City of Calistoga and hotel development representatives gathered in November for the groundbreaking for a new luxury resort that will be run by Four Seasons. Anne Ward Ernst/Weekly Calistogan

Four Seasons will run new luxury resort A N N E WA R D E R N S T e d it o r@we e k lyc a l istoga n.c om CALISTOGA — Years of speculation that luxury hotelier Four Seasons would manage the new resort to be built on the old Silver Rose location were confirmed in November during a ceremonial groundbreaking at the site. “We always talk about location, location, location,” said Chris Hart, president of hotel operations-Americas for Four Seasons. As a management company, he said, they are always looking for great partners, and he believes they found it with partners Bald Mountain Development, Alcion Ventures, and the city of Calistoga. “We’re here for the long term. We’re delighted to be coming to this special place.” The resort, which will have an 85-room hotel and spa, restaurant, a 10,000-case winery, a six-acre vineyard and 20 freestanding homes, is likely to open in 2018. Kelly Foster, principal of Bald Mountain Development, thanked the city of Calistoga, 10 — Distinctive Properties

its council and staff, for working with his team through the whole process. He also thanked Four Seasons, “for saying ‘yes’ so quickly” when he called them five years ago. And to the design team, Foster said he’s “confident” that they have come up with a design that “will rock this valley.” This is the third project for Bald Mountain and Alcion together, Foster said. Mayor Chris Canning said he was pleased to welcome Four Seasons and looks forward to a fabulous resort and a responsible business partner. The Four Seasons resort is yet to be named, Foster said, leaving locals wondering what to call the project. The new development is still referred to as the Silver Rose, which was torn down a year ago, but Four Seasons was never confirmed by the company or Foster as the management team. Developing the Silver Rose site proved contentious. Critics tried to block the plan, saying it was too dense for the site and would mar the entry corridor into town. They challenged the city council’s approval on the

2012 ballot, but city voters backed the project by about 60 percent to 40 percent. As part of the development agreement with the city the developer agreed to pay $7 million for impact fees related to public safety, wastewater connections and quality of life. Tuesday’s groundbreaking is about two years behind schedule, with original plans to break ground set for 2013. This is one of three major resort projects approved in Calistoga in recent years. Shortly after the Silver Rose project was passed, council members approved a 110room resort on a hill on the other side of town. Critics challenged that project in a special election in 2013, but it passed by a similar margin to Silver Rose. That resort, known originally as Enchanted Resorts but now known as Calistoga Hills, has yet to break ground. In the middle of town, meanwhile, the owner of Indian Springs Resort more than tripled the number of rooms at the historic property and opened a restaurant in 2014.

CIA buys long-vacant Copia for food offerings Teaching school plans classes and events JENNIFER HUFFMAN j h u ff man @n ap an ews.c om Seven years after it closed and later filed for bankruptcy, the former Copia building in downtown Napa has a new owner. The Culinary Institute of America has purchased the north section of the campus at 500 First St., with plans to offer a broad array of food experience. “We really are very excited about this,” said Tom Bensel, managing director of the CIA at Greystone, located on Highway 29 in St. Helena. “This is a historic moment,” for both the private culinary college and Napa. The Culinary Institute of America at Copia will carry forward the facility’s original goal of providing excellence in culinary education and food-based experiences to the region’s visitors, according to a news release. “This is really good news,” said Napa Mayor Jill Techel. “I know they have been working on a deal for a while. They were running out of space Upvalley. We are lucky that the timing worked out and the (space) seems especially well made for their use.” According to the Napa County Assessor’s Office, the CIA paid $12.5 million. The property was most recently assessed for $21.3 million. There will be no charge for admission, but some classes will require a fee, officials said. A combination of revenue from the restaurants, retail store, culinary classes and demonstrations and special events should make it financially sustainable, according to the CIA. 14 — Distinctive Properties

A somewhat ceremonial exchange of keys was held at Copia after the sale. Art Ferretti, who has been a caretaker of the Copia property since before it was even built, handed over the keys to Tom Bensel, managing director of the CIA at Greystone. The CIA has purchased the north parcel. It has asked Ferretti to continue in his role at 500 First St.

