A Greater Napanee man is facing a first-degree murder charge in connection with the death of his stepmother on Saturday. John Masson White, 38, made his second court appearance on one count of first-degree murder on Tuesday for a bail hearing. Appearing before Justice Donna Doelman, White said very little, only responding that he had no questions when prompted by the judge. He will remain in custody at least until his next appearance, May 10 in Napanee. Shortly before 3 p.m. last Saturday, Napanee OPP officers were dispatched to a residence on Shannonville Road in Roslin, Tyendinaga Township. When officers arrived, they found the body of Gail Doreen White, a 56-year-old woman from Greater Napanee. The suspect, the victim’s stepson was arrested without incident at the scene. A post-mortem was completed on Monday, though police were not releasing the cause of death when contacted by The Beaver yesterday. The Napanee OPP, under the direction of Detective Inspector Rob Hagerman of the OPP’s Criminal Investigation Branch, is continuing the investigation. Anyone with information relating to this incident is being asked to contact the Napanee OPP at 1-888-310-1122.

Council OKs boat launch improvements

Boat launch and parking improvements will start immediately at the existing boat launch off Centre Street to alleviate parking and boating issues downtown. Greater Napanee council debated the boat launch at a regular council meeting last Tuesday. Previously, council looked at whether a new boat launch should be installed at the Napanee Lions Club Park on the other side of the bridge from the current launch, but after the Napanee Lions Club and local residents voiced concerns regarding this plan, the town decided to improve the existing launch instead. Paving the lower parking lot, implementing curb blocks, line painting,

installing parking ropes and signs and other improvements is estimated to cost $3,500. Recycling asphalt (from previous construction projects) will provide a semi-permanent surface at virtually no cost. The new parking plan at the boat launch will provide 11 parking spaces for trucks and trailers, a designated parking spot for the OPP, 21 general parking spaces, and two accessible parking spaces. Proper signage and line painting will ensure boaters are able to access the launch without difficulty. “The plan is adaptable. The curb blocks can be changed, the ropes, all that can be changed at no cost. If we find that 11-boat parking isn’t enough then we can change that,” said Peter Dafoe, Greater Napanee General Manager of Infrastructure Services, after

some councillors questioned whether 11 parking spots would be sufficient. “One of the challenges we’ve had is there’s been a lack of order down there for quite some time. So there are many boaters who won’t use it, period. There are many boaters that will not launch there. There’s been too much conflict; they can’t get access to the water, they get in and park and they can’t get out, there have been accidents down in the site. We’ve had several comments that people will start coming in there again if they can gain access to the waterfront to launch so we anticipate more use than what we’ve seen in the past,” Dafoe explained. Council felt this solution offered residents a safe and efficient method for accessing the boat launch, while staff conducts a master plan to determine the best long-

term solution for a boat launch. “I really like where they’re going, I think it’s a minimal cost and doing a lot of it in-house with recycled products and such so we can address this in the short term because I know we need to address it in the short term,” said Ward 2 Councillor Max Kaiser. “I would also like to say: while I don’t hold the Waterfront (River Pub and Terrace) responsible for the use of this parking lot – they can’t be judged on where their patrons choose to park – I do think we need to involve them heavily in the education portion in making this happen. Maybe that means that communication is followed through to that restaurant. Enforcement is going to be a key part of making this work,” Kaiser continued. Ward 5 Councillor Shaune Lucas suggested

the municipality invest in a staircase from the upper parking level down to the restaurant in order to encourage restaurant patrons to park in that parking lot, as well as to leave the roadway open to vehicles. “We need to encourage the restaurant patrons to use the upper parking lot and not have to walk down to the restaurant through the street. If we can make a revision for a staircase that would encourage them to come down the staircase instead of walking down the street that would be good,” said Lucas. Kaiser moved to adapt proposed changes for the boat launch, which was carried by council. He moved a second motion for staff to investigate the cost of a staircase to provide access from the upper parking level, which was also carried.

