Abcann Global — the Napanee-based company that owns medical cannabis producer Abcann Medicinals — is going to make some history today. The firm begins trading on the TSX Venture Exchange today, something which apparently is a first for a Napaneebased company. “I’ve been asking around, and I don’t think any company that was founded in Napanee has ever gone public on the Toronto Stock Exchange,” said Abcann Founder and Executive Chairman Ken Clement in a telephone interview on Monday. Abcann’s move to become a publicly-traded company comes as the company also embarks on big expansion plans. Clement says that Abcann is on the verge of beginning construction on an expansion to double the size of their current facility on Van Luven Road, adding three new flowering rooms to the current two rooms. Also on the horizon is the construction of a new 150,000square-foot building that will feature 16 growing rooms. Clement said the project is expected to create about 300 jobs.

A good chunk of Conservation Park in Napanee became part of the Napanee River as water levels suddenly rose early Sunday afternoon — but as quickly as the park flooded, the waters receded. Quinte Conservation General Manager Terry Murphy said the most likely explanation for the sudden water level fluctuation on Sunday was the ‘seiche’ effect caused by high winds this weekend on Lake Ontario. “When you get extreme winds blowing from the west, it pushes all the water up the river, and then if the wind quits, it all goes back out again,” he said. He said the phenomenon isn’t unusual — the lower end of the Napanee River is known for its ‘tide’, which can cause sudden water level fluctuations — but current conditions make it much more noticeable.

“The whole system is higher than normal because of Lake Ontario,” said Murphy, referring to the fact that the great lake water level is unusually high, and is expected to rise another 15-20 over the short term. That means that rivers feeding into the lake are also higher than normal — and more prone to a pronounced seiche effect. “That’s the only explanation for any increase of levels and dropping again (quickly),” he said. “That happens all the time, but when the water is high and the winds are extreme, it makes it worse. There’s nothing else (that could cause that).” Murphy says it’s something to be aware of “at the lower end of any river connected to the Bay of Quinte or Lake Ontario.” Quinte Conservation issued a flood outlook statement on Monday for those living along the shores of Lake Ontario and the Bay of Quinte due to recent heavy rain and high winds.

Board slows pace of pupil accommodation reviews LDSB senior staff presents final recommendation for Yarker school closure, meeting pending BY SETH DUCHENE Editor

As the Yarker Family School moves one step closer to closing it doors, the possible closure Stone Mills’ four other schools along with Selby Public School is being pushed further into the future. At the same meeting that Limestone District School Board senior staff recommended the closure of the Yarker school, with its students being moved to Odessa Public School, board staff also indicated that it wouldn’t push ahead with any pupil accommodation review exercise for Newburgh Public School, Centreville Public School, Tamworth Elementary School, Enterprise Public School and Selby Public School for another two years. “Senior staff do not intend to bring forward any administrative reports to trustees concerning pupil accommodation review projects in 2017-2018 and 20182019,” LDSB Director of

Education Debra Rantz wrote trustees in a staff report presented to trustees at a school enrolment/school capacity committee meeting last Monday. She also indicated that, in the 2018-2019 school year, senior staff would review and update the school board’s long-term accommodation plan. That plan — developed by consulting firm Ameresco and presented to the board in 2016 — had identified all the Stone Mills schools plus Selby school for possible closure and consolidation. In a telephone interview Tuesday, Rantz said senior staff believed they would be stretched too thin to try to move forward with these projects along with a number of other initiatives taking place within the Limestone board. “We’re in the middle of developing a new strategic plan,” she said. “We’ve also just got approval to proceed to tender with our intermediate/senior secondary school, and given the proj-

ects that we have on the go, we want to make sure that we spend the amount of time required on analyzing each of the projects outlined in the LTAP. Senior staff just feels that it’s not appropriate to come forward without doing careful analysis and developing a ‘Limestone’ solution for going forward with those accommodation reviews.” She also said that the Ameresco LTAP represented a “resource report” and not a “road map”, and that the board is not bound to accept and implement its recommendations. One element of the Ameresco report the board is close to implementing, however, is the closure of the Yarker school. While senior staff have formally recommended that the JKto-Grade 4 school be closed

