A public consultative meeting, convened to provide information on the envisaged project and to identify concerns that should be considered before its implementation, was held on Tuesday at the Narraville Clubhouse. Most of the people who attended the meeting are residents of Narraville. The community members resolved to oppose the construction of the facility by Native Holdings. Concerned members again met at the Narraville Clubhouse yesterday and drew up a petition that will be circulated to all Walvis Bay residents. Mr Stan Bouman invited all Walvis Bay residents to sign and pointed out that the effects of dangerous substances will adversely affect the whole town and not only residents of Narraville. “We do not know where dangerous consignments are being kept or

stored in Walvis Bay currently,” he said. The residents informed Alan Jenneker from EnviroSolutions, the Health, Safety & Environmental Consultant, tasked with conducting the Environmental Impact Assessment (EIA) on behalf of Native Holdings, that they will draw up a petition against the establishment of the envisioned facility to be situated at the former Communication Bunker on state owned land 800m east of the township. They also made it clear from the onset that they were not in favour of the idea and that the proposed facility would create a new hazard because the hazardous material will be ferried in trucks by road from the harbour to the facility. “Would you people be prepared to buy a house and live in Narraville after the establishment of such a

facility and have you taken the development of Narraville into consideration when you came up with the idea of the facility?” they questioned. According to the residents the bunker represented a grim reminder of the past and the hazard waste storage facility resembles a ticking time bomb. Another resident pointed out that the land swap was nearly completed and wanted to know why Native Holdings wanted to invest a considerable amount of money to refurbish the bunker, which was situated below sea level with walls which, over the years, have corroded. Jolande Murange, an Environmental Scientist at Namwater pointed out that the bunker was located 4.7 km from the Namwater supply pipeline and 15.5 km from the Swart bank B area boreholes.

Alan Jenneker from EnviroSolutions She said the bunker would not pose a problem to known ground water resources if managed properly. “If an accident, explosion

or a radioactive leak occurs, the infrastructure as well as the ground water resources could be at risk. At this point in time it is

Theft at Standard Bank an ‘inside job’ Jade McClune & Marshallino Beukes

A 21-year old employee of Standard Bank was taken into custody at Walvis Bay on Monday in connection with a fraud case involving large sums of money transferred from bank clients to a private account. Monique Diergaardt was visibly frightened when she entered the dock to face the charge against her in the Swakopmund Magistrate’s Court on Wednesday morning. The State Prosecutor opposed granting bail to Diergaardt during her first court appearance. Diergaardt said very little throughout the hearing,

but could hardly hold back her tears, when Magistrate Nelao Brown ordered her to remain in custody until 2 June, when arguments against the State’s opposition to bail will be heard. The charges against Diergaardt will be joined with the charges against Chadleighta David (23) and Stanley Tjiharo (26).

The two were arrested at an ATM near Woermann Brock in Vineta at around 11:00, after the owner of Bullet G Security firm, Mr Gordon Resandt noticed something suspicious about their behaviour. He saw the men withdrawing large sums and alerted the police and Neighbourhood Watch. Inspector Erastus Iikuyu said that in total the po-

Despite repeated attempts, Standard Bank management at Walvis Bay was not available for comment at the time of publication. The top management was said to be locked in a meeting at the time of writing. Area Manager Ronny Eimbeck responded briefly on Monday, to say that Standard Bank was not the only bank used to withdraw the funds, but he would not be drawn into further comments. A number of unanswered questions remain. How did the fraudsters bypass the bank’s monitoring

lice confiscated N$100 000 from the two men on Sunday. He confirmed that N$65 260 was found in the suspects’ vehicle and a further N$34 740 was discovered at a house in Langstrand, where one of the suspects lived. It was initially believed that they were using cloned bank cards, but it has since emerged that they were apparently working with an insider at the bank to transfer funds from legitimate accounts. not possible to ascertain the risk the bunker poses,” she said. The organisers of the meeting were also lambasted for not involving Namport and military personnel considering that some of the products are explosives. The proposed facility will be utilised temporarily for a period of five to ten years to store dangerous goods (Class 1-7) such as explosives, gases, flammable liquids, flam-mable solids or substances, toxic substances and radioactive material. In the long term, opportunities for expansion of the facility will provide safe storage for class 8 to 9, involving combinations

