often have to fight prejudice and condescending attitudes. “Women try a little harder to proof to everyone that they are fit for the job. Success is always sweet under such circumstances. It creates a real sense of Anita Matthys achievement and it is al- make your family and ways very gratifying to friends proud of your

Too early to tell if brine is harming marine life

A number of coastal residents have in recent times expressed concern that the constant release of brine from Areva’s desalination plant at Wlotzkasbaken into the sea may negatively affect marine life in the area and the wider coastal ecology. Anecdotal reports from fishermen suggest that there has been a decline in the black mussel population along the shore in recent years, but there is as yet no scientific evidence, or baseline information, by means of which their suspicion that this is a result of brine discharges into the ocean, could be proven. A number of questions were directed to Areva last week to confirm whether they have a permit to discharge brine into the sea. An Areva spokesperson confirmed that the Ministry of Agriculture, Water and Forestry issued a Wastewater and Effluent Disposal Exemption permit (No. 575) for the disposal of industrial effluent (brine) from AREVA’s desalination plant. In a written response Areva said the volume of brine released depends on the volume of desalinated water produced: “In general, of every 100 litres of seawater pumped into the plant 52 litres are returned to the sea as brine, while 48 litres are desalinated to drinking water quality.” Asked who is responsible for monitoring the impact of the brine along the shore, the company said that the main plant operator, AVENG Water Treatment, is responsible for the implementation of a monitoring system under the supervision of AREVA. “A monitoring programme was planned in 2012 and implemented in 2013. The aim is to assess the water

quality of the coastal waters in the vicinity of the desalination plant and its effect on marine life. “This concern was taken into account in the design of the outfall structure. The brine pipeline extends 600 metres into the sea and its last section was equipped with diffusers to ensure quick mixing of brine and sea water. “Using actual measurements of the currents along the coast and the strong wave action near the beach, a model developed for the environmental impact assessment showed that the brine would be diluted to natural salinity within 2050 metres from the outlet. “Since it would be impossible to monitor all organisms in the vicinity of the brine outlet the study was designed using oysters as a biological indicator species. Nets with small oysters are placed in a circle around the outfall pipe and at control points upstream and downstream of the discharge point. “The theory is that oysters affected by higher salinity or pollutants will either die or grow slower than those at the control sites. The oysters are checked monthly and their growth is measured. In addition, water samples are collected for chemical analysis, while probes and current meters are used during field surveys. “Divers placed the moorings that anchor the buoys to the seafloor at the various monitoring sites in Ja-
nuary 2013 and the first oysters were suspended from the structures in February. By that time, some of the initial moorings had already disappeared. Sixteen new concrete moorings were made and secured in place whenever the sea was calm enough. “When this was completed the second set of oyster nets was attached to the moorings in May. Measurements showed that the first batch of oysters had grown from 10 mm in diameter to about 40 mm in the five months between February and July 2013. The analysis of the data collected will provide a continuous assessment of any impact that the discharge of brine from the desalination plant may have on the marine ecosystem.” Asked whether they have detected any significant changes within the coastal environment as a result of the brine discharged into the sea, Areva said given the fact that the monitoring system was only implemented in 2013 “it is premature to draw any conclusions at this stage.” Areva’s plant has the capacity to produce 20 million cubic meters of water a year. In comparison, the region’s annual water requirement is 13 million cubic meters. Thus far all desalinated water from Wlotzkasbaken has been reserved for exclusive use by Trekkopje and other uranium mines in the region.

