Township won’t switch its banking Council sets aside staff recommendation, sticks with CIBC BY SETH DUCHENE Editor

will roll through the downtown and the parade is expected to last until about 8:30 p.m. Plenty of past favourites along with some new entrees have registered.

Despite a staff recommendation to switch banking services to a new financial institution, Stone Mills council voted unanimously to try to negotiate a new banking contract with CIBC, its current provider. Council made the decision after council was inundated with community concerns over the weekend relating to the potential change in the municipality’s banking arrangement, and what that change might mean for the future of the CIBC’s branch in Tamworth. The Tamworth CIBC branch is the only bank in the township. Earlier this year, the township issued a request for proposals from CIBC and other financial institutions for municipal banking services. According to a staff report to council, Scotiabank came in with the best offer. Ward 1 (Newburgh) councillor Kevin Wagar, who took part in reviewing the submissions, said that the Scotiabank’s offer — which would include $30,000 in additional benefits for the township — was dramatically better than any of the other banks, including CIBC. “The offer from (Scotiabank) was a lot better. It’s not ‘kinda close’. It blew CIBC out of the water,” Wagar said at Monday’s regular meeting.

Stone Mills Township

Council gives green light to summer boat races BY SETH DUCHENE Editor

Annual powerboat races on Beaver Lake have the blessing of Stone Mills Township. The races, which have been a boon to local businesses but have also raised the ire of many residents living around the lake, won the support of all but two council members at council’s regular meeting this past Monday night. Ward 3

(Camden East) councillors Clarence Kennedy and John Wise both opposed the motion to support the races. Council offered its support following a letter from race organizer Doug Overbury, who reiterated his request for council’s approval of the races. Overbury also asked for assurances from council that the races wouldn’t be disrupted by protesters. While council said it supported the races in

YƵŝŶƚĞ ĂůůĞƚ ^ĐŚŽŽů ŽĨ ĂŶĂĚĂ

principle, council explicitly noted in its motion of support that it had no means by which to guarantee that the race wouldn’t be disrupted. “This council can’t do that (offer that guarantee),” said Ward 1 (Newburgh) councillor Kevin Wager, who expressed his support for the races. “We have no authority. We have no police. We are not the police.” “We have no control over the lake, nor the people around the lake. We only control… the park at

end of the lake,” said Ward 3 (Camden East) councillor Doug Davison. Beaver Lake Park at Erinsville, along with its boat launch, is used by racers over the two-day event in July. Some council members said the races are too important to businesses in the Tamworth area to withdraw the municipality’s support. “We lose a few things in our community back there, we’re going to have nothing,” said Deputy Reeve Eric Smith. “We can’t afford to let (that)

happen, back in our area.” “If supporting local business in this township, and in particularly in my hometown, is a conflict of interest, then I’m guilty as charged,” said Ward 2 (Sheffield) councillor Todd Steele. Not all council members shared that sentiment, however. “I really can’t, in good conscience, support the boat races. I have to support the minority who are directly inconvenienced, (and) who have their properties on the lake,” said

Ward 3 (Camden East) councillor John Wise. “In supporting the boat races, we’re basically being asked to inconvenience our neighbours who actually live where the boat races are being held, in order that some profit may accrue to some businesses in our community. (Businesses generating profit) is a good thing, but is that what we’re going to base our economic prosperity on? Inconveniencing our neighbours so the rest of us can make some money?”

While the ‘price of democratic reform’ might seem like an abstract concept, Stone Mills council has a very tangible representation of that cost. In a staff report to council presented at Monday’s regular meeting, council learned that the costs relating to the Ontario Municipal Board hearing in late September were $24,738.50. Chief Administrative Officer Darlene Plumley said that the money will have to be found in next year’s budget. “What will probably happen is that something won’t get done to accommodate the expense,” she told council. In April, council voted to abandon ward-based voting in favour of atlarge voting. Following that decision, concerned township residents appealed the move to the OMB. Ultimately, the OMB upheld council’s decision.

Expenses were divided between legal costs ($13,511 charged by Cunningham Swan), planning costs ($11,132.50 charged by McIntosh Perry) and $95 for materials and supplies. Lennox and Addington County

L&A develops asset management plan Document necessary in order to access provincial funds in future, county council advised

BY SETH DUCHENE Editor

Lennox and Addington County council approved a new asset management plan at its regular meeting last Wednesday night. The county developed the plan in response to a new requirement mandated by the provincial government; in order for the

county to access any infrastructure funding in the future, it needed to develop a formal asset management plan, complete with an assessment of current county assets and a strategy to maintain those assets over the long term. In presenting the asset management plan, Stephen Fox, Director of Financial and Physical Services for L&A, said that the county

has already been doing a good job of tracking the state of its assets. “The county has been very proactive in asset management. We implement 10-year capital plans, and we’ve continued to (include) roads, bridges, information technology, and social housing into these studies over the years,” he said. Fox also noted that, each year, the county has

been earmarking an everincreasing amount of money towards infrastructure needs. “An overall increase of two per cent to the annual levy has been dedicated to capital and major repairs in the last 10-plus years,” he said. He said that, despite dedicating more of the county’s resources to infrastructure each year, there is still a deficit between

what the county should be spending on infrastructure on an annual basis, and what the county is actually spending on infrastructure. “Right now, there’s a funding gap of about $4.3 million,” he said, adding that annual infrastructure needs amount to about $15.3 million, but county spending on infrastructure needs is around $11 million.

The asset management plan includes recommendations to continue assessing county assets and doing remedial and renewal work as needed. The plan also calls for increased, sustainable contributions from the federal and provincial government, as well as investigation of alternative funding sources, such as development charges.

