TransCanada Energy Ltd. met with Greater Napanee Town council last week to discuss three variances the plant was proposing. This included reducing parking, including a new loading area for ammonia and shortening the setback from Highway 33 (Loyalist Parkway). According to a bylaw, one parking space is required for each 39 square metres in the facility, which would be 461 parking spaces. However, Bob Clark, of Clark Consulting Services for TransCanada, explained only 27 employees would be on location at a shift change and is therefore suggesting parking requirements be reduced from 461 to 29. Clark did mention that twice per year an additional 100 employees would be required for plant maintenance. TransCanada proposed to provide an unstructured parking lot, which would be 3,700 square metres, to accommodate these employees. “Parking being provided is not organized parking; it’s an open graveled area,” explained Clark. The 29 everyday-use parking lot would be structured.

Town considers wind turbine resolution BY ASHLEY FOLEY Staff Reporter
The Town of Greater Napanee is sending a motion to Premiere Kathleen Wynne stating the municipality is not a willing host for industrial wind turbines. The motion will also be sent to the Minister of Environment, Minister of Energy, Minister of Rural Affairs and all other Ontario municipalities to seek further support.

Lennox and Addington County is beginning the process of developing its own official plan — not because it wants to, but because it has to. Responding to a new provincial regulation requiring all upper-tier Ontario municipalities to have an official plan submitted by March 31, 2015, L&A County council voted to move ahead with the creation of their own plan at their regular meeting last Wednesday night. Council endorsed a staff recommendation to develop a draft request for proposal for the creation of an official plan for the county, in

Greater Napanee Deputy Mayor Roger Cole argued that the lower-tier official plans were already serving the county well. “Now (the province is) saying that it isn’t good enough,” he said. “I know we’re going to be bullied into doing this… we’re going to have to do it. But it’s really a frustrating situation. We’re being forced to reinvent the wheel, which is doing just a very good job right now, and spend (money) in the process.” County Chief Administrative Officer Larry Keech acknowledged that “there’s a level of frustration regarding this new requirement this year,” but noted that there are some benefits to the exercise as well, including the fact that more planning decisions and changes can be done locally, without provincial involvement. “I think the most important benefit that we want to emphasize is that at in the end, when the county does have an approved official plan, all of the authority will really rest within Lennox and Addington for all planning matters,” he said. “So, one would hope that with the county being able to approve the official plan
advance of engaging a consultant to oversee the official plan’s development. Official plans are fundamental land use planning documents that help to guide development within municipalities. Currently, L&A’s lower-tier municipalities — Greater Napanee, Loyalist, Addington Highlands and Stone Mills — each have their own official plans. According to the staff recommendation, the new county official plan “is intended to be an overarching plan which sets out general policy directions of county significance, while detailed land use planning will be managed and administered locally through the official plans of the county’s four local municipalities.” The fact that the county

Three local men are facing drunk driving charges after three separate incidents this past weekend. The first occurred on Saturday at around 9:15 p.m., when the OPP arrested a man who was in the process of launching his boat at Conservation Park. A 44-year-old from Deseronto was charged with having more than the legal limit of alcohol in his system. On Sunday, the OPP were dispatched to Sherman’s Point Road at 1:44 p.m. to investigate a single vehicle in the ditch. A 65-year-old Napanee man was subsequently charged with impaired driving and having more than the legal limit of alcohol in his system. Less than two hours later, OPP were called to investigate a hit-and-run accident on County Road 6 in Stone Mills. According to the OPP, a telephone pole and lines were knocked down and a grey pick-up truck fled the scene. A 44-year-old Stone Mills man was charged with impaired driving, dangerous driving and failure to remain at the scene of an accident.

updates and amendments, that we would be able to turn that around much more quickly than is the case with the (Ministry of Municipal Affairs and Housing) today.” When pressed on how much the development of a new county official plan would cost, Keech said that he was “reluctant to zero in too closely” on an estimate. He said that Lanark County’s recent official plan cost just less than $200,000 but added that it also included a sustainability plan. He said that the development of an official plan without such a component would be less expensive. He also said that, besides the engagement of a planning consultant, most of the related work both in the development of the official plan and in the future could be done in-house. As part of his staff recommendation, Keech suggested that “every effort must be made to limit the need for county resources during the development stage and the maintenance stage following anticipated ministry approval.” Keech and county staff ruled out an amalgamation of the official plans of the four lower-tier municipalities, suggesting that it would not meet the legal requirements laid out by the ministry.

