SPWC faces funding crunch BY ADAM PRUDHOMME Staff Reporter

Decreased attendance at this year’s baby shower fundraiser has left Sandy Pines Wildlife Centre in dire financial straits. Soggy weather conditions seemed to deter many visitors from coming out to the event earlier this month, leaving the centre with less than half of what it typically raises from the open house event. That’s left the Napanee animal rehabilitation centre with just $55,000 of the $120,000 they need to do the groundwork for a new animal hospital. They’re appealing to the public to help combat the problem as they face the potential of becoming no longer sustainable. “We usually pull in about nearly $20,000 (from the baby shower), I think we reached about $10,000 this year, there’s a bit of a shortfall there,” said Sue Meech, founder and president of SPWC. “Donors have made it clear they’re willing to put up half a million dollars for the building but we have to get the preparation work done,” added Meech. “We have to do all the foundation, we have to do the septic system, the well, surveys and a lot of other expenses before we can get started on the main building.” Among the efforts to raise money is an upcoming golf tournament, set for this Sunday at Camden Braes Golf and Country Club.

Stone Mills Township

Council settles on e-voting plan BY SETH DUCHENE Editor

official at their regular meeting on Tuesday night, adopting a recommendation from new Chief Administrative Officer Bryan Brooks that would provide for the establishment of Internet-based ‘e-voting’ along with a traditional paper ballot option. Voters will be able to vote using paper ballots at one of three polling stations that

will be set up on voting day: one in Camden East, one in Centreville and one in Tamworth. The cost of the election will be higher than previous paper-ballot elections at a projected $39,000; a third-party e-voting contractor has not yet been selected. Council made the decision to move ahead with e-voting despite

the protestations of some local residents who urged the township to abandon e-voting and hold a traditional paper ballot election instead. That campaign against e-voting continued right up until moments before council voted on the issue.

VOTING FROM PAGE 1 Two council members — Doug Davison and John Wise, both from Ward 3 (Camden East) — opposed the adoption of e-voting in a recorded vote. All other council members voted to move ahead with e-voting. Davison suggested that the township wasn’t ready to make the switch to e-voting, and that the push towards electronic voting unexpectedly emerged from limited discussions relating to accessibility issues. “It’s very clear to me, through some of the correspondence that we’ve had, that we are not ready,” Davison told council. “In the remaining four months or whatever before the election, I don’t know if we’re going to get ready. There are too many questions that are unanswered with this.” Wise, meanwhile, asked

why council should move ahead with the more costly option of e-voting when claims that electronic voting increase voter turnout are dubious, and when concerns around the security of e-voting remain unresolved. “We simply have to look at the cost, and (whether evoting) will satisfy the general goal of greater democratic participation. It hasn’t in any other municipality that’s gone this route. So, why are we doubling our election costs to make no difference? It just doesn’t make sense to me,” Wise said. Wise also said, even without e-voting, non-residents who are entitled to vote in the municipal election could cast a ballot via a proxy vote, or the township could establish a mail-in ballot. Ultimately, however, none of those who originally

supported a by-law that would allow for electronic voting were willing to revisit the decision made last month, and all voted to adopt Brooks’ plan for e-voting in this year’s upcoming election. Ward 2 (Sheffield) Councillor Todd Steele said e-voting was the way of the future. He also challenged Wise’s assertion that e-voting wouldn’t bring more people to the polls. “I have read some information (from) municipalities in this province where, in some cases, voter turnout has gone up exponentially. I don’t expect that here, but I do expect voter turnout to increase as a result of electronic voting,” he told council. “Is it a foolish decision? Time will tell. But, honestly, as I sit here in this chair as a member of this council, I believe it’s the right thing to do. I think we’re giving people the opportunity,” Steele continued later. Reeve Doug Bearance made a similar argument, stating that e-voting would give all eligible voters — including those who live outside the township — a convenient way to cast a ballot. “I can tell you that, from my point of view, I think it’s a fairer system,” he said. Deputy-Reeve Eric Smith argued that, with the traditional paper ballot option still available to voters, fears about security should be alleviated. “If you’re not comfortable voting on your computer, you have the paper ballot to come to. I don’t know why

it’s scaring everybody away. We have the options out there,” Smith said. Although he ultimately voted for the new e-voting plan, Ward 1 (Newburgh) rep Kevin Wagar expressed concern over the cost, and wondered if the estimated $39,000 price tag was accurate. “It’s going to be way more than ($39,000). I’m not going to spend five more cents… than that $39,000 the CAO has said. Not five more cents. Under no circumstances,” he said. Before council voted, concerned resident Bryan Brown advised council that the electronic updating system for the voters list, maintained by the Municipal Property Assessment Corporation, featured loopholes that could compromise the integrity of the election and potentially leave the municipality open to court challenges in the future. He pointed out that the MPAC system was vulnerable to people creating fictitious voters, and could allow for “stuffing the ballot box.” He said that the online voting list update system does not require a signature, and since voting would take place away from a polling station, election officials wouldn’t be able to verify the identity of voters. Brown also provided council with several examples of how e-voting could be found to be in contravention of the Municipal Elections Act. He said that, if e-voting is challenged in the courts — even in another municipality in Ontario — the Stone Mills’ election could be overturned.

