OPA gathers Napanee public feedback
Proudly Independent
Raiders Holding Down Final Playoff Seed....For Now
MPP Hillier blasts energy projects BY ASHLEY ESPINOZA Staff Reporter
Ontario Power Authority held a regional community meeting at the Strathcona Paper Centre on Tuesday to gain public input on the new Large Renewable Procurement program. Adam Butterfield, a presenter and manager of renewable generation procurement for the OPA, said public feedback would be compiled and provided to the minister before further projects would be proposed. Butterfield could not say whether Greater Napanee would be chosen as a location for future renewable energy proposals, only that Tuesday’s meeting, and others across Ontario, are meant to determine the best possible locations across the province. “Potentially - that’s what we’re really starting to look at. We have been asked to (propose,) for 2014 and 2015, a certain amount of renewable projects. So that’s 300 megawatts of wind, 140 megawatts of solar, 50 megawatts of bioenergy projects and 50 megawatts of water power,” said Butterfield. “I have no idea where applicants may be considering projects,” he said, stating those decisions were 12-15 months away. The new LRP process replaces the previous Feed in Tariff process, which
Butterfield said will put more responsibility on applicants. “We’re looking for the applicants to do a lot more work up front, engage communities with significant community engagement, do a lot more due diligence in terms of the information they submit to us for us to evaluate who should be offered contracts,” said Butterfield. MPP Randy Hillier attended Tuesday’s meeting and said renewable energy projects are unnecessary in Ontario and in Greater Napanee. “I do have an opinion about these projects. We should recognize that we have an over capacity of power so we have more power generating than we have a demand for. On top of that, in these recommendations, there’s absolutely nothing about affordable electricity. It’s all about fluff and nonsense. How can we build more windmills? How can we put more solar panels up? How can we do all of these things that cause more and more money?,” said Hillier. He also noted that he feels already-proposed energy projects in Greater Napanee are unnecessary. “We have a generating station that gets turned on a couple days a year; that is bought and paid for, that is sitting there.

EDITORIAL ot surprisingly, most of Ontario's employers weren't too happy when Premier Kathleen N Wynne announced the province would be raising the minimum wage to $11 per hour for full-time workers over the age of 18. For part-time students under the age of 18 it will rise from $9.60 an hour to $10.30. According to retailers that 75 cent an hour increase could send catastrophic waves through the work force. Companies that are already struggling to make ends meet will be forced to either cut hours or cut staff to accommodate the forced raise. When that happens, it defeats the purpose of the raise. Equally less surprising is that many of the province's anti-poverty agencies are applauding the move, though saying it still falls well short of the $14 an hour they'd like to see. Even though the hike on June 1 will make Ontario the province with the highest minimum wage, these groups say it's still not enough for a worker to live on. In a way, they're both right. The problem is not all minimum wage employees are created equal. There's a vast difference in the cost of living for a 15-year-old high school student who still lives at home compared to a 25-year-old single parent trying to provide for their family. Though there's likely no one catch-all problem solver, the idea of tying the minimum wage into the age of an employee, say a higher wage for those 21 and older, would make a lot of sense. That would add a little more incentive for those with limited job skills to seek an entry level job rather than stay home and collect unemployment cheques. Granted, there's a great deal of high school students who work part-time or even full-time in the summer to help pay for post secondary education. Paying those tuition fees on a minimum wage salary is no easy order. Perhaps the best solution for that is for the government to follow through on their promises to keep tuition rates at a reasonable rate. As daunting as student loans can be, if the students can ultimately find a job in their field, they're an investment. Ideally those pursuing a diploma or degree won't be collecting minimum wage for too long. Unfortunately for some Ontario residents, the option to pursue post-secondary education just isn't an option. In our opinion, it's that demographic that the government is trying to serve with the wage increase. In that sense, ensuring the right people benefit from it makes sense for both employers and employees.

Turning one of your rooms into a “Man Cave” T here may be many benefits to being married to an Interior Stylist as I always want my home to look fabulous and love changing my rooms around. I always have since a young girl. My husband Saeid may beg to differ but he has been wonderful and understanding to coming home to furniture rearranged or rooms painted, or a whole cedar rail fence built in our backyard. He may shake his head in disbelief that I’ve undertaken a new project, but I know he secretly enjoys my go-getter mentality as I make changes to our home. He constantly listens to me ramble on about ideas I have for our house and I love him for that! I may have influenced my design thoughts throughout the house with my own feminine flare. He is an amazing man and likes to voice his own opinion on the décor of our family home.
Home décor can easily be perceived to be on the feminine side. Silk and tassels, fringe and bows, not the vocabulary of most men when decorating. You may be thinking about turning an unused room in to “man cave.” Be sure to follow some simple tips to make your man feel at home. The number one thing is to take in account his interests and personality. Understanding this will give you a sense of what feel the room should have. Is he a sports fan? Does he have particular collections of items? You are trying to reflect his interests and personality to work with the design of the room and the rest of the home. You may decide to go with a particular theme in designing the room or adding his favourite photos or objects that have meaning to him and convey his experiences when
placed within the room. Think of what function the room will be used for. Most rooms designed for men are for watching television. The TV should be the focal point and the furniture arranged to maximize viewing. There always seems to be a battle over the television. Women generally like to hide the television in a piece of furniture so it is not the focal point. Men on the other hand like the TV to be clearly visible and unobstructed at all times. With the technology today, the flat –panel televisions are a happy compromise in the television debate. When you’re ready to get started, its best to take everything out of the room or at least as much as you can. This allows you to focus on the room- for the man you are designing it for. Now for painting the room; choosing the paint
colour can be a difficult decision. If you’ve decided on a particular theme, you may have already narrowed down the colour. If still indecisive, research has shown men gravitate towards blues, greens and reds. Blue is a calming colour. Green is associated with the environment, nature and wealth. Where red evokes intensity and power. Choose large-scale furniture so your man can stretch out. Recliners today are much more stylish than their older models. They are made sleeker and more contemporary looking. If a recliner is not part of your design style, try a chair with an ottoman. Dark, heavy woods can be more masculine looking than lighter choices in wood. Consider scotch guarding your upholstered pieces or choose materials, such as leather, that can withstand