Dorcas Mhungu Omualu Fishing (PTY) LTD Friday celebrated the inauguration of a N$40 million fish processing plant by the minister of Fisheries and Marine Resources, Bernard Esau. The inauguration was also attended by the minister of Justice Uutoni Nujoma, Erongo Regional Governor, Cleophas Mutjavikua, governor of Otjozondjupa region, Samuel Nuuyoma , Mayors of Walvis Bay and Swakopmund Uillika Nambahu and Juuso Kambueshe, the queen of the Oukwanyama, Meekulu Martha Mwadinomho Christiaan ya Nelumbu, among the important guests. Minister Esau commended Omualu Fishing for advancing the ministry's policy on granting of rights to harvest marine resources which are Namibianisation, employment creation and investment. “I am happy that Omualu is following the policy guidelines of the ministry of fisheries and marine resources. Omualu has invested in a vessel, invested in an onshore processing plant, committed to
value addition and created and sustained the employment of over 708 Namibians. I am deeply delighted that the processing plant that I will inaugurate is 100 percent owned by previously disadvantaged Namibians,” Esau said. But the minister expressed concern about the living conditions of the workers. He urged the companies to ensure that the workers live in proper houses and not the shacks that they live in which are always catching fire. Esau said some fishing sector employees are permanent contract workers and he urged the employers to accord them permanent jobs so that they can qualify for other benefits like housing. He urged the company to do more for the country to realise Vision 2030 goals. Esau urged other right holders to emulate Omualu Fishing adding that it is
possible to meaningfully take part in the fishing industry than to give quotas to existing operators. The minister further challenged the fishng companies to increase onshore processing in the horse m a c k e r e l i n d u s t r y, develop the local consumption of fish and address the challenges of nutrition and food security. Chairman of Omualu Fishing, Johannes Nanyeni recounting how the company was established, said just over two years ago, five right holders namely Aluhe Fishing, Omukwa Management Fishing, MoBe Fishing, Omdiva Fishing and Queen Kalaeinasho Fishing joined hands to form Omualu Fishing Company. He said the horse mackerel fishing industry was dominated by two major players and all vessels in the fishing industry were owned by foreign companies

The board of directors of ASP has recognised the need for training in order to manage funds responsibly towards projects that will benefit the most vulnerable members of the respective
communities. “The trust caters for the socio-economic development of a certain section of the Namibian civilisation,” he continued. “In the instance of the Topnaar trust, the trust aims to promote the wellbeing and community development of the Topnaar people, more specifically Topnaar's living in the coastal/Erongo area.” Members of the Top-
naar community that can benefit from this trust include primary health care workers, education, small businesses and the fishing industry. Allocation of this trust does not necessarily need to benefit the entire Topnaar community but it could also be allocated to a very specific group of Topnaars. Mr Masiza went on to explain the functions of a trust, how trusts are
regulated within Namibia, the legal status, beneficiaries, the duties of trustees, management, legal proceedings, and much more aspects relating to trust funds. “I learned a lot, especially the part of using the deed of trust, and then relating it to the act. It was very helpful,” one of the attendees said when asked how she found the workshop.

Woman and Child abuse campaign on its way Mavourlene Gaes Former Walvis mayor Derek Klazen and the Women and Child Abuse Unit pre-launched the “Don't look away, act against woman and child abuse” campaign on Monday at a local hotel in Walvis Bay.

The aim of the campaign is to create awareness in high schools about violence against women and children. According to Mr Derek Klazen, each time a woman is killed from incidents involving gender based violence, it touches the hearts of everyone who has a mother. “When the youth of Narraville approached
me with the idea of this campaign, I had no choice but to accept and help them as this is a national concern. The birth of the campaign came from passion killings, which have taken our Nation by storm,” he said. He added that the silence has been broken and now is the time to act to put an end to the unnecessary killing of innocent women and children. The effects of violence remains with those who are subjected to it throughout their life and the child that grows up in violent situations will think violence is acceptable and hence for us to make children aware that any form of violence is bad and definitely not a good thing, Klazen added. The campaign plans to reach 6 000 learners during planned visits. Information sharing visits are planned to take place at high schools like De Duine Secondary School, Duneside Secondary School, Swakopmund Secondary School, Namib High School and Kuisebmond Secondary School. During the course of the campaign there will be performances by local artists and there will also be two concerts held in both Swakopmund and Walvis Bay, focusing on violence victims and creating awareness through music.