in their final report to trustees on the matter, the issue will be the subject of another meeting this coming Tuesday, where trustees will receive delegations regarding the proposed closure. While the presentations will be made to Limestone trustees at the Yarker school, observers can watch the proceeding at Odessa Public School. That meeting starts at 6 p.m. Trustees are expected to ultimately make the decision on the future of the Yarker Family School at their June 5 board meeting. That school’s proposed closure — along with the threatened closure of the remaining schools in Stone Mills and Selby — has been met with considerable public backlash. Those fighting to keep the schools open

have counted on the support of Stone Mills Township, which also commissioned its own consultants’ report detailing the negative impact those schools’ closures will have on the township. Stone Mills council has also appealed directly to Ontario Premier Kathleen Wynne, urging her to

impose a moratorium on all school closures in the province. Besides closing the five schools in Stone Mills along with Selby school, the Ameresco LTAP report also suggested redirecting Grade 7/8 students from those identified elementary schools to Napanee District Secondary School.

Council considers erecting kiosk for spent needles

ZONING BY-LAW AMENDMENT NOTICE OF PUBLIC MEETING The Council of the Corporation of the Town of Greater Napanee intends to consider a Zoning By-law Amendment to Zoning By-law 02-22 of the Town of Greater Napanee. Pursuant to Section 34(12) of the Planning Act (R.S.O. 1990), Council will hold a public meeting on June 13, 2017, to outline the content and effect of the Zoning By-law amendment, as well as showing the lands affected. All those interested are hereby invited to attend the public meeting and express their view on the Zoning By-law amendment. PURPOSE

NACHC presents idea to keep ‘sharps’ out of public spaces

Greater Napanee council is mulling the purchase of a needle deposit kiosk, one that would be placed outside the Napanee Area Community Health Centre. Speaking at last week’s council meeting, NACHC manager Anthony Moscar presented council with a request to purchase a $2,339 secure needle kiosk, which could be used at any time. ‘Sharps’ is slang for a used needle, which can cause infection if it pierces the skin. Council voted to receive the information and would look into the matter before reaching their final decision. “What we’re proposing is to have the outdoor bin where community members could drop sharps, for whatever their use is,” said Moscar. “It’s not specific for injections of drugs, it would be for medication as well.” Much of the cost of the bins lays in the fact that they are sturdy and virtually impossible to tamper with, similar to that of a steel mail box. Moscar cited the City of Kingston as an example of another municipality that

had purchased bins for a similar purpose. “We would take care of the maintenance and disposal of the needles,” added Moscar. “We are just looking for support (in purchasing) the actual bin itself.” Moscar says the request was prompted in part by a recent discovery of a large stash of used needles in an abandoned house. Town staff has also reported finding needles scattered in various green spaces. “Unfortunately there are drug users in the community,” said Stafford Murphy, Director of Operations with the Kingston Community Health Centre. “In an ideal world everybody would dispose of (needles) safely, but what we’re trying to do is reduce the risk of the drug use. It’s for the people who are collecting garbage, it’s for the park workers that are cutting grass and working in these areas, it’s the risk to the community that we’re really trying to address.” Currently the NACHC does accept used needles, but only during their working hours of 8 a.m. to 4 p.m. The bin would allow for their disposal at all times throughout the day.