Damned if they do... Last week, the Senate of Canada used its power to significantly change a piece of legislation — a private member’s bill that had the support of the Conservative government. The legislation, Bill C-377, would force unions to disclose their expenses. However, thanks to a small group of Conservative senators either voting to amend the bill or abstaining — most notably, Kingston senator Hugh Segal — the expense disclosure threshold was increased from $5,000 to $150,000. Other changes effectively gutted the bill, which has been sent back to the House of Commons. The move generated an interesting response among various pundits and commentators. Those who felt as though the legislation was fine as-is saw the move as proof that the senate was once again abusing its power, a particularly galling turn of events given the spending scandals currently being faced by some of its members. Others — namely those who disagreed with the legislation in the first place — applauded the move, saying that the senate was fulfilling its mandate as the chamber of ‘sober second thought’, and fixing (or killing) bad legislation. If we turn back the clock to November 2010, however, many of these same folks were quite likely on opposite sides of the same issue — that is, when is it right and proper for the senate to substantially affect or kill legislation? — when the senate killed a climate bill that had been voted through by the House of Commons. Those who supported the bill decried the senate as having undemocratically thwarted the intent of a democratically-elected body; those who didn’t support the bill argued that the senate was merely dismissing a bad bill. Well, we can’t have it both ways. Either the senate has the power to ‘do stuff’, or it doesn’t. The fact that the senate is unelected makes any of its actions inherently undemocratic. That means that, even if we think that the legislation in question deserves to be altered or undone, we can’t accept the senate flexing its muscle to do so. Conversely, we can accept the role of the senate as it is — senators have been duly appointed, as laid out in the Constitution, and they have a duty to review and, if necessary, change or kill legislation voted on by the House of Commons. We may disagree with the senate’s actions, but those actions are fundamentally legitimate. They’ve got a job to do, and we can’t fault them for refusing to be a rubber stamp, can we? Or, we can reform the senate and make it elected, so that when they do act, they will have acted with the democratic consent of the people of Canada. Or, we can get rid of it altogether, and whatever legislation is passed by the democratically elected House of Commons — a place filled with men and women who might not have anything other than the current election cycle in mind when they vote on this or that — can stand on its own. It’s safe to say the senate, as it functions today, is not functioning in a way that is anyone’s comfort zone. That said, the fix is far more complicated than many would like to admit.

Cardiac centre is tops I would like to thank Dr. Chen and his team at the Cardiac Rehabilitation Centre at the Lennox and Addington County General Hospital for getting me on the road to full recovery after my triple bypass surgery. A special thanks goes to Esther Dykeman Smith, the physiotherapist, and Shelley Clapp, the registered nurse, as well as Sarah, another physiotherapist who devoted a great deal of time and energy in helping all rehab participants in the program. They were all very caring and helpful and often met with us on an individual basis to
solve our problems. It was a great 16-week program dealing with medications, diet, exercise etc. — a program I would fully recommend to all who need it. Do what the staff tells you and you will surely reap the benefits. Another point I would like to make is that my wife and I did all our shopping in Napanee for the 16-week duration of the course. We spent hundreds of dollars in Napanee — a definite asset to the community. I had a great time.

