Council stands pat on tax policy Motion for review into policy fails; long-term study into taxation urged BY ASHLEY ESPINOZA Staff Reporter

During a standing-room-only Greater Napanee council meeting on Tuesday, which overflowed out of town hall and into John Street, motion to review the town’s tax policy brought forward last month by Ward 5 Councillor Shaune Lucas ultimately went down to defeat. Lucas’s Feb. 10 notice of motion stated the municipality should “undertake a complete review of our municipally imposed urban/rural taxation policies during this term of council that includes, but not limited to, staff reports, questions and direction from current election officials, and Greater Napanee taxpayers.” The motion struck a nerve with residents across the municipality. “It’s unbelievable how the same issue can have two different perspectives,” Lucas stated before moving his notice of motion, which was seconded by Ward 4 Councillor Carol Harvey. “The intent of my motion is to review all the historical perspectives of our taxation policies in an open, public, process, where all parties can be involved, in 2015, thus allowing all parties involved to make an informed decision for future taxation and service policies,” he said. “I am disappointed, but not surprised, that certain members of our community chose to misinterpret the motion into something different than what it is. But I can tell you that this issue has hit a nerve with all residents of this community, from one end to the other,” he continued. “While taxation rates are different

in urban and rural areas, the review is vital if we are to put our rural/urban differences behind us, and work together for the good of all residents of Greater Napanee. I urge you to support this motion so we can proceed with that,” said Harvey. “I’m not in favour of the motion,” said Ward 1 Councillor Mike Schenk. “As far as I’m concerned, let’s get on with business right now.” Schenk did say that in the next four years he would like to see a cost of services study completed but such a study should not be rushed. “I’m not going to go ahead and want something done tonight. There’s no way they can do it internally. The only way we can do this is to have a third party go ahead and do this. That’s at a later day. We’ve been on council since December; it’s getting very frustrating because there’s nothing really getting accomplished so far, that’s my own opinion,” said Schenk. “Let’s everybody step back, calm down for a minute, go ahead and do a study over the term of council… let’s get this municipality going in the right direction again first,” he added. Schenk said issues such as budget and shortages in grants need council’s attention. Other members of council agreed. “I’ve been overwhelmed by the focus on this issue at every meeting so far. I agree we need to slow down a little bit and not throw a motion on the table just to have something on the table,” Ward 2 Councillor Max Kaiser added.

Southview P.S. Grade 7s score tech contest win Class gets $15,000 grant for technology after participating in digital video learning challenge BY ASHLEY ESPINOZA Staff Reporter

Southview Public School will receive $15,000 worth of technology after a group of Grade 7 students won a MindShare Digital Learning Video Challenge earlier this month. Grade 7 teacher Mistene Clapp informed her students of the contest in hopes that they would take the reins on the project and further develop their new technology skills. “The MindShare Learning project was announced online and forwarded by the (Limestone District School) Board and I thought, ‘my students love using technology, and they love contests more than anything,’ so I thought this would be a great mash up for them,” said Clapp. After discussing it with Principal Peter Mouncey, Clapp brought the contest to her students. “I had a group of students who volunteered to be on our production team and they stayed in on their own time and they organized everything themselves,” explained Clapp. Grade 7 students Emma Hill, Gracie Hearns, Cammie Shelley, Mackenzie Coleman, Paige Wales, Nick Jackson, Josh Henderson, Zane Moor, and Trevor Connell put together a video, which they uploaded to YouTube. The

video describes how they use technology in the classroom. The group stayed in at recess for a few weeks, as well as worked at it at home, in order to complete the challenge. “They did a huge ‘mind map’ of all of the technology that we use in our classroom and had me look at it. We came up with a list of about eight ideas that we wanted to talk about and we broke it into 30-second chunks,” said Clapp. “They had to figure out what they wanted to do for those 30-seconds and they had a huge map laid out about how to do it. They did all their own filming and editing,” she added. Henderson said he and Jackson started on the project right away. “We made a movie that explains how we use technology in our classroom, what we use it for and how we use it,” said Jackson. “We used different technology that we use in the class, like Kahoot, Green Screen, iMovie, things like that, and we all put it together to make a video and it turns out that we won,” added Henderson. The students used a computer, two iPads, an xBox, Minecraft and other technology and applications in order to complete the video. “We had some problems at the start but then we got through it,” admitted Henderson. “We had a lot of

It was great,” said Clapp, who admitted she never imagined they would win when she brought the contest forward to her class. “It was something that I thought would be really

I never in a million years thought they would win, I just thought this would be a great opportunity for them to see what they could do with their talents,” she said. students, from kindergarten to Grade 12, across Canada, to share how they use technology in the classroom. The project required staff and/or students to explain how technology has engaged, motivated, and supported student success in learning. “The Limestone District School Board is very supportive of the use of technology in schools,” said Mouncey. “Southview in particular has made a real commitment toward having students be able to use technology all the time. They can use it in music, art, math, language, science, it’s just there and it’s available to them,” he added. Last year Southview P.S. began an initiative called, ‘Bring It,’ which encourages students to bring their own technology devices, such as iPads, tablets, laptops and mobile phones, to school. “Some parents, and even some of the staff members, were uncertain of how that would go. We were starting to see students wanting to bring their own devices whether we were allowing it or not, so in order for us to catch up with that and get on board with how students and young people are operating these days, we decided to do that,” Mouncey added. He said the school shouldn’t be a place where

