L&A to make pitch for new Goodyear plant Company plans on building $500 million facility in N. America BY SETH DUCHENE Editor
With Goodyear looking for somewhere to build a new $500 million tire manufacturing plant, Lennox and Addington County is doing what it can to make sure the multinational company takes a long, hard look at Napanee. Goodyear announced in late May that it was moving forward with a plan to invest $500 million to build a new plant, which according to the company “will be its most technologically advanced and have an initial capacity of about six million tires per year.” Goodyear hopes to have the new plant begin production in the first half of 2017. The company also said that it was beginning a site selection process “to identify the best location for the plant to support North America and Latin America customers.” According to L&A Director of Community and Development Services Stephen Paul, the county wants to keep Napanee frontand-centre in the company’s deliberations. “We’re certainly looking to be engaged very much in the site selection process, and to do that, we’re reaching out and developing a marketing piece to really create awareness or create a new understanding of what our community looks like, based on looking back to 1988 when
ground was turned for the first time here for Goodyear here in Napanee,” Paul said. “It’s almost ‘reintroducing’ ourselves to Goodyear, making them aware of how successful Goodyear Napanee has been, and as a potential location for new investment,” he continued. Paul said that initial plans for the current Goodyear tire manufacturing plant just north of Napanee included the potential construction of a second facility. “Land was purchased and infrastructure was planned based on that concept, so we certainly believe that that is a good opportunity for this location as a potential new investment,” he said. “The land is available, and the site is really ready.” He did say that some infrastructure work would be needed to accommodate a new facility. Paul said the county has had some preliminary discussions with Goodyear representatives regarding the site selection process. “We believe (they’re open to the county’s pitch),” he said. “We’re also very realistic in knowing that it’s an extremely competitive process, and that there are probably hundreds of communities right across North America and into Central and South America that are doing the exact same thing that we’re doing.

Vieth, a mother of four and councillor for the City of Waterloo, and Bruce Hobin, a retired agrologist living in Niagara-on-the-Lake. They said the manicured gardens, natural landscapes, future development and rural roots all contribute to a well-balanced, beautiful municipality. “(Agriculture) compliments it. Any of the major amalgamated communities in Ontario, there’s a mixture of urban and rural, and I think that blend of community and people compliment the whole aspect of the community. The rural is a connection between the communities; it brings us together,” said Hobin. “I’m impressed with the corner (park) project… It looks like it’s an awesome visual and something the community can be proud of when it’s done,” added Vieth. Both judges said Napanee puts itself ahead of
other communities by coming together and helping both to beautify the town and to take care of one another. “I think we’re seeing the thumbprint of community citizens everywhere in this town. I think that’s it: it’s not simply done by the town, the municipality, it’s not done by businesses; it’s done by everybody. Business (have done) some beautification, and the town has taken on a lot of the responsibility, but also the citizens of this Greater Napanee are also participating and trying to make the community that much better,” said Hobin. “We stopped at the community garden and people were out there working in it and so proud of what they were doing. There were beautiful baskets of vegetables already picked and ready to go to the food bank, it’s a great project and a great way for the community to be involved in a simple way to
take care of each other,” added Vieth. Local CIB participant Marg Isbester said she is confident the judges are impressed with Greater Napanee’s hard work. “It’s just been a better celebration all around. I’m convinced that we’ll do very well. I just think we’ve got so much more to offer and so many more people have joined the cause, so many more groups have joined the cause, and that’s what it’s all about: doing it together, not trying to do it individually,” Isbester said. Last year Greater Napanee received three blooms after judges evaluated the municipality and included feedback on how to improve. Vieth and Hobin said they have reviewed last year’s notes but are taking in the municipality with fresh eyes and opinions. “Of course we read through last year’s evaluation and comments from
the judges and that’s very helpful to us because we look at what the judges said needs to be improved, and we’re looking to see if any of those things were implemented. (But) judges make their suggestions and they’re only suggestions,” said Vieth. “We’re different judges too so our eyes are a little different. Everybody has a different type of eye with how they look at a community, so what a judge previously saw, we might see it a bit differently — we might think it’s a little better or it might need some work,” added Hobin. “What we’re looking for is a work in progress… How are they moving forward,” he continued. Vieth said Greater Napanee is a “beautiful” spot with lots of potential and plenty to offer. Greater Napanee will receive its CIB feedback and bloom rating later this summer.

highway’s westbound lanes just west of Shannonville. Two passenger vehicles and a tractor-trailer were involved in the collision. One person was confirmed deceased as of presstime; others involved in the crash received serious injuries. The OPP had yet to release the name of the deceased, or if any charges were pending. The police did say that the investigation was ongoing. The crash resulted in
the highway’s westbound lanes between Marysville Road and Highway 37 at Belleville being closed for several hours. Tuesday’s accident represented the second fatal crash on Hwy. 401 in the Napanee area in less than a month. On July 14, a couple from the Township of Southgate were killed when their vehicle was involved in a collision with a pair of tractor-trailers just east of Napanee, near the Palace Road exit.