Nursing home staff deserve thanks I must tell you all of a fine experience that I encountered last week at the Lions Hall Bingo Night. I am a Lions Club member, but it was the Rotary Club’s turn to run the bingo. One of their members, Tim, came down by us and took back two big tables to the back of the hall. As he went by, I asked him about the extra tables, and he said we were having guests and visitors from the Village Green Nursing and Retirement home — and I was delighted to hear it. Many fond memories came right back to me of the fine care and love that was given to my Dad, Cecil Turcotte, while he resided there. I have pictures of Sheila South dressing Dad up for Halloween. I recalled the hugs and the tender care that Dad was treated to. I recall the visits from the Old Tyme Fiddlers (which both Dad and I really enjoyed), the exercise time, the care when settling all in for their breakfast, lunch and supper. Dad was always kept clean and comfortable, always gave big grins to everyone and received tons of love and kindness from all the staff. When I read about the problems in the paper of retirement and nursing homes now, it makes me so sick. It takes a special kind of person to work with the residents — one who truly cares and understands the thoughts and the needs of the residents. One who puts themselves in that spot, one who says, ‘I care and I am here for you’. I just wanted to let folks know that since my Dad resided there, it certainly remains the same wonderful place and home, and I am so thankful that my Dad was treated with love and respect by all at the Village Green. After the bingo, I stood outside with many of the other bingo players watching the fine ladies and gentlemen help and aid all of the residents back into the small bus. There was no hurrying them along, they were all helped individually with gentle hands and kind words. These wonderful helpers deserve much praise for showing their care during the bingo and also aiding the residents on their return to the Village Green. This was the first time I have seen the bus come to bingo and join us. I was overcome with memories of my precious Dad, but the caregivers and residents gave me much happiness that evening. As you grow older in life, perhaps your walk is not as swift or your thinking is a bit slower. So, the younger generation needs to just slow down a wee bit and walk with us — you can also learn, laugh, love and enjoy life to the fullest. Deroche Lake, for pleasure and destruction Terry Sprague I don’t really have anything against All-terrain vehicles. Honest, I don’t. Some of my closest friends own these machines. In fact, I even rode on the back of one once, all the way from Picton to the Murray Canal on the Millennium Trail. It was on a friend’s machine and we did so to document the distances between access points, for a brochure I was proposing. I can’t say that it was one of my finest moments as I was crippled up for three days with back problems. However, I can say that the experience softened my opinion about these popular machines for I considered my driver to be the epitome of responsible ATV operation. For one thing, we had to have a sunny day — no mud for this owner. And the circle check he did on his machine before we set off on our 50-km journey was thorough enough to make the pilot of a small airplane blush. I thought we’d never get going. A careful and responsible operator, he was. No one knew who I was that day as my entire head was encased in a helmet. But hikers, casual walkers and bicyclists we met waved at us, and smiled. The experience showed me that responsible hikers and ATVers can share trails and can get along if we both give a little. In
fact, rarely have I met an ATVer I didn’t like and I have met many on trails all over eastern Ontario – the Cataraqui Trail, the Trail of Two Lakes, and a small section of the Hastings Heritage Trail. I have even walked from Highway 62 to Sulphide, east of Tweed, on the Trans Canada Trail. Rarely have I met an ATVer who wasn’t courteous and politely shared the trail. All good stuff. ATVing may not be my cup of tea, but at least they are out there enjoying the outdoors and not vegetating on a couch in front of a television. I had an experience the other day though I would like to share with you. I was leading a group of 14 hikers, mostly all seniors, we were. We were at a 3,500-acre conservation land owned by Quinte Conservation east of Thomasburg, known locally as Deroche Lake, and sometimes as the Cassidy Block. After hiking for six kilometres or so, our charitable opinion of ATVers was beginning to wane. For one thing, they shouldn’t really be in here in the first place. However, their presence has kept a trail open for other users, like us, although there appears to have been no effort on their part to maintain the trail they have created. Prickly ash constantly swats hikers in the face, in places the trail has grown in with woody vegetation,
Outdoor Rambles and fallen tree limbs are either driven over, or the trail simply re-routed to avoid them. The start of the trail near Vanderwater Road is an unbelievable maize of water filled ruts, trenches and cesspools created by ATVers who drive it until it can no longer be driven, then move inland and create some more ruts. The only reprieve comes when the landscape changes to an impressive limestone pavement alvar. Closer to Deroche Lake itself, the trail becomes even worse, if that is imaginable. In one spot they have even altered the natural direction of a watercourse which now follows the track and has washed it out several feet down to a rocky substrate, and no
longer driveable. A network of trails now leads them around the trouble spot. The only humorous side note of this network of trenches was the obvious tracks of a bear a couple years back who was unable to negotiate the deep troughs and with feet splayed out, belly slid his way down the side of it, leaving behind a double-sided wake of soft mud where he landed at the bottom. As we arrived at our lunch spot, we were aghast to find more than three dozen beer cans flung over a wide area where there had been a drinking party – doubtless irresponsible ATVers as no one on foot could carry that many full cans five or six kilometres on their backs. We gathered them all up, and as we tied up the plastic bag, a family of ATVers came along — a full size machine carrying an adult couple, followed by two very young children in full riding gear on their own much smaller machine. One member of our group asked if they would mind taking the secured bag out to our cars for us, if they were going that way, and we would gladly take care of the cans from there. Their reply? “They’re not our cans!” came the curt reply as they rode off to tackle the deep trenches and mud sewers farther along the trail. So there we were, most of us seniors, expected to carry out
someone else’s beer cans the remaining three kilometres or so on a hot, humid day. What an example they set for their young children with their thoughtless comment, who will likely grow up believing this is acceptable and responsible behaviour when out on the trails. Fortunately, we have to believe this was an isolated incident, and an exception to the attitude most responsible off roaders share when riding the trails. ATV clubs across Ontario promote safe and responsible behaviour among their members. They need to as these off road machines become increasingly popular among recreationists. They need to demonstrate that they have the interest and responsibility to maintain those trails they travel so they remain safe for travel, and to work together in keeping their trails clean. It would seem that the ATVers who use the trails at Deroche Lake though, some of which are on private land, are of a different ilk. A trip through the pages of The Napanee Beaver 65 Years Ago July 7, 1948 n As a Napanee woman discovered, it’s good to have watchful neighbours. Mrs. Gibson, a resident of Graham Street in Napanee, was having an afternoon nap on Sunday afternoon when a fire started in her kitchen. Luckily for Mrs. Gibson, two of her neighbours — Jack Black and Clarence Milligan — noticed smoke issuing from the building, and called the fire department. Then, they went into the house and roused Mrs. Gibson. The fire caused considerable damage to the kitchen, while the rest of the house had smoke and water damage. n The Canada Packers warehouse in Napanee was completely gutted by fire. The cause of the fire was attributed to children who were playing with some matches; the children were in the process of being questioned by police. Some employees at the Napanee Iron Works first noticed the fire and called the fire department. The building had been full of egg crates and waxed cardboard containers. Nearly all the stock was completely destroyed.

Guess At This ‘History Mystery’
35 Years Ago July 5, 1978 n Two Quinte Detention Centre inmates used a temporary release, granted in order to allow them to attend a local church service, to gain a more permanent freedom. Their time ‘on the lam’, however, proved to be short-lived. The two men, who were serving short sentences on various driving charges, were attending a service at Evangel Temple when they lost their escort and made their way to River Road. They then stole a car, and travelled to Prince Edward County. They were eventually picked up by the Picton OPP. n It looked as though there were several businesses buying into Napanee’s proposed new industrial park. According to Napanee Deputy Reeve Graham Strong, a dozen companies were in negotiation with the town to set up shop in the industrial park. Strong said that most of them were commercial or light industrial operations, each of which would employ three or four people, or as many as 15. He also said that he expected construction to begin before the end of summer.

