A public open house was held last night for a proposed solar project south of Napanee — a project which has raised some concerns among local residents. Napanee Solar Energy Centre-EDF EN Canada has proposed a 60-megawatt solar project, which would be sited on up to 300 acres of land north of County Rd. 9, south of River Road, and both north and west of Little Creek Road. The project would generate enough power to run about 12,000 homes a year. Kevin Campbell, EDF EN’s senior developer, said the company has been in communication with municipal staff, stakeholders and local homeowners for months and plans to continue engaging the community if the project is granted a contract in 2015. “We met with council in May to share some project information with them and gather their feedback at that time. We’ve had some follow up discussions with the Town of Greater Napanee (about) what are some important components to integrate into our community benefit agreement,” Campbell said. The project would give back to the community financially on an ongoing basis, Campbell said, both through taxation and with an annual contribution to the municipality. “We’ve offered to the Town of Greater Napanee a benefit of $2,000 per megawatt per year contribution toward services and infrastructure, which would be the equivalent of anywhere between $1.2 million and $2.4 million over the 20 year life of the project, depending on project size. And we would contribute additional property taxes to the community… it would be additional tens of thousands of dollars per year,” Campbell said.

Bath woman dies after single-car crash Friday Beaver Staff
An elderly Bath woman is dead following a singlevehicle accident in Napanee on Friday afternoon. The Napanee OPP have identified the woman as 79year-old Madge Hartick. According to the OPP, officers with the detachment responded to a single-
motor-vehicle collision near the intersection of County Road 2 and Palace Road on the eastern end of Napanee at around 1:35 p.m. The vehicle, a gold 2014 Chevrolet Malibu four-door, had been travelling eastbound on County Road 2 when it entered the ditch and struck a rock cut. The driver of the vehi-
cle, an 84-year-old male, was transported to hospital and is in serious condition. Hartick succumbed to her injuries at the hospital. The cause of the collision is still under investigation, police said. Witnesses to the accident are asked to contact the Napanee OPP at 613354-3359.
New court date in murder case BY ASHLEY ESPINOZA Staff Reporter

A bail hearing for Kirsten Pemberton continues next month after the case was spoken to last Thursday. Pemberton, who is facing charges of failing to obtain assistance in childbirth and first degree murder in relation to the death of an infant earlier this year, was scheduled to appear in superior court Kingston last Thursday. Pemberton, a 23-year-old Napanee resident, did not appear in court and her case
was briefly spoken to before being adjourned to late August, where it will be spoken to once again in order to set dates for a bail hearing in late September. Pemberton appeared in court for a two-day bail hearing on June 11 and June 13, in Napanee and Belleville respectively. Pemberton was then ordered to undergo a 30-day psychiatric assessment at Providence Care in Kingston before her bail haring would continue. A publication ban prohibits evidence from being published during the bail
hearing process. According to the OPP, officers responded to a call to a Palace Road residence on May 9. Following an investigation Pemberton was charged with neglecting to obtain assistance in child birth contrary to the Criminal Code. She was arrested on May 11 in Banff, Alta., with assistance from the RCMP and returned to Napanee. Further investigation led Pemberton to be charged with first degree murder, concealing the body of a child and committing an indignity to a body.

Napanee OPP announced on Tuesday that they’ve laid an additional fraud charge against a 38-year-old Stone Mills man. Detectives with the Napanee detachment laid the charge of fraud over $5,000 after receiving a complaint from a second person. The alleged victim, an 81year-old woman, initially met the accused, Kevin Wagar, when he was a financial advisor for the Royal Bank. Wagar moved to Edward Jones and later opened his own compa-
ny called The Wagar Financial Group. Police said that Wagar encouraged many of his previous clients to move their investments to his personal company. The victim invested more than $500,000 with Wagar between 2010 and 2012, the OPP reported. In November 2014, when the interest became due on the investments, the victim contacted police after not being reimbursed. Police have charged Wagar with fraud over $5,000. He is scheduled to appear in Provincial Court in
Napanee on July 28. Wagar — who represented Ward 1 (Newburgh) on Stone Mills council for multiple terms before losing a reelection bid last October — was initially charged with fraud over $5,000 in May of this year. Those charges came following an OPP investigation into a complaint filed in October 2014 by an investor into The Wagar Financial Group. The OPP say that the investor contacted the police after failing to be reimbursed for his investment with the company.
RIDE check results in arrest Beaver Staff
A local resident is facing two counts of assaulting police and other charges following an incident at a RIDE check in Deseronto early Sunday morning. Napanee OPP say officers were conducting a RIDE program at the corner of Mill and Thomas Streets at 1:25 a.m. when they checked a vehicle and noticed open alcohol in the
vehicle. Police say the officers could also detect the odour of alcohol coming from the driver’s breath. According to the police report, the driver of the vehicle refused to identify himself, was placed under arrest for obstructing police and subsequently given a demand for a roadside alcohol screening test. As officers attempted to remove the driver from the vehicle the male resisted
and became combative, the OPP said. A 46-year-old Tyendinaga Mohawk Territory man faces the following charges: refusing to provide a breath sample, obstructing police, two counts of assaulting police and one count of driving while suspended The man was held in custody for a bail hearing and was scheduled to appear in Provincial Court in Napanee on Tuesday.

