Man arrested after infant seriously injured BY SETH DUCHENE Editor

A Napanee man is facing numerous charges following an incident that left an infant child in critical condition. According to the Napanee OPP, at around 3:40 a.m. last Monday, officers from the Napanee detachment responded to a call of an injured infant at a residence on Centre Street in Napanee. The baby was transported to hospital in Ottawa to be treated for life-threatening injuries. Two days later, an 18-

year-old Napanee man, who cannot be named to protect the identity of the victim, was arrested and charged with aggravated assault, criminal negligence causing bodily harm and failure to provide the necessaries of life. The man appeared in provincial court in Napanee on Thursday for a bail hearing; he was kept in custody for continuation of the bail hearing yesterday. The results of that hearing were not known at presstime. Justice of the Peace Donna Doelman issued a publication ban on the proceedings. The Napanee OPP Crime Unit, under the direc-

tion of Detective Inspector Jim Gorry of the Criminal Investigations Branch, is continuing its investigation of the incident. Anyone with information relating to this case is asked to contact the Napanee OPP detachment at 613-354-3369; those wishing to remain anonymous can contact Crime Stoppers at 1-800-222-8477 (TIPS). The incident prompted a protest on Thursday outside the Napanee Memorial Building where the hearing was taking place, where demonstrators urged authorities to lay more severe charges against the accused.

The Napanee Heritage Quilters Guild threw its support behind the soon-toopen Napanee Acquired Brain Injury Centre by fashioning six quilts for the six residents that will move into the facility, located on the grounds of the former Lenadco Home. Among those quilts was a tribute to Scott Finlay, who suffered a severe brain injury at the Canadian downhill skiing championships in 1978. Since then, his family has spearheaded the effort to create a specialized home for him and similarly injured individuals. That home, which will be operated by Pathways to Independence, is expected to open in early 2017. The quilt, show above, features Scott’s racing event numbers dating to when he was an internationally competitive skier; it was presented by the guild at its year-end meeting last week. Slight increase projected for utilities budget BY ADAM PRUDHOMME Staff Reporter

The first draft of the 2017 Greater Napanee utilities budget was presented to town council on Thursday night, which proposed a user rate increase of 1.9 per cent. That increase would amount to about $3.56 extra for every two months per customer. A one per cent increase would generate approximately $56,992 in additional revenue for the town. Citing the Consumer Price Index, which was 1.5 per cent in October and the Construction Price Index,

which sat at 1.4 per cent in 2015, Greater Napanee Treasurer Mark Day said a 1.9 per cent increase would be necessary to fund the town’s scheduled projects for 2017. “It allows us to address a very increased amount of demands for capital replacement,” Day of the increase. “If we basically hold the line with any kind of CPI inflationary increases and reflect that in our user rates, we’re never going to address that long-term outstanding capital.” The proposed increase would be slightly less than the two per cent increase of last year and lowest since 2011.

“Since 2008 the rates have been going steadily down,” said Day. “On top of that so has our debt. Pending we don’t get into a large venture for our wastewater plant, we’ll be debt free by the end of 2017.” Day says the small increases are necessary to avoid a huge spike down the road. “Moving forward staff is confident that we can address long-term capital needs without a significant adverse (rise) in water and sewer rates…. You will never see us in front of (council) looking for major increases. I see that on a weekly basis through our association. We see many

municipalities that are facing rate increases that are double digits. Those increases can be devastating to a community. You won’t see us in front of you doing that. We’re financially solid, we’re stable and not only that, we’re cost-competitive.” In his report Day says 2016 projected year end revenue is expected to exceed estimates by $221,000, which he attributed to community growth (41 new customers, 37 residential) and higher commercial usage. As well, 2016 year end expenditures are expected to be $667,000 under the

original approved 2016 budget. Town staff is recommending those surpluses be re-allocated to help mitigate future construction costs for in ground works planned for the next five years. “I never like debt so I’m glad to see your budgeting for these projects in advance,” said mayor Gord Schermerhorn. “For the $3.56 or something like that every two months, I don’t think that’s going to be too burdensome on anyone.” Council voted to give draft approval and will make a final decision on the budget in January.

