$30 million campus will serve growing population JENNIFER HUFFMAN j huf f man@nap ane w s . com Ole Health plans to build a threestory, $30 million medical office building in south Napa to accommodate the growing number of patients that have come to rely on the nonprofit to meet their health care needs. “This is a long overdue expansion,” said Ole Health CEO Tanir Ami. “Over the last 15 years, we have experienced a greater than 300 percent increase in our patient volume.” “This is great news for the people of Napa,” said Vanessa deGier, area director, communications and marketing for Queen of the Valley Medical Center. “We have a strong and complementary relationship with Ole Health and are thrilled about their plans to expand access to important health care services locally,” deGier said. “Ole Health understands that we cannot have a vibrant and strong community without it first being a healthy community.” The Gasser Foundation is donating the land and has contributed to a portion of the planning costs, said Joe Fischer, a Gasser Foundation spokesman. The new building will be located north of Hartle Court in South Napa, near the South Napa Homeless Shelter and a supportive housing complex, also Gasser developments. The new Ole Health facility will provide health care for 15,000 patients and allow Ole Health to move out of its current rented spaces. Thousands of new patients are cared for at those rented spaces. Additional medical professionals cannot be hired to care for those new patients due to the lack of space, Ami said. The “state of the art” facility will be designed to support Ole Health’s “team-based, patient-centered care” philosophy. Health care teams are fully integrated using this technique. It will offer a range of care options, including primary care, optometry, dental, a teaching kitchen for healthy cooking classes, a pharmacy, a space for meetings, multiple classrooms, a children’s activity area, close proximity to the new farmers market near the movie theater and 10 — Distinctive Properties

physical activity classes that are integrated into the nearby Napa Valley Vine Trail, said Fernando Diaz, Ole Health spokesman. An existing 187-space parking lot will be available to visitors. Ole Health’s Women’s Health Center, currently located at 1100 Trancas St., serves more than 2,000 patients each year will move permanently to the new building. The nonprofit will also be relocating some administrative staff allowing for additional reduction in rented space. All health centers serving patients in Napa including Napa Pear Tree Lane, St. Helena and Calistoga will remain open. Ami attributed the increased patient demand at Ole Health to several factors. Many people gained insurance under the Affordable Care Act, and they are now using that insurance coverage for preventive and other kinds of care. In addition, older physicians in the Napa area are retiring, and when they do, “we absorb a large percentage of their practices,” said Ami. Every time a local physician retires, leaves the community or adopts a concierge-only health care model, “our patient pop jumps up by another 2,000 people. On top

of that some clinicians in town no longer accept low-income Medi-Cal patients, she said. To address those health-care needs, Ole Health services have expanded beyond traditional medical and dental care, said Ami. “We want to change the way people receive and think about healthcare,” she said. Created in 1972, Ole Health today is a Federally Qualified Health Center and the only nonprofit community clinic in Napa County. The organization charges for services on a sliding-fee scale, based on federal poverty guidelines. Ole Health serves more than 33,000 patients a year. The new location offers the opportunity to open up access to patients living in South Napa, said Diaz. As that part of the city continues to develop, “Ole Health hopes to grow alongside this community and establish a presence as the go-to community health center for the area,” he said. “Patients who lived on this side of town will have more access to appointments and services,” said Diaz. “While we can’t determine at this moment exactly how many of those new residents will come to OLE Health as patients, the health

needs of the Napa County Community are very real. One in four children and one in six adults come to Ole Health for care.” The new building is referred to as the Ole Health South Napa Campus, “but that is very likely to change depending on naming recognition opportunities from large donors,” said Diaz. To help pay for the new complex, in early August Ole Health will launch a community fundraising campaign throughout Napa County. The goal is to raise $100,000 from local residents. Ami said Ole Health feels healthcare should be more than a visit to a doctor. “It should involve more services, meet them where they are and give them the services and support they need to improve their lives,” she said. “My hope is that people walk into this building and they think, ‘Wow, I want to be a part of this.’ They see this as a new welcoming home for health and wellness.” Ole Health hopes to break ground in March, 2017, said Ami. Construction is estimated to take 14 to 16 months. The project could go before the city’s Planning Commission in August.