of the listed goods. Mayor Uillika Nambahu postponed a budget meeting in order to join the discussion on the proposed storage facility. She commended residents for attending the discussion and promised that concerns raised would be taken to the relevant authorities and will be dealt with. Native Storage Facility was established for the purpose of storing and transporting dangerous goods as a third party logistics provider and applied to the Ministry of Works and Transport for the lease of the bunker, which the company intend to use as a safe storage facility for dangerous

goods and hazardous material that need to be processed and moved through the port of Walvis Bay. Thomas Jonas, a managing member of Native Storage Facility caused a furore when he casually shared that he did his homework and discovered that dangerous goods are currently stored at various noncompliant locations within the harbour area and surrounding warehouse facilities before being dispatched to their final destinations via road and rail networks. His statement was backed up by pictures contained in the presentaition. Some of the goods coming through the port are

classi-fied as dangerous goods by national and international standards. Capacity is limited at the harbour and storage facilities of such goods and materials require legislation and standards compliance which is lacking in certain instances. He added that the Communications Bunker is the ideal site for establishing a temporary storage facility because of the existing infrastructure. It is a reinforced underground concrete defensive structure and access to the site can be controlled. The site will be renovated and upgraded to ensure safety and security. Native Storage says it is offering a solution to ease capacity of noncompliance issues by providing a facility to cater for the current needs with a proactive approach. The principal

approval of 10 hectares was granted by the Municipality of Walvis Bay for the envisaged project. Based on the assessment and the EIA being conducted in Phase 1, the heavy industrial area behind Dune 7 situated 1km from the road and rail has been identified as the most appropriate long term location for the construction of a Dangerous Goods Storage Facility. Act 182 stipulates that areas designated for storage of hazardous substances must be isolated from other activities and be clearly marked with appropriate warning signs. The 2012 Environmental Impact Assessment Provisions ensure that all potential impacts are considered before implementation and that an EIA be conducted.

Fraudsters based in other countries are targeting

Namibian

companies with their conniving schemes.

The Walvis Bay based company JJD Holdings nearly became the latest victim of a scheme which fraudsters deployed some time ago to siphon thousands of dollars from Namport. Zelda Cloete, the accountant at JJD Holdings showed the newspaper proof of falsified letterheads of JJD Company and Standard Bank that were sent to the Municipality of Walvis Bay in an attempt to divert due payments into a South African based bank account. Standard Bank Walvis Bay Branch manager Ronnie Eimbeck confirmed the incident and said that he was waiting for JJD Holdings to provide him with the fraudulent documents and that the Bank’s Forensic Department was looking into the issue. According to Mr Eimbeck, the fraudsters intensify their efforts considerably in Namibia, especially in Walvis Bay where many companies are based dealing in imports and exports. “The letterhead is fake and does not belong to the bank. This is also not the first time such an attempt has been made to defraud a company by submitting falsified change in banking details. Fraudsters constantly try their luck. It also happened to WesBank some time ago. Clients usually discover that they have been defrauded when it’s too late because of the nature of the account and the transaction. They only discover that they have been defrauded after three to four days when the funds are cleared,” he said.

Eimbeck warned companies as well as clients to be extra alert and pay attention to detail when they receive instructions like the ones used by the scammers. According to Cloete it was the first attempt to defraud JJD and she made the discovery when the municipality phoned her to verify the fraudulent change of banking details request. Luckily the company did not lose any funds. She notified the bank about the incorrect South African account and instructed them to close it immediately. The former bank employee said she was shocked by the discovery and called on companies and clients to always crosscheck any requests and instructions pertaining to change of banking details. “I worked in the bank and know that these things happen daily. The culprits should be traced and brought to book,” she commented. Namport Public Relations Assistant, Cliff Shikuambi also issued a media statement yesterday warning the public about bogus transporters who are calling customers and claiming to have released containers from Namport on their behalf. The scammers apparently continue to request down payments of between N$3 500 to N$8 000 for the supposedly rendered service since December 2013. According to Shikuambi the callers pretend to be Namport employees or make reference to Namport employees currently in the company’s employment. They have employed a different strategy now targeting towns like Lüderitz, Keetmanshoop, Otjiwarongo and Tsumeb.