heavy- traffic and spills. Look for fabric that is durable and consider patterns such as herringbone, tweeds or plaids. Incorporate industrial materials, such as glass and metal which gives the space a clean and solid appearance. When adding the finishing touches, don’t overdo the room with accessories or it will look cluttered. Overall, ask the man for his input and listen to his answers. Showing him examples of others rooms allows him and yourself to get a better idea of what you’re looking for. Don’t be afraid to experiment with paint. Paint can make a dramatic difference in a room. If it doesn’t turn out how you wanted, you can just simply paint over it again. But most importantly have fun with it. Designing a room for your man can be a great experience for both of you and he

From bear paws to beaver tales eedless to say, it has been a good winter for snowshoes and crampons. Probably not a good winter though to bring up the topic of climate change and global warming. The less said about that this past week, the better! In fact, even as someone who professes to embrace winter, I was almost ready last week to hitch a ride with anyone heading south who would have me. But, where do you go this winter? Not Georgia or Florida which also had winter weather. So, we stay put and think about May warblers, spring peepers echoing from the wetlands, and flowers in the garden…..and make the best of it by snowshoeing. Snowshoes have been around for at least 6,000 years. They have proven themselves admirably as an efficient mode of travel when struggling through deep snow with conventional winter boots just doesn’t cut it. For me, they provide access to wooded areas that I like to visit in the winter where the mayhem of the workaday world can be left behind, and where I can immerse myself in the tranquillity of a natural world where the only sounds are the muffled crunch of snow under my feet and the ever present acrobatic chickadees as they search for food along the fencerows. I was out on my snowshoes again today, as I am most morn-
N
ings, around two open hay fields. It’s about a kilometre, and with an additional two kilometres of exercise on the tread mill, that distance will have to do until the hiking season begins again. I got into snowshoeing when I found that I could no longer comfortably cross country ski due to arthritis in the feet and ankles. I still do a bit of skiing if I drug myself up well with Ibuprofen and don’t have occasion to turn, or stop suddenly! There are many different snowshoe styles – Huron, Ojibway, beaver tail, swallowtail, bearpaw, the list goes on. I have three different styles of snowshoes. For deep, fresh snow, like we received over the last week, I like to use the traditional Huron style as their larger size tends to support my weight far better in soft snow conditions. Wooden shoes with traditional rawhide webbing leaves you feeling like you are one with nature as we seek balance in our lives. And, they are traditional. The traditional Huron snowshoes have a long and storied history, from the days of their aboriginal inventors to the recreational use of today. The Huron style, as well as the similar Ojibwa style – more narrow and elongated and built for speed and largely open areas – float easily over soft snow. The pointed tails on both styles are designed to act much like the rudder of a boat. Trailing lightly

Outdoor Rambles with each step, they keep the feet pointed in the right direction, leading to less fatigue over long distances. However the Huron and Ojibwa styles come at a cost of less maneuverability in forested areas. For these areas, I like my bear paw design. This style has actually been designed for hunting, trapping, birding and longdistance adventures in dense forest. The frame is usually made of Appalachian white ash and lacing made of raw cowhide so they still have that traditional feel about them. More rounded, but still with enough length to prevent you from sinking deeply in soft snow, its shape allows you to manoeuver easily in tight areas, around trees and bushes. The upturned toes get you over fallen branches with ease and if there is
occasion to be walking somewhere with them strapped to your back, they are not so long as to catch on your heels with every step. Cost-wise for any pair of snowshoes, you are looking at quite a few dollars for a good set – at least, a couple hundred dollars. I got my Huron snowshoes a few years ago at a local sales barn and although the bidding was fierce, I still walked away paying only $60. Some friends found their snowshoes at a second-hand place and managed to get two pair for only half that amount. So, it pays to look around first before buying new. I don’t think my Huron snowshoes had ever been worn. However, if buying new, be prepared to pay for quality. Last, but certainly not least, are my aluminum frame snowshoes. Gone is the traditional rawhide webbing and wooden frame. Plastic and aluminum, but still a big seller for those wanting something basic. The advantages of aluminum shoes are that they’re lightweight and smaller than their wooden
cousins, although I find them quite useless in deep snow. The smaller size makes them a better choice for tight spaces like heavily wooded areas. Many aluminum shoes will also have a crampon on the sole of the shoe designed for traction in difficult areas. However, in extremely cold temperatures the vinyl can become brittle and crack or break. Additionally, many users have found wooden shoes can take more bending or flexing over uneven ground or rocks. And, those crampons can collect slush and freeze into a ball on the sole of your shoe. I do like my aluminum snowshoes though, and use them only when there is just a little snow and something is needed to take the edge off those conditions. And, we haven’t had conditions like that in more than a month! For more information on today’s topic, please e-mail tsprague@kos.net or phone 613‑476‑5072. A trip through the pages of The Napanee Beaver 50 Years Ago February 6, 1964 n Former Prime Minister John Diefenbaker wrote a letter to Judge Gerald F. Smith of the Napanee Historical Society, encouraging him to continue to restore the Alan Macpherson House. Diefenbaker paid a visit to the historical house the previous month, which was in the process of being restored by the Lennox and Addington Historical Society. n Napanee Beaver publisher Earl Morrison extended an invite to the publisher of the Advance News of Nappanee Indiana to visit during the summer’s centennial celebrations. D.E. Nichols, publisher of the American based paper said the Nappanee Chamber of Commerce would like to observe the celebrations of its sister town. Said Nichols “Still sorry you people haven’t learned how to spell Nappanee.” The two towns were about the same size. n A fire destroyed a one room school room eight miles south of Napanee. The school was not rebuilt as the North Fredericksburgh Township School Board already had plans to replace the school. n Deseronto’s Board of Education voted 4-3 to hire a lawyer and pursue legal action against council. They sought action after council refused to pay money owing for high school education for pupils in Napanee and Belleville. n Amherstview’s Stella ferry was stranded for days 1,200 yards off land due to an engine breakdown. Five of the crew spent several nights on board the ship while waiting for a helicopter to bring the needed parts for repair. Residents said they had been urging highway officials to install a bigger motor for quite some time.
35 Years Ago February 6, 1979 n Perfect weather made for a great Napanee Winter Carnival. 17-year-old Cynthia Way was crowned as the festival queen. n Napanee town council was weighing the pros and cons of building a new public works building. n Roblin Hill’s Spinning Wheel restaurant burned to the ground in an early morning fire. n Napanee’s recreation committee told town council that Rotary Pool would need $17,000 in repairs before it could open in the summer.