The price of power The Ontario Liberal Government certainly isn’t suffering from a shortage of negative headlines these days — or for the last several months — but when the owner of a nuts and bolts manufacturer based in Scarborough spoke out this week about the impact of rising energy prices on his business, it confirmed a troubling trend facing the province. Byron Nelson, the owner of Leland Industries, says that while he doesn’t plan on laying off any of his more than 200-plus workers at his Scarborough facility, it won’t be where he’ll be investing in expanding. Instead, he’ll expand his operations in Illinois — where energy is much, much cheaper. He isn’t the first Ontario-based manufacturer to bemoan the cost of doing business in the province. If energy prices continue to grow — and they will grow — he certainly won’t be the last. The government has said that it will provide some relief to small- and medium-sized businesses, cutting rates by eight per cent. These reductions, of course, are artificial in nature — it’s not as if Ontario’s electricity system has found savings in its operations to ‘pay for’ any such reduction. In the end, that bill — the full bill — will need to be paid by someone. Nevertheless, something must be done. It’s no secret that the past decade has been a difficult one for Ontario manufacturers, even not taking into account energy prices and policies. The manufacturing sector — along with pretty much everyone else living and working in the province — can ill afford to also absorb additional costs relating to poorly conceived and executed energy policies. The current Liberal government has shown itself to be unable to make much of a difference; by their own admission, the Liberals say then need to do better on the energy file. We suspect they’ll only have the next two years to make some headway. The next government — regardless of what stripe it happens to be — will have a Herculean task ahead of it, as it attempts to unravel years of bad decisions and bad management. There are built-in, systemic costs that will be difficult to address, particularly in the short term. Nevertheless, that’s the task. If we can’t see to find a way to provide good, clean, sustainable energy at an affordable price, stories like Leland Industries will continue to be replayed across the province.

My favourite reads of 2016

It was difficult to narrow it down, but here are my top ten: Eligible by Curtis Sittenfeld is a sharp and clever modern-day retelling of Jane Austen’s Pride and Prejudice set in Cincinnati. At first, I was not expecting to be wowed by it simply because everything Jane Austen has already been “retold” ad nauseam. However, Eligible quickly won me over. Catherine Coles Coles’ Notes from Frontenac Penitentiary. A sucker for bad romance, she falls in love with him and thus begins a roller-coaster relationship. Her memoir is brave, frustrating at times and, above all, compulsively readable. The Name Therapist by Duana Taha is a non-fiction title that examines North American naming trends, traditions and the influence of pop culture. What does your name say about you to other people? What are the most common names at Harvard… or at your run of the mill strip club? This book is clever and fun — definitely more of a humour book than a sociological text. The Best Kind of People by Zoe Whittall follows the family of George Woodbury, a well-liked teacher and beloved husband and father, who is arrested for

statutory rape at a prestigious prep school in Connecticut. Naturally, his shocked family is left on the brink of collapse. The novel goes on to explore issues of loyalty, truth, and the meaning of happiness through the lens of this devastated family. Perfect Days is a tense, somewhat literary psychological thriller that follows a young medical student named Teo. He is a loner who lives with his paraplegic mother in Rio de Janeiro. One day he meets a writer named Clarice, who Teo immediately becomes obsessed with. When she ultimately rejects him after discovering he had been stalking her, Teo kidnaps Clarice and they set off on a twisted journey across Brazil. I would suggest it only to those readers who have a relatively high threshold for creepy characters, oddly placed satire and a bit of gruesomeness.

Evicted by Matthew Desmond follows the author’s years living in Milwaukee’s inner city to better understand the issue of affordable housing and how the lack thereof both contributes to, and is a product of, poverty. This is a fascinating read which demonstrates that all social ills are connected and how the American dream is an illusion for large segments of the population. Before the Fall by Noah Hawley presents a look at the lives of those affected by a small plane crash in which only two people survive. With chapters weaving between the aftermath of the crash, the backstories of the passengers plus the perspectives of a variety of other interesting characters

The High Mountains of Portugal by Yann Martel, while touted as a novel, is technically three loosely connected stories that move through time. The first is about a man in Lisbon circa 1904, who travels in one of Europe’s earliest automobiles on a quest to discover a long-lost artifact. The second is about a pathologist about to embark upon a very unusual autopsy. The third is about a modern-day Canadian senator who decides to adopt a chimpanzee and move to his ancestral home of Portugal following the death of his wife. In typical Yann Martel fashion, this book is full of animals, bizarre characters and magical realism.