JENNIFER HUFFMAN jhuffman@napanews.com Elvira Arroyo described how her family lived before she moved into Napa’s newest affordable housing complex, Oak Creek Terrace. “We lived in a house, but in one small bedroom with five children,” Arroyo said. A total of 13 people lived in the home. Space was so tight that her family couldn’t eat meals together. Showers were only available at scheduled times. There was limited room for studying and homework. Friends could never come over to play. Luckily for Arroyo, she heard applications were being accepted for a new affordable housing complex at 2670 First St., across the street from First Christian Church. “I was the first person in line” to New complex apply, she said. “I could ease need to take care of housing shortage my family.” Upon hearing she’d been accepted for a three-bedroom apartment, “I was the happiest girl in the world,” Arroyo said. “We cried tears of joy.” More than 600 applications for the one-, twoand three-bedroom units were received, said Karina O’Briain, project manager at Napa Valley Community Housing. In early March, tenants began moving in. Today 127 residents reside there and the complex is full. Napa Valley Community Housing (NVCH) develops, preserves and manages affordable homes and, through its Resident Services Program, teach life and leadership skills. According to its 2014-2015 annual report, the nonprofit had 16 properties in Napa County, including 575 units and 1,635 residents. Those properties are located in Napa, Yountville and St. Helena. The Oak Creek Terrace project cost approximately $17 million, or about $400,000 per unit, O’Briain said. It was co-developed by the NVCH and Burbank Housing Development Corp. of Santa Rosa. The project was funded with money from Napa County, the city of Napa and the city’s housing authority along with state and federal funding. The principal owner is NVCH. In June, Napa Valley Community Housing held an official grand opening in the community room at Oak Creek Terrace. The complex is tucked off First Street, behind a vacant lot that is not part of the project. Oak Creek Terrace includes 41 energy-efficient apartments. Monthly rents range from $507 to $1,097, depending on income, household and apartment size. A manager lives on-site. The property includes a community building with computer bar, community kitchen, bike racks, laundry, play structure and storage areas. “It’s so gratifying” to see the project finished and tenants in place, said O’Briain. “Getting the land,

Vesta Pacific Development has won the Napa city Planning Commission’s approval for a residential and retail cluster that would occupy the current Napa Valley Register site. The developer is seeking to lease about half the retail space to the Napa Bookmine, a bookstore that has operated on Pearl Street since 2013.

City approves housing, commercial complex On the downtown block where the Napa Valley Register has reported the news and printed papers for 50 years, a developer has edged closer to building townhouses and retail space – and possibly a new home for a downtown bookshop. Vesta Pacific Development, which last year bought the Register’s earthquake-damaged building at 1615 Second St., won the city Planning Commission’s support last week for its $40 million project on the site. After the newspaper moves to its new Soscol Avenue quarters July 18, the San Diego-based developer plans to create 51 housing units on the property and on a smaller lot west on Third Street, together with 6,200 square feet of commercial space along Second Street. Construction may begin as early as October and last 10 months, pending approval from the City Council, according to Katherine McComic, spokeswoman for the developer. The details of the plan became public in March, but in late July Vesta Pacific announced its targets for filling the Register site’s groundfloor commercial zone. At the top of the builder’s want list is the Napa Bookmine, which opened in 2013 on Pearl Street and whose founders this spring unsuccessfully bid on another downtown building, at 1201 Main St. Talks are underway between the developer