Town looks to celebrate 125 years, on a budget Council directs staff to find money in other parts of municipal budget to fund events BY ASHLEY ESPINOZA Staff Reporter

Celebrations for the Town of Deseronto’s 125th anniversary are set for Aug. 30, but the municipality is challenged with a tight budget to fund the occasion. Most of the events will take place at Centennial Park and the Community Centre. Events will include tours of Deseronto’s historic buildings and properties, a time capsule dedication in the park, heritage contests and displays, and a banquet dinner with entertainment. The official 125-anniversary date for the municipality is Oct. 18. The municipality’s history is made up of Loyalist, Mohawk, military and industrial roots. Dana Valentyne, Town of Deseronto Economic Development Officer, informed the municipality that the event’s budget is between $500-$750, but she and the treasurer have been unable to find those funds in the budget to pay for the celebration. “It’s not a huge budget but the most that I could find in my department was $250. So if we could find $250-$500 in another council account that could be transferred for that event, that would be much appreciated,” said Valentyne, asking for council to approve a re-examination of the budget and the transfer of funds for the event, if money is available from coun-
cil’s budget. “I had requested that the treasurer look at the grants and see if there were any funds but right now I think we’re standing at -$45 so that wasn’t an option but… there’s a mileage and travel account that has not been fully expended. There looks to be some dollars available there,” said Valentyne. Deputy Mayor Clarence Zieman said he feels the entire budget should be redone. “You said to me a couple weeks ago that we may have to redo the budget, which I thought was a piece of crap to start with,” Zieman told Councillor Edgar Tumak at a council meeting on July 21. Tumak said he was not considering redoing the budget. “That budget was not well conceived and I think that if you look at it again, I think you may be able to find some dollars for her (Valentyne, and the economic department) to have. We’re talking pennies here. I think it shouldn’t be such a difficult thing for us to do. There should be some dollars somewhere in that budget,” said Zieman. Council instructed Tumak and the treasurer to look at the budget again, specifically council’s travel and mileage department, to try to find funds for the event.

Great Waterway Classic gets ‘Hip’ backing The Tragically Hip’s Gord Sinclair, Paul Langlois sign on as honourary chairs of golf tourney

With tee-off just weeks away, the Great Waterway Classic received some ‘Hip’ star power to help boost the event. Rock legends Gord Sinclair and Paul Langlois of The Tragically Hip have been announced as honourary chairs for the Aug. 18 PGA Tour Canada golf event, which takes place in Bath. The pairing is a perfect fit as the Hip’s famous Bathhouse recording studio is just steps from the Loyalist Golf and Country Club. More than just figureheads, Sinclair, who plays bass, and guitarist Langlois will trade in their instruments for golf clubs and play a round during the week-long event. “They’re golf enthusiasts, they love the game so they’re committed to play-
ing in the Pro-Am,” said Great Waterway Classic tournament director Brad Parkins. “We’ll get them out there on the Tuesday and pair them up with a group of participants and a PGA Tour Canada professional. It’s a nice addition to our field to have them out there.” With the Hip, who are from nearby Kingston, the tournament gains just a little more notoriety with the Canadian Music Hall of Fame and 14-time Juno award winning band attached to it. Though the tournament field won’t become clear until just a few days before the first tee-off, it’s expected to include some of the top golfers on the Canadian tour. The PGA Tour Canada is considered a stepping stone for upand-coming golfers looking to join the PGA Tour. “With the tour championship now down to the top
60 players on the money list, it’s tough for these guys to take a week off,” said Parkins. “We won’t officially know until Friday the week before the event all the players that have committed, but history tells us with what these guys are battling for, those top guys are going to be committed.” This event figures to be the biggest held at the 6,625 yard, par 72 Bath course. The staff at the club have known since 2011 that the event was coming and they’re ready for their moment in the spotlight. “It’s been hectic to say the least,” Geoff James, Director of Sales and Marketing at LGCC, said of the tournament preparations. “We have a lot going on on the golf course to get the greens, the rough and the fairways where we want them. We’ve been working hard and the weather’s
been semi-cooperative, but it’s going very good. Every time we host something out here people are always amazed at how the greens are and the fairways.” To make it all run smoothly, tournament officials are counting on help from more than 200 volunteers, many made up of LGCC members. “There’s a lot of stuff going on behind the scenes with volunteers and coordinating different administrative needs of the week,” said James. “We’ve got all sorts of subcommittees meeting and they’re each organizing their own individual staffs.” Anyone interested in volunteering as caddy throughout the week can contact LGCC at 613-3525152. Once the tournament gets underway it figures to be a great showcase for the Bath course. “You have Global Tele-
vision down here all week long, this is taking it to a national and even an international level with the PGA Tour being based out of the States,” said James. “It takes it to an entirely different level for us as far as recognition. We have a very good golf course here and people will be talking about how it’s a little diamond in the rough.” Tickets for the event are $10 a day or $25 for a four day pass. Picturing Our Community
Athletic pair stands out It seems as though you don’t need to be at the top of the music charts to put this community on the map. While budding golf star Augusta James and emerging rugby standout Britt Benn aren’t quite at the Avril Lavigne level of fame, these two young women are definitely distinguishing themselves as national-calibre and (dare we say) world-class athletes. For those who haven’t been following the 21-year-old James — who has regularly been featured on our sports pages for her exploits on the links — she reached a whole new level when she dominated the Canadian Amateur Women’s Championship in Craigowan Golf and Country Club near Woodstock on the weekend. How good was she? Good enough to fire 14 strokes under par for the tournament, with a record 8-under-par round on Thursday for good measure. She won the championship by an impressive six strokes. While her achievements of late are making a few more people sit up and take notice, her abilities have been no secret to those in golf, on both sides of the U.S./Canada border. She’s been a standout while playing for the North Carolina State University Wolfpack golf team, and she’s also a member of Golf Canada’s national women’s team. Then there’s Britt Benn, 25, who has been a force on the rugby pitch wherever she’s played — with the NDSS Golden Hawks, the University of Guelph Gryphons and, most recently, Team Canada. As we speak, she’s playing for her country at the Women’s World Cup of Rugby in France. While competing at the university level, all Benn did was win. She led the Gryphons to one national championship, two appearances in the national final and five provincial championships. Along the way, she picked up individual awards, including being named the top female university rugby player in the country, the top female university athlete in Ontario, and was even nominated as the top female athlete in all of Canadian university sports last year. By the way, if you’re interested in following Benn at the World Cup, you can watch her in action on TSN, starting tomorrow morning against Spain. Benn and James aren’t the only athletes from this area who are excelling in their respective sports (the Softball Napanee Novice Girls who’ll represent the town for the first time at the national championships in B.C. next month come to mind). However, the best part is that their accomplishments on the field and on the course are providing great inspiration for the next crop of young local athletes, waiting in the wings.