NDCF asks for start-up funding for paid position

BY SETH DUCHENE Editor

The Napanee District Community Foundation is hoping that Lennox and Addington County will step up to help ensure the charitable agency’s long-term sustainability. Foundation president and acting volunteer executive director John Liggett approached county council on Wednesday night, requesting that the county contribute $40,000 to the foundation over the next three years to help allow the foundation to hire a paid executive director. As proposed to council, L&A would contribute $15,000 to the NDCF in each of the next two years, and contribute $10,000 in the third

year. After that, the NDCF should be self-sufficient, he said. With a paid ED in place, the foundation hopes that it can build its own capacity at a faster rate into the future, and in turn provide more assistance to local community groups and to address community need. Ultimately, council voted to receive the presentation and to consider the request during upcoming 2014 budget deliberations early next year. Liggett explained that the NDCF operates differently from other charities in that, instead of spending donations it receives, it invests them. The annual returns on those investments are then used to fund grant requests from

the community. The NDCF’s mandate includes all of L&A, and it supports a wide variety of needs and causes — including arts and culture, scholarships and the environment. “Although we come from different perspectives, the foundation and county council have the same general mandate: to make L&A a good place in which to live,” Liggett told council. Although the foundation has grown its asset base considerably since it was originally set up in 1987, thanks to a $100,000 seed donation by the Hogarth family, the foundation believes that in order to assist more local communi-

ty groups and to keep up with inflation, that process must be accelerated. “The foundation… has prided itself in operating with volunteers. But the board of directors realizes that if the needs being expressed in the community are to be adequately supported, it must grow at a much faster rate than it has in the past,” Liggett said. “The Community Foundations of Canada, which is the umbrella organization for all the foundations in Canada, tells us that in order to do this, we need to make the transition from an executive director who is a volunteer to one who is paid.”

He said that a paid ED would have both the time and the skills necessary to meet the foundation’s fundraising goals. “As you are well aware, competition for donations is great. (Fundraising) is done by individuals and companies that have been formally trained to do so. A volunteer or volunteers cannot be expected to make the time commitment, nor are they expected to have the skills associated with a professional fundraiser,” he said. Liggett noted that, as the NDCF’s capacity grows, future requests for county funding contributions from local community

groups can be referred to the NDCF. Further, the ongoing annual contributions made by the NDCF will ultimately be greater than the initial investment made by the county. He said that both the City of Peterborough and Prince Edward County have given support to their local community foundations. “This is an opportunity to do something that we, the foundation, should have been doing already — that is, working more closely with the county and individual municipalities to maximize the impact of our grants,” Liggett told council.

Dozens of O.C. Madden paintings added to L&A’s collection Unexpected donation by family to museum and archives

BY SETH DUCHENE Editor

On the eve of its 150th anniversary celebrations, Lennox and Addington County got an early and unexpected gift. The descendants of one of L&A’s more recognized artists, Orval ‘O.C’ Madden,

donated upwards of 100 works to the county early last month; according to Community and Development Services Manager Stephen Paul, the donation at least doubles the county’s current collection of Madden works. “We’re looking forward to highlighting these and showing them in our new museum and archives when we open in August. It’s something that’s certainly a very special addition to our collection,” Paul told county council at its regular meeting last Wednesday night. “We’re seeing some stunning paintings that are now in our possession. We’re extremely lucky for that.” In a telephone interview on Monday, Paul said that the family approached the county with the donation. “It was a pleasant surprise,” he

said. He said that, right now, county staff is assessing the newly-acquired pieces. Most of them date to Madden’s ‘early works’ between 1920 and 1950. Most of them are not yet framed, Paul said. The county already has a significant collection of Madden paintings, many of which can be found on display at the L&A County courthouse. According to a biography of Madden by former L&A Archivist Jennifer Bunting, Madden was born to local grocer Stephen Madden in 1891. His artistic ability became apparent in public school in Napanee, and he went on to study at the Ontario College of Art in Toronto. He eventually moved into commercial art, “but kept his weekends for painting landscapes,” said

Bunting. Madden became known for his “nostalgic landscapes of Ontario” in the early part of the 20th century. He would often use photographs of old local landmarks — such as the covered bridge over the Napanee River — on which to base his paintings. “Madden exhibited every year at the Royal Canadian Academy from 1932 until 1941, but before that he exhibited at fall fairs, such as the Lennox Fair in Napanee in 1922, and during his lifetime continued to maintain strong ties with rural eastern Ontario,” Bunting writes in her biography. Among his works were a series of paintings of villages and rural views along the St. Lawrence River, prior their flooding to create the St. Lawrence Seaway.

Local teen gaining commercial fame Napanee’s Michel Samson also makes appearance in video by Canadian rapper Classified BY ASHLEY ESPINOZA Staff Reporter

A local teen is pursuing his dreams to become an entertainer — and he’s already made a lot of headway. Napanee’s Michel Samson, 16, can be seen in a number of commercials, short films and even a music video with Canadian rapper Classified and American hip-hop artist B.o.B. Samson says he has had a passion for acting since he was about 10 and has been performing in television since the age of 11. “My cousin got me into

it when I was about 10. I didn’t get my first commercial soon, it took a while and after I took classes and stuff. After about a year or so I got my first commercial,” said Samson. “It was for hockey. It’s a commercial with a bunch of scenes. Mine was the kid taking a slapshot against a dryer. I was the kid that did that,” he said. After that, he did a few commercials for Spy Gear Toys. Samson can also be seen in a Blue Cross commercial, which is being aired now. “I’ve seen it a couple times just watching TV. I’m

hip-hop video and then me and this other kid are just doing these crazy shenanigans. It’s a rip off of the movie Weird Science,” said Samson. Samson plays a younger version of Classified, while the other teen in the video plays a younger version of B.o.B. Sampson said before he could get excited for the video, it was all over. In the span of a few days he auditioned and filmed it. “I went up and auditioned and I drove home thinking I had a good audi-

Billy and I’m a kid who’s lost a tooth. It’s for health insurance for Canada and they cover dental, so I’m the dental insurance kid saying ‘ah, I lost a tooth!’” said Samson. Sampson has also participated in a short film project through Humber College, in Toronto. But his biggest and most recent project has been a music video with Classified and B.o.B., which has not be released yet. “It’s a good song, it’s very happy, hip-hop. Classified and BOB are in the video. (It’s) just a classic

tion and then 10 p.m. that night they texted me saying I got it. It was a quick response. And then we shot it like two days later, backto-back, two days. It happened in a week and then it was over,” he laughed. Now Samson is working on a few of his own rap and hip-hop songs and hopes to release an album in the future. As for a life as an entertainer goes, Samson said it is a very fast-paced lifestyle and that he and his agent have to be ready to go whenever an audition

comes up. “Auditions are so short you have to be on in those three minutes. You have to be the happiest, smiling, positive ‘you’ you can be, because they want to see that,” he said. After graduating from Napanee District Secondary School next year Samson hopes to continue working in the entertainment industry, either behind the camera or in front of it. On top of acting and producing an album, Samson also hopes to become a comedian.