and Bookmine owners Naomi Chamblin and Eric Hagyard for the bookstore to lease 3,100 square feet in the new Second Street building, half the available area, McComic announced. “We thought a bookstore would be a great new feature of the downtown landscape,” she said of the Bookmine, whose husband-and-wife owners first reached out to the developer about seeking a new home after the City Council bypassed their bid on the old Napa Firefighters Museum building in May. Other businesses expected at the site will include a co-working center to provide office and meeting space to small businesses, as well as a locally owned café and bakery, McComic added. These would occupy the commercial portion of a main building finished in a redbrick facade, intended as an homage to the Register building’s brick exterior. But while that part of the complex is mostly unchanged from earlier drawings, the developer on Thursday unveiled a major redesign of the townhouses facing Third Street – substituting a Craftsman-style look for an earlier, modernist design that some homeowners attacked for clashing with the historic architecture of homes near Fuller Park to the south. Vesta Pacific’s readiness to overhaul its housing designs was the major key to winning residents’ support, said Elizabeth McKinne, a Napan and local preservation advocate who had criticized the earlier design. “We were pleased to see changes that made this a better overall fit with the (Fuller-Abajo) Historic District,” she told commissioners. “If this

experience is any indication of things to come, I look forward to any other projects (Vesta Pacific) may bring to Napa in the future.” “It’s wonderful when we have a developer who’s willing to work with the neighbors,” said Commissioner Paul Kelley, who joined the other four members in supporting the plan. “It’s a perfect example of a developer and neighbors pulling together to get the highest and best project.” Thirty-two of the townhouses would be placed above the commercial space and a parking structure facing Second Street, the north side of the Register block. On the opposite, south side along Third Street would be a pair of five-unit, three-story residential buildings along with private two-car garages. Three triplex homes are planned on the west, at Third and Seminary streets. Lee Enterprises Inc., parent company of the Register, sold the Napa paper’s headquarters to Vesta Pacific in September 2015 for about $5 million. The building has been mostly dormant since the earthquake of Aug. 24, 2014, which damaged the press and forced most employees to move their offices into temporary trailers in the parking lot. The scrapping of the press in January, combined with the Register contracting its printing operations to the Santa Rosa Press Democrat, made the 21,000-square-foot Second Street property expendable. Lee Enterprises executives have said the sale proceeds would be used to pay down company debt. To the east, a new office at 1615 Soscol Ave. at the corner of Vallejo Street opened Monday, July 18. “Let’s open the gates!” Pastor David Stoker called out gaily – and with that exhortation, First Presbyterian Church’s double doors swung inward, and the congregation’s nearly two-year wait to return home finally was fulfilled. The sanctuary in downtown Napa that has endured for 142 years became a house of worship again Sunday morning, July 10, with the church’s first service in its home space since the 2014 earthquake. Where shards of plaster and colored glass had once riddled the floor, fresh white paint and new burgundy carpeting gave the chapel an airy, light-filled atmosphere belying its age. Surrounded by spotless walls lit by repaired windows, hundreds of members, friends and dignitaries packed the pews and balcony for hymns, prayer and a celebration of a landmark – and a congregation – reborn. “We’re so thrilled to be back in God’s house,” 36 — Distinctive Properties

Stoker said as he took his place behind the lectern where he had not stood for nearly 23 months. “It’s celebration time!” the minister told his worshipers who, even before starting into the hymn “How Firm a Foundation,” shook the hands of those with whom they had prayed and sung in the church gymnasium since the West Napa Fault violently woke before dawn on Aug. 24, 2014. When the shaking stopped, the space where First Presbyterian has worshiped since 1874 was the picture of chaos. Light poked through huge gaps in the shattered stained-glass windows, debris and dust covered nearly every surface, and a large loudspeaker had broken away and crashed to the lectern – exactly where the minister would have been standing had the quake struck seven hours later. As church members prepared for their

return, the scary and uncertain first hours after the quake remained fresh for many. “We were immediately concerned about our church,” remembered Keith Orr, a church usher and a member since 1958. “I got here the day after the quake – I guess God really protected us, because things that are broken can be replaced. But we were concerned about the foundation; we were concerned whether it would collapse. It was a sad time.” While First Presbyterian moved its services to its neighboring gym, church elders plotted out the rebirth of their sanctuary. While the building escaped serious structural harm, the cosmetic damage gave rise to a $2 million project that included a concrete foundation to take weight off the old brick pilings, as well as new walls, flooring, seismic retrofits, an expanded greeting area and wheelchair-accessible restrooms.

