County levy hiked 2.7% for 2015 Most of increase earmarked for repairs and improvements to L&A roads system BY SETH DUCHENE Editor
Lennox and Addington County property owners will be asked to pay a little bit more in taxes this year. Last Wednesday night at its regular monthly meeting, L&A County council passed the 2015 budget, complete with a 2.7 per cent levy increase. For the average residential property, that translates into an increase of $28.44 over last year on their tax bill. “County council and staff worked hard to develop a budget which addressed the need to maintain a high level of services and to invest in infrastructure while being sensitive to the impact on county taxpayers,” Warden Gord Schermerhorn said after the budget was passed. “I believe we’ve been able to achieve a reasonable balance and I am particularly pleased that we are dedicating most of this year’s tax increase to improving our roads and bridges.” The county’s overall budget totals $66.4 million, with $23.6 million of that amount being generated from local property taxation. The tax increase will mean $619,300 in additional revenue for the county. Almost $458,000 of that amount will be earmarked for capital improvements to the county’s arterial road and bridge network. Among those improvements include the rehabilitation and repaving of portions of County Rds. 1, 8, 10 and 28. The county
will receive $1.2 million in federal gas-tax funding to assist in these projects. The county will spend a total of $10.3 million on road and bridge improvements this year. The county will also spend $245,000 on improvements to emergency-services capital, including the purchase of a new ambulance, replacement of vehicle computers and pieces of patient-care equipment. Some $155,000 of additional funding has been earmarked to support the operational requirements of both the newlyexpanded museum and archives and the recently-acquired Allan Macpherson House and Park. Another $50,000 will be spent to complete the development of a new county official plan. L&A Seniors Outreach Services will get $20,000 in funding from the county to assist the agency with various programs, including enhancing transportation for residents. The county has received $600,000 in provincial funding for affordable housing initiatives, including building new rental housing and providing rent supplements to private landlords. The county will also realize $137,000 in savings with the continued upload of social assistance costs to the province. The county will continue its multi-year commitment to “community health care projects” at the Pine Meadow Nursing Home in Northbrook, the L&A County General Hospital and the University Hospitals Kingston Foundation. That commitment amounts to $175,000.

He finished behind The Vancouver Courier and in front of The Suburban City Edition in Montreal. first time entering, I really didn’t know what to expect,” he said. “However, I was definitely leaning towards and preparing for not placing in the top three.” Not surprisingly, when he saw The Napanee Beaver nestled in second spot between two ‘big city’ papers, he said he was “more than a little pleased.” Three of Nimigan’s cartoons from 2014 were submitted for the judges’ consideration. Nimigan’s cartoons are regularly featured every two weeks on Page 6 of the Beaver. Recently, Nimigan published a collection of his ‘Our Town’ cartoons in book form. A retired secondary school teacher, Nimigan is an active member of Napanee’s artistic community.

As of yesterday, Lennox and Addington Addiction and Community Mental Health Services has amalgamated with Frontenac Community Mental Health and Addiction Services in the hopes of providing better services in both areas. The amalgamated service is now named Addiction and Mental Health Services – Kingston Frontenac Lennox & Addington. Public take advantage of new Council reviews costs open forum at council

Greater Napanee council and staff held their first budget meeting last Thursday to discuss major expenses for 2015. Key topics included costs relating to hydro, engineers, materials and contractors, which showed the largest change with a proposed increase of 35 per cent for 2015. Council will review its operating budget at another special budget meeting tonight, where a 3.7 per cent increase will be discussed. A date has not yet been set to discuss the capital budget and overall tax requirements and/or changes. “I trust what Mark Day (Greater Napanee Director of Finance) has presented,” said Greater Napanee Mayor Gord Schermerhorn during the meeting, referring to the budget document before council. Though taxation wasn’t directly discussed at Thursday’s meeting, Schermerhorn said Greater Napanee’s tax rates are reasonable. “Whether you’re urban or
rural, we’re not overtaxed in Napanee. Commercial, industrial and residential are pretty well in line with everyone else,” he said. “Some of our neighbours are more than we are, very much so.” When reviewing expenses, the major proposed increase for 2015 was seen in contractors. This accounts for 14 per cent of the town’s major expenses for 2015, with an increase of 35.4 per cent. Last year’s actual cost for contractors was $621,975, over $100,000 more than what had been budgeted. For 2015, $689,250 has been budgeted, which is up $180,250 from last year’s budget. The largest part of this expense is waste collection, which is budgeted at $314,100 for 2015. The 2014 (actual) waste collection expense was $171,037. Engineers and consultants were also discussed at length, as it saw a 19.8 per cent increase. The 2015 budget for engineers and consultants is $448,350, which is up $73,950. Greater Napanee Chief Administrative Officer Ray Callery explained that this increase was largely due to the cost for the service
delivery review, as well as the RFP (request for proposal). Overall, engineers and consultants account for nine per cent of the major expenses for 2015. Other major expenses included service contacts, hydro, materials, and insurance. Service contacts account for 12 per cent of the 2015 expense budget, costing $609,000. This is only up $100 from last year’s budget. Hydro makes up for another 12 per cent of the budget, costing $592,470. Hydro is up 9.1 per cent from the 2014 budget, which is a difference of nearly $50,000. Materials (sand, salt and gravel) make up another 12 per cent of the budgeted, coming in at $586,900. Materials are up 4.7 per cent from last year, costing just over $26,000. Insurance accounts for 10 per cent of the expense budget, budgeted at $505,920. This shows a 4.4 per cent increase, which is up just over $21,000. More budget information will be available at tonight’s operating budget meeting. The meeting will take place at Town Hall starting at 6:30 p.m. and will discuss a proposed increase of 3.7 per cent.