students should need to “power down” their devices, but instead, be taught how to use them for educational purposes. Since introducing ‘Bring It,’ Mouncey said the students have learned how to use technology not just for fun but also to learn. “They really recognize that the technology can be used in a meaningful way. They’re fun, there’s no doubt about that, but they’re also really developing the skills about how to manage them, and not let them be distractions,” he said. “I’ve been listening in a more comprehensive way about how students are using technology. They are the best spokespeople for technology,” Mouncey added. “I like that we get to use technology because a lot of kids don’t really get to use it, so it’s really good that we get to use it,” said Henderson. “It’s really fun. It’s games, but it’s not games, like Kahoot. It feels like games, like Kahoot is really, really fun, but we’re learning.” Jackson said he likes that he can easily look up a fact or research something he’s working on. Ex-speaker speaks to L&A Historical Society Little changes add up to big impacts on Parliament Hill over time, Peter Milliken suggests

While there have been many theories as to how and why the House of Commons has become more partisan in recent years, former speaker and nowretired Liberal MP Peter Milliken added a new possible ‘contributing factor’ to the mix: meal breaks. Milliken — the longest serving speaker of the House of Commons — was the guest speaker at the L&A Historical Society’s monthly meeting at the L&A Museum and Archives on Saturday. During his presentation, Milliken discussed his childhood and schooling, his entry into politics, and his long-standing interest in parliamentary procedure. He also discussed some of the memorable moments of his time as speaker, including having to break tie votes a record five times during his tenure. Milliken stepped away from politics just before the last federal election in 2011.

Milliken, fielding a question about how Ottawa had changed over recent decades from a ‘small town’ to a ‘big city’, and how that may have altered how Parliament worked, suggested that a simple change to the daily schedule for MPs on the hill may have worked to unwittingly contributed to the partisan nature in the House of Commons today. He explained that, when he was first elected in 1988, MPs had three daily sessions in the House of Commons: from 10 a.m. to noon, from 2 p.m. to 6 p.m., and from 8 p.m. to 10 p.m. With built-in breaks, MPs would inevitably have to spend more time with one another at lunch and at dinner at the parliamentary restaurant; quite often that time would be spent with members of different parties. However, under Jean Chretien’s Liberal government, the sitting times were condensed from 10 a.m. to 6 p.m., with no lunch or dinner breaks. “The opportunities for members (from differing

parties) to mix and mingle are much, much diminished,” he said. “Lunch is served for free in the lobbies, but if you’re a government member you can’t go into the opposition lobby, and vice versa… The mixing and mingling has diminished very significantly. It’s much more partisan. You mix with your own caucus colleagues and not with others.” As speaker, he said he attempted to compensate by holding his own events. “I had dinners to try to get members to mix more, but

there were some members who would never accept an invitation because they knew that they’d have to sit with someone from another party, and they didn’t want to do that. I did the seating plan, you didn’t get to sit where you wanted,” he said. Milliken said that, by the time he had retired, Parliament Hill had become a much more partisan place than when he entered more than two decades earlier. When he began, he said that MPs were not allowed to read

their speeches; now, comments and questions are frequently read verbatim, and often those comments have been provided to MPs by their respective parties. “In my view, it’s underpinned the working of the house in large measure and made it much more partisan and much more tightly controlled by the parties, instead of allowing members to express their views,” he said. Milliken said that he was in favour a parliamentary reform bill brought forward by Conservative

MP Michael Chong, which was intended to wrest some of the power from the parties’ respective leadership and return it to MPs. He said, however, that Chong’s bill was watered down by amendments before it was passed. “It’s at least a move in the right direction, put it that way. It may not go as far as it aught to. I suspect that the amendments that were made to it weakened it somewhat, because the government wouldn’t want some of those changes put in place,” he said.

Model railroad presentation on track for museum BY ADAM PRUDHOMME Staff Reporter

For any kid whose ever dreamed of being a train conductor, the L&A Museum can help make that wish a reality this March Break. More than 20 feet of model train track will be set up inside the museum on Monday for a special presentation titled ‘All Aboard’, hosted by the Belleville Model Railroad Club. Kids of all ages will have a chance to take the controls and manipulate a miniature train around the tracks. “They want to see it run, the faster it goes the better it is,” Rick Potter, secretary of the Belleville Model Railroad Club says of kids and model trains. “They have a lot of fun with it. They’ll line up for 15 to 20 minutes at least.” Potter and club president Stephen Fleck will be in charge of setting up the display in the museum. They say they’ve got an intricate design in mind, complete

with tunnel, mountain, train stations and plenty of scenery in-between. They’ll have two trains circling the track, one of which is a switching layout. “(Kids will be) switching cars into industry, spotting them, pulling them and moving them back to the yard and switching them around, things like that,” explains Potter. “If they’re old enough to reach the top of the table, they’re old enough to try it and they’ll have a ball.” Along with operating the model trains the kids will get to partake in a bit of colouring and construct their own train out of cardboard. Each kid that drives the train is presented with their own junior train engineer certificate to take home. While they’re at it they may even pick up a thing or two on the history of freight trains in Canada. “They’re called model trains for a reason,” said Fleck. “We’re trying to model the real thing and try to operate

The locomotive even sports real lights that can be turned on and off as well as makes authentic train sounds with the push of a button. Examples of the club’s work can be found throughout the region. They are perhaps most well known for setting up the ever popular display at Belleville’s Quinte Mall every Christmas season. The club is made up of about 20 members who are willing to travel to different train shows in the area as well as do presentations at museums and schools. Fleck says the club is always looking for new members who share in their passion. The Napanee event, which is free, will run from 10 a.m. to 3 p.m. at the museum. Because there is no formal presentation, parents and kids are free to drop in at any time. The museum is located at 97 Thomas St E in Napanee.