Members of the Napanee Lioness recently presented Robert Paul, Chair of Lennox and Addington County General Hospital Foundation with a cheque for $1,300. This brings the club’s total donations to the hospital to just over $30,000 — a great achievement to commemorate their 30th anniversary. The club has been an annual donor to the hospital since 1987. Monies from this cheque were generated from auction canteens, meat pie sales, the Christmas craft show, garage sales and will go towards the purchase of medical equipment at the hospital. There are more than 850,000 registered players (compared to 572,000 for hockey) and an estimated 1,830,000 soccer players in total. Not only that, but soccer appeals to a wider group than hockey or football, young and old, male and female, and is played year round, indoors and out. It also attracts more spectators than other sports in Canada: It boasts the single game record of 71,619 (1976 Olympic soccer final) and the record attendance for a
single-sport event, 1,195, 299 for the FIFA Men’s Under 20 World Cup in 2007. There's even a 254-page book called Soccer: Canada's National Sport-150 years of the memorable, unexpected and controversial — written by a local resident Les Jones no less — which features Queen’s University as one of the very first soccer teams in the country! Don’t give ‘young adult’ titles a pass A healthy appreciation for a tightly plotted, fast-paced read, and a nostalgic longing to remember the rawness of adolescence — are these really such terrible traits in an adult reader? I don’t think so! Earlier this summer, The Toronto Star published an article entitled, ‘Why young adult (YA) books should not be for older adult readers.’ This article has sparked outrage for many of us who work in the reading world. We feel that people should feel free to read whatever they choose, regardless of silly arbitrary parameters such as age group or gender. Some people read to flex their
vocabularies, some read for great storytelling, some read for deep insight into the human condition, some read authors who have great stories to tell, and some read authors who are wordsmiths — and none of these reasons to read go unrepresented in the thousands of YA books published each year. Plus, over half of the sales of these releases are being purchased and consumed by adults! So why the sudden backlash? I think the reason is that when readers see YA fiction, the majority will think of vampires, dystopian worlds, or naive romance. In the world of adult fiction, there is high-brow litera-
Catherine Coles Coles’ Notes ture, there are light reads, there’s dark crime fiction, there are romances, science fiction, fantasy, so on and so forth. Genres are defined by writing styles, tropes, and sometimes page count—not by their target audience. YA fiction isn’t really any different. The purpose of YA as a genre of fiction is to represent the life experiences of teenagers. A protagonist aged 13-18 is generally considered fundamental to the genre, as is the relative lack of
adult themes (YA is typically PG13). And just as an adult can watch a PG-13 film, an adult can read a novel documenting the life experiences of a 15-year-old. Josh Indar, a book blogger (via PopMatters.com), made an interesting point when an antiYA writer from Slated specifically cited Dickens as an adult writer who can give her a “plothigh” like no YA writer apparently could. Indar says, “But if Dickens were alive today, which genre do you think he’d be writing in? He’s not experimental enough for today’s literary fiction, not hard-boiled enough for the crime genre (even though there is always some crime at
the heart of his plots), too realistic for any of the fantasy genres, and far too sentimental to be taken seriously by modernist critics. If Dickens were writing today, his books would fall squarely and automatically into the YA genre, because they have everything YA readers long for— well-crafted characters on complex journeys who learn and grow and overcome.” So if you are an adult reader, do not be deterred by the YA label. OFA working with municipalities on infrastructure Municipal funding for rural road and bridge improvements was on the agenda at a recent meeting between the Ontario Federation of Agriculture and the Western Ontario Warden’s Caucus. The meeting is the latest in a series between the two organizations in an effort to collaborate on common issues affecting rural Ontario. Combined, the two organizations, OFA and WOWC, represent more than 2.25 million Ontario residents and farm businesses.
The topic of discussion was the former Connecting Links program. Connecting Links provided funding for roads and bridges extending through municipal boundaries. In 2013, the program was terminated by the Ministry of Transportation. Connecting Links was a critical funding source for the maintenance of more than 335 km of roads and 70 bridges within 77 municipalities. Funding cuts to programs such as Connecting Links are the latest in the

It’s important we continue working closely with these groups to make sure agriculture is considered in regional infrastructure investments. Solar lights swiped

Late Friday night, someone stole two solar lights out of our front yard on Bridge Street West in Napanee. One was a new one I had received that day for my birthday, a cat with three butterflies on top that lit up. The other one was a blue globe. I hope that the person who stole these items is enjoying them. We try to keep our yard looking nice, and it is pretty bad we have thieves in the night in our beautiful town who steal items that do not belong to them.
A huge thank you to our Deseronto council for not changing the by-law to allow laying chickens in our community. We have enough issues to deal with and this would just add to them. We have a beautiful town and let’s work to keeping it this way.

Backyard declines: do we worry? Often I get phone calls about vanishing birds — not as many orioles as last year in my yard, or that my goldfinches have suddenly left my feeder. My barn swallows aren’t here this year. What am I doing wrong? Probably nothing. Birds tend to be very nomadic and fluctuations in local populations can occur from one year to the next for no particular reason. If declines, or conversely increases, are gradual, over a period of many years, then it becomes easier to assign a cause. You may have seen, as have I, the decline in those huge flocks of tree swallows that used to arrive in the morning in July and August, and cover the trees and utility wires, so great were their numbers. Numbers were particularly high in areas of cattail marshes, as it is here where congregating tree swallows like to roost at night, after the nesting season is over for the year. Then it’s off to the daytime perches at the first break of light. Or, at least, that’s the way it used to be, when I remember enormous clouds of tree swallows filling the eastern sky at twilight in the fall of the year as they’d gather in our weeping willows
and on the hydro wires that passed by our house on the farm, just a kilometre from where we now live. It just doesn’t happen anymore, and with few exceptions, tree swallows simply quietly disappear from the scene in the fall, with little fanfare. Experts say the population has declined to almost half the population it was 25 years ago. Barn swallows, wood pewees, nighthawks and chimney swifts have also been in decline, interestingly, all insect eaters. Is it just a local thing, or is it more widespread, suggesting something more complex? For other species, change in their numbers can be related to habitat change. The vesper sparrows that once nested on our old farm in large numbers, have all disappeared. Many of the fields in which they once nested have been abandoned, and have succumbed to natural plant and tree succession. They simply have moved on to more hospitable abodes. In a field where killdeers and meadowlarks once cohabited, encroaching red cedars have welcomed another species, that hadn’t been on the farm checklist prior to the 1980s — the clay-colored sparrow. It is a specialist,