Picturing Our Community

Reform package has merit On Tuesday, Conservative MP Michael Chong introduced a private member’s bill in the House of Commons that, if ultimately passed as presented, could represent a real sea of change in how our federal politics work. What’s left to be determined is whether or not that change will be for the better. Although the devil’s in the details, we have to think that Chong’s reform package will improve the state of affairs on Parliament Hill. What Chong is proposing to do is being considered revolutionary, but in truth it’s not: it’s really a matter of enshrining powers that MPs already possess in Westminster parliamentary tradition. However, these powers have been weakened, if not completely eroded, over the past few decades as backbench MPs have surrendered much of their clout to their respective party leaders. Chong’s proposal — which would come into effect after the next election if a majority of MPs vote for it — would change the rules in a few ways. Some of them might not seem all that important, such as eliminating the party leader’s veto on the local nomination process. While that might appear like a small matter, it has a huge impact. It means that party leaders no longer have a tool for maintaining party discipline in their toolbox — and, local electoral district associations have final say as to who their local candidate is going to be. Gone will be the days where leaders can unilaterally disqualify candidates for nomination. Another change: enshrining the power of MPs to not only demand a leadership review, but to remove the party leader altogether. That, too, would represent a significant weakening of the power of party leaders, and indeed bring the system more in-line with how representative parliamentary democracies were designed to function. Over the years, Canada has in many ways abandoned many elements of that parliamentary system and adopted a more ‘presidential’ style of government. There’s an incorrect assumption that Stephen Harper was ‘elected’ Prime Minister. Well, not exactly. He was elected as the MP for CalgarySouthwest. He is Prime Minister because his party has the confidence of the majority of MPs in the House of Commons, and he has been chosen by the party as its leader. However, MPs should count for more than numbers in the House of Commons. MPs, our elected representatives, have real power. Chong’s reform package would remind them just how powerful they are. To be sure, if Chong’s reforms are adopted, it might make things a little messier in the House of Commons. Strictly enforced message control won’t be quite so strictly enforced. Party leaders will have to be more responsive to their MPs, and not the other way around — and when they aren’t, they might be shown the door. So, yes, it might make things a little more messy. It’ll also make our system more democratic, and that’s a change for the better.

Grassroots get together at convention More than 400 farmers, political leaders and industry enthusiasts had direct access to Ontario’s Premier and other party leaders on Nov. 25 and 26 when they attended the 78th annual meeting and convention of the Ontario Federation of Agriculture (OFA). The convention – held in Toronto – has become a not-to-be-missed opportunity for Ontario’s key political leaders to address grassroots members of Ontario’s $33 billion, agriculture and agri-food sector. Kathleen Wynne, Ontario Premier and Minister of Agriculture and Food, kicked off the 2013 convention with a challenge to our industry to meet specific

engine for Ontario was a recurring theme throughout the event, and it was strongly supported with a presentation by Dr. John Groenewegen, of JRG consulting. The study, titled, “Economic Contribution of the Ontario Farm Sector,” uses the most current data about Ontario farming from Statistics Canada, revealing that agriculture truly is a driving force behind provincial job creation, a stable tax base and thriving rural communities. The study also confirmed that agriculture is a major contributor to Ontario’s food and beverage processing sector.

Thursday, December 5, 2013 OFA FROM PAGE 6 In the wake of the recent announcement of another food processing plant closure – this time Leamington Ontario’s Heinz tomato plant – farmers also had the opportunity to hear from Steve Peters, Executive Director of the Alliance of Ontario Food Processors. In his address, Mr. Peters impressed the need for the agriculture and agri-food sector to work with government to find a stable solution to attract and retain food processing facilities in Ontario to create jobs and markets for farmers. The OFA values the time and attention our political leaders afforded Ontario farmers, and we will continue to address the ambitious goals for growth that the government has set, by asking the government to provide farmers with the tools we need to make it happen. To meet Premier Wynne’s growth challenge, Ontario’s agri-food sector needs the government’s help in ensuring our best farmland is protected, regardless of its location. We also need a sound and supportive regulatory environment and we need labour laws that allow Ontario food businesses to remain competitive. Ontario agri-businesses also require natural gas across rural Ontario to provide energy at competitive prices and we need to see further investment in the newly emerging bio-economy. As the largest farm organization in Ontario, the OFA represents more than 37,000 farm businesses. We will continue to advocate on behalf of Ontario’s farm families, using the information and discussions from grassroots members to form our advocacy approach. The OFA is grateful for the hundreds of convention attendees and for the additional 800 online viewers from across Canada who took the time to engage with us. The OFA leadership also thanks members for their continued support as we work together to ensure prosperous and sustainable farms. Mark Wales is president of the OFA.

Staff picks: Letters from Skye Marg Wood of the Napanee Branch of the Library suggests Letters From Skye for readers of historical fiction with a touch of romance. Here’s what she has to say: “Letters from Skye is a debut novel by Jessica Brockmole. It joins Tatiana de Rosnay’s Sarah’s Key and Sara Gruen’s Water for Elephants on my all-time favourites list. Letters from Skye is written in the epistolary form, meaning it is written in a series of letters, reminiscent of The Guernsey Literary and Potato Peel Pie Society by Mary Ann Shaffer. “At the start of the First World

War, American college student David Graham sends a fan letter to published poet Elspeth Dunn who lives on the Isle of Skye off the coast of Scotland. This begins a series of correspondence between the two which eventually finds them falling deeply in love, despite the fact that Elspeth is married and they have never met in person. David joins the war effort as an ambulance driver in Europe and they finally meet in London. A royal couple at Glenwood, and a pelican The Royal couple, Kate and William are in trouble. They have more than 50 uninvited guests arriving at the dinner table daily. The ladies are dressed in brown, but the gentlemen arrive in dashing suits of glossy iridescent green upper sections with white collars, and matching brown vests, and fading into lighter shades below. Kate and William are polite and make room for the daily arrivals, but likely consider it somewhat rude that these visitors should arrive unannounced every day. Kate and William are two exotic geese that visitors have come to know and enjoy at a pond at Picton’s Glenwood Cemetery. The popular attractions are fenced in, but that doesn’t stop a flock of mallards from dropping in uninvited and helping themselves to the food. The offerings have been provided in the past by two rural residents, but health reasons and winter driving conditions may prevent them from continuing to deliver their meals on wheels in the coming months. The Royal couple at Glenwood could really use someone’s help. Interested volunteers can get in touch with Helma Oonk, the