Picturing Our Community

Elusive ‘tax fairness’ When it comes to property taxation in Greater Napanee, everyone seems to be in pursuit of ‘tax fairness’. Well, good luck with that. Now, we’re not saying that it isn’t worth the effort to seek out that perfect tax policy that will ‘treat every taxpayer’ fairly, but we should be under no illusions about how elusive that goal is. And, when ‘fairness’ generally equals ‘the system where I pay less in taxes’, a consensus will be equally elusive. At its meeting on Tuesday night, Greater Napanee council voted to stick with the status quo when it comes to the current tax differential between urban and rural ratepayers. The town’s tax policy deserves to be reviewed — it’s been in place for 15 years, and there are anomalies like the properties on Vanluven Road. That said, you can’t blame council for not being particularly eager to re-open this can of worms in hopes of striking that nebulous goal of ‘tax fairness’. It’s a target that’s very hard to hit. The thing is, even if we don’t factor in the urban-rural tax differential, there are a number of inherent inequalities in how taxes are charged to property owners. For instance, a home that’s situated on the waterfront will be charged more in property taxes than an identical home that’s landlocked in the same municipality, and nowhere near water. That’s because, undoubtedly, the waterfront property has a higher assessment than the landlocked property. Is the waterfront property putting more pressure on municipal services than the landlocked property, and therefore requiring to be charged more in taxes to pay for those services? No. While it might be argued that the property owner of the waterfront property has an ability to pay more in taxes than the owner of the landlocked property, since they were able to afford to purchase the more expensive home, chances are they’re paying more for the same amount of services as the owner of the landlocked home. Presumably, it’s this kind of situation that councillor Max Kaiser was considering when he brought forward a notice of motion to direct staff to “interact” with counterparts across the province in order to see some sort of reform of the property tax system in Ontario. It’s something that Greater Napanee Mayor Gord Schermerhorn has been talking about for some time. Is it realistic to expect that the province’s property tax system will be overhauled anytime soon? We don’t think so. What is possible, however, is for council to take up the suggestion put forward by some of its members and members of the public to take that long-term review, by a third party if necessary, to determine the closest approximation to ‘fair’ as they can. We hope this council won’t let it slide to the back burner indefinitely. The Napanee Beaver welcomes letters to the editor. Letters should be no more than 300 words, and all letters must be signed. Wendy Oakley speaks at the first-ever International Women’s Day event she organized at the Strathcona Paper Centre on Sunday. Oakley said she decided to spearhead the event when she realized there was nothing like it happening in Napanee to mark the occasion. She also said the event not only provided an opportunity for women to shop for various goods and services, but to come together to share stories and experiences, and to empower and strengthen each other. Oakley says that based on feedback from vendors and attendees, she is planning on holding the event again next year.

Farmland must be protected This spring will be remembered as the season of land use deliberations in Ontario. Four significant land use plans are under review and the process could have significant implications for Ontario farmers. The Ministry of Municipal Affairs and Housing recently announced a review of four provincial land use plans – The Growth Plan for the Greater Golden Horseshoe, the Greenbelt Plan, the Oak Ridges Moraine Conservation Plan and the Niagara Escarpment Plan. The four provincial land use plans under review are intended to manage growth, protect agricultural lands and the natural environment, reduce greenhouse gas

Through the review process, public consultations will be held to evaluate the plans, consider expansion of the Greenbelt, build transit friendly communities and support economic development. The Ontario Federation of Agriculture participated in an active consultation and advisory role 10 years ago when the first plans were implemented and will be actively involved in the review process. The OFA’s position

remains that farmland preservation is critical. With the average loss of 350 acres per day of agricultural land in Ontario, it’s never been more important to address policies to protect this prime resource. But along with preserving farmland we also need policies to ensure that farmland can be worked sustainably. The OFA encourages the government, policy makers and parties involved in the land use review to consider farmland from our perspective. Preserving farmland, our most strategic resource, preserves the tools necessary for sustainable farming and ensures a local food source.

Letter to the Editor

Community members pull together to rescue abandoned dog I first became aware there was a scruffy stray/feral dog in the Industrial Park area of Napanee when I read about it on the Quinte Lost Dog Network in mid February. I approached Linda Graham who was also concerned and learned the Humane Society and Animal Control had looked for it and a couple guys at Continental Conveyor were leaving food out for it. Different people had tried unsuccessfully to catch it. Even the tow truck driver from Pringle’s Ford had seen it all around but noone was able to gain its trust. I decided that a live trap would be the best solution, as no one was able to run fast enough to catch this poor dog. It was terrified and living in -20C to 30C windchill weather. So off to see Sue at Sandy Pines Wildlife Center for a live trap and once baited with meat and kibble I approached Napanee