“From a financial standpoint, we feel very confident we can make it a success,” said Bensel. The CIA has a long history with Copia. “We were one of Robert Mondavi’s original partners in the effort,” said Dr. Tim Ryan, president of the CIA. But the CIA decided to develop its St. Helena campus instead. “That was more than 20 years ago, and today we need further room to expand. Given that, we are excited to now be able to continue Bob’s vision for Copia and the Copia name,” said Ryan. The CIA’s plan to buy the property was first announced in July. At the time it was said that the CIA would buy 11 acres north of First Street and Triad Development of Seattle would buy the southern parcel of land. Triad originally planned to buy both the south and north parcels at Copia but that plan did not go forward, for unknown reasons. Working with the CIA, Triad planned to build as many as 187 units of housing, 30,000 square feet of retail along First Street, underground parking for more than 500

cars and public access spaces. However, Friday’s announcement did not include any information about Triad buying the south parcel. “We have only acquired the northern parcel of the property,” said Bensel. “ACA Financial Guaranty Corporation still holds the deed to the southern portion.” “From our understanding, they chose not to move forward on the project,” Bensel said of Triad. Neither Maria Cheng, a spokeswoman for ACA, or Curt Johansen, representing Triad development, could be reached for comment on Friday. Totaling more than 80,000 square feet, the Copia building contains a 280-seat theater, two restaurant venues, a 100-seat demonstration kitchen and theater, library, retail space, classrooms, and exhibition spaces. There is also an outdoor amphitheater with seating for more than 700 and an array of outdoor gardens. Situated next to the Oxbow Public Market on First Street in central Napa, the CIA will be able to provide visitors to the Oxbow

district an expanded array of food and wine offerings, said the news release. “The city of Napa has done a tremendous job bringing vibrancy to its downtown,” Ryan said. “We are confident that Copia’s situation within this fast-growing culinary hub will re-establish the facility as a focal point both for wine and food enthusiasts to experience wine country and for the growth of the CIA’s programs.” The former permanent display space will become home to a 9,000-square-foot teaching kitchen, similar to the one currently on the third floor at Greystone. Plans for the CIA’s newest location are in development. Visitors can anticipate new programs focused on food and wine, new dining facilities, an expanded calendar of special events, public museum, and other consumer-focused experiences, the school said. The college’s Food Business School for food entrepreneurship and innovation will also be headquartered at Copia. Programming is expected to be introduced in spring 2016.

According to an email solicitation distributed this summer, offers to buy the “fully approved and programmed luxury resort,” property were due Sept. 15. “Palm Hill listed the hotel site for sale a few months ago to see what interest there might be in the property as they move towards the

Right before the recession, the city approved a luxury Ritz-Carlton resort containing 351 rooms, a spa, restaurant, boutique shopping and underground valet parking. News of the five-star brand coming to Napa was heralded with great praise, but during the recession, the project stalled for lack of financing. In March 2012, Brad Weiser, managing partner of River House

Palm Hill bought the property in 2013, but again, development did not progress. “I think it’s a good site for an upscale, perhaps luxury, property,” said Don Winter, a Napa-based hotel expert. Now that the CIA has purchased the former Copia site and plans to revive it, “that adds some renewed interest and demand” for the resort. “Palm Hill is very excited about the recent sale of the Copia building to the CIA, which will cement the Oxbow district and our site as the crown jewel of Napa city,” said Teague. A new resort will cause competition among other downtown area hotels, “but overall it will be a good thing for Napa,” said Winter. City community development director Rick Tooker said the city knew the Ritz site would be listed

M

ost people travel to Europe to visit tourist sites. Chris Griffith goes to dig through old barns and hang out with Gypsies. Griffith owns a Napa-based business called Napa Antique Wine Artifacts. Several times a year, he travels to Eastern European countries such as Romania and Hungary to “pick” vintage wine items — everything from bottles and barrels to grape presses. “I take a lot of pride in restoring the artifacts,” he said. “If you have an appreciation for history, even in a little way,” you can learn from that experience, said Griffith. His buyers back in the U.S. also appreciate his finds. Many are winery owners or people who work in the wine business. They buy the old presses, wagons and other ag-themed implements for decoration at homes or wineries. He sells a handful of presses each month, 28 — Distinctive Properties