Communities in Bloom judges tour town this week Organizers hopeful that improvements completed in recent years will garner five-bloom result BY ASHLEY ESPINOZA Staff Reporter
Communities in Bloom judges are currently in Greater Napanee determining how many blooms the municipality will receive this year. This is Greater Napanee’s third year competing in CIB. Last year the municipality received four blooms and Marg Isbester, CIB chair and Greater Napanee deputy mayor, is hopeful for five blooms this year. “When I look back at photographs and plans three years ago when we first started this, it’s night and day,” said Isbester. CIB judges arrived yesterday afternoon and will leave tomorrow afternoon. While in Greater Napanee, their tour includes the Lennox and Addington Museum and Archives, Roblin cemetery, Corner Project Park, Old Hay Bay Church, J.M. Parrott Centre and private gardens. “We’ve been invited to two private gardens; Brian Hughes, up on County Road 8, and we’ve been invited to the Daverne Farm and their
members, which means they are cared for by them and on their own time, which has freed up CIB time and resources. Isbester said one of the aspects that may go against their score this year is the abundance of wild parsnip. “We’ve been trying to get as much parsnip as we can out. I don’t know how it got here but we’ve got to find a bug to eat it, which is what happened to the purple loosestrife, something got at it,” said Isbester, admitting that many ditches have been taken over by the invasive plant. “One of our judges is from Kemptville and the other is from Lambton Shores and I’m sure they’re aware of it and how very Ashley Espinoza-Staff expensive it is to eradicate,” Town staff remove suckers from a tree in Sundial Park in preparation for CIB judging this week. Picturing Our Community
Finding a ‘green’ balance With a key deadline looming, it’s a full-court press when it comes to a series of renewable energy projects in the region. Both Greater Napanee and Stone Mills are seeing companies proposing new solar energy installations in their municipalities. Those companies hope to have secured the acceptance of their host municipalities to include them as part of their bids to the Independent Electricity System Operator; those bids have to be in by Sept. 1. As a result, these renewable energy operators have been frequent visitors to local councils. It must be said that the new system of evaluating renewable energy projects seems to be an improvement over the old, particularly in a couple of notable respects. First is the fact that, now, community acceptance — at least in the form of acceptance by host municipalities — is now being taken into account. In the first ‘edition’ of the Green Energy Act, large-scale green energy projects didn’t require much in the way of local acceptance. The province had the final decision-making power regarding where and how these installations would be placed. The result of this heavy-handed approach is now well known: deeply-divided communities seeing renewable energy projects thrust on them. The second improvement is the fact that, now, these companies are bidding to generate power. Under the old system, there was a set rate at which they would be paid — handsomely — to generate electricity; there was no competition between the various private energy generators. Now, the IESO has laid out how much new renewable energy generation they want to see added this year; companies bid to generate some that energy quota, and those who can generate that energy the most cheaply and efficiently, and with community support on board, will be selected to proceed with their projects (although a number of detailed environmental studies are still required to be completed before a project is fully green-lit). That’s good news from the standpoint of electricity customers in Ontario who, as well all know, are already paying high electricity rates, and need some relief. All this being said, are these changes enough? With the noted improvements, we’re still hearing the same concerns about environmental impacts and property values. We’re still hearing of public consultation headaches. We’re wondering if the reforms to alternative energy movement are enough to save it from the problems that have plagued it from Day 1. And, we’re not hearing anything about the price of electricity going down. It’s a frustrating situation. Many, if not most of us, recognize the need to move away from fossil fuels and towards clean, renewable energy. That should not come at the cost of skyrocketing hydro bills, and it should not come at the expense of rural residents who could be stuck with unwanted installations in close proximity to their homes or farms. There’s obviously a balance to be struck. Although the system has improved, we’re not sure that the right balance has been achieved just yet.

Self-published gems Self-publishing is the publication of a book by the author of the work, without the involvement of an established publisher. An author can do it all themselves or outsource all or part of the process (designing the cover, marketing/PR, the actual production of the book, etc.) to companies that offer these services. Most of the time when someone self-publishes it is because they have been unsuccessful at being accepted by a third party publisher and/or their book is likely to have limited appeal. However, there are exceptions where self-published books, overlooked by the big publishers, become sleeper hits through word of mouth and the author’s determination. In 1931 the author of The Joy of Cooking paid a local printing company to print 3000 copies of her cooking book. It has since grown to be one of the bestselling cookbooks in history. Terry Fallis’ first book The Best Laid Plans was originally self-published before it was picked up by McClelland & Stewart, as was Lisa Genova’s Still Alice before Simon & Schuster acquired the novel for a reported half-million dollars. The Fifty Shades of Grey series had humble beginnings as Twilight fan fiction — and
who can argue that it wasn’t a complete blockbuster? There are definitely hidden gems in the self-publishing world and here are two that I found worth reading: Out of the Blue: a mem-
Catherine Coles Coles’ Notes oir of workplace depression, recovery, redemption and, yes, happiness by Jan Wong was released in 2012. Wong was an established author and had already published four books with Doubleday. For undisclosed reasons (most likely they worried about getting sued), Doubleday dropped this particular title a week before it was to be published. Wong went ahead and self-published anyway. Out of the Blue follows Wong’s time as one of the Globe & Mail’s bestknown reporters and the controversial story that lead to the downfall of her mental health. In 2006, an article she wrote set off a firestorm of controversy including death threats, a unanimous denunciation by Parliament and a rebuke by her own newspaper. Wong reeled under the scrutiny and fell into a severe clinical depression. She initially resisted the diagnosis,
refusing to believe she had a mental illness and, as it turned out, so did her company and insurer. This book is her tell-all which she was later sued for by her union and the Globe & Mail. Trash: a true story by Laurie Ann Hoover, released just this year, is a memoir of the author’s dysfunctional childhood in 1970s Kingston. Using pseudonyms to protect “the innocent, the guilty, the living, and the dead” (many of whom are presumably still in our region), she tells of her alcoholic father’s violent rampages, her mother’s indifference and the poverty of the Princess Street row houses in which she grew up. It is a courageous story that holds its own among bestselling dysfunctional coming of age memoirs (eg. The Glass Castle by Jeanette Walls, North of Normal by Cea Sunrise Person, Running With Scissors by Augusten Burroughs). However, be forewarned that this memoir definitely falls on the grittier end of the dysfunctional memoir spectrum. You can reserve Out of the Blue and Trash at your branch of the County of L&A Libraries or online at www.countylibrary.ca. Catherine Coles is the Manager of Library Services for L&A County.

