Greater Napanee council voted to form an advisory committee to help determine how best to address and resolve the urban-rural taxation issue in the municipality. Council met at the South Fredericksburgh Community Hall on Tuesday to discuss taxation. A number of residents shared their concerns through deputations and written letters. Resident John Stinson — who said he had an “urban focus” on the issue — suggested council form a committee made up of rural and urban residents to help do some of the grunt work for council. “The report of the committee will be instrumental in helping town council develop the fairest possible solution to the taxation issue. This report should be an instrument to… help you do your job,” Stinson said. Charles Milne, representing the Greater Napanee Rural Ratepayers’ Association, said council needs to move forward with the issue and suggested a ‘cost of services’ study be done. “This process of ‘getting ready to get ready’ appears to be a stalling tactic of a council that is afraid to take leadership,” Milne said. “Rather than be concerned about the potential cost of a services study, the concern should more correctly be whether Greater Napanee could afford the cost of not doing a thorough and exhaustive study.” Mayor Gord Schermerhorn said he felt a committee was a good idea and suggested council support three rural residents and three urban to sit on the committee. Ward 1 Councillor Mike Schenk agreed, putting forth the following motion:

Ward 5 Councillor Shaune Lucas said the twotier taxation rate Greater Napanee currently supports is rare and causing great difficulty for the municipality. “What we’re doing at this municipality at this time, whether you like it or not, is unique within the province. We’re double taxing ourselves with the creation of another tax level and, whether you like it or not, that is the case and that’s the hardship that we’re experiencing,” said Lucas.

In regards to Schenk’s motion, Lucas suggested two rural and two urban residents be appointed to a committee, while the final two be picked from council one urban and one rural. He put forth that amendment to Schenk’s motion, but the motion was lost. Both Ward 4 Councillor Carol Harvey and Deputy Mayor Marg Isbester expressed concerns regarding Schenk’s suggested

timeline for the committee to present a report to council. “I am not in favour of taking until April 2016 because we have a problem and we have it now and we need to fix it,” said Harvey. Schenk said he is being realistic. He said by the time a committee is formed, public houses and committee meetings are held, and a report is drafted, it would likely take until spring 2016

to complete. Schermerhorn agreed. “If we rush this process, I’m really worried it’s not going to be done properly. I even hate to see any timeline put on it, personally. I know there are some people who would love to have it done before budget time but I don’t think that’s going to happen,” said Schermerhorn. Council carried Schenk’s motion and he put forth two

more motions building on his first, the first being that staff negotiate with “a qualified consultant with accounting and economic background,” and give an update to council at its next regular council meeting; and the second being that staff provide a draft budget at the next meeting regarding estimated cost and meeting location for the committee. Both motions were carried.

Staff directed to ‘strive for’ zero-increase budget BY ASHLEY ESPINOZA Staff Reporter

In preparation for the 2016 budget, Greater Napanee council has directed staff to “strive for” a zero per cent budget. At the Sept. 8 regular meeting, Ward 4 Councillor Carol Harvey put forth a notice of motion for “staff to limit the spending increase for the 2016 budget to zero per cent and direct staff to present options to achieve this.” She spoke to this motion during Tuesday’s regular meeting and later amended her motion to state, “strive for a zero per cent increase,” as suggested by other members of council. The amended motion was carried. “I don’t disagree with what you’re trying to do but it’s just the wording of it with ‘zero per cent’. If you want to direct staff to look at the options on how you can achieve a very minimal increase, a motion like that I have no problem supporting,” said Ward 1 Councillor Mike Schenk to Harvey on Tuesday. Ward 3 Councillor Roger Cole agreed with Schenk but cautioned that ordering a zero per cent increase might be unworkable. “I think it would be wonderful if we had zero per cent. I think we have wonderful staff, I really do, and I think they do a very capable job. When you make motions like this it gives the impression that we’re trying to tie their hands and I don’t want staff to feel that way,” said Cole. When asked what Harvey’s plan was in order to achieve a zero per cent increase, she couldn’t give direct examples on what should or should not be cut. “I would love to see a zero per cent increase,” said Deputy Mayor Marg Isbester, “But if I might ask Councillor Harvey a question… do you have some concrete ideas as to how we can do it, what would have to be cut, and how we could accomplish it?” “I don’t have concrete ideas but I think that discretionary expenses could be looked,” Harvey responded. “I’m not suggesting we cut and slash and I don’t think we should do anything to reduce the services to our residents, but I really do think there are enough discretionary expenses if staff chose to look at them. We may not be able to do zero and if we can’t, we can’t; but if we do the best we can to limit the budget increase and consequently limit the increase in taxes, I think we’re doing a good job for the taxpayers.” Schenk said he believes staff is already doing the best it can to keep taxes low. “I would hope that our senior staff and council do not have discretionary funds when they’re setting their budget,” he said. Harvey reiterated that taxes have been increasing too much and too quickly and council needs to act now. “In 2005, the operating budget was just under $11 million and in 2015 it was just over $18 million. To repeat, that increase is about 73 per cent, while the annual rate of inflation has gone up about 1.62 per cent per year, a total of 16 per cent,” said Harvey. Council set a budget meeting timeline, which is as follows: Oct. 27 will be for grant requests and public comment; Nov. 19 will see a major review of the budget; Dec. 3 will be for utilities and grant requests; Jan. 19, 2016, will deal with assessment and the operating budget; and finally Feb. 4 will deal with the capital budget.