Arises wil Debonairs hof toe sleep Marshallino Beukes

N$5 million in aid of Uis community …Compliments of Knowledge Katti Marshallino Beukes

Following a landmark agreement earlier this month, between the Small Miners of Uis and River Deep Resources, residents of Uis will receive N$5 million. The deal was made possible with the assistance of local businessman, Mr Knowledge Katti. The signing of an agreement between the holders of the Mining License over the Uis Tin Mine (Small Miners of Uis) and River Deep Resources (Pty) Ltd. will breathe new life into exploration activities at the mine, according to a press statement. It has been decided that an amount of N$4

million will be managed by the Small Miners of Uis, on behalf of the Uis Community. N$550 000 of the remaining N$1 million were used to provide food hampers, worth N$1 000 each, to approximately 550 households at the town. The other N$450 000 will be used to relieve the plight of about 500 residents, who currently share their water points with livestock and wild animals. Water pipelines and water points will be set up closer to the homes. The food hampers were handed over last week Thursday. In the press release Mr Katti is described as an “ardent anti-poverty advocate” and is quoted in saying that community empowerment is very close to his heart.

Katti also shared his believe that community development and social assistance should be about the day-to-day bread and butter issues and emphasised the necessity of practical assistance that can help households directly. Speaking on behalf of the Ministry of Mines and Energy, the deputy Director in the Directorate of Energy and also chairperson of Small Miners of Uis, Mrs Helena Intamba, expressed appreciation regarding the fact that community members were enabled to benefit from natural resources in their localities. “We must do everything that is necessary, in order to ensure that communities derive benefits, when transactions of this nature are clinched,” she

concluded. Katti urged other investors in Namibia, including the Government and public institutions, to implement what he referred to as “Impact Investments” and also to become part of the Namibia Against Poverty Campaign, an initiative of the Knowledge Foundation. Mr Katti wrote: "Behind The Knowledge Foundation’s approach to assist poor communities is the recognition that poverty is a complex problem that cannot be addressed effectively by just one foundation or sector working on its own. It involves a wide array of interrelated factors, such as childcare, training, housing and employment that need to be addressed in a strategic and coordinated

way. Tackling this complexity can only be done successfully when a wide range of community partners, who are each involved with different aspects of poverty, come together in pursuit of a common vision... hence my strong belief that a comprehensive poverty reduction strategy is the only solution under the National Poverty Reduction Partnership. However - let's continue to make an impact in a small way on a regular basis while out governments and big business buys into such a strategy - it will change our communities all over Namibia, Africa and the rest of the world." NEO Paints donate to vulnerable children Madelaine Laubscher

Face of Namibia received a donation of paint, to paint six homes of orphaned and vulnerable children, from NEO Paints on Wednesday.

Mary Shikongo and Mr Gerhard Louw with NEO Paints staff

The founding member and owner of Face of Namibia, Ms Mary Shikongo, said the houses will be painted before the main event scheduled for 1 August at a local hotel. A fundraising dinner will be held on 30 May. “Face of Namibia would like to give back to the community by painting six houses where vulnerable and orphaned children live. We received a positive contribution from the business community of Walvis Bay. Vulnerable children are part of our social responsibility,” she said.. She added that the houses will be painted with assistance from the Ministry of Gender Equality and Child Welfare in Walvis Bay. Ms Shikongo added that NEO Paints Namibia is the second largest sponsor this year. Two of the six houses are in town, two are in Narraville with another two in Kuisebmond.

The branch manager at NEO Paints, Mr Gerhard Louw, said “Today a partnership between the Face of Namibia Pageant and NEO Paints was confirmed. Ms Shikongo approached us at NEO Paints as a prospective partner and supporter to the pageant. It became evident that the two institutions share common passions namely the empowerment of women and the advancement of disadvantaged people around Namibia. The passion for people shared by these two Namibian brands made the association to be common sense. We are truly proud to be associated with this initiative and hope to be for many more years to come. NEO Paints and Face of Namibia will join hands to paint the homes of many disadvantaged people around the Erongo region,” he concluded.

Another part of EBH Namibia’s growth strategy has been the company’s investment in a third (Panamax-size) floating dock, which was commissioned in October 2013.