Commons honours warden Beaver Staff

Members of the House of Commons rose to their feet to recognize the service of former Stone Mills Township Reeve and Lennox and Addington County Warden Clarence Kennedy last Thursday. Hastings-Lennox and Addington MP Mike Bossio used the ‘members statements’ portion of the sitting day to pay tribute to Kennedy, who died after a brief battle with cancer on March 13. Members of Kennedy’s family were in attendance to hear Bossio make his remarks. “Integrity was his hallmark, and Clarence was a model of service to his community,” said Bossio. “He wore many hats, as many talented people like him so often do. He was a farmer in a strong farming community. He was a teacher with the Lennox and Addington Board of Education and the Limestone District School Board for 33 years. He was also a long-serving councillor and then reeve of Stone Mills Township. We were also fortunate to see him made warden of Lennox and Addington County for 2016, although his time in that office was far too short.” “Canada’s rural communities need more farmers, teachers, and public servants like Clarence,” he continued.

18 Water retained, Towns preps for upcoming ‘big dig’ pending study BY ASHLEY ESPINOZA

A decision has been made by Greater Napanee council to keep the 18 Water Street house until a strategic plan can identify what the best use would be for the property. Council met last Tuesday to discuss the building, which has been a back-andforth issue for a number of months. The town purchased the property in 2015 in hopes to use the property to build a walkway from the Springside Park waterfalls along the river to the Centre Street Bridge. Last October, council had contractors assess the house and it was determined that it was not worth restoring due to mold, damage and age. It was recommended the house be demolished. Council had planned to demolish the building until the Municipal Heritage Committee urged council to allow them to go through the house to determine if it was worth restoring or moving. Council allowed the committee to review the house and bring a report to council, which stated there was little significant historical value to the home. Over the winter, council debated whether to hold on to the property until a strategic plan was in place, which would determine the best way to utilize the property and/or building; against whether the home should be repurposed, relocated or demolished immediately. Last Tuesday council decided to keep the building until a strategic plan is in place. In the meantime the municipal-

ity will ensure the building is safe, secure, and help make it look pleasing until a final decision is made. While some councillors felt a decision should be made soon and not to waste money on a building that may later be demolished, others felt that it would be best to wait for the strategic plan. “I’m really not prepared to spend more money on that property,” said Ward 3 Councillor Roger Cole. “The Heritage Society came back and basically stated that it has no real historical value. We could take a few beams out of it and maybe put a plaque up or something… There was not really sort of significance about the property. So I’m not really prepared to spend a lot more money on it.” Deputy Mayor Marg Isbester said that the Municipal Arts and Culture Committee and Communities in Bloom could help to plant some flowers around the building and some students could paint the boarded up windows to “freshen” up the place until a decision is made. “I don’t know what the decision is. I don’t want to rush, I don’t want to spend money, and I don’t want to make a mistake,” she said, weighing the options. “I don’t want to see the thing sit there and be boarded up for the whole summer, but I do like the suggestion that if we’re going to take our time to do it properly. My vision would be that it would be just the foundation and we could do some stuff with that,” said Isbester.

Major downtown road renovations are in the works for the next couple years so council, staff and the Business Improvement Area are working together to put a positive spin and brand on the construction process. Construction will begin this year with Bridge Street, starting at the east end by Camden Road and working its way West. In future years, a majority of Dundas Street will be redone in a number of phases. The rebranding will include all of these downtown construction phases. The projects have been casually referred to as the ‘big dig,’ but Greater Napanee staff informed council last week that the City of Boston has copywritten that phrase. Peter Dafoe, Greater Napanee General Manager of Infrastructure Services, provided council with a list of 10 potential project names to use in branding the downtown projects. Council narrowed the list down to three and sent them back to the BIA to pick one. Those top three names are: Dig’in Down-