Founded by Meech 20 years ago, the centre helps about 2,500 animals a year who have been orphaned or injured, many which are on the endangered species list. They nurse them back to health with the intent to release them back into their natural habitat. Their services have grown over the years and, coupled with the closure of several other wild life centres in the province, they now service most of southeastern Ontario. Meech estimates that each admission they receive costs the centre about $100 in care. Their current set-up has served them well over the last 20 years but they have since outgrown their building. They are running out of room to house their patients and are at times forced to place predatory animals in with prey animals, though in separate cages. If a rabbit spots a hawk in the vicinity or vie versa in can cause undue stress on the recovering animals. They’re also limited on the space available to isolate diseased animals. “We’re working under a lot of pressure here,” said Meech. “Our building is old, it’s got a lot of mildew. Last year we had 25 swans and nowhere to put them. It’s very difficult for us to function in here. We have sometimes 10 people working in a small room with patients all the way around. It’s very difficult for us and it’s very difficult for the patients.” Donations to the centre can be made directly by visiting www.SandyPinesWildlife.org. They’re also appealing to any local business that specializes in well drilling, excavation, driveway/parking lot construction and septic placement and willing to donate services to e-mail info@sandypineswildlife.org. Tax receipts are available for donated services as well as monetary donations.

Dance added to annual Diabetes Walk event Third-ever fundraiser scheduled for May 31 Staff Reporter

Next weekend is the third annual John Grose Lennox and Addington Diabetes Walk and new this year is the first-ever John Grose fundraising dance party. The event starts at 10 a.m. on May 31 at Conservation Park. Participants can choose to walk, run, ride or dance their way through the event. “To attract a younger crowd and get them moving, we’ve added a new activity: The Strathcona Paper Dance Party with Rockin’ Rob. The Dance Party will start at the same time as the walk and finish at 11:30 am. Everyone who dances the entire (time) will have his or her name entered into a draw for a $100 cash prize. This event is open to all ages and will be held near the start line in Conservation Park,” explained Catherine Reynolds, Mission-Funding Coordinator for the Canadian Diabetes Association. “The John Grose L&A Diabetes one kilometre and 5km walk was started in 2012. Since then, it has raised more than $20,000

to help people affected by diabetes in Greater Napanee,” said Reynolds. All funds raised by this fundraiser are used locally to help prevent diabetes and treat those living with diabetes. This year the diabetes program at the Napanee Area Community Health Centre and the Canadian Diabetes Association have organized the event. “The walk was designed to help people get active, which remains our primary goal. This event has grown to include a silent auction and music. It is raising money and awareness for diabetes in a fun and social setting,” explained Reynolds. “With the community’s support, we are holding a great community event that will save lives. We are confident this family friendly activity will make a big difference in the lives of people with diabetes.” Diabetes affects one in four people and is one of the biggest health-care concerns in North America. In southeast Ontario, more than 31,000 people are living with diabetes and more than 369,000 are at risk of developing the disease,

according to the Canadian Diabetes Association. “Diabetes has become a health crisis in Canada and around the world. In Greater Napanee, diabetes and diabetes complications are a serious health problem. We know several thousand people have diabetes here and more than 10,000 people, who aren’t diagnosed, have one modifiable risk factor for diabetes. To address this issue, we are promoting the importance of healthy lifestyles including physical activity and proper nutrition,” said Reynolds. “Today, there are over nine million people living with diabetes or pre-diabetes in Canada. Pre-diabetes is a precursor to Type 2 Diabetes, where blood glucose levels are higher than normal but not high enough yet for an individual to be diagnosed with the disease. Alarmingly, these numbers are only continuing to grow. Canada’s aging population, increasing obesity rates, and sedentary lifestyles are contributing to this rise.” For more information, contact Reynolds at 613384-9374 or catherine.reynolds@diabetes.ca.

Strategy to be brought to council Tuesday

Town pushing ahead with new cultural plan BY ASHLEY ESPINOZA Staff Reporter

Information has been compiled from the three-day art, culture and heritage symposium in Greater Napanee last winter and a cultural implementation plan is being brought to the next council meeting for approval. There are five recommendations in the plan, explained James Timlin, General Manager of Community and Corporate Services for Greater Napanee. The first step is to develop stronger boards and create an advisory committee for the cultural plan. “We’re going to create an advisory committee that will be going out to the various organizations and discussing the plan and why it’s necessary to have a cultural plan in the community and to move it forward,” he explained. The second is to develop partnerships and collaborations that encourage community buy-in of the importance of culture, relationship building and mutual support. The third is to develop improved capabilities, including financial and operations. The fourth step is to evaluate the process of the changes before the final step: integrating culture in economic development activities. “The original goal was to identify what cultural assets are currently in Greater Napanee, what is lacking, and to try to

assist the existing organizations and their goals and objectives; and also to bring a focus to the benefits of culture in a community. It’s about a quality of life, when businesses look to locate in community they look at the quality for cultural assets. It’s no different if somebody is looking to live in Greater Napanee, they look at all these things too,” explained Timlin. “What we need to do is get strong and wide support for the cultural plan and the importance of it. We need to co-ordinate Greater Napanee’s arts, culture and heritage assets and have an ongoing communication with residents, business and tourism operators in our community.” Cultural plan findings will be presented to Greater Napanee council during a deputation on May 27. “We’ll be asking council to approve the cultural plan as well as the implementation plan,” said Timlin. Monthly meetings will take place in order to implement the cultural plan. The first meeting will be June 2 at 6 p.m. at the Waterfront River Pub and is open to the public. “We’re hoping that from the participants that come out that evening that some might be interested in volunteering their time for the advisory committee,” said Timlin. The cultural plan will be posted on the Greater Napanee website soon to be available for public access.