Machine Welding about leaving the trap open during the day in their driveway, where I had sighted the dog. Then I took around a few posters in the area and learned that the dog had been seen coming and going for over a month throughout that whole area. In my heart I thought we were losing a battle between Mother Nature and a desperate dog. A few days after the trap had been set I received a call just before 7 a.m. from Doug Hurley at Tim’s Truck and Equipment. He and co-worker Casey Asselstine noticed the dog wandering just as they were getting to work and Casey, up for the challenge, jumped out of the truck and took chase — into a snowbank — where the dog’s short legs got stuck and Casey grabbed it. Unbelievable news: the dog was in Tim’s staff room waiting for pick up. The dog was covered in

a thick, long mat of hair and burs, which ultimately saved its life. It had the worst stench I have ever encountered in any animal, and the saddest overall appearance. Once leashed and relaxed in my arms we made our way to Linda at the Napanee Veterinary Hospital so the staff could do an examination and then clip off the old carpet. It was a morning long project but what emerged was amazing! Efforts have been unsuccessful to locate the owner. So for now, the dog is safe and doing well in a foster home while fundraising is underway to further veterinary care. For more info please contact Linda at 613-3541954. Our skyrocketing debt should come as no surprise What are you and I going to do in order to get our interests served —instead of ‘same old. same old’? Here’s what’s useless with the status quo: We traipse through the snow to follow the rules that our ancestors followed We place an ‘X’ in the same box they did. Then we sit around to see if those fancy campaign promises will change anything that we want changed. Nope! Better luck next time? Again, nope! (Even though we voted this time for TweedleDumb’s party instead of Tweedledumber’s.)

We’re still, mentally, in a box. That box becomes a prison. And, in time, a casket. In short, we put up with whatever happens to us that could be quite different, that could serve our interests instead of those of the banks and foreign corporations. I ask you: isn’t that what’s happening now? Aren’t the banks rolling in record ‘takes?’ Every bank CEO is taking home $10 million a year. For the record, that’s 10 times what was ‘taken’ 10 years ago.

OFA FROM PAGE 6 We will be taking our messages directly to government, providing insight, suggestions and a fair evaluation of the four land use plans. The OFA believes consistency across all four land use plans is vital. We need to see the implementation of fixed urban boundaries and higher urban density requirements as a key element in preserving farmland in areas surrounding the protected land. The OFA will be engaged in the upcoming public consultation period and encourages all OFA members in the greater Golden Horseshoe, Greenbelt, Niagara Escarpment and Oak Ridges regions to submit feedback on these land use plans. The 90-day public consultation period will include 12 regional town hall meetings and commenting through the Environmental Registry. The OFA’s own vice president, Keith Currie, has been appointed to the expert advisory panel for this land use plan review. Currie is one of six members on the panel, including former federal cabinet minister and former mayor of Toronto, David Crombie. We are encouraged to see the government undertake such a thorough review of these four plans. And we look forward to participating in such an important consultation process because of the significant implications for Ontario agriculture. Mark Reusser is a member of the OFA executive.

And the foreign oil companies don’t appear to be suffering. When Lee Raymond, the CEO of Exxon (that’s the biggest oil company in the world) retired a couple of years ago, he ‘took’ $398 million. Had to buy his own gold watch and golf clubs. How come our bank, the Bank of Canada, doesn't serve our interests anymore? I remember when it did. Starting in the late 1930s, we used our bank to create the money to employ everybody in Canada. It funded our war efforts,

helped the returning veterans, built a seaway for the Great Lakes, a highway across the country and provided health care for everyone, old age pensions and family allowances. Price inflation wasn’t serious and the country’s debt was easily managed. The money created was free of interest, or returned to the treasury. The chartered banks were controlled, regulated as to loan terms, interest charges and reserve requirements. Compare that prosperous era with the one since

1974. The average household is spending 50 per cent more than its income. Some pay 20 per cent interest. Nationally our aggregate debt including provincial and municipal is over $600 billion. The interest amounts to $5 a day for every Canadian. No wonder our finance ministers haven’t been able to balance a budget for nine years. They have been borrowing from the private banking system since 1974, paying interest and compounding the debt. A total of $1.1 Trillion of unnecessary

interest. What am I trying to do about this? I’m working with the Committee On Monetary and Economic Reform. We are suing the government for failing to use our bank to serve our interests. Our legal guide is Canada’s best constitutional lawyer. Space: the final frontier I spend a lot of time reading books set in far flung places of the earth. The ability to travel via an armchair (with the help of a good book) is one of the things I love most about reading. One place that I very rarely travel to is space. Space is something that I don’t normally like to think too much about — it’s just too daunting! I prefer to read about topics/characters/settings that are down to earth, pun intended. In the past couple months, however, I have read two very different books set in space. One that had me feeling a bit better about the final frontier (An Astronaut’s Guide To Life on Earth) and one that served as a reminder as to why space is completely terrifying (The Martian). An Astronaut’s Guide To Life On Earth, a memoir-meets-selfhelp book, is less about what going into space taught author Chris Hadfield than it is about how training as an astronaut