Omaru snaps up shares in Corvima Dorcas Mhungu
Omaru Fishing (PTY) Ltd Saturday signed a Memorandum of Agreement of Sale for a 15 percent shareholding stake in Corvima Properties, a division of Seawork Fish Processors (PTY) Ltd worth N$9 million. The chairman of Omaru Fishing, Nakathingo Shivute described the acquisition as a major investment and empowerment initiative of indigenous Namibians into the hake fishing industry by Seawork’s initiative to offer indigenous Namibian companies in the hake industry to acquire up to 75 percent of Corvima Properties. “We are indeed grateful and our sincere gratitude goes to Peter Pahl and his fellow shareholders in availing this appreciating
land based prime asset at Walvis Bay for investment to indigenous Namibian right holders,” Shivute prided. He said the acquisition follows well the ministerial requirement for land based investment and employment creation to reduce the worrying and high unemployment rate in the country. “Our sincere hope is that this investment will be recognised by the Ministry of Fisheries and Marine Resources for Omaru to secure long term rights
and quota sustainability... we are pleased to have Seawork Fish Processors as our strategic, technical, financial and marketing long term partner for Omaru’s hake quota utilisation,” Shivute added. He said the quota utilisation agreement is the next generation fisheries empowerment agreement breaking the historical trend where most hake concessionaires placed their hake quotas with Spanish companies. Shivute said the company prides in breaking the ice
and its hake quota will in future be processed through labour intensive hand filleting and not by machines to support employment creation. Omaru Fishing will now participate in the fishing value chain of catching, processing, and marketing. E-Voting easy and simple to use Madelaine Laubscher The Electoral Commission of Namibia (ECN) has launched electronic voting machines (EVM’s) in preparation for the 2014 Presidential and National Assembly Elections, to make the voting process fast and easy. The head of the Information Technology (IT) department, Mr Nico Mingelius, of the ECN responding to an inquiry about the advantages and disadvantages of using the machines said,“The process of consultations and the acquisition of the EVM’s started in 2006. We currently have 1 700 control units and 3 400 ballot units and have ordered 3 400 control units, which will be delivered later this year. The ECN took a decision to use EVM’s in all elections in Namibia. The EVM’s were used for the first time in an actual election on the African continent on 5 August this year during the Ohangwena Constituency bi-elections. Furthermore, the EVMs
will be used in the upcoming Bukalo Local Authority elections on 22 August, the Otjinene Local Authority Elections on 29 August and the Presidential and National Assembly elections scheduled for November this year. The first EVM’s acquired in 2008/2009 cost us about N$20million and for the 2013/2014 elections will cost us approximately N$30million. EVM’s are manufactured by Bharat electronics, an Indian Company. Intensive voter education has been provided and continues to be provided countrywide,” he said. According to Mingelius, the EVM is easy and simple to use and the elderly and illiterate persons will be able to use the machines
as the voter is required to press only two buttons. He said to cast your vote, a voter must make a selection of a candidate or party of his/her choice by pressing the button corresponding to the party/candidate of his/ her choice (this is like making a mark in the conventional method of voting, using a ballot paper) and then press the red ‘register’ button at the bottom of the ballot unit to confirm or cast the vote (this is similar to a voter casting a ballot paper into the ballot box). In the past, the ECN faced challenges which included long queues at polling stations which resulted in long hours for polling staff and late announcement of results. The time spent inside the polling station by
an individual to follow and complete the actual voting process is a factor mainly contributing to low turnouts. “Many Namibians avoid voting, because of the time it takes to vote. Declaration of results takes too long because the manual counting of ballot papers which potentially could result in error, are cumbersome and time consuming. The transportation of ballot boxes with uncounted ballot papers has been a suspicion breeder, inconvenient and also time consuming. Claims of unlawful activities and malpractice often levelled against election officials during of the time between voting and announcement of results is a concern for keeping
the ideals of fair and free elections,” the IT expert further explained. Mingelius explained that the EVM will improve the Namibian electoral process by ensuring efficiency and effective service delivery, encouraging full participation by electorate and stakeholders and reducing educe cost. Accordingly, the device avails advantages such as instant election results, counting is automated, it eliminates speculation of possible rigging, it is tamper-proof, it reduces long queues at polling stations, it is easy to use, illiteracy is no longer a problem and it eliminates spoilt ballots. “The EVM is user friendly