Outdoor Rambles and seeks out meadows that contain a few invading cedars, but not too many, for once the field becomes thick, it will move elsewhere where conditions are more favourable. Backyards can offer a similar scenario. When my wife and I moved to our lot in 1976, the two acres had only remnants of an oat field and a hay field. Not a single bush or tree existed. In fact, the first species to be recorded when we staked out our fence border was, strangely enough, a rare sedge wren, who wheezed out his determined song for several weeks in the tall grasses.
The lot was, in fact, so barren, that even killdeers exhibited some reluctance to chance the wide open spaces. Today, killdeers have totally disappeared from our two acres, and in recent years we have had both catbirds and brown thrashers nest in our hedgerows and bushes, and warbling vireos nest in our silver maples. There was even a pair of cedar waxwings whose nest I never did track down. The habitat has changed, and we deliberately chose native bushes and trees that produced the seeds and berries that would attract what we wanted. Today, it is a treat to sit under our spreading maple tree and watch the variety of wildlife that we now have — birds, snakes, turtles, moths and butterflies — things we never had before. We are now at a point where we are not sure what is attracting who, and are at a loss to explain the behaviour of some of our guests, like the wild turkey that followed me around as I was using the weed trimmer one day a few years ago. There is no question that as our human population explodes by 80 million people every year, the world will continue to see declines of many wildlife species.
Disappearing habitat, migration hazards — all are sounding the death knell for many. Creating wildlife habitat as we have done will not save the world, but it does allow us to enjoy what we have left for a bit longer, in our own backyards. This is something we need to work at ourselves in our own backyard as socalled legislation to protect declining species and Species at Risk has proven totally useless and no longer exists, if it ever did. Many species are not as common as they once were. That much we know. However, the temporary disappearance of backyard orioles, hummingbirds, swallows or goldfinches through the seasons is nothing to worry about, unless it continues to take place over many decades. It could be little more than some favourite bushes or trees being removed from the setting, a change in available food, or just the whims of the bird in question to roam. A trip through the pages of The Napanee Beaver 50 Years Ago July 29, 1964 n The 100th anniversary of the founding of Lennox and Addington County dominated local news. The celebration was to take place over nine days, starting on July 31, with dozens of events to mark the county milestone. Among the biggest events planned included a grandstand show, ‘The Retrospectacle: Quinte’s Sail to Addington’s Trail’, as well as a parade. On the Civic Holiday Monday, a civic luncheon was planned that included a number of special guests, including current and former municipal officials. n With the county celebrating its 100th anniversary, the Beaver focused on the history of the county’s various communities and landmarks. Among those topics that got front-page treatment by the newspaper included the Old Hay Bay Church, a review of Napanee’s longest-standing businesses, and a look back at the history of Ernestown Township.
35 Years Ago August 1, 1979 n Two separate drownings at a quarry near Napanee had some wondering about safety measures that might prevent future deaths in the future. Coroner Dr. J.D. Alkenbrack called an inquest to look into the death of a 16-year-old boy who drowned while swimming at the quarry. That death came within a month of another drowning death at the site. Some suggested that the quarry be fenced off — a suggestion that didn’t get the immediate support of Police Chief Peter Cruji. “If we fence the quarry, should we also fence the river?” he asked, adding that even a fence couldn’t prevent swimmers from getting access to the site. n Several residents living in and around Tamworth were banding together to help refugees from war-torn Vietnam relocate to Canada. The group was holding a series of meetings at various members’ homes to discuss the plan. About 16 people had climbed on-board with the project. The group was in the process of organizing a town hall meeting to guage broader public support. A minimum deposit of $2,500 was needed before a family could be sponsored to come to Canada. Even after that deposit was paid, the group would have to help plan for accommodations, clothing and other necessities of life.

Among those materials include construction and demolition site debris (wood based), railway ties and other energy containing materials that aren’t presently recycled. It is hoped this pilot project will be adopted by the broader cement industry as a cleaner, renewable source of fuel. “Our commitment is to build better cities and communities,” said Richard Sebastianelli, Manager of the Lafarge’s Bath plant. “We are delighted to get started on this world-class demonstration initiative. We belive that this project is exactly in line with our mission by lowering our carbon footprint, making use of local fuel supplies and creating local sustainable jobs. It’s anticipated that the results of the full-scale demonstration program will enable the Canadian cement industry to adopt low carbon fuels faster, making the industry more
competitive while providing local value to local communities and reducing overall carbon emissions. “With the help of our partners, our project will enable the Bath cement plant to use renewable, low-carbon fuels that can be found locally, reducing its own greenhouse gas emissions, making use of materials that our cities and towns don’t currently reuse, and offer a sustainable alternative to the industry at large,” said Sebastianellie. Carbon Management Canada, a network that supports research to reduce carbon dioxide emissions, is funding Queen’s University researchers who will evaluate the life cycle benefits of low carbon fuels in the cement industry as well as in-depth validation of expected emission reductions. Natural Resources Canada, meanwhile, has provided extensive funding towards the construction of the demonstration plant and the research and design to be developed using this system