Deseronto’s Centennial Park upgrade project received a huge boost on Tuesday, receiving $80,000 to go towards their $195,000 goal. ESERONTO’S Centennial Park is $80,000 closer to a major upgrade thanks to a contribution from the federal government. With their latest grant, the town of Deseronto has now collected $148,000 of their $195,000 goal to replace unsafe playground equipment, develop a waterfront trail, restore the shoreline, docking and boat launch improvements and additional landscape upgrades. Prince Edward-Hastings MP Daryl Kramp dropped by the park Monday to check out the progress of the park, located on the Bay of Quinte shoreline. “I travel through a lot of parks across this country and different parts of the world where they don’t have water, they don’t see it,” Kramp said, gesturing towards the bay. “The green grass here, it really is a treasure.” The funding was part of the Government of Canada’s Community Infrastructure Improvement Fund. To date the Town of Deseronto has contributed
old equipment with a new set immediately, but their hand was forced when some funding fell through. “People have asked what was wrong with the old swings,” said Deseronto mayor Norm Clark. “The problem was there was a bit of a safety issue. Council was aware of the safety issue. Once you become aware of a safety issue, if something happens you don’t really have a leg to stand on.” Though it’s just an empty sand box right now, Clark says they plan to have a new playground set on site in three to four weeks. Clark acknowledged the work of a dedicated group of volunteers who have spearheaded the project and have got them to within striking distance of their goal. Kramp echoed those sentiments, saying a well researched funding application made it possible for him to push the paperwork through to the people in charge of allocating funding. He noted as the country continues to crawl out of the economic downturn, grants are difficult to obtain. While he personally doesn’t decide what gets funding and what doesn’t, he does have the final say on which applications get submitted to the powers that decide. Upgrading the park, which he says mutually benefits the community, was an easy project to get behind. “We do have to look after the future,” said Kramp. “Our kids of today are the leaders of tomorrow. If we can have an environment where the kids can be themselves, be kids, grow, be with some friends, have some fun, have the availability of the community to be here to oversee and the parents can watch, that to me is win-win.” A pair of signs, one a diagram of what the park will look like and the other a thermometer to track their fundraising goal, can be seen in the park. Council and the group of community volunteers will continue to push towards the finish line so that the thermometer spills over and the diagram becomes a reality.

MBQ break ground on new administration building $4.1 million facility to serve as home for local programs Editor
For as long as the Mohawks of the Bay of Quinte council has been administering affairs on the territory, they haven’t truly had an administrative building out of which to work. That will soon change. On Friday, with a local officials and contractors on hand, the MBQ turned the sod for a new $4.1 million administration building, which will be located on Meadow Drive, not far from the territory’s new police headquarters and the Community Wellbeing Centre. Also on hand for the sod turning was Phyllis Green, the MBQ’s original administrator who was hired in 1959. At that time, said Chief R. Donald Maracle, much of the territory’s administration took place in the homes of councillors, as well as at Green’s. “The extent of our infrastructure at that time was a chrome table and six chrome chairs and an oil burner,� he said. “Over the years, the programs and services have evolved for the community, but there was one fundamental mistake in that relationship — they forgot that we needed an administration building to deliver those programs and service out of,� he continued. The chief said that construction costs will be financed, in part, from “funds received from the revenue sharing agreements with the Ontario Gaming and Lottery Corporation.� Also on hand was Prince Edward-Hastings MPP Todd Smith. “This is long overdue, obviously,� he said, adding that this isn’t the first project opening he’s attended. “The people in Tyendinaga really have been proactive in making sure that they get the case
out there that these are good projects, in a great community, that are going to benefit the people of this community.� The new building will house the council chambers for the MBQ as well as the majority of the territory’s administrative services. “The new facility is needed to provide the necessary administration space and ensure the health and safety of our staff as well as accessibility to our members,� Chief Maracle said. “Today marks the beginning of future benefits for our community in Tyendinaga as the sod ceremony commences for the new Mohawks of the Bay of Quinte Administration Office,� said Prince Edward-Hastings MP Daryl Kramp in a press release. “Management will be better enabled to provide services and programs.�

Bats, there are a lot of misconceptions about these little critters and the facts and myths surrounding them are as wide spread. Bats are actually beneficial to have around, as they eat thousands of nasty bugs such as mosquitoes and black flies. However, if the bats are nesting some place where they don't belong, such as your attic, action is required. Bats are often persecuted due to the fact that most people have no understanding of bat ecology and the important role they play. There are eight species of bats found in Ontario. The most common are the little brown bat and the big brown bat, and it is these two species who normally take up residency in our homes. In the summer, bats may select attics for raising their young; bats can squeeze through very tiny spaces (as narrow as six millimeters) and go unnoticed for years. Bats are not rodents, and have little in common with mice or rats. Bats are not blind, and they do not intentionally get tangled in your hair. Many people seem to think that all bats have rabies. This is not true. Quite the contrary, as less than 1% ever contract rabies. Bats are not filthy little critters. They are meticulous about keeping their fur clean and groomed. Bats do not chew their way into structures, they only use gaps and holes that already exist, and locate them by sensing air currents and temperature. They are simply opportunists. Since they are nocturnal and for the most part very quiet animals, they often use attics for years before the odor from the build-up of droppings alerts us to their presence. Bats become a problem when they decide to use our attic or other sections of a home or building for a roosting or nursery colony. The accumulation of their droppings (guano) and urine below their roosting areas and this is where the