Picturing Our Community

History, used and abused Last week, we talked about how an American TV program was being quite creative in its depiction of one of Ontario and Canada’s founding fathers, John Graves Simcoe. Set during the Revolutionary War, the show Turn portrays Simcoe as a creepy, bloodthirsty character — something that isn’t exactly supported by what we know about the real Simcoe (but makes for entertaining historical fiction). It seems as though Hollywood isn’t the only place where people play free-and-loose with history in order to achieve a desired ‘spin’. Yesterday, Canadian historian Yves Frenette took the Stephen Harper-led federal government to task for its own handling of Canadian history with a piece published in the Canadian Journal of History, entitled ‘Conscripting Canada’s Past: The Harper Government and the Politics of Memory.’ Frenette’s take was that the Harper government has promoted a distorted depiction of major events in Canadian history like the War of 1812 and First World War for its own political benefit. “Britishness and militarism” were trumpeted. In the words of Frenette, “For Stephen Harper’s conservatives, it was the Liberal Party and its university allies, especially historians, who invented and then propagated the myths and symbols of contemporary Canadianness (UN peacekeeping missions, the Maple Leaf flag, bilingualism, multiculturalism, the Canadian Charter of Rights and Freedoms). To turn the tide and make Canadians more conscious of their British roots, conservatives have appealed to an imagined past that simplifies history, makes it fast and easy to consume, and presumes a country free of social distinctions, including those of race and class.” Frenette is also highly critical of the Harper government’s handling of resources on which professional historians rely, like the Library and Archives Canada (which was subject to cutbacks) and the long-form census (which was abandoned altogether). People can read Frenette’s piece for themselves, and take it for what it’s worth. It’s a challenging read. It’s also a reminder of how potent and contentious history can be. If a right-of-centre government can supposedly hijack history to create a more desirable historical viewpoint, so too can a left-of-centre government. That’s why it’s important to take a critical view of how historical events are portrayed — whether it’s in the media or by government. Our history does colour our present, and guides us as we move forward. One thing is certain — the debate over history can be as interesting and as compelling as the events themselves.

Slow down near fairgrounds The Lennox Agriculture Society Fairgrounds are a gift to our community. The park is a hub for baseball, jogging, dog-walking, cycling and numerous other activities. Let’s keep this park safe. Please, please, please

The Napanee Beaver welcomes letters to the editor. Letters should be no more than 300 words, and all letters must be signed. Send your letters to beaver@bellnet.ca, or to 72 Dundas St. E., Napanee, ON, K7R 1H9

— I implore anyone and everyone who is driving into the park to slow down. The entrance has a chain-link fence on the left-hand side, but the righthand side entrance is blind. Drivers cannot see if pedestrians are approaching and too many drivers are entering the park at break-neck speeds. This is an accident waiting to happen. You may be late for ball practice, or to meet-up with another dog-walker, but for God’s sake, slow down. There might be a kid on a bike, a dog on a leash – you can’t see, you don’t know. I think it’s a miracle no one has been gravely injured at that entrance. Michelle Hauser, Greater Napanee

Letter to the Editor

Hudak jobs plan doesn’t add up I’m not sure where Tim Hudak, leader of the Ontario Conservative Party, lives but it certainly isn’t in the communities I live and work in. Apparently, he has a plan to create one million jobs in eight years. Does he really think he has the power to do this? With the exception of small businesses which are frequently not able to expand beyond their current workforce without government subsidy, the private sector seems to have other aspirations. Larger corporations are bent on moving to other areas of the world where unions, decent wages and working conditions and employee protections don’t exist. If it was that easy to create jobs, presumably his approach or plan to do this would have been accomplished many decades ago by other leaders or parties. And I can’t figure out why, at the same time, he is slashing 100,000 public servants jobs. How is this beneficial to this province? These are the folks that work for us providing much needed services. There are bureaucrats at the top of the heap who are making, in my view, unjustifiable salaries, but the majority fall within the middle income earner category. We surely have seen enough of the results of unemployment, what it does to an individual and to that person’s family and to the community in which they live. After the severance package if there is one, and with no new position on the horizon, the unemployed man or woman moves on to EI (from federal coffers), and assuming still no job, when that runs out, this person is faced with Ontario Works or ODSP. Unemployment depletes self-esteem, leaving individuals feeling like failures, unable to support themselves and their families, unable to have any purchasing power which supports our economies both local and province-wide. Unemployment leads to increased incidence of alcoholism, depression, anxiety and drug-abuse of other kinds. I really fail to see the logic of slashing these jobs. No doubt there is dead wood in the public service as you might find with any employer, but the answer is to take steps to improve job performance and productivity or apply sanctions. The answer is not to take away so many people’s livelihood and leave them depleted financially and in spirit. I hope everyone who is eligible to vote gets out on June 12 to do so and I would encourage all voters to vote for someone with a reasonable and balanced approach to both the economic and human impacts of their policies and promises. Tim Hudak will not be on that list for me. Joanne McAlpine, Yarker