inter in Canada may be long, but it seems shorter to me thanks to the activity of birds in my yard. As I peer out the window of our kitchen I am grateful for the birds that visit the seed heads of the ornamental grasses that I let stand over the winter. I am so glad that I resisted the temptation to cut them down in the autumn. My suet cage is forever emptied in winter. While I keep it full year round the Downey woodpeckers love to hack away at it this time of year as they do their best to accumulate fat and carbohydrates to keep warm. Soon enough wild birds will have lots of natural feeding options in the yard and around the neighbourhood besides my 12 feeding stations. If you have problems with unwanted birds raiding your suet cakes try using an upside- down suet cage. Woodpeckers love to feed on their backs, most other birds do not especially ‘bully birds’ like grackles and blue jays.
W
Bird Feeders I recommend that you keep your bird feeders full this time of year, especially when there is a snow fall. Hungry birds have fewer options for food sources. Note that many birds will kick out the corn in search of their favourite seeds like high quality millet, black oil sunflower seeds and peanuts. Bird seed producers love to load up their mixes with cracked corn as

They remove each peanut and take it to the high branches of a tree and peck out the ‘good stuff’, dropping the shell to the ground with a perfect little hole in it, where it fertilizes the garden below it come spring. Then they take the peanut meat and jam it between the branches of trees all over the neighbourhood for later consumption. I am told on good authority that this sustains them through snow and cold later on. And they DO remember where they did the peanutjamming. I do not like Blue Jays enough that I feed them peanuts all of the time. They are big and bossy. So I wait until we are expecting company and without exception visitors notice and exclaim over the busy Blue Jay population in our yard. As our garden matures the ‘winter garden’ is more interesting than ever. The evergreens and Blue Holly look so much more attractive than a flat yard of snow. And the bright red crabapples that remain on my Malus ‘Red Jade’ look fantastic. Soon (usually in March) the birds will find these appealing too. Town of Greater Napanee Public Notice - Heritage Lands
In the Matter of the Ontario Heritage Act, R.S.O. 1990 Chapter 0.18 Town of Greater Napanee, Province of Ontario
Notice of Intention to Designate 14 Kingston Road (Springside Park) Take notice that the Council of the Town of Greater Napanee intends to designate the lands known municipally as 14 Kingston Road (Springside Park) under Part IV, Section 29 of the Ontario Heritage Act. Reasons for Designation: (i) Description The property at 14 Kingston Road (Springside Park) is worthy of designation under Part IV, Section 29 of the Ontario Heritage Act for its cultural heritage value, and meets the criteria for municipal designation prescribed by the Province of Ontario. Springside Park is a municipal park in the Town of Greater Napanee situated between Dundas Street East and Centre Street South along the banks of the Napanee River and Napanee Falls. The park includes well maintained lawns bordering green space, shrubbery, pedestrian walkways, information kiosks and signage, as well as a vehicle parking lot. The legal description of the property to be designated is Part of Lot 22 and Block B, Registered Plan 337, on the south side of Dundas Street, being Property Roll No. 1121-050-010-001000000 -14 Kingston Road. (ii) Statement of Cultural Heritage Value or Interest Springside Park has significant cultural heritage value for the citizens of the town. It was on this site in 1786 that an early mill site, known subsequently as the “Napanee Mills” was established. The settlement of Clarkville grew around the mills and represents the founding of the community as we know it today. In 1784, the Loyalists arrived at Adolphustown along the Lake Ontario waterfront in the southern part of the Town of Greater Napanee. A suitable mill site to support the new community was established at the 20 foot drop of the “Appanea Falls” and served the needs of the settlers of the region. Once completed by millwright Robert Clark, it became the only mill situated between Niagara and Kingston. In subsequent years the site has been linked to early Napanee citizens Richard Cartwright, Archibald McNeil, William Grange and Allan Macpherson. A well-documented visit to the site by Lieutenant Governor John Graves Simcoe and his wife Elizabeth occurred in 1795. By 1911, the original mills and several other industrial buildings were demolished to begin the process of redevelopment of the property as a municipal park and it continues today as a popular recreation destination for both citizens and tourists. Notice of Objection Notice of an objection to the proposed designation may be served on the Town Clerk, Attention: Susan M. Beckel, 124 John Street, Napanee, ON K7R 3L4 within thirty (30) days of February 6, 2014, which is March 8, 2014. The notice must set out the reason(s) for the objection, and all relevant facts. More Information Further information respecting the proposed designation is available from the Town Clerk's Office. Dated at Napanee this 6th day of February, 2014. Susan M. Beckel, Clerk Town of Greater Napanee 124 John Street, P.O. Box 97 Napanee, ON K7R 3L4 Phone: 613-354-3351 Email: sbeckel@greaternapanee.com

tribute concert tomorrow will entertain Beatles fans while also benefiting the community with proceeds going toward the local Poverty Reduction Committee. Toni Berdini, organizer and performer, is a Beatles fan that has been working on a project called The