Standards in homes The hot real estate market doesn’t seem to be slowing down at all. With another Bank of Canada interest rate drop last week, I’m sure we will continue to hear of this real estate trend progressing. If you’re like me and follow any of the numerous design makeover shows, times are changing and housing standards have increased. Beautiful features in our home now differ inconsiderably than from only 10 years ago. So what are the ‘must have standards’ in our home now and do we really need these new features? Stainless Steel Appliances The look of a more industrial stainless steel appliance is something that is more favourable in today’s market. If you have children or pets and you don’t have to worry about cleaning the front of the fridge regularly, then choosing a different colour appliance would be recommended. There is definitely more maintenance required with stainless than white or black appliances. I still prefer white appliances, especially in the popular white cabinet kitchen. Even black appliances look striking in the right kitchen. Kitchen Island An island is great for meal prep, extra storage, additional counter space, extra eating space, and a place for homework or other daily tasks. However, an island will not fit into everyone’s space. In order to determine if you can fit an island in your kitchen here are some basic calculations. You will need 36 inches minimum of space around all sides of the island. To have the most func-
tional storage and counter space the island itself needs to be 24 inches deep at a minimum with no eating ledge. If you want an eating ledge the island needs to be 36 inches deep. With these calculations you can determine if an island will fit.

space is not an option for everyone so when designing or building your new space always weigh the costs of having more and larger bedrooms. Another option is to have the additional bedrooms designed in the basement. High-End Flooring Ten years ago, seeing carpet and linoleum throughout a home was very typical. Today selecting higher end flooring is a huge selling feature. Now you are seeing flooring like hardwoods and tiles of all kinds installed in many more locations than in the past. Having tiled backsplashes and showers are more expected. With these new flooring standards there again is a higher maintenance factor. You need to weigh the maintenance to the look and decide what is best for your family. After highlighting the new features, it is up to you to determine which of them are going to be replaced on your ‘must have’ list versus your ‘would like to have’ list when it comes time to build or renovate your home. Always keep in mind your budget before finalizing any decision. Hiring a professional interior designer to assist you with these options and to provide you more information about each is always wise. Having the right professional on your team helps eliminate regrets and costly mistakes. There is one story about a student, sitting in the bleachers while her school graduation speakers droned on. Bored to tears, she unleashed its wire coils, and shared in the distraction with fellow pupils, as it made its way down the benches of the stadium.

n A strike by local postal workers ended almost as quickly as it began. After members of the Napanee branch of the Canadian Postal Employees Association walked off the job on Monday morning, they voluntarily agreed to go back to work on Tuesday night. The workers agreed to return to work as they awaited the findings of a report by Judge J.C. Anderson into the contract dispute. Postal workers across the country had been participating in ‘wildcat’ strikes for about a week leading up to the Napanee walkout. n With a new federal Minister of Justice in place, it appeared as though the planned new penitentiary for Millhaven — along with a handful of other prison projects — was going to go ahead. The previous minister, Guy Favreau, was reconsidering the project after hearing criticism of the project from experts familiar with such institutions. Favreau resigned, and was replaced with Lucien Cardin.

The thumbs-down came from the executive committee of council after it met with the L&A County General Hospital board “The county hospital board is not in favour of the district health council at all,” said North Fred Reeve and committee chair James Cuthill. Other members of the committee indicated that, under a district health council, the small Napanee hospital would be “dominated” by larger hospitals in the region. n One motorcyclist was killed and another severely injured in a pair of unrelated accidents in the area. A 15-year-old Bath youth was killed when the motorcycle he was driving collided with a car at the intersection of Bayshore Road and Highway 33. Meanwhile, a 15-year-old Marlbank youth suffered a pair of broken legs and arm injuries after his motorcycle also collided with a car on County Road 14. He was also charged with careless driving of a motorcycle.