The site is designated “Rural” in the Town of Greater Napanee Official Plan and is zoned “RU (Rural)” in Zoning By-law 02-22. The subject property would be rezoned to “C5 (Recreation Commercial)” to conform with the adjacent property occupied by the Pickerel Park camping resort. “I think it’s a wonderful idea, which I’d be happy to support,” said deputy-mayor Marg Isbester. “My big question is where would we find funding for it in our budget? ‘Mr. Wonderful’ bows out HE departure of prominent businessman and television personality Kevin O’Leary from the Conservative Party of Canada’s leadership might have been somewhat unexpected — after all, he was polling fairly well with the party grassroots, and was the most easilyrecognized of the leadership candidates — but in seeing him back out of the field, let’s just say it was probably for the best. His own refreshingly blunt assessment suggested that, as an anglophone with next to no French-speaking skills, he would be at a fatal disadvantage should he win the leadership and lead the CPC into the next federal election. You can’t argue with him there. While some might grumble that ‘language shouldn’t matter’, for simple practicality, it does matter. Quebec is a predominantly francophone province. Quebec has a lot of ridings. If a prime ministerial candidate can’t connect directly to residents in those riding in their own language, the likelihood of those ridings going Conservative drops significantly. It took a few months, but O’Leary came to the same realization. But while he was still garnering considerable support, particularly from the rank-and-file, during his leadership bid, other weaknesses became apparent. One was the fact that he was spending a lot of his time south of the border. When seeking to ultimately hold the most important office in Canada, it’s important to spend your time in Canada, and give voters the impression that you’re ‘all-in’ for Canada and Canadians. If you give the impression that you aren’t — well, ask failed Liberal Leader Michael Ignatieff how that storyline plays itself out. And, at times, O’Leary seemed to go out of his way to make himself appear than a less-than-serious candidate. His over-the-top pronouncements may have done him some good on TV, but they were found wanting on the leadership campaign trail. He called Prime Minister Justin Trudeau a “surfer dude.” He suggested the next election would be an “exorcism.” Really? One could be forgiven for believing that this kind of language would translate into electoral success after watching what happened in the recent U.S. election, but we’re skeptical it’d do much good in Canada — and we’re very skeptical it would do anything positive for political discourse in the country. And at no point did O’Leary seem less serious as a candidate than when he suggested, when asked about senate reform, that senate seats should be sold to the highest bidder. Even if proposed in jest — we hope it was proposed in jest — it suggests either profound cynicism or profound ignorance. O’Leary’s departure has been met with some disappointment from his backers in the CPC. Their disappointment should be short-lived. There are some worthy candidates still left in that race. O’Leary threw his support behind one of them in Maxime Bernier, the former cabinet minister and Quebec MP. Beyond his knack for grabbing the spotlight — something which undoubtedly benefitted the leadership race thus far — O’Leary was not the right person to try to lead the Conservatives back into government. With him now on the sidelines, Conservatives can have a serious look at more serious candidates.

Staff Picks: Everything, Everything Caitlyn Baker, a student page from the Napanee Branch of the County of L&A Libraries, recently enjoyed Everything, Everything by Nicola Yoon, a popular and award-winning Young Adult (YA) novel. “Published in 2015, this novel focuses on the extremely sheltered life of Madeline Whittier, and the moments that change everything,” says Caitlyn. “Madeline has a very rare, incurable disease known as Severe Combined Immunodeficiency (or SCID for short). Basically, she is allergic to the world and therefore cannot leave the confines of her home.

But when Olly Bright moves in next door, everything changes. A boy who dresses in all black and is really good at parkour, Olly is everything that Madeline has been missing. But she can’t leave her house, and isn’t supposed to have visitors, so how can they ever meet, let alone fall in love?

“I really enjoyed reading about Madeline and Olly falling in love. Nicola Yoon used prose, IM-ing, email, and drawings to tell Maddy’s story, which made for an altogether unique read. Both Madeline and Olly had their own problems, and some cropped up as their relationship continued to grow. This story was filled with romance and adventure, and had quite the surprise twist waiting at the end! “This book has been likened to Jennifer Niven’s All the Bright Places and John Green’s The Fault in Our Stars,” Caitlyn adds.

Behind the numbers of town budget Albert Einstein said that the hardest thing in the world to understand is income taxes. The second hardest must be municipal finance. The Beaver correctly reported last week that Greater Napanee's portion of residential taxes will increase 6.8 per cent in the rural area. However, when county and education taxes are added in, the overall increase is actually 3.4 per cent in the rural area and 0.5 per cent in the urban area. The Beaver also

reported that, on an average assessment of $235,266, rural residential taxes will increase $73.46 more than urban. However, those urban residential taxpayers will still pay $310.08 more than rural. Even when the tax policy phase-in is complete, in 2020, urban taxpayers will still pay a three per cent surcharge for sidewalks, streetlights and fire service. The relatively minor shifts resulting from tax policy changes will be dwarfed

by huge swings in assessment this year thanks to Municipal Property Assessment Corporation. For totally inexplicable reasons, MPAC increased farm assessments 24 per cent to 29 per cent and assessments in other classes had significant regional differences. MPAC representative, Bev Disney struggled to explain these trends when she addressed council last January. Farmers have every right to be angry. Some 129 assessment appeals have

been launched by Greater Napanee taxpayers. Is that clear? I thought not. Relativity is a whiz compared to this stuff. The good news is that both the town and county made a real effort to keep spending increases below historic levels. And, Greater Napanee residents should see some much needed road work done this year. For that we should thank council. Hubert Hogle Greater Napanee

Plant those trees If you enjoy the birds in the fall, remember this: now is the time to plant those mountain ash trees. Last fall, the berries on my dozen or so mountain ash brought in hundreds of birds. There were the exotic cedar

waxwings, then a flock of robins and starlings that seemed to get along together; all came to feed. Then you might plant a flowering crab not only for the small fruit that feed birds but for the beauty of its flowers.