In partnership with the County’s, One Book, One L&A Community Reads program, the gala will feature Kingston-based Humphreys, who is an award-winning author of four books of poetry, six novels, and two books of OCTOBER 3 BAZAAR Deseronto St. Vincent de Paul CWL bazaar, at Deseronto Legion hall from noon to 3 p.m. Tea, bake sale, white elephant tables. For the County’s One Book, One L&A program, Humphrey’s novel, The Evening Chorus, has been widely read by many local readers. “All members of our community have been urged to ‘get on the same page’ by reading Helen Humprehys’ latest novel The Evening Chorus. It was released in February and spent most of the summer as the most popularly checked out title at the local libraries. Helen, who is based in Kingston, also has a forthcoming non-fiction book,

to be published this fall, that focuses on the Napanee River,” explained Catherine Coles, library services manager, in a press release. “We know 156 people checked out (The Evening Chorus) from the library between June and September,” she added in an interview with the Beaver. Each year a novel is chosen for the One Book, One L&A community reads program and Coles said Humphreys’ The Evening Chorus was a perfect fit for the program this year.

“We want to showcase the best of Canadian literature though this program and Helen Humphreys is a highly-acclaimed, award-winning author that just so happened to have a newly-released book that coincided with the outset of the program year. Each year we would like the selected book/author to be a little bit different from last, illustrating the diversity of CanLit. Last year we invited Terry Fallis, who is a satirist and this year it seemed appropriate to choose a quiet, prose-driven literary read,”

Coles explained. Humphreys has received a lot of recognition and awards for her writing. In 2009, Humphreys was awarded the Harbourfront Festival Prize for literary excellence. Additionally, her novel Coventry was a finalist for the Trillium Book Award, a New York Times Editors’ Choice Award and a Globe and Mail Best Book of the Year Award. Her novel, The Lost Garden, was a Canada Reads selection in 2003 and a national bestseller. She received number one bestseller recognition

EDITORIAL

A connection to a distant past E were pleased to cover the opening of the new Upper Gap Park at the southern end of Greater Napanee this week, and for a few

W

reasons. First, and most obviously, is the fact that the park is a good idea from a purely practical standpoint. It’s an ideal location for the green space on what can be a pretty busy road, particularly during summer tourist season. However, the new park is unquestionably more important than simply being a spot for motorists to pull off to take a picture of Lake Ontario, eat a sandwich or check their mobile device. It’s a site that deserves to be commemorated and acknowledged. The fact that the site was used for hundreds of years by First Nations peoples will probably come as a surprise to many local residents. Although we reported on the archeological find way back in the mid-1990s, we doubt that it’s ‘common knowledge’ in this community. This new park will help to change that. The Loyalist Parkway — as the name would suggest — celebrates the history of that area. It was, after all, at nearby Adolphustown that some the foundations of what became Ontario were laid. We certainly acknowledge that history, and go to great lengths to celebrate it — and that’s as it should be. But in doing so, we have a natural tendency to assume that’s when this area’s history ‘began’, for lack of a better term. This, too, is understandable. We have the benefit of written records and accounts of the period to paint a fairly accurate picture of those Revolutionary War-period times. Before then? Not so much. The Upper Gap site, however, reminds us that this area has a history that came before the Loyalists, or before the French fur traders. That site was being used centuries before Europeans even knew the North American continent existed. Of course, that fact still has often contentious and controversial implications today, what with numerous aboriginal land claims in the process of being negotiated. It’s certainly not our intent or desire to delve into those issues here. However, the pre-European history of this area is as murky as it gets — even for those who may be descendents of those people who called this place home hundreds or thousands of years ago. Columnist Cliche gets it right I have always enjoyed Pierre Cliche’s columns because it is refreshing to find someone who actually believes in real freedom and democracy and not the Liberal version of control, deceit and the gross waste of hard-earned tax dollars. In response to the two articles castigating Mr. Cliche in the Sept 17 Beaver: of course there were seven years of deficit financing, because the Liberals and the NDP insisted that the government run a large deficit due to the worst world recession since the 1930s. They said they would bring the government down if they didn’t run this deficit. Do you actually think that this $50 billion-plus deficit could have been paid off quicker? If you do, you better apply for the prime minister’s job. To suggest that the Harper government cut $36 billion from medicare is a lie. Transfer payments to Ontario have increased by 88 per cent. Ontario will receive almost $20.4 billion in federal transfers this year alone. I don’t know if Mr. Cliche has a personal hatred for Premier Kathleen Wynne, but I