PowerBoat Television highlights local waterways Staff Reporter
PowerBoat Television’s film crew was on location in Lennox and Addington this weekend, shooting a feature about the Land O’ Lakes for an upcoming episode. The Napanee River and Erinsville’s Beaver Lake were among the ‘stars’ of the upcoming episode, which will be a multi-part feature. Through the use of GoPros strapped to a boat, drones and a broadcast quality hand-held camera, the crew spent hours shooting on the water. On Saturday they launched from Napanee’s Conservation Park for some filming on the river; on Sunday they were at the Beaver Lake power boat races. “(The show) talks about some of the pleasures and exploring you can do with a trailer boat,” said host and producer Mike Gridley. “A
lot of people think to go boating and cruise distant waters you have to have a cruiser. Well you don’t have to have a cruiser. You can have anything that fits on a trailer.” Storm clouds delayed the shooting by a day and nearly cancelled the shoot altogether before a break in the weather on Saturday allowed for perfect boating conditions. Now in its 26th season, Gridley says PowerBoat Television has developed a following both here in Canada on Global and south of the border through streaming on their website, Powerboattv.com. “What we’re doing is showing a feature that says if you come to the Land O’ Lakes area, starting here in Napanee, there are all sorts of wonderful things you can do,” said Gridley. “You can explore the river, go down to the Bay of Quinte, Hay Bay, see Long Reach and all that

Those that tune into the show will get a good sense of what the town has to offer and take notice of how close the downtown core is to the boat launch. Along with a television feature, photographs and a write up on the area will also be included in the show’s companion magazine, Boats and Places. “Any time that the county can be featured on television it’s a really good opportunity to promote what our communities have to offer,” said Rob Plumley, community development officer for L&A County as well as board member with the Land O’ Lakes Tourism Association. “PowerBoat Television has a strong following of avid boaters that watch their show in search of travel destinations. Napanee Chamber of Commerce hires new manager BY ASHLEY ESPINOZA Staff Reporter
A new Napanee and District Chamber of Commerce manager has been hired, bringing years of small business ownership experience. William ‘B.J.’ McDonald has been a resident of Greater Napanee for 18 years and owned a franchise in Kingston for 12 years. He said his business experience allows him to be able to focus on the needs and wants of the business community, which is one of the NDCC’s goals moving forward. “I have lots of small business strengths and mar-
keting that I can bring to this. What the board has done is they’ve come up with a three-year strategic plan and they’ve hired me to help implement that,” said McDonald. “The mission statement is basically to strengthen the business community,” he said, adding another goal is to provide more incentives and opportunities for members. “It’s my job to make membership a valuable thing. There’s going to be a lot of activity. It’s an exciting time for people to become a member because we’re going to really be focused on becoming involved.” Aside from his business experience, McDonald is an
artist and author. Owner of Stone Mills Creations, McDonald creates one-of-akind artificial bouquets out of reclaimed materials such as steel, cork, coat hangers, and wood — all found on McDonald’s farm. His creativity will be put to good use when planning community events. Already, McDonald has been working hard to organize the NDCC’s annual general meeting next month as well as networking events and educational workshops for the business community. “We’re going to provide educational seminars and networking opportunities. What we really want to do is
consolidate the business voice. The business community is a major contributor to the town and surrounding area so we want to be the voice for these people, to address their concerns and also to help them,” said McDonald. “Napanee is experiencing unprecedented growth in change and we really, collectively, as a business community need to stick together and be a strong voice through those times,” he added. McDonald is planning a networking event in September called, ‘Our Town, Your Business,’ which aims to showcase local businesses.

Amherst Island’s stone walls focus of festival
BY ADAM PRUDHOMME Staff Reporter
Amherst Island’s best kept secret is on the verge of getting some major limelight shone upon it thanks to a $73,000 Tourism Development Fund Grant and a September festival in its honour. The secret, which is well known to residents but few mainlanders, is that the island is home to Canada’s largest known concentration of historic Irish dry stone walls in Canada. With some close to 200-years-old, the walls are a testament to Canada’s early settlement days and a symbol of the strong Irish influence of the era.
In an effort to raise the walls’ profile, the Ontario government has bestowed the $73,000 grant to the Dry Stone Walling Association of Canada. “The money goes towards research and tourism product development,” explains Andrea Cross of Dry Stone Canada, who is helping to organize the Dry Stone Festival, Sept. 25-27. “That’s a longer term initiative that goes until the end of March.” Cross says the goal is attract visitors from North America and abroad to travel to the island and explore the rich Irish culture. “Most people aren’t aware of it,” Cross said of the island’s dry stone walls. “That’s why as part of the

tourism initiative we’re hosting the festival which is like a media public launch to celebrate the historic Irish stone walls.” Over 25 ‘wallers’ from around the world are scheduled to attend, as well as renowned Irish musicians Blackie O’Connell and Cyril O’Donoghue. The Irish ambassador to Canada, Dr. Ray Bassett, will also be on hand. As part of the three-day festival a pair of stone structures will be constructed on the island which themselves could become a tourist attraction. “(One of) the sculptures is going to be the world’s first attempt at constructing a dry stone structure inspired by the celts,” said Cross. “The last day of the festival the setting sun will be perfectly framed by a small opening positioned within the structure.” Designed by Montreal’s John Bland, the structure will be similar to that of the Newgrange, which is a world heritage site in Ireland. If built correctly, the setting sun will illuminate a second structure, which will stand as a symbol celebrating the link between Canada and Ireland. The structure will be built from 200

The dry stone walls of Amherst Island, seen here during a 2014 workshop, will be the focus of a festival Sept. 25-27. The Ontario government granted the island $73,000 to help develop tourism initiatives based on the historic walls. tons of stone donated by Upper Canada Stone. Wallers from across North America and Europe are expected to attend to witness the historic attempt. The second structure built that weekend will be a ‘sampler’ wall, that runs at least 60 feet and showcases varieties of stone construction techniques. “People on the island
will be invited to bring a stone to be included in the wall,” said Cross. “It represents the past, present and future for Amherst Island. Jane Urquhart (author of The Stone Carvers) is going to lay a carved stone in the wall and the ambassador is going to put a time capsule in the wall.” Cross says the event, which is aiming to attract
some 1,200 visitors to the island, is family themed with activities for all ages. Thanks to community sponsors, it will be a free event though there will be workshops available that have a registration fee. The festival is expected to be the first of many and serve as an introduction of sorts to Amherst Island’s dry stone walls.