I urge anyone that has a little space, to plant trees for the birds. One reason that is important came to mind from a nature program on television. You see, insects are diminishing and are birds as a result; it is all

Beginning in April, calls begin coming in to Sandy Pines reporting baby rabbits found abandoned. A trip through the pages of The Napanee Beaver 65 Years Ago April 30, 1952 ■ Thanks to the Napanee Lions Club sports committee, it appeared that competitive baseball would be coming back to town. The committee made arrangements to sponsor an ‘A’-level intermediate team that would compete in the Kingston City League. Team officials met informally with league officials, who were supportive in principle of having Napanee join the league; a formal application to the league was still required. The team had yet to name a head coach and a manager. ■ The ways-and-means committee of the Napanee Memorial Community arena held a well-attended meeting, where plans were formulated for various fundraising events to pay for the new recreational facility. Representatives from a number of local service clubs all participated on the committee. Many of those clubs and groups committed to holding their own fundraising events aimed at generating money for the new arena. Dr. A.E. Fyffe was acclaimed as the chair of the new committee.

35 Years Ago May 5, 1982 ■ Declining enrolment had Lennox and Addington County Board of Education Trustees mulling possible local school closures. All three Napanee-area elementary schools were shown to be under-capacity — The Prince Charles School had room for 773 students, but only 515 attending; Westdale Park had room for 525 students, but only 450 attending; H.H. Langford had room for 300 students, but only 200 attending. “We must look at it (closing of schools), although it is a painful situation,” said chairperson Jane Scott. ■ A University of Western Ontario genetics professor was warning residents living in northern Lennox and Addington about pending spraying for gypsy moth infestation. “I recommend pregnant women and young children definitely leave the area during spraying,” said Joseph Cummins, an associate professor at UWO. He said that high levels of the insecticide being used in the spraying program were shown to cause birth defects in animals. “It is presumed the levels when sprayed are lower,” he said, “but the public should be aware the material is a tetratogen.”

A lesson in Ontario’s cookbook history will be served up with a side of savoury dishes at the May 16 edition of Tuesday Night at The Museum. Hosted by the Lennox and Addington County Museum, the evening will feature a presentation by author and food historian Liz Driver as she delves into the history of cookbooks that were published in Ontario during the 19th century. As author of Culinary Landmarks: A Bibliography of Canadian Cookbooks, 1825-1949, Driver is an expert on recipes of the past. She’ll discuss how cooking has evolved over the decades and take a look at the broader picture as to how it related to the social and economic landscape of the time. Along with being a published author, Driver is also curator of the Campbell House Museum in Toronto. While Driver talks food, three local chefs will be on

Wildflower season in full bloom When Randy and I first bought our home nearly 27 years ago, we actually had a lawn and the lot was dotted with many mature trees. Over the years as the trees grew greatly and with wear and tear from kids and pets, the lawn slowly receded. Where once there had been a soft, green covering, there were now great, unsightly patches of dirt. Over several years, we tried heartily to repair and replace it but after many thwarted attempts at seeding and sodding, we threw in the towel and gave into the direction where Mother Nature was leading us. We filled in spaces with stone pathways and rock walls, replacing drab, brown, earthy patches with woodsy gardens and naturalized habitats. We planted, transplanted and planted some more. Greater Napanee Utilities will be flushing water mains and testing fire hydrants throughout the spring and summer season. This work may cause rust coloured water to appear from taps at or near the area of work. Chinese community seeks Greater Napanee as ‘sister city’ BY ADAM PRUDHOMME Staff Reporter