I Let You Go by Clare Macintosh is a characterdriven mystery-thriller with lots of great twists and turns. It is very difficult to describe this book without giving it away… so I won’t. Go into it cold turkey and enjoy a dark, emotion-filled roller-coaster ride set in beautiful Wales. You’ll Grow Out of It by Jessi Klein is just one of many humour-memoirs I enjoyed this year. Comedi-

ans (and other arguably funny and somewhat famous people) writing humourous essays about their lives are a dime a dozen. This was my favourite because it was candid, full of snark and self-deprecation – somewhat in the vein of Jenny Lawson (Furiously Happy, Let’s Pretend This Never Happened). The audiobook made me laugh, sometimes nod in agreement and occasionally cringe – what more could I ask for? A trip through the pages of The Napanee Beaver 50 Years Ago December 21, 1966

n MPP Robert Nixon told local Liberal Party members he was confident that, before too long, he’d be the leader of the party in the Ontario legislature. Nixon was speaking at the annual meeting of the Prince Edward-Lennox Liberal riding association. He was currently serving as House Leader for the party “I’m sure the people of this province will look to us to form the new government,” said Nixon. The current leader, Andrew Thompson, was stepping down for health reasons. n Lennox and Addington County council decided to make the county courthouse a brighter place. Council approved a plan to install two 1,000 watt floodlights to bathe the front of the courthouse at night. In time for the centennial year, the Napanee Royal Canadian Legion branch was similarly planning on installing its own floodlights to illuminate the cenotaph. The light installation was expected to cost about $1,000.

35 Years Ago December 23, 1981

n Lennox and Addington County General Hospital kicked off a new $500,000 fundraising appeal to support a planned expansion at the facility. The hospital launched the appeal at a Napanee Rotary Club meeting. “The hospital plays a very important role in the development of a healthy, growing community,” said hospital board chairperson Charles McConnell. “With joint interest and effort from all of us, the expansion can become a reality.” The hospital’s chief of staff, Dr. Brant Bergstrome, said that the hospital needed to “grow and meet the demands of the public.” n Incoming L&A County Board of Education chairperson Jane Scott said that she’d like to see organizational goals set for the 1982-83 school year. “Once these goals are set, all other actions throughout the year will be measured against them to determine if the board is staying on course,” she said in her inaugural address. Another issue the board would need to grapple with was that of declining enrolment. She said communicating with the public would be essential.

SCHOOLS | Impact on community CONTINUED FROM PAGE 1 She spoke to council calling on them to reject the long term accommodation plan, put together by Ameresco Asset Sustainability Group, which recommended the eventual closure of Selby PS along with Tamworth PS, Centreville PS, Enterprise PS and Newburgh PS. The plan calls for those schools to be consolidated into a new school to be built in Centreville, with Grade 7/8 students to be bussed into Napanee District Secondary School. Brien challenged the report, which stated Selby was being underutilized. “Not only is the long term accommodation report using inaccurate information, they’re also using guesses,” said Brien. “If we look at the 2006 long term report, that was done by Watson and Associates, that was the catalyst for the closure of Westdale and H.H. Langford and Sandhurst. In that report Watson and Associates projected that in 2015 Selby Public School would have 149 students. When in actuality we have 236. That’s a big difference. How do we know the guesses they’re using now are

going to be accurate in the future?” Brien points to the fact that Selby has the highest enrolment of all the schools listed for closure as well as the fact that it has had major repairs done in the last two years as reasoning to keep the school in operation. She also added that a lack of a local school could keep young families from settling in the area, instead choosing a centre with its own school. “My first gut reaction to this as a council member was we really need to keep our nose out of this because the board of education is the board of education and the municipality is the municipality,” said Isbester. “But as I watched it sort of unfold, I got to see what sort of a situation was happening and I wasn’t happy with it… I think the closure of these schools, whether it be in Stone Mills, whether it be in Napanee, whether it be in Loyalist, we can see what happens (to the community). I think it’s time that we step in, in my opinion, and made our voices heard and give the parents, the families, the teachers and the school some support.” Councillor Roger Cole, who attended an urban