SOLAR | Some residents concerned CONTINUED FROM PAGE 1 The project would also mean more than 100 construction jobs locally and would also benefit local suppliers. However, some local residents say they feel “deceived by how the company “tricked adjacent landowners into signing letters of support. Janet Cruji wrote a letter to Greater Napanee Ward 2 Councillor Max Kaiser on July 6 on behalf of her mother, who lives on Edgewood Drive. She explained how Napanee Solar Energy Centre – EDF EN Canada representatives withheld information from her mother and is going to be putting her grandfather’s farmland to shame. “(They) asked her to sign a piece of paper to say that she was aware and would not dispute that the neighbours would be putting ‘a few’ solar panels in a ‘few fields,’ she was told they would not be visible to her and that they just were really providing a courtesy to neighbouring homes, Cruji’s letter begins. She goes on to say that her mother signed the papers and a week later received an information package stating the large-scale project, which would cover hundreds of acres of land. “We were shocked to say the least and felt deceived by this door to door information man and that she was tricked into signing this petition, Cruji writes. She also noted that other neighbours who declined signing the letter were then offered a financial incentive. Greater Napanee council reviewed the letter during a recent council meeting. Campbell said they have been in contact with many homeowners near the proposed project site and the company is still making changes based on local feedback. “There have been views from both sides but I will say that there have been more people who have been supportive of the project and supportive of what we’re doing. I think a major contributor to that is that we’ve carefully designed the project to make sure that we’re integrating some natural features into the project, he said. However, Cruji explained that her before their family’s farmland was severed, her grandfather farmed the land with crops and cattle. Part of that land is in the proposed solar project site. “I am so disappointed that this kind of agricultural land and unused woodlands will be turned into a solar farm, Cruji wrote. “In 2008 the County of Lennox and Addington hosted Dinner the Fields, a dinner to promote our area and all it offers. They chose to hold that in my grandfathers beautiful corn field, as a prime example of some of our county’s prime farmland. I cannot help but think this is the worst possible place to host Napanee’s newest solar project. Campbell said the proposed site is made up of many different classes of land, some of which is farmland. “The land of the proposed project are a variety of classes, there’s some pockets of good farmland and some pockets of more marginal land, Campbell said. “Prime agricultural is usually defined as classes 1, 2, and 3 and there are some pockets of class 1, 2 and 3 lands on the site and there are also some significant areas of classes 4, 5, and 6 on the site as well.

Council weighs new solar projects BY SETH DUCHENE Editor
Three solar companies pitched new alternative-energy projects to Stone Mills council at a special meeting on Tuesday morning. BluEarth and Algonquin Power are both proposing two separate applications under the province’s new ‘Large Renewable Procurement’ program. Sun Edison, meanwhile, presented the details on up to eight new smallerscale installations which will be applied for under the new ‘Feed In Tariff 4’ program. Although the IESO will ultimately accept or deny the companies’ respective bids, municipal and community acceptance — or non-acceptance — of the projects will be taken into consideration in adjudicating the bids. Algonquin Power’s ‘Centreville Solar’ proposed project would see a 40-60KW installation located on a parcel of land located southeast of Centreville, located near the intersection of Centreville Road and Barrett Road. BluEarth’s Loyalist Solar Project, meanwhile, would be divided over a number of different properties, most of which are located southeast of Centreville in the vicinity of Centreville Road, Hinch Road and Ratti Road. The project would produce up to 54MW of electricity. Sun Edison’s smaller installations will be located on up to eight different private properties throughout the township. Both BluEarth’s and Algonquin’s projects have been the subject of public open houses in the past few weeks. Both will also be locat-

ed on land that is classified as ‘rural’, and not agricultural. Reeve Clarence Milligan said council would not make a decision at that time, and that council would review the information, as well as feedback from staff and the public, in the hopes of making a decision on whether or not to support the projects at the Aug. 10 council meeting. Regardless of council’s direction, the companies will still require various environmental and other approvals before being allowed to proceed with construction. In the case of the BluEarth and Algonquin Power projects, the companies hope to have a council’s endorsement and a community partnership agreement in place with the township in time for their bid submission. Their submission must be made to the IESO by Sept. 1. “It’s a pretty short window they’ve given us, and we recognize it’s a very short window for yourselves as well, Evan Koebel, project manager for Algonquin Power, told council. “That’s why we’re hoping we can work collaboratively over the coming weeks here to try to come to terms on these projects so they’re mutually beneficial for respective organizations and the community. Those community agreements could include funding contributions from the power company to the municipality on top of whatever property taxation revenue is generated from the installations. BluEarth representative Scott Hossie indicated that, if their project is ultimately given the green light, it will mean a boost for local employment. “We put it into presented by Prince Edward District