Welwitschia is reaching out to accommodate all patients, private or medical aid covered, by complying with the Namibian Association of Medical Aid Funds (NAMAF) benchmark tariffs, which are the lowest chargeable rate for all health institutions. The decision was made in order to provide quality services at an affordable rate in order to cater for all patients. According to Marketing Manager, John Mureithi, this new pricing structure is already being implemented at the hospital. NAMAF is a juristic body, established in terms of the Medical
Aid Funds Act, 1995 (Act 23 of 1995) to control, promote, encourage and coordinate the establishment, development and functioning of Medical Aid Funds in Namibia. They are the legislated entity authorised to negotiate and set tariff structures on behalf of all medical aid funds.
These tariffs are commonly referred to as the “NAMAF benchmark tariffs”, “scale of benefits” or “medical aid tariffs.” The NAMAF Benchmark Tariffs and Procedure Codes are the recommended industry tariffs and codes used by Medical Aid Funds for the processing and reimbursement
of members’ medical claims, hence medical aid claims are processed in accordance with the NAMAF tariff coding structure. The Fund pays out according to the set tariffs and if a healthcare provider charges above this tariff, which mostly occurs with private healthcare providers, the member will
be held liable for the difference. Healthcare providers are not obliged to charge fees according to the NAMAF benchmark tariff structure. The fee that is charged largely depends on the scarcity of skills, demand for such skills, and a number of other factors. Members will remain
responsible for settling the full account to the healthcare providers and as such may be required to settle any outstanding amounts. These tariffs are the general state hospital tariffs. The implementation of this new pricing structure includes all hospital service costs incurred at the hos-
pital. “To our knowledge we are the only private hospital in Namibia not charging rates higher than the NAMAF benchmark tariffs,” says Mureithi. This move has allowed the hospital to provide quality and affordable healthcare to everyone.

NT: The Ministry of Fisheries and also Water Affairs are responsible for monitoring the environmental situation offshore. Do you think there is adequate monitoring of the oil and gas explorers offshore at the moment? MA: The responsible Ministries are Fisheries and Marine Resources, Environment and Tourism, Mines and Energy, and Works and Transport who handle safety issues. No, we do not think there is adequate monitoring of oil and gas exploration at the moment, because there is currently confusion regarding whether seismic surveys need to undertake environmental impact assessments and get environmental clearance certificates under the Ministry of Environment’s Environmental Management Act. This Act is in place to protect the environment and overall public interest. Normally before an environmental clearance certificate under the Environmental Management Act is issued by the Ministry of Environment, they consult the Ministry of Fisheries. The Ministry of Fisheries operates under the Marine Resources Act which is there to protect the marine ecosystem and fisheries. Seismic surveys are not a listed activity under the Environmental Management Act and at the moment it seems are be-

ing cleared under the Petroleum Exploration and Production Act by the Ministry of Mines and Energy. There needs to be a lot more co-operation and transparency to ensure proper environmental monitoring. NT: How can we mitigate the impact of exploration activities and seismic testing on marine life? MA: Seismic vessels, when they start the air guns, start them at low volumes to warn off marine life in the immediate vicinity and then wind up the volume. This helps. What we need is proper research where seismic vessels and fishing vessels work together, and gather data on fish behavior and fish catches with reference to how far away the seismic vessels are from the fishing vessels. This requires Government Ministerial co-operation too, to ensure it is done in a scientific way, and the research data gathering is compulsory. Currently there is a Government Inter-ministry Seismic Taskforce in place and this will need to guide the research process on developing good mitigation measures. NT: Any further comment regarding the industry? MT: We are beginning to get good co-operation with the seismic exploration mining sector, and hope this is a good sign for the future.