and preparing to go into space shaped his approach to just about everything in his life. The book is peppered with fun science facts, of course, plus many fascinating space travel stories but what really stands out is Hadfield’s perspective on work, family, Coles’ and personal ambition. Hadfield is extremely likeable: he’s practical, personable and selfdeprecating. Plus, his narration of the audiobook (which is how I read this title) is excellent. Rumour has it that the memoir is actually going to be made into a television show, a family comedy for ABC. If you read and loved An Astronaut’s Guide, note that Hadfield also has a newer book out, a ‘photo tour of Earth’ titled You Are Here: Around the World in 92 Minutes. One thing is for sure: Chris Hadfield has done a lot for

the space program and, at least for me, he has made the idea of space a lot less unnerving. The Martian, a novel by Andy Weir, quickly changed that. A six-person crew has made the third manned landing mission on Mars, but a severe wind Notes storm forces them to leave just a few days after their arrival rather than staying for the planned month. During the emergency evacuation one of them is killed in a freak accident… or so they think. The remaining crew members start their return to Earth but their fallen comrade Mark Watney isn’t actually dead. Now stranded, completely alone on Mars with no communications Watney faces a grim reality. The oxygen and water reclamation systems are functioning and will support him as

long as they keep working, but his habitat and equipment were only designed for a thirty day stay. More pressing, his food supply is limited to the rations left behind by the crew. Even if he can find a way to let NASA know he’s alive, physics tells him that a rescue mission won’t be able to get there before he succumbs to starvation. What follows is an extremely riveting survival thriller made of my nightmares. The Martian is being made into a movie due out in November and it will no doubt be a blockbuster. A trip through the pages of The Napanee Beaver 50 Years Ago March 17, 1965 n Napanee town council studied a two-point plan for financing a $50,000 water and sewage system to the Palace Road Imperial Oil complex. Four representatives from Imperial Oil were at the meeting when the issue was discussed. A proposed method of dealing with sewage effluent from the service centre with a direct line involving a gravity lift pumping process, which would service the Clarksville area (just north of the Napanee River), was presented to council by consulting engineer Campbell T. Smith. Smith said other systems were possible, but they would not service nearby homes. n Napanee police were investigating the theft of new Canadian maple leaf flags from public buildings in town. Police said that in the past week, three flags were removed from the public buildings in Napanee, and an attempt was made to take the flag at town hall. Police were investigating a rash of parkingmeter break-ins that week as well.

35 Years Ago March 12, 1980 n Irate South Fredericksburgh ratepayers converged on a township council meeting to outline a number of concerns they had with the township’s administration. Council had legal representation at the meeting. At times, the meeting involved some sparring between the township’s lawyer, Michael Carty, and the spokesperson for the ratepayers’ association, Johanne Bezaire, who was also a lawyer. In many instances, Carty stepped in to challenge some of the questions being asked, and to advise council not to attempt to answer them. n Some local fire officials advised area homeowners that they needed to be proactive in discovering any potential fire hazards in their homes. The comments came after five house fires had taken place in the Napanee area, two of which occurred in Camden East. The Camden East fire required the Newburgh station to be called. Napanee Fire Chief Tom Kimmett said calls from the public for advice on fire-prevention-related issues were welcome, and staff were available to conduct an inspection, if asked. “If people don’t ask for help, how far can we go? I can’t go around to 4,800 people and check every stove and basement.”

Innovative bluesman brings his act to Tamworth Carlos del Junco says the underrated harmonica can be capable of producing great music

A blues-based singer with impeccable talent on the harmonica will be performing in Tamworth later this month. Carlos del Junco will be performing at the Tamworth Legion on March 28. He will be singing and playing harmonica alongside Henry Heillig, on acoustic bass, and Eric St. Laurent on acoustic guitar. del Junco said he creates an “electric” harmonica sound, which can mimic a number of other instruments. “What I do when I perform is, it tends to be ‘electric’ if you will — electric being a handheld microphone plugged into a guitar can sound very much like an electric guitar, just the way it’s been amplified. So I do a lot of that with the trio. It can sound like anything from a saxophone to a trumpet to a clarinet to a violin to the bagpipes,” del Junco explained. time and say, ‘Wow, I had no idea that the harmonica was capable of making these sounds.’ Again, they say it sounds like a saxophone, or a trumpet, or a clarinet, or a violin,” he said. “There’s a real stigma about the harmonica. it’s just not really considered a serious instrument,” he added, explaining the complexity of the instrument. “It’s a lifetime commitment; it’s a labour of love. It’s passion. There’s endless things to study,” del Junco said. He has been studying the harmonica since he was a teenager and said he is constantly learning new techniques with the instrument and growing as a musician. “It’s just how it sounds. On top of that, he competed the 1993 Hohner World Harmonica Championship in Trossingen, Germany, winning two gold medals in both diatonic blues and diatonic jazz and has won a number of other Canadian music awards and titles. A photography seminar is being offered in Greater Napanee to teach business owners how to better promote their business through images. The Small Business Centre, the Prince Edward/Lennox and Addington Community Futures Development Corporation, and the Napanee and District Chamber of Commerce, have partnered to offer a winter series of free, educational workshops. The partners have added a photography ses-

sion this month, which is being offered at a small fee. For $25, vital photography skills can be learning during a full-day workshop with lessons from two professionals. Christopher Gentile is a commercial photographer in Prince Edward County, who also works out of Toronto, specializing in lighting techniques. Ruth Gangbar is a local food stylist who will be showing teaching how best to arrange products so they represent your company in an aesthetic and appealing manner. “Ruth and Christopher really exemplify the old