our construction contracts that contractors are encouraged to hire locally, and we look for them to hire locally‌ we look for that local focus for the projects,â€? he told council. The tight approval timeline was a concern to at least one Stone Mills council member, however. Councillor John Wise said that he still had concerns about the projects — particularly as they relate to the decommissioning of the sites after the 20-year contracts with the IESO end, and to the projects’ impact on other potential development in the township — and that if those concerns couldn’t be addressed within the allotted timeframe, he’d wouldn’t be able to support the proposals. “I’m a major supporter of alternate energy‌,â€? he said. “But, I am also coming at it from the point of view of (the fact that) our municipality is small, with a small tax base, and we don’t want to marry ourselves to an agreement that negatively impacts the future. We’ve got a lot of work to do, in a very short time before Aug. 10, and I’m not confident we can do it.â€? Also following the project closely is Dan Potvin, who lives near both the Algonquin Power and BluEarth pro-
posed installations; he could potentially see his property ringed by solar farms. He made a presentation to council at its regular meeting on Monday night, indicating that he’s concerned that project could impair the enjoyment of his rural property. “I’m not vehemently opposed, and as I said to the council yesterday, I’m a supporter of renewable energy, and I think that it’s the thing of the future, Potvin told the Beaver following Tuesday’s meeting. “However, I am opposed to renewable energy or even solar installations that affect the well-being of somebody’s property and the enjoyment of their property and their rural life. After hearing the presentations — and listening to some of the mitigation measures being proposed to reduce impacts on neighbouring properties — Potvin said he was “feeling a little bit better about the project. That said, he says he’s still skeptical. “It’s all fine and well to say, ‘Oh yeah, we’ll do this and we’ll do that,’ but once it’s up, and million of dollars have been spent to put it up, nobody is going to make them take it down. That’s the reality of things, he said.

Top-notch harpist to perform at Macpherson House BY ASHLEY ESPINOZA Staff Reporter
One of Canada’s greatest harpists will be putting on a one-of-a-kind performance in the Macpherson House gardens next week. Sharlene Wallace is a Toronto artist who has performed with the Kingston Symphony for years. She has won two international competitions: the Lyon and Healy International Pop and Jazz Lever Harp Competition in Tucson, Arizona, and the Concours d’Improvisation de Rencontres Internationales de Harpe Celtique in Dinan, France. Wallace is a Celtic and lever harpist who has produced six inde-
pendent CDs. She said she will bring both harps to Napanee for her show next Wednesday and will perform a wide range of music. “The program is going to be pretty varied. It will be some classical music, some popular music, some Celtic music and South American, and then a number of my own compositions. It’s very varied, there’s something for everyone there, said Wallace. She said playing outside makes for a unique performance and she is looking forward to playing on the Macpherson House’s historical grounds. “There’s interesting acoustics of the harp when

playing outside, said Wallace. “It’s very rooted. Playing outdoors, you’re also playing to all the sounds of outdoors. The birds, the airplanes, a train going by, or people yelping in the next neighbourhood — all of that is part of it. I enjoy that. Stephen Paul, Director of Community and Development Services for the County of Lennox and Addington, which oversees the Macpherson House, said Wallace would compliment the Macpherson House for the event. “We thought that the harp really fits well with the house itself. We just thought it would be a really good fit, is what it came down to. We’re excited to be presenting this type of music at the house and in the gardens and we’re excited about
what this music will bring, said Paul. “We have beautiful grounds and a beautiful park at the Macpherson House and with that we wanted to use that venue to introduce a concert series in the summer time, he added. The second concert in the series will be taking place late August. Wallace will be performing as part of the ‘Music in the Garden’ series at the Macpherson House on Wednesday at 7 p.m. Tickets are $3 each and the historical house will also be open during the event for viewing. For more information on Wallace, visit: www.SharleneWallace.com. For more information on the event, or future Macpherson House events, visit www.MacphersonHouse.ca.
Sharlene Wallace performs in Napanee next Wednesday at the Macpherson House.

Shuffleboard club gets Trillium boost
BY ASHLEY ESPINOZA Staff Reporter
An Ontario Trillium grant has made it possible for the Greater Napanee Floor Shuffleboard Club to purchase 10 new floor mats. The grant is for $12,800. An official cheque presentation was held on Wednesday,
which was attended by Greater Napanee Deputy Mayor Marg Isbester, shuffleboard club members and a Trillium representative. John Blake, a volunteer with the Ontario Trillium Foundation, presented the funds last week. Blake was involved in choosing grant recipients and spoke highly of the Greater Napanee

Floor Shuffleboard Club. “The reason why we liked your particular application is because we like the fact that it’s encouraging physical activity and social interaction. You’re all getting together, a little competition never hurt, and all this together makes this a more healthier and viable community and that’s what the Trillium Foundation is all about,” said Blake. Greater Napanee Floor Shuffleboard Club past president Ross Quanz said it took the club three tries to get the funding but it never gave up. On its third application it was successful in securing almost all of the funds necessary to purchase the new mats. Discs, cue sticks and scoreboards were also purchased with these funds. He also said the club encourages new members to join for a fun night out; however, he added that the club isn’t just for amateurs. The club currently has 67 members, seven of which are elite members. The club has been active in the community for 12 years. “This is not a physical
not that we’re getting old – but to see the involvement in this activity is what keeps us going. Thanks to people like you and the volunteers in Greater Napanee; it makes (our town) more welcoming for other people to move here and for that I thank you,” said Isbester. She said the Trillium Foundation has been an important partner in growing Greater Napanee. “In Greater Napanee, we’ve had a wonderful partnership with the Trillium
game, so come and join us. It’s easy to learn but challenging to play,” said club president Fred Dunk in a press release. Quanz noted that membership has been decreasing slightly but the momentum is still going strong among club members. Isbester said the club does a lot for the senior community and it’s great to see such a great investment in a worthwhile community club. “I guess it doesn’t seem to matter how old you get –
Foundation over the years. The curling club has received a grant, the golf club has received a grant, I’m sure there are others,” said Isbester, thanking Blake and the Trillium team for investing in Greater Napanee. The club meets every Wednesday at 1 p.m. at the Napanee Curling Club between the months of May and mid September and at the Strathcona Paper Centre from mid September until the end of April.