It is necessary that everybody uses them wisely and carefully to secure the future harvesting needs by protecting the stock. Quantity/number of marine resources harvestable, minimum size limits of fish and crayfish that can be caught, open season etc. help to manage stocks to avoid the total disappearance of some species in our waters. Do not leave bait or fish on the beach! Either take it home or return it to the sea. This food attracts scavengers like jackals and gulls that prey on other bio-diversity. surveys, which tow a lot of lines kilometers long with sound recorders, say that they can’t do the surveys in the winter months when the sea gets rough as the lines would tangle. Consequently surveys are happening during the tuna season, and this uncertainty is causing vessels to stay away. A vessel employs approximately 20 people, so from an employment perspective numbers dropped from 780 crew in 2011 to 180 crew in 2013, with economic consequences particularly for the town of Lüderitz. What we want to do is research work with the oil and gas exploration industry to assess how far away the seismic survey needs to be from fishing vessels so the fish is not disturbed. Then we can develop a strategy where both industries can work without conflicting with each other. What do the statistics on fishing stocks/catches indicate?

fishing gear for days – this is disruptive to fishing, and costs us money. NT: Are there any indications that the seismic testing is having a negative effect on fishing stock and industry? MA: When the surveys are close to the fishing grounds, and particularly if there are cumulative surveys, one after the other, in the past this has chased away the migratory tuna, which then only return the following fishing season - this is the main worry. This has resulted in pole and fishing tuna vessels dropping out of the fishery because they are scared of repeated financial losses. In 2011 there were 39 vessels and in 2013 there were only nine. We requested a moratorium on seismic exploration during the tuna season from October to April while research was underway. However, seismic surveys, particularly 3D seismic

They are concerned that currently there is no monitoring of the impact of seismic tests and drilling operations on the health of the ocean and marine life. Statistics show a sharp drop in catches of certain species such as tuna, which many are blaming on underwater seismic tests. There is also a great deal of confusion over who is responsible for issuing clearances for deep-sea mining operations. The namib times spoke to the chairperson of the Confederation of Namibian Fishing, Mr Matti Amukwa about the challenges the industry faces. NT: From the standpoint of the pelagic industry, what is your main concern with the ongoing offshore oil and gas exploration? MA: The seismic air guns on exploration vessels generate a loud sound that scares off the fish so they are not available to the

SA supports Namibia’s bid to host Cherenkov Telescope Array The South African Minister of Science and Technology, Naledi Pandor, and a delegation of senior officials from South Africa, met the Namibian Parliamentary Committee on Science and Technology this week to discuss and grow support for Namibia’s bid to host the Cherenkov Telescope Array (CTA). It is understood Minister Pandor would use the visit to Namibia for further discussions on the African Very Long Baseline Interferometry Network, and to brief Minister David Namwandi, on matters related to the Square Kilometre Array radio telescope. The CTA will be the
world’s biggest gamma ray observatory, 10 times more powerful than current instruments. It will consist of two arrays, one in each hemisphere. A decision on where to host it is due to be announced later this year. Namibia is competing against Chile to host the southern hemisphere
portion of the CTA near the remote railway town of Aus. Hosting the CTA in Namibia will potentially assist in developing the host town of Aus and the surrounding area. The CTA will bring real scientific advantages and further develop Namibia to become one of the key players on the

Health minister restricts travel from Ebola-hit countries People traveling from Ebola-hit countries in West Africa will not be allowed into Namibia until further notice, the Minister of Health and Social Services Dr Richard Kamwi announced on Saturday. All visitors to Namibia from West Africa will have to undergo strict screening at all ports of entry, including Hosea Kutako International Airport, and the harbour at Walvis Bay, as well as the Oshikango border post north of the country, the minister said. Kamwi advised Namibian citizens to postpone their visits to the West Africa countries
of Liberia, Nigeria, Guinea and Sierra Leone currently battling the Ebola epidemic which has claimed over 1000 lives. “I, therefore, repeat my advice that no Namibian citizen, permanent resident as well as those on temporary residency should travel to the Ebola-affected countries, he reiterated. He said travelers visi-
ting Ebola-affected countries and returning to Namibia could put local people at risk: “We do not need to panic, but let us not be complacent. Let us ensure that our emergency responses systems are well functioning and protective medical equipment are well stocked, in case the unlikely event of the virus coming south.”