Dog’s abandonment is disgraceful To the person or persons who on May 5 at the intersection of County Rd. 1 West and Enviro Park Lane abandoned an innocent black and tan hound: how could a person who supposedly has a brain

do such a cruel and horrible thing? The poor dog is completely lost and afraid to come close enough to take food. He will probably starve or get hit by a car.

Do you know we have a great OSPCA in Napanee that could have helped you, if you did not want the dog or could not look after hime? It is a disgrace that there are people like you in our

society. I hope you lose much sleep at night after doing this inhumane thing to this poor animal. Lois Howie, Napanee

The Spragues’ Pipits Bird for Bucks am a bit of a traditionalist, even a bit reactionary when it comes to established routines, some would claim. I hate it when grocery stores change their shelf arrangement, and I have to search for my favourite brand of peanut butter. I am up most mornings at 4 a.m. to start my day, and in bed by 9 p.m. — every day with few exceptions. I have little use for the night life. So, what was I doing, with two other birders at the top of a hill at Picton’s Glenwood Cemetery in the darkness of night? I’m a birder, so I was listening for screech owls. We had no problem attracting the attention of three of the tiny eight-inch owls when we played a recording of their song. They responded nicely with their soft, tremulous whistle — certainly not a screeching sound by any stretch of the imagination. The responding screech owl filled a need as we were on a Birdathon and it was our duty to find as many species as we could during a 24-hour period, to raise funds for the Prince Edward Point Bird Observatory. Sponsorship of over $2,000 was riding on it. We are not advocates of luring birds in this way as it draws them off their nests to investi-

I

gate what they perceive to be an intruder in their territory. It is reserved only for rare occasions such as this and we try not to abuse it. So, we left quietly, for a brief encounter with a distant barred owl at nearby Macaulay Mountain. Our list was starting to grow. A slow drive along Army Reserve Road produced several whip-poor-wills. They don’t need encouragement. Woodcocks were twittering away, performing their spring nuptials and we listened intently for other sounds that the darkness of night might produce. A towhee there and a Wilson’s snipe winnowing somewhere over there. One has to be very sound oriented when doing a Birdathon if success is to be realized. We called it a night. By 4 a.m. we were back on the road again. We call ourselves the “Sprague’s Pipits” after the western terrestrial bird by the same name. We are not related to the best of my knowledge. Helping me this year on this endeavour in which I have taken part for 10 years were Kathy Felkar and Mike Burge, volunteers with the Prince Edward Point Bird Observatory. A new member of our team this year, and our “guest birder” for the 18th annual

Outdoor Rambles Spring Birding Festival was Nick Quickert of Trenton. Nick has had a life-long fascination with nature and birds. He is a long time participant in the Quinte area Christmas Bird Counts and has had a major role in the latest Ontario Breeding Bird Atlas with a total of nine squares in the Quinte area and cottage country. Nick has birded worldwide, travelling on six continents and seeing over 5,000 species. As this is being read, Nick is now in Alaska on yet another birding tour, so we are very appreciate that he was able to join us this year. It was a good day and we

found almost the entire complement of warblers including an uncommon cerulean warbler. We did poorly with the thrushes, but made up for it elsewhere. Wetlands at Kaiser Crossroad at Cressy, and along Jackson’s Falls Road near Milford and Wesley Acres Road at Bloomfield, produced shorebirds, but not as many as we had hoped. Still, we forged bravely ahead – a great egret along Old Milford Road, a black-billed cuckoo on Fry Road, a common loon at East Lake, a bluebird along Long Point Road, and chimney swifts above Picton. A drive along the town’s Main Street to pick up the pigeons and house sparrows — two species that we might otherwise overlook. There are other teams out there too in May, doing their bit to raise funds for the Observatory. For many years, there has been a friendly rivalry between our team and the team led by the bander in charge at the Bird Observatory. His team always ends up with one or two species more than us. In the end, it is not about winning - it is about doing the best you can, and letting an intimate knowledge of invisible sounds in the night, and sometimes fate, being the deciding fac-

tor in how well one does. We ended our 24-hour Birdathon with 139 species. We lament our failure in finding a sandhill crane or an upland sandpiper, despite both species having been seen the same day at reported locations. Part of it is about chance encounters. But, we found a lot of good stuff too, and the almost ghostly winnowing sounds of the screech owls was certainly a high point for me. That’s a lot of birds to tally in one day, when many new birders experience difficulty in barely reaching 100 species in an entire year, until they get some experience under their belt. The Birdathon in Prince Edward County is extremely well supported, and the collective effort by all those who took part will result in some $10,000 being generated for this important facility at Prince Edward Point. We thank all those who supported us. For more information on today’s topic, please e-mail tsprague@kos.net or phone 613 848-4549. 50 Years Ago May 20, 1964