town, Pathway to Progress, and NIP & TUC – Napanee Infrastructure Piping & Tarmac Under Construction. Ward 5 Councillor Shaune Lucas said council and staff must be very careful to ensure the project is positively received by the community and that transparency and communication are top concerns. “I’m already feeling the effects of this perceived construction. No fault of anyone, but the shadow is going to be cast very long down here. We have to handle this very carefully,” said Lucas, worried for downtown businesses. “It’s no one’s fault, but there’s going to be some hard times downtown if this isn’t handled right… We have to be positive; we have to be cheeky.” Staff assured council that a lot of planning has already gone in to the downtown construction projects and that Bridge Street’s construction this year will help staff to iron out wrinkles, if any, in the process before hitting Dundas Street in the future. “We want to make sure it’s a well-oiled machine before we hit the most challenging part of the construc-

Gord Mayor Schermerhorn said that, like Lucas, he is most concerned for the downtown business owners. “I do have concerns about this dig downtown,” said Schermerhorn. “We have to be well organized, we have to be well publicized.” He said he met with MP Mike Bossio about whether any assistance could be given to the downtown merchants and that Bossio is looking into whether PELA CFDC – Prince Edward Lennox and Addington Community Futures Development Corporation – could be of assistance. “We have so many stores downtown right now and we don’t want to lose any of them that are there,” said Schermerhorn. “We have to have people downtown directing foot traffic and everything else through this process because our downtown is a large part of our municipality. We’re going to be organized and hopefully everything goes smoothly.”

Timing of the Bridge and Dundas Street projects are still being worked out but Dafoe said that once a timeline is finalized there will be information posted to the Greater Napanee website so the public can be well aware of which areas will be affected, and when. “People are starting to fill in the blanks without knowing all the information at this point, and that’s a dangerous thing,” said Dafoe, asking the public to wait for official reports and announcement from the town before worrying about consequences for the upcoming construction projects. Dafoe said town staff has been in discussion with the City of Kingston and the City of Belleville regarding those downtown construction endeavors in order to best prepare for Greater Napanee’s projects. “We’ve had significant discussions and we’re trying to learn from what others have made and build on the progress that they’ve had. They’ve improved considerably on their projects as well, so we’re trying to take

It bears repeating... We have spent some time — OK, a lot of time — here discussing the Liberal government’s plan to change the way we vote for our federal politicians in the future. Given the issue’s importance, we’re going to discuss it some more, so bear with us. We do so on the heels of a EKOS poll that showed that, when it comes to changing the electoral system from first-past-the-post to, well, ‘something else’, about half the population believe the issue should be put to the people in the form of a referendum, while the other half believe the federal Liberal government has the mandate to change the system (as long as they conduct an extensive public consultation before making that change). There’s something to be said for the latter position. The Liberals did run on the pledge that the last election would be the final national first-pastthe-post general election. From a legal standpoint, Trudeau and his government have the authority to make changes to the electoral system. Still, we’re firmly in the former camp — that is, if you’re going to change the way we vote, we (Canadian voters) should get a direct say in the matter first. And while the government has the legal mandate it needs to change things up, we believe that without a referendum to seek the public’s blessing for the plan, it will lack popular legitimacy moving forward. Without that, it will create problems for this government and (more importantly) any governments to follow. Not surprisingly, there’s a significant difference of opinion along partisan lines. According to the EKOS poll, a majority of Liberal supporters say the government can move ahead without a referendum; meanwhile, a majority of Conservatives supporters say the government needs to hold a referendum before proceeding. Conservatives are being criticized for simply opposing the measure because they enjoy the status quo; Liberals are being criticized for trying to game the system so they enjoy a perpetual electoral advantage. As it stands, we have no idea what the FPTP system will be replaced with. In fact, the government has done little — at least publicly — to advance its plan. Even without a referendum, there is much work left to be completed, and we’re skeptical that the government could accomplish the task before the next election rolls around in 2019. But if it’s still on the Liberals’ to-do list, it’s one of, if not the most significant item on it. It’s not a job to be rushed, so if they’re going move forward, they need to start moving soon. And, for the public to buy into the plan, they’re going to have to have a meaningful say in the matter: a referendum. Further, the status quo should be one of the options on the ballot.