Greater Napanee council held its first precouncil public consultation last week, where members of the public were invited to speak to council during a 15-minute question period. A number of people came forward to voice concerns and inform council and the public of community issues. n Rural/urban boundaries: One man spoke to council regarding services in the area west of Slash Road. He said that according to a Greater Napanee map, the urban area ends at 62 Slash Road and does not extend beyond that. However, the rural section is still serviced with water and sewer, and has sidewalks and streetlights. He was seeking clarification on boundary lines and services. Council said it would look into the issue. n Election follow-up: One man was seeking information on the progress of a study on the municipal election last fall, as well as whether public consultation would still be offered. Mayor Gord Schermerhorn said the study should be completed sometime in mid to late April and public discussion could be offered after that. n Bathrooms at Springside Park: One man informed council of the issues at Springside Park due to no bathrooms. He said the need is there and without proper bathrooms,
people are going in the treed areas. He said, “Council spent half a million dollars there to fix it up nice but there’s no place to go to the bathroom.” He said there were once portables there but they were destroyed; however, now that cameras have been installed along the boardwalk and at the park, he believes bathrooms would be more respected. n Dogs: One woman spoke to council regarding dog annoyances. She said continuous dog barking, dog feces in public areas, and not using a leash, are all large issues in the municipality. She asked that the municipality issue a letter, either posted online or provided to all residents, outlining a dog owner’s responsibilities. Deputy Mayor Marg Isbester said she agrees with the concerns and hopes municipal cameras in public areas will help to decrease the number of people who do not pick up after their dogs. n High need for foster parents: Mayor Gord Schermerhorn relayed a message on behalf of Family and Children Services that there is a high need for foster parents in the area. “They are wishing people would come forward that would be interested in (foster parenting), especially for young teenagers,” he said. Schermerhorn added that his mother was a foster parent and often said, “there’s nothing more rewarding.”

‘Nurse-in’ organized to stand up for breastfeeding ‘normalization’ Incident at local restaurant becomes teachable moment

A group of mothers have come together to support a breastfeeding mom after an incident at a Napanee restaurant recently. Savannah Benford was passing through Greater Napanee on March 21 and stopped at Union Burger to eat and nurse her daughter. However, Benford says she and her family left before finishing their meals due to how they were treated by other customers and staff. News of the incident took off on social media, which is how Ariel Paterson, a local mom, heard of it. Paterson decided to organize a ‘nursein’ event at Union Burger for April 11 to help “normalize� breastfeeding, as well as to support Benford and other nursing moms. Benford said she plans to attend the nursein. Union Burger, meanwhile, says it fully supports the event.
According to Paterson, Benford was breastfeeding her daughter when a customer coming into the restaurant said “something that was rude.� In a Internet posting, Benford indicated that Union Burger staff also did not support her breastfeeding in its establishment. “A gentleman came in and flat out said ‘I don’t think I can eat here anymore’ so his wife went up to the cashier and complained. The cashier had the nerve to say he agrees and that I shouldn’t be doing it in public where everyone can see,� Benford posted on the Napanee Union Burger Facebook page after leaving the restaurant. Benford also wrote that “staff stared at me shaking their heads� until Benford and her family left. Union Burger has since issued a public apology. “We truly regret that any one of our guests may have encountered an unfavourable experience in any of our locations. We want to assure our valued customers that it is
our policy and intention to follow the Human Rights Policies and Legislation and we support child nursing in all of our locations,� the letter, signed by vice president Peter Karamountzos, read. The letter says it was an “isolated incident� and that staff is to be “re-educated� and trained on such situations. “We take situations such as these very seriously and we will take all possible measures so that this type of incident will not reoccur,� the letter stated. “In addition, we welcome the nurse-in scheduled at this location to raise awareness and support breast feeding. We hope that our actions demonstrate our commitment to all our valued guests,� Karamountzos’s letter continues. The nurse-in will begin at 11:30 a.m. and last for about an hour-and-a-half. Paterson said anyone is welcome to join to support nursing moms. Paterson said the event aims to help both the general public and nursing moms to