Editor’s Note: This is the 12th of an ongoing series provided by L&A County to mark the municipality’s 150th anniversary. This article features excerpts from the minutes of county council meetings from 1900-1904. January 1900

n Talk of replacing the Canadian flag — which up to that point had been the ‘Red Ensign’, which featured the Union Jack in the top left-hand corner — met with some resistance at the Napanee Royal Canadian Legion Branch 137. The executive at the branch wrote to local MPs Douglas Alkenbrack and Rod Webb, urging them to fight any attempt to drop the Red Ensign. Prime Minister Lester B. Pearson caused a stir at the RCL’s national convention by suggesting that the flag needed to be updated. n An old graveyard located near Napanee became a subject of interest to archeologists and local history buffs. The remains of what were believed to be natives or early explorers were found during excavation for a new home on Palace Road. The archeological section of the Ontario Museum attended the site and excavated two human skeletons. The find was being closely watched by the Lennox and Addington County Historical Society.

35 Years Ago May 23, 1979 n Political newcomer Bill Vankoughnet did his part to keep the local federal riding in Progressive Conservative hands, defeating his nearest challenger Ron Vastokas of the Liberal Party by 6,000 votes. “I think it’s the trend toward more responsible government and local issues such as gun control, capital punishment and a tremendous anti-Trudeau feeling,” said Vankoughnet after being asked about his overwhelming victory. Vankoughnet’s win was part of a good night for the PCs across the country. For the first time since 1968, Canada would have a new prime minister in PC Leader Joe Clark, who led the Tories to a minority-government victory. n Some thieves used acetylene torches to gain entry to the safe at the Napanee department store, The Met, at the Napanee Mall. After getting the safe open, the culprits made off with about $10,000. The break-in was first discovered when the store manager opened up the premises in the morning. According to Napanee Police Chief Peter Cruji, the thieves also made use of tools in the store to break into the safe.

expressed the opinion that the present method of electing county councillors was not as beneficial as the method in use some six years ago. n A special committee of the county council stated the present mode of selecting councillors was preferable than under the law prior to 1896 and that “we have carefully gone over the names of the gentlemen comprising the said grand jury and we find that not one of them had ever served on this council board and in our opinion their experience in municipal matters was very limited.” June 1904 n Reference was made that Canada Portland Cement Company at Strathcona had closed down. n A motion was passed that the amounts expended by the municipalities for maintenance of the poor would not warrant the county erecting a House of Refuge. n The telephone in the court house was to be changed to a long distance instrument.

Greater Napanee council has mixed feelings on the idea that beer may be sold in local convenience stores in the future. Council received a letter from Ted Moroz, The Beer Store president, at its most recent regular meeting last week. Moroz’s letter stated why he feels allowing convenience stores to sell beer would hurt a community. While council found the letter to be somewhat biased, some councillors did find some truth in what Moroz was arguing. “It still makes beer more accessible

for the underage drinkers, and I’m not in favour of that. We know very well that they can get smokes anytime they want, they have access to that, but adding beer in convenience stores just adds to the problem,” said Ward 4 Councillor Bill Pierson. However, Ward 5 Councillor Shaune Lucas disagreed, stating if an establishment can sell cigarettes in a controlled way, then beer should not cause further problems. “If it’s good enough to sell cigarettes in corner stores, according to the province, then beer and spirits should also be sold there,” said Lucas. “We already have wine stores all over the places, we’ve got one right downtown. If we believe in free enter-

prise and responsible citizens and accountable businesses then I don’t see a problem with it, but that’s my personal opinion,” he continued. Deputy Mayor Roger Cole said he was still on the fence when it came to the issue. “I do have a concern in regards to the youth,” he said, stating accessibility may lead to more issues. Council moved to receive the letter from Moroz for information, which was opposed to beer being sold in convenience stores. Council did not vote or make a formal decision stating whether it is in favour or against the sale of beer in convenience stores in Greater Napanee.

NDCF hands out 2014 grants 10 local groups, agencies benefit from foundation contributions BY ASHLEY ESPINOZA Staff Reporter

Ten non-profit groups in Lennox and Addington County ranging from health services to community clubs have been selected as successful 2014 Napanee District Community Foundation grant recipients. Those organizations are: Tamworth District Lions Club, 640 Army Cadets, Red Cross Beaver Lake Swim Program, Newburgh-Camden Lions Club, Navy League of Canada L&A Branch, Hospice L&A, North Addington Education Centre, Napanee Salvation Army, L&A Addictions and Community Mental Health Services and the Centreville Fair. Over $26,000 is being distributed to the above organizations, the largest sum going to the North Addington Education Centre. A $4,000 grant is going to the school to contribute to the outdoor education program. Program staff said it will go toward canoes. “Having these canoes means that we can do canoe practice and safety skills prior to our trips at a lake just across the road from our school. Without the support from NDCF, we would be at least another two years before we could raise enough money,”