problem lies. Accumulations of their guano may harbor infectious microbes and can cause odor and bug problems, which is the primary reason bats should be removed from our homes. Cryptococcus and Histoplasma are the two fungi found in bat guano that can cause potentially life-threatening infections in humans. While infections from these fungi are uncommon the potential is drastically increased when bats are present in our homes. It is highly unusual for a bat to contact a person, though a sick bat may have no fear of humans. Almost every person who gets bit does so because they pick up a sick or injured bat. Like any other wild animal, bats should never be handled at any time, especially when found on the ground or in a home. Most people do not tolerate that bats have invaded their home and panic when they discover them. Their first reaction is to immediately seal all the holes on the structure. It is the absolute worst thing you can do, but unfortunately the most common step that is taken. Never seal your home without first performing extraction If a bat is found in your home and you are not able to contact a restoration contractor, always wear thick leather gloves for capturing or removing. NEVER try to catch a bat with your bare hands! Unless you are 100% certain the bat in your home had no contact with anyone, bats found inside your home should be taken to your local health department for rabies testing. Even though rabies in bats is not common on a statistical basis, rabies is a deadly disease.
These are some common points of entry: • Broken or poorly-fitted screens • Loose or missing shingles or tiles • Places where flashing or boards have come loose • Locations where pipes or wiring enter buildings • Where walls meet the eaves at the gable ends of an attic • Where porches attach to the main part of a house • Where dormers meet the roof • Cracks and crevices where siding forms corners, or at places where it meets windows, doors or chimneys Report any unusual bat deaths to the Canadian Cooperative Wildlife Health Centre at 1-866-6734781 or the Natural Resources Information Centre at 1-800-667-1940.

Gaelic culture was frontand-centre in Tamworth last Saturday as the villageâ&#x20AC;&#x2122;s North American Gaeltacht played host to the third annual Oireachtas Gaelige Cheanada. Hailed as the only festival of its kind in Canada, the event featured competitions in Irish dancing, story telling, music playing and speaking. The goal was to preserve the Irish culture while strengthening ties between Canada and Ireland. Judges were flown in from Ireland and special guest Dr. Ray Bassett, Irelandâ&#x20AC;&#x2122;s Ambassador to Canada, was on hand as well. â&#x20AC;&#x153;The (Irish) language is at risk in Ireland, especially in Irish speaking areas which are shrinking a bit,â&#x20AC;? said Bassett. â&#x20AC;&#x153;Itâ&#x20AC;&#x2122;s great for morale for people in Ireland that the language is being spoken here.â&#x20AC;? As a sign of the ties between Tamworthâ&#x20AC;&#x2122;s Gaeltacht and the Emerald Isle, three oak trees were planted on the Gaeltachtâ&#x20AC;&#x2122;s grounds. They symbolically represent the growing bond between the two nations. Though the Tamworth grounds are relatively small, Bassett says it will play a critical role in the cultureâ&#x20AC;&#x2122;s success outside of Ireland. While heâ&#x20AC;&#x2122;d love to see another site of its kind spring up on the west coast of Canada, for now he says their efforts would be better spent in making Tamworthâ&#x20AC;&#x2122;s location more viable. When not hosting festivals they provide Gaelic immersion courses for those who are serious about learning the language. Slowly but surely, the grounds are being developed, with major plans in store for the next couple of years. All along the driving force has been to preserve the history of the nation of Ireland. â&#x20AC;&#x153;Not enough people speak (Irish),â&#x20AC;? said Bassett. â&#x20AC;&#x153;You have echoes of (the same language issue with French) in Quebec. Weâ&#x20AC;&#x2122;re surrounded on one side by the United Kingdom and the far side Canada and the United States are our western neighbours. Walk-off walk sinks Midget Express Napanee fails to qualify for Nationals following heart-breaking loss in OASA Eliminations

savvy but risky strategy burned the home team Napanee Abundant Insulation Midget Express at the OASA Eliminations on Saturday, leading to a crushing walk-off defeat and squashing their hopes of qualifying for the U18 Canadians. Deadlocked at 3-3 against the KitchenerWaterloo Kolts, the Express missed a golden opportunity to take the lead in the top half of the eight inning. As per OASA extra inning rules, the Express were granted a runner on second to lead off the inning. A wild pitch moved him to third but the next two batters failed to at least deliver a fly ball to the outfield and the runner was stranded. In the bottom half of the inning the same scene unfolded, as Express pitcher Joey Balkwill uncorked a wild pitch to send the Kolts runner to third. Because that run meant tournament life or death, Express manager Brent Mills opted to give

free passes to the next two batters to set up the force at home. Balkwill struggled to find the strike zone from there, issuing a basesloaded walk to the next batter to officially end Napanee’s run. “We had our guy on third with nobody out but we couldn’t cash him,” said Mills. “It’s pretty tough to hold them off when they have three cracks at getting him in. We thought we’d load the bases and try and put a force play anywhere, but it blew up in our faces.” Tight defense kept the Express in the game as they denied the Kolts their first run of the game on an anything-but-textbook double play. With a runner on first a Kolts slugger launched a ball to the wall, just missing a home run. Centrefielder Brandon Tucker made a perfect throw to shortstop Josh Murphy, who nailed the first runner trying to score at home. Just after catcher Branden Blunt finished applying the tag, he fired a strike to third base to catch the original batter trying to stretch his hit into a