Road to Abbey Road. This project is a tribute album being produced by Grammy award winning music producer Dan Cutrona and recorded with the Eric Clapton Band. Tomorrow Berdini and Cutrona are putting on a Beatles benefit as a fundraiser for a local charity. This event will also mark 50 years since the Beatles came to North America. “We’re putting on this

concert to raise money for the Poverty Reduction Committee. Myself, and some friends, including the award winning Dan Cutrona, will be performing, explained Berdini. Local performers Sam and Emma McNichols will also be performing. The event is a ‘60s themed party and Berdini encourages those attending the benefit to dress up. It will take place at Doghouse Studios tomorrow at 7 p.m. “When I first decided to do this benefit concert, I wanted to somehow mark (50 years since the Beatles came to North America.) I didn’t want that once-in-alifetime date to go by so I wanted to mark it with a celebration and what better way to do that than to raise funds for a charity? said Berdini. The Beatles came to North America 50 years to the day of the event, said Berdini. Feb. 7, 1964. “Growing up with the Beatles as a child, they influenced me musically but they definitely influenced me socially too, he said. “The show is in commemoration of the Beatles so it will be all Beatles songs, maybe some originals thrown in there. Notice of a Public Meeting Concerning a Proposed Amendment to the Town of Deseronto Zoning By-law No. 13-93 Notice of Public Meeting Please TAKE NOTICE that the Council of the Corporation of the Town of Deseronto will hold a Public meeting on the 18th day of February, 2014 at 5:15 p.m at the Deseronto Community Centre (Boardroom) at 51 Mechanic St Deseronto, Ontario. P.13.

A Beatles tribute concert will benefit the local Poverty Reduction Committee. L-R: Heather Dewal, Jevon Dewal, Ashley Smolds, Tony Berdini and Tom Gulley will perform at Doghouse Studios tomorrow night. we’ve all come to know. There are 150 tickets available to the event, which will also include door prizes. All proceeds will go toward the Poverty Reduction Committee. “It’s presented by ‘The Road to Abbey Road,’ which is a project I have where I’m living out a dream of mine to record an original song of Abbey Road videos, explained Berdini. “It’s really all about that it’s never too late to
live your dreams. I’m 56 years old right now and we want to inspire others throughout this project to live out their dreams. Dan Cutrona is Berdini’s music director on this project. Cutrona and Berdini were introduced through local artist Kim Pollard after she worked with Cutrona on an album in England. “He (Cutrona) wants to do a whole album over there (in England), not just one song. So the dream has
expanded but with that, so does the funding. So we’re going to have some fundraisers soon. But this event isn’t about that fundraising goal; this is strictly about the Poverty Reduction Committee. Down the road though we’d like to have some fundraisers and try to raise some capital funds, he said. Friday’s event is $20 per person and doors open at 7 p.m. a cash bar and refreshments will be available.

Whether your dream home is a Victorian character home in the city, a sleek condo with 360-degree views, or a sprawling rancher in the suburbs, figuring out how much house you can afford is critical before making any decisions. “A helpful place to start is by figuring out your Gross Debt Service (GDS) Ratio,” recommends Phil Dorner, president of the Ontario Real Estate Association. Gross Debt Service Ratio is a calculation of the total maximum housing payment that you can afford, including your mortgage, property taxes, heating and cooling costs, and condo fees. Here are the steps to figuring
out your GDS Ratio: • Add up your gross monthly income and multiply by 32 per cent. This figure is the maximum monthly housing payment that you can afford. It should never exceed 32 per cent of your gross monthly income. • You must also factor in one-time costs and insurance. These include a home inspection, lawyer fees, Realtor fees, moving expenses and HST on new houses. • Be sure to consider the size of your down payment, your interest rate and the number of years on your mortgage. For help figuring out what you can realistically afford to pay for a home, enlist the services of a Realtor. TSSA Issues Carbon Monoxide Poisoning Safety Warning
Office: 613-354-4213
FOR IMMEDIATE RELEASE (Toronto, ON, September 9, 2013) – Ontario's public safety regulator, the Technical Standards and Safety Authority (TSSA), is reminding the public of carbon monoxide (CO) safety tips following two recent CO-related fatalities.
On Sunday, September 1, an 84-year-old man was found dead and his wife in critical condition as a result of CO poisoning while at their cottage in Armour, northeast of Burk’s Falls. A propane-fueled refrigerator is suspected to be the source of the CO. “These are sad and tragic incidents that could have been prevented," said John Marshall, Director of TSSA's Fuels Safety Program. “Awareness of CO safety risks is your best protection," added Mr. Marshall.
STEP 1: Eliminate CO at the source. Follow manufacturer’s installation and operating instructions. Get your fuel-burning appliances and equipment inspected by a certified technician who works for a TSSAregistered heating contractor. For a list of registered heating contractors, ask your fuel supplier or call TSSA toll-free at 1-877-682-TSSA (8772).
G r e a t home in nice area of Napanee. Well kept home with 2 p l u s bedrooms, dining room, finished basement. Quiet in town location. Nice starter home with an asking price of $169,900. Call for your viewing today.
STEP 2: Ensure your home and cottage have certified CO alarms. They will warn you of rising CO levels, giving you time to take potentially life-saving action. For proper installation locations, follow manufacturer instructions or ask your local fire department.
STEP 3: Know the symptoms of CO poisoning. They are similar to the flu – nausea, headache, burning eyes, confusion and drowsiness – except there is no fever. If they appear, immediately get everyone, including pets, outside to fresh air and call 911 and/or your local fire department.
TSSA encourages the public to get the right facts about CO safety risks, the leading cause of accidental poisoning deaths in North America, by visiting cosafety.ca. The more you know, the better you can practice CO safety and ensure you and your family don't become victims of CO poisoning. About TSSA
The Technical Standards and Safety Authority (TSSA) is Ontario’s public safety regulator dedicated to enhancing public safety. TSSA is mandated by the Government of Ontario and regulates the safety of amusement devices, boilers and pressure vessels, elevating devices, fuels, operating engineers, ski lifts, and upholstered and stuffed articles throughout the province. Its range of safety services includes public education and consumer information, certification, licensing and registration, engineering design review, inspections, investigations, safety management consultation, and enforcement and prosecution activities. The organization’s vision is to be a valued advocate and recognized authority in public safety. -30-