Students from North Addington Education Centre hold some of the canoes they purchased thanks to a grant from the Napanee and District Community Foundation this year. explained Sarah Sproule, teacher at NAEC. “Although we live in a small, rural community, having the support of programs like the NDCF allows our students to feel valued and important to a community at large. These canoes will provide avenues for learning and new experiences that otherwise would be very difficult to achieve.” This year, more than $40,000 in requests were made to the NDFC, which made cutting out nearly half of the worthy nonprofit organizations an extremely difficult decision to make. John Liggett, president of the NDFC said all applicants come before a board where projects were evalu-

We are always given such a variety of projects to fund — as much as we would like to fund them all, we cannot,” added Valerie

Watts, NDFC executive director. Established in 1987, the NDCF was created by an initial gift of $100,000 from the Hogarth Family. Since then, the foundation has invested more than $400,000 back into community projects, focusing on social services, culture, health, education and the environment. All recipients will be presented with their funding in June during the NDCF’s annual ‘Take it For Granted’ awards ceremony.

Rare conditions have Deseronto man looking for answers BY ASHLEY ESPINOZA Staff Reporter

have some answers. Though the conference is paid for with Canadian government funding, flights to and from the conference, as well as other financial implications for his family in the past few years as a result of the diseases, are not. A fundraising dance this weekend in Deseronto will help alleviate some of the financial burdens the Stevens’ family will face attending the conference. Mike, his wife Beth Fisher, and their two grandchildren who live with them, all plan to attend a conference in Ohio July 23-27, which is for people living with Batten Disease. “I didn’t even know the word ‘Batten’ existed until about two years ago,” said Fisher, sitting on the armrest of a large chair in her living room, where her husband sat, unable to rest his head from shaking uncontrollably. “That’s his Dystonia,” said Fisher, which is Stevens’ other disease. Dystonia, as Fisher described it, is similar to Parkinson’s in that it makes Stevens’ head constantly shake. “He has Dystonia, which is a side effect of the Batten disease but he was diagnosed with Dystonia before Batten. With that, his head shakes from the time he gets up until he goes to bed at night. They’ve tried everything but it doesn’t work. He’s had brain stimulation but they haven’t got that finetuned either,” said Fisher. Medications used to treat Parkinson’s have not been successful for Stevens.

STEVENS

Batten, on the other hand, affects his brain. “Basically, the waste isn’t going off his brain so his brain is dying and there’s no cure, it’s always fatal. There’s no treatment, no cure; it’s always fatal. He started showing symptoms about six or seven years ago,” said Fisher. At that time, Stevens was a long-distance truck driver and passed his driving and eye exams with flying colours. However, Fisher knew something was different with her husband and refused to give up until she found answers. “His eye started blinking really fast, so we took him to the eye doctor and everything was fine. And then his jaw started to drop, and that was the Dystonia kicking in I think, and a doctor gave him a CAT scan but nothing showed up,” she said. “It’s just been one misdiagnosis after another,

because they have to rule out all the things that are common first. We went to Toronto Western and they did every kind of test they could think of, he had MRIs and CAT scans and blood work and then they finally took a sample from under his arm and they sent it off to the United States for testing and that’s when it came back as Batten. His brain is dying and there’s nothing we can do for it.” Stevens, who is still an intelligent man on the inside, looks to some as if he is drunkenly impaired or has a developmental disability, which is the result of the disease working away at his brain. “It’s affected me completely. I can’t be motivated to do anything,” he said slowly and cautiously, working his words. “It’s horrifying to have.” Like his wife, he too had never heard of either of the diseases that have now taken over his life. “Mike’s had it for sixand-a-half-years that we know of and he can no longer drive. They took his driver’s license from him. He has to walk with a walker. He tires really easily and when you talk to him it sounds like he’s drunk and his balance is way off,” said Fisher. “I had never heard of it or anything,” explained Stevens. He has never met another person with Batten’s Disease, but he has met few with Dystonia. “Mike’s disease is really rare. Less than 50 adult people in the world have Batten disease,” said Fisher. “Adult forms are so rare; it’s rare with kids too. There are less than 500 kids in the world that have it.” Being so rare makes it an ‘orphaned’ disease, meaning there is little to no research on it, as well as next to no effective medications that can slow down, prevent or stop the disease. Fisher said going to the conference would allow Stevens to meet others living with Batten as well as doctors specializing in it. “In the conference you meet people with Batten and they have doctors and psychologists and other people there that have the disease so you get to be among other people that are going through what you’re going through,” said Fisher. Cedar View is a large supporter of this weekend’s fundraiser, providing catered food, DJing services and a week at a threebedroom cabin as a door prize. The event is being held this Saturday at the Deseronto Legion. The cost is $15 each and tickets for the cabin door prize are $10 each. Jr. Hawks can’t match Panthers’ firepower NDSS fades in KASSAA semifinals