Success by Six One of the cornerstones of life in the western world is that education is our great equalizer. We are taught that our access to public school systems gives us all the same opportunity for success from the start. Keep in mind, though, that school isn’t the start. Too many children enter Kindergarten with their destinies predetermined. It’s not necessarily that they are being failed by the education system; the problem starts well before the first day of school. The simple truth is that scores of parents are not reading aloud to their children. In fact, according to research by the Reach Out and Read National Centre in Boston, fewer than half of young children in the United States are read to daily. The percentage of children read to daily drops to 36 percent among low-income families, whose children are the most likely to face barriers to literacy. Why aren’t parents reading to their kids? There are plenty of reasons. For one, there are many parents who have low literacy rates them-

selves and therefore believe they don’t have the skills to effectively read aloud. Side note: In actuality, even just talking about pictures in a book can do wonders for developing early language

Catherine Coles Coles’ Notes skills. Two, there are parents who live in poverty, don’t have money to buy books and don’t have a lot of time for library visits between jobs. Three, there are parents who were not read to as children themselves and may not understand the significant leg up that early reading provides. We know that reading aloud to a child beginning at birth helps put him or her on track for success by age 6, and eventually in life. When children love to read, they are excited to learn. It all starts at home with parents who understand the need, have the desire and who are enabled with the tools to

make sure their child is headed to school on an equal playing field to their peers. That’s where programs like United Way’s Success by 6 can help. Success by 6 Week (May 1-8) is a week of events and activities designed with children aged 0-6 in mind. It is aimed at heightening public awareness of the importance of early-years development. As an organization that works with young children 0-6, the County of Lennox and Addington Libraries is participating in this year’s Success by 6 by throwing two ‘Minion Parties’. Join us on May 5 at 6 p.m. at the Amherstview Branch or on May 7 at 10:30 a.m. at the Napanee Branch for these events. I know I have; my eagerness for the nice, warm days, spring bulbs sprouting up, and the look of a clean palette has me excited. It’s also a great time for those on the real estate market. A trip through the pages of The Napanee Beaver 50 Years Ago April 20, 1966 ■ A farmer from Bath was named as chairman of the Ontario Wheat Producers Marketing Board. At 36 years of age, Peter Mackinnon was one of the youngest chairmen ever to hold the office. Mackinnon had been vice-chairman of the organization for the past two years leading up to his selection as chair. He succeeded Russell Bolton of Seaforth. A farmer since 1950, Mackinnon was also vice-chairman of the Farm Credit Corporation Appeal Board, and was a graduate of the agriculture program at the University of Guelph. ■ Local vegetable growers were told that eastern Ontario could soon become a key area for canning vegetables in the not-too-distant future. J. Donald Baxter of the Baxter Canning Co., told the L&A County Vegetable Growers’ Association that the industry is cultivating more and more land in the Niagara area — so much so that it may be looking for more land and crops in eastern Ontario in order to keep up with demand. He said L&A should seize the opportunity by expanding and streamlining operations.

30 Years Ago April 23, 1986 ■ The Lennox and Addington County Board of Education had a change of heart regarding a financial contribution to the NDSS band for an upcoming trip. Although the board had initially denied the request for funds for the trip to Vancouver, trustees changed their tune after discovering that the band was competing in the National Stage Band finals. The board voted to give the band $1,800 — half of what the band had originally requested. ■ The Cataraqui Region Conservation Authority was looking to take over control of Potter’s Dam from Ernestown Township near Odessa in order to help alleviate the potential for flooding in the area. The CRCA was recommending that all stop logs be removed from the dam in the short term; however, it also suggested that in order to achieve the greatest amount of flood prevention, the dam structure should be completely removed and/or rebuilt. “Given the sensitive relationship between the operation of the existing dam and flooding in the village, the conservation authority must be assured the dam will be operated in a manner which will not create flooding under regional storm conditions,” the CRCA reported.