cemetery manager at the Glenwood Cemetery office at 613-4763511 and leave a message or call her cell at 613-849-9442. Volunteers are asked to avoid the temptation of offering them only bread crumbs and other pastries as a steady diet of “junk food” is not the best way to help them for a variety of reasons. For the visiting panhandlers, they will gain far too much weight, affecting their ability to fly efficiently and putting them at risk. Instead, consider picking up a bag of cracked corn at a local feed mill. It is very inexpensive and I use it all the time at my bird feeders for the ground feeding birds. With colder temperatures and snow arriving last week, one must also wonder as to the fate of the white pelican that has been hanging out with mute and tundra swans near the mouth of the Napanee River off River Road. The western bird was first seen at this location on Sept. 21. While certainly able to fly, the large bird with the orange-yellow bill and pouch seems quite content to associate with the swans, despite winter in the offing. This is by far the latest departure date for a

Terry Sprague

Outdoor Rambles white pelican. The bird has not been seen since Nov. 24 when colder temperatures sealed the waters of the Napanee River at its favourite location. The story of this pelican with the three metre wingspan did not start in Napanee. The bird was first sighted at Trident Point, not far from the mouth of the Salmon River in the Bay of Quinte on Aug. 21. It hung around for three days there, then appeared at Northport, then a week later, was seen by a boater in Telegraph Narrows. The bird rode the natural current of the bay, passing

under the Quinte Skyway Bridge at Deseronto, and arrived to its eventual destination where it has remained for an incredible two months. White pelicans are not new to the Quinte area as they have appeared in the past. Birds of the Kingston Region (Ron Weir) gives several records, dating back to 1953. Prince Edward County’s records date back to 1937 when one was “collected” at Northport. There have been 13 sightings since then, involving up to four birds on one occasion. And Trident Point seems to be a favourite spot for these huge birds to appear with the first sighting there back in 1978, another four years later, and the initial landing spot for the most recent individual which eventually ended up in Napanee. We tend to think of white pelicans as southern birds, due to its close cousin, the brown pelican, being commonly found in the coastal regions of the southern States. However, white pelicans are actually quite at home in Canada. While white pelicans do indeed winter in southern United States, their breeding colonies

are located predominantly in Canada. In Ontario, there is a good sized colony of white pelicans at the southern end of Lake of the Woods in the Kenora area, where they have been actively breeding for more than 200 years. They also breed at Lake Nipigon. As a result of these Ontario colonies, and possibly another one in Minnesota, the Quinte region is occasionally favoured by visits from these enormous birds. Just seven years ago, according to the Ontario Breeding Bird Atlas, white pelicans were found nesting in the Akimiski Strait, Nunavut, indicating an easterly expansion of their breeding range. It’s understandable, therefore, that nomads are starting to turn up in the Quinte area, given their penchant for wandering. If the Napanee pelican turns up again, I would appreciate hearing about it. For more information on today’s topic, please e-mail tsprague@kos.net or phone 613476-5072. For more information on nature in the Quinte area, be sure to check out www.naturestuff.net.

A trip through the pages of The Napanee Beaver 65 Years Ago December 8, 1948 n An old school building appeared to be the new home of a business hoping to put down roots in Napanee. G.T. Lanning Ltd. of Toronto was taking a close look at the former East Ward School, eyeing the building for its manufacturing operations. The company made small leather good. It was expected that the company, if it established itself in Napanee, would employ about 60. The company’s owner was in discussions with town mayor George Robson about the possible purchase of the building. n The Hydro Electric Commission announced that it would be reducing the number of planned blackouts, which were being used to respond to electricity supply shortages. However, the same week Napanee residents learned they wouldn’t be ‘in the dark’ nearly as much, a traffic accident involving a transport truck and a hydro pole near Market Square caused a town-wide blackout for nearly three-and-a-half hours.

35 Years Ago November 29, 1978 n The Napanee Police were investigating a pair of break-ins in the downtown area. Police Chief Peter Cruji said that about $575 went missing as a result of the thefts. He also said the police had a couple of suspects with respect to the burglaries. The first break-in took place at Cowling’s Meat Market at 62 Dundas St., while the other break-in occurred at Red’s Variety Store at 55 Dundas St. E. Downtown thefts were apparently on the rise — less than two weeks earlier, a woman reported having $200 in cash and all of her credit cards stolen out of her purse at one of the downtown stores. n After nearly three decades as a member of council, Adolphustown Reeve Joseph Shelley was ready for a break. Shelley retired from municipal politics after a 29-year stint. Shelley had moved to the township at the age of 16, emigrating from Hampshire, England, to live with his sister Annie Merritt, who had lived in Canada for five years. He’d go on to work for a local farmer. Shelley would eventually move to Picton, but returned to Adolphustown in 1940. About a decade later, he ran for council. He served continuously as reeve for the township from 1966-1978.

Macpherson House replicates 19th Century Christmas Candlelight evening kicks off Yuletide season; railway exhibit on display at house until end of January

BY ASHLEY ESPINOZA Staff Reporter

A traditional Christmas will be held at the Macpherson House this weekend. Electricity will be off and the house will be lit with fires and lanterns and smelling of Christmas baking and fresh pine, just as it would have when the Macphersons lived in the house. This Saturday, the Macpherson House will hold its annual candle lighting event from 5-8 p.m. with live music from John Hall in the piano room. This event will also launch the new train exhibit, which is on display in the ballroom. ‘Steam Into History’ runs until the end of January. “There are no lights on in the house, it’s just fire and candles and lanterns through all the different rooms, so the houses is just lit up with that. It’s the way the Macphersons would have see it in their day. So you get that candle glow and then the smell of the fires and the baking. It brings you right back. You just feel the Christmas spirit, it’s amazing,” said Macpherson House Curator Karen Price. “This year I’m trying to focus more on that family get together and enjoying time together, being close, listening to music. Things that we don’t do a lot of anymore.” Baking demonstrations will be taking place on the hearth, while Christmas caroling and children’s crafts take place. Traditional toys will be out for children to play with and compare to their modernday toys. “We’re going to have a reading of Twas Night Before Christmas, which was printed in 1937, so it ties right in to the history of the house. That gives the first introduction to Saint Nick,” said Price. Fresh pine will be hanging throughout the tree, in replacement of a Christmas tree. Price said the Macphersons wouldn’t have had a Christmas tree, as they weren’t decorated in houses until the Victorian era.