It’s all done with simple, easy-to-find props, and it’s really amazing,” said Sandy Abbott, of the Small Business Centre, in a press release. “A strong digital presence is important for all our small businesses. This workshop will help to provide an important skill to help businesses grow,” said Stephen Paul, director of community and development services for Lennox and Addington County, in a press release. “It’s really geared toward the business com-

munity,” said Kathy Medd, Chamber manager, in an interview with the Beaver. “Everybody has a digital camera but not everybody knows how to use that camera, as well as how to use lighting.” It’s a 9 a.m. to 4 p.m. workshop, which will be held in the Greater Napanee council chambers on March 31. There are 20 spaces available and already nine people have signed up. “Everything is done using natural light, so lighting is very important. We looked at a couple locations and we’re really pleased that council is allowing us access to the council chambers,” said Medd. “It’s an excellent opportunity for small businesses out there that are trying to

develop their brand, their story, and they can do that through the use of images. Those images can be used on their websites and in their marketing materials, and most importantly, perhaps, through their social media,” she added. Craig Desjardins, executive director of PELA CFDC, agreed with Medd, saying, “The skills development event is about providing accessible, hands-on training to assist businesses to better position themselves in the marketplace and ultimately increase sales.” The session was held in Picton last year and Medd said it was a great success and was attended by a variety of business owners there. “There was a really diverse mix of businesses,”

said Medd. “There was a cheese maker, an engraver, a winery, somebody that made soaps, a glass artists, somebody that did canned jams and jellies, an antique dealer, a baker, a clothing retailer, skin care sales rep, somebody that did upholstery, a jeweler, just a really neat mix of people.” Those attending the workshop will need a digital camera (preferably an SLR) with extra batteries, and are able to bring a laptop or a tripod, if desired. Attendees are also able to bring up to three samples of goods that represent their company to photograph that day. TAXES | Current policy ‘divides’ community, resident argues “It’s not going to help us if we hurry up and do something. I think we do need to see some legal advice and guidance to help us make choices and decisions and what things we need to look at. There are things that can be area-rated and things that can’t, for whatever reason, and I don’t feel that we have the knowledge, sitting around this table, without some legal advice… I would like to see this postponed, maybe even tabled, before we jump into it,” Kaiser said, before voting against Lucas’s motion. Council heard from three deputations pertaining to Lucas’s motion. They were made by Larry Holmes, of the Greater Napanee Rural Ratepayers Association, Hubert Hogle, and Dennis Mills. Holmes urged council to vote against Lucas’s motion and to hire a third party to conduct a study at a later time. “We have two requests for council: that council defeat Councillor Lucas’s motion, that has potential to arbitrarily increase rural taxes; that council not proceed with any discussion about alteration of a prevailing tax regime without first undertaking an objective, independent, professional third-party, cost of services study,” said Holmes during his deputa-

tion to council. He referred to council’s resolution 324/13, which was carried at a Sept. 10, 2013, meeting and said Lucas’s motion is “noncompliant” with that resolution. Hogle also referred to this during his deputation. “I’m here to collaborate with council in moving forward in a manner that is mutually equitable to both urban and rural residents by resolving the longstanding concerns, by some, over our municipal tax differentials,” Holmes added, which seemed to be the consensus by most residents in the room. Hogle said the difference between urban and rural tax rates is dividing Greater Napanee, and not for the better. “We have a divide in this community that pins neighbour against neighbour, region against region, councillor against councillor, and I ask you: how did we get there? How did we get to this position? Where we now have two classes of people in this town,” said Hogle, referring to those paying rural rates against those paying urban rates. He did agree that a study does need to be done in order to answer the questions brought forward by local residents and that it should be done by a third party. “One of our fellow residents, from Vanluven

Road, has approached this council several times over the last two years with a very simple question: ‘Why am I, and my neighbours, paying an urban tax rate for services I’m not receiving?’ Council has not been able to answer that question because you haven’t done the work that would specifically identify and give them the answers that they are looking for,” said Hogle. “I would remind you that the other levels of government, the school board and the county, have not gone with differentiated tax policies. They haven’t opened that Pandora’s Box and made it more complicated,” Hogle cautioned. Mills also talked about the divide in Greater Napanee, saying council is responsible for the lack of unity in the municipality. “I encourage each member to eliminate the walls of division and build bridges of unification. If this council does not develop a new culture of change that embraces inclusion and unity, it will become even more challenging and divided in the years to come,” said Mills, in his letter to council. “In the 2014 budget summary and tax policy, an official document distributed to all citizens, rural residents and are defined as living in Adolphustown, North Fredericksburgh, South Fredericksburg, and

Richmond. These townships ceased to exist 18 years ago and should not be referenced in official town documents. We are all residents of Greater Napanee and only when necessary should be identified as rural and urban districts,” the letter went on. Mill stated that the two-tier system is “unfair and inequitable,” and it “needs to be suspended as the first step in a comprehensive review.” Mayor Gord Schermerhorn said he is “disappointed” in how this issue has evolved. He also said he never thought of Greater Napanee as a ‘divided community’ and did not think other people felt that way, until Tuesday’s meeting. “I guess I just found out this evening, that there was such a divide,” said Schermerhorn. “First of all, that’s disappointing if that is true. Second of all, I’m certainly disappointed in some comments,” Schermerhorn said, relating not only to what had been said during Tuesday’s meeting, but also to the comments being brought to his attention over the past month since Lucas put forward his notice of motion. “Some of the comments this evening I take a little bit of offense to. We just got done with an election. If some of you think you’re so