Man charged with theft from vending machines Beaver Staff
A 51-year-old man is facing theft and other charges following incidents at a local golf course. On Sunday at approximately 3:45 a.m., officers with the Napanee OPP detachment arrested a man in relation to several thefts from vending machines that had occurred at the Camden Braes Golf and Country Club in Loyalist Township. As a result of the investigation, officers arrested a 51-year-old man from the Rear of Yonge-Escott Township for 10 counts of breaking into coin operated device; eight counts of theft under $5,000 and mischief. He was remanded into custody in the Ontario Court of Justice in Napanee. Just visiting: Guest bedroom design tips f you want to be the perfect host, the best way to make a lasting impression is decorating a ‘homey’ guest bedroom. Don’t make the mistake of replicating the blandness of a hotel room — your guest bedroom can have personality, but be careful not to let it become a dumping ground for all your clutter or your guest will feel claustrophobic. The best guest room designs provide all the home comforts you would expect to find in a good hotel, but with a personal touch. When choosing a bedroom colour scheme, go for either warm hues to create an inviting feel or calming neutral tones. Choose soft soothing shades which must be liked by all. Blue, white, cream, lilac, peach and green colours are best for this room. If you have a statement piece of artwork or photography that you want to be the focal point, use this as the palette for your colour scheme. Beware of using a family photograph though, as you don’t want your guest to feel like an intruder in somebody else’s life. Pick out accent colours in the wallpaper or bed linen and find one or two decorative objects such as a vase or candle to place on the bedside table or dresser. When designing your guest bedroom, avoid choosing a style that is overly masculine or feminine as you don’t want to alienate guests of either gender. If you use patterned bedroom wallpaper keep it to the bed head wall and if you choose a floral design keep it bold so it is does not end

A bedside table and reading lamp or spotlight are key items and, if you have space, have one either side of the double bed so that couples can choose to read or sleep independently.
A unisex dressing gown and a pair of one-size-fitsall slippers will be a welcome touch. A scented candle will take away the stale smell in a room that is not used very often. An alarm clock is an essential item in a guest room, as most people forget to bring one but it is disorientating if there is no way to keep track of time. And, finally, although it sounds obvious — make sure you’ve given the room a good clean, especially if you don’t use the bedroom very often yourself. A guest room is a place where your guest rest and it should be in such a way that the guest would love to spend time in his room. The interiors and décor of such room must be appropriate in all way. This room should serve the exact purpose, so prepare yourself to declutter the room and designing a guest room in an ascetic way. On top of that, Harvey said itâ&#x20AC;&#x2122;s important to attract people from neighbouring communities, as well as local schools. â&#x20AC;&#x153;We have to draw a lot more people than just our 16,000 people. The figures say we need 30,000 people to support a pool, so we have to look at drawing in.â&#x20AC;? Harvey also added that the Strathcona Paper Centre is not an ideal location for a pool. â&#x20AC;&#x153;I feel that if it were in a downtown location, and I think a great location would be near the high school, then people could walk there that donâ&#x20AC;&#x2122;t have a car,â&#x20AC;? she said, adding this location would put the pool within walking distance of a number of schools. Another major issue Harvey has is the rise in property taxes, which she says is in part due to increased OPP costs. â&#x20AC;&#x153;This year, the bill for policing is going to be $4.4 million. Garden opens up to support Hospice

Environmental Centre, and future landfills or landfill expansions, do not move forward in Napanee. â&#x20AC;&#x153;The provincial government (has) to amend the Environmental Protection Act, to prohibit landfills in a fractured site. If they did that, the Ministry of the Environment, or any other government body, would be prevented from giving a permit to BREC to proceed,â&#x20AC;? said Harvey. â&#x20AC;&#x153;In 2006, our council passed a motion to be an unwilling host to any landfill expansion, and I would support a new motion to reaffirm that position.â&#x20AC;? Besides that, she said the municipality has to look at ways to reduce waste. â&#x20AC;&#x153;Weâ&#x20AC;&#x2122;ve all got to get involvedâ&#x20AC;Ś I think one of the things town council could maybe facilitate is an environment day, where the public could come and we could learn ways to compost and reduce our garbage. My husband and I put out one bag every three weeks. I just think that everybody could do more in reducing it,â&#x20AC;? she said. Another change Harvey wants to see in the next term is for council to adopt a voting a-large system, and get rid of the current ward system. â&#x20AC;&#x153;I think council members can be more impartial and rise above the limited perspective of a single district and concern themselves with the problems of the whole community with voting at-large. It would also eliminate acclamations and give every resident of Greater Napanee the opportunity to vote,â&#x20AC;? she said.
ACH Sunday in August, Peter and Jane Good are inviting people to visit their gardens to pick their own bouquet and support hospice programs. The Goods have been holding open garden tours at the home near Camden East for years and say itâ&#x20AC;&#x2122;s a great way to bring people together for a relaxing afternoon. Visitors can cut their own bouquets from the Goodsâ&#x20AC;&#x2122; gardens, at no cost, but the Goods ask that a small donation be made either to Hospice Kingston, Hospice Lennox and Addington, or the Douglas Thompson Childrenâ&#x20AC;&#x2122;s Wish Fund. Peter and Jane decided to host an open garden after one of their friends had been supported by Hospice