Ottawa RedBlacks Raiders cling to final playoff seed has mix in some Blugh Napanee just three Napanee CFL star to coach d-line BY ADAM PRUDHOMME Staff Reporter
apanee’s Leroy Blugh is returning to his old stomping grounds, signing on as defensive line coach of the CFL’s newest team, the Ottawa RedBlacks. The graduate of NDSS played 15 years in the CFL, winning the Grey Cup as a member of the 1993 Edmonton Eskimos. He was named the league’s outstanding Canadian in 1996. He’ll now be tasked with trying to get the expansion RedBlacks acclimated to the league and shaped into a contender right out of the gate. “We still have the tradition of Ottawa, but now with the RedBlacks it’s an opportunity to restart with a clean slate,” said Blugh. “We can build things the way that we want in the image of general manager Marcel Desjardins has set out and our head coach Rick Campbell. It’s an opportunity for us to do things the way we want to do it.” Following his playing career Blugh worked on the Queen’s University coaching staff before mentoring the Eskies’ defensive line last year. Defense has been the talk of the football world this week following the Seattle Seahawks’ dominating performance in the NFL’s Super Bowl. While the two North American leagues
N
have their differences, Blugh says some of Seattle’s strategies can be applied in the CFL. “Allowing players to be an individual while allowing them to play within the chosen system is something at which Seattle did a good job,” said Blugh. “I think that’ll be the plan with us. I think they proved the old adage that defense wins championships so that’s going to be a point of emphasis for us moving forward but in Canadian football you have to be able to score points.” Blugh says from what he’s seen of the team he’s been ‘pleasantly surprised’. A day after announcing Blugh’s deal the club inked a three-year deal with veteran quarter-back Henry Burris. He lead the Hamilton Tigercats to last year’s Gray Cup. Ottawa has already held their expansion draft and are now gearing up for the free-agent signing period. The season will get underway in July. In the meantime Blugh plans to meet with players and see what he has to work with. Having grown up in Napanee the 47-year-old Blugh is thrilled to be just a short drive from home. “This is a best case scenario for me to have this opportunity to be this close to home and stay connected with my family,” said Blugh. “Other than coaching at Queen’s, this is the second football opportunity I’ve had so close to home.

4-2 win in Amherstview on Saturday coupled with a 10-1 shellacking of the Storm in Deseronto on Friday vaulted the Napanee Raiders into fourth place for the first time since mid-October. Meanwhile the Port Hope Panthers dropped their two games this weekend, allowing the Raiders to leapfrog the Panthers and, for the time being, lay claim to the Empire B League’s final playoff seed. They hold a slim 37 to 36 point lead over the fifth spot, though Port Hope has seven games remaining while the Raiders have just three. “We just need to keep doing what we’re doing, taking care of the process, taking care of pucks and playing the right way,” Raiders head coach Mike Hartwick said of his team. “We can’t worry about what other teams do, we just have to keep playing our game, concentrate on that and let the results take care of themselves.” Napanee made the jump into fourth courtesy of some third period heroics by Kennan Murray and Austin Boulard Saturday night in Amherstview. The Raiders and Jets were deadlocked at 2-2 heading into the final frame before Murray beat Jets’ goalie James D’Andrea just shy of the seven

Napanee looked to be in control early as Zach Knapp-Hermer and Mitch Pearce each potted goals less than a minute apart halfway into the first. The 2-0 lead held until Cassidy Bruni broke the shutout with less than three minutes to go in the first. Andrew Fullerton knotted the score a 2-2 early in the second with a power-play goal. Raiders’ goalie Kyle Copeland shut the door from there, stopping 28 shots for the critical win. The previous night in Deseronto was much less stressful for Napanee, as they cruised to the easy 101 win. Falcao, Ryan Casselman and Murray staked the Raiders to a 3-0 advantage in the first. They piled it on in the second as Knapp-Hermer and Tyler
Romain tucked two goals in a piece while Jordan Cannons had one. Copeland came within six minutes and 20 seconds from a shutout but was denied by Deseronto’s Jesse Burtch. His goal was sandwiched between Napanee ones from Chad McCutcheon and Evan Brown. That was the only blemish for Copeland, who finished with 24 saves on the night. “We just kept stressing to shoot the puck,” Hartwick said of the strategy against the hapless Storm. “We had a lot of shots in the first two periods. We just kept shooting the puck and eventually they’re going to go in.” It took a little over a full period but the floodgates opened early in the second as they held a 7-0 edge before the four minute mark of the second. They finished with 77
shots on the night. After the game the Raiders’ coaching staff had their smartphones out, searching Pointstreak.com to find out how their opponents fared in their games. It was a worst case scenario on Friday as the Jets and Rebels went to overtime with the Jets pulling out a 3-2 shootout win. On Sunday the Rebels beat up the Panthers 6-1. Prior to that game the Panthers fell 4-2 to the Picton Pirates. A Saturday meeting between the Storm and Panthers was cancelled due to weather. What it all means is the Pirates continue to cruise along in first place with a 34-1-1 record and 69 points. The Storm continue their free fall as they are now 3-30, with just six points and firmly anchored to the basement of the standings.