become comfortable with breastfeeding. “I feel like it’s something some women need to stand up for and I know some women, they work a long time just to be confident enough to breastfeed in public. Some women stay in their home for the first few months because they’re afraid if they go out and the baby cries, they’ll have to feed them in public and they’re afraid of people looking at them and commenting,� she said. “I think that people just need to be aware that it’s a normal thing. To breastfeed, it’s not shameful, it’s not sexual; it’s nursing your child.� Paterson said she has received positive response for the nurse-in event. She created a social media page on Facebook and more than 50 people have said they plan to attend the nurse-in. “Even women who bottle feed, if they want to come out and support us as well. I think it’s about supporting, advocating, and educating people,� said Paterson.

Pocketbook issues dominate Those who have read this space in recent years know that we’re not big fans of popular opinion polls. That hasn’t changed. Still, there was a poll conducted by Nanos and published in The Globe and Mail this week that did catch our eye. That poll suggested that, by a “massive margin,” Canadians are most interested in the economy than terrorism and security issues (which, for good reason we think, dominated the headlines for the past several months). Now, we don’t want to say those Canadians are ‘right’ to be focusing on the economy over security issues, but… they’re right to be focussing on the economy over security issues. At least, it makes sense that they’re focussing primarily on the economy. As we have stated before, while terrorist incidents grab a lot of attention, they do not pose a significant threat to Canadians from day to day. The economy? Well, that’s an issue that does affect all Canadians, every day. It should come as no surprise that people are more worried about the state of their investments or the threat of losing their jobs than the remote possibility they might be victimized by violent extremists. Canada is sailing through some treacherous economic waters of late. The crash in oil prices, while a pleasant trend when filling up the gas tank in your car, is having a rather chaotic impact on the overall Canadian economy. It’s also putting a drag on government revenues, and that means much less flexibility for governments — federal or provincial — that are looking to either implement major tax cuts or embark on major spending programs. The economic picture has been so chaotic that federal Finance Minister Joe Oliver had to delay the federal budget by about a month. This week, his Ontario counterpart Charles Sousa appeared to be doing the same thing by failing to put a date on when the provincial government would be tabled. In both instances, it will be interesting to see how they respond to Canada’s changing economy. Given that there will be a federal election in the coming months, Canadians should have no shortage of proposals to consider regarding how best to tackle those pressing economic issues, both from the Conservative government and from those parties looking to replace it. If the Globe’s poll is any indication, Canadians are all ears.

OPP transparency isn’t the problem Re: ‘Changes needed to improve OPP transparency’, March 26, Napanee Beaver. After reading Mr. Hart’s letter regarding the actions of an OPP officer after pulling his son over for speeding, I felt that I needed to respond. When he said that the officer didn’t want to hear his son’s explanation for speeding, it was probably because there is no good
explanation to be speeding unless there is a medical emergency — and I’m guessing that there wasn’t. I have had interactions with the OPP (not for law breaking) and city police officers and they have been nothing short of professional. These officers deserve every penny that they earn. They are out there during the night while we are safe and sound in our
homes. When they go out on their shift, there is no guarantee that they are coming home alive. My neighbor is an OPP officer and is one of the nicest people that you could meet. Even when the police conduct their roadside checks, the OPP have been very courteous. Their job is to keep us safe and that includes stopping people
from speeding. What message are you trying to send to your child? That if you break the law, your parents will raise hell with the police and not you? If your son doesn’t like the way the police talk to him, here’s a solution: tell your son not to break the law. Bill Vallier, Morven
Staff Picks: The Girl on the Train Phyllis Strain of the Amherstview Branch of the County of L&A Libraries recently stayed up all night reading The Girl on The Train, one of the most popular books currently at the library. Here’s her review: “You know a book has impressed me when I say up until after 1 a.m. on a work night to finish Coles’ it,” says Phyllis. “Such was the case with the book The Girl on the Train by Paula Hawkins. Something about the title and the premise sparked my interest. Although I don’t usually read this type of ‘whodunnit’, this one hooked me in after the first few pages and I just couldn’t stop reading in an effort to see where it would go next.” Phyllis explains, “Rachel commutes on the same train, the same time every day. At one point on the trip the train stops for a signal and she gets
to gaze at a row of homes, including the one she recently left after her marriage broke up. Every day she sees a young couple in love on their balcony who she weaves a story about. She even gives them names. One day she glimpses something very upsetting. At first she thinks she was wrong but further Notes events suggest she wasn’t and she finally goes to the police. This is when everything starts to go wrong. Did she do the right thing or did she cause more problems? “From there the book revolves around several lessthan-appealing characters including Rachel herself. She is a heavy drinker whose life is about to explode. She has lost her husband and her job and often can’t remember what she has done. The other characters are hiding their own mess of secrets and faults. They all surprise and