Kingston. They would bring fresh flowers from their gardens and started a weekly program. Later, they decided to expand the idea and allow anyone to come pick fresh flowers, while also supporting local hospice programs. Open garden tours will be taking place this Sunday and August 10, 17 and 24 after that. They begin at 2 p.m. and last until dusk. â&#x20AC;&#x153;We hope youâ&#x20AC;&#x2122;ll enjoy wandering through the garden and cutting flowers,â&#x20AC;? they said, stating some people enjoy meeting family and spending the afternoon picnicking. The location is filled with birds, butterflies, bees and other natural beauties. The Goods are located a kilometre north of Camden East, on 393 Bethel Road. Munro makes bid to become Ward 4 rep BY ASHLEY ESPINOZA Staff Reporter
Ian Munro is hoping to fill the position of Greater Napanee Ward 4 councillor, taking on Carol Harvey and incumbent councillor Bill Pierson. Munro is a retired Canadian Armed Forces engineering officer and local environmentalist. Major issues he feels strongly about include: keeping Richmond landfill closed, determining a vision or longterm thinking for the municipality and acting on it; fighting mega dumps, wind turbines and solar farms that are “undesirably by other communities,” and challenging “unreasonable and unjust” policies from provincial and federal authorities. On top of that, he wants to hear what the people of Greater Napanee want changed. “I’m interested in learning what the population thinks are important issues. Certainly democracy is the key issue. I think that’s important. I’ve been a little bit disappointed in the debates I’ve witnessed at council in the last four years. There’s been a relative lack of participation amongst the councillors and a relative lack of apparent interest from the public. So I think democracy is an important issue,” Munro said. One of his largest issues is the Richmond Landfill and the proposed Beechwood Road Environmental Centre. Munro has been a member of the Concerned Citizens of Tyendinaga and

Environs, and does not want to see the dump reopened or expanded. He said the landfill, as well as other environmental concerns such as wind turbines and solar farms, seem to be drawn to Napanee and the municipality should make a stand against such projects being directed here. “Napanee does appear to be targeted — whether it is a deliberate target or it just happens that way — for facilities that other communities find not appealing, the mega-dump is one good example of that, another one would be the former Oakville gas power plant. Oakville didn’t want it; apparently Napanee is going to get it. And wind turbines are another example,” said Munro. “It would be important for council, as they did with the wind turbines and as they have done in the past with the landfill, to make a clear statement that we’re not willing hosts for these
facilities and that we want, as a community, a valid and meaningful say in such facilities, including the management and approval of such facilities, and that we don’t want to leave those decisions up to other levels of government,” he continued. This leads into another of Munro’s important points: fighting higher levels of government that “tie the hands of local decision makers.” He said a prime example of this could be seen in the current policing costs. “I do applaud council. I think it’s fair to say that just about everybody in Greater Napanee recognizes that policing costs are, for lack of a better term, out of control,” said Munro. He said council choosing to withhold in increased cost of policing until a proper funding model is approved was a wise decision. “I think that is the kind of thing council should be doing, not just on that issue but on a range of issues where it appears that costs are being downloaded on to municipalities without the municipality having much say in it. It’s the municipality that has to manage those costs and ultimately it’s the taxpayer that has to pay those costs,” explained Munro. Moving forward, Munro would also like to see the municipality determine its vision and work toward it. “What I don’t see from the current council is the long-term vision — they may have a picture in their mind for what they want the town to look like in 50
years but I haven’t heard them express it, I haven’t heard them discuss it in council, and I think that’s important that the public be brought in to that debate,” he said. He said steps should be taken today to ensure the 10-, 20-, and 50-year goals and visions are successful. Munro has been following the happenings of council for the past few months, which includes attending council meetings. During that time, he has been following the debates about
whether or not Greater Napanee should build a new indoor pool. Munro feels this is a project too expensive for the municipality to take on. “I, and probably everyone in town, would love to have a swimming pool, we’d love to have the finest facility but I’m not convinced there’s any funding,” he said. “I think putting great effort into it and giving people false hope that there might be is not the best approach.” Munro said he has been
researching council dockets and information for months to prepare him for the election and to serve the municipality as a councillor. “I consider myself to be a logical thinker and a rational team player. My strength would be in absorbing input and there’s a lot of that for a councillor. I’ve been reading the council packets for the last six months and there’s a lot for a councillor to absorb,” he said, stating analyzing data and making difficult decisions are skills he excels at.

Starting today, the Town of Deseronto fire and rescue services will be dispatched by the City of Belleville, instead of the Town of Greater Napanee. â&#x20AC;&#x153;Theyâ&#x20AC;&#x2122;re going to be taking over our dispatch moving forward, and Greater Napanee is getting out of the game,â&#x20AC;? explained councillor Dan Johnston, at a recent council meeting. Johnston said he met with City of Belleville Deputy Fire Chief Bruce Greatrix on July 2 to discuss the details in moving from Napaneeâ&#x20AC;&#x2122;s dispatch to Bellevilleâ&#x20AC;&#x2122;s. â&#x20AC;&#x153;There seems to be no issues, theyâ&#x20AC;&#x2122;re going to take us on. There will be a slight cost savings moving forward from our current charge from dispatch, but that cost savings will be eaten up in the transition to the new signals,â&#x20AC;? explained Johnston. Authorities have been to the Deseronto fire hall to convert trucks and fire systems to sync with those in Belleville. As of today, Deseronto will officially be dispatched under the City of Belleville. â&#x20AC;&#x153;(Greater) Napanee used to do the dispatching for our fire department. Napanee recently decided to stop their dispatching services (so) Deseronto (has been) negotiating with the Belleville fire department for dispatching services,â&#x20AC;? explained the townâ&#x20AC;&#x2122;s acting clerk, Gail Maracle.