The score stayed that way until the bottom of the fourth when the Kolts stormed back with a pair of doubles and a base hit to tie it. Jeremy Martin gave the Express a brief lead in
the fifth, stroking a lead off double, later scoring on back-to-back wild pitches. The Kolts answered back in their half to set up their walk off win. The loss capped off a long day for the Express
that saw them play four games. They opened the tournament with a thrilling come from behind win against the Domville Aces.

Though they let the lead slip away and a chance to earn the top seed, they did earn a spot at Canadian Junior Men’s Fast Pitch Championships, Aug. 5-11 in Owen Sound. Men's Fast Pitch International Championship next week in Saskatoon, Sask. The local fast pitch stars will depart Sunday for the July 9-14 tournament to face off against entries from B.C., Alberta, Saskatchewan, Manitoba, Quebec, New Brunswick,
Nova Scotia, Newfoundland, Northwest Territories, Argentina and New Zealand. Fresh off of qualifying for Nationals last weekend, they’ll now be teammates with some of the players they just faced off against. This time they will square
off against some of the top ball players in the world. “I think the main difference between Team Ontario and Napanee is that I have a different role with Team Ontario,” said Brown.

Also headed to Nationals are the Stratford Cubs and Keady, who will serve as a host. Owen Sound, usually always a contender, were upset and left on the outside looking in following a disappointing weekend. Along with the four Ontario entries the championship will include off two entries each from Alberta and Saskatchewan as well the defending champion Newfoundland and Labrador entry. For the Express, this is their first year playing at the junior level. Much of the team played as midgets last year, capturing bronze at Nationals which were held in Fredericton, N.B.

SPC soccer pitch to be re-named Town to honour local coaches BY ADAM PRUDHOMME Staff Reporter
urrently referred to as ‘the soccer field beside the Strathcona Paper Centre arena,’ Napanee’s soccer pitch will be re-named next Wednesday to honour a pair of late local sports icons. At an official ceremony at 11 a.m., the field will be christened the AlcornFrancis Memorial Field after Dan Alcorn and Alan Francis. Francis, who passed away in 2005, was a fixture in Napanee’s soccer community both as a coach and an administrator. Known as ‘Mr. Soccer’, he helped establish a rep team system in town. He helped get the ball rolling on turning the old arena on York Street into an indoor soccer arena as well. Though he

passed away before it became a reality, the Greater Napanee Soccer Club did realize his dream. Alcorn, who passed away after a lengthy battle with cancer last August, was heavily involved with the Napanee Stars hockey club as well as local soccer teams. In 2005 he helped coach the Novice ‘A’ Stars to the East Regional Red Lobster Cup championship, the first championship won in the SPC. In response to a petition with 314 names voicing their support, Napanee’s town council unanimously voted to rename the field at a meeting last October. A new sign will be unveiled to officially mark the occasion. Friends, family and past players of either coach are encouraged to attend the ceremony, which will be held at the field.

Friday afternoon rains forced that day’s games to be moved from the Fairgrounds. With his Express trailing 5-1 early, Mills wasted little time trying to spark the team, replacing starting pitcher Martin with Balkwill in the second inning. The move paid dividends as Balkwill stymied the Aces the rest of the way and the bats stormed back for an 8-5 win. Zatterberg, Doug Cruji and Keegan Scott each had RBIs in the comeback effort. The good feeling was short lived though as they suffered their first loss of the double-knock out tournament early the next morning, surrendering a walk-off inside the park homer to Tavistock. Napanee had rallied from down a run in the seventh when Tucker slapped an infield single to score Zatterberg from second with the tying run, but it wasn’t enough to prevent the 5-4 defeat. From there the Express went on a roll, defeating the Cobourg Clippers 9-5 and Fullarton 6-5 before falling to the Kolts. Despite playing in their hometown the Express were forced to play all but one of their games as the visiting team. Before each game a coin toss is used to determined the team that bats last. The Express made the most of it, using the first at bat to jump over their opponents before their starter could get settled. “In most games we did score a run in the first inning,” said Mills. “The boys did a good job of getting up but we just couldn’t seem to hold the lead.” When the dust had settled the Express were left