Seth DuChene-Staff

John Woolhead peers over his model of the iconic Napanee Grand Trunk Railway bridge. The model will be one of many historic model railway items on display at the Macpherson House, starting this Saturday. “Traditionally the house didn’t have Christmas trees, it was just a kissing ball,” she said. A kissing ball will be up in the Macpherson House this weekend. Price said other traditions would also be discussed, such as what toys were given and how families prepared for Christmas. “It was all about bring-

ing in a new year, celebrating and being thankful for what you have. Shooing away the bad, bringing in the good,” she said. Costume interpreters will be participating in the event so each participant will be greeted by Mr. and Mrs. Macpherson upon entering the home. The event is $7 for adults and $10 for fami-

lies; however, $2 will be taken off that price with a non-perishable food item for the local food bank. “Last year was a huge success with that. We took down three baskets full of food to the local food bank. For a small place like the Macpherson House, that was really that we were able to bring that much food down for Christmas,” said Price.

Community Health Centre welcomes new manager BY ASHLEY ESPINOZA Staff Reporter

There’s a new Napanee Area Community Health Centre program manager in town, and she hopes to build new partnerships and look to grow regional and local programs. Last Monday was Meghan O’Leary’s first day as manager and already she is looking for ways to strengthen seasonal and local health programs. O’Leary also brings a wealth of knowledge to her new role, as well as partnerships with programs she was involved in prior to becoming the health centre manager. “This position has somewhat expanded. It

used to just be manager of the Napanee Community Health Centre here, but I still will be overseeing the self management program and the dental program that’s run out of Kingston as well as telemedicine,” said O’Leary. The self-management program runs six-week workshops to help those with chronic conditions. O’Leary has been working on that program since it began in 2011. O’Leary has also been working on dental and telemedicine programs, both of which are new to the region. Telemedicine, which is about a year old in the region, allows people to connect with specialists

throughout the region and the province via tele-conference. “A client can come in here who, let’s say has a surgery planned in Toronto and needs to do a pre-op appointment, they can actually come in here and we have the video conferencing equipment and telemedicine nurses would connect them with the specialist in Toronto. So they can have that appointment in real-time, face-to-face, without having to drive to Toronto. I think that’s a huge piece for people in Napanee because they’re a part of this huge regional program but it’s also connecting them to specialist throughout the province,” said O’Leary. “It’s making sure that there’s equal access to the programs all the way from Bancroft, Belleville, Picton, Wellington, Brockville, and Smith Falls.” This is especially beneficial for elders and to help cut costs for all clients in the region. The dental program provides dental and oral health care to those not covered through insurance or government assistance. “There’s a population that kind of falls between the cracks that don’t have dental. Dental and oral health is such a big piece of someone’s overall health and wellbeing. So this is making sure people have access to dental health care,” said O’Leary. The clinic is based out of Kingston and is especially useful for seniors, lowincome adults and families, and for ensuring all children receive dental care. “A big part of my role is making sure all these programs are linked in and building more partnerships and opportunities for collaboration,” said O’Leary. But aside from these

Megan O’Leary says that she’s looking to build programs and foster partnerships to assist local residents in her new role as manager of the Napanee Area Community Health Centre. programs, she also hopes to strengthen ongoing programs at the health centre. “Some big pieces are the seasonal programs. They’re short-lived but they drive hard to fundraise and get those initiatives out,” said O’Leary. Some of those programs include Warm Toes and fundraising for the Chill Zone. “Trish (Reid) has been

spearheading a lot of programs but I want to start supporting her more in terms of connecting with the community, and organizations and businesses in town,” said O’Leary. Prior to becoming manager of the Napanee Area Community Health Centre, O’Leary has been involved in many medical programs locally and provincially. She has worked with

the Ontario Harm Reduction Distribution Program and has been involved in the development of overdose prevention initiatives. She has also worked on a provincial strategy for hepatitis C and then the implementation and coordination of new provincial programs addressing hepatitis C in Ontario including the Hep C Team at Street Health Centre in Kingston.

Krusher and Co. return for NHL Alumni game Mike Krushelnyski, Walter Gretzky back in Napanee to take on Law Enforcement team Dec. 12

BY ADAM PRUDHOMME Staff Reporter

Hockey greats from the past three decades will lace up the skates and hit the Strathcona Paper Centre ice Dec. 12 as the NHL Alumni Tour once again rolls into Napanee. Facing off against the NHL all-stars will be a team comprised of local law enforcement officers, all in the name of charity. Coached by Walter Gretzky, father of ‘The Great One’ Wayne Gretzky, the NHL Alumni team will feature the likes of tough guy Marty McSorley, 40goal scoring Montreal Canadien Mark Napier, Maple Leaf great Bill Derlago, four-time Stanley Cup winner Mike Krushelnyski, Brent Gretzky, Mike Pelyk, Matthew Barnaby and Mark Laforest. Dave Hutchison will serve as guest referee. “I personally enjoy it,” Krushelnyski said of playing on the Alumni Tour. “It’s just a thrill for me to be on the ice with the guys, especially when you get to see one of the opposition players make a great pass or deke you out of your pants. I look back and I’m like ‘man, nice pass’. To see the smile on that guy’s face, I think that’s what it’s all about.” As with previous years the event will include a

couple of periods of a nottoo-competitive game mixed with a skills competition. After the game there will be an opportunity to meet with the players and get a few autographs. “We even have Walter Gretzky walking around the building and signing autographs,” said Krushelnyski. “He’s just the greatest of guys telling stories.” “We were on the bus doing a Maritime tour and (Walter) looked out the window and said ‘Michael, it looks funny, those nets are so far apart.’ I’m like ‘Walter, those are fishing huts,” deadpans Krushelnyski. Known as ‘Krusher’, he was a key member of ‘The Trade’ which sent ripples through Canada’s game in the summer of 1988. His Edmonton Oilers had just won their second straight Stanley Cup when talks began to heat up on the mother of all blockbusters that would send one of Canada’s greatest athletes to the U.S. “The press had it wrong,” Krushelnyski said of the ‘88 deal that sent him, McSorely and Wayne Gretzky to Los Angeles. “Gretz went for the first rounders. McSorely went for (Martin) Gelinas. I went for the $15 million.” All kidding aside, he admits at the time he never thought the deal would still be talked about