know I have complete contempt for the corrupt Dalton McGuinty/Wynne Liberals who have flushed our tax dollars down the toilet, and then went on an all-out attack to try and deceive us on how much they wasted on the infamous gas plants scandal. They tried to cover it up and then there was the sleazy Sudbury by-election scandal were they again tried to lie their way out of it. History has clearly showed us that everything the Liberals touch is a flagrant wasteful boondoggle topped with deceit. When Justin Trudeau castigates the Harper government for the loss of the 400,000 manufacturing jobs he should look to the real culprit: the Wynne government, who drove these jobs out of the province with their idiotic energy policies which have driven the price of electricity into the stratosphere. It’s idiotic because we don’t need the power, but they keep building solar and windmill plants and sell the power off at a huge loss. Brilliant. Dwight Hogg, Napanee.

We must live within our means Election day, Oct. 19, is still a long way off, yet the candidates for the Prime Minister’s job have already made promises that we cannot afford and that cannot be realistically delivered. This is as bad as it gets. It’s hard to imagine that the candidates think we believe the rubbish that is coming down the pipe to woo us into voting for one of them. Before you make a decision, I would like to provide you with some frightening information that should interest all of us if we truly care about the future of this country — the type that is seldom discussed but cannot be ignored. According to recent information, economists tell us we are in a ‘technical’ recession although a portion of the results show a slight increase in the gross domestic product of .5 per cent in June. I do not believe this is a real indication of how we are doing. From my point of view, the immediate future outlook continues to improve but not at as rapid a pace as we may have experienced in the past. This is not surprisingly as, if you look around at the global situation, you will see far too much destruction, too many dictatorships, wars, sickness, exoduses from various countries, and overall sharp decreases in financial results on world markets. We truly need to take a look at our good fortune and start to believe we are lucky to live in Canada. The complaining and negativity must end — especially in Ontario. We must aim to become more self-sufficient and avoid relying on others (mostly government institutions) for our well-being. This has to

come from within — a goal of ours to simply be more independent. Parents must be responsible for their children and stop relying on others to ‘pay the freight’; students must save for postsecondary education from the time they begin working, rather than expecting to get a free degree; people must stop trying to take from the rich to give to the poor — the rich are generally the people who own and run businesses that provide work for others, etc. I am n o t impressed w i t h Trudeau and M u l c a i r whose plans will turn us into a nanny state. Cheers T h e frightening information I was referring to earlier is the fact that Canada has a $690 billion debt that costs us $33 billion per year in interest alone. That is not all. Provinces, territories and reservations have a debt load of $582 billion costing us many more billions in interest charges. The total sum of all of this debt is $1,272,901,954,338 or $1.3 trillion. That is just plain reckless and irresponsible management that has been going on for over 50 years, but still continues to increase yearly. Try to imagine what could be done in this country if we did not have to pay these costs. A look at provincial performances to date show most

provinces are unable to meet budget objectives. Why? This will make matters even more calamitous. Unfortunately, it gets worse. These numbers do not include the debts being carried by all counties and municipalities across Canada. We are on a train wreck to oblivion unless someone takes the reins and starts to implement debt controls throughout the country, provinces, counties and municipalities. Some portion of this debt must be paid each year and yet no one is talking about debt reduction. I suggest you contact local & Jeers your political leaders and tell them to start acting responsibly and take a look at what really ails this country; to stop the giveaways. We need leadership and tough medicine sooner rather than later; common sense; and fewer fat cats feeding from the public trough. The time to act is now. Did you know that Ontario (the have-not Province) is, financially, the worst performing province in Canada, owing $290 billion and counting? Yet Premier Kathleen Wynne continues on her spending spree as if nothing is wrong, as if she actually has money to spend. I personally find this disgusting and irresponsible. Why do we allow