People traveling from Ebola-hit countries in West Africa will not be allowed into Namibia until further notice, the Minister of Health and Social Services, Dr Richard Kamwi announced on Saturday. Export Standards for horse mackerel
Horse mackerel exporting companies have expressed concerns over the introduction of the Hazard Analysis Critical Control Point (HACCP) standards by the Namibian Standards Institution (NSI) amid fears of revenue losses due to certification processes. CNemoGlobal “Namibian food products should adhere to international standards, Riundja Kaakunga, the CEO of NSI said. We have long held that Namibian seal products
should be included, such as seal oil marketed as Omega-3 supplements, seal meat sold as cattle feed, etc. These are consumptive products exported to South Africa and Chi-
na. We sent inquiries to the Ministry of Fisheries & Marine Resources (MFMR) as to whether harvested seals are lab-tested for trace elements such as heavy metals, but they have never
responded. If the HACCP process is not cost-effective for this industry, they should end the annual commercial seal hunts and consider shifting to aquaculture development.

I say, comrades, from the content of the press release issued by our health minister cde Dr Richard Nchabi Kamwi which shared below, it is fair to say that cde Kamwi is contradicting himself in several ways. Firstly, while in one breath cde Kamwi “strongly” advises Namibian residents NOT to TRAVEL to Ebola affected countries, in another breath he says Namibia does not fall in the category of high risk countries for transmission of the deadly pathology! However, cde Kamwi does not describe what a high risk country is like. Omkwanekamba would like to know from cde Kamwi whether or not US, Saudi Arabia, Nigeria, DRC,Kenya, Liberia, Sierra Leone, and so on are Ebola affected countries? Secondly, cde Kamwi
then turns around and virtually bans traveling to and from Ebola affected countries, which he nonetheless fails to list or name. He observes, and correctly so, that Namibian residents [traveling] to Ebola affected countries for meetings like religious gatherings, sports and conferences, which he identifies to be means by which close contact is made between people. The other day Omkwanekamba warned against travelling to Nigeria for religious or faith healing by people like prophet cde TB Joshua. Hundreds of Namibians have traveled and con-
tinued to travel to Nigeria for that purpose. How can Cde Kamwi claim that Namibia does not fall in the category of high risk countries for Ebola? Ebola spreads through close contacts with infected persons! So, any mass meetings and gatherings, such as trade fares, churches and Olufuko, where people maintain close contacts are potential means for the transmission of Ebola in Namibia! Environmental Commissioner’s strong standpoint to be applauded In sharp contrast to the Governor of Erongo’s utterances, as reported by the Namibian on 14 August, namely that “… important projects for the region have the full support on political level, and so they will continue …” and “… the coast must be utilised, and we will not hesitate to utilise it”. The Environmental Commissioner, Mr Teofilus Nghitila, has taken a strong standpoint which is to be noted, welcomed and applauded. According to the namib times of 15 August 2014 the Commissioner made several points very clear so that there should be no misunderstanding about the position he would take in matters crucial to the environment, including those that are of great concern to the public. Operative words ascribed to the Commissioner are particularly relevant and important namely “no major projects, whether along the beachfront or inland, can go ahead without prior public consultation and approval from his office”; “Public consultation with affected and interested parties is at the heart of the Environmental Impact Assessment process” and “to raise awareness and to boost public participation”. The message which the
Commissioner is conveying is thus explicitly loud and clear - the public must play a definitive role in the consultative process and developers will not be allowed to ride roughshod over the prescriptions of the EIA and its regulations. He will keep developers at bay and force them to comply fully. This warning by the Commissioner is of special significance: “If it is found that developers are not adhering to environmental management plans, the inspector can give an order to shut down such business with immediate effect”. Equally important is this alert to all developers – they must have “the approval” from his office. The inference one must draw from these declarations by the Commissioner is more than obvious! Namibia inflation 2014 The National Statistics Agency (NSA) has released inflation numbers for July earlier today. The overall inflation figure stood at 5.6% lower than last month’s
inflation of 6.1%. According to the NSA, the NCPI has grown by
0.2 index points from rates for the major groups comprising the 108.9 to 109.1. The annual inflation Namibia CPI (in terms of CPI weighting) were Food and NonAlcoholic Beverages 9.0%, Housing, Water, Electricity, Gas and Other fuels 3.2%, Alcoholic Beverages and Tobacco 6.1% and Transport 8.5%. Figure 1 shows the annual inflation numbers while Figure 2 gives an in-dication of the growth in the price index of the major groups within the NCPI basket. Figure 3 gives an indication of all the line items that grew faster (y-o-y) than July’s annual inflation. · Food and NonAlcoholic Beverages: During the month of July, this index contracted from 112.6 to 111.6, representing a monthly decrease of 0.9% and but a yearly growth of 9.0%. Food imports are expected to have a further undesired consequence on the over-all rate of food inflation. Recent independent study
shows that food prices are expected to escalate. “Bread and cereals”, “Meat”, ”Milk, cheese and eggs” and “Vegetables”, have increased by 10.6%, 11.6%, 13.6% and 12.1%, respectively, over the past year. · Transport inflation stands at 8.5% on the back of increasing public transportation services. Fuel prices have remained steady over the past few months therefore decelerating the rate of transport
inflation. · Recreation and culture inflation remains above the 6%. Growing at 6.2% on an annual basis, this category is expected to see further price raises as tourist flood the Namibian scene. The index grew from 109.6 to 109.7. · Housing, Water, Electricity, Gas and Other Fuels: With the highest weight of 28.4% in the consumer basket, the y-o-y growth in this category remains
subdued at a growth rate of 3.2%, but growth on a monthly basis was relatively high 0.7 index points. · Alcoholic Beverages and Tobacco: Annual inflation numbers in this category stood at 6.1% for July. The index in this category grew by 0.5% from 113.8 to 114.4. · Forecast: We expect inflation to come in at 5.6% for the month of August or even less due to base effects.