25 years later. “When they made the trade I was very excited to be a part of it and very honoured for Gretz to have spoken and specifically asked for Marty and myself to go along with him. He did change the shape of hockey in California and put hockey on the map there. We had some exciting years but unfortunately weren’t able to win. It was an exciting time even with Bruce McNall and all his episodes,” said Krushelnyski. If he could change one thing about today’s game, his answer is simple: rink size. Having played all across North America and coached in Russia and Germany, he finds the speed and passing game more exciting than the compact, hard-hitting NHL. “It’s just a different game because of the bigger ice surface,” he says of North American and European hockey. “I have, for the last 15 years, been trying to tell the NHL ‘you’ve got to go to the Olympic sized ice surface.’ Look at the Olympics. Look how exciting it is to watch our best guys playing on that big ice surface.” For what it’s worth, Krusher doesn’t expect the NHL to take him up on his idea anytime soon. That doesn’t mean he’s adverse to pitching the idea to any fan who wants to chat

about the game. From locker room stories to tales of meeting movie stars while in L.A., he’s never short of a good anecdote. He’s also been known to let fans try on his Stanley Cup rings, the last of which he won as an assistant coach with the Detroit Red Wings in 1998. After the game the NHL Alumni team will head to the Loaf N’ Ale to interact with the fans. “That’s the least we can do,” he says of always making time for fans after the

The nice thing is, they read the memo: let the old timers win.” Tickets for next Thursday’s game, which starts at 7 p.m., can be purchased at www.benefithockey.com or by calling 1-877-431-0685. Regular admission is $22 a ticket while VIP passes,

Homelessness awareness spurs cross-province trek BY ASHLEY ESPINOZA Staff Reporter

A man walking to Ottawa from St. Thomas to raise awareness for homelessness made a stop in Napanee on Tuesday on Day 21 of his journey. Jason McComb began walking on Nov. 12 with his non-profit organization Homeless Happens – Helping Hands. He hopes to raise awareness, teaching that homelessness is everywhere and can happen to anyone. He says even for those who choose to live homeless, like himself, it is not an easy life for anyone. “Nobody knows the story behind what got us here,” he said on Tuesday. “We’re all human; we all have hearts. Whether we have dirty faces or we’re sitting at the window at your workplace every day when you walk by to go to work or we’re in that park that you take your kids to.”

McComb has been homeless on and off for the past 20 years, beginning at the age of 17. Though at that age being homeless was not a choice for him, it is today. “I am homeless now. I’ve been homeless since July of 2012. I’m homeless by choice. But the only reason I’m homeless by choice is so I can do this. Not because I want to be homeless, I really, really want a home,” he said, stating the cost of living and the cost of running his organization cannot both fit into McComb’s budget. Once he makes it to Ottawa, stopping along the way to speak of his cause and about homelessness, he will begin preparing for his Canada-wide walk in May. After that, McComb said he is not sure what his plans are, just that he will be continuing his organization to raise awareness for as long as he is able. “I will run my organiza-

tion for the rest of my life. Advocate, fight for the right, lift stigmas and stereotypes for the homeless, do anything I can for as long as I can in order to do that,” he said. “And it’s working.” McComb said his goal is to start a conversation about homelessness with everyone he meets, so those people can do what they can to help it. “Wanting to help and helping are two different things. It’s one thing to raise awareness, it’s another thing to get action taken for the cause. And I’m out not just to raise awareness, I’m out to prompt or inspire,” he said. “I want action behind the awareness.” More information on McComb’s organization and his travels can be found on his Facebook page: “(Homeless Happens) Helping Hands” or the website www.homelesshappens.net.

Newburgh Community Concert hits stage on Dec. 14 BY ASHLEY ESPINOZA Staff Reporter

HIS year will mark the 34th annual Community Christmas Concert in Newburgh. Crew and cast have planned an entertaining performance with the hopes that it will bring

laughter to those who attend, as well as Christmas gifts to local children. Mary Anne Wood has been involved in the annual concert since she was 18 and says this year’s performance will combine concert classics with current events for an entertaining evening of adult humour. “We usually try and

look over the year at a lot of the things that have been new and happening and integrate them. It’s amazing what you can make into Christmas if you try hard enough,” Wood laughed. “I have no doubt that people may see a little bit on the scandal in the Senate. It will probably poke

Newburgh United Church presenting A Christmas Carol this Sunday BY ASHLEY ESPINOZA Staff Reporter

Newburgh United Church will be presenting a festive Christmas concert this weekend with local performers and elementary school students. The church will be performing a dramatic reading of Charles Dickens’ A Christmas Carol, which will be presented this Sunday at 7 p.m. at the church. “We were just looking at what we should do for Christmas this year, some years we do concerts. Our choir director had done this before suggested we do this,” explained organizer David Hunt. Everyone is welcome and admission is free. The church asks that monetary donations to the Salvation Army Food Bank be made at the door. Non-perishable food items will also be accepted, however, the

church encourages monetary donations so fresh items can be bought for Christmas food baskets. “Usually the Salvation Army needs to buy chickens and turkeys and all the fresh things too,” said Hunt. This is the first time the church has held this event and has brought in a number of local residents to help make a success. The production features well-known personalities Wendy Hunt, Burry Wiseman, Susan Meisner, J.C. Kenny and David Kemp. Local church choirs and the Newburgh Public School bell ringers will provide musical accompaniment. Hunt expects the Christmas concert to last about two hours, with song-along portions at the beginning of the performance. He said it’s an evening fit for anyone and everyone. “It’s not for old people, it’s not for young people, it’s for everybody,” he said.

its little head in there every now and then.” Wood said music would range from country to rap and also include traditional Christmas classics. “There’s something for everybody. We have a children’s skit, so it’s kind of got something that will appeal to every age group,” said Wood, without giving away too many of the concert’s surprises. Wood said the concert is a way to bring the community together. “The reason why we started this whole thing was the desire to bring a community together and share Christmas spirit. It wasn’t about money; it wasn’t about anything except the desire to share some Christmas spirit,” she said. For the past 30 years, though, donations have been accepted of Family and Children Services for Frontenac and L&A. Last year more than $10,000 was raised, which provided gifts for about 150 children in the county. “The added bonus now is the money that we raise assists Family and Children Services,” said Wood. After the concert, crew and cast count the money donated during the shows and go shopping to buy clothing and toys for children.