school growing up but taught at a rural one, agreed that single school communities benefit from having their own school. “It’s just an exceptional and caring rural environment that you don’t get in the larger schools in the larger community,” said Cole. His comments were met with applause from the audience, which was about 10 people. Cole did also add, however, that they will be hardpressed to convince the school board otherwise, as they were when they ultimately ruled to build Southview Public School as opposed to two separate smaller schools. “The committee brought very laudable objections to what eventually happened,” said Cole, who was on the PARC committee. “But in my opinion, and I’ve heard this, our suggestion and recommendation were listened to, but the decision was all but made by the time we even got to that point. I don’t think fair matters. I don’t think quality matters. Bottom line does. So I think we have to do what we can to save our rural schools because I think we’re losing something of tremendous value.”

Council to mull handing granting duties over to community foundation BY ADAM PRUDHOMME Staff Reporter

Citing a lack of expertise in the field of handing out grants, Greater Napanee council is considering outsourcing the task to the Napanee and District Community Foundation. During Thursday’s special meeting, council voted to accept a proposal from the NDCF and further discuss in the new year about handing the responsibility

over to the community organization. “We are not experts in grant applications,” said deputy mayor Marg Isbester. “We’re not experts in giving out grants and being fair.” Isbester also noted council spends a great deal of time in determining which charities and organizations will receive grants. Handing the responsibility over to a group that specializes in awarding grants would allow council to focus on

other aspects of the budget. On the other side of the coin the NDCF is hoping by assuming the role it would lead to more recognition in the community and perhaps stir up more donations. NDCF will now put together a proposal for how they would handle handing out the grants and they will further discuss it with council in January. Last year the town handed out $21,000 in grants. This year they’ve received over $30,000 in grant requests.

With Saturday’s loss the second place Raiders are now 16-8 on the season, a

full 18 points back of the Panthers. They are now just three up on the 14-12-1 Pirates, though Napanee does have three games in hand. The Raiders will look to push the Pirates back a little further this evening when they travel to Picton for a 7:30 p.m. puck drop. That will be their final game before the Christmas break, not returning to the ice until Dec. 30 when they host the Gananoque Islanders at 7:30 p.m. The Islanders currently sit fourth in the league at 12-14-1 with 25 points, seven back of Napanee with three fewer games to play. The Amherstview Jets continue to slip out of the playoff picture are 7-14, 11 points back of fourth. The Campbellford Rebels meanwhile are 0-23. The NDSS Golden Hawks boys hockey team earned wins on back-to-back days this week, facing off against two very different foes. On Tuesday they were in Kingston to square off against the previously undefeated and perennial contending Holy Cross Crusaders. The Hawks were able to dig deep and pull off the huge road victory, blanking the Crusaders 3-0. On Monday it was a much different story as they cruised to an easy 9-0 victory over the Bayridge Blazers on home ice. Nate Murphy and Nelson Powers had two goals while Ryan Kirkpatrick, Emmet Pierce, Bryce Garrett, Jake Wales and Kyle Weese all had singles. Wales also added three assists while Pierce had two, Kier

The event had three teams participating from Napanee, Belleville and Cataraqui. The grandmasters consists of players 70 years of age and older. The David Allan team from Cataraqui won the event and will curl in the provincial finals in March in

Congratulations go out to Ian Munro, Ed Kurc, Dan MacDonald and Ken Booker on their Thursday Night Men’s League win followed closely by Brian Chadwick, Paul McDonald, Neil Packman and Desmond French. In the Thursday Ladies League the team of Michele Penner, Nancy Wilkie, Sandy Semple and Joelle Diskson came in first with Benita Murphy, Pam Jordan, Gena Hayes and Penny McPherson taking second place. The rest of the leagues are still ‘curling their best’ for that top posi-