Sizzling summer continues for Whalen and James Second for Whalen at Ontario AM, 16th for James BY ADAM PRUDHOMME Staff Reporter
truggling with his short game for much of the tournament, Josh Whalen found his putting stroke just in time for Sunday’s final to place second at the Investors Group Ontario Men’s Amateur in Peterborough. The Napanee Golf and Country Club rep finished the four-day tournament with a 67, placing him at -6 for the tournament. While that was five strokes better than third, it still placed him seven strokes back of Hamilton’s Elliot Whitley, who ran away with the lead and finished at -13. Bath’s Austin James also had a strong showing, finishing tied for 16th in the field of 158, which was made up of the best golfers from across the province. James finished at plus four. With their finishes, both Whalen and James qualified for the Canadian Amateur, Aug. 10 at the Weston Golf Club in Toronto. “I’m happy with coming second at (the Ontario Am) event, there’s a lot of good players and it has a good history,” said Whalen. “Hopefully I can improve upon it in the following year, but I was really happy with how I played. I played really solid, I just couldn’t quite get it going like Elliot Whitley did. He played amazing, pretty tough to catch up to that.” James did give Whitley, who plays for the Lynn University Fighting Knights, a bit of a run on Sunday. Starting the day six strokes back, Whalen began to sink some putts that eluded him in his earlier rounds to pull within four back. Though he’d go on to play his best round of the tournament, Whalen still couldn’t chase down the leader. “I saw some putts go in the hole,” Whalen said of the biggest difference between Sunday’s round and his earlier rounds, which were 70, 72 and 69 respectively. “I played well all week but I just couldn’t get anything going. I wasn’t making too

Bracket set for 2015 Jr. Nationals Nine teams to play in Napanee this August Beaver Sports
apanee’s two Junior Express clubs squared off in a Loughborough League game last Thursday at the Fairgrounds, with the Shoeless Joe’s Express coming out on top 7-2 over the Abundant Insulation Express. Kyle Ainsley picked up the win, tossing a three hit game while striking out 14. The game was a tune up of sorts for the two clubs, who will represent Napanee at the 2015 U21 Men’s Canadian Fast Pitch Championship, Aug. 10-16. The Shoeless Joe's will play as
N
the host squad while the Abundant Insulation Express earned their spot at eliminations last month. Qualification tournaments across Canada wrapped up recently and the field is now set for the Nationals. Rounding out the nine team bracket will be Ontario’s Tavistock Athletics and New Hamburg/Stratford Cubs, Quebec’s St-Leonard d’Aston Express, Newfoundland's Kelly’s Pub, Saskatchewan’s Saskatoon Polypus Diamondbacks and Saskatoon Arlayne Bullets and Alberta’s Irma Tigers. To help get the town fired up for next month’s
tournament the Express will be hosting a reunion game this evening at the Fairgrounds as members of the 2005 Midget Express team takes on members of the 2010 Junior Express. Both teams won gold at Nationals in their respective years. That game will take place at 7 p.m. followed by another meeting between this year’s Junior Express clubs as they tune up for next month’s tournament. Prior to the reunion game Napanee's own Pan Am gold medalist Britt Benn till throw out the first pitch. She is a member of Canada’s Women’s Sevens Rugby team.

Josh Whalen tees off during the Investors Group Ontario Men’s Amateur, held last weekend in Peterborough. many mistakes, but wasn’t making too many putts either. It was nice to see a couple fall on the last day but by that time and the way (Whitley) played, it wasn’t going to be good enough.” For Whalen the second place finish was just the latest success in what's developing into a break out summer for the 20-year-old. Both he and James qualified for next month’s U.S. Am and are about to take part in the Porter Cup next week in Niagara Falls, NY. “Golf is a fickle game,” Whalen said of his recent run of success. “If you’ve got confidence in yourself it shows in your golf game.” For the local duo the only thing better than their success is the fact that they’re both able to share in it. The two friends grew up together on the golf course
and are always pushing each other to play better. “From last week all the way to the U.S. Am we’ve got the exact same schedule,” said Whalen. “We’re good friends but are both competitive with each other. It’ll be a lot of fun to travel together and play practice rounds together.” Ideally both golfers will end their busy summer season by taking part in The Great Waterway Classic, which will take place on James’ home course of the Loyalist Golf and Country Club. The course is like a second home to Whalen as well. That’s scheduled to take place Aug. 24-30. From there they will return to their collegiate seasons, with James heading back to Ohio’s Kent State and James to Charleston Southern University in South Carolina.