Community donation drive aims to refill food bank, mission BY ADAM PRUDHOMME Staff Reporter

Napanee’s Salvation Army and Morning Star Mission are once again recruiting volunteers willing to canvass door-to-door for their Community Food Drive, which will take place May 12. They’re aiming for about 100 volunteers to break up into teams and cover 18 different sections of Napanee, collecting items for the food bank and Morning Star Mission hot meal program. “This is the time when we start seeing the shelves not as full,” said Dana Henry, Community and Family Services Co-ordinator for the Napanee Salvation Army. “We’re starting to have a hard time filling baskets and our boxes for our

food bank.” Volunteers can register as a team or as individuals, who will be assigned to a team. They’re also looking for anyone with trucks or SUVs to serve as route drivers, following the canvassers along and storing the food in their trunk. Martin’s Bus Services is once again donating school buses and drivers for some of the routes. Another busy year means the food bank’s reserves are low and can use any help it can get. “We’re seeing a lot of new people coming in, new families,” said Henry, “not necessarily accessing it every month, but it tends to be bigger families.” Poverty in Lennox and Addington is a bigger problem than some may realize as it’s not always an easy one to spot.

“We don’t actually have people on the streets,” said Henry. “But we usually on average assist 90 households (a month). That could be for a single person to a family of seven.” For residents who want to gather some food to donate, Henry says there’s a few staples that would be helpful for their cause. “We’re always in need of canned meats like turkey, ham and chicken; crackers, cereal, canned fruit; Kraft Dinner is a big one too. We used to get lots of that but now that the price of that has gone up we don’t see it being donated as much anymore,” she said. Non-perishable foods such as bread, milk and meat are also wanted because their demand is so high they will be able to package them and send

them to a family in need before they expire. Henry says they usually end up having to buy those items. Anyone looking to volunteer for the food drive can call 613-354-7633 to register. Volunteers will meet in the NDSS parking lot at 5 p.m. on May 12, where they will be provided with a free barbecue meal before heading off on their route. Canvassing will take place between 5:30 p.m. and 7:30 p.m. Once the food is collected, it will be taken to TCO Agromart where it will be weighed.

Organizers for the upcoming Napanee Heritage 5K run couldn’t have found a better guest speaker in Sydney Gillam, who will deliver a short speech just prior to the kids one-mile race on June 18. Proceeds from the race will go towards the Rotary Club of Napanee’s project of bringing a fully accessible playground to town, which is a cause very close to Gillam. The Napanee teen, who has cerebral palsy and uses a wheelchair, knows all too well the importance of making things more accessible to everyone. “I’ve had a playground for my needs so I know what they have to have and what they don’t have to have,” said Gillam, who has become a local advocate for making the community more accessible. Now a student at Napanee District Secondary School, she helped advocate to get an accessible playground built at H.H. Langford during her time there. “It had gravel, so I couldn’t get into it, I would get stuck,” she recalled of the old playground. “It was very hard for me or any of the other kids who had chairs. So I started raising money.”

Special to the Beaver WO Southview Public School Educational Assistants were recognized earlier this month at a Limestone District School Board meeting. The LDSB Outstanding Services award recognizes faculty members across the board. Mary-Lou Brannen and Sherry Hill, both educational assistants at Southview, were recognized along with six other faculty members from different schools for their work with students. When asked what this award meant to them, both Brannen and Hill said they were humbled and honored to be receiving the honour. “It’s very humbling to be appreciated like that. I do very much appreciate it and it’s nice to be recognized,” said Brannen. “It’s a big honour, very surprising. I really didn’t know how to take it when it was given to me,” said Hill. They also said there were plenty of other staffmembers at Southview who were worthy of recognition as well. Brannen works with high functioning students who sometimes just need a little