At 195 meters in length and with a lifting capacity of 15 000 tons, the new dock has substantially increased the shipyard’s infrastructural capacity and its ability to compete on a global scale. Rolls-Royce looks set to share in these benefits. “The new Panamax dock can take up to four Rolls-Royce UT designed supply and service vessels. Not only will this translate into an increase in our activity, but it adds to Namibia’s reputation as an increasingly attractive ship repair hub,” comments Russell. “It is Rolls-Royce’s strategy to intensify its cooperation with shipyards in strategic locations to provide expert technical support as close to our customers as possible. Our agreement with EBH Namibia feeds into

that strategy, thanks to EBH’s highly desirable position on the west coast of Africa, and its strong reputation in the industry,” he says. From EBH Namibia’s perspective, its agreement with Rolls-Royce is further proof of the value of synergistic partnerships which support the company’s overall growth strategy. “Mutually beneficial partnerships, such as with Rolls-Royce, translate not only into new opportunities for growth, but form an essential part of our overall aim, which is to provide the kind of support and service our international shipping clients expect from us. By aligning ourselves with like-minded, quality service providers and coordinating our efforts, we are further consolidating our reputation as a service hub of choice along the busy west coast shipping route,” Uys concluded.

WHY? The marine resources are limited and currently some of them are overfished or over collected. It is necessary that everybody uses them wisely and carefully to secure the future harvesting needs by protecting the stock. Quantity/number of marine resources harvestable, minimum size limits of fish and crayfish that can be caught, open season etc. help to manage stocks to avoid the total disappearance of some species in our waters. Do not leave bait or fish on the beach! Either take it home or return it to the sea. This food attracts scavengers like jackals and gulls that prey on other bio-diversity. When you are back home after the holiday, it also inflates the predator population. Where can you get a license for angling, crayfish diving & bait/mussels collection?

Based on an agreement which was signed in early 2011, Rolls-Royce, under the auspices of its marine division Marine & Industrial Power Systems (MIPS), has been operating a dedicated servicing hub at EBH Namibia’s Walvis Bay facility. According to the agreement, Rolls-Royce Marine gains preferential rights to providing service on all Rolls-Royce equipment coming into the shipyard. In return, the cooperation is expected to bring an increased flow of customers into the shipyard. Justin Russell, Service Centre Manager at Rolls-Royce Namibia, explains: “The benefit to customers is that they can readily gain access to the original equipment manufacturer (OEM) skill sets required for quality work. The value of forging working partnerships is a part not only of EBH Namibia’s own operational ethos, but that of the overall strategy of the DCD marine cluster, of which EBH Namibia is a part. This is according to Hannes Uys, Chief Executive Officer of EBH Namibia. “Working hand-in-hand with our majority shareholder, the Namibia Ports Authority (NAMPORT) as well as with our other shareholder, the DCD Group, has placed us in a stronger position in terms of our value offering to our clients,” says Uys. “It is important to find synergies among players in the industry in order to leverage off each other’s expertise, and a working example of this is our partnership with Rolls-Royce,” Uys said.

WHO worried

about MERS Health and infectious disease experts met at the World Health Organisation (WHO) headquarters in Switzerland recently to discuss whether or not a deadly virus that emerged in the Middle East in 2012 now constituted a public health emergency of international concern. The virus with a death rate of around 30% of those infected, causes Middle East Respiratory Syndrome or MERS infections in people and has been reported in more than 500 patients in Saudi Arabia alone. It has apparently spread throughout the region into Europe, Asia and the United States. Experts meeting at the WHO’s Geneva headquarters considered if a recent upsurge in detected cases in Saudi Arabia, together with the wider international spread of sporadic cases, means the disease should be classed as an international emergency. Global health regulations define such an emergency as an extraordinary event that poses a risk to other WHO member states through the international spread of disease, and which may require a coordinated international response.

the Cancer Association of Namibia. Its main objective is to provide assistance to children with cancer, from the time of diagnosis. This helps the family to cope with the vigorous and often lengthy treatments cancer patients must often face. The organisation is focusing on increasing awareness and how the affected can live a healthy lifestyle, as well as making the public aware of the warning signs of childhood cancer. Funds raised from the show will be donated to families to help them meet medical expenses, accommodation, transportation, food supplements, and other costs that are incurred by the Cancer Association in campaigns and projects, printing and other ward maintenance expenses.