tion and results will be published in early January. Shelley Alkenbrack thanks all curlers for generously donating to the NDCC food bank drive. She is not sure if our contribution will fit in her car for one trip to the Salvation Army or two trips. It was a weekend of mixed emotions for the Napanee Peewee AE Star boys. Saturday the boys showed their best effort to a hometown crowd with a triumphant 7-1 win over the Ennismore Eagles, but fell short on Sunday in Tweed 10-1 to a strong and determined flock of Hawks. In Saturday's win Jake Wood, assisted by Ben Huyck and Luc Amat, opened up the scoring with a goal at the eight minute mark of the first. The Eagles retaliated shortly after before both goalies settled in and kept it 1-1 after the first. The Stars hit hard in the second with five more goals led by Aiden Haller-Brady (three), Bran-

son Leveque-Price and William Peterson. Assists went to Scott Collard, Austin Catena, Jake Vanberkel, Caleb Justason, Wood and Amat. The final hit came in the third by Luc Amat assisted by Price to cinch the victory at 7-1. Following their game the boys gathered together with family and siblings to enjoy their team Christmas party where in a surprise turn, a few of the 2015/16 OMHA Midget BB Champions paid the younger stars a personal visit to hand deliver commemorative pucks and congratulate the boys on their Regional Silver Stick win. Following the Midget boys visit, the peewees gathered along the glass along side the Goodyear rink and enjoyed the banner raising

Both teams came out strong in the first period with the puck moving fast from end to end. The Hawks gave the Stars very little breathing room and kept pressure in the offensive end at all times. Nathaniel Cinnamon did well to keep the puck out. The tune changed in the second period however, as a disputed offside goal was allowed giving the Hawks a 1-0 lead. Tweed maintained their pressure quickly mounted four more goals. The Hawks refused to release pressure in their

July 3, 1929 - December 17, 2016 Born in Zedlitz Kreis Ohlau, Silesia, a former province of Germany. Wife of late Dr. “Dan” Chiasson. Dan and Erika were married by Rector Robert A. Macdonald of St. Patrick’s Church, Quebec, 1956 and enjoyed 57 years together. Survived by daughter Suzanne Chiasson, grandchildren Naomi and Daniel, daughter Monica Prokopyshen and son-in-law Richard Prokopyshen, and daughter Renate Brandeysky. Her loving family was at her side during her short stay at Belleville General Hospital. Cherished daughter of Karl Max and Luisa Emma Korsus and dear sister to Elfrieda Hoss. Predeceased by siblings Irene, Gerhard and Fritz. The family travelled for over 30 years with Canadian Armed Forces in Europe and North America. BELL, Walter James

Former Reeve of Adolphustown (WWII Veteran) Walter was born in Huron Township, Ripley, ON, on Dec. 28, 1925. He was the youngest child of William James “aka Kelly” Bell and Maude Ellen Smith. His siblings were John and Norva. He attended SS # 6 School in Ripley, ON and then Kincardine High School. His first summer job was delivering milk by horse and cart for Listowel Dairy. He also went to H.B. Beal Technical School in London, ON. At the age of 18 he joined the Navy, and was a signalman. He sailed on the Morden and the Gatineau, during World War II. After the war he worked for Universal Coolers and drove for H.B. Winters Transport. He also owned a grist mill in St. Marys, ON, and was a salesman for George White Farm Equipment. In 1959, he moved to Napanee and started B & W Farm Equipment. He continued with sports, community activities, cleaning the ice at the arena and teaching Sunday School. He married Mary Lynn Storring in 1971 and they lived in Bath, ON and then Adolphustown, ON. Walter was By-law enforcer, Councillor, Deputy Reeve, member of County Council and the Reeve of Adolphustown until they moved to Napanee. Walter thrived on community interaction. A lover of horses, he was President of three different horse clubs, and enjoyed showing, gaming and trail rides. He was SecretaryTreasurer of the Lennox and Addington Agricultural Society, member and Grand Master of the I.O.O.F #212, member of Morven United Church and member and volunteer for Seniors Outreach Service. Walter was a man of many talents and jobs. He drove dump truck and transport, was a salesman and managed the mill at Napanee Coop. He retired twice, once from Davis and Davis and then again after operating The Erinsville One Stop Variety store with Mary Lynn. As a child he enjoyed sports, he played baseball and hockey, which he continued to do into adulthood. He also coached baseball in his later years. He was an avid golfer and member of Briar Fox Golf Club in which he continued to play three times a week until the age of 88. He was also a member of the Napanee Curling Club. He passed away at home on November 13, 2016 with his family by his side, and just shy of his 91st birthday. Viewing and funeral service took place at Wartman Funeral Home in Napanee. Pallbearers were grandchildren, Aaron Bell, Jared Bell, Réjan Bilyk, Brent Rattie, Nikki Hussey and Harrison Whalen. The flower bearers were Mason Whalen and Aden Hussey. Interment took place at Morven United Church Cemetery. Walter will be remembered for his love, delightful smile and charming personality by his wife, 5 children, 10 grandchildren, 6 great-grandchildren, extended family and friends. He led a full life and has left us with great memories we will treasure forever.