Kudos to ER I wish to express my deepest appreciation to the emergency room staff and support services. On Aug. 28 I attended Lennox and Addington County General Hospital with severe injuries as a result of a bicycle accident. I was attended by Dr. Barton and his team. From X-ray to examination, I was there an hour. On Sept. 3, I returned to the hospital, again examined by Dr. Barton and his staff. I received excellent care, by a well-trained team of professionals. This included X-ray staff and volunteers. On Sept. 6, I returned for follow-up care. At that time I was attended by Dr. Keith and her team of professionals, including x-ray. I say all this to acknowledge and support this Napanee hospital. Please, in these days of rising health costs and cuts, remember to support this local hospital. Encourage those who work and volunteer there. You or your family may find out as I did how vital this care can be. Thank you to all of you. Your professional caring treatment calmed me and met my needs. As a further result of this accident, I strongly recommend and support bicycle helmets. Please wear them. Tom Jamieson, Napanee

Although this column will not improve your spirits, it is written in the hopes that those in a dream world will face reality. We, the people of Canada, can do something to help fix this, and the time to start is now, before it is too late. We do not have to like our Prime Minister, we just need to elect the right one — and voting for the best looking one, the best storyteller or the most popular is not the answer. We need someone who takes this debt-load seriously and will try to improve the situation (as tough as this will be) — not someone who promises the moon, spends by borrowing money and will make an already critical situation much worse. So far, jeers to all candidates who make promises we cannot afford just to get elected. I, for one, no longer want to give them free rein over the money I have taken a lifetime to save in the hopes that I have enough to live comfortably until the end of my days. I make it a point not to comment on other people’s opinions, since we are lucky enough to live in a country where everyone is entitled to their own opinions but in this case I will make an exception. In the Sept. 17 Beaver, Anita Jansman wrote that I personally hate Kathleen Wynne. I do not know Ms. Wynne personally, nor do I like, dislike, or hate her — and want to set the record straight on that point.

n Local Progressive Conservatives were hoping a little star power would get their campaign off on the right foot. Former Minister of Labour and Oshawaarea PC MP Michael Starr was to be the keynote speaker at the PCs’ Prince EdwardLennox nomination meeting. The Liberals, meanwhile, were counting on the same thing. For their nomination meeting, federal Agriculture Minister Harry Hays would be the guest speaker. Both events were scheduled to take place at the NDSS auditorium. n The Napanee Collegiate Institute Board tried — and failed — to secure Lennox and Addington County council support for a $650,000 debenture to help pay for renovations at the high school. Some county councillors said they needed to see more details on the project before they signed off with support. Reeve Edgar Salsbury of Camden East Township said that it was unfair for the board to come to council and demand that approval be given right away for a project none of the county councillors knew much about.

n As Napanee council members were mulling whether or not to let their names stand for re-election, at least one Napanee resident was hoping none of them would be back. An Ontario Street resident, Tom McFarland, had complained to the town about the growth of weeds on town property near his own property. He told council that he’d complained for weeks and got lots of promises, but no action. “Please get rid of this council,” he said. “I know it’s hard to operate the town, but gracious sakes alive, they can’t even start on time (at the council meetings),” he told the Beaver. n Ontario Liberal Leader Dr. Stuart Smith was in Napanee to rally party faithful at a fundraising dinner. He said that while the ruling Progressive Conservatives were stuck in the past, the Liberals were the party that was looking to the future. He also said that too many young families were moving out of Ontario to western Canada, following opportunities there. “Ontario’s greatest export to western Canada is the young people,” he said.