Unfortunately a close loss yields nothing in fast pitch. Teeswater, Port Perry and Tavistock, who finished one, two and three respectively, will represent the province at Nationals. Town hall poised to get landscape upgrade BY ASHLEY FOLEY Staff Reporter
The area around Greater Napanee town hall could soon get a facelift. Scott Wentworth, of Landscape Group Ltd., met with council last week and went over plans to revive the idea of gardens and green space around the municipal building on Market Square. Wentworth said Centre Street and John Street landscaping for Town Hall would be part of the first phase with new angled parking and a covered market square being part of the second phase. Other long-term landscaping projects would also be considered. “We’ll look at creating a small park at the end of the property,” at the front of the Town Hall, on Centre Street, explained Wentworth. This would include green space, new lawns, gardens, flagpoles, benches and trees. Two parking spots would be eliminated to make room for park space. “The front of the Town Hall, to me, has got to be dealt with,” said Greater Napanee Mayor Gord Schermerhorn. Much of the phase one landscaping could start as early as this year and would consist of perennials, shrubs, ornamental grasses and low-maintenance shrubs, hedges and small trees, especially at the John Street side. The fountain would, at first, be used as a flowerbed but could be used as a water fountain again when longterm landscaping is considered. “The immediate concern is cleaning up the park at John Street first. There are some issues there with the cement work, which we could put in some temporary planting structures and then move toward a more permanent planting structure,” explained Greater Napanee Chief Administrative Officer Ray Callery. “This is just a preliminary plan. We would want to solicit a lot of input on this from staff and the public to get to this but this would be a starting point. Looking at the context of these improvements in an overall master plan,” explained Wentworth. He also said there would be room for plaques and historical monuments, to allow the courtyard to be a place of relaxing and learning. David Morgan, general manager for infrastructure services for Greater Napanee, said though the interest is there to invest in landscaping, the funding is not. “There’s a fair amount of interest to do something this year with phase one. The challenge we have is that we didn’t put money in the capital budget for this aspect of it so the thought is that we’d try and see what we’re saving and… whenever we have a project come in under budget and we have some dollars there, it would be our intention to ask council for the authority to go ahead and do phase one,” said Morgan. Councillor Bill Pierson said that if council goes ahead with this project, he expects Morgan and his staff to properly care for it. “I think this is great, an absolute great thing to do for the centre of our town, particularly when we want to encourage the downtown business area. However, if we’re going to do this stuff we’ve got to maintain it so I hope to heck, Dave (Morgan) that you’re going to send either present staff for horticultural training or hire a horticulturalist,” said Pierson.

PLAN | Residents outline outstanding concerns CONTINUED FROM PAGE 1 A bylaw requires four loading zones for this type of structure but the original variance did not require any for the plant. During last Tuesday’s meeting with council, Clark proposed one loading space, which would be dedicated for ammonia. As for the setback variance, a road allowance of 100 metres is required from the northern limit of the plant. Most of the generating station is plant to be located farther from 100 metres but the shape of the site moves the setback on to the plant site, explained Clark. Therefore, it has been requested that this variance be cut in half and only require 50 metres. Those within 100 metres are said to be administrative offices and the entrance of the site. The stacks are greater than 100 metres from the road, explained Clark. Two people attended the meeting and were opposed to the variances for a number of reasons, while another neighbour contacted the Beaver after the meeting. “There is a group of people who are very opposed to the new plant. I am one of them and live just east of the proposed site,” explained Angela Mudd after the meeting. She said that she and about 10 neighbours have met with Peter
Webster, Christine Cinnamon and John Mikkelson, all from TransCanada, on more than one occasion to voice their concerns. Meetings have been ongoing since February, and many questions have been asked but few answers have been provided, Mudd said. “Our questions relate more to the emissions from the stacks,” she explained, stating she feels they are located too close to Loyalist Parkway and emit ammonia, which could affect the area. Now, with a proposed variance that would allow the plant to be 50 metres closer to the road, Mudd’s and her neighbour’s concerns have risen. “They haven’t answered us as to what kind of ammonia they will be using and there is one that is highly toxic.” During the meeting, Clark said the plan is to move the plant as far to the west as practically possible, in order to allow a separation from residential areas and the plant; however, plan drafts had changed and TransCanada admitted they would continue to change. “The design is still under consideration. The benefit of having discussions with the community and its neighbours at this point is to help us through the process. The design is not yet finalized,” said Cinnamon. “We’re in a position where we’re able to talk about a site layout in general, so we
can proceed with things such as the minor variance and the consent to sever,” Cinnamon continued, stating public feedback is appreciated so TransCanada can work through concerns, address them, and modify the plant to suit the public’s needs. One of the neighbours who spoke during the meeting stated the parking variance was too drastic and space should be set aside for emergency vehicles. Councillor Marg Isbester agreed. “This is a site that will contain a significant amount of ammonia… I feel that there should be dedicated parking for emergency vehicles,” said Isbester. Mudd said out of the three variances, she is most opposed to the 50metre setback proposal. “Their request to reduce the setback by 50 metres is the most ridiculous of them all,” explained Mudd. “This reduction puts cooling towers, and therefore the plume, much closer to the parkway. We’ve asked if this plume could causing icing of the roads during winter and were told that this has to be ascertained by building a model.” Clark said that such a model has not yet been completed. Greater Napanee Mayor Gord Schermerhorn said a peer review study would be completed before moving forward with the plant.