Mercedes-Benz Trucks offers CharterWay® with Telligent® Maintenance on all Actros models Saving up to 14% in service cost for clients, Mercedes-Benz Trucks has increased its value offering on all Actros models sold with a CharterWay® contract to include a new maintenance package utilising the Telligent® Maintenance System. This integrated diagnostic and service system is effective as of 1 May 2014. The Telligent® Maintenance System allows the vehicle to determine service intervals - it tells you exactly what needs to be serviced and when, effectively putting an end to fixed service intervals. “Mercedes-Benz South Africa is the first truck manufacturer to offer this product in South Africa. Lower total cost of ownership remains a top priority for MercedesBenz Trucks,” says Clinton Savage, divisional manager for Mercedes-Benz Trucks. “We first proved that the Actros fitted with the Hypoid axles can save up

to 5% in fuel, we are now pleased to advise that with the effective usage of Telligent® Maintenance an additional saving of up to 14% in service costs per kilometre can be realised.” The Telligent® Maintenance system calculates service dates for engine oil change intervals, transmission oil change intervals, axle oil change intervals and general service components such as air filters, fuel filters and brake pad wear separately based on the operating conditions of the vehicle. This ensures optimum utilisation of operating fluids and service parts without risk to the service life or reliability of the engine and driveline.

Optimal results will be realised if used in conjunction with FleetBoard, the benchmark vehicle management and tracking system provided by Mercedes-Benz South Africa. FleetBoard provides impartial, comparable data from all vehicles of a customer’s fleet. The system provides an overview of the mileage, operational status, consumption, and deployment profiles of the drivers at one glance, including an evaluation of the overall driving styles. This will enable the fleet manager to determine the causes for high consumption and promptly address them to ensure correct deployment of truck, thus increasing the economic efficiency of the fleet. For an Actros to qualify for this unique value offering it simply needs to be activated on either the CharterWay® BestBasic or CharterWay® Service Complete contracts available at the nearest dealership. However, cancellation of the CharterWay® contract will result in the vehicle returning to fixed service intervals. This offer applies to vehicles sold with effect from 1 May 2014. Vehicles sold prior to May 2014 on a CharterWay® Contract are eligible to be converted to a Telligent® Maintenance Contract backdated to 1 January 2014.

New Subaru WRX scoops top safety pick award ahead of SA Launch Subaru now holds more Top Safety Pick Awards than any other brand. With exactly one week to go before the all-new Subaru WRX makes its South African debut, the 2014 Subaru WRX and WRX STI have been awarded the 2014 Top Safety Pick Award by US crash test giant, the Insurance Institute of Highway Safety (IIHS), for good performance in each of the Institute’s crashworthiness evaluations, including the small overlap front test. This is the first time that WRX and WRX STI have been rated by IIHS, and the rating serves as a continuation of what has become a traditional award for the Subaru brand. With the addition of the 2014 WRX, Subaru now has six models that have earned 2014 safety awards from IIHS - three with Top Safety Pick and three with Top Safety Pick+ ratings, including its Legacy sedan and

Outback models with optional EyeSight®. Subaru has more 2014 IIHS Top Safety Picks than any other brand. The Subaru WRX with Symmetrical All-Wheel DriveT forms the base of the brand’s halo performance model line and comes standard with a 2.0-litre turbocharged four-cylinder engine (197 kW), mated to a six-speed manual transmission as standard - with Subaru’s Sport LineartronicT CVT also available. Safety equipment includes seven airbags, ABS with EBD and BAS, VDC (Vehicle Dynamics Control), ESC (Electronic Stability Control), TCS with LSD (Traction Control System with Limited Slip Device), ISOFIX child seat anchors and Subaru’s Ring-Shaped ReinforcementT body structure, incorporating the use of super-highstrength steel which

dissipates energy during a crash. “Safety is one of our brand tenets and we are extremely proud to have earned a Top Safety Pick rating for our performance models,” says Subaru Southern Africa Marketing Manager, Ashley Lazarus. “We are committed to providing engaging driving together with safety and this award is testament to that commitment.”