Scarecrow Festival returns to downtown Several fall-themed family events planned

REATER Napanee will once again celebrate the harvest season when it hosts the annual Downtown Scarecrow Festival Oct. 3 in the Market Square. Running from 9 a.m. to 2 p.m., the outdoor event will feature fall-themed activities for the whole family. “We’re going to have three main components taking place in the Market Square,” said Kathy Medd, Napanee BIA manager and one of the event organizers. “We’re going to have a children’s fun zone, organized by the BIA. The Greater Napanee Home Town Market will be looking after the vendor market. Then we will have 4-H, they’ll have some fun displays.” This year marks the 100th anniversary of the 4H club and they will be holding a special display to celebrate the milestone. They’ll demonstrate how they prepare their cows for county fair shows as well as hosting a bake sale. In the children’s fun zone there, will be games,

an adult-friendly mega slide, crafts and pumpkin carving. Prizes will be awarded to the top-three pumpkin carvings, as voted on by a panel of judges. Expert pumpkin carvers will be on hand to offer some tips as well. Once again, kids will have a chance to dress like a scarecrow for some fun photo ops by donning some of the costumes that will be on hand. To help cover the festival’s operating costs, some of the activities will require a small fee. “It’s really going to be a day for families to celebrate the rural scene in our community,” added Medd. Local businesses will get into the act by hosting a ‘Spot the Scarecrow’ contest. Starting the weekend of the festival and running through the month of October, downtown shoppers can keep an eye out for a scarecrow inside local shops. When they spot one, they can make note and e-mail NapaneeBIA@Bellnet.ca reporting where they saw it and when. Once they do so they’ll be entered into a draw for one of four $50 gift certificates for the downtown core. Local businesses will also be taking part in a

friendly decorating challenge, seeing which businesses can create the best autumn-themed display. Judges will select the best display and award that business owner a $200 credit towards a sponsorship ad with the BIA. The festival won’t be contained to just the Market Square as events will be taking place at the Lennox and Addington County Museum from 11 a.m. to 1 p.m. While there kids will have a chance to create their own acorn necklace using wool roving donated by Topsy Farms. In advance of the festival the town has already began decorating, setting up scarecrow and autumn themed displays throughout the downtown. This will mark the eight year for the festival, which was launched with the intent of attracting people to the downtown and help fill the void between summer and the Christmas shopping season. It has since become a staple in the town. “We’re looking forward to good weather and celebrating everything that’s wonderful about this time of the season,” added Medd.

Budding Napanee Civitan club on cusp of securing charter Beaver Staff

A successful summer of fundraising and recruiting has the Napanee Civitan Club on the verge of becoming chartered. Club spokesperson Mark Larabie said the club, which launched last March, is nearing the 25-30 members it needs to become a chartered club. Though they were still busy laying the ground work for the club, its members have been busy helping out in the community. On

Oct. 3 they will be holding a fundraising barbecue in the Metro parking lot, with proceeds going towards Lennox and Addington’s Interval House. The barbecue will run from 10 a.m. to 2 p.m. Later next month on Oct. 29, the club will be hosting an open house at the Napanee Legion starting at 7:30 p.m. The meeting is open to all members of the public looking for more information on the charitable club as well as a proposed Junior Civitan Club which will be launching later this year.

For fans of The Evening Chorus T he Evening Chorus by Helen Humphreys, our ‘One Book, One L&A’ community read selection for 2015, has been the highest circulating book at the library this past summer. If you have read and enjoyed the book, you may be interested in other books that explore similar themes. We have outlined these themes and book suggestions in a The Evening Chorus reading map, which you can pick up at your local branch. Here’s a summary. Civilian perspectives of the Second World War: Two of the most popular books in the past year share this theme with The Evening Chorus: Pulitzer Winner All the Light We Cannot See by Anthony Doerr and The Nightingale by Kristin Hannah. Three new artists added to Loyalist Studio Tour BY ASHLEY ESPINOZA Staff Reporter

This weekend marks the fourth annual Loyalist Studio Tour in Bath and with three new artists it’s an event art buffs won’t want to miss. The artisan tour has added two more house stops and three new artists, making it a seven-house, 12artist event. Organizer and artist, Wendy White, said it takes about an hour to complete the tour but people are welcome to take their time and visit with the artists over the weekend. The tour will take place Saturday and Sunday from 11 a.m. to 4 p.m. It’s a self-

guided tour to a number of artists’ homes on Compton Court and Nicholson Point Road. Each year, organizers plan the tour for the same weekend as Greater Napanee’s culture days in order to tie in their event with those in town, making culture days a region-wide celebration. “We only open our doors once a year to the public and I think there are only three people on the tour that show their work anywhere else. So if you don’t come here (this) weekend, you won’t see our work. That makes it really unique,” said White. “(Art) is what moves you; you do your own sketches and you make your own work. We live in a very interesting area; it’s

very creative to start with, with the conservation area on one side of you and the lake on the other side.” The first stop on the tour is at 20 Compton Crt., where three artists will be located. Nelson Freedman, who has been involved in the artisan tour since the beginning, is a wood turner who also makes wood sculptures. Lelitia Hasson, a beeswax chandler and another returning artist, will be joining Freedman with a number of unique, handmade, beeswax candles. Photographer Chris Brooks is a new addition to the tour. The next stop is at 190 Nicholson Point Rd. at John and Grace Palmer’s home. John turns wood into life like birds and a Grace is a painter. The third stop on the tour is at 202 Nicholson at Debbie Ovens’ home. Her