in addition to other wine antiques. Prices for the vintage European presses usually start in the thousand-dollar range and go up from there. Griffith said he got hooked on wine artifacts after traveling while studying in Eastern Europe many years ago. He was startled to see some families burning 100- and 200-year-old wine presses for fuel. Apparently for those who live in a country that is thousands of years old, 200-year-old equipment isn’t considered “old.” “I said that’s crazy, I’m going to start collecting these things,” Griffith said. He goes to Eastern Europe “because it’s easier to find artifacts because not everybody goes there,” said Griffith. Most American shoppers will visit Belgium, Holland or France and buy at markets and warehouses where goods have already been collected for sale. Not Griffith. “I’m what they call a dirt buyer,” he explained. “The best way to do this kind of

work is to be the finder of stuff.” Local connections and introductions are essential for successful buying trips. Griffith uses a local translator who speaks four or five languages and travels with him. He goes to the same collection of towns and rural areas where he’s become known and created relationships. “I’ve been really, really lucky finding all these things,” said Griffith. During his trips, “I spend a lot of time with the Gypsies,” he said. It comes down to trust, he said. “The Gypsy world and culture is old, old, old. It’s hard to get into their world.” One of his major “picks” is an old Roman wine press from the Transylvania region of Romania. The 16-by-14-foot wooden press was made from Russian wood that would have been hauled to Transylvania and built by the Germans who occupied that region, likely around the 1600s, he contends.

He found it after passing around a handdrawn image of a press. Two years later, someone showed him an old photo of such a press in an old barn. He bought it and shipped it back to Napa. “It’s a significant artifact,” Griffith said. He

believes there are only a handful of that size and age in existence. He thinks the Roman press may have been bought or built for nobility in the area who let the villagers use it as sort of a co-op. Griffith, who is 68, said that he’s hoping to find a buyer who wants to preserve the Roman press, hopefully somewhere in the Napa Valley. He has no idea of what the price would be for such an item. “There are no comps,” he said. For many years Griffith worked in the public safety field in California and Nevada. He also imported cars from Europe for a time, so he was familiar with how the import/export business works, including export/import agents, customs and Homeland Security requirements. Griffith said he knows how to blend in while traveling: “Dress down. Be careful, don’t cause any problems, and get your business done during the day time.” Once he collects his finds, he loads it all on a train, which travels across Europe to Hamburg, Germany. From there his acquisitions are

Napa dealer ‘picks’ through the Old World loaded onto a 40-foot container ship that heads for Oakland. That trip takes about six weeks “if there are no bad storms,” he said. He’s never had a problem with items disappearing while in transit, he said. Sometimes items break, but that is to be expected. The public can see some of his finds and other pieces at Calistoga’s Roam Antiques where Griffith has partnered with shopkeeper Mario Sculatti. He also has items on consignment at Antiques on Second in Napa. Griffith maintains a warehouse on Walnut Street in Napa where he keeps other inventory. An eclectic array of items was on display on a recent visit, including a gypsy wagon, an old balloon basket, a row of church confessional booths, oversized bread kneading bowls, metal bathtubs, more grape presses, vintner bottles and metal pumps. When asked what kind of artifact he’ll search for next, Griffith said he wasn’t sure. He wants to find a home for the Roman press. “Then at some point, I need to retire.” December 2015 – 29

Fed may consider interest rate hike in December M A RT I N C RU T S I N G E R A sso ciat e d Press WA S H I N G TO N — T h e Federal Reserve is keeping U.S. interest rates at record lows in the face of persistent threats from a weak international economy and excessively low inflation. But it suggested the possibility of a rate hike as early as December. A statement the Fed issued in late October said it would seek to determine “whether it will be appropriate to raise the target range at its next meeting” by monitoring the progress on employment and inflation. It marked the first time in seven years of record-low rates that the central bank has raised the possibility that it could raise rates at its next meeting. In a further signal that a rate hike could occur at the Fed’s last meeting of the year, policymakers sounded less gloomy about global economic pressures. They removed a sentence from their September statement that had warned about global pressures after news of a sharper-than-expected slowdown in China. Ian Shepherdson, chief economist in Pantheon Macroeconomics, expects a December rate hike if the jobs reports for October and November show the labor market is getting stronger. “Some combination of payrolls, unemployment and wages signaling continued improvement will be enough,” he wrote in a note to clients. Still, the Fed indicated that the economy is expanding only modestly. And in a nod to recent weaker data, policymakers said in their statement that the pace of job gains had slowed — an indication that they may be concerned about the pace of hiring. Some Fed officials have signaled a desire to raise rates before year’s end. But tepid economic reports have led many analysts to predict no hike until 2016. The decision, after the Fed’s latest policy meeting, was approved on a 9-1 vote, with Jeffrey Lacker, president of the Fed’s Richmond regional bank, dissenting. a quarter-point rate hike. The Fed has kept the target for its benchmark funds rate at a record low in a range of zero to 0.25 percent since December 2008. Yellen and some other Fed officials have said a rate hike is still likely by the end of this year. But many analysts point to a string of weaker-than-expected economic reports in recent weeks that they think will lead the Fed to delay any rate increase until 2016. What’s changed is a global economic slowdown, led by China, that’s inflicted wide-ranging consequences. U.S. job growth has flagged. Wages and inflation are subpar. Consumer spending is sluggish. Investors are nervous. And manufacturing is being hurt by a stronger dollar, which has made U.S. goods pricier overseas. Though analysts say a rate hike at the central bank’s next meeting in December is possible, two key Fed officials have called even that prospect into question. The Fed cut its benchmark rate to near zero during the Great Recession to encourage borrowing