It immerses you in the emotional turmoil of the characters while you try to decide which one to root for.” “This book is suspenseful and well-paced but yet detailed enough to draw you in. Stewardship is crucial The Ontario Federation of Agriculture is carefully reviewing the Ontario government’s recently released regulations intending to reduce neonicotinoid pesticide use by 80 per cent by 2017. These proposed regulations — restricting the sale and use of neonicotinoid-treated corn and soybean seeds — are part of the next phase of the government’s comprehensive pollinator health strategy. These new rules are clearly a precautionary approach and are not evidence based. The Ontario government says it’s taking the strongest action in North America to protect pollinators. But strong action does not necessarily coincide with the best action. OFA recognizes that pollinator health is affected by more than just neonicotinoids. A broader and more practical approach is needed. Many stewardship measures are being developed and have been recently implemented to improve pollinator health. However, these measures require the time and tools necessary to prove their worth before the regulatory approach is taken. We all agree that protecting pollinators is vitally important to our food supply. OFA also agrees that reducing pesticides by using Integrated Pest Management systems can be one pillar of an effective pollinator health strategy. Both of these points were the basis of our sub-

n In a dramatic move, four of Adolphustown Township’s five council members resigned from their positions. J.L. Roblin, James Chalmers, Donald Reynolds and Lyle Smith all tendered their resignations. Only Reeve Gordon Mack remained on council. The councillors were displeased with how the reeve had voted on a roads-related issue at the county council level. The reeve said that the mass resignation left him with the option to appoint four new councillors to serve for the remainder of the term. n The Sheffield High School Board voted ‘no’ to a potential amalgamation with the Napanee high school district. Instead, it threw its support behind the Continuation School in Tamworth. It did not appear as though the matter would end there, however; the board also arranged to hold a public meeting within a week to gauge the public’s support for a possible amalgamation. Beside school board officials, Ontario Department of Education officials would also be in attendance.

n Sheffield Township council decided that the township should run a canteen at the ball field in Tamworth rather than a local volunteer group. The municipality responded by changing the locks on the building. It was not clear in the story why the municipality wanted to take control of the canteen. It was also not clear who owned the canteen, the municipality or the seniors group. n South Fredericksburgh Township council voted to move forward with the construction of a new $250,000 recreation centre — although the approval was far from unanimous. Only three of council’s five members voted in favour of the project. A large number of township residents had expressed some concern over the project, and worried that during an period of economic uncertainty, embarking on such an expensive project was unaffordable.

New arts awards up for grabs

Six community arts awards have been proposed by the Greater Napanee Arts and Culture Advisory Committee, which is hoping to highlight both new and established local artists. Tim Nimigan, vice-chair of the committee, spoke to Greater Napanee council last week about an awards gala that would acknowledge local artists. These awards will be aimed at all levels of art in the community: visual arts, literary arts, music and performing arts. The awards are to take place annually in Septem-

ber. “One of the first initiatives we discussed in the advisory committee was to develop a way of recognizing some of the organizations and individuals that have already contributed to the artistic and cultural fabric of our community and have been doing so for many years,” said Nimigan during a regular council meeting on March 24. “We have organizations such as the theatre going back as far as 80 years, we have the square dancers going back 50 years, the old time fiddlers going back 30 years, and it goes on from there,” he added, naming a few of the organizations
that deserve to be recognized. Awards range from individual to group recognition and include a artists from different levels of expertise. The awards are: established artist of the year, student artist, arts educator of the year, community impact by an organization, outstanding event, and a lifetime achievement award. The committee plans to hold yearly nominations, which would end each June. Then, a nomination committee of five to seven members would determine the winners. The committee will be made up of members from the arts and culture committee, the business com-
munity, arts and culture organizations, and citizens at large. Each award winner will receive an arts and culture certificate, with a possible monetary prize for the student artist award. “The only exception where we thought cash prizes might be appropriate was to encourage youth. We have a suggestion of $500 to come from a community sponsor and/or the arts and culture budget, pending approval, and/or the youth program task force,” explained Nimigan during his deputation to council. For the 2015 awards, nominations must be made by June 26.