Old World Faux Art, which is a unique and original form of art. “They’re canvasses that she does but she uses things like printed napkins and things like that and she imposes the print over it and then she adds lots of embellishments with paint, like crackling and antique glazes. They’re so unique; I’ve never ever seen it anywhere else,” said White. Carola Bonfim Lima is a canvas artist who will be joining Ovens. She does pencil ink, watercolour and oil painting. Originally from Vancouver, Bonfim Lima brings fresh perspective to the tour with unique sailboat and west coast inspiration. Next stop is at White’s house at 266 Nicholson Point Rd.. She will be displaying her stained glass and garden art. “I’ve expanded a bit this year, I

have mosaic so I have tables and trivets and I’m also doing some cement work,” White added. Stop number five is a new artist and a new house stop on the tour; Liz Truelove is at 282 Nicholson Point Rd. She is a weaver who makes jackets, shawls and mitts. “She also is a spinner and knitter and she dyes her own material,” White added. The next stop is at 290 Nicholson Point Rd., at Shirley and Bill Ovens’ home. “Shirley is a painter but she also crochets purses and does hand painting on glass. Her husband is joining her and he does embroidery. They’ve been in the tour since day one,” White said. The last stop on the tour is a new one at 310 Nicholson with a new participating artist, Keith Collins. He makes segmented bowls,

lamps and tables. “Keith has always lived on the point, he is a contractor by trade. Once he retired he started working with wood in his shop… He’s puts together many different kinds of wood before he turns the bowl so it has layers of different colours but they’re not different colours, they’re different makes of wood. It’s very, very interesting. He also does tables and lamps by turning the bases,” White said. The artists are located just west of Amherstview. To participate this weekend, take Bath Road to Edgewood Road, which turns into Nicholson Point Road. The first stop is on Compton Court, which is the very first street off Bath Road. The tour will be well marked and maps will be available at each participating home on the tour.

Amherst Island farm participates in wool campaign Staff Reporter

In participation with The Prince of Wales’ Campaign for Wool, local Amherst Island’s Topsy Farms owners have been asked to participate in a wool pop-up shop in Toronto for the next couple weeks. Topsy Farms has partnered with Holt Renfrew for the initiative and have queen-sized wool blankets and adult wool mittens for sale for the occasion. Campaign for Wool is one of the Prince of Wales’ charities and Prince Charles has spoken highly of the campaign and the importance of supporting local farmers. The Campaign for Wool is run in 12 countries and raises awareness about the unique, natural and sustainable benefits offered by

wool. The campaign, and the second annual Canadian Wool Week takes place from Sept. 19-27, with celebrations at the Royal Ontario Museum in Toronto and at Ogilvy in Montréal. Topsy Farm’s product at Holt Renfrew and Ogilvy will be available throughout Wool Week. Sally Bowen, of Topsy Farms, shared her excitement with The Napanee Beaver about being asked to participate in the campaign, as well as the importance of processing wool with care and love in order to achieve the highest standard of product. “My impression is that Prince Charles has a sincere commitment to the values; it’s equivalent to The 100 Mile Diet and buying locally. To get yourself ready for the fall season in your home, here are some helpful tips to make your home feel cozy for the next few months as we take cover in our homes. Put away the linens and jute, and bright summer colours, for warmer, luxurious materials such as wool, velvet, faux fur and cashmere. Create vignettes that layer contrast, texture and materials. Think beyond the bedroom with your fabrics. Textiles underfoot can easily be changed out for the season as well. Go from a flat-weave to something that’s a bit more plush. It will dramatically change the look of your room. Throws, heavy drapes, and glittery metals all add visual warmth to your room. They convey a rich sense of luxury during the fall and winter months. Metallics, whether they are rich burnished gold, patinated mirror or copper will give you that warm feeling. Add physical warmth to your home too, with burning fires in the hearth or woodstove. Don’t neglect the outdoors, when guests come over, grab some blankets and get a blaze going in a backyard fire pit. Candles are a fall essential. They cast a glow that warms one inside and out. Design Time arrive. In fall, switch to a spicier, citrus-based or more musky aroma. Grey is still popular as an interior neutral, but instead of paring it with pops of colour, try layering it with charcoal, light grey, or something with a hint of silver and gold. There’s richness to the tonality of colour. Play musical chairs in your interior. If you’re not using one of your rooms, then chances are the furniture plan is of. To check whether the layout is working, ask yourself these questions: Does the room look good? Does it seem balanced, in that nothing overwhelms the room? Is there a surface within reach of most chairs? When you sit on the sofa or chairs, do you have a nice view? Try rearranging some pieces to get a better flow to your room and give it a more inviting feel. Even changing around the pieces, gives you a fresh new look for fall. You need to wash your windows more than just during the spring cleanup. The best way to freshen up a room is to remove the grime and let the sun shine in. Start with vacuuming the sills, screens and window frames with a dust brush. Then clean the windows with a squeegee with a sponge attachment dipped in a warm bucket of soapy water. Remove any remaining water on the edges of the window with a damp, wrung-out chamois. Amazingly, cleaning your windows will let so much more light into your rooms. As natural light is important, so is indoor