Among the acts the Hamilton-based group will be performing is the daring Pyro Mobile, which features three gymnasts executing stunts while spinning through the air on a giant mobile. For added effect, the mobile will also be shooting off pyrotechnics throughout their suspended performance. â&#x20AC;&#x153;Itâ&#x20AC;&#x2122;s exciting, itâ&#x20AC;&#x2122;s explosive, itâ&#x20AC;&#x2122;s unusual,â&#x20AC;? Citrus Orangeâ&#x20AC;&#x2122;s Artistic Director Rebecca Carney said when asked to describe their act. Part of what makes them so unusual is the cast of characters they travel with for each show. From choreographing dance routines to rigging up stunt explosives, each member brings a unique skill that makes what they do possible. â&#x20AC;&#x153;Weâ&#x20AC;&#x2122;re always looking at the talent and the skill level that they have, it ranges from performance acts to dance to theatre to clowns,â&#x20AC;? said Carney. â&#x20AC;&#x153;It also requires hard work and commitment as well.â&#x20AC;? Much of what they do would be difficult to do in their own backyard, much less under the pressure of being in front of a large audience. To hone those skills to walk the fine line between danger and entertainment, the stunt people
practice five to six times a week. â&#x20AC;&#x153;We go over it and over it and over it,â&#x20AC;? said Carney. â&#x20AC;&#x153;Weâ&#x20AC;&#x2122;re dealing with all sorts of elements. An aerialist can be up in the air but weâ&#x20AC;&#x2122;re dealing with cranes, with fireworks, pyrotechnics and that sort of thing. They have to know exactly where they are at all times so that when we throw those elements at them they arenâ&#x20AC;&#x2122;t shocked and they know what to do. They can also play off the audience, which we do a lot.â&#x20AC;? Along with the Pyro Mobile there will also be bungee acts and silks, which sees a performer climb a giant silk rope, performing acrobatic moves dozens of feet up in the air. Circus Orangeâ&#x20AC;&#x2122;s stunt show is just part of the countyâ&#x20AC;&#x2122;s celebration which will also be headlined by Masters of the Fiddle Natalie MacMaster and Donnell Leahy as well as local acts the Kim Pollard Band, David Archibald, Dallas Daisy and Sam and Emma McNichols. The celebration will also mark the re-opening of the L&A County Museum and Archives, which is currently undergoing a major renovation. An open house of the revamped building will be held throughout the Aug. 23 celebration. A willingness to switch from scrum half to outside centre on the rugby pitch proved quite beneficial for Napanee’s Ryan Cudd, helping him earn a spot on Ontario’s U-16 Blues provincial team. He’ll now represent the province at the Rugby Canada National Festival Championship, Aug. 5-10 in Calgary, Alta. Cudd, who wrapped up his second year with the NDSS Golden Hawks this spring, tried out for the team on the advice of his coach Jim McKinney. The long-time rugby coach knew Cudd had the skills but would have a better shot if he tried out for out-
side centre, even though he had next to no experience there. He impressed the coaching staff at the final try-out camp on July 19, held at Queen’s University. “At first it was (tough to play the new position) but then it came pretty fast,” said Cudd. “When you’re scrum half you’re running more plays, you’re controlling the play more. At outside centre you’re running plays with everyone and you’re not starting the play.” Having played rep hockey Cudd was used to the pressures of tryouts but this was a first for his rugby career. Prior to his Grade 9 season at NDSS he’d never even played the sport. “Mr. McKinney and Mr. (Rob) Pratt really helped me with my rugby skills,” said Cudd. “I have them to thank for that.”

Down five runs heading into their final at-bat of the OASA Midget Provincials the home team Napanee Abundant Insulation Express rallied to get the tying run to second base before ultimately falling 11-10 to Grand Valley. That loss, coupled with a 7-1 loss to Teeswater meant the host team was bounced in three games of this past weekend's tournament. “There was a lot of character shown,” Express coach Ryan Mills said of the late rally attempt. “We played well in front of our fans, just not good enough at the end.” Napanee was chasing Grand Valley for the entire game, falling behind early but always scoring just enough to keep from losing via the mercy rule. Trailing 11-5 in the sixth, Keegan Scott knocked in a run to cut it to 11-6. With just two outs left to work with in the seventh Blake Hurley and Brandon Tucker drove in one and two runs respectively to cut the deficit to one. Second was a far as Tucker would get however. Despite the early exit the Express coaching staff was pleased with the fight the team showed, especially following the defeat to Teeswater. “We told the boys in the second game when we lost 7-1, let’s not quit and they didn’t,” said Mills. Napanee started the tournament off on a strong note, rolling Chatsworth

The entire line up contributed the rest of the way, closing out the game in just five innings. “The bats were great,” said Mills. “It’s just always tough to win a game when you give up 11.” Teeswater would go on to claim the ‘A’ provincial title, followed by silver medalists Port Perry and bronze winners Tavistock. On the ‘B’ side it was Shakespeare, Jarvis and Elmira as the top three finishers.
Though Napanee was hoping for a better showing and perhaps even a medal, they will take the lessons learned from this tournament as they head to Battleford, Sask. for the Western Canadian Championship this weekend. For this group it’s the first time they’ve had the chance to represent the province. “They’ve been so close,” said Mills. “Myself, Brent (Mills), Cal (McGarvey) and Scott (Mills), we’ve coached them for three years now and we've been one spot out every year and it’s been frustrating. To see them get this chance is good to go out and represent Ontario.” Elsewhere in Ottawa the Napanee Shoeless Joe’s Junior Express were also
tuning up before they jet off for Nationals, taking part in the Gil Read Memorial Tournament. Napanee finished with two wins, two ties and a loss on the weekend, losing 6-2 to Elkland in the semifinals. The bats were booming all weekend as they cranked 13 homers in five games, four each coming off the bats of Taylor Brown and Cody Brooks. Brett Irwin and Jordan Mills each had a pair. From the circle they saw strong performances from Brandon Sands, Cole Bolton and Eric Morgan. The Express will now set their sights on the U21 Fast Pitch Canadian Championships, Aug. 11-17 in Irma, Alta.

Augusta James wasn’t kidding when she said she was playing some of the best golf of her season heading into last week’s Canadian Women's Amateur Golf
Championship in Woodstock, On. The 21-year-old Bath native won the tournament by six strokes, carding a two under 69 in Friday’s final round and finishing 14 under overall. Her eight under 63 on Thursday was a tournament record. “I felt pretty confident going into the tournament,” said James. “My swing and my game were in a good place. It all came together.”