Three-quarters of the repair bill came from the church’s estimated 400 members and the rest from other donations, including $25,000 from the Napa Valley Community Disaster Relief Fund. The abundance of helping hands impressed Mayor Jill Techel, whom the church chose to lead a procession with Stoker from the gym down Third Street to the chapel doorway, where the two cut open a ceremonial red ribbon before leading worshipers inside. “I prayed that we could keep our people safe and find a positive road to recovery,” Techel said of the quake’s aftermath during the rededication service. “I’m thankful for having a community where people help each other. Napa showed the world how resilient it is and how it supports people in a crisis.” Even when Stoker honored Mike Gibson — a retired oil company executive who managed the repair and renovation effort — with a ceremonial hammer mounted on a wooden plaque, Gibson immediately shared the credit with his fellow worshipers. Asking each group of helpers to stand up, he watched as painters and plumbers rose to their feet – followed by engineers, those who had swept up the post-quake debris and even those who simply had prayed for the project’s success, until nearly the entire audience was standing with him. The restoration of First Presbyterian will continue through the summer and possibly into autumn, with the reinstallation of the organ repainting (a pianist and 10-piece orchestra provided Sunday’s musical accompaniment) of the exterior in its original white color, and the righting of the rooftop weather vane that has remained askew since the quake. Cosmetic fixes are planned for the library and offices, and the sanctuary will receive its first modern climate-control system. A California Historical Landmark and Napa’s oldest surviving house of worship, the First Presbyterian sanctuary at 1333 Third St. is nearing the completion of its revival. But the lesson Stoker sought to share with its members was to remember how they had carried on without it, even as their return to their longtime spiritual home brought them happiness. “It’s been helpful for our congregation not to worship in a regular sanctuary these last 22 months, because we’ve been able to see rather vividly that the church is not a building, but a group of committed people worshiping and serving the Lord,” he told church members who had been listening to him from folding chairs since 2014. “And it was a constant reminder that the J.L. Six key parcels added to downtown “Parking Exempt” zone H OWA R D Y U N E h y u n e @n ap an e w s.c om As Napa tries to pull together millions of dollars to build more downtown parking, the city may drop on-site parking requirements in a neighborhood at the edge of its core. An extension of a special zone farther north on Main Street, up to and just past the Clinton Street crossing, won the Planning Commission’s unanimous support in July. The border shift would absorb six new parcels into a district where builders can pay into a city fund for future parking construction, rather than try to squeeze room for vehicles onto parcels and reduce their buildable space. The expansion, which requires the City Council’s final approval, is meant to help Napa add to its reserves for a future garage intended to soak up an increase of visitors as hotels, restaurants and stores continue opening downtown. A parking structure with 350 to 400 slots is expected to cost at least $12 million, and Napa is looking for commitments to fill an estimated $3.4 million gap. Officials also are weighing a major increase in the parking impact fees Napa charges developers for each additional space required – from the current $7,500 per vehicle to $20,000 or more. One of the six newly parking-exempt properties is 1300 Main St., a vacant lot where the Wiseman Co. of Sacramento won city approval last month for a three-story office and retail complex slated for completion in the spring of 2017. That plan included a separate condition that Wiseman pay the city for 57 future garage spaces rather than build the same number on-site, a step the builder said would have been unworkable. Also entering the special district are a vacant building that once housed a furniture store and a Salvation Army thrift shop, as well as another building that formerly housed Nor-Mar Fabrics. NO PARKING REQUIRED? the other properties gaining the parking exemption. The six parcels are the only sites zoned for downtown commercial uses that lack the exemption. Napa’s first expansion of the parking-exempt zone in more than a decade affects an area at the northern edge of downtown, where taller buildings like the three-story home of the AUL insurance company stand close to older, low-slung storefronts just north and private homes to the east. During the two-year city review of the 1300 Main St. building, several homeowners and shop owners spoke out not only against that project but against freeing any new construction from parking requirements, predicting that unchecked development would worsen street congestion near their homes and leave residents competing with