lighting in our homes. Getting the right mix of fixtures and the right output of light is one of the most important elements of decorating. A beautiful room can turn ugly in too harsh light and daily tasks lights can be hard to complete in rooms that are too dark. Factor in a lack of natural daylight that comes with shorter days, and indoor lighting is all the more essential. There are two ways to solve lighting issues. Install dimmers everywhere. Easy and not expensive to install, dimmers allow you to moderate the brightness so that a dining room can be bright enough to complete a school project but dim enough to host a cozy dinner party. The second way to transform a room is by buying the right light bulb. Bulbs now come in a variety of shades- some bright white, some with a bluer or a yellow cast. Each of these colours has a temperature rating measured in degrees Kelvin. The lower the Kelvin number (between 2700K and 3000K), the more yellow the light is; the higher the Kelvin (between 5500K to 6500K), the bluer. White light is usually 3500K to 4100K. For my clients, I usually suggest a whiter light for kitchens and a yellower light for living rooms and bedrooms. The colour you ultimately end up choosing comes down to personal preference, so buy a few different bulbs and test them out. Watch as the different bulb’s cast can transform your rooms’ interior. Bring the fall inside. Flower season may be coming to an end (unless you like mums), so try cutting tree branches instead. Branches displayed in a vase give a natural note to your rooms — even without leaves on them — but also add height and drama. Best of all they are free. Look for branches that have a sculptural shape. Pair fall foliage with luxe decorative objects in warm-coloured metals, luxurious textiles of velvets, suedes, wools and cashmeres to achieve a warm sophistication in your home’s interior. My top 5 picks for fall colour HEN your hanging baskets are hanging just a little more than you want and your petunias have gone all stringy, it is time to assess a sprucing-up around the place. It is time to replace them with reliable fall blooming plants. Truth is, annual flowering plants have a finite life: they are called annuals as they complete their life cycle within one year. Often the poor performance of snapdragons, alyssum and the like has nothing to do with you, it is just that their job is finished and it is time for them to go to seed. I love this time of year: the evening air cools down nicely, morning dew creates a wonderful canvas for the rising sun and my sedum looks their best. My top five perennials for fall colour: Sedum Spectabilus. There are many sedum varieties to choose from, but ‘spectable’ is my favourite this time of year. It begins to

look its best when the kids go back to school: a reward for overseeing a busy summer with them in your charge. This plant produces a broad flower in a variety of colours that cover the

I recommend that you plant a few up near the front door (they work well in containers as well as in the garden) where butterflies will find them. As you approach the front door you will be greeted by a winged greeting committee as they forage for nectar and pollen. Ornamental grasses. I have written whole columns on ornamental grasses, indeed there are a few books devoted to them. For me to refer to them here, broadly, as a complete family may seem a bit trite to the collector of ornamental grasses, but I am doing it anyway.