“We provide them with a full Christmas. The kids get a full set of pajamas, at least two toys, usually socks and underwear. We try to make it so they have at least four presents under the tree,” said Wood. She expects to need to buy for about 130 children this year. “Every cent that anyone donates goes directly to the kids. That’s something that means a lot to the people who come here, that they know the money goes

Storm slapped with second straight double-digit loss Pirates extend Deseronto’s slide with 10-0 win BY ADAM PRUDHOMME Staff Reporter

f a list were compiled of all the things the struggling Deseronto Storm needed, Friday’s visit from the scorching hot Picton Pirates would be last. Showing why they’re feared throughout the league, the Pirates cruised to a 10-0 victory while handing Deseronto their fifth consecutive loss. The home team did manage to compete for 20 minutes, holding Picton scoreless for the entire first period. Clint Aussprung sprung a leak in Deseronto’s hopes with an early second period goal. He struck again at the 9:43 mark, turning the leak into a full blown hole. Jack Davidson and Taylor Brown each scored just over a minute apart and from there the Storm were officially sunk. Devin McCann added one more in the frame before Brian Bunnett scored twice in the third sandwiched around strikes from Evan Greer, Chris Jones and Ryan Sizer. Despite the blowout the Storm did stay on their best behaviour, as Brandon Turner’s second period interference infraction was

Raiders in playoff hunt Napanee closes to within three points of Rebels BY ADAM PRUDHOMME Staff Reporter

Once a near flat line, the Napanee Raiders’ playoff hopes were jolted back to life this week with a pair of heart racing wins to earn four of six possible points. A nail biting 3-2 win on Tuesday over the visiting Campbellford Rebels brought Napanee to within three points of those same Rebels for the fourth and final playoff spot. Austin Boulard scored goals in the first and second to give the Raiders a 20 edge heading into the final frame. That’s when Napanee ran into a bit of penalty trouble, drawing their first two infractions within the opening minutes of the third. Campbellford’s Jeremiah Doherty scored on the five-on-three advantage to cut the lead in half. Bud Norris answered back at the 15:26 mark, but then took a tripping penalty with two minutes left in the game. Cole Hamilton converted for the Rebels to set up a nervous final minute and a half. Despite relentless sixon-five pressure, Raider goalie Kyle Copeland preserved the lead, finishing with 33 saves. “They have a pretty good power-play over there,” Raiders head coach Mike Hartwick said of the Rebels. “We just have to stay out of the box and not give them an opportunity. The penalty that Bud took, he was just battling. He’s a

strong kid.” Sunday night against the Jets in Amherstview it was another thriller for Napanee, escaping with 32 overtime victory. Tyler Romaine was a one-man wrecking crew for Napanee, potting all three goals for his first Junior C hat trick. He scored midway in the first, within the first seconds of the third and at the two minute mark of OT. Copeland was just as key in the win, stopping 39 shots. “I knew it was a big game, I was just really calm and focused,” Romaine said of his three goal game. “I didn’t really talk to the players much, I was just focused on what I had to do and it paid off.” His effort was just the pick up the team needed after falling 5-2 Friday in Campbellford to start their crucial week, at the time falling seven points back of the Rebels. Napanee has now won five of their last six to force themselves back into the playoff picture, playing their best hockey of the season. “We were all down on ourselves when we were on that slump,” Romaine said of their nine game losing streak. “We just wanted to pick it up and once we got those two big wins against Des, we knew we could compete at this level and we’re showing them.” Napanee is now 9-12-02 on the year with 20 points, compared to Campbellford’s 10-9-1-2 record and 23 points. The Rebels

have 18 games left on the scheduled compared to Napanee’s 17. Port Hope sits third at 12-8-0-3 (27 points), Amherstview second at 13-8-1-1 (28) and Picton head and shoulders above everyone at 21-1-1 (43). The Raiders got a huge boost for their playoff run in the form of new signee Keenan Murray. “We’re very excited to have Keenan in the line up,” said Hartwick. “He’s 20-years-old and very experienced with an RBC cup in Pembroke, he played with Queen’s and has Junior A experience.” He made his debut Tuesday night, going scoreless but did set up a couple of great chances. Hartwick says he’ll be valuable both on and off the ice for the veteran leadership he’ll provide for the young team. The team already has a lot of faith in him, putting him out for the opening draw and both the powerplay and penalty kill. Napanee heads to Port Hope tomorrow night for an 8 p.m. showdown before returning home Tuesday to face the Pirates at 7:30 p.m. That will also be their annual teddy bear toss game. Fans are encouraged to bring a new stuffed toy to hurl onto the ice when Napanee scores their first goal. The toys will be donated to the Greater Napanee Fire Service’s toy drive. For his Sunday night hat trick Romaine is the Ontario Milk Marketing Board Raider of the week.

their only penalty of the game. The Storm’s penalty kill unit managed to keep the puck out of the net for the two minute span. Picton was likewise disciplined, drawing only a slashing penalty in the first. Brock Tufts recorded 56 saves, but did allow all 10 goals. Adam Wood had a relatively quiet night, stopping all 18 Storm shots for fourth shutout on the year. Painfully, the loss marked Deseronto’s second straight 10-0 drubbing, having suffered the same fate Nov. 26 against Napanee. They’ve now been shutout in three of their last four as well. Overall they’re 3-19 on the year, 12 points back of fifth place Napanee. Injuries to Bobby Breadman and Riley Muise, coupled with misconduct suspensions to Kirby Maracle and Nick Ferguson left the Storm with just 14 skaters and two goalies. The loss capped a 2-7 November for the Storm. At the other end of the spectrum is the Pirates, who are now 21-1-1 on the year, a full 37 points better than the basement residing Storm. To put that in perspective, the Storm could win their final 18

games and Picton could lose their final 17 and the Storm still wouldn’t catch them in the standings. That reflects both the Storm’s struggles and Picton’s dominance. The schedule won’t get any easier tonight as the Storm hit the road for another match with Picton. Puck drop is 7:30 p.m. Tomorrow night they return home to take on the second place 13-8-1-1 Amherstview Jets. Game time is 7:30 p.m. as well. After last Friday’s game the team’s front office was busy, working out a pair of deals. Ferguson, who was the team’s captain, was dealt to Campbellford Rebels. The second year player had five goals and seven assists in 20 games this year. Brett Bateman will now sport the ‘C’. Mitch Burkitt was also shipped out in a trade with the Port Hope Panthers. He had four goals and three assists in 20 games. Both deals were made for cash considerations. In a corresponding move the team inked 1993 forward Tyler Diamond. Ron East has also taken over coaching duties for Chris Brant. East served as assistant coach at the start of this year.