SEXSMITH, Douglas Park

Douglas Park Sexsmith, age 82, died peacefully in his home in Kingston on December 13, 2016, surrounded by family. Born March 10, 1934 to Ross and Florence. Survived by brothers Robert (Kathryn) of Kingston and William (Patricia) of Vancouver. Predeceased by brother Paul in l974. Doug married the love of his life on May 18, 1957 and was devoted to Beverley (Ramsay) for over 60 years. He took his greatest pleasure from his children and grandchildren and was the loving "little guy" providing thoughtful guidance to six strong minded, independent and devoted daughters, Janice, Kelly, Jill, Pam, Meg and Kate. He was adored by his grandchildren Victoria Shouldice, Nigel and Julien Sexsmith and Declan and Liam Brear and he was deeply respected and admired by the spouses and partners of his children and grandchildren. Doug was an accomplished scholar with engineering degrees from RMC (B.Sc.), McGill (B.Eng.) and MIT (S.M.). He taught at RMC and the University of Toronto. Doug served as VP and Director of James F. MacLaren Limited for 27 years and President of Kostuch Engineering for 16 years. His career took him and his family all over the world, including stints in Nigeria, Libya and Saudi Arabia. He and Beverley spent 20 years in retirement on the Bay of Quinte and had just recently moved to the next phase of their life in a condo in Kingston. Generous of spirit and committed to his communities, he gave endless volunteer hours. Some of his many roles included: President of the Consulting Engineers of Ontario, the Brockville Country Club and the Napanee Country Club; Board member of the American Public Works Association, the St. Vincent de Paul Hospital in Brockville and the Napanee Community Foundation; Chair of the Cancer Society of Brockville, the Thousand Island Development Corp. and the Prince Edward Lennox and Addington Community Futures Association. An avid sportsman and natural leader, he was the captain of the RMC hockey team, played baseball in his youth and later coached his daughters’ teams, and loved golfing only a little more than he loved watching the pros play on TV. A gracious host who loved to cook, Doug always provided guests and family with wit, charm and lively conversation. A devoted storyteller, he loved both telling and a hearing a great (or really terrible) joke. A celebration of life will be held in January in Toronto on Sunday, January 15, 2017 at 1:30pm at the Thornhill Golf and Country Club, 7994 Yonge St, Thornhill, ON. In lieu of flowers, donations can be made to the MS Society or to a charity of your choice.

Then when I walked away for a minute or two, I realized where is Rudolph? Hold up. That guy who took Rudolph, his name was good elf. Then he told on me. I’m so mad now… I’m in jail. When he went back to Saint Nicholas, Saint Nick said he would never ever ever be able to have a day off again because he was at a little boy’s birthday party and he painted himself red, black and white to make him look really creepy. So that left Santa no choice but to make him not do anything like that again when he gets the day off. But Santa said, “All right I’ll give you one more day off. Only if you don’t do any of that

He was really excited. And guess what he did. He went and washed all of the paint off of his face so he looked normal and then he went to the little boy’s birthday party that year and said I’m sorry for stealing your paint and painting myself red, white and black and he never got into any mischief again. But because one time he did go to Crabby Joe’s and he got a sparkler and took the sparkler off and threw it by somebody’s foot. She would not let the shoe on fire and never ever ever again he have a day off. He did not like it at all. Another bad elf came along. “Oh no,” said Santa. He just about fainted but he had to do some magic on him so he wouldn’t do all that stuff like the bad elf on the shelf did and not get into any mischief again. Happy ever after. The end.