With April being Parkinson’s Disease Awareness Month, the Napanee Parkinson’s support group is issuing a reminder to those suffering from the degenerative neurological disease that help is out there. Don Ryan, a Parkinson’s sufferer and a founding member of the group, said he and Bill Kimmett created the group about four years ago to assist those affected by the disease, and to spread awareness about the disease. “Our objective was to keep it ‘local’. We weren’t (getting into) any fundraising or major events like that, it was just a support group for one another. It’s still that,” he said. He said that although some members have come and gone, its overall mem-
bership has held steady at between 15 and 20 members. They meet on the second Tuesday of each month at L&A SOS on Bridge Street West. Ryan said that the group’s focus has generally stayed the same. He said that after a person receives a diagnosis, they are immediately faced with a number of issues and challenges. The support group, says Ryan, can help those people navigate those challenges more effectively. He pointed to the disability tax credit in particular. “It’s not well-known enough, and people out in the street don’t know how to get help to get the credit,” he said. The members of the support group, however, have been through the application process and can help those who are inexperienced to take advantage of this resource.
He also said that, in recent months, the group has tried to focus on exercising, which is an important activity for people suffering from Parkinson’s. When cells that produce dopamine — a chemical that carries signals between nerves and the brain and controls muscle movement — start to die, Parkinson’s symptoms emerge. The most common symptoms of the disease are tremors, slowness, stiffness, impaired balance and muscle rigidity. It can also contribute to depression and cognitive changes. Although the symptoms can be treated with medication, there is no cure. More than 100,000 Canadians live with Parkinson’s disease. By 2031, the number of Parkinson’s sufferers is expected to double. The next support group meeting is April 14 at 1:30 p.m.

These kick-off events are also to get people excited about

With all the support we had last year with the building, I think there’s going to be a lot of people in the community that will want to come out and see it,” Birmingham added. At the new building, SPWC staff and volunteers have come to realize that the centre no longer has a “slow season,” as they are finding they are busy and in need of supplies year-round. “It’s been a rude awaken-
ing,” said Birmingham, stating both the size of the building and the harsh winters the past few years have contributed to increased demand at the centre. “Before, we were in such close quarters that everything was sort of within a short distance of you but now if you’re in the raptor room and you realize you don’t have a stethoscope, you have to go back to treatment to get one,” said Birmingham. In addition to that, the centre has been at full capacity this year when it comes to water birds. Birmingham said that, like last year, many waters have frozen over, leaving water birds without water and food. Currently there are about 16 water birds, as well as 15
swans. Some of the water birds that have stayed at the SPWC this winter include, long tailed ducks, red-throated grebes, a horned grebe, a redheaded duck, a red-throated loon, and a lesser scaup. The SPWC has also kept four beavers over winter. Some of the items the SPWC is in need of include linens and towels, newspaper, laundry soap, paper towels, and other supplies to help feed and care for the animals, which these fundraisers will help pay for. The SPWC is also saving up to buy equipment for its surgery room. A bit of 21st century technology will help Lennox and Addington County Museum and Archives patrons see the past in a whole new light. Working with Crowe Productions, a video production company in Eastern Ontario, the museum has created four interactive kiosks that provide users an up-close look at history. The final result is an iPad device attached to a stand that is

Guests can now look at the actual historical item behind the glass and then get more information by clicking on the corresponding image on the screen. “It is important that artifacts be understood in their historical community
like a personal tour guide. At the touch of a finger guests can read more about a display and zoom in on photographs and documents from the 1900s. “What we have is a template that was designed to highlight a selected number of artifacts within a display,� explains Jane Foster, manager of the L&A County Museum and Archives. “The template also provides background to the time period.� Currently the kiosks cover the themes of ‘A New Century and the Great

context�, added Foster. “An artifact devoid of its social, economic or political context is just an object. But with context, the artifact then becomes a reflection of the people who lived and worked in a particular era.� Along with providing more information, the iPads help solve the age old problem that has plagued museums since their inception. With much of their materials over a century old, its simply not viable to have the public pick it up or touch it. “We’re able to display