Thousands expected at MiCasa Show Marshallino Beukes
The coming weekend, Swakopmund will witness an influx of thousands of fans awaiting the popular South African House group, MiCasa. This prestige group will perform live at the Vineta North Stadium on Saturday. The show labelled “A concert in the park” has the coast and country in general, in a state of anticipation and excitement. According to the organisers, at least 5 000 fans will flock to the coast to see this group live in ac-
tion. Artists like Gazza, Jericho, Lil D, Midnight Jazz and Stella will also perform alongside MiCasa. A group of DJ’s such as David, Funky Freddy, MC Cool B, Lantis, Pello, Oros and Elizinho will spin their decks and do

Walvis Bay Private High School News Anchor Ceremony – 8 August 2014 On 17 January 1961, the school opened its doors to 119 learners and 8 teachers. The official opening of the school took place on 3 August 1961. On Sunday 3 August 2014, Walvis Bay Private High School turned 53. The 53rd Anniversary has been celebrated with many successes: WBPHS has grown to 670 learners and 49 teachers. In 2009 the school commenced with its own Primary Phase and today we celeth brate the 5 year of its existence and we have completed the additional class rooms and additional facilities for our Primary Phase. In 2011 we were granted permission to write our own Internal Examinations at the end of Grade 9 and commenced with the Extended NSSC Curriculum in Grade 10. This year is the first year that our Grade 12's can benefit from
the completed extension. The phasing in of our New School Uniform and Sport Uniform is a giant undertaking to broaden our uniformity and outstanding identity among the broader Namibian community. In addition, our Primary School Rugby teams have for the first time qualified for the quarter finals, and all our High School Rugby teams and first Girls and Boys Hockey teams have qualified for the semi-finals. 2014 also marked the start of our own Desert Sport Festival. Our 2014 Musical included the entire school from Grades 1-12. Apart from ensuring that Walvis Bay Private High School is a place of peaceful happiness, our learners learn to
take risks in a safe environment and they are stretched to maximise their own potential in many fields. They are nurtured and encouraged to develop and master relevant skills, concepts, and attitudes, which they will need in order to face life's challenges. Through the hard work and determination of the staff, supported by the parents and the Board of Directors, WBPHS provides a platform for learners to be prepared for the combination of an excellent all-round education, life skills and work ethic. Junior Athletes at Youth Olympic Games Thirty Namibian athletes are competing in the Youth Olympic Games (YOG) in Nanjing, China, that started on Saturday and will continue until 28 August. The junior athletes are already producing impressive results. Last Friday the Namibian National Olympic Committee (NNOC) bid farewell to the team at the official send-off. This year is the second time that the International Olympic Committee (IOC) is hosting the YOG. The event saw its debut in Singapore in 2010. Youngsters are competing in soccer (girls), swimming, tennis, athletics, beach volleyball, gymnastics, archery and cycling categories. They are led by Monica Böhm as Chef de Mission. Cycler Tristan de Lange got off to a great start when he clinched 9th place competing with 32 other cyclists during the seeding round with 2:13:306 minutes. 15-year old Sonja Adelaar won the 200m Individual Medley swimming heat and improved her personal best by 3 seconds. Swimming team mate Lushano Lamprecht narrowly missed out on his semifinal spot when he came in second