They always look best in autumn, when they sprout tall plumes of flowers, followed by the most attractive seed heads that you can imagine. Like a field of wheat at his best, pregnant with grains ready for harvest your ornamental grasses look fabulous when they are swaying in the breeze. Come winter the seed heads on my Miscanthus chinensus is frequented by nut hatches, chickadees and sparrows. This is a not so gentle reminder that winter in a Canadian garden is really not so bad. One thing to remember when buying ornamental grasses: be sure that you buy the clumping varieties and not the ones that travel by root and rhizome around your yard and under your fence. Ask questions when buying to be sure. New England Asters. The cultivated varieties are related to the native plant only they flower longer and the blooms are arranged in tight masses for best effect. Butterflies love these, too. Plant lots where you want to punch up the colour using bright white, red or blue. Yes, blue. It is hard to find perennials that have a blue flower this time of year, but asters are your #1 choice. They are winter hardy to well north of Ottawa too. Chrysanthemums. Time was, a mum was a mum. Not any more. The introduction of Belgium mums changed all of that about 25 years ago. Now you can purchase the most gorgeous garden mum for less than the old fashioned ones with a flower bud count that is through the roof. Really. I had one last year at our front door and I counted over 700 blossoms on it. That was about two

cents per blossom. You can’t get better value for your bloom-bucks than that. In cool fall weather they last up to 6 weeks. They tolerate early season frost and with some luck they may come back next year. They are not as reliably winter hardy as the asters. Roses. Got you there, didn’t I? We think of roses as late spring and early summer flowering plants. People use them in June weddings for this reason. Well, that is accurate but rose bushes generally bloom a second time quite reliably,

Austin Boulard scored at the 19 minute mark of the third with an extra attacker on the ice, and Ryan Gibson won it with a second left on the clock to stun the visiting Port Hope Panthers. So close was the final goal to the buzzer that the referees actually had to discuss it before deciding it would stand as the game winner. That sent the large home crowd into a frenzy as they had been waiting for a reason to cheer all night long but were limited to audible gasps and sighs as their Raiders came oh-soclose on several occasions but couldn’t finish the play. Prior to captain Boulard’s late heroics the Raiders were left frustrated, completely stymied by Panther goalie Aaron Young. The former Deseron-

He made 26 saves for the win. His only blemish was an Evan Wasylyk goal 14 minutes into the game, part of a period in which the Panthers outshot Napanee 11-7. With just over a minute left the Raiders pulled Parr for the extra attacker. “We didn’t practice it too much (in the pre-season) but somehow it worked out from there,” Boulard said of using six skaters. For the Raiders the victory was a small measure of revenge against the Panthers, who ended their season in the league finals last February. “It felt nice beating them after they swept us,” said Boulard. “Felt good to play against them, we’ll just carry that on into the next day.” Promising rookie Aidan

ers it marked their first structured football game. Even for those with experience, it was a great opportunity to shake off the rust of the off-season before ramping up for the regular season. The curtain was scheduled to rise on the 2015 KASSAA football season yesterday afternoon when both senior and junior Hawks teams were slated to take on the Sydenham Golden Eagles in their season opener. Results weren’t known at press time. Next on the schedule for the junior Hawks is an Oct. 1 home game against their nearest rivals, the Ernestown Eagles. Kick off is 3:30 p.m. The seniors also play Oct. 1, but will be on the road to face the Frontenac Falcons at 3 p.m.

Elsewhere the NDSS Golden Hawks girls field hockey team had the privilege of playing the school's first KASSAA game of the fall season. They dropped a 1-0 road game to the KCVI Blues on Monday. They were scheduled to host the Holy Cross Crusaders yesterday. Results weren’t known at press time. On Monday they will face off against ESS at home for a 3:30 p.m. game. On the volleyball court the Hawks’ junior boys team were swept in three sets on the road against the Regi Panthers. In basketball the senior girls dropped a road game to Regi. Both the senior and junior teams will look to get into the win column on Tuesday when they travel to Holy Cross to take on the Crusaders.

Local KidSport ceases operations Beaver Sports

iting a depletion of funds, KidSport Greater Napanee will be shutting down this fall. Launched locally in September 2004, the not-forprofit organization provided financial assistance for kids who wanted to play sports but couldn’t afford registration costs or equipment. In 2006 KidSport Greater Napanee partnered with Canadian Tire’s JumpStart Program. They shared the same goal of getting kids off the sidelines and into the game by covering

registration costs. Over its 11 years KidSport Greater Napanee handed out $98,000 and helped over 600 young athletes in the community. Vicki Hallum, chair of KidSport Greater Napanee, thanked individuals, clubs and organization who donated to their cause over the years. Though the local chapter is closing its doors, there are still options available for kids in need of funding. Canadian Tire’s JumpStart program will remain active in communities across the country.