For his efforts from the circle Manion was named the tournaments top pitcher. Napanee will head to the Eastern Canadians Aug. 2730 in St. Croix, Nova Scotia.

MEMORIAMS
CAVANAGH - Shirley Alice. It’s been one year since you’ve been gone, The hardest year of my life, it’s been so long, I miss you my dear with all of my heart, The times are so hard now since we are apart. Love always, Lloyd Cavanagh, Ardis Way and Mary McNeil. DEMILLE - In memory of James Demille, who passed away one year ago on July 29, 2014. We do not forget you, nor do we intend, We think of you often and will to the end, Gone and forgotten by some you may be, But dear to our memory, you will ever be, You’re not forgotten, Jim, nor ever shall you be, As long as life and memory last, we shall remember thee. Lovingly remembered by Carol Herman and family. ROSE - Murray Ivan. He is gone but not forgotten And as dawns another year, In our lonely hours of thinking, Thoughts of him are always near, Days of sadness will come o’er us, Many think the wound is healed, But they little know the sorrow That lies in the heart concealed. Love always, Dad.
Thursday, July 23, 2015 MEMORIAMS
BRADSHAW - In loving memory of a dear brother and brother-in-law, James (Blacky), who left us July 22, 2014. We watched you suffer, We watched you sigh, But all we could do is just stand by, When the time came, we suffered too, For you never deserved what you went through, We think of you in silence, We often speak your name, But what we have are memories And your picture in a frame, It broke our hearts to lose you, But you didn’t go alone, For part of us went with you, The day God called you Home. Much loved, sadly missed, but never forgotten, Jeanie and Greg. BRADSHAW - James (Blackie), who passed away July 22, 2014. Those we love don’t go away, They walk beside us every day, Unseen, unheard, but always near, Still loved, still missed and very dear. Forever in our hearts, wife Bev and sons, Tony, Rick and family.

Vines and suds take centre stage in L&A County
BY ROB PLUMLEY
Special to the Beaver HE ‘me’ from my university days wouldn’t believe this statement, but now that I'm pushing 40 my focus on alcoholic beverage intake has shifted from quantity to quality. That’s why it’s great to be able to choose from such a wonderful variety of locally produced wines, hard ciders and micro brews in our region. The folks to the west of the Glenora Ferry may have a bit more of an established industry than the ones on our side of Long Reach, but Lennox & Addington County’s producers are beginning to develop a great reputation in their own right. We have two award-winning boutique wineries in business along the Loyalist Parkway near Adolphustown, with a third expecting to open in the next year or two. One of these wineries also produces a delicious alcoholic cider. We also have a micro-brewery open in the village of Bath meaning that L&A operators can now offer the ‘trifecta’ of hard beverage options to their
T
customers. I recently summoned a designated driver and made a visit to each L&A County location. My first stop was Bergeron Estate Winery and Cider Company which is located at 9656 Loyalist Pkwy., just east of Adolphustown. Opening in 2007, it has the distinction of being the first winery in L&A County. Bergeron’s produces Gamay Noir, Pinot Noir, Vidal, Riesling, Gewürztraminer, and a Rosé from wines that are made exclusively from grapes grown on their 10-acre vineyard. As well, they produce Cole Point Cider, a delicious beverage made from apples from a local orchard. If that's not enough, they also offer ‘Nona’s Pizzeria’. They use authentic Italian recipes (the owner’s motherin-law is originally from Italy) along with crust made from scratch and topped with local ingredients. Trust me, it’s good. Bergeron’s host many special events and regularly offers full course dinners during the year. They also strive to be the most familyfriendly winery in the area, often offering themed activities for kids, complete with

The next stop on my beverage tour was Thirty Three Vines. Located at 9261 Loyalist Pkwy. near Conway, their unique tasting room is housed inside a refurbished CN Railway Caboose. It’s easy to relax on their patio that overlooks the 10 acre vineyard and Lake Ontario. In addition to the vine-
yard and caboose, an old post and beam barn has been renovated into a modern production facility that houses the entire process of transforming grapes into wine, from crushing to storage. Thirty Three Vines produces Chardonnay, Riesling, Cabernet Franc, Pinot Noir and Merlot. This summer Thirty Three Vines is offering ‘Super Theme Days’ to its
of Bath, the microbrewery uses hops, wheat, and barley grown on the MacKinnon farm that’s been in their family for more than 200 years. Their tasty offerings include a Canadian Ale, an English Pale Ale, a Hefewiesen and a Peppermint Stout. You can purchase their beer at their ‘Chicken Coop’ on-site location, as well as at the LCBO in Napanee and at Kingston’s Barrack Street LCBO. MacKinnon Brothers beer is on tap at restaurants and pubs throughout eastern Ontario, including Napanee, Odessa, and Bath in L&A County. They also supply 35 locations in Kingston and 20 more in Toronto. My tour of Lennox and Addington County was an enjoyable experience for my taste buds. If you enjoy a delicious pint or a full-bodied glass of wine, I suggest you take the tour for yourself. More details about each of the businesses featured here can be found at www.BestDayEver. Cheers!
customers, offering different deals every day of the week. Depending on when you visit you could receive anything from 10 percent off your wine purchase to free tastings. My tour wrapped up at the newest addition to L&A County’s hard beverage family: MacKinnon BrothRob Plumley is Commuers Brewing Company. Located at 1915 County Rd. nity Development Officer for 22 just north of the village L&A County.