extra encouragement. “You try to make sure that they feel safe and secure. Sometimes the baggage they bring to school is just huge and you’re trying to get them through it all,” said Brannen. Brannen works with students’ everyday, encouraging them, making the student feel special and cared for. One case is a Grade 8 student who is high-functioning autistic but Brannen helps them feel special and less isolated. “Some kids need that hug. I’m lucky, not everybody gets to come to work and do what they like,” said Brannen. She also played an instrumental role in preparing Southview for the arrival of four new students, refugees from Syria. Hill’s role at Southview goes beyond working directly with students. She is also a mentor, a nurse, and somebody who is there for the students. She organizes events like the Terry Fox run and helps to organize the schoolwide snack and milk programs. When working with students, she’s earned a reputation for her ability to “make learning fun.” She goes above and beyond everyday to make

Writers invited to participate in May showcase

Lennox and Addington County Libraries have put out the call to all area authors as they get set to host their second annual showcase of local writers. Held on May 28, the goal of the event is to give authors a chance to promote their work and network within the community. This year’s event will be a bit different than the first in that this time around the authors will have a chance to speak in front of the group. The presentations will be followed by a mixand-mingle.

“We’re giving them a five-minute window to stand up and say what they like,” said Julie Wendland, readers’ services coordinator with L&A County Libraries. “They may want to talk about their book or do a quick reading.” Only the first 15 authors to RSVP will be guaranteed a chance to speak and Wendland says they’ve already had 10 express their interest. Every author that does sign up for the showcase, even if they don’t do a presentation, will have the opportunity to sell copies of their book for the duration of the event. “The mix-and-mingle will be interesting,” added

Wendland. “Last year we set up a passport. As people came in they went to each author’s table and could win a prize when they filled their passport. The authors got involved with that last year.” Aspiring authors could benefit from attending as well. They’ll have the chance to speak with published authors who were once like them, unsure of how to get the ball rolling on a project they had in mind. “We’re hoping that will happen again this year,” Wendland said of inspiring other authors to get writing. “If people are interested in writing they can feel comfortable enough to go up to an author and ask how they

got started.” Last year’s event was a huge success as 22 authors volunteered to take part and it was well attended by the public. “We had interest in the past from local authors so we thought last year this

Musician/comedian next to play museum BY ASHLEY ESPINOZA Staff Reporter

A comedy musician based out of Kingston will be the next entertainer to take the stage at L&A County’s ‘Live at the Museum’ series. Roger James will provide a full night of entertainment – from humour to top quality musical talent. He performs at the museum next Thursday. “It’s a bit of combining humorous storytelling and humorous songs. I always make an emphasis on keeping the quality of the music really high. It’s important to me to be considered equally competent as a musician and a comedian,” said James. He said his show would be entertaining for everyone so it’s a great event to bring the whole family to. “I do humorous songs for any age – it depends on the crowd. I assess the crowd and change the show as I go. The show is always flexible depending on who is in the audience, what they’re responding to and what it seems they expected and came for,” said James. On top of singing and comedy, James plays a number of instruments, ranging from guitar to an Irish drum, but he most commonly plays the banjo. He also performs in a number of genres. He started out playing rock and roll, then moved into jazz and then into folk, celtic and Irish music. “I play a really wide variety of