visitors for curbside parking. Some of those opponents again shared those fears at Thursday’s commission meeting. “Napa is a national jewel, and what you do now will affect the future of your community,” Harris Nussbaum told city planners. “When you overcook food, you spoil it. I fear that if you overcook Napa, you will spoil this jewel.” Despite such concerns, commissioners called the change necessary to fund parking expansions as soon as possible – and prevent employees and visitors from locking up prime vehicle spaces on busy streets and in residential districts. “I am sensitive to the (fear) of going too quickly,” Beth Painter said before the vote. “But we’ve got to move quickly to collect fees for a garage. The garage is something that has to be built.”

“This will help provide the resources — i.e., the money — to alleviate the tension for these neighbors,” added Commissioner Michael Murray. Napa is working to boost and reallocate its parking supply while it seeks more garage funding. In June, it opened a temporary 147-vehicle lot off West Street, at the site of the demolished Cinedome theater, and Economic Development Manager Jennifer LaLiberte said the city also may carve out 70 more interim spaces off Third Street near the Napa Valley Wine Train tracks. In addition, city staff is working toward creating a paid-parking system for downtown streets and lots starting in mid-2017, in hopes of nudging all-day parking toward the more distant garages and increasing the turnover of busier curbside spots.

INTEREST RATE TERMS TO KNOW (BPT)—You’ve saved enough for a down payment, your budget is looking good and you’re earning steady income. You’re at the point in your life where you feel confident you’re ready to buy that first home. Congratulations! Buying a home is one of the most exciting and rewarding purchases you’ll ever make. However, if it’s your first time shopping for a mortgage, you may not be super knowledgeable about some of the financing terms you’ll hear, including “interest rates.” If you’ve used any kind of credit before, you probably have a basic understanding of interest—it’s the money lenders charge in exchange for allowing you to use their funds to make a purchase. While the basic concept is simple, mortgage interest rates can be complex and differing. “Many factors go into determining the interest rate your lender will offer you,” says Eric Hamilton, president of Vanderbilt Mortgage and Finance. “By understanding the factors that influence your interest rate, you can obtain 44 — Distinctive Properties

the best possible mortgage plan and get into the home of your dreams quicker.” A variety of factors determines your interest rate, including: * Down payment—Just as you put money down on a new car, mortgage lenders like to see down payments from homebuyers. A down payment not only reduces the total amount you need to borrow, but it also shows the lender you are able to manage money. Different lenders require different amounts for a down payment, but most would likely view 10-20 percent of the home’s purchase price to be a good down payment. * Collateral—This is the property you agree to “put up” in exchange for the loan and serves to protect the lender against a borrower’s default. If you’re buying a manufactured home, you can collateralize the loan with either the home itself or with the home and a piece of land together. For site-built homes, the loan would be collateralized with the home and land together always.

* Loan amount—The amount you need to borrow is calculated by taking the purchase price of the home, less your down payment, and adding any other expenses that will be financed as part of the loan, which could include closing costs, discount points and third party fees. * Credit score—Lenders will want to review the credit reports and scores for everyone who is listed as a borrower on the mortgage application. With your written permission, the lender will obtain your credit report from a credit reporting agency. Generally, the better your credit score is the more likely you will be approved, plus qualify for the best available interest rate from the lender you choose. * Origination cost—This is the amount the lender charges to process the loan application, which includes gathering and reviewing all loan application documents, underwriting and closing your home loan. This expense typically appears on your loan documents as

a “loan origination fee.” “After you apply for a mortgage, the lender should be able to give you an idea of the interest rate you’ll likely qualify for,” Hamilton says. “With that information, you can use a monthly mortgage payment calculator to estimate just how much the mortgage payment will be each month.