Golden Hawks begin recruiting for senior football team Napanee District Secondary School’s athletics sees resurgence in several sports disciplines
BY ADAM PRUDHOMME Staff Reporter
Hoping to revive its senior football program after a two year absence, Napanee and District Secondary School’s athletics department is taking a proactive approach. Kick off for the KASSAA grid iron season isn’t until September but already the Golden Hawks are in the midsts of recruiting. NDSS has been without a senior program the last couple of years due to a lack of interest among students. They have been left with just a junior program the last two seasons, hop-
ing to keep the Grade 9s and 10s interested in the sport. “We’re making a real push to bring back senior football next year,” said NDSS athletics director Todd Collard. “We have a new junior and senior coach for next year.” Though interest was up a bit last autumn, they were still short about 15 players to field a team. “We made a push last year, it didn’t work,” said Collard. “We’re doing it earlier this year just to see if we’re going to have enough. We are planning on having a team next year, we’re just looking to see if there is student interest.”
Collard figures if the 21 current Grade 10s return to play ball next year coupled with any current Grade 11s who were interested in playing this year, they’d have enough for a senior squad next September. In an effort to gauge the interest he’s having players sign up this month, well ahead of when they’ve done it in the past. “We don’t know if that’s going to pan out, but that’s what we’re hoping,” Collard said of all players who expressed interest returning for next year. “We’ll do everything we can to make sure it happens.” Football isn’t the only sport that’s seeing a
revival at NDSS. The school is currently in the process of re-launching its swim program and girls’ curling team. The swim team, made up of 17 swimmers, is currently training in Belleville while the curling team is practicing with Napanee and District Curling Club’s junior program. Quite the difference a year has made for NDSS’ athletics. Last year around this time school boards across Ontario cancelled the winter sports season as teachers took action against Bill 115. “Last year was a rough year all around,” said Collard. “It seems to have not
turned away many kids. Things seem to be coming back nicely.” A Golden Hawks team participated in every KASSAA discipline this part fall and winter and plans to field a team in ever spring sport as well, including a second year stint for the baseball team. The school will also be hosting the girls’ hockey Eastern Ontario finals this coming March as well as planning to host a rugby tournament in early spring. Along with experiencing a resurgence in sports, the school is also looking to update its Hawk Walk as well.
Adorned with about 30 former students, the wall commemorates anyone who went on to play sports at a college or university level. “It’s meant to reward students who continue their academics and athletics as a student-athlete after high school,” explain Collard. The school is actively accepting entries for anyone they may have missed. All they ask is that athletes provide a framed 8x10 photo of themselves wearing their college or university jersey. Collard advises the athletes check with the school to see if they were missed.

RAIDERS | Crunch time in the Empire B Napanee Minor Hockey Report CONTINUED FROM PAGE 23 Second through fifth spots however are not so predictable. The Jets sit second with an 18-14-2-1 record, good for 39 points. They have five games left to play. In third place are the Rebels, who are 17-151-3 on the year with 38 points and four left to play. Napanee is 17-17-1-2 on the year with 37 points and three left. The Panthers are 16-13 with 36 points and a huge advantage in that they have seven games remaining. Napanee will continue their playoff push tomorrow night when they host the Pirates for a 7:30 p.m. puck drop at the Strathcona Paper Centre. That game will no
doubt be a tough one for Napanee, who is yet to win a game in their previous seven meetings. The Raiders have played them tough of late however and will have the added motivation of playing for their playoff lives. Napanee has also played far better on home ice this year as opposed to the road. They’ll need every advantage they can get against the nearly unbeatable Pirates. On Saturday they head to Deseronto for a 5:30 p.m. start, which is a make up of a Dec. 20 game that was postponed due to weather. On Tuesday they wrap up the regular season at home against Port Hope. Puck drop is set for 7:30 p.m. That game could very well be a ‘must-win’ for
Napanee, who are already behind the eight ball due to the Panthers’ games in hand. In their previous meeting on Jan. 10 the Panthers edged out a 2-1 overtime victory. From there they will be forced to do a lot of scoreboard watching. As it stands the league’s last regular season game is scheduled for Feb. 16. That’s when the Jets will host the Panthers in a game that will no doubt have huge playoff implications. The Raiders’ brass will also no doubt be in attendance for those games. For scoring his second goal in his time with the Raiders, McCutcheon is the Ontario Milk Marketing Board Raider of the week.