music… I don’t have a particular style that’s my one favourite style of music but I like to make people laugh and see people have a good time, ” he said. “All of the music that I do is sort of roots and folk based. The banjo is fairly predominant and consistent in my music.” One of the most interesting instruments James plays is the Bodhran, which is an Irish drum. “It looks like a native instrument but it’s actually the Irish version of that,” he explained. “I joined an Irish band when they were leaving Detroit to go on a road trip and I wanted to get out and get on the road. One of the guys in the band played the Bodhran and I just fell in love with it. He taught me how to play it and I’ve been playing it since about 1973,” James said. He will bring his diverse act to Napanee next week with him, performing in genres ranging from 50s and 60s rock and roll and blues, country, bluegrass, Celtic, folk, and more. He has performed in venues throughout Canada, the United States, Ireland and England and appeared with Joe Crocker, Bruce Cockburn, Murray McLauchlan, and more. He’s been a member of the Rotary Club of Napanee, the Limestone (Learning) Foundation, Treasurer of Lennox and Addington Law Association, the (Napanee and District) Curling Club, so he has been well involved in Napanee. In addition to that, he was recognized with Communities in Bloom for recognition of curb appeal to make his building attractive. That had a lot of appeal to us as well. His business has also grown over the years too,” Elliott said. Cowle told the Napanee Beaver that an award like this isn’t something one expects when they choose to volunteer, but it’s a humbling surprise. “It’s nice to be recognized. The point of the volunteerism is that, when you do business in a community,

Last night, sixth-generation Greater Napanee resident Bruce Cowle received a Milestone Award from the Business Improvement Area. The award was announced at the BIA annual general meeting. Cowle, of Madden, Sirman and Cowle, has been practicing law in Napanee since 1990 and has been an active member of a number of local charities and organizations. Sondra Elliott, downtown business owner and co-chair of the BIA, said Cowle had numerous nominations for the award. After reviewing his nominations it was evident that he should receive the BIA Milestone Award. “We look for somebody who’s really involved in the community, is adaptable to changing business, has had some innovative business practices and really has been recognized as a leader and a role model in Napanee. We look for somebody who goes above and beyond the normal course of run-

you’re serving the people in the community, and it’s a way of giving back to the people who give you their business,” Cowle said. Cowle’s father, Lloyd Cowle, was a founding member of the BIA in the mid-to-late 1970s. Bruce Cowle said it’s overwhelming to win an award from an organization that his dad worked hard to bring to life years ago. “He’d be pleased,” Cowle smiled. His father was a teacher at Napanee District Secondary School but left his teaching job to restore and renovate the Campbell House Hotel downtown in the 1970s. It was then that he got more involved downtown and got involved with, and formed, the BIA. Like his father, Bruce Cowle has spent much of his time and energy giving back to the community he calls home. He’s been an active member in many local nonprofit organizations and sat on numerous boards and committees. “That’s one of the benefits of coming home is that a lot of the people you do business with and help are people that you know or their

families are people that you know,” said Cowle. “In a lot of circumstances the skill sets that I have are sometimes more worthwhile than the money; it’s sometimes more beneficial that I’m able to bring that background in legal profession and my knowledge to these boards, which is helpful,” he added. In his spare time, Cowle enjoys music. He performs in the Kim Pollard Band and recently contributed as a musical accompaniment at the Lennox Community Theatre’s cabaret. Cowle has been performing on keyboards and trumpet dating back to high school.

n a small yet competitive EOSSAA meet held last Wednesday, the host NDSS Golden Hawks gymnastic team had plenty to celebrate at the end of the day. Meghan Mosgrove posted a clean sweep in the Level 1 division, earning first on floor, beam, bars and vault to earn the top allaround spot. hough they were able to earn a draw in Monday’s KASSAA season opener, the NDSS Golden Hawks junior boys soccer team felt they left a very obtainable point on the field, tying the LCVI Lancers 2-2. Spencer Chatterton got the Hawks rolling with the game's first goal, only to see the Lancers respond with two of their own by the end of the half. By the second half however the Hawks had shaken off any rust and were in control of the game, spending the majority of the final 40 minutes on the attack. Despite their chances, the Hawks were only able to convert on a penalty shot, which was awarded to Liam Wilkinson after he was tripped in the penalty box. He blasted his shot to the right of the Lancer keeper who never had much of a chance of making a save.