A notice of motion has been put forward by Greater Napanee Ward 2 Councillor Max Kaiser stating property assessment and taxation needs to be evaluated at a provincial level. Kaiser put forward the notice of motion after Ward 5 Councillor Shaune Lucas’s notice of motion was defeated, which dealt with a review of municipal taxation. Kaiser said he feels taxation does need to be looked at but at the provincial level. “We need to challenge the province on the use of the MPAC formulas, as they exist as a basis for taxation. I think that’s clear that there are flaws there, regardless of how they get their values; I don’t think anybody is happy with it,” said Kaiser before putting forward his notice of motion. “I think there are flaws in the process, I think we all know it, I just think we

need to get the background happening, start the wheel in motion, so that maybe council’s across the province can then start lobbying against the province to change,” he added. Kaiser’s notice of motion is as follows: “Whereas general assessment seems a very flawed measurement of property values, And whereas it is there values that are used as a base for taxation, And whereas we have seen great dissatisfaction with taxation levels with regards to services returned, And further, I believe that there may be similar interest on this matter elsewhere in this province, but no obvious avenue to discover it. Therefore, I move: That council gives permission and enables Greater Napanee (staff) to interact with their counterparts across the province, or as they might in the course of other activities, with the goal of inspiring more, or possibly, all other

Alli Shelley competed in her first pageant in January and though she hasn’t been doing it for long, she has already won a number of titles. “She’s already participated and she won entry into finals,” said Alli’s

Some of the titles Alli has already won include: novice supreme, prettiest hair, runner-up for interview, first runnerup for outfit of choice, fourth for beauty, as well as placing in an online competition for beauty. The Miss Northern Ambassador 2015 competition is April 25. If Alli wins this title, she will be able to help raise money for children in need. In order to do so, Alli and her family are looking to sell sponsorship pages for the national pageant book. Nicole and Alli’s father, DJ, said funds from sponsorship will go toward programs such as horseback riding lessons and summer camp for children with disabilities and summer camp. The pageant has provided ongoing support to the Salvation Army Toy Mountain, the Sick Kids

Hospital, and the Carcinoid NeuroEndocrine Tumour Society of Canada (www.cnetscanada.org); some of the sponsorship dollars would go toward those causes. As an ambassador, Alli would help to promote these organizations as well as some of her own. Her father, DJ, said they plan to support the local Salvation Army and organize toy and food drives for kids. “She’ll do toy drives, online charity events, she has her own page on Facebook so she’ll host different charity events there. We’ll try to raise money and collect toys,” added Nicole. To support these charities, the pageant publishes contestant books, which are distributed across Canada and provided to every contestant. Nicole and DJ say they

want to sell as many local ads as possible for the book, not only to promote Allie, but also to help the causes and promote Greater Napanee. “We don’t have to sell sponsorship but we want to make one whole part about Allie and Napanee. So that’s what our goal is,” explained Nicole. “We’re also trying to promote our own town here by getting local businesses to participate because these booklets go all across Canada, so it would be good for tourism,” she added. Panthers lower the broom on Raiders Port Hope claims Empire B League Junior C title with 4-0 victory over Napanee in Game 4

t the very least, the Napanee Raiders can look back on the season and say they were on the ice when the 2015 Empire B Junior C League’s Tod Trophy was presented. Unfortunately for them, they weren’t the ones receiving it. Instead they had a front row seat as the Port Hope Panthers hoisted the cup following their 4-0 Game 4 victory Sunday night at the Strathcona Paper Centre. The win capped off a sweep for the Panthers and marked their first Empire B league championship in their 11 year history. For the Raiders just witnessing the presentation was a huge step forward for a club that failed to even qualify for the playoffs the two previous seasons. “Give credit to them, they’re a good team and they’re tough to play against,” said Raiders head coach Mike Hartwick. “They’re more experienced and all of them play the right way. Could we have done better? I think so. But ultimately they played better and more consistently.” In the series clinching match the Panthers played a very business-like game, dominating in all facets. Dylan Baxter got the visitors on the board 5:37 into the game with a power-play marker. Rory Milne doubled the lead with another power-play goal in the second and Dalton Lawrence all but sealed the win with a strike just 12 seconds into the third. Desperate for offense the Raiders pulled Cam Parr with five minutes to go in the game for a six-on-four power-play attack. The move didn’t pan out as Milne took control after the face-off and flipped the puck into the empty-net for a short-hand-

ed goal. Napanee’s scorers were left frustrated all night, registering just 18 shots and going 0-5 on the powerplay. Devan Tremblay earned the shutout. He was between the pipes for all four games, allowing just four goals in the entire series. “We had stretches in the series where we played well but we didn’t capitalize,” said Hartwick. “We never lead once in the series. Tough to play catch up all the time.” Game 4 aside, the Raiders did give the top ranked Panthers a run for much of the series. In Saturday’s Game 3 they fell behind 4-1 after two before staging an ill-fated comeback attempt to lose 4-3. Port Hope’s Dan Lagrois opened the scoring at the 13:11 mark of the first but Evan Brown responded three minutes later. The Panthers roared to life in the second, potting three unanswered goals. Napanee’s Josh Murphy and Brodie Butt scored in the final frame but the team couldn’t muster the all important tying goal. Tomo Mikuljan started the game, allowing all four goals through the first 30 minutes. Parr replaced him and stopped all 12 shots, earning the Game 4 start, his only start of the playoffs. Though this marked the first time the Panthers have ever claimed the Tod Trophy, the fact that they did it this year shouldn’t surprise anyone. They established themselves as the team to beat early in the season, jumping to the top of the standings in October where they never looked back. They went 318-1 on the year, head and shoulders above second place Napanee and Campbellford, who both went 2217-1. The Panthers will now represent the Empire