the two evenly matched teams. However, this time the Stars came out on the losing side by a score of 21. The Stars lone goal was scored by McKee from Hannah. On Sunday, the Stars played a semi-final matchup against an undefeated Cumberland Jr. Grads team. The Ottawa team opened the scoring just under a minute into the first in a scramble in front of the Napanee goal. The Stars applied tremendous pressure throughout the period but were unable to score. The Grads went ahead 2-0 part way into the second on the power play. With 32 seconds left in the second, Napanee’s strong pressure finally paid off on a goal by Uens assisted by Kemp and Jack Madden. Before the end of the period the Grads went ahead 3-1 on a fluke deflection in front of the Napanee goal. In the third period the Grads endured a relentless Stars forecheck and an extra Stars attacker late to eventually win the game 3-1, and end the Stars hopes of winning their fourth consecutive tournament. n Meanwhile, the Napanee L&A Mutual Minor Atom Stars travelled to Cobourg last weekend to participate

in their Silver Stick regionals where they finished the round robin portion of the tournament with a 1-1-1 record. Friday night the Stars faced off against Silver Seven White from the Ottawa Valley and were on the loosing end of a 4-0 result. Despite the score Napanee’s Ryan Aldridge was the star of the game with some huge stops between the pipes. Saturday the Stars played to a 22 draw against the East Gwilliambury Eagles. Scoring for the locals was Reid Lambert and Dawson Wales with assists going to Ben Albright and Ethan Martin. The Stars once again had great goaltending from Nathaniel Cinnamon. In their final round robin game Sunday the boys faced the pesky Clarington Toros and came out on top with a 5 - 0 win. Hitting the twine for the minor atoms was Ben Albright with two, Braden Bannon and Ethan Martin with singles and Scott Collard with his first of the season. Assists went to Logan Lalande with two, Bannon, Collard and Mason Arthur with one each. Unfortunately with their early loss the Stars did not move into the playoff round. n The Peewee Minors

recorded a 5-1 win over the Kingston Canadians, but lost 5-0 to the championship winners, Cobourg, and 6-1 to Clarence Rockland in their pool. n The Napanee Boyd Electric Peewee Stars played the same team twice this weekend, and saw contrasting results. In the first game on the Goodyear Rink Saturday night, the Stars never seemed to hit their stride and, as a result, had to settle for a 1-1 tie against an undermanned Lindsay Muskies squad. Liam Wilkinson scored Napanee's lone goal, with Corbin Gibson picking up an assist on the play. Goalie Bailey Maracle had to make some big saves to salvage a tie. On Sunday in Lindsay, however, the Stars gave the fully-stocked Muskies fits, skating to a lopsided 6-1 win. Ryan Kirkpatrick had three goals and two assists. Gibson had a goal and an assist. Rounding out the scoring were Nate Brant and Wilkinson. Matt Sager and Keegan Makpah each earned an assist. Murray Craig was nearly perfect in earning the win in net. n The Atom Crunch faced the Kingston Ice Wolves

over the weekend. Finding themselves down by 2 with 30 seconds left in the 2nd , Alyssa McMullen was able to get past a solid goaltender and find the back of the net. The third period brought a flurry of activity with Anna Baker tucking in a rebound off of Lauren Sutton’s shot, Nikki Weese found open ice with an end to end rush and stretched the twine. Sutton’s empty net goal sealed the 4-2 win Solid between the pipes was Holly Phillips. n The Peewee B Crunch were in action for three games this past week. I selected this one because in the newspaper a few weeks ago the organization mentioned that they’re always looking for food so I thought this would be a great opportunity to help,” said Diane Revelle, operations manager for Union Gas.

CONTINUED FROM PAGE 1 Wagar also said that his own attempts to get CIBC to revise its offer were unsuccessful, and expressed some skepticism as to whether the township could get a better deal from the bank. Nevertheless, Wagar and the rest of council elected to allow all the RFP submissions to expire at month’s end, and to renew negotiations with the CIBC. “That $30,000 figure is accurate,” Wagar said. “It would be an annual benefit to the township of that amount. It’s that much better. But I can’t recommend it because the CIBC is a bank in our township, and we need it. Would the bank close? There is a better chance that it would close, I think, if we did move our banking.” Many other members of council echoed Wagar’s sentiments. “We only have one bank in this township, and it’s a big part of our community,” Deputy Reeve Eric Smith said. “We’re trying to bring business to our community, we’re not trying to turn business away. I think it’s a thing that we have to look seriously about and keep it

there.” Ward 2 (Sheffield) councillor Todd Steele said, however, that the CIBC needs to do better with its offer to the municipality. “$30,000 is a lot of money. I’m not prepared to back down. I’m certainly not prepared to switch banks, but I’m not prepared to back down and accept what was presented in (the CIBC’s initial) proposal,” he said. Before making the decision to negotiate with the CIBC, council heard from Mark Oliver, a member of the Tamworth-Erinsville Community Development Committee, who was joined by several other Tamworth-area residents. He urged council to stick with CIBC. “I know that, with the bidding process, the idea is to get what is the best deal for, in this case, the township,” he said. “Also, I know that you don’t always have to take the lowest offer or the lowest tender. In this particular case, I would urge you to use this opportunity, and the competitive data that you’ve got, in the interest of our entire community, to go back to the CIBC and see if you cannot work a better deal in order to maintain your services within our community.”

PARADE | Food, toys collected CONTINUED FROM PAGE 1 Organizers have also promised a surprise that will take place between Centre Street and John Street right before Santa’s appearance on Dundas. Providing a dazzling backdrop will be the thousands of LED lights that are the Big Bright Light Show, which has been expanded by two blocks on Dundas Street this year. Spectators are encouraged to bring non-perishable food donations for the Salvation Army food bank, unwrapped toys for the Greater Napanee Fire Services Stuff the Truck drive and kids’ letters to Santa. That is a recipe for trouble. CANCER (Jun 22/Jul 22) Cancer, a hefty workload at the office may zap your desire to do much else. However, don’t pass up the opportunity when a social engagement beckons this week.