and spending to boost a weak economy. Since then, hiring has significantly strengthened, and unemployment has fallen to a seven-year low of 5.1 percent. But the Fed is still missing its target of achieving annual price increases of 2 percent, a level it views as optimal for a healthy economy. At the start of the year, a rate hike was expected by June. A harsh winter, though, slowed growth. And then in August, China announced a surprise devaluation of its currency. Its action rocked markets and escalated fears that the world’s second-largest economy was weaker than thought and could derail growth in the United States. Uncertainty was too high, Fed officials decided, for a rate hike in September. Since then, the outlook has dimmed further with a hiring slowdown and tepid retail sales and factory output. Also, inflation has fallen further from the 2 percent target because of falling energy prices and a stronger dollar, which lowers the cost of imports. The Fed has said it will start

raising rates once it’s “reasonably confident” inflation will return to 2 percent within two to three years. Yellen has said that confidence should be boosted by a stronger job market, which will help raise workers’ pay. But this month, two Fed board members — Lael Brainard and Daniel Tarullo — questioned the link between falling unemployment and higher inflation. Both expressed doubts about whether the timing would be right for a rate hike this year. This week’s Fed meeting also followed decisions by other major central banks — from Europe to China and Japan — to pursue their own low-rate policies. Against that backdrop, a Fed rate hike would boost the dollar’s value and thereby squeeze U.S. exporters of farm products and factory goods by making them costlier overseas. Congress may help if a budget deal announced this week wins congressional approval. That could avert a government shutdown and raise the government’s borrowing limit — two threats that concern Fed policymakers.

Events from the Farmers Market to Blues, Brews & BBQ may be offered space at the Oxbow Commons, the recreation area that occupies the bypass during the dry months. Parks staff have begun studying which festivals the quarter-mile-long, 300-foot-wide greenbelt might remove from downtown streets and parking lots – though questions remain whether it can support the electricity and services some events demand. A downtown special-events plan recently released by Napa outlines how the commons can absorb largescale outdoor events currently held at Veterans Memorial Park or as street fairs. Twenty-six of the 44 outdoor events scheduled in Napa for 2016 are to take place in downtown, and half of those – six of which require

street shutdowns – could be staged in the Commons, wrote John Coates, Parks and Recreation director. Even the city’s renaming of the bypass is meant to promote the park as a venue in its own right – especially to out-of-towners who might easily overlook it. “For two years we’ve called it the bypass, and when you use it as a verb, it means ‘to go around,’” Brent Reed, a planning consultant working with the city, told the Parks and Recreation Advisory Commission while presenting the Oxbow Commons plan earlier this month. “It’s very important to reinforce that this is a community park.” Hopes for such a safety valve have grown as some Napa officials and others worry whether the number and popularity of festivals are overwhelming downtown with street closures and disruptions to local stores. Festivals like Blues, Brews & BBQ, Oktoberfest and the Main Street Reunion auto show block downtown streets to make room for thousands of visitors, and Veterans Memorial Park hosts yet more people