They’re looking to become the third team from this league, and first since the 2013 Picton Pirates, to win the allOntario Junior C crown. As for Napanee, they believe that come next March they could be in Port Hope’s position. “We’re still a very young team, we had two 20year-olds, a few 19-yearolds and the majority are 18-year-olds,” said Hartwick. “That team (Port Hope) down there is losing a bunch of guys (to age). Looking passed the results we had a lot of positives this year considering where we came from a couple of years ago.” Hartwick says a lot will happen over the summer months, such as players trying out for Junior A clubs or perhaps going away for college or university, that will play a role in which players come back. They do know for sure Brown, Troy Wylie and Keenan Murray will be

moving on due to age restrictions. Wylie played in 156 regular season games for the Raiders, scoring 20 goals and 22 assists. More important was his veteran leadership, which earned him assistant captain duties this season. Murray joined the team midway through last season and suited up for 25 games this year before injury cut his season short. He was the team's second best scorer this season, notching 19 goals and 24 assists. Brown joined the team late this year and was a bright spot in the playoffs, scoring two goals and adding an assist in six games. “We’re quite optimistic looking at the crop that could possibly be coming back,” said Hartwick. “That’s definitely a positive sign, but that being said there’s still a lot of variables up in the air.” The Raiders won’t wait long to start building next year’s roster, hosting their prospect camp April 18.

The Firelight Major Bantams keep running on solar power as they advanced to the Lakeshore Finals with a 4-0 shut out of Cobourg in the pivotal fifth game Sunday. Nelson Powers scored on the first shift of the game, set up by Campbell McEwen, and the boys never looked back adding three in the third for the victory. First, Powers won a battle on the back wall, and call-up Adam Burger fed Alex Brady in the slot. Kiel Benton scored twice- one an unassisted marker, and the other an empty netter, with the Stars two men short. Bailey Maracle was flawless in stopping all 27 shots he faced. Earlier, they scored a 32 win over Cobourg at the SPC in Game 3. The boys came out strong, outshooting their opponents 20-4 over the first two periods. As a Cougars’ penalty ended, Seth Foster put away a loose puck in the crease area, with help from Ryan McLay and Michael Lloyd. Their guests tied it up before McLay set up rearguard McEwen, who blasted a low shot past the goalie, for a powerplay marker. With six minutes left, the Stars buzzed around the net firing multiple shots before Benton found the mark. McLay and Powers earned helpers on the play.

Saturday in Cobourg was a back and forth battle with both teams enjoying leads during the game. Down a goal in the first, Cal Doyle rifled a drive that may have hit Powers as it sailed into the net. The Stars took a 2-1 lead in the second, as Burger onetimed a sensational pass from Powers on the backboards. The boys took a temporary lead on a goal by Lloyd with seven minutes remaining, but gave up a pair, one in the last 15 seconds, to lose 4-3. Burger and McLay tallied assists. n The Country Traditions Novice A Stars began their Lakeshore semifinal playoffs with Kingston on the weekend. Saturday, in Napanee, they were edged 3-2. After spotting Kingston a pair, Seth Rivers scored in the second, assisted by Zared Haller. Haller got his second of the afternoon, but Kingston would prevail 32, in a penalty filled match. Sunday, in Kingston, they again battled hard in a 3-1 loss to the Canadians. n The Major Atoms continued their Lakeshore semifinal facing Quinte West at the SPC. The Hawks opened the scoring late in the first, and added two more goals early in the second. The Stars were able to cut into the lead when Reid Lambert released a slap shot on a breakaway. In the third, the visitors were controlling the game, scoring a

pair of goals to take a 5-1 lead. With 8 minutes left, Ben Albright beat the defender to the net and fired a shot over the shoulder of the goaltender to again cut into the lead, but they fell 6-2. Assisting on the Stars’ goals were Quinton Pierce, Braden Bannon and Zach Slaven. On Sunday the Stars faced Whitby Blue on the road. The visitors applied pressure on Whitby's defence but were unable to score. The hosts broke the deadlock scoring in the first minute of the third. Whitby added a pair to win 3-0. With little time to recoup the Stars travelled to Quinte West on Monday. At the four minute mark, Logan Lalande was able to beat the Hawks goalie on the short side. The Stars continued controlling the opening period, but the Hawks got the equalizer with 13 seconds remaining. The Hawks took the lead on a flukey goal that slipped past goaltender Ryan Aldridge. The locals regrouped and tie it up when Albright tucked in a loose puck that was lying behind the sprawled out goaltender. The momentum was in favour of the Stars in the third, and the hosts just couldn’t hold off the pressure any longer when Ethan Martin scored with six minutes remaining. From there, the Stars team defence shut down the Hawks for a 3-2 win.