during his 100m backstroke heat. The Namibian girls' soccer team was unfortunately beaten by Mexico 0-9. “Competing against countries that have selected and groomed their teams for this event over the past few years, Namibia has shown a tremendous result,” coach Mervin Mbakeran said. Minister of Youth, National Service, Sport and Culture, Jerry Ekandjo, suggested that the Namibian Government invest in a world-class Sport Centre to adequately prepare athletes for future events. The Centre should be secluded somewhere in the desert to prevent too many distractions taking the focus of the athletes, he said at the official send-off. He also suggested that physical exercise should become a mandatory subject in Namibian schools in order to identify talents at the youngest age possible. They should then be nurtured to become medal winners.

The Walvis Bay Gymnastics Club started their season for artistic gymnasts this weekend with their first Qualifying Club Competition for girls Level 4 & Up and boys Level 1 & Up at the Jan Wilken Stadium Friday and Saturday. Gymnasts from the Walvis Bay Gymnastics Club (WBGC), Crete, Excelsior, Otjiwarongo Gymnastics Club (OGC), Keetmanshoop Gymnastics Club (KGC), Tsumeb Gymnastics Club (TGC) and Swakopmund Gymnastics Club (SGC) participated in the event. According to the president of the WBGC, Mrs Madeleen Potgieter, a total of 41 boys and 57 girls competed in the different levels and age groups. “They have been work-
ing hard to include new skills in higher levels. This competition gave them the opportunity to gain confidence and get a competitive mindset before the South African Games taking place in October. We want to extend our thanks to all the parents who put in a lot of effort to make this event a success. According to her the Walvis Bay Gymnastics Club is the preferred host of all national competitions, which will be held on 10 and 11 October for Trampoline and Tumbling. On 24 and 25 October it will be held for Artistic Gymnastics and 31 October and 1 November for Rhythmic Gymnastics. The next big event for the Walvis Bay Gymnastics Club and the Namibian Gymnastics Federation (NGF) will be the Zone V Competition on 5 to 12 December, for artistic gymnastics, rhythmic gymnastics, aerobic gymnastics as well as trampoline and tumbling in Walvis Bay. Carla and Chanre through to SA Games Eighteen gymnasts from the coastal region participated in the second RNGF Gymnastics Qualifying competition at the end of July this year. The competition was a qualifier for the Namibian Gymnastics Federation Team who will participate at the South African Games in Cape Town from 8 - 12 October 2014. Ten of the 18 gymnasts from Oceanview Rhythmic came back with medals. Two of Oceanview’s gymnasts in Level 4, namely Carla Schutz (u/9) and Chanre Uys (u/15) were selected for the Namibian Gymnastics
Federation team. The manager/coach of Oceanview Rhythmic Gymnastics, Leonie Botes, was selected to accompany the team to judge at the SA Games in Cape Town.