It wasn’t even until after it was all said and done that she took note of just how good her game was last week. “I actually didn’t realize that there was a record like that set,” she said of her torrid pace on Thursday. “That’s kind of a good thing, then you can just focus on yourself…It was a bit more after the round you realize that you shot that good of a score. When I was out there it just felt
pretty simple because everything was going so well. I just tied to keep it going and enjoy it.” Over 72 holes she posted 19 birdies as opposed to five bogies. Those results shouldn’t come as a huge surprise to anyone who has followed her this year as she’s been on the verge of a break out for most of the season. It all just happened to click at the right time. “I’ve had my game close for a long time this spring
and summer,” said James. “This week (during the tournament) I was just able to let it happen rather than forcing it to happen. That was really the big difference.” James will now set her sights on the U.S. Amateur, which runs Aug. 4-10 in Glen Cove, N.Y. That will be the final stop on her busy summer before she tees off with the North Carolina State Wolf Pack for her senior year.
Some of her teammates, as well as family members, were on hand to watch her claim the top prize at Woodstock’s Craigowan Golf and Country Club. In what’s already been a hugely successful season she said she was thankful for the support of friends, family, teammates and everyone on her home course of the Loyalist Golf and County Club in her hometown.

This past weekend the Napanee Express Mite girls returned from Brampton’s annual Mite Summer Blast Tournament sporting ‘A’ side bronze medals. In round robin play the girls went undefeated with victories over Oakville, Cobourg and Brampton Gold. That set up a semifinal match versus Chattham, which was an evenly matched game that the Express lost 8-7. The girls bounced back to defeat the hosts Brampton Gold 5-4 and capture bronze. Highlights from the weekend include stellar pitching by Payton Hutcheson and Payton Barkley who combined for back-to-back no hitters, striking out 30 batters over two games. The Express girls were led at the plate with home runs from Samantha Smith, Payton Hutcheson and Kristen Sutton, who hit a grand slam. The girls hope to keep the roll going as they wrap up the regular season before Provincials in Cobourg Aug. 15-17. Napanee went 2-2 on the weekend, beating out London and a strong Mississauga team that had bested them earlier in the season. Their record placed them in the province’s Elite 8. According to the team’s coaching staff they will become first girls Softball Napanee team to represent
the town at the national level. Qualifying for the trip out west is just the latest success in what’s already been an outstanding year for this group. Earlier this month they placed fourth at the PWSA Provincial Qualifier, which Napanee hosted. Prior to that in June they won back-to-back tournaments in Cobourg and Kitchener. Before heading out on their trip the Express players will be doing a little
fundraising to help cover their travel costs. Tomorrow night at Newburgh Hall from 8 p.m. to midnight they will be holding a teen dance for kids aged 12-15. Cost is $10 at the door. On Saturday they will hold barbecues at Smokin Speedway Gas Station on Hwy 49 and at Napanee’s Wal-Mart from 10:30 a.m. to 2:30 p.m. They will also be hosting a car wash at Napanee’s Canadian Tire from 10 a.m. to 3 p.m.

relatively new to rugby he already envisions his relationship with the sport will be a long one. “I would eventually want to play post secondary if it takes me further that would be great,” Cudd said of rugby.
Cudd’s selection is the latest in what’s already been an outstanding summer for Napanee’s rugby community. Fellow Golden Hawk Erika Barton will be attending the same tournament, suiting up for the girls’ U-16 Ontario Storm.
Meanwhile overseas local star Britt Benn will suit up for Canada at the 2014 Women’s Rugby World Cup, held in France. The first game gets underway tomorrow and the tournament will run through Aug. 17.

New art exhibition coming to Conservation Park BY ASHLEY ESPINOZA Staff Reporter
A new arts exhibition is being organized in Napanee this fall, giving visual arts artists the opportunity
to display and sell their work locally. Elaine Taranu moved to Napanee in January and, since she was unable to find a local artisans group to join, she took it upon herself to organize a new
event: Art in the Park, located at Conservation Park on Sept. 20. She said this event would give artists the opportunity to mingle, sell artwork, and hopefully develop a local artisan organization.
Taranu is a painter and was the vice president of the Manotick Art Association in Ottawa before moving to Napanee. After moving to Napanee, Taranu met a few local artists that supported her idea of the

Art in the Park event in September. “Tim Nimigan was very kind and helped me to understand the cultural landscape of Napanee and what’s happening. Most artists that are looking to exhibit themselves are going to Belleville or Kingston or Newburgh,” said Taranu. “We have several reasons for doing this event; one is that there is no such show in Napanee. It’s too bad because Napanee is a town with many artists and it’s too bad that they can’t show their work in their own town. They usually go to Kingston or Belleville. The second result that we hope to have from this event is that artists in Napanee will be ready to start an artist association in Napanee,” said Taranu. She said since the municipality is implementing a new cultural plan, and “is supporting raising the level of art and culture in Napanee,” she felt the event would work hand-inhand with the municipality, as well as local artists. “The third goal here is to raise some money for At Home in Lennox and Addington, which is a not
for profit corporation that is seeking to establish a residence for homeless youth,” explained Taranu. Right now Taranu is looking for more exhibitors to make the event a success. The event will start at 10 a.m. and last until 5 p.m., with a free hotdog lunch from noon until 1:30 p.m. Greater Napanee Mayor Gord Schermerhorn will speak at the event at noon. “We’re trying to reach out to artists in Napanee and surrounding areas to register for the event,” she said. A table is about $30 for the day and spots are available on the ground, in the gazebo and in the pavilion. Those interested in displaying artwork at the event should contact Taranu at 613-329-6401 or by email, at etaranu@exitnapanee.ca. “It’s very difficult to sell art. It’s not an easy task. The more venues you have to sell your art, the more chances you have of selling it, of getting known and of people knowing you,” she said, encouraging local artists to participate in the exhibition.