archival materials that are perhaps too fragile for normal display purposes,� said Andrew Minigan, curatorial assistant at the L&A museum and author of much of the information written for the kiosks. “For this application I was actually able to photograph the originals.� That featured comes in particularly handy for displays such as the one talking about the craftsmanship of the Gibbard’s Furniture factory. “What we’ve been able to do with the app is, in addition to making it more streamlined for the younger generation who is more used to touch screens, we can expand the view so you can see the detailed views of the artifacts you wouldn’t normally be able to zoom in on,� added Minigan. Funding for the project
was provided by a $20,800 grant from the province’s Ministry of Culture, Tourism and Sport. Along with the kiosks, a promotional video entailed ‘From Jail to Museum’ was produced. It covers the story of how the county’s former jail was transformed into the current day museum. “It is the story of the growth of a vision,� said Foster. “Retrofitting a jail into a museum was an innovative and progressive project for County Council in the 1970s. Growth in collections and changes in functions necessitated changes and with the support of county council and the planning of the county administration, we now enjoy a modern facility to continue the vital work of preserving the heritage of our county community.�

New Napanee Navy League commander takes over Lt. Andrew Ashworth replaces outgoing Lt. Shawn Fairbrother BY ADAM PRUDHOMME Staff Reporter
A new commander is at the helm of the Napanee Branch of the Navy League of Canada, following a change of command parade held at aboard the York Street arena ‘ship’ last Thursday. Departing after two years is Lt. Shawn Fairbrother, who will be replaced by Lt. Andrew Ashworth. The switch was marked with the signing of official documents and a passing of the Canadian flag from the old commander to the new. Members of the Napanee Navy League stood in formation throughout the ceremony. “The first night when I started in September of 2013, we weren’t looking like this,” Fairbrother noted after he and Ashworth inspected the regiment. “They’re organized, they have really adapted to the system that I set up and they’ve done an excellent job.” Several members of the local club commented on how much Fairbrother did in his time with them. Before he came onboard, the club was in rough shape with dwindling numbers and undisciplined cadets. “In my time while I’ve been in command of this unit, I’ve seen many people grow and learn how to be good leaders,” added Fairbrother. “Some of you have grown to the point where you’re not only a good leader, you follow well and do the things that you’re told while you’re here and you enjoy yourself and enjoy doing the things that you do.” Coming from a larger unit, Fairbrother admits he was hesitant about accepting the role in Napanee. After spending some here, however, he says he is sad to be leaving. As for the incoming commander Ashworth, he is now tasked with keeping the positive momentum of the club going forward. “I will do my best to live up to that trust,” Ashworth said of his new responsibility. “To do that I’m going to need you ladies and gents, and by that I mean the cadets.” “We’re here to support you,” Ashworth added. “Without (the cadets) we don’t have a job. I’m going to do my absolute level best to deliver the program you deserve.” Founded across Canada in 1918, the Navy League focuses on promoting interest in maritime affairs throughout the country. Their youth groups serve the community in a variety of ways, such as assisting with the Royal Canadian Legion’s annual Poppy Campaign.

Easter Bunny’s arrival on Sunday. “They like it because they like colour,” Tyner said of kids’ interest in basket weaving. “That’s why I dyed the reeds. I’m going to do them up in little baggies so they can pick the colour they want.” Each of the guests at the presentation will have a chance to take a hands-on approach to learning some simple weaves. “We’re going to be doing coasters,” said Tyner. “I’ve done the real small reeds and someone else is going to be working at the discovery table with them and they’re going to be making little coasters and I will be demonstrating the weaving.” Some of the techniques she will be using will be very traditional, and harken back to the early days of basket weaving. They’re many of the same techniques she uses today when designing her one of a kind creations. Though many arts and crafts have become revolutionized by machines over the years, basket weaving is still done strictly by hand. When not working on her own designs Tyner travels the county demonstrating her basket making techniques to all ages. “The bigger the basket the easier it is to do,” says Tyner. “The smaller baskets are a lot harder to do because you’ve got to get your hands down in the there and the children can’t see what they’re doing.” After the demonstration the kids will have a chance to search the museum grounds in an Easter egg scavenger hunt. The presentation will begin at 10 a.m. and is free for all ages. The Museum Kids program is a monthly feature hosted by the museum. egan Simpson provided all the offense the St. Lawrence College-Cornwall Sharks would need to capture provincial gold in Etobicoke on Saturday, besting the University of Toronto Scarborough Maroons 1-0 in the Challenge Cup Championship. Simpson, who hails from Napanee, had just missed giving her team an early lead in the first period, ringing the puck off the post. When she had a second chance in the middle frame, she was ready. “There was a big scramble in front of the net and I was in the right place at the right time,” said Simpson, “The puck was just sitting there and I hit in home.” Simpson said her and her Sharks teammates knew goals would be tough