at dozens of special events each year. A number of business owners, as well as Councilman Peter Mott, have floated alternate sites such as Second Street or the Napa Valley Expo to reduce the number of shutdowns on Main and First streets. But a new option has emerged to the east – in the $18.5 million channel whose main purpose is to prevent the Napa River from overrunning its banks and causing the flooding that plagued the city for decades. The Oxbow Commons is equipped with walking trails, benches, a kayak launch and other amenities to attract park-goers during the dry season, which occupies most of the year. When not serving as a river relief valve, it links downtown to the Oxbow district, where the parking lot of the Oxbow Public Market doubles as the Napa Farmers Market’s twice-weekly base. City parks and facilities manager Dave Perazzo estimated the Oxbow Commons could hold up to 5,000 visitors at a time, about five times more than Veterans Memorial Park. Reed told commissioners the flood bypass’ position between two

heavily traveled neighborhoods makes it ideal ground for spectator events , including some whose sites are at risk from development nearby. Parking supplies are expected to tighten at the Oxbow Market as the Culinary Institute of America opens a branch inside the former Copia next door, and increased traffic around the upcoming Archer Napa hotel may make downtown street closures more difficult. But not all event directors who are willing – or compelled – to leave the nearby streetscape can readily move to the Commons, cautioned the executive director of the Downtown Napa Association. Craig Smith said the merchants’ group has discussed with the city the possibility of shifting its Oktoberfest, Blues, Brews & BBQ and other street festivals onto bypass land, as organizers look for a new event space after the Archer Napa hotel’s scheduled 2017 opening on First Street. But the city must resolve parking, power delivery and access issues before the Commons can host public events at even a fraction of their current size, he said Tuesday. December 2015 – 41

here are a number of reasons that the Napa Valley is a desired tourist destination for visitors and a sought after location for residential and commercial investment. Anchored by an overall quality of life, here are 10 factors that support why prices for local real estate continue to increase and will likely continue to do so into the future. #1: The agricultural and open space that surrounds us stems directly from the Napa County Agricultural Preserve established in 1968 which prevented over development and chose the best use of our lands to be rural farming. With zoning permitting one home per 160 acres on the hillsides and one per 40 acres on the valley floor, natural vistas have been retained for residents and tourists to enjoy. #2: To preserve agricultural land has meant that most housing and commercial activity must be located within the 5 municipalities (islands) of the county. With only 4.2 percent of our 504,000 acres available for housing and commercial development there is a very limited supply of land zoned to meet an ever increasing demand. #3: Napa County is not served by large scale municipal transportation such as Bay Area Rapid Transit and considered by most too far from the inner San Francisco Bay for daily commute. This location factor has limited the number of home buyers competing for a limited inventory and thus keeps us very affordable in comparison to like communities around the bay. #4: Since dedicating our lands to growing premium wine grapes the number of wineries

has grown to over 500 delivering 27 percent of the value of California’s wine production. This attraction of wine lovers to our valley has created a vibrant local culture of wine, food, art and entertainment that is available to residents as well as visitors. #5: The completion of the 6-mile and $440 million Flood Control Project has fostered a renaissance of architecture and commercial activity in the downtown center of Napa. The bridges, docks, walkways and parks fronting the river have created a unique environment that has caused a shift to the south of the county for fine dining, wine tasting and entertainment venues. #6: Living in Napa County we find ourselves strategically located to take full advantage of Northern California living. 3 hour’s drive to the Sierras, 1 ½ hours to the Pacific beaches and 1 hour to the City of San Francisco. In the Napa Valley and downtown Napa in particular the amount of commercial investment has been staggering with many projects yet to break ground. In May of this year developer Todd Zapolski added the 77,000 square foot Kohls Parkway Plaza giving him control of over 380,000 square feet in the center of town. The Archer, our second downtown high-rise hotel is under construction to be completed in 2017. #10: Following the Great Recession, the Napa Community found itself in short supply of rental homes and apartments. Because of the many homeowners displaced during the recession were seeking rentals and due to the lack on new construction during that time residential rental rates have been rising steadily. It is unlikely that new supply will meet demand and rate increases are likely to continue. As we move on to 2017 there are these fundamental reasons why the Napa Valley is drawing the attention of local as well as foreign investors. With banks and deposit accounts paying near 2 percent investors are looking to the stock market and real estate for higher rates of return and capital appreciation. Appreciation is forecast to be 4 percent to 5 percent range in housing in the coming year for California. With the utilization of leverage these returns will likely exceed 15 percent pretax returns.