Turns out the Town of Greater Napanee may have a long lost twin, all the way on the other side of the world. Xingyi City, China has reached out to Greater Napanee council recently, expressing interest in ‘twinning’ with the town. According to town staff, this is the first step in a very formal process which could lead to some business opportunities down the road. “They appreciate formalities that we may take for granted,” Greater Napanee Chief Administrative Officer Raymond Callery explained to council during last week’s regular meeting. “What they’re requesting, from my understanding, is that they are interested in developing relationships with our community.” Callery says twinning with a municipality in another country is a com-

mon practice for Chinese businesses as they look to establish themselves in a foreign market. Council agreed to return a letter to the mayor of Xingyi City thanking them for their interest and agreeing to discuss a partnership in greater detail. Mayor Gord Schermerhorn also stated he’d be willing to meet with a Chinese delegation were they to visit Greater Napanee. According to a report by town staff, a successful partnership with their potential sister city could net an expansion of hundreds of local jobs within the next couple of years as well as an expanded tax base with new industrial construction. Located in China’s interior, Xingyi City is a mostly agricultural region with a population of 750,000. According to the town’s website, they currently have one sister city, located in Nappanee, Indiana.

Now’s the time to get prepared for an emergency — not after disaster strikes. That’s the message Greater Napanee Emergency Services is hoping to spread during next week’s annual Emergency Preparedness Week, which runs May 7-13. “It urges people to plan ahead in case of emergency or disaster,” said Randy Cook, public educator with GNES. “There’s three simple steps: know the risks, make a plan, get a kit.” Experts encourage families to put together a kit that will help sustain them for at least 72 hours in case of an emergency. Depending on the situation, emergency services may not be able to assist everyone right away, prompting the need for as many people as possible to be self-sufficient during that time. “We all know there can be power outages, ice storms and flooding, and making a plan would include how to communicate, and where to meet in case of closures and evacuations,” said Cook. “The plan would also include emergency contact information and who is responsible to perform what task; nutrition, warmth, fresh water and getting a kit.”

Items to include in a kit would be a manual can opener, canned foods, matches, crank powered flashlight, battery-operated radio, first aid kit, cash, water and any medications that family members would require. “Getting a kit can be very unique in that you would tailor it for your own needs,” said Cook. “In particular medications for certain family members, special needs for certain family members, pets or livestock supplies.” While many may feel an emergency is unlikely in these parts, Cook says Napanee’s proximity to Highway 401, CN and CP Ril lines and air traffic flying overhead to Trenton makes for potentially dangerous situations. An example of those hazards came in March, when a transport carrying fluorosilicic acid was involved in a collision of Hwy 401 near Gananoque. The roadway was closed for several hours while a cleanup crew was on hand to decontaminate the chemical spill while several motorists were rushed to an impromptu decontamination site and then the hospital. While uncommon, it can happen. “We can’t predict an emergency or disaster, but we can predict what we’ll need in case of one,” added Cook. Members of GNES will be visiting the community throughout next week to help spread the message of Emergency Preparedness Week.

Napanee’s Jessica Howie goes for bullseye at Nationals in NB Dart tournament fundraiser to be held Sunday BY SETH DUCHENE Editor

essica Howie is aiming for big things at the National Darts Federation of Canada youth championship in New Brunswick May 18-21. Howie’s been perfecting her sport over the past five years as a member of the Napanee Legion youth darts league. Now, the Napanee resident and Loyalist College student is setting her sights on the biggest prize of all. Howie’s journey to the national championship began earlier this year with

a win at the district level, then a first-place finish at the provincial finals in St. Catharines in March. She’ll be one of two representing Ontario, competing in the senior female category. While this is her second time competing at the national level, the competition in New Brunswick will represent a few ‘firsts’ for Howie — including her first trip out of Ontario, and her first trip on an airplane. While darts takes some good eye-hand co-ordination and steady aim, physical skills aren’t the only thing that’s required. “I’m good at my math skills,” says Howie, referring to darts’ countdown from 501 points to zero. “That’s kind of what keeps me ahead. I’m good at the breakdowns and thinking quickly.”

Howie says that she comes from a family of dart players, and she never has a shortage of opponents to practice with. However, she regularly competes in the Napanee youth dart league — originally set up by her uncle, Joe — which she says is a great opportunity to meet new friends and socialize. This Sunday, there will be a fundraising dart tournament at the Napanee Legion to support Howie on her trip to the Nationals. Cost is $20 per team, with registration from 10-10:45 a.m. The tournament will be an open doubles format. For more information call 613929-1352.