our teams remain in the hunt in OMHA playoffs. One of those, the Boyd Electric Peewee A Stars took the long trip in the snow Saturday to face the Uxbridge Stars. In a tight battle, each squad earned a point in a 2-2 tie. In the return match, Uxbridge gained the advantage with a 4-0 shutout at the Strathcona Paper Centre on Sunday. Murray Craig was called on to make several dramatic saves in net for the locals. Napanee had their opportunities too, but failed to tally. Game 3 is tonight on the road. On a personal note, the team looks for a speedy recovery for parent Seth Duchene, their team reporter. n The Spuds Griddle Major Atom Stars found themselves down two games to none, after two trips to Port Perry. Friday, they were edged 4-3 in a loosely officiated contest. Game 2 brought snow, and cancellation on Saturday, so the team trekked to Port Perry again on Sunday, and again fell 5-2. They were scheduled to play again last night in Napanee, hoping to get back into the race. n The McDougall Insurance Novice AE team began their quest in Eastern Ontario OMHA playoffs facing the Belleville Jr. Bulls on Sunday. The Minor Atoms couldn’t find the back of the net until the final period to make the score 2 - 1 but the visitors were able to add a late goal to give them the two goal cushion. Scoring the loan goal for the Stars was captain Reid Lambert with the only assist going to starting goalie Nathaniel Cinnamon. Lakeshore Playoffs. After their layoff, the team came out a bit flat in the opening game. The boys are on the road for two this weekend, in Pickering. n In Lakeshore action, the Giant Tiger Minor Peewees had a 4-2 lead at the half way mark of their contest in Port Perry on Thursday before the referees took over, and by the end, the Stars trailed 6-4. It was a solid effort by all, and they look forward to the return visit. Meanwhile, Uxbridge Minor Peewees visit the Goodyear rink on Sunday at 2:30 p.m. n The Country Traditions Novice team hoped to start their first round against Whitby White on Saturday, but the game was cancelled because of road conditions. The Exit Realty Minor Bantams also will have to wait until Saturday to begin Round Robin play in the Lakeshore series, home to Clarington at 7:30 p.m. Napanee Crunch n Finishing first in league play gave the Atom Crunch home ice advantage in the best-of-three series with West Northumberland for their first round of playoffs, which paid off in a big Game 1 victory this past weekend. Late in the first period Payton Barkley managed to slide one by taking a point shot giving the Crunch a short lead as West Northumberland quickly returned tying it up. It was a back and forth middle period until with a minute left Anna Baker scuffled to find the back of the net. The Crunch were able to open it up in the third with Leah Carscallen and Lauren Sutton scoring to make the final score 4-1. Assists went to Carscallen (two), Saige Pearson (two), and Nikki Weese. Game 2 is in West Northumberland on Saturday. n The Novice Crunch girls travelled to Brockville to play in the Brockville Angels February Freeze Tournament this past weekend and took home the gold medal with a perfect 5-0 record. The girls had an outstanding weekend and showed great character by coming from behind in every game in the Round Robin, going 4-0 and capturing a berth in the final. The girls played a solid final game, making no mistakes and winning in fine fashion with a 3-0 victory over the Gloucester Ice Ninjas. “I am so proud of the girls this weekend and all year. It is a great feeling to see this group of young ladies come into their own and bring everything they have and receive the reward they deserve for all of their hard work this season.” said Crunch coach Jason Kish. n The Bantam Crunch hosted North Durham in their first round of playoffs, a best of three series. It was a tight back and forth game with solid offensive and defensive play.

Art and jewellery sale to benefit Sandy Pines Wildlife Centre Building in desperate need of upgrades BY ASHLEY ESPINOZA Staff Reporter
ith construction for a new Sandy Pines Wildlife Centre clinic set to begin this spring, owner Sue Meech hopes the community will continue to support the centre, as the project is still short $100,000. Planning is almost complete and the 80x45 foot building should be completed by next year. Meech said she hopes it will be operational before next winter because she is not certain that the current SPWC would last another winter. “We can’t go through another winter managing with what we’ve got. Everything is breaking down; the door is not shutting, there is ice. It’s just really not good. We’re really struggling to keep our heads above water here,” she said. Currently, the SPWC is working out of a small farm shed, which Meech said is falling apart and no longer meets the needs and high demands of the SPWC. “We work out of a building that was originally designed to be a small
W
work shed for the farm, not a clinic housing a multitude of species recovering from a variety of life threatening diseases. We have adapted and upgraded this building to its maximum potential, but it can grow no further, and SPWC continues to outgrow it,” explained Meech in a press release. “The problem right now is that we’re really, really busy. We’ve never had such a busy winter. I think the bad weather has brought in lots of calls for help, for birds especially. We’ve got swans and water birds swimming around in tubs and we’ve got squirrels and raccoons that we’ve had over winter because of the bad winter so it’s very, very busy here right now.” The SPWC is a small charitable organization that relies heavily on donated funds. The centre helps over 2,400 patients each year; from injured animals to those that are orphaned. “By helping the animals we help people too, those kind hearted individuals that bring their rescued wildlife in to our centre express a great deal of gratitude for finding trained professionals to care for their rescued animals,” Meech explained in a press release. Last year the SPWC secured sponsorship to cover the capital costs of building the new clinic.
Now, Meech is looking to secure about $100,000 to cover infrastructure costs and other needs. “We need a new septic system there, a new well dug, we need a driveway and a parking lot for the building, we need furniture, sinks, taps and shelving, and desks and all those other good things that you need,” said Meech. “On top of these expenses we will have our usual daily operating costs to cover as well. This is a daunting task. At this point SPWC’s amazing volunteers fundraise just enough to get us through the year in operating costs,” Meech explained. There are a number of events planned for this year. The first event is the Annual Previously Loved Art and Jewellery Sale, scheduled for Feb. 9-11 at the Frontenac Mall. This year there are a number of valuable items, including one gold bracelet valued at $15,000. For more information, contact Faye Wan, at fundraising@sandypineswildlife.org. Meech said the SPWC is also gearing up for the annual baby shower this May. For more information, or to make a donation, contact Meech at sandypines@gmail.com or 613354-0264. The shower is the one time of the year the centre invites the public to tour its facilities.

I would like to take this opportunity to say thank you for my 60th Birthday Party, to Marion, Ange and Neil, Cheryl and Terry and Laura and Adam for all their hard work to plan this party for me, to all my family, friends and neighbours for making it there through yet another winter storm, to all the guys and gals in the band, you were all great as usual, for the wonderful lunch and all the cards and wonderful unique gifts. This all made turning 60 very special. Thank you all. Gary South. The family of Hartsel Martin would like to extend a sincere “Thank You” to family and friends who supported us during this difficult time. Your visits, flowers, cards and dishes were much appreciated. A Special Thank You to 911 and the amazing Para Meds who took over in such a professional manner, the Lennox and Addington County Hospital Emergency Department, especially Melody McTaggart who provided comfort and care Hartsel needed. To Dr. Chris Sosnowski for your years of concern and caring, to Dr. Sloan who was with us to the end, thank you. To the Wartman Funeral Home (Colin, Jason and Ryan), for guiding us through another difficult step. To the Napanee Lions for their lovely Service as a tribute to Hartsel’s many years of Lionism. To Bill Vanwart for a memorable eulogy of which Hartsel would have been so proud, as was the family. To Karen Kyle and her family for providing the lovely dinner Wednesday evening for the family. To Rev. Frank Hamper, your Service and the comfort you provided is very much appreciated and to Judi Lasher for your appropriately chosen music. We hope we haven’t missed anyone, as you have all been wonderful support. Hartsel was loved by a lot of people and at a time like this you realize just how many lives he touched. ransCanada Energy Ltd. held a breakfast meeting in Napanee recently with local dignitaries to discuss the Economic Impact Study for the Napanee Generating Station. Town of Greater Napanee council, Lennox and Addington County council and the Napanee & District Chamber of Commerce were among the organizations invited to the meeting to discuss how the NGS will impact local economy. Peter Webster, TransCanada local representative, and Paul Blais, project consultant from Miller Dickenson Blais, gave presentations regarding economic benefits and impacts as well as how the NGS will provide jobs to locals. “In terms of economic return for the community, in regards to the construction period, $308 million, or 26 per cent of the total $1.2 billion capital cost expenditures, will occur in