to come by against the well balanced Maroons squad. They had faced them once previously in a tournament, resulting in an identical 1-0 SLC victory. With gold on the line it was a similar back-andforth game that went right down to the wire. Clinging to the one goal lead the Sharks survived a nervous third which included killing three power-plays. The defense stood tall and made Simpson’s goal stand up, earning SLC their second straight provincial title. “Throughout the tournament we played our hearts out,” said Simpson, referring to the team’s 4-0 run at the Challenge Cup. “We were defending champions and we wanted to go in there with the mindset that we were going to do it again. Throughout the tournament we all played well.” Though she wasn’t part of the 2014 gold medal win-
ning team, Simpson says she was well aware of what the team was up against trying to repeat. “Going into provincials we had a target on our back knowing that we were the defending champs,” she said. “We played really well throughout and it didn’t really faze us.” Saturday’s game winning goal gave Simpson six points in four games and helped earn her Challenge Cup tournament MVP honours. Simpson, an NDSS graduate, will wrap up her Police Foundations program this spring. Fortunately for the Sharks, she plans to return next semester and continue her education with a Behavioural Science course. That means they can count on having their sniper back on the ice and soccer pitch for the 2015-16 athletics season.

The Napanee Atom B Crunch celebrate after winning bronze in the Lower Lakes Female Hockey League. Crunch finished their first game with a 2-1 win. Game 2 had the Peewee’s facing the Milverton Royals. It was a hard fought game and the Crunch worked well at killing off a few penalties but unfortunately the Royals found a spot to get past Burgess and the 1-0 lead got them through to the end of the game. Day two of the tournament had the Peewee’s facing the Wilmot Wolverines. The Crunch outplayed their opponents but just could not get a break between the pipes. Thankfully, Burgess was on top of her game and had strong defence giving her the shutout and a tie that was needed for the team to head to the gold medal game. The parents could not be more proud of the team and

This team is excited and ready to head to Provincial Championships in just two short weeks. n The Atom B Crunch were bronze medal winners at the Lower Lakes Female Hockey League’s Championship Weekend, held in Oshawa. The Atoms, Eastern Division champions played a round robin against four other division champions – the Aurora Panthers, Wilmot Wolverines, Ancaster Avalanche and Lakeshore Lightning. The girls played hard for the puck and had strong offensive attack and defensive effort, finding themselves up against very evenly matched teams. After round robin play the Crunch found themselves with two scoreless ties, a 10 loss and a 1-1 tie where, Maeve Kennedy passed the puck up to Kristen Sutton who got a shot off and Breanna Roy picked up the rebound and tucked the puck past the goaltender. This resulted in a third place round robin finish and a final game to battle for the bronze with the Aurora Panthers. Early in the game the puck was cleared from the Crunch’s zone and with icing waved off, Lila Pringle
sprinted for the loose puck. Beating the Panthers to the puck Pringle picked it up behind the Aurora net and battled spiritedly at the side of the net to send the puck past the netminder, unassisted. Finding themselves up by one the Crunch needed to keep this lead relying on exceptional defensive skill by defensemen - Myla Pearson, Kennedy, Nikki Weese and Gracie Hughes and their ever ready goalie Makenna Marlow, who allowed only two goals in the five game weekend. Contributing 110 per cent to the defensive and offensive attack were wingers Abby Kish, Jaidyn Manion, Adrianna Maclean, Pringle, Roy and Mackenzie Tyner and centres Hailey Thompson, Saige Pearson and Sutton. The Panthers continued to apply pressure until the last seconds however the Crunch were able to hold them off capturing the win and Bronze medal and finished third out of 40 teams in the league. The Atoms had an impressive season record with regular season record of 20-0-2, playoff record of 5-1-2 and championship weekend 1-1-3. 2015 RURAL SUMMER JOBS SERVICE - ACCEPTING APPLICATIONS NOW The goal of the Rural Summer Jobs Service (RSJS) is to encourage rural employers to create summer jobs that enhance the life skills and work experience of students in Ontario. In 2014, over 1,500 employers participated in creating over 4,600 rural summer jobs. The RSJS is part of the Ontario Government's Ontario Summer Jobs Strategy to assist students across Ontario. What does the Rural Summer Jobs Service offer? The Government of Ontario provides a $2/hour hiring incentive to eligible, rural employers who can create summer jobs for rural students between the ages of 15 and 30. The program offers an opportunity for employers to hire a student and receive reimbursement for the time worked between April 1st and September 30th. Rural employers may receive the hiring incentive for up to 560 hours per eligible summer employee. Application - Consists of three pages including an updated employer declaration. he Napanee Firelight Bantam A Stars finished their season as silver medallists in Sunday’s Game 5 of the Lakeshore Finals in Napanee. The Stars’ run for gold ended with a 5-2 loss to Whitby Blue. The boys struggled in the offensive zone at times, having difficulty getting to the net. Rearguard Cam McEwen tallied twice for the Stars. Cal Doyle, Bruce Dunham, Seth Foster and Nelson Powers each had assists. Finn Pierce and Bailey Maracle split the duties in net. The boys played Game 4 in Whitby last Thursday and came away with an impressive defensive gem, winning 1-0 over the Wildcats. Brendan Hagerman would tally the only goal they would need to force Game 5. Late in the first, Eric Joyner would feed Hagerman through the centre, and he would bury the