BY ADAM PRUDHOMME Staff Reporter

aron Lyons briefly booted the NDSS Golden Hawks junior boys back into contention in the KASSAA semifinals against Regi, cutting the Panthers’ lead down to 17-10. That was as close as the visiting Golden Hawks would get in the must win game, falling 36-15. Lyons’ 35 yard penalty kick looked like it might jump start the visiting Golden Hawks to a spirited comeback with 14 minutes left in the game. It was short lived however as the Hawks bobbled the kick return, setting up another Panthers try. “That was a part in the game where we thought we were pushing still with some giddy up,” said Hawks head coach Jim McKinney. “That long try to make it 24-10 was a real

game, falling behind 12-0 halfway through the first half. Matt Bruinsma start-

ed the come back, punching in a try in the finale minute of the half which

Lyons converted. Lyons helped set up the try by leaping to block the ball as

a Regi player attempted to kick it down field. Napanee was able to recover the ball and win the ensuing scrum and cross the line. They didn’t add another try until the final minute of the game courtesy of Hayden Ford who managed to push through the Regi wall. McKinney praised the offensive play of Bruinsma and Ryan Cudd in the game, helping to keep it close late into the second. “The normal guys had their game, just as a team we didn’t tackle,” said McKinney. “Lots of hand tackles, not shoulder tackles.” The loss signalled the end of the road for the Hawks while the Panthers advance to the KASSAA finals to take on La Salle. That game will be held at Queen’s University’s Nixon Field on turf this afternoon. Napanee was the underdog heading into the match, going 1-3 in the regular season. They entered the playoffs as the fourth seed while the Panthers checked in as the top seed, winning three games with one tie.

Black Knights squeeze out semifinal win over Golden Hawks La Salle wins tight 12-5 game

converted try was the difference in Tuesday’s girls rugby KASSAA semifinal showdown as the home team La Salle Black Knights edged the NDSS Golden Hawks 12-5. With the win the Black Knights advance to tomorrow’s championship game against Regi while the Hawks’ season comes to an end. Napanee can take some solace in the fact that they not only gave the top seed a run for their money in the semifinals, but it was also a huge improvement on their first meeting when La Salle rolled to a 24-7 win. It is still a no doubt disappointing end for Napa-

A

nee, who seemed to just be hitting their stride at the right time of the year. While the semifinals were a bit nerve wracking, there was little suspense in their quarter-final match against Holy Cross as NDSS scored early and often in a 52-0 home win. Brittany Edwards and Erin Telford each scored three tries while Morgan Morris and Erica Barton had one each. Barton booted four converts while Kendra Lochhead added two. Though usually fierce rivals, the two clubs didn’t get a chance to see each other in the regular season. Napanee held the slight edge as the fourth seed while the Crusaders checked in as the fifth. Once the game started however it was clear the Hawks were the superior team. “We’ve had some great battles with Holy Cross

over the years but I knew they were in a bit of a rebuilding year,” said Hawks head coach Sean Dunleavy. Heading into the playoffs on a losing note after falling to La Salle to close out the season, Dunleavy challenged his players to bounce back with a better effort. “There was a lot of players that stepped up that I hadn’t seen what I’d been wanting to see from them,” added Dunleavy. “It was nice to have that game.” Putting the game out of reach was a welcome sight to the coach, but he was equally impressed to see them shutout their opponents. Holy Cross’ best chance to score came late in the first when they had the ball about 10 yards from the try line before Napanee recovered the ball and booted it out of their territory.

Adam Prudhomme-Staff

Erin Telford and the NDSS Golden Hawks were all over the Crusaders in the quarter-finals, but were limited to just one try in the semifinals. “Defense is something we try to pride ourselves on,” said Dunleavy. “Regi was able to put some points on us and La Salle as well. It was nice that we played

well defensively. (Holy Cross) tried some kicking on us and I was really pleased with how we reacted to that. We haven’t played too many teams

that have tried kicks on us. The zero always feels nice.” Napanee finished the year 3-2 in the regular season, losing only to the two finalist teams.

Erika Barton is a member of the NDSS girls rugby team. She has proven to be a scoring force in all aspects of the game, both kicking converts and running in trys. She played a big role in Thursday’s lopsided win over Holy Cross, scoring one try while kicking four through the uprights.

Napanee Outlaws rugby will return after sitting out last year, starting with a game in Lanark this Saturday. The senior men’s team featured many players who have graduated from the NDSS Golden Hawks program.

eloaded after last year’s hiatus, the Napanee Outlaws rugby team will make their season debut this Saturday on the road against the Lanark Highlanders. Coming off an 8-0-1

R

year, the Highlanders will be a tough test for the rebooted Outlaws right out of the gate. Mixing returning veterans with recent NDSS graduates, the Outlaws project as a young team with speed to burn. “Our forwards this year are have some great ball handling skills with new additions to the team Jordan Mills and Jeremy Martin, said the Outlaws’ Trevor Sager. “They’re the type of forward that can lower the shoulder and go through you or side step you and run a it down for

try. Also up and comer Angus MacLaughlin, he’s a big strong boy with lots of speed and a great rugby sense. Flanker Brennan Spencer and James McKinney will provide hard hits while the back line is young and fast with the likes of Kyle Copeland and Evan Morey-Lynch. “Mix them with veterans Ben Walden and Neal Wyatt and the Outlaws back line will be a threat to score every time they get the ball, added Sager. Napanee was unable to

field a team last year after a dip in registration forced them to sit out the year. The last time they did field a team was 2012 when they went 10-0 en route to an Eastern Ontario Rugby Union Division 1 championship. They were the first undefeated team.