“We had some good chances offensively and had some good goaltending,” said Hawks head coach Brian Heaton. “It was kind of unlucky not to get the go ahead goal in the second half. We hit a post, we hit a crossbar, we had a couple of corners. We had some free kicks, we just didn’t finish. I think that’s something that will have to work on because we had some decent chances. We've got to get some shots on target and win those 50/50 balls inside the penalty area.” Utilizing a 3-4-3 alignment, the Hawks applied constant pressure and came painstakingly close on several plays to breaking through with the go ahead goal only to be denied. “We had a wind advantage in the second half,” said Heaton. “I was happy with how we worked it around and I felt we dominated the second half of the game. When you do that more often than not you get rewarded with goals and I

think that’s something we’ll have to build towards as the season progresses.” Though he wasn’t as busy in the second half, Hawks keeper Keegan Makpah still made the save of the match as time was ticking down, making a diving block to keep the game tied. He was solid whenever he was called upon. “Keegan made some key saves to allow us to really push for that go ahead goal,” said Heaton. The coach also highlighted the defensive play of Chatterton, Reid Kelly and Michael Lloyd for helping to limit the Lancers’ chances. With their first game officially in the books and a pre-season tournament already under their belts, Heaton says he sees a lot of promise for his junior squad. An almost 50/50 mix of Grade 9s and returning Grade 10s, he says the team a great mix of experience and new energy for the 2016 season.

It’s been said that there's no shame in being beaten by the best. If that's the case, the Napanee Raiders can take comfort in knowing the Port Hope Panthers, who bested them in the Empire B League Junior C finals back in February, are set to play in their second straight Schmalz Cup series. The Panthers blanked the Alliston Hornets 3-0 in Port Hope on Saturday to clinch their best-of-seven semifinal series in six games. They'll now prepare to take on the Ayr Centennials, who swept the defending provincial champion Essex 73's to earn their spot in the finals. Ayr, which plays out of the Midwestern Junior C Hockey League, is located in the regional municipality of Waterloo, south of Kitchener. Last year the 73's had

just enough to beat the Panthers, earning a 1-0 victory in the deciding Game 7. Game 1 of the 2016 finals will get underway tomorrow night in Port Hope, starting at 7:30 p.m. Game 2 will go in Ayr at 4

p.m. on Sunday. The Panthers will look to avenge last year's loss and become the first Empire B League club to win the provincial title since the Picton Pirates did it back in 2013.

She was a dedicated wife, mother, gramma and neighbour - always cheerful and willing to help and care for those around her. Her sense of humour and ready smile will be greatly missed. May her free spirit soar high. The Ontario Federation of Agriculture (OFA) has been working with the provincial government since the Cap and Trade system was announced. We have focused on two main areas as the new system is developed – ensure farmers are acknowledged for their role in reducing greenhouse gas emissions and ensure agriculture has the opportunity to participate in the new regulated system by providing carbon offsets (also referred to as carbon credits and carbon offset credits). OFA recently hosted a workshop in Guelph to share insights from experts in carbon offsets, with more than 80 participants from government, agricultural groups, academics and interested industry organizations. The event demonstrates OFA’s commitment to work with government and industry to ensure the new Cap and Trade system recognizes agriculture’s role in reducing greenhouse gas emissions, and includes a flexible, realistic and simple path to agricultural offset credits from farmers. Carbon offsets are an important component of a Cap and Trade system and offer potential opportunities for Ontario farmers in the form of offset credit trading. Innovations in farm practices reduce greenhouse gas emissions and Open 7 Days A Week sequesters carbon through actions like notill, fertilizer management and ruminant feeding systems. Agriculture has an important contribution to make in a Cap and Trade system. Bill 172, currently in Queen’s Park, is setting the framework for Ontario’s cap and trade system, and recognizes agriculture’s possibilities in Schedule 1 of the bill. This is what primary agriculture needs. OFA will continue to advocate for our sector and the stewardship efforts we make every day to reduce greenhouse gas emissions to be sure agriculture stays properly engaged in the regulations and process forward under Ontario’s new Cap and Trade system.