winner. The team got a solid performance from the defensive squad of Joyner, McEwen, Dunham, Foster, Cal Doyle, and Kyle Weese, and as well, Maracle turned away all 23 shots he faced. The team had finished first overall in league play with a record of 24-5-1, including 20 wins in a row. Their playoff record was 97-2, including eight games facing Whitby Blue. In their 12 games with Whitby over the entire season they had an even split of 6-6. Including their season and playoffs, they scored 156 goals while allowing 99. n The Byron Perry Automotive novice Grays team travelled to the Pizza Pizza tournament in Whitby on the weekend. Friday, facing Whitby Northstars, they dominated 12-1 with several players finding the net. Saturday against the Penetang Flames, the team came our strong, but had to battle back in the dying minutes, scoring twice for a 5-5 tie. Also on Saturday, they faced
Midland, a team with many talented players, and the team fell behind by four, but won the second half of the game, thanks to a hat trick by Anthony Nugent to lose 6-3. Sunday they battled the Whitby Crushers, a first tier house league team, but fell 7-1. The hotel pool was a favourite of many team members. n The McCaw Mortgage Team Tyke MD7s faced Belleville in their one-game final last Saturday at a neutral rink in Trenton. The boys had a solid outing as they defeated the Junior Bulls 4-1. This put a very positive twist to a fine season in which the team had many successes, and players displayed a great deal of development throughout the season. n This weekend marks the end of the season for the last few teams competing, and leaves a void in Stars hockey until the evaluation skates in May, as well as the NDMH Annual Meeting in May.

Communities in Bloom is hosting its first ever gardening expo next weekend with gardening expert Ed Lawrence highlighting the event. Ed Lawrence worked 30 years as a Canadian horticulturalist and now works as head gardener at Rideau Hall, overseeing 85 acres of historic grounds and greenhouses. He will be visiting Greater Napanee on April 11 between noon and 5 p.m. to give expert advice on gardening. “Ed is much loved, everybody knows Ed Lawrence, so having him come to Napanee, we thought, would be a great way to do some fundraising,” said CIB volunteer, Kathy Medd. Tickets to Lawrence’s presentation are $20 each; however, admission to the garden expo is free. “(It’s) to bring those folks together that are passionate about gardening. Then that led to the idea that we’re going to have all these people that love gar-
dens, and what CIB is all about, so perhaps we should have a small-scale garden show,” Medd added. Lawrence’s presentation will start at 2 p.m., followed by a question-and-answer period. Those attending his talk will automatically be entered into several draws at the garden expo. More than a dozen vendors have already committed to participating in the garden show, including Garden Creations by Tasha, Grassroots Growers of Tamworth/Erinsville, Herbhaven Farm, Quinte Master Gardeners, Selby Garden Centre, and others. “We are reaching out to vendors and non-profits who offer products and/or services within the theme of Communities in Bloom to join us for the day,” said Medd. “Our hope is to present an event that will offer likeminded folks an opportunity to share their knowledge and enthusiasm. We have received enthusiastic support with some individuals suggesting the time is right for a garden show in this area. If things go well, the committee may look at
expanding the show in 2016 into a full-scale event,” Medd continued. CIB chair Marg Isbester said she feels there is a lot of opportunity for Greater Napanee’s garden expo to grow in future years. “Picton doesn’t have one, Kingston doesn’t have one, so there’s lots of opportunity here,” said Isbester. “I just didn’t think we were ready for a full garden show so this is a great combination. It gives people exposure, it’s another step toward involving the community.” Tickets can be $20 and can be purchased at the Napanee Business Centre, Town of Greater Napanee Visitor’s Office, Home Hardware, Hooked on Hair, and Flowers by Barbara. Money raised from the event will go toward CIB project such as the Corner Park and new planters downtown.