The Napanee Merchants Express Senior Fastpitch ball club competed in their first tournament this past weekend in Woodstock, On., falling in the semifinals to eventual tournament champions from Shakespeare. Running out to a 4-0 start, the Express finally met their match against the tough Shakespeare Falcons. The Falcons pitcher kept the Express off balance all game, while the Falcon bats scored five runs in the second on their way to a 9-1 victory. The semifinal loss was a disappointing end to the tournament but the overall play from the weekend was quite satisfying. Prior to the loss Napanee was on a hot streak, going 3-0 in pool play, winning their division. The quarter-final match was against the highly touted Owen Sound Selects Junior team. The Express broke out with four runs in the first inning and never looked back ending up with

a 7-2 victory. Jordan MacDonald earned his second win of the tournament throwing a complete game five hitter. The first contest was against the Oshweken Redmen. The Express scored runs in innings two through five to build a 5-0 lead going into the sixth. MacDonald threw a complete game only allowing one run on six hits for the 5-1 win. Napanee kept it going in their second game, a 6-2 win over the Innerkip Expos. Again the Express received some excellent pitching from Ian Wallwork, who racked up eight Ks in four innings. MacDonald came in for relief the last two innings. Jamie Purdon went 2-for-3 and Kristian Knapp was 2-for-2 with a walk with five RBIs for the game. Game 3 pitted the Merchants Express against the Kitchener Selects. Again the Express received excellent pitching. This time from Josh Lockridge who had 13 strikeouts, no walks and only allowed a pair of

hits in a 5-1 win. The Napanee Merchants Express roster consists of many local players who have graduated through Softball Napanee’s minor programs. A few notables from the weekend included Nathan Moffat and Ben Tee who batted an impressive .444 and .429 respectively. Nathan Moffat and Knapp lead the team with five rbis each. The Merchants Express only committed one error over the entire weekend and finished with a team batting average of .276. The Napanee Merchants Express continue tournament play June 6 in Cobourg and the following weekend in Mitchell, On. Both of these tournaments are qualifiers for ISC World Championships to be held this August in Kitchener, On. The ISC Worlds will have the top players from Canada and around the world. ARIES (Mar 21/Apr 20) Aries, your thoughts are distant right now, almost as if you're living in a fantasy world. This is creatively beneficial but not so helpful for practical tasks. TAURUS (Apr 21/May 21) Taurus, if you're not careful, you could find yourself debating family and friends this week. Instead, try to sit back and listen rather than fostering debate. GEMINI (May 22/Jun 21) Gemini, a realization about what is really important to you instills a renewed sense of confidence this week. You will be focused on important things. CANCER (Jun 22/Jul 22) Cancer, if your finances seem like they are in a state of upheaval, it could be because you have not looked at everything in black and white just yet. Make some changes. LEO (Jul 23/Aug 23) You come on too strong sometimes, Leo. Those who know you best can handle this approach, but you can scare off potential new friends if you do not ease up. VIRGO (Aug 24/Sept 22) Be patient and do not demand too much of yourself during the next few days, Virgo. You need to keep your workload light; otherwise, you may get easily overwhelmed.

LIBRA (Sept 23/Oct 23) This is a time to discover the value of others, Libra. A willingness to try new things and delegate some responsibilities will free up your calendar. SCORPIO (Oct 24/Nov 22) Certain personalities don't always click, Scorpio. Don't feel the need to overcompensate for a strained relationship. Spend more time with those with whom you connect. SAGITTARIUS (Nov 23/Dec 21) Flexible thinking is key, Sagittarius, especially as you face a few new challenges this week. There are some opportunities to reconnect with family later in the week. CAPRICORN (Dec 22/Jan 20) A rush of activity fills your calendar and keeps your phone ringing off the hook, Capricorn. Your challenge will be separating the pressing events from others. AQUARIUS (Jan 21/Feb 18) Aquarius, paperwork has built up and requires more time than you had originally planned. There is no way to avoid this task, but a helper can make it move more quickly. PISCES (Feb 19/Mar 20) Moderation is your mantra for the week, Pisces. Do not let the pendulum swing too far in either direction.

Farmers’ Market comes to Yarker Editor

Starting in July, local residents will get a chance to pick up some local goods and produce, and support the local economy in the process. The first Farmers’ Market in Yarker will take place at 9 a.m. on July 5. After that, markets will be held every first and third Saturday of the month. According to one of the event’s organizers, local chef

Eric DePoe, the markets will take place in the parking lot of Riverside United Church. “I’ve always thought we ought to have a farmers’ market because there’s a lot of food grown locally, so why wouldn’t we? he said. “I don’t think were going to grow our economy by attracting folks from outside, we’re going to grow our economy by buying what we grow, what we produce. The market is being developed by a subcommittee from the church. “This is an opportunity for the

church to participate in a progressive, communityfocused project, said another organizer, Lynn Renaud, a member of the church. DePoe says they’re looking for a wide variety of vendors, from crafts to fruits and vegetables. Those interested in taking part in the market should contact Renaud at lynnmrenaud@hotmail.com. “I think it’s a great idea, and it’s a good thing for Yarker and the community, said DePoe.