A homeowner on County Road 8, just south of Napanee, reported approximately $8,000 worth of tools and items stolen from his garage over the holiday weekend, the Napanee OPP reported this week. Items stolen include a Stihl chainsaw, three Passload nail guns, a Craftsman socket set, electric sheet metal shears, Porter cable router and 10 bits, a Makita cordless tool set, a Hitachi roofing nailer, a Bosch radio, a Washburn acoustic guitar, a Dewalt cordless hammer drill and a jig saw. Open house at revamped animal shelter OSPCA to celebrate significant improvements at facility; new administrator to welcome public BY ASHLEY FOLEY Staff Reporter
The Lennox and Addington SPCA will be holding an open house next Thursday to show off the newly renovated facility and allow for members of the public to meet new staff. The facility has all new electrical systems, new paint, and a wall has been replaced. New manager Judy O’Brien said there are also plans to redo the backyard. “It’s always a work in progress. I would love to get new cat cages and I’m also looking for someone to replace some of my fencing but I haven’t found someone yet but once that’s done, we’re way ahead of the game,” she said. The restoration that has been done was made possible by two sister donors: Freda Youell, from the Napanee area, and Doris DeCorte, from Toronto. “We’re very lucky, we had two very generous donors,” said O’Brien. “They donated the money in order to do the electrical and the wall. They paid for
it fully.” O’Brien said Youell has supported the Lennox and Addington SPCA for years, both financially and through adoption. “Over the years, they’ve donated certain amounts of cash, either to sponsor an animal in need and to provide spay and neuter and to supply supplies we need,” said O’Brien. Youell also sponsors a kids camp “because she thinks it’s really important for young people to come in and learn about the animals.” The open house will run from 4-8 p.m., with remarks from Greater Napanee Town Mayor Gordon Schermerhorn, the OSPCA CEO and chief investigator and other dignitaries. The renovations allow for a more friendly home for the animals until they can be adopted out. “It provides healthier and happier homes for the animals, it’s always about health and safety. The wall was deteriorating and it was actually extremely wet so it needed to be replaced,” said O’Brien.
“We’re applying new dedication to helping animals in need. I think we have the right team in place to ensure that happens and we do a good job and give every opportunity to help animals be adopted.” The open house will not only allow for members of the public to see the new facility, but also to meet O’Brien, who has been at the SPCA for a few months as the new manag-
er. Three more new staff have been hired. “I missed the animals, to be honest,” she said. “I really respect the OSPCA and this is an OSPCA branch. I used to run the Kingston humane society years ago and then I got into working for the lung association and things like that, so when I saw the job come up and I knew they needed someone who knew about animal welfare but also had background in
fundraising, I applied.” O’Brien says Napanee has been very supportive since she began working as the new manager and thanks the community for allowing these various projects to be completed so quickly. “If I hear something needs to be done I make it happen. Just as soon as I heard and saw, I just did it. With the help of my friends, obviously I couldn’t have done it without
the assistance of Freda and Doris and construction and volunteers and all those other people,” said O’Brien. “With all the renovations done, everything is getting spic and span, our adoptions have gone up and the community has been very generous and helpful. We’re improving our volunteer programming and I think we’re doing really well,” she said.

STRAWBERRY MUFFINS
INGREDIENTS: 1/4 cup canola oil 1/2 cup milk 1 egg 1/2 teaspoon salt
2 teaspoons baking powder 1/2 cup white sugar 1 3/4 cups all-purpose flour 1 cup chopped strawberries
DIRECTIONS: 1. Preheat oven to 375 degrees F (190 degrees C) oil an 8 cup muffin tin, or use paper liners. 2. In a small bowl, combine oil, milk, and egg. Beat lightly. In a large bowl, mix flour, salt, baking powder and sugar. Toss
in chopped strawberries and stir to coat with flour. Pour in milk mixture and stir together. 3. Fill muffin cups. Bake at 375 degrees F (190 degrees C) for 25 minutes, or until the tops bounce back from the touch. Cool 10 minutes and remove from pans.

Dallas Daisy Arney will be performing at the Grand Old Enterprise Jamboree this Sunday.
Local talent will be the highlight of two upcoming country music jamborees in Centreville and Enterprise. Dallas Daisy Arney, 19, from Flinton, Ont., will be performing this Sunday at the Enterprise Hall, alongside the second round of youth performers from a local singing contest. The contest began in Enterprise in May with 10 competitors under the age of 18. Five of those competitors will compete again
on Sunday, sharing the stage with Arney. The top two finalists will perform with Naomi Bristow at the Centreville jamboree August 9-11. This year will be the Enterprise Jamboree’s fifth annual event, which is put on by the NewburghCamden Lion’s Club. Lion Fred Brown said he expects this year’s jamboree to be bigger and better than ever. “There will be a lot of local entertainers, you never know who will show up,” he said, stating there will be an open-mic option after Arney and the youth
“Her family all played. Her brother Shane is a good entertainer and their mother and father, they sing together and they’re very professional. Dallas herself, her parents support her well, and she’s opened for several big names,” said Brown. Some of those names include Gene Watson, Jason McCoy, The Good Brothers, David Church and Aaron Lines. She has also performed with the Tragically Hip at the K-Rock Centre in Kingston. Arney is a singer/songwriter who also performs in Nashville, including on the Nashville Spotlight TV show. “Singing, songwriting and performing is a major part of my life,” explained Arney in a press release. Currently, she is focusing on her music while also attending Athabasca University. “This summer I will be performing a Dolly Parton Tribute at the Auction Barn Jamboree, as well this October I will be performing in Nashville on the General Jackson Showboat Show,” Arney continued.