Those are some big numbers, said Blais. The NGS is set to be completed and operational by 2018. During the construction process, Blais said 650-750 people will be hired, many of which will be local hires. Approximately 50 per cent of those hired will be from the region, which includes the area from Cobourg through to Brockville. One third of those hired for the construction of the plant are expected to be hired from within the immediate local area. As far as impact on the local environment and infrastructure goes, Blais said TransCanada plans complete studies to ensure any damages made due to the construction of the plant will be mended. MISTAKES THAT CAN DERAIL YOUR FINANCIAL LIFE AND WAYS TO AVOID THEM! MISTAKE #1: HAVING NO FINANCIAL PLAN Too many people put financial planning on the backburner until they get older, when panic starts to set in. But having no financial plan or putting off financial planning may be the biggest mistake of all. People generally only seek the services of an accountant, for example, when they need to file tax returns. Financial planning is something you can put off easily as there is no requirement for instant gratification - unlike if you have a pain in your body. However, just as putting off visits to a doctor can lead to huge complications, so can delaying an annual check-up with a financial planner. If a visit to a financial planner is put off for too long, it is always too late! Therefore, if you want to adequately save for your family and your future or simply retire rich, you first need to get your financial house in order and that can be done only through proper financial planning. Financial planning requires thinking through and setting of lifetime financial goals which enable one to determine the appropriate asset allocation required for oneself and one's family. If this asset allocation is followed in a disciplined manner, goals can be achieved without the uncertainties of the market. Therefore, figure out where you are, where you want to be and put in place a realistic
LET'S TAKE A LOOK AT SOME OF THESE MISTAKES AND WAYS TO AVOID THEM:
plan for getting there. MISTAKE #2: NOT STARTING EARLY IN LIFE Even if some people want to plan for their future, they generally think they need not plan early. Depending upon their individual time frame, thus, they do not like planning for more than three weeks or three months or, rarely, three years in advance. It is just like planning funds for retirement about a year before the actual retirement date, or even taking a life insurance policy a month before one's death. Having a goal and starting early to meet that goal are absolute musts.
MISTAKE #3: NOT INVESTING SLOWLY & SYSTEMATICALLY The problem for many people is that they live month to month and don't develop healthy saving habits until they are in their thirties or forties. Contributions to a savings plan should be recognized as the first of your necessary monthly expenses, so that money saved will never be thought of as money that can be spent. Even if you start saving in small amounts now, you can always increase in the future.
MISTAKE #4: PUTTING ALL EGGS IN ONE BASKET Another common mistake is non-diversification of portfolio. In this case, a major part of the portfolio is invested in a single or same type of financial instrument which increases risks, resulting in high

losses/profits. Individuals should, therefore, diversify their portfolio, i.e. all your money should not be invested in the same asset class. Investment portfolios should be diversified in accordance to one's risk appetite. There are two primary reasons to diversify your portfolio - one is to take maximum advantage of the market conditions, and the other is to protect yourself against downturns. The basic concept is to divide your investments among asset classes where returns are inversely proportional to each other.
#5: HAVING MISTAKE UNREALISTIC EXPECTATIONS There's nothing wrong with hoping for the 'best' from your investments, but you could be heading for trouble if your financial goals are based on unrealistic assumptions. For instance, lots of stocks have generated more than 50 per cent returns during the bull run in recent years. However, it doesn't mean you should always expect the same kind of return from the stock markets. Similarly, if your
property prices more than doubled during 2004-07, it doesn't mean you should expect at least 30 per cent annual return from real estate in the future. The bursting of stock market bubbles is a case in point.
MISTAKE #6: NOT STICKING TO THE BUDGET You are more likely to face financial problems if you have been extravagant in your expenses. However, in a bid to tide over the current crisis and also avoid such crises in the future, you need to adhere to some financial discipline -making a budget and sticking to it is one of them. However, to do that it is important to keep track of your spends on a day to day basis to ensure your money is going to the right places. If you are already in the habit of making budgets, then you can also readjust your budget to suit your aims.
MISTAKE #7: HAVING NO RAINY DAY FUND The need for having an emergency fund, particularly keeping some cash at home or in a bank account, has always been emphasised by

investment planners. In real life, however, very few people see the importance of keeping an emergency fund in their portfolio. Forget those who can't afford it. It's true even for those who heavily invest in stocks, real estate and other assets - and sometimes pay heavily for their mistake. Mistake #8: Counting on Tomorrow's Income Counting on tomorrow's income to spend today is a big mistake which has already been proved by the current crisis. In fact, until the financial meltdown hit us, the spending
levels of individuals, especially in the 25-35-year age group, have been almost equal to their income, if not more. With easily available loans and credit cards, they were tempted to indulge even without being able to afford the expense. Now with pay cuts and job losses, they are facing the worse. However, even if you keep your job now, the prevalence of pay cuts makes it clear that you can't count on an ever-expanding paycheck to make up for your spending. Therefore, you should avoid counting on tomorrow's income as far as possible.
